City Names Roechner New Chief of Police Deputy Chief Alan M. Roechner has been permanently appointed as Joliet’s new chief of police Deputy Chief Alan M. Roechner has been permanently appointed as Joliet’s new chief of police after serving in the interim position for the past three months, Interim City Manager Martin Shanahan announced today.

Chief Roechner was appointed interim chief in August of this year after predecessor Brian Benton announced his retirement.

“I am pleased to appoint Mr. Al Roechner as our permanent chief of police. He has demonstrated his dedication to the City of Joliet through his 27 years of public service. In the past several months I watched him step up to lead the department in a way that has built camaraderie, respect and enthusiasm. I am confident that our police department will flourish under his leadership,” said Shanahan. “I have the utmost confidence in Mr. Roechner.

“The process to select a permanent chief of police continued almost immediately after my appointment as interim city manager.

I relied upon my own observations of Mr. Roechner professionally over the past four years; during interviews and interrogations, on-thescene incidents and interactions with the public. In addition to a personal interview, his credentials were reviewed and a number of

professional references were contacted for input,” Shanahan stated.

Chief Roechner has nearly three decades of law enforcement experience, beginning in 1991 as a patrol officer for Joliet. During his tenure with the Joliet Police Department, Roechner spent time in the Neighborhood Oriented Policing Team, Special Operations Squad, Tactical, Narcotics and Investigation units.

For the past 10 years Chief Roechner served in a commander position with increasing responsibility.

First, overseeing operations for the 70-person Illinois Law Enforcement Alarm System mobile field force, then the operations division where he is responsible for 210 sworn personnel and 41 civilian staff and most recently the Investigations division for the past four-

plus years.

In addition to directing daily operating functions of the department as commander, Chief Roechner worked to create the BESST program; Belts, Education, Speeding, Stop sign and Texting; a new driver education program implemented across the city and in city high schools. Chief Roechner also helped to design and implement the 12 hour shift schedule for patrol officers, create the department recruitment committee and mediate between unions at the division level.

“I am honored to serve in this capacity and plan to engage community leaders, listen to their input and provide the best possible police service. I want to thank the men and women of the Joliet Police Department for their continued support but more importantly for their hard work and dedication to the community. I look forward to working with the Mayor, City Council and city manager on all issues related to police matters to continue our mission of ‘Working with the community for a safe city.’”

Chief Roechner is a life-long Joliet resident, an alumnus of Providence Catholic high school and a graduate of Illinois Benedictine University where he earned his bachelor’s degree in business administration. Additionally, Roechner is a 2003 graduate of Northwestern University’s Center for Public Safety School of Police Staff

Police Department Completes 30th Annual Santa’s Cops Event Each participating child is given a Wal-Mart gift card and paired up with an officer or other volunteer to purchase gifts The City of Joliet commends the Joliet Police Department for their dedication to service and holiday spirit after completing their 30th annual Santa’s Cops event on Saturday, December 1, 2018. Santa’s Cops is an event where officers and civilian employees of the police department donate their time to

bring smiles to children’s faces that are less fortunate. The participating children are identified through our officers, social service agencies, schools, churches, and youth organizations. Each participating child is given a Wal-Mart gift card and paired up with an officer or other volunteer to purchase gifts and

clothes to make the holiday season a bit more special than it might have been for them. The gift cards used in the event were purchased with donated money from businesses and the community specifically for this event, and many officers purchase items with their own money to help the children’s families. This year 85 children participated and gave approximately 75 officers, local politicians, and civilian employees an opportunity to develop a stronger relationship.

Mumps outbreak at Lewis causes graduation cancellation With up to nine cases reported on students getting mumps, Lewis has postponed several events in effort to resolve the case

“It was a very difficult and disappointing decision but again in cooperation with Will County speaking from the criteria to bring 2,500 to 3,000 on our campus while we’re considered in a mumps outbreak would not be the thing to do,” Falese said. “We share the disappointment with our students, but it was a decision we needed to make.”

The university has also cancelled all remaining events through Dec. 28, but class schedules will remain the same.

“Our Heritage play, basketball games and other events that have large external audiences were cancelled with some being rescheduled,” Falese said.

Will County Health Department officials are recommending that medical providers and hospitals throughout the county take full precautions if someone enters their offices with typical mumps symptoms.

These would especially include swollen salivary glands around the ears, mouth, and neck areas; in addition to fevers, headaches, body aches or flu like symptoms, in addition to swollen glands.

“I don’t feel good about being on campus today, I’m an older student with kids at home but I have finals so there’s not much I can do about it,” said Lewis student Michael, who followed direction by the University to not give last names to media. “I’m graduating but I obviously won’t be walking this December or next May because I’m going to Law school. “Our focus from the start was to maintain the academic experience for our students at this critical time, while still being concerned with the students health,” said Joe Falese, Senior VP for student services.

potentially biggest mistakes that can be made is to assume that someone with those symptoms has no chance of having the mumps just because they have already had the standard two doses of the MMR (measles-mumps-rubella) vaccine.

Someone with the swollen salivary glands might not be even considered for mumps testing because they have both MMR shots on their records, but mumps should not be excluded as a possibility in those cases.

Records show that the majority of the suspected mumps cases at Lewis University do indeed involve students who have had the two doses.

The Health Department is also recommending that those with two previous MMR vaccines who have come in contact, or believe they were in the presence of anyone with confirmed mumps or mumps symptoms should make an appointment for their third MMR mumps shot as soon as possible.

A third MMR shot is not needed for those who are showing mumps symptoms or have already tested positive for mumps, due to the natural immunity of the mumps virus.

“Across the University there is extreme disappointment and our hearts go out to all of our students,” Falese said. “With this situation and the way it has unfolded, it has been a very difficult time for us as a community, but I’m very proud of the way our community has responded with the focus on public health and the critical functions for our students to have the academic experience.”

Gray’s legacy leaves a bridge to the future for southern Illinois

BY HOLLY KEE OF THE SOUTHERN ILLINOIS LOCAL MEDIA GROUP In 1956, a little-known freshman congressman from Franklin County in southern Illinois gave his first major speech on the floor of the U.S. House of Representatives, receiving a standing ovation for his efforts. In that speech, amateur magician Kenneth J. Gray from West Frankfort, used his skills to illustrate the “rosy” prospects of then-President Dwight D. Eisenhower’s Interstate Highway Act. Carrying a bouquet of red roses, Gray illustrated the interference of lobbyists and special interests that he said were “killing” the program by snapping flowers off the stems until all the blossoms were gone. At the conclusion of the speech, Gray suggested the lobbyists would fail and all would be “rosy” again, holding up the bouquet with white roses blooming from the bare stems.

In a political career that spanned 24 years in Congress, Gray was responsible for bringing nearly $7 billion in public works projects to southern Illinois.

Using earmarks on bills often referred to as “pork barrel politics,” Gray’s ability to score for his district earned him the moniker “the Prince of Pork.”

“It was a title he embraced,” said his daughter, Becky Gray-Clay. “My dad knew that those projects meant jobs for people in southern Illinois.”

In what would become an infamous interview with The Southern Illinoisan in 2008, Gray said, “They call Rend Lake pork. Yet the engineers, six years ago when there was tremendous flooding, said that because of Rend Lake, more than $100 million worth of property downstream was saved. If that is pork, pass me the plate, another heaping serving.”

Part of that quote ended up as the title of a book about Gray’s life by a pair of local authors and educators, Marleis Trover and Maxine Pyle. “Pass the Plate: the Legend and Legacy of United States Congressman Kenneth J. Gray” tells Gray’s story via a walk down memory lane that showcases the man that Trover describes as “one of the most effective congressmen of the 20th century.”

Trover said Gray understood the most important job of a leader is to provide hope.

“Each time he showed off southern Illinois,” Trover said, “he brought more

people here or he connected our area with officials in other cities.”

Although he never went to college, Gray educated himself about his area and beyond. He exaggerated his age to 18 to enlist during World War II, Trover said.

The old man crossed in the twilight dim; The sullen stream had no fear for him; But he turned, when safe on the other side, And built a bridge to span the tide.

“Old man,” said a fellow pilgrim, near, “You are wasting strength with building here; Your journey will end with the ending day;

You never again will pass this way; You’ve crossed the chasm, deep and wideWhy build you this bridge at the evening tide?”

The builder lifted his old gray head: “Good friend, in the path I have come,” he said, “There followeth after me today, A youth, whose feet must pass this way.

This chasm, that has been naught to me, To that fair-haired youth may a pitfall be.

He, too, must cross in the twilight dim; Good friend, I am building this bridge for him.”

Gray’s exaggeration, including his colorful suits, bow ties, red permed hair, and even his modes of transportation, made him stand out, giving him instant recognition.

After returning from World War II, Gray served as commander of the American Legion for the 15-county area, providing services to help reintegrate the returning soldiers.

“Having flown in the war, Kenny used his skills to pilot a helicopter around southern Illinois,” Trover said. “He later used what he saw in those counties to identify priorities to raise the standard of living for all the people of southern Illinois.”

Gray’s influence can be seen all over southern Illinois, starting with Interstate 57, part of which is now named Ken Gray Expressway in his honor.

Many small towns have post offices thanks to Gray. Rend Lake is another of the “pork” projects Gray brought to southern Illinois. Rend Lake spurred economic growth when a boat factory opened nearby that offered steady em-

ployment to an area with little opportunity. Gray sponsored infrastructure bills that helped jumpstart the growth of industry throughout his district, including in Marion, where Pepsi MidAmerica, one of the area’s largest employers, is located. Former Mayor Bob Butler, the longest serving mayor in Illinois history, worked closely with Gray to secure federal funding that enabled Marion to grow. Butler told Trover he was “irritated” when Gray was referred to as “the Prince of Pork.”

“He was just better at it than anyone else and they couldn’t stand it,” Butler said. Gray’s wheeling and dealing with Washington’s elite also brought the Marion Federal Penitentiary, Devil’s Kitchen Dam, Olmsted Lock and Dam, numerous federal housing projects, an expansion project for the Marion Veterans Administration Medical Center, education funding and funding for the arts.

For Gray, it was never about power or personal gain; it was always about the people. “When you came into his office, it didn’t matter if you were Democrat or Republican,” Gray-Clay said. “You were his constituent and he would help you.”

Gray was popular at home and gained respect in Washington’s inner circles. He was frequently called upon by House leaders such as Sam Rayburn and Tip O’Neill to stand in as the speaker protem. He frequently appeared in public with presidents John F. Kennedy, Gerald Ford, Lyndon Johnson and Ronald Reagan. Gray retired in 1989. He continued to be active in the district, lending a hand as an auctioneer, appearing at various dinners and fundraisers, or offering advice to his successors.

Gray died on July 12, 2014, at age 89.

He enjoyed reciting parables and poems, with one of his favorites being Allen Dromgoole’s “The Bridge Builder.”

Gray left a legacy that has become a bridge for the southern part of Illinois, one that preserves the beauty of the land but still connects the rural areas to other parts of the country.

The cream of the crop in high school girls bowling participated in the 26th Annual Strikefest Invitational this past Saturday at Town & Country Lanes in Joliet, hosted by Plainfield North.

It is the largest and what has become the best girls regular season invitational in the state.

The eventual state champion is in the field as it has been for the past 12 years.

This tournament also gives teams a chance to see what the state finals will be like, with the competitiveness of the field and the usual pressure of the situation.

After the morning three games the teams are divided into four different divisions.

The top 12 teams are in the gold division and their team scores carry over to the afternoon three games.

are put into the silver, bronze and copper divisions and their standings are based only on the afternoon three games.

All individual scores are based on all six games.

Minooka led the way for area teams, as the Indians placed second overall with a six game total of 5,856 behind champion Machesney Park Harlem (6,086).

Joliet West placed sixth, while the Lockport Maroon team was eighth and their Gold team placing 11th.

The Indians placed four individuals in the top 22 as sophomore Megan Gillson placed 10th with a six-game total of 1,220.

She was followed by seniors Kristina Sickler in 17th, Gina Russell 18th and junior Alyssa Richie in 22nd.

JCA working to improve

When the Joliet Catholic Academy girls basketball team took the court against Benet Academy last week, it was a worse-case scenario for the Angles.

The Redwings, one of the top programs in the state of Illinois, were coming off back-to-back losses and were looking to right the ship.

Despite a 59-13 loss that saw Benet only play its starters in parts of the first and third quarters, first-year JCA coach Jim

O’Brien saw the positives in the play of the Angels.

“Our girls played hard,” O’Brien said. “It is hard to compete with six or seven D-I kids, but it is great to see where we want to get to. The practices are great, the kids work hard all the time.”

With youth and inexperience coupled with a new coach and new system, Joliet Catholic will have its share of struggles this season.

“We are going to struggle at times against the good teams,” O’Brien said. “This is a great conference – probably one of the best in the state and every night is a grind. We will play anybody and we will show up and see what happens. We have to get back to practice and keep getting after it. We lost three starters from last

SECOND FROM PAGE 5 ternoon session because we learned where our focus should be. You have to focus on mechanics and quit thinking about everything else. We made that adjustment and bowled well in the final three games.”

Joliet West was led by the 14th place finish of senior Lexi Robbins and fellow senior Camryn Feehan placed 19th. Sophomore Brooklinn Chavez finished in 26th, just missing an Invitational medal by one place.

“It was a tough day, but a productive day,” Tiger coach Jeff Bailey said. “We learned a lot as a team, especially when we were communicating on the direction of the ball. I really liked what I saw from the team and how they worked together. This team has really bonded together well and it was a very encouraging day. We just have to keep moving forward and get a little better week by week.”

The Porters Maroon received a 25th place finish from junior Emilie Pleshar in addition junior Samantha Traina was 27th, sophomore Chloe Siezega was 35th and junior Jessica Ramirez placed 67th. The Gold team was led by sophomore Meghan Bacys in 45th place and Payton Vandenburg in 49th.

“I was freshman boys coach and when coach Leonard went to Yorkville to take a counseling job, Joe Gura and Dan Sharp approached be and pretty much said they wanted me to take over the girls program and I was honored,” he said.

Cwudzinski said. “We had a lot of good shots that didn’t strike, but that’s the game. The key to having success as a team is the ability to pick up the one pin spares. We left a lot of those out there today and many turned into open frames that just kill you in this team sport. But we are a young team with not a whole lot of experience and we are learning and this is still a long way to go in the season.”

Joliet Central finished the morning session in 14th place which placed them in the silver division (teams 12-23). “Each year we have progressed with this program and today was a big step with getting into the solver division,” Central coach Steve Perion said. “Today was a measuring stick for the girls to see how they stack up, not only in the area, but in the entire state. We are getting there and it’s a work in progress.

“Our big thing is teaching the girls to bowl together as a team and not against each other. High school bowling is a team event and they are learning that we are a team and together we can achieve.”

WILL COUNTY SHERIFF

Band director, teacher arrested for Possession of Child Pornography Kevin Macha, age 28, arrested Will County Sheriff Mike Kelley is announcing the arrest of Kevin Macha, age 28, of 701 Raub Street in Joliet with one count of Possession of Child Pornography.

In June 2018, the National Center for Missing & Exploited Children reported to the Inter-

net Crimes Against Children Task Force, that an individual was sharing child pornography on his computer. In August of 2018 the Sheriff’s Office Investigations Division was notified of the cyber tip. Over the course of the investigation, it was determined that Kevin Macha was using a social media platform in order to share child pornography.

Today, a search warrant was

executed at the Raub Street address and Macha was brought in for questioning. During the interview, Macha made incriminating statements and was ultimately arrested. Numerous electronic devices were seized during the search warrant and are currently being examined. Macha is being held at the Adult Detention Facility where he will appear in bond court tomorrow.

Kevin Macha is the Director of the Joliet American Legion Band and is currently employed in Braidwood at Reed-Custer School District 255 as a music teacher. His assignment at the schools include grades fifth through high school.

He has held this position for four years. Reed-Custer administrators have met with Sheriff’s detectives and are fully cooperating, as the investigation is ongoing.

Will County offers holiday lights recycling opportunities JOLIET -- Got string lights with burnt out bulbs? Too tangled to use? Or lights that just don’t bring holiday joy anymore? Will County offers an environmentally friendly way to dispose of them.

String lights are taken at all permanent electronic recycling centers, but through Jan. 31 they also will be collected at these three locations: Will County Office Building, 302 N. Chicago St.; Will County

Land Use Department, 58 E. Clinton St., Joliet; and Sunny Hill Nursing Home of Will County, 421 Doris Ave. Will County Executive Larry Walsh said, “Enjoy the holiday season. But keep the health of the planet we all share in mind and recycle. If you can’t make it to one of the county buildings during business hours, remember the other sites with which we partner.”

Marta Keane, Recycling Program Specialist with the Will County Land Use Department’s Resource Recovery and Energy Division, reminds recyclers that not all lights may be accepted.

“Please do not bring incandescent, CFL or fluorescent lamps.

The CFL and fluorescent lights are accepted as part of Household Hazardous Waste collection events.

Never place any of these items in

curbside recycling programs.

“Glass light bulbs are not the same as glass bottles, just as glass vases and windows are made with different materials that are not easily recycled by anyone but the specific manufacturer,” she continued.

“We encourage people to bring string lights to our electronic dropoffs and CFL or fluorescent lamps to a Hazardous Waste collection.”
