Perry from the Sheriff’s Office.

The man’s voice was described as having a heavy southern accent.

PACE approves 1st major fare hike in 6 years Riders will have to pay more per ride and per transfer, passes remain same

The PACE suburban bus transit agency’s Board of Directors voted unanimously to approve a budget that included the first major fare hike since 2009.

Whether they’re using regular routes, premium routes, dial-a-ride services or paratransit services, riders will have to pay more per ride and per transfer. The cost of PACE and PACE /CTA passes remains the same. As previously reported by the Bugle, the fare increase is one of several steps the transit agency is taking to make up for funding shortfall.

Agency spokesperson Maggie Daly-Skogsbakken told this newspaper that, while PACE understood that fare increase could hurt riders, especially paratransit riders, it was important for the transit agency to maintain its services and keep its capital projects on track. Without it, she said, PACE’s ridership might suffer in the long run.

On Jan. 1, 2018, the cash fares for regular routes will go up from $2 to $2.25, while Ventra card fares will go up from $1.57 to $2. The increase will be more dramatic for premium routes, going up from $4 to $4.50.

Premium routes include commuter shuttles, a summer shuttle service to Six Flags Great America, and routes that link riders to Wrigley Field, Soldier Field and Guaranteed Rate Field on game days. Express shuttle routes 755 and 855 serve Plainfield, while routes 850 and 851 serve Bolingbrook. Route 768 and Route 775 provide express service to Soldier Field and Guaranteed Rate Field from Bolingbrook.

For the first time in recent history, the cost of transferring between routes will increase as well.

The regular transfers will increase from $0.25 to $0.30. The transfers between buses serving Joliet will remain free.

The surcharges for transfers between local and premium routes will increase as well. Riders playing one-time fares currently have to pay $2.50, while riders with all passes except the 30-day Premium Pace/CTA Pass have to pay $2.25 per ride. In the beginning of 2018, those surcharges will go up $2.80 and $2.50, respectfully.

The call-and-ride services, such as the one in West Joliet, have the same fares as regular routes, so they will go up as well. The ADA paratransit services, which severe both the City of Chicago and suburban six-county region, will also see increases, from $3 to $3.25.

PACE Board of Directors approved the budget during its Nov. 8 meeting. The directors reported that, during the public hearing, increase in paratransit fares stood out as a major concern.

Director Terrance Carr, who represents central suburban Cook County, said that he attended the public hearing in his region. Five people attended, and most of the comments were positive, with only concerns expressed about public transit fares.

Director Thomas Marcucci, who represents DuPage County, got similar feedback.

“We had two folks showed up who wanted to speak,” he said.

“Both of them are members of our ADA community, and there was expression of concern about fares, and [it was] appropriate, but thanks for the level of service we maintain.”

Marcucci mentioned that, while people weren’t necessarily pleased with fare increases, they didn’t protest, either.

“I mean, we haven’t raised fares for 8-9 years,” he said. “People understand. Very few things cost the same as they did 9 years ago.”

Director Linda Soto, who represents Lake County, also heard concerns about paratransit fares. “[Two paratransit riders who spoke] were basically limited to [Social Security] income, and they were concerned that [it would hurt] their budget,” she said.

Karen Tamley, who represented the City of Chicago Mayor’s Office for People with Disabilities, said that the hearings in Chicago, particularly on the South Side, were well-attended, with paratransit riders expressing concerns about quality of service and having to deal wit fare increases while living on fixed income.

“I think, as we ask people to pay more, I think we [need to] commit ourselves to provide the most excellent service we can provide,” Tamley said.

Great American Smokeout is this Thursday Your chance to commit to quit According to the American Cancer Society, since the first national Great American Smokeout in the 1970s to today, cigarette smoking among adults in the United States has decreased from 42 percentto about 17 percent.

In Will County, currently 13.5 percentof adults smoke, down from 19.6 percentin 2009.

At least partly credited for these decreases are the strong smoke-free indoor and outdoor policies, powerful media campaigns, and increases in the prices of tobacco products.

The Will County Health Department’s Tobacco Control & Prevention (TC&P) program has helped pass many tobacco-free indoor and outdoor policies throughout the county.

We provide Smoke-Free Illinois Act education, which is celebrating its 10th

year since being enacted in 2008.

TC&P works with the youth, through REALITY IL, to pass Tobacco-Free Parks polices to provide protection from second-hand smoke and tobacco litter in communities across the county.

The program also educates smokers and non-smokers through media campaigns and social media outlets.

TC&P’s latest initiative is Tobacco 21, which will raise the age to legally purchase all tobacco products from 18 to 21 years old. This movement is spreading throughout the US, with five states already passing Tobacco into 21 law.

Several ordinances have already passed throughout Illinois, and we hope Will County will join the call.

Most life-long smokers have their first cigarette before the age of 21.

We want to save lives early, and by increasing the legal age to purchase tobacco we hope to do that.

But even with the significant decrease of smokers, there are still about

1 in 5 US adults who smoke cigarettes.

Smoking is the most preventable cause of premature death in the United States.

Smoking greatly increases your risk for heart disease, stroke, and cancer.

It is estimated that smoking causes 32 percentof all cancer deaths in the US, including 83 percent of lung cancer deaths in men and 76 percent of lung cancer deaths in women.

Tobacco use also greatly increases your risk for complications with Type 2 Diabetes and other chronic diseases.

Fortunately, over the past few decades, advocates have had remarkable success in changing attitudes about smoking, understanding nicotine addiction, and learning how to help people quit.

Secretary of State helps honor National Donor Sabbath Mom who received organ of 11-year-old victim of violence featured in PSA Secretary of State Jesse White joined recipients, donor families and faith leaders to recognize National Donor Sabbath, an interfaith campaign aimed at educating religious communities about organ/tissue donation.

In attendance was Darvece Monson, a kidney recipient who was given a second chance at life due to the generosity of her organ donor. Her donor was Takiya Holmes, an 11-year-old innocent victim of gun violence who died in February.

White was also joined by Rachel Angela Moore, a heart recipient and nurse as well as members of the First Ladies Health Initiative of Chicago.

“We recognize this weekend in an effort to raise awareness in faith com-

munities because people often say that their religion is the reason they choose not to participate in the state’s organ and tissue donor registry,” White explained.

“This is a myth we want to dispel since the majority of religions support and respect this act of generosity. The people in attendance are promoting and advocating donation and our recipients are examples of how organ donation improves the lives of many.”

Monson is featured in a 30-second Public Service Announcement (PSA) about organ/tissue donation, which was submitted to approximately 100 radio stations statewide to bring awareness to the program.

During the weekend of Nov. 1012, faith communities in Illinois and across the country recognize National Donor Sabbath. Faith leaders and congregations participate in services and events to increase awareness of this vital program.

According to the United Network for Organ Sharing, the majority of re-

ligious groups support organ and tissue donation including Catholicism, Protestantism, Islam and Judaism.

Currently, more than 116,000 people are waiting for organs nationally. In Illinois, approximately 4,700 people are on the waiting list. Sadly, about 300 people in this state die each year because organs are not available.

“Organ donation affects the lives of so many people. The gift of organ donation helped change the lives of Darvece Monson and Rachel Angela Moore,” White said. “I encourage people to discuss how their lives have been impacted by donation and urge others to consider becoming organ donors.”

Bolingbrook man gets 10 years for assaulting minor in early 2000s Fred Mack Jr., 65, was found guilty of predatory criminal sexual assault of a child at the conclusion of a jury trial on Aug. 23 Will County State’s Attorney James Glasgow announces that a Bolingbrook man has been sentenced to 10 years in prison for sexually assaulting a child in the early 2000s.

Fred Mack Jr., 65, was found guilty of predatory criminal sexual assault of a child at the conclusion of a jury trial on Aug. 23.

The defendant sexually assaulted a girl who was 12-years-old and in the seventh grade sometime between 2003 and 2004.

The victim, who is now in her 20s, reported the assault to Bolingbrook police in 2016. She was prompted to file a report with authorities while she was working in a dance production that dealt with sexual abuse.

The statute of limitations to

file child sexual assault charges has been extended by state lawmakers on multiple occasions over the past decades and now stands at 20 years after the victim reaches the age of 18.

“This woman showed remarkable courage coming forward years after she was assaulted by this predator,” said State’s Attorney Glasgow. “Bolingbrook Detectives Ken Simpson and Tom Gallas conducted a firstrate investigation that enabled my prosecutors, Jeff Brown and Kelly Tebo, to finally bring him to justice.”

The defendant was a family friend and a pastor who sexually assaulted the child on many occasions between September of 2002 and July of 2004, according

to testimony presented at trial and sentencing.

The victim testified Mack molested her on as many as 100 occasions when she was left alone with him, some occasions predating the offense listed in the criminal charge.

The defendant, however, disputed the number of times this occurred, telling investigators he only molested her on fewer than 25 occasions.

State’s Attorney Glasgow said this case should encourage other adult victims to come forward to report sexual assaults that occurred when they were children.

“These are often difficult cases to prove,” he said. “But the General Assembly has given us latitude with the statute of limitations so that predators who counted on the vulnerability and silence of their underage victims can still be held accountable.”

BLOOMINGTON — After reaching the IHSA Class state championship match a season ago, Minooka had one goal in mind this year and that was not only to return, but to take one step further this year and win the state title.

The Indians did make that return showing to the state title match, however, Minooka fell in three sets to Marist.

Minooka claimed the first set 25-22, but dropped the next two 25-22, 25-15.

“The first game we had it, the second game was a battle back and forth and the third game, we were up 8-4 we hit about nine balls out,” said Minooka coach Carrie Prosek. “Our serve receive was great, our defense was great and I think we beat ourselves. Granted they are a phenomenal team and their outside hitters beat us up, but they didn’t have any errors.

Minooka was led by 12 kills from Rocky Perinar, while Allison Papesh added 11 and Holly Bonde chipped in five. Taylor Baranski had a team-best 20 digs, while Zoey Seput posted 26 assists.

While the Indians were disappointed with the outcome, they understand the magnitude of what they have done over the past two seasons and how hard it is to finish second out of the 174 teams that opened the Class 4A playoffs.

The Indians are the first public school team in Class 4A to play in back-to-back state championship games since Lyons Township and Cary-Grove met in 2009 and 2010.

“I am not disappointed,” Prosek said. “What public school can say they have been here two years in a row. I am proud of them – we made history. Our goal was to win state, but who’s goal isn’t to win state.”

Special season ends for Minooka

EDWARDSVILLE — The Minooka Indians were ready to swing the momentum in their favor midway through the third quarter, but then Norman Harris and the Edwardsville Tigers seized it for good.

Harris picked off Minooka quarterback Zach Gessner in the end zone, and EHS scored on the ensuing possession en route to a 28-25 victory in the IHSA Class 8A quarterfinals inside the District 7 Sports Complex.

“Everybody is good, and it’s a possession-by-possession game.

If you can steal a possession, it’s huge,” EHS coach Matt Martin said.

Minooka, seeded 15th, ends its season at 9-3.

The Indians came up a victory short of trying the program’s single-season record of 10 victories, last done in 2010.

“It was a great year. We didn’t know who our coach was going to be (at the beginning of the season) and the morale was off. We got our coach, and give our guys props for turning it around. I’m proud of this season and will never forget it,” Gessner said.

Gessner, along with the rest of his teammates, lined up to shake hands and hug 48-year coach Terry McCombs, who completed his first season at the school, at the end of the game.

“We don’t have the best talent, but we made something out of it. They teach something bigger than football. They teach life lessons out there. We are going to carry that on to the real world.

That’s a big reason for their success,” Gessner said. “We haven’t been this far since 2010, and we changed it around for sure.”

The Indians, who have never advanced further than the quarterfinal round, looked poised to take control of the game at the start of the second half.

Trailing 21-17, Minooka took six minutes off the clock and drove the ball inside the Edwardsville 15-yard line.

Gessner, though, would be picked off by Harris when he tried to find Adrian Paige in the corner of the end zone.

Harris made an acrobatic catch and returned it to the EHS 35-yard line.

Martin called the play a “backbreaker.”

Gessner said he didn’t put enough on the pass.

“I could have put more on that ball. When I let it go, I knew I didn’t have enough on it. I gotta be smarter on that play. I could have thrown it out of bounds.

I have to take care of the ball,” Gessner said. “That was our game to have right there. We took the ball down the field and that would have been a game-changer.”

The Tigers made the turnover

hurt more when junior quarterback Kendall Abdur-Rahman scored from 14 yards out with 56.1 seconds remaining in the third quarter. Devin Parker’s extra point made it 28-17.

Minooka would get the touchdown back when Connor Etzkorn rushed in from a yard out. He also scored on a 2-point conversion to make it 28-25 with 6:04 left.

After a 3-and-out by the Tigers, Minooka took over at its own 27-yard line with 3:46 left in the game. On third down and long, Rodney Smith picked off Gessner for Edwardsville’s fourth takeaway of the game.

“I knew they had to pass the ball. It was third down with little time left. The quarterback threw it up and there was only one receiver that went deep. As soon I saw the ball in the air, I just followed the ball. I knew it was mine. It was the best feeling,” Smith said.

It was an uphill battle from the start for Minooka, which fell into a 14-point hole midway through the first quarter.

Smith scored on a 47-yard punt return to put EHS ahead 7-0 with 7:36 to go in the first. On the ensuing kickoff, Eric Epenesa recovered a fumble at the 25-yard line of Minooka. The Tigers would get a 6-yard touchdown run by Abdur-Rahman to go SEE ENDS PAGE 10

Etzkorn rushed for 68 yards and caught five passes of 73 yards. He had two touchdowns.

“That team is well-coached, plays hard. It’s one of the most physical games we’ve been in,” Martin said. “To be able to do what the coaches did there in the first year is terrific.”

“It is unbelievable,” said Libero Taylor Baranski. “We have never had this in our school and I don’t know if we will ever see it again. As disappointing as it is, I am more grateful for the success we did have and for the memories.”

“What we did is very special,” added Allison Papesh. “Not many people can say they played in a state championship and we can say we did it twice – and back to back.”

The Indians had 11 players who were on both of the state runners up. Baranski, Perinar, Bonde and Papesh join Isabella Dailey, Samantha Hermann, Makenna Jacoby, Stacey Tyrell, Rylee Ritchey, Olivia Klank and Kathryn Barker.

“This is a great group of girls, but I think we have started a chemistry in our program to make kids want to love the game and believe in themselves,” Prosek said.

“They have meant so much. Not only are they good volleyball players, they are really good people.

They have really good character and are really humble. They don’t walk around like they are volleyball queens of the town.

“We are a big school, but we still have that small town mentality. Hopefully our lower levels see this.”

Prosek isn’t only looking to motivate the players in the school, but those not yet at Minooka.

“We hope that the kids that live in Minooka that have been going to private schools see that we are volleyball power now and they can stay home,” she said.

Rental property not part of Baby Step 2 DEAR DAVE, I have a rental property that I still owe some money on, and I’ve just begun Baby Step 2 of your plan. Should rental property debt be included in the debt snowball?

MATT DEAR MATT, No, it shouldn’t. Baby Step 2 of my plan is where you use the debt snowball to pay off all debt — from smallest to largest — except for your home. This, of course, comes after Baby Step 1, in which

you save up $1,000 for a beginner emergency fund. I would include rental properties in the “home” category, and I urge people to get serious about paying off their homes a little further down the road in Baby Step 6.

To fill in the gaps, Baby Step 3 is going back and fully funding your emergency fund with three to six months of expenses. Baby Step 4 is investing 15 percent of your household income in Roth IRAs and other pre-tax retirement

plans, and Baby Step 5 means setting aside college money for the kids. Baby Step 6 is where you pay off your home, including any rental properties that weren’t already paid for in cash, and Baby Step 7 is when you relax, build wealth, and give.

If it were me, I would pay off my primary home before taking care of the rental properties. That’s simply a risk management perspective. However, if you owe just $20,000 on your rental property but still have a $3 million mortgage on your residence, you might go ahead and quickly knock out the rental property first.

Forest Preserve approves 2018 Budget Budget features a $1 million capital enhancement plan for preserve and trail improvements The Forest Preserve District of Will County’s Board of Commissioners approved a balanced 2018 budget on Thursday, November 9, that features a $1 million capital enhancement plan for preserve and trail improvements.

“We’ll continue to focus on enhancing and improving preserves and trails to better accommodate visitors and expand opportunities to enjoy the forest preserve system,” said Ralph Schultz, the Forest Preserve’s chief operating officer.

The $47 million spending plan includes a $16.7 million operating budget and a $13.8 million corpo-

rate fund property tax levy, which will pay for District operations in 2018. The corporate property tax rate is 0.0678 as compared to the current year’s extension of 0.0702, a 3.4 percent reduction.

The budget includes a $300,000 appropriation for the District’s infrastructure, maintenance and replacement program, which will expand to include bridge and shelter rehabilitation.

The District continues to maintain its AA+ credit rating, which it has had for the past seven years.

“The Forest Preserve not only offers excellent opportunities for our residents to enjoy their many trails, facilities and programs, but also prides itself on being financially sound as evidenced by its strong AA+ credit rating,” said John Gerl, the Forest Preserve’s chief financial officer.

One big project that will be funded in the 2018 budget is a major regional trail connection along Black Road that links the DuPage River Trail in Shorewood with the Rock Run Greenway Trail in Joliet. The link will include pedestrian bridges over both Interstate 55 and the DuPage River. The District’s 2018

budget includes $759,000 for the $2.6 million project, which is primarily being funded by two federal grants administered by the Illinois Department of Transportation.

OTHER BUDGET HIGHLIGHTS INCLUDE: A new shelter at Isle a la Cache Preserve in Romeoville. This shelter will be big enough to accommodate 200 people and to host events and a variety of education programs.

Also, accessibility improvements will be made to the preserve’s walkways and amphitheater.

The trailhead at Schneider’s Passage along the Centennial Trail in Romeoville will be upgraded with expanded and improved parking, a

new latrine and benches.

A 0.9-mile section of the Normantown Trail will be constructed from 111th Street south to Rockwell Lane in Wheatland Township.

Simultaneously, developers will be constructing a 1.4-mile section of the trail from Vermont Cemetery south to 111th Street. Both sections are expected to open in 2018.

A new, larger event shelter will be built at Whalon Lake in Naperville.

The shelter will accommodate 200 people and it will replace a smaller lakeside shelter that has a 25-person capacity. The smaller shelter will be relocated to the north side of the lake along the trail.

More than 4 miles of the asphalt Hickory Creek Bikeway in New Lenox and Mokena will be reconstructed to improve accessibility.
