Officials seeking to adopt new pet rules Two proposed ordinances vary in restrictiveness

Discussion of pet laws dominated a Joliet City Council meeting held Nov. 21, at which point officials were slated to make a decision to amend a series of ordinances to satisfy this aim.

Two proposed ordinances were reviewed, with one serving as a replica of the policy adopted by the City of Chicago that requires pet stores to acquire dogs, which they intend to sell, from rescue operations, public pounds, humane societies, and similar operations; and another model that several residents described as less restrictive in allowing pet stores to obtain dogs from a USDA licensed breeder, a humane society or rescue, or a hobby breeder who is not required to be licensed by the USDA. More than 10 people approached city officials with remarks during the public comments section.

Councilman Larry Hug wanted to thank everyone who came out to meeting—no matter which side of the argument their on.

“We’re on the same page,” he said. “The disagreement is on the solution.”

Councilman John Gerl shared that sentiment.

“I do recognize the passion of those supporting rescue dogs and that sort of thing, but I do believe that version ‘B’ kind of best reflects and puts in place [measures] eliminating puppy mills and that sort of thing,” he said.

Several residents voiced support for the ordinance that is more restrictive and shared stories encapsulating the evils of puppy mills and the harm they can do to animals.

No one in attendance for the meeting expressed a liking for puppy mills and the dangers they can wreak.

Robert Hernandez, of Joliet, wanted it to be clear that not all pet stores adhere to deceptive practices.

“Every pet that we purchased from a pet store had no health issues, had no psychological issues, and that’s from 1982 to today,” he

said. “My brother just recently got his first dog from a shelter. All of his other dogs are purchased at a pet store, and my brother took it hard when his dog, Nostalgia, died a few months ago. [It was] very difficult for him, but he died of natural causes after 17 years. I just believe it’s everybody’s right to have a pro-choice of where they acquire their animal—whether it’s a shelter, a humane society or a pet store. That is our constitutional right to make that decision.”

Tracy Ross, of LaSalle, cast a differing view of pet stores such as the former Furry Babies based out Peru, the location in which she used to serve as an employee.

“As employees, there were required trainings coaching us on how to respond to customers that asked questions, such as ‘This dog appears sick. What’s wrong with it?’ Our stock answer per training … was that these dogs were having just a mere reaction to vaccines.’”

Ross said prior to working at the Peru store, she had little knowledge of the dangers of puppy mills.

“I began to question the origin of the dogs after observing the dogs coming in sick or having serious issues, including cleft palette, pneumonia, intestinal parasites, extremely small dogs less than two pounds and parvo.”

Ross started conducting research to learn more about where the store acquired its animals only to find they were retrieved from puppy mills. She wanted the unethical business practices of Furry Babies, formerly based out of Peru, to be known.

Councilwoman Jan Quillman said she was disappointed with the council’s decision to motion to approve the second ordinance.

“I had hoped that this council would’ve gone with version ‘A,’ like our neighbors did—Romeoville, Crest Hill and especially Chicago,” she said. “Once Chicago won that fight—which was in court for a couple years, and the courts decided that version ‘A’ was the way to go—I am very disappointed this council is only going with version ‘B.’” A separate pet ordinance prohibiting their sale from any public

way, disallowing them from being given away as prizes, and regulating how their transported was also examined and later approved without opposition.

In a 7-1 vote, the council approved the second pet ordinance addressing puppy mills. Quillman cast the lone dissenting vote.

Nepotism in hiring Also at the meeting, Joliet officials took time to review an ordinance designed to address nepotism.

The matter was recently discussed by members of the city’s Land Use and Legislation Committee.

“The ordinance is great,” Councilman Larry Hug said. “We’ve tweaked it. We need it. Maybe an ordinance like this would’ve kept this misunderstanding that unfortunately caused a problem between us and Crest Hill, so it’s great that we’re tightening this up.”

Hug acknowledged that relatives should not be hired if one is already serving as an elected official and expressed a desire for the ordinance to go further in addressing nepotism.

“I’m very uncomfortable with one of these young men, here, gets out of school, and they come in here, and they get their degree, and they’re an engineer in the city, and 20 years later, their child can’t run because of the sins of the fa-

ther,” he said. “That doesn’t make sense. That’s backward from an ethics situation.”

Hug wanted to table the matter to consider amending the ordinance to include a strict requirement that a relative employee, as defined by the policy, must fill out a disclosure form.

“I actually came up with a potential amendment to this,” Interim City Manager Marty Shanahan said. “It would disallow what you had mentioned.”

The ordinance, as amended, stipulates that no relatives are to be hired by Joliet after an individual is elected, appointed or selected to serve. It goes on to state that this policy does not apply to relatives who are already employed by the city prior to an individual taking steps to become an elected official.

Hug questioned if Shanahan could make another amendment to require the completion of a disclosure forum.

Mayor Bob O’Dekirk said all of that would get vetted during the campaign season if such a situation were to arise and went on to say that Shanahan’s amendment would be “appropriate.”

In an 8-0 vote, the Joliet City Council decided to approve the policy as amended.

Round up A BRIEF RECAP OF ACTION AND DISCUSSION FROM THE NOV. 21 REGULAR MEETING OF THE JOLIET CITY COUNCIL:

Joliet officials tabled a measure allowing for the annexation of eight parcels near the former Silver Cross Hospital located at Maple Road and Hebbard Street. The City Council will consider taking action at its Dec. 5 meeting.

The City of Joliet formed a deal with the City of Crest Hill regarding the installation of traffic signals at the intersection of Gaylord Road and Division Street.

The agreement stipulates that the City of Crest Hill is responsible for funding the local share for the engineering and construction costs and the remainder is to be paid for using federal funds from the Surface Transportation Program.

It goes on to note that the City of Joliet is required to provide for future maintenance of the traffic signals at the intersection in question.

BY DENNIS ANDERSON Illinois turned 200 on Dec. 3, 2018, and over the course of the next year Bugle/Enterprise Newspapers is helping to commemorate the event.

Joliet Area Community Hospice “Lights of Love” On November 22 Joliet Area Community Hospice (JACH) held its 12th annual Lights of Love Ceremony at the Rialto Square Theatre with almost 600 in attendance.

The program is held the evening before Thanksgiving to celebrate the lives of loved ones who have died as we approach the holiday season.

My wife and I invited our friends Carol and Sandy Boland who had recently lost their husband/father, Michael Boland. The evening began with peaceful harp and violin music followed by an inspirational solo.

Mary Sheehan, JACH CEO greeted guests with a reflection on hospice followed by an invocation by JACH Chaplain Donald Barrett. Families and guests were then invited to visit the stage and have their loved one’s name read while hanging an ornament in their memory on one of three evergreen trees.

When completed, the trees were lit among falling snow

while Music Therapist Diane Horne sang her original song “Told from Grace.”

The most touching part of the evening took place when a beautiful memorial video tribute was played on the Rialto’s big screen. The ceremony concluded with the Joliet Fire Department Pipes and Drums rising from the orchestra pit and playing seasonal and inspirational music.

Our guests Carol and Sandy were visually moved by the evening’s presentation. Hopefully everyone in attendance was reminded that having loved and been loved is perhaps the most wonderous reason to be thankful this season as all in attendance shared in the poem “For That I am Thankful” by Darcie Sims.

Kudos to the staff of professional and angel-like caregivers at Joliet Area Community Hospice who deal daily with end of life issues. Man charged in brother’s Dec. 3 murder Chris Perez, 28, of Joliet, is arrested and charged with first-degree murder

Will County Sheriff Mike Kelley announced Sunday that an arrest was made regarding an early morning shooting death in unincorporated Joliet Township over the weekend.

Chris Perez, 28, of Joliet, is arrest-

ed and charged with first-degree murder in the Dec. 3 death of his brother Ricardo Perez, 36, also of Joliet.

At approximately 12:24 a.m., on Dec. 3, deputies from the Will County Sheriff’s Office were dis-

patched to 1462 Sterling Avenue in unincorporated Joliet Township in reference to a person being shot.

Upon arrival, deputies located a deceased male on the second floor of a residence with an apparent gunshot wound to the head. The victim was later identified as Ricardo Perez, 36, of Joliet.

Numerous patrol deputies, detectives and crime scene personnel

assisted in the securing of the residence, and a search warrant was obtained to help further the investigation.

Will County Sheriff’s Office detectives questioned several individuals into the early morning hours and developed a suspect in the case. Chris Perez, 28, who lived with his brother, later confessed his involvement in the murder of Ri-

cardo and provided a detailed account of what had occurred.

Detectives with the Will County Sheriff’s Office had been in constant contact with members of the Will County State’s Attorney’s Office, and the decision to file first degree murder charges in regards to this case was authorized by Will County State’s Attorney James Glasgow.

Eventually, the mission planted roots at the confluence of the Mississippi River and the Michigamea River, which is now known as the Kaskaskia River.

The village of Kaskaskia was established in 1703, and was mainly inhabited by French traders and their wives.

The village’s fertile ground in the American Bottoms, along with its positioning at the confluence of two rivers, led it to be a hub of agriculture and trading. It also became a focal point for warring British and French during the French and Indian War.

In 1756, fearing attack, the townspeople built Fort Kaskaskia on a hill overlooking the town.

The fort was then destroyed by the townspeople who feared it would fall into British control after the French lost the war.

Those who did not want to live under the impending British rule moved to St. Louis or Ste. Genevieve, Missouri. The town fell to the British and was kept under control of the crown until July 4, 1778, when George Rogers Clark led an expedition of American troops into the village to liberate it. After a twomonth journey over 1,000 miles, Clark and his 175 men arrived in Kaskaskia to take the area. Many

of the British had been withdrawn from the area, and Clark captured the settlement without a shot being fired.

With Clark in town, residents rang the Liberty Bell of the West, which got its name that day.

The bell was originally given to the Catholic Church of the Illinois Country by King Louis XV of France. The bell was cast in France in 1741, making it 11 years older than the Liberty Bell that sits in Philadelphia.

One side of the bell is ornamented with the royal lilies of France.

The other side bears a cross and pedestal, with the top and arms of the cross terminating in grouped fleur de lis.

Taking Kaskaskia was the first step in Clark’s plan to capture the western headquarters of the British at Detroit.

The bell is now a tourist attraction, much like the Immaculate Conception Church that sits next door.

STICK Lockport and Minooka see where they stand in a nonconfernce battle

As the season starts to settle in and the conference games approach, a couple of good local girls basketball teams faced off in a good measuring stick game last weekend.

That was the host Indians and Lockport in a matinee nonconference special on Saturday, Dec. 2 in Minooka. There the “tag team” of post players Sophie Darden (17 points, 9 rebounds) and Savannah Johnson (12 points, 8 rebounds) proved to be too much as the Indians held off Lockport 45-39.

Junior point guard Cierra Bachmann added 9 points and 10 rebounds for Minooka (3-3) which ended a 3-game losing streak. Senior guard Taylor Hopkins had 17 points for the Porters (4-1), who lost for the first time all season.

“We’re the ‘tag team’” Darden said of her and Johnson. We’ve

been playing well together. We also play for the same travel team - the Illinois Evolution, so that helps.”

So does the fact that they’re both tall and aggressive. Darden is a 5-foot-8 sophomore while Johnson joins in as a 6-foot tall junior.

Darden deposited seven points in the fourth quarter as the Indians survived a ferrous Lockport rally. She hit four straight free throws, including both in the bonus and two for a technical foul, with 5:24 to play in the game to give Minooka a 37-28 lead. That advantage would eventually grow to 10 before the Porters went on a 9-2 burst and closed within 40-37 when junior guard Payton Grcevic banked in a 3-pointer with 2:19 to play in the fourth quarter.

But that was as close as it would get as the Indians held on despite only connecting on half (5-of-10) of their free throws in the final 1:52 of the game.

Cierra Bachmann along with [sophomore] Allison Bugaiski (4 points) and [senior] Jenna Roberts (2 points) did a great job of holding onto the ball and finishing the game.”

The Indians can have all the height in the world, but know that guard play is a key to their success this season.

“We had a lot of good ball movement, we picked up our rebounding and played better as a team,” Darden said of the second half.

“We just have to stick with it. We have to play with confidence and not get down on ourselves.”

The Indian led 10-6 before Lockport scored the final points of the first quarter to make it 10-8. That also started a 10-0 run as the Porters opened up leads of 16-10 and 18-12. But Minooka, which went a span of 6:17 without scoring in the first half, closed the second quarter on a 7-0 run for a 19-18 halftime lead. Johnson had 10 of her points in the first half.

The Porter scoring drought reached 7:58 and Minooka’s run extended to 15-0 with the first eight points of the second half for a 27-18 lead. Sophomore forward Treasure Thompson (7 points, 8 rebounds) finally broke the streak by converting an old-fashioned

3-point play with 2:29 to play in the third quarter. The Indians led 29-23 after three.

“We had open looks, but then we rushed and panicked,” Lockport coach Dan Kelly said.

“Sometimes we want it so bad that we get in our own way and then we dig ourselves a hole that’s hard to come back from.”

Kelly certainly has seen good things from his team so far, however. Hopkins and points guard

Destiny Davis (6 points against Minooka) are both 4- year varsity players and good leaders. They helped the Porters to knock off a then undefeated Richards team 50-46 on the Wednesday before Thanksgiving and helped rally the team on Nov. 27 for a 44-34 victory at Joliet West.

“I like the fact that we’ve been a resilient group,” Kelly said. “We’ve rallied in the fourth quarter, but we just have to let it come togeth-

er for an entire game.”

In the meantime the Indians, who were 24-4 last year but graduated All-Conference guards Hailey Arlis and Brooklyn Bachmann, hope this is a springboard to another strong season, “We haven’t been playing as well as we hoped to,” Liberatore said. “We haven’t lost three in a row too often over the years. But Lockport is a quality team and this was a good win for us.”

Lockport grad Troha leads USF bowlers Nicole Troha (Lockport, Ill./ Lockport) was named to the alltournament team as University of St. Francis women’s bowling reached the semifinals of the Ebonite Warhawk Open.

Troha was the second best individual at the event, totaling 1,243 pins (207.17 per game).

Two other Saints ranked in the top 25 as Sarah Klawitter (Evergreen Park, Ill./Evergreen Park) placed 14th with a 194-pin average and Abby Ragsdale (Aurora, Ill./Oswego East) finished the event in 18th with 190.33 pins per game.

USF advanced to bracket play by ranking fourth out of 24 teams with a total pinfall of 8,742.

St. Francis toppled Midland in the opening round to set up a semifinal matchup against topseeded Robert Morris. The Eagles advanced to the final with a win over the Saints.

USF travels to Las Vegas for a pair of tournaments in late December. USF bowls at the Glenn Carlson Las Vegas Invitational December 18-19 and the Collegiate Shootout December 20-21.

MEN’S BOWLING The University of St. Francis men’s bowling team placed second at the Ebonite Warhawk Open.

St. Francis reached the championship bracket by placing fifth out of 24 teams with 9,108 total pins in team and baker play.

The Saints knocked out fourthseeded William Penn in the quarterfinals and then recorded an upset of top-seeded and host UW-Whitewater to advance to the finals.

St. Francis took second after falling to Midland in the championship.

Michael Kicmal (La Grange, Ill./Lyons) led the Saints with a second place individual finish, which landed him a spot on the all-tournament team.

Kicmal averaged 223.33 pins per game and rolled the secondbest individual game of the tournament, a 276.

The Saints travel to Las Vegas for a pair of tournaments in late December.

Shootout December 20-21.

MEN’S BASKETBALL The University of St. Francis men’s basketball team snapped a two-game skid with a 70-62 victory over Holy Cross College.

After St. Francis (3-5, 1-2 CCAC) saw a double-digit lead dwindle to just four at one point in the second half, USF answered with another run.

Iain Morison (Canberra, Australia/St. Edmund’s) chipped in with four straight points, including the exclamation point.

He slammed home an emphatic dunk amidst contact for an old-fashion three-point play to put USF ahead by nine with less than two minutes to go.

Holy Cross (6-5, 3-2 CCAC) was not able to pull within two possessions for the rest of the contest.

HCC led by as much as five in the early going, but St. Francis jumped ahead late in the first half. USF outscored HCC 12-3 in the final 6:04 of the half to move ahead 33-24 at halftime.

St. Francis’ momentum continued into the second half.

Hot shooting to open the period pushed USF’s advantage to a game-high 13 on a pair of occasions.

Although Holy Cross pulled within two possessions, USF held its ground and completed its first CCAC victory of the season.

Terrion Howard (Champaign,

Ill./Centennial) had a seasonhigh 21 points to lead USF. Morison chipped in with 12, while Pietro Badalassi (Canberra, Australia) added 10 points and seven rebounds. St. Francis shot 51 percent from the floor and only committed seven turnovers.

Travon Brackett led HCC with 12 points in the contest.

WOMEN’S CROSS COUNTRY Catherine Crosson (Plainfield, Ill./Plainfield North) met her second NAIA national qualification standard, adding to an already successful opening weekend for the University of St. Francis women’s track & field team.

After the Saints posted five national qualifying times at the Grand Valley State Holiday Open on Friday, Crosson placed third at the Q Elite Half Marathon with an “A” standard time of 1:27:39.

Her performance will count towards the 2018 NAIA Outdoor Track & Field National Championship.

Mallory Johnson (New Lenox, Ill./Lincoln-Way Central) and Elias Martinez (Cicero, Ill./Morton East) also participated in the

event. Johnson finished 11th in the women’s race (1:33:31), while Martinez crossed the finish line in 20th (1:15:45) on the men’s side.

The Saints compete indoors in Bourbonnais this Friday, December 8 at the Olivet Nazarene Holiday Invite.

WOMEN’S TRACK Jenna Moody (Joliet, Ill./ Plainfield Central) led the University of St. Francis women’s track & field team by meeting three national qualifying standards at the Grand Valley State University Holiday Open.

Moody ran a “B” time in the 60-meter dash (7.67) and an “A” time in the 400-meter run (54.99), while teaming with Caleigh Beverly (Channahon, Ill./Minooka), Eva Bruno (Marseilles, Ill./Seneca) and Celina Mayforth (New Philadelphia, Ohio/Indian Valley) to post a “B” time in the 1600-meter relay (3:53.95). In the 400-meter run, Moody finished with the top time in the initial round (54.99) before placing third in the finals with a time of 56.38. The relay team rounded out the finals in sixth place.

Mayforth and Ashlee Knott (Washington, Ill./Washington) both added “B” times for the Saints. Marforth finished second in the 600-meter run, while Knott crossed the finish line in 10:24.78 in the 3,000-meter run.

The Saints travel to Bourbonnais for the Olivet Nazarene Holiday Invite next Friday, December 8.

MEN’S TRACK The University of St. Francis men’s track & field team opened up its indoor campaign at the Grand Valley State University Holiday Open.

Akwasi Aikins (Joliet, Ill./ Plainfield Central) was the top finisher at the event in the triple jump, turning in a 14.54-meter jump. That Jordan Duncan (St. Charles, Ill./St. Charles East) narrowly missed the finals in the 60-meter dash, posting a time of 6.87.

Andrew Martinez (Salinas, Calif./ Hartnell College) also had a solid showing in the 5,000-meter race, posting a time of 15:09.92.
