Catholic Charities, Diocese of Joliet is extending a helping hand to women who have served time, and are now looking to rebuild their lives.

In October, the Joliet City Council approved a special use permit to renovate an old convent into living space for formerly incarcerated women aged 35 and older.

The move has given Catholic Charities the green light to renovate vacant space at Holy Hills Deliverance Church, formerly St. Thaddeus, at 510 Columbia St. in Joliet. Catholic Charities plans to lease the 4,000 square foot former convent area as well as part of the parking lot across the street.

The re-entry program will house up to eight women who have recently been released from prison. The program will allow the women to live on site for up to 18 months.

“Catholic Charities, Diocese of Joliet is very excited to develop a re-entry program for up to eight women who were formerly incarcerated and are returning to our communities,” Pam Terrell, Community Services Division Director for Catholic Charities, told the members of the City Council. “Very key to their recovery is a house. We want to make sure that they have stable housing in order to get the supportive services that they need to rebuild their lives and avoid return to a life of crime. The nearest facility for this

type of a project for women coming back to our community is in Chicago. We believe that a facility here in the local community with the supports that they need would be advantageous and help them to succeed.”

The small re-entry program will be available for women who are exiting incarceration and are homeless, or are at risk of being homelessness. The goal of the program is for residents to attain selfsufficiency and a productive lifestyle.

The program will engage the community and social service partners, with a comprehensive array of services for its residents. Among those services will be safe, stable housing, adult education and GED services, substance abuse and mental health services, professional counseling, employment support, training, advocacy, job search assistance, spiritual and religious services, volunteer mentors, legal aid, coordination with parole agents, life skills training, and professional case management.

The program will be staffed with one full time staff member who will live on site, as well as a part-time live-in staff, a case manager, and volunteers.

Catholic Charities conducted outreach to the surrounding area and community about the proposed plans, which included two community forums.

The women are subject to restrictions.

In addition to being aged 35 and older, those with certain types of convictions, such as arson, will not be admitted.

The women will be required to hold down regular employment, and will be subject to curfew rules.

Catholic Charities said the site will improve the community by providing a needed resource for women leaving correctional facilities. The project will also include renovation and utilization of the currently vacant portion of the building.

Travelers fed up with construction at Route 52 and River Road are just days away from smooth sailing through the intersection.

In late October, Trustee Dan Anderson updated the members of the village board on the project, which has kept the intersection in a state of repair since last spring.

“The River Road and Route 52 [construction], we requested a formal meeting with a progress report with D Construction on that project,” Anderson said.

“They’re insisting that they’re going to be on schedule and have this project wrapped up by [Nov. 15], less the restoration work. So, we’ll just have to wait and see.

That’s moving along also, and I know everybody is getting antsy and wants that intersection wrapped up.”

The major construction project kicked off back in April.

The intersection improve-

ments include widening and resurfacing Route 52 to two through lanes and a left-turn lane in each direction. River Road is being widened and resurfaced to include a single through lane, a right-turn lane, and a left-turn lane in each direction.

The existing traffic signal at the intersection will also be upgrade, and the Hammel Creek channel along the north side of Route 52 has been regraded.

That pedestrian bridge was required for federal assistance funding on the project, to address pedestrian accommodations over the Hammel Creek spillway.

A multi-use path is proposed to be constructed between the pond and Route 52 west of the intersection to connect to the existing path to the northwest.

The project is currently still on track for substantial competition this month, with restoration and lighting work slated to take place throughout the winter.

The village is taking the lead in the project, which received federal funding administered by the Illinois Department of Transportation (IDOT) at an 80/20 split.

D Construction is the main contractor for the $3 million project. Included in the scope of the project is the pedestrian bridge, at a cost of $770,144. The

Village portion of the project is roughly $616,000.

Meanwhile, Anderson reminded the public that leaf pickup is underway.

The village of Shorewood utilizes a leaf vacuum to pick up leaves, which comes through residential streets once per week.

Residents can rake their leaves to the curb for pickup.

Mayor Rick Chapman noted that leaf pickup is for leaves only, and implored the public to leave it that way.

“We want to remind people, during leaf pickup, have the leaves are raked out to the curb but not past the curb,” Chapman said. “Please don’t throw foul material into the leaves. Think of yourself on the end of that suck hose or rake before you dump something into those leaf piles that shouldn’t be there. Just a little golden rule here, okay?”

Leaves must be placed on the parkway, parallel to the street and approximately 12 inches behind the curb or edge of pavement. Leaves may not be placed in the street or gutters.

Leaves placed in the street will not be collected until they are placed properly onto the parkway.

The collection is for leaves only, and does not include grass or brush.

The Joliet Police Department, in partnership with the Illinois Department of Transportation, will participate in a statewide effort to increase seatbelt usage and crack down on speeding and drunk driving. Special enforcement efforts will include several seatbelt safety zones at various locations throughout the city, a roadside safety checkpoint, and citywide saturation enforcement and speed enforcement. Enforcement begins November 2 and continues through November 26. The Thanksgiving holiday is one of the busiest travel times of the year. More vehicles on the roadways means there is more potential for crashes and more fatalities. Chief Al Roechner reminds driver’s to not drink and drive. “So many family tragedies can be easily avoided by wearing seat belts, having a designated driver, getting a ride, or by calling for a taxi or ride-sharing service.”

Officers assigned to these details will be checking for occupant restraint violations, child restraint violations, DUI violations, speeding violations, and other violations of the Illinois Vehicle Code.

This enforcement campaign is possible through a grant from the Illinois Department of Transportation. The campaign will help to deter drunk driving, increase the use of seatbelt/child restraints, and reduce speeding before, during, and after the Thanksgiving holiday.

City Approves Extended Commercial Truck Enforcement Efforts

The City of Joliet is increasing efforts to monitor and enforce commercial motor vehicle regulations by expanding the Joliet Police Department’s (JPD) truck enforcement efforts to include evenings and weekends.

Enforcement efforts will begin immediately.

“While the majority of semi-truck drivers are safe and observant operators, Joliet is taking a serious stance on those drivers who do not take time to map routes through Joliet correctly or who haul loads that are not suited for the route chosen. The safety of our residents and preservation of our infrastructure and roadways are top priorities for Joliet,” said Interim Police Chief Al Roechner.

The Joliet Police traffic unit currently has three full-time patrol officers who monitor overweight/ oversize violations for trucks that travel through Joliet. All officers with this unit are certified with the Illinois Truck Enforcement Association and issue overweight/ oversize citations on a daily basis.

The truck enforcement patrol began in August 2017 and in only 14 months has written citations totaling over $2.2 million in bond.

It is anticipated that the City will expand the Joliet Police traffic unit with more truck enforcement officers in the near future.

The Joliet Police truck enforcement patrol are able to enforce regulations throughout Joliet because the City Council have defined and passed strict truck ordinances that come with hefty fines for violators.

Illinois sent more than 350K soldiers to Europe during World War I

BY TONY REID OF THE HERALD & REVIEW Artie Bennett, a Marine from Clinton, was cut down by a hail of bullets 100 years ago in a far-flung foreign field, giving his life for his country in America’s first global war.

A letter home from a fellow soldier said Bennett, 18, had been attacking a machine gun nest as the Marines fought, successfully, to stem a German advance threatening the French capital of Paris in June 1918, the last summer of World War I. The fallen Marine had lingered for an hour before dying, one of the first casualties from Illinois. The letter honoring him, typed by fellow Marine Pvt. John W. Olsen, read: “He passed away quietly, without a complaint, and was laid to rest near where he fell.”

Immaculately tended American cemeteries in France, and faded memorials at home, are among the few tangible reminders of the “Great War” that began on July 28, 1914, and ended, after 18 million soldiers and civilians had died on all sides, with an armistice that went into effect at 11 a.m. on Nov. 11, 1918.

Now, nearing the 100th anniversary of the war’s end, the push is on to recall and honor the men and women of Illinois, and all across America, who suffered and sacrificed for their nation.

Congress has created a United States World War I Centennial Commission, which is overseeing commemorations and fundraising for a World War I memorial in Washington, D.C. Illinois Gov. Bruce Rauner signed a proclamation announcing the Illinois National Guard and Chicago’s Pritzker Military Museum & Library will lead the effort to ensure the Land of Lincoln remembers its role in the Great War. A World War I Centennial Committee has been drafted to aid in that state mission and it’s chaired by Jeanne Hamacher, who has taught high school history classes. She said the key lesson to learn is that Illinois went to extraordinary efforts to support a war that shaped the world we live in, right up through today.

“When I was teaching, I did a lesson where I could link basically every conflict the United States has had (since World War I) back to World War I in some shape or form,” Hamacher said.

She said Illinois had helped win the war, and the war changed the world forever.

“Schools need to teach this, we need to remember,” she added.

The United States declared war on Germany and its Central Powers allies on April 6, 1917, and Illinois became part of the vast conflict that would mark America’s emergence as a global superpower.

The United States sent 4,734,991 soldiers and sailors to Europe and suffered 116,516 deaths, according to the U.S. Department of Veterans Affairs.

Records from the Illinois Office of the Adjutant General list more than 351,000 Illinois men who served in the Army, Navy and Marines during World War I, and some 5,000 of them died.

One of every 12 enlistees in the Army hailed from Illinois, and each left a mark.

The American Legion Post in Clinton is Crang-Bennett Post 103, named for the fallen Marine and also Army Sgt. 1st Class Welby Crang, who lived about a block from Bennett and died in France in 1917 from pneumonia.

Ron Devore, 86, is a member of the Post 103 executive board and a former post commander who has fought to keep the memory of the World War I soldiers alive. He said the post was founded in 1919 not just to honor fallen veterans, but to help and lobby for those who returned home alive, if not always in one piece.

“Some of these guys had been gassed, their lungs were burned, they had missing limbs and disabilities; they were messed up for life, and they weren’t getting anything from the government,” Devore said. “Veterans knew that, if there was a bunch of them banded together, they could have a voice in Washington, D.C.” Devore’s wife, Marjorie, whose father was a World War I veteran, vividly recalls the returned soldiers’ sense of pride despite all their trials and tribulations. She said that pride had been matched by the patriotic fervor of their communities at home. “My dad always said everybody had supported the war effort,” she said.

The civilian push to buoy the troops with maximum support on the home front was extraordinary. Illinois mobilized vast forces of industry, and especially industrialized agriculture, and turned them into an arsenal of democracy that flooded the American war effort with food, war material and cash.

Illinois created the State Council of Defense, the job of which was to persuade, corral and control civilian production, from engineering to seed corn, to fuel the war machine. When the council produced its wrap-up report in 1919, it was suffused with pride at the sheer wartime output from the people of Illinois.

It pointed out that the state’s agricultural production for 1918 had been geared to meet the needs of the wartime “national food authorities” and had been the third-largest crop harvest in state history, worth close to $880 million (about $15 billion in today’s dollars).

“Notwithstanding the drain upon manpower, the state in 1918 turned out manufactured products valued at $6 billion. ... Of these, $2 billion-worth were on direct war contracts, but virtually all were war contributions, for Illinois factories are not largely given to the production of luxuries or nonessentials,” the council reported.

It also lauded the generosity of Illinois citizens, who raised $45 million during the war to support everything from the Red Cross to the YMCA and the Salvation Army.

Timothy Kovalcik, associate professor of history at Millikin University, said it’s important to understand the wartime atmosphere gripping Illinois and the entire nation.

“Support for the war was at fever pitch and the propaganda was incredibly successful,” Kovalcik said.

A state with a significant population of Germanic ancestry (Teutopolis in Effingham County, for example, means “City of the Teutons,” or Germans, and is typical of many towns founded by German settlers) had no trouble raising troops.

“The population of German ancestry volunteered at massive rates to show their patriotism,” Kovalcik said. “They wanted to prove they were true Americans.”

With troops rushing forward and humming factories full of nose-togrindstone workers who had shunted aside labor grumbles for the greater patriotic good, the State Council of Defense believed it had glimpsed capitalism’s promised land.

Watson (Male, Black, age 23) of 28 NW Circle Drive in Joliet and Anthony Francimore (Male, White, age 20) of 2706 Dougall Road in Joliet, in connection to a Murder Investigation.

On 10/28/2018, at approximately 1:00 AM, members of the Will County Sheriff’s Office were dispatched to the 500 Block of Fox Street in unincorporated Joliet

Township in reference to a shooting. Upon arrival, deputies observed a male individual lying face down in the roadway motionless, surrounded by unknown individuals.

As deputies were securing the scene, East Joliet Fire Department arrived and began attempting life saving measures on the victim.

The victim, Nathan J. Ballard, (age 20) was transported to Silver Cross Hospital and was later pronounced

deceased at the hospital.

A witness on scene advised responding deputies that the offenders were driving a black Dodge Magnum with tinted windows, and it was occupied by several individuals. Detectives were called to the scene and were able to track down numerous leads from witnesses and evidence recovered from the scene.

Information was developed by detectives that the suspect vehicle and potential suspects had fled to the City of Chicago. Will County Sheriff’s Detectives met with members of the 10th District of the Chicago Police Department and

The event was sponsored by the Will County Executive’s Office of Substance Use Initiatives, Stepping Stones Treatment Centers, and the HERO Group. The main topic of discussion was Illinois’s landmark Health Care Parity Law which takes effect on January 1, 2019.

“We are proud to host the state officials here today to explain to our residents what the parity law means for insurance benefits for mental health and substance use disorder treatment,” said County Executive Walsh. “Many more people in Will County will be protected by parity and it is so important they understand their insurance coverage and receive the care they need.”

Chicago’s Fugitive Warrants Unit in reference to this investigation. Will County Detectives briefed members of the Chicago Police Department and a physical search of the area where the vehicle was believed to be located was conducted.

At approximately 12:30 PM the Black Dodge Magnum used in this homicide was located in the area of 14th and Karlov in the City of Chicago. With the assistance of the Chicago Police Department, surveillance was set up on the vehicle.

At approximately 1:45 PM, a subject was seen entering the vehicle, and the vehicle began to leave the area.

A traffic stop was conducted by Will County Detectives and members of the Chicago Police Department, and two subjects were taken into custody at that time. Elijah J. Watson and Anthony Francimore had previously been identified as suspects in this investigation, and both were taken into custody without incident as a result of the traffic stop. Both the suspects and the vehicle were later transported to the Will County Sheriff’s Public Safety Complex for further questioning and processing.

Getting to the IHSA state finals is nothing new to Joliet Catholic Academy, however, the Angels missed out on a trip to Bloomington the last two years.

The team will return this season after defeating St. Laurence 25-11, 25-7 to claim the Rich East Supersectional championship.

JCA started off the first match with high energy getting behind senior leaders outside hitter Emily Holbrook and Libero Molly Hibner, and never looked back after seemingly getting to every ball and blocking an array of Viking swings.

In the second set, the Angels got off to a blazing 10-1 start behind the likes of sophomore outside hitter Jillian Gray and never looked back from there.

Coach Christine Schiebe’s group, which has lacked height in recent years, does not have that issue this year, as JCA (27-13) fea-

tures four girls that stand 6 feet in height or taller.

Junior middle blocker Bella Ray, led her team with 14 kills and three blocks on the night.

“I’ve never been on a team where we have all meshed so well together,” Ray said. “We all love each other so much and that’s why we are so successful.”

Ray has led the No. 24 ranked Angels all season, but has certainly had some help along the way from her teammates.

On Friday night, Gray (six kills), Holbrook (six kills), sophomore setter Ryan Hinshaw (19 assists, two blocks, two aces), Hibner (16 digs) and senior Right side hitter Sophie Krzysciak (10 digs) all got into the mix.

Schiebe credited the success to the collaboration of her team, but also said that the veteran leadership has sparked her club all season long.

Hilltoppers advance to IHSA quarterfinals

With downstate Marion making the nearly five-hour trip to Joliet last weekend to take on Joliet Catholic at Memorial Stadium, the Hilltoppers proved to be better than gracious hosts as they made sure to get the Wildcats home at a reasonable time.

Joliet Catholic started the 40-point running clock in the third quarter and sent Marion on the road after a two-hour, 49-7 win in the second round of the IHSA Class 5A playoffs.

After stopping Marion’s first possession Nick Iannantone rumbled in to the end zone form 10-yards out to give JCA the early 7-0 lead with 7:58 left in the opening period.

The Hillmen would go on to score touchdowns on four of their five drives in the first half.

The second one came in the closing seconds of the frame when Jordan Alvarez connected with Ja’aire Mack for a 39-yard touchdown pass — setting a trend — when Mack catches the ball, he scores.

Alvarez ghad only three completions on the game — all to Mack — all for touchdowns.

Volunteer Spotlight: Mike Rzepka, ‘The Amateur Naturalist’ Rzepka also helps with steward work at Hickory Creek, Lockport Prairie, Lily Cache Wetlands The Old Plank Road Trail was a decades-long project converting an old railway line to a recreational trail, and Mike Rzepka was there from the start.

Today, Rzepka volunteers for the Forest Preserve District of Will County as a steward along sections of the trail. But his work goes back much further than that, having helped with prairie restoration through the Old Plank Road Trail Association.

Once the work was complete and the trail was dedicated in 1997, he decided to become a steward to stay involved.

“I work with the (Forest Preserve District) to protect the native prairie remnants along the (trail),” he said, adding his tasks include spraying for and removing invasive species such as buckthorn and honeysuckle; assisting with prescribed burns; collecting and dispersing native seeds; and monitoring the natural areas along the trail. Rzepka also helps with steward work at Hickory Creek, Lockport Prairie, Lily Cache Wetlands and Messenger Woods preserves, but he said his work at the Old Plank Road Trail is most important to him.

Trail from the abandoned railroad line was a two-decade work in progress,” he said. “It is special for me.”

Rzepka also has assisted with stream monitoring at Hickory Creek since 1996. This work is done through the statewide RiverWatch program, which works to quantify stream-quality trends.

“It is a lot of fun to wade in the creek and gather data,” he commented.

He said he considers himself an amateur naturalist, which is one reason why volunteering in the preserves is such a good fit for him. His connection with the District provides him with an opportunity to study nature, one of his many interests.

“Understanding ecology and plant identification are challenging so the work includes both the physical and the cerebral,” he said. “That is a big plus.”

In addition to volunteering for the District, Rzepka, who is retired, enjoys reading, traveling, attending concerts, hiking, biking, canoeing and spending time with his family and grandchildren.

He also volunteers with other nature and conservation organizations.

“Building community, camaraderie and friendship are more benefits of volunteering,” he said. “Friends with mutual interests and some of the best people I know were met through volunteering.”
