Mayor highlights successes in State of City 2017 was year of change, development, replacement

Joliet Mayor Bob O’Dekirk took time to highlight areas of success for the City in 2017 during his recent State of the City address.

“It’s been a tremendous time the last couple years for the city,” he said.

Last spring, Joliet’s city manager stepped down from his post.

O’Dekirk acknowledged the challenges this created and said thanks to the work of departmental heads, staff members, City Attorney Marty Shanahan and Inspector General Chris Regis for stepping up until the hiring of David Hales.

The City prides itself on working to bring municipal government to the 21st century. Initiatives of note include the launching of a new website with an economic development section, as well as efforts to promote efficiency and transparency.

“There’s a tremendous amount of development going on in the City,” O’DeKirk said.

The Joliet City Council last year took action to expand and extended the downtown area special service area and tax increment finance district to promote reinvestment.

“It’s an important step towards the development of downtown,” O’Dekirk said.

In another 2017, development, the City celebrated the groundbreaking for the Will County Courthouse. Coupled with an intergovernmental agreement, the City and Will County solidified

plans to reopen Chicago Street.

The latter was in talks long before the Joliet City Council took action last year.

“In 2017, we stopped talking about it, and we did it,” O’Dekirk said.

Joliet has demonstrated a history of commitment to addressing the community’s diverse needs.

“Joliet, as many of you, is a very diverse city, and diverse in a lot of different ways,” O’Dekirk said.

“One of the pillars of diversity we have in the city is we have neighborhoods, entire neighborhoods, where the houses are less than 10 years old, and we have entire

neighborhoods where the houses are over than 100 years old.

So, with a city our age, there’s an old and aging infrastructure that needs to be addressed.”

The Joliet City Council last year approved the replacement of approximately four miles of new water mains at a cost of $6.6 million.

In a related development, the City rehabilitated about nine miles of sewer pipes at a cost of $6.2 million.

District 6 candidates focus on the issues Shorewood man one of three vying for two seats on March 20

As voting began last week for the general primary election, candidates for Will County Board District 6 sought to express their views on the issues.

There are two open seats in the race, and three Will County residents are campaigning.

On the ballot are Shorewood’s Don Gould, Wilmington’s Joe VanDuyne and Channahon’s Deb Militello.

All candidates running in the March 20 election have experience serving and/or running for a board, committee or council.

Joe VanDuyne Joe VanDuyne, a resident of Wilmington and the lone Democrat in the field, has worked as a union electrician for more than 20 years.

“I’d like to stand up for the people, giving them a voice,” he said. “I want to take next step. I’m a middle-age father of two kids, and the majority of those in District 6 are my demographic. We need a voice on the board. People care about the same things I do.”

VanDuyne often can be found volunteering his time helping out the Wilmington Coalition for a Healthy Community, as well coaching youth softball and wrestling. VanDuyne said whether it be walking in parades with his wife and kids or dropping off literature and walking house-to house, his family has been very supportive of his campaign.

“I represent what Will County is,” he said. “People can relate to me.

VanDuyne wants the board to stop pandering to the rich.

“The board is controlled by republicans,” he said. “ We need someone to go against the machine.”

VanDuyne said the State of the County is concerning.

“I don’t see them working to-

gether as an outsider,” he said. “It seems like party lines are drawn. I don’t believe in voting party lines.

We have to do what’s right for the people, and it shouldn’t matter if you’re democrat or republican. We can’t go on party line agendas. I would like to see them work more closely together, and I don’t know how you could get away from that, unless you communicate with the other side of the aisle.”

VanDuyne hopes to help propel forward some county initiatives, if elected to the board.

“I’d like to see infrastructure improvements,” he said. “The southern part of the county gets overlooked. I want to make sure we’re not overlooked. I want to make sure we have a fully staffed health department. Their goal is to promote health, and that’s important to me.”

Debbie Militello Debbie Militello, a current representative for Will County Board District 6 and a Republican candidate, is vying for election to one of two seats.

“I want to take my knowledge and experience and bring it to the board,” she said. “I can hit the ground running without having a learning curve.”

Militello served as a trustee for the Village of Channahon until being appointed in 2017 to serve out the remainder of Ragan Freitag’s term.

“I understand budgets with the county board,” she said. “While the Village’s [budget] is smaller, it all runs the same. I understand how it works. I retired from the Treasurer’s Office for Will County, and I saw where the board spent the money.”

Militello recognizes that a lot of people will run for the Will County Board and said what separates her from the pack is that she knows what it takes to affect change.

“I want to serve,” she said. “This is what I want to do. I want to make sure Will County remains a good place to live and work to keep the taxes low.”

Militello said she thinks the board has a proven track record of working together to get things done.

“They work well together,” she said. “We work across the aisle to

explain things. As a newcomer, I go to a lot of the committee meetings and when I can’t go, I watch the videos. If an issue is important, we need to discuss this at the committee of the whole. We need to make sure everyone is on board.”

Militello, if elected to the board, has set forth a goal for herself.

“One of my goals is to look at everything as a whole,” he said.

“Channahon has a good reputation of working with other communities, like Joliet and Shorewood. A lot of them should look at the big picture. Sometimes you have to get our of your community, so you’re not so involved in your own.”

Don Gould Don Gould, a current representative for Will County Board District 6 and a republican candidate, is a long-time resident of Shorewood.

“I’d like to accomplish some goals,” he said. “We’ve made progress.”

Gould said he has a number of accomplishments to be proud of to this point.

“I’m proud of my initiative to create dog parks,” he said. “In Channahon and Shorewood, it’s very popular and very needed. We’ll have a path over Black Road. Those are things I’ve spearheaded.”

Gould wants to see the county’s new health department constructed.

“I’ve been on the board of health, and I care about that,” he said.

Gould recognizes that there are challenges in facing the pressure to develop and said the suburban/ rural feel is one of strengths of the communities that make up District. 6.

Gould has experience serving on different committees and boards.

“I’ve been involved in the community,” he said. “I have experience working on the committees for transportation and public works.

I’ve served on Forest Preserve District of Will County Board. I’ve been able to a make a difference.”

Some other experiences include serving as a member of the Shorewood Area Chamber of Commerce and as a trustee for Troy Township.

Gould’s family has demonstrated a history of inserting themselves into the political realm.

Cure for alcoholism was a boon for business, Dwight From 1879 to 1890, more than 10,000 had taken the Keeley cure

BY MYKE FEINMAN OF THE PAPER (DWIGHT, ILLINOIS) The Keeley Cure initially had gold in it, but the real gold was in the number of satisfied alcohol or other drugaddicted customers who were cured and the social support system from the community of Dwight.

Lynn Neville brought the history of the Keeley Institute to life for those attending a recent meeting of Dwight Historical Society at the Prairie Creek Public Library in Dwight.

The location was appropriate because the building itself is the former clubhouse utilized by patients at the Keeley Institute, located adjacent to the Country Mansion restaurant, also a former Keeley building.

Dr. Leslie E. Keeley, the son of a country doctor, was born in 1832 in New York.

He headed West as a young man, graduating from Rush Presbyterian Medical College in Chicago. In 1864, he enlisted and served in the Union Army during the Civil War. “As an assistant field surgeon, he knew opiates were used as anesthesia, as well as alcohol, and the opiates, alcohol and

tobacco were also often used in excess by the soldiers ... and they became addicted,” Neville said.

Keeley’s theory was that drunkenness is a disease.

“Keeley suspected that the alcohol, opiates and tobacco contained ‘toxic germs’ that — taken in large and repeated quantities — poisoned the brain, altered the cells and resulted in a disease,” Neville said.

Keeley came to Dwight in 1866, working as a traveling doctor on a 400-mile circuit.

While doing his housecall medical duties, he also worked on a cure for drunkenness. Major Curtis Judd, a prominent businessman in Dwight, became Dr. Keeley’s brother-in-law in 1888, and was a major financial backer for Keeley.

Keeley and Judd were two of the institute’s founding members. The third founding member was an Irish chemist, John Oughton, who joined Keeley in search of a cure.

“In 1879, after years of research and experiments and with Oughton’s help, Keeley was able to proclaim, ‘Drunkenness is a disease … and I can cure it,’” Neville said.

He created the Double Chloride of Gold Cure For Addictions. The cure was also sold through mail order. It was, however, never patented because then the formula would have to be disclosed.

From 1888 to 1895, the mail-order cure cost $5 for tobacco (about $140 in today’s dollars), $9 for alcohol ($250 today) and $10 for opium ($280 today).

From 1879 to 1890, more than 10,000 had taken the Keeley cure.

“As the Dwight Institute location started to be overwhelmed with patients, Keeley, with a vision of serving the world, decided in 1890 to 1891 to begin to open franchises. Between 1891 and 1965, the Keeley Institute had more than 126 Keeley franchises in operation.”

With the prosperous enterprise, “Keeley had visions of bringing thousands more people to Dwight for the Keeley Cure, but the Dwight infrastructure was lacking with no electricity, poor roads, poor sidewalks, and the need for water and sewer line improvements,” Neville said.

Because Dwight officials knew other cities were courting Keeley to relocate his headquarters, talks were conducted in 1891 between Dwight officials and the Keeley Co. to work together to improve the village and keep the Keeley Institute in Dwight.

Among the improvements was the construction of the Chicago and Alton Railroad depot (now the home of the Dwight Historical Society).

At the peak of the Keeley years, 17 trains per day were stopping in Dwight, serving 700 new patients arriving each week. New arrivals were greeted by townspeople and staff at the train stop.

“Keeley patients were free to shop and walk the streets of Dwight, returning to the Institute for the lectures and counseling sessions, meals and for the gold cure injections and tonics,” Neville said.

Townspeople knew the rules: no gambling, no driving cars, no fraternizing between male and female patients and absolutely no sodas or alcohol.

LETTER TO THE EDITOR DEAR EDITOR, The senseless killing continues throughout our country with seemingly less and less public appreciation for life. I fully appreciate the First and Second Amendment arguments, but what about the sanctity of life?

The dead and the living have rights, too! We have the right to live and not fear of being shot or gravely injured without violation of the constitution.

For a decade or more after each shooting we say we must solve the problem and no one does anything. Congress sits there and does nothing due to politics and pressure groups.

Even after members of Congress themselves were injured by gunfire and/or violence, nothing happened. Talking heads, but no resolve.

Do we want to violate the rights of gun owners? No! But we

who want to live also have rights, the right to live in safety.

Gun advocates should agree that for protection and/or hunting, assault rifles and extended magazines are not needed and should only be in the hands of military and police/ security. More effective databases are needed to control access to those with mental health issues and felons, while effectively enforcing gun laws on the books.

Yet, year after year, we wring our hands, shake our heads, even pray for guidance and wisdom, and nothing gets done to resolve the problem.

If our congressmen and women do nothing, then they need to be replaced by those who will.

Is anyone listening? Maybe we don’t care enough until it involves us!

Will County grandparents can get food help Senior Services of Will County and the Northern Illinois Food Bank announce their 2018 Grandparents Raising Grandchildren Food Box program.

Grandparents who are 60 years of age and older with grandchildren under 18 years old can qualify for this program. Once qualified, they will receive a food box each month during the year to help feed their grandchild or grandchildren. This is a free program.

In 1900, Keeley changed the formula to eliminate the gold in the cure. He died that same year at age 68. Major Judd retired and John Oughton lived in the Manse (now the Country Mansion) and by 1916 was the sole owner of the business.

Oughton’s oldest son, Dr. James H. Oughton Sr., was the medical director at the Keeley. But with prohibition around the corner, business continued to slow.

In 1892, the annual gross revenue for the Keeley was $727,000 in 1892 dollars. By 1920, after Prohibition went into effect, revenue fell to $75,000. Dr. James Oughton was named president of the Keeley in 1925 after the death of his father, and the formula was changed again, with the term used as “tonic medicines.”

Prohibition was repealed in 1933, and the income spiked to more

than $180,000 with 900 treated that year. Throughout the history of the institute (which closed in 1966) the cure included many of the same supports, such as mutual sharing of difficulties, Alcoholics Anonymous roundups, church attendance, vitamin therapy, and nutritiousness and exercise.

“The Keeley Institute was good to and for Dwight,” Neville said, “and Dwight was good to the Keeley.”

STATE Despite a loss in the state opener, Minooka’s first trip ub five years a good start to getting back

While it was the trio of pins to end the match that what fans leaving Downers Grove South remembered as pushing Minooka past Lockport 3330 for the IHSA Class 3A team sectional title – and rightfully so, because anything less than a pin in those matches would have led to an Indian defeat.

However, the turning point in the match came at 132 pounds when Minooka’s Dominic Ruettiger, son of head coach Bernie Ruettiger, pinned Lockport’s Anthony Crapia with six seconds left in the match.

That pin gave Minooka the added bonus points it needed to win, but also kept the Porters from wrapping it up because Crapia had Ruettiger nearly pinned twice early.

“Getting the pin was crucial,” he said. “My dad and all the

coaches telling us to keep our composure and if we were on our back, fight off of it because every point counted – so I knew I had to at least do that.”

Bernie Ruettiger knew his son had it in him to reverse the roles.

“He has lived and died by the throw his whole career,” he said of Dominic. “He gives up a lot of points to get points and he can fight and he is strong and he doesn’t quit.”

Dominic had something else to prove as he was unable to wrestle at individual sectional because of the flu, meaning not having a chance at going to state – so helping Minooka return to the dual tournament was big.

“It was difficult not being able to wrestle at sectional because I was sick and then to work all week to get back,” he said.

USF wins pair of high scoring games The University of St. Francis baseball team won a pair of high scoring games to round out its weekend in Iowa.

In a pair of seven-inning contests, the Saints (4-5) totaled 19 runs on 18 hits.

They rallied in the final inning of both contests to take victories over Mount Mercy and Robert Morris.

• USF 9, Mount Mercy 7 The Saints scored twice in the seventh inning to take a 9-7 win over Mount Mercy in their first game of the day.

After the Mustangs (3-7) tied the score in the bottom of the sixth, USF answered with two runs in the top of the seventh.

Kevin Mampe (New Lenox, Ill./ Lincoln-Way Central) walked and Anthony Faron (New Lenox, Ill./St. Rita) followed with a single. Both runners moved up on an error by Mount Mercy,

which forced the Mustangs to intentionally walk Kevin Rada (Valencia, Venezuela/Calusa Prep – Fla.) to load the bases.

Shawn Harper (Plainfield, Ill./ Providence Catholic) came up with the key hit, an RBI single to center. J ohn Peterson (Palos Heights, Ill./St. Laurence) added an insurance run on a sacrifice fly to push the Saints ahead 9-7.

Mount Mercy put the tying run in scoring position with two outs in the bottom of the inning, but Angel Sandoval (Chicago, Ill./St. Laurence)forced a pop out to record the save.

Rada powered the Saints’ offense by driving in four, including a three-run home run in the third.

Faron led the team with three hits, while Mampe and Faron both scored three runs. Peterson drove in a pair, including the go-

ahead run in the seventh.

Kyle Massaro (Romeoville, Ill./Romeoville) and Sandoval combined to toss three innings of one-run ball out of USF’s bullpen.

Four Mustangs contributed a pair of hits to Mount Mercy’s total of 12 in the contest.

Tito Berdecia and John Thomas combined to drive in four.

• USF 10, RMU 9 Tom Smith (New Lenox, Ill./ Lockport) knocked in the winning run as the Saints finished their trip with a 10-9 walk-off win over Robert Morris.

Tied 9-9 heading to the bottom of the seventh, USF’s John Riordan (Chicago, Ill./St. Laurence) led off the rally with a single to center field.

After he advanced to second on a wild pitch, Pat Michalak (New Lenox, Ill./Lincoln-Way Central) advanced Riordan to

third on a sacrifice bunt. Riordan came charging to the plate on Smith’s batted ball, sliding in ahead of the tag to give USF the 10-9 victory.

RMU led 9-4 after a four-run fourth inning, but the Saints answered right away with a big frame of their own.

In the bottom of the fourth, USF sent nine men to the plate in a rally that matched RMU’s four runs and pulled the Saints within one at 9-8.

Mampe delivered the gametying hit, a double, in the sixth that set the scene for USF’s walk-off in the seventh.

Mampe also launched his second home run of the season, a three-run shot to left in the first inning.

He finished the game with four driven in. Travis Schoonover (Braidwood, Ill./Reed-Custer) recorded three hits and scored

the tying run.

Tyler Dome (Orange, Calif./El Modena) held the Eagles at bay while USF mounted its comeback. After allowing a run in the fourth, Dome shutout Robert Morris over the next three innings.

Matt Cole led RMU with four hits, while the Eagles’ bullpen allowed just two runs in over three innings.

A second-team pick this season, Jordan was among the CCAC’s per game leaders in points (15.8), assists (4.2), steals (2.2) and 3-pointers made (2.4). She also ranked sixth in free-throw percentage (.824), 10th in assistto-turnover ratio (1.6) and 12th in 3-point shooting percentage (.397).

She scored at least 10 points in 17 of her 19 conference games and had a pair of 10-plus assist performances.

Aylward, also a second-team honoree, led the CCAC in points per game against conference opponents this season, averaging 19.6 in 17 contests. She also ranked fifth in rebounding (8.2 per game), second in steals (3.4 per game), second in minutes played (33.8 per game) and 15th in field goal percentage (.472).

She poured in double-digit points 16 times and posted four double-doubles against conference opponents.

TRACK AND FIELD Jenna Moody (Joliet, Ill./ Plainfield Central) and Brian Blaylock (Lowell, Ind./Lowell) have both added United States Track & Field and Cross Country Coaches Association Midwest Region Track Athlete of the Year honors to their list of accolades this season.

Moody ranks second in the NAIA in the 400-meter dash. At the CCAC Indoor Championships last weekend, she was named the Female Track Athlete of the Meet after earning top honors in the 60 meters, 200 meters, 400 meters and 1,600-meter relay.

Her efforts also earned women’s track athlete of the week awards at both the conference and national levels.

Blaylock is among the top 10 NAIA runners in the mile run, 1,000 meters and 3,000 meters.

He was named the CCAC and NAIA Men’s Track Athlete of the Week this week after leading USF to a second-place finish at the CCAC Championships.

The Saints compete at the NAIA Indoor Track & Field Championships in Pittsburg, Kansas next weekend (March 1-3).

This is great for my dad, he has been waiting the last four years for this.”

Bernie had coached Minooka to six appearances at the state dual meet, including a pair of second-place finishes and a state title in 2010.

He then retired, but took the program back. This was the first trip to state since 2013.

Although the Indians lost 53-8 to eventual runner-up Oak Park-River Forest, taking that first step again was the important part of the season.

“When we took this back over three years ago, our goal was to keep getting better each year.

Our goal was to get to the state tournament and that was how we started a long time ago – one step at a time,” he said. “It took this senior group a little while to believe in us and once they did, it all grew from there. This year,

they battled all year and never quit. We are trying to get back to where this is expected of us.”

That was how it looked when Connor Briley, Derek Wentworth and Jack McClimon stepped up and pinned the Porter opponents in succession to nail down the win.

“We knew we could go three in a row there at the end and we did,” Bernie Ruettiger said.

“I was sitting on the bench and I was saying to my dad that we need a miracle – and my dad is in heaven.”

That came in threes to end the match.

For Lockport, its defense of its state title came to a close despite winning the match count 8-6.

“We didn’t know what weight we were going to start at, but we knew where the dual was and what we needed to do. I thought we could have had 10 wins, but I thought eight would be sufficient and it wasn’t,” said Lockport coach Josh Oster. “I

could have been – we had a couple falls late in matches that I thought we controlled and they are a senior heavy team and that is kind of an experience thing. I think we outwrestled them in a few matches we were pinned in – but, they pinned us. We talked about that bonus points would be big and I knew they would limit our bonus points.”

The loss also closed out a season that saw Lockport deal with off the mat issues as well, but the progress on the mat was never hindered – a progress Oster hopes continues.

“It has been a year where we dealt with a lot of adversity and that some of that was self-inflicted and we need to control that better, but in the end, we were ready to go,” Oster said.

“There is always growth from beginning to end and those sophomores that were starting at the beginning of the year got way better. They will remember this feeling in the spring and the summer.”

DEAR DAVE, My wife and I have $72,000 in debt from student loans and a car loan. We’re trying to pay off our debt using the debt snowball system, and we each make about $45,000 a year. She’s a teacher, and she’s planning on going back to school for her master’s degree, but she’s thinking about quitting her job to do this. She’ll be able to make more money with the additional education, and she would only be unemployed for two years.

The degree program will cost us $2,000 out of pocket per semester for two years. Does this sound like a good idea?

CHRIS DEAR CHRIS, There’s no reason for your wife to quit her job to make this happen. Lots of people — especially teachers — hold down their jobs and go back to school to further their education. I’m not sure trying to make it on one income when you’re that deep in debt is a good idea.

Whatever you do, don’t borrow more money to make this happen. Cash flow it, or don’t do it. We’re talking about $8,000 total, and you’ve got $72,000 in debt hanging over your heads already. My advice would be to wait until you’ve got the other debt knocked out, then save up and pay cash for school.

You could slow down your debt snowball, and use some of that to pay for school, but I’d hate to see you lose the momentum you have when it comes to getting out of debt.

The choice is yours, but don’t tack on anymore student loan debt. I know her income will go up with a master’s degree, so from that standpoint it’s a good thing to do. But if you do a good thing a dumb way, it ends up being dumb!
