Joliet remedying city flag displays Proper ceremony, lighting in works

Discussion of an improper display of flags located across the city of Joliet prompted elected officials to take action in support of veterans and their service to the nation.

The matter, addressed last week by the Joliet City Council, puts plans in motion to take down and replace worn out flags and provide solar lighting, after testimony provided at the meeting brought concerns to light.

Wayne Horne, of Joliet, was one several members of the community who spoke of concern for the city’s flag display.

“I requested more than two weeks ago that the flags be removed out of respect, until it can be properly illuminated or can be raised and lowered properly each day,” he said. “Any flags that are not in serviceable condition and they’re displayed by the city should be removed. I am not up here to be the flag police, but I know veterans believe proper respect for the flag is a civic responsibility. It is a symbol of our country and should

Horne, a veteran of the United States Army, refuted the idea that state and federal codes are being followed.

Horne said he’s proud to know Joliet took on the effort to display and honor the nation’s patriotism but further city action is needed.

“I am unaware of any other city in Illinois that has such displays that were built solely by the municipality,” he said. “In doing so, we took on the responsibility to maintain the highest level of respect for the display, not to quote, ‘do the minimum required to comply.’”

Mayor Bob O’DeKirk agreed.

“You’re right when the city built those pavilions we took on the re-

sponsibility,” he said. “This will be corrected.”

Councilwoman Brooke Hernandez Brewer said officials have been working to resolve the issue.

“We were talking about it and I thought it would be a good idea if we got the locations of each of those flags,” she said. “We could find the nearest VFW and ask for a few volunteers that would be willing to take responsibility for that flag, so that it is at half-mast when it should be. I believe that’s something that would be beneficial to our veterans and appreciated by them.”

O’DeKirk said the other issue is that if they’re not properly lit, that flags should be lowered at dusk and raised at dawn.

“I know this is a touchy issue,” he said. “There’s veterans here; there’s a Gold Star Mom here. This is something we have to make a commitment we’re going to get right. If the solar lamps don’t work, then we’re going to install electricity or we’re going to take the American flags down. I think it means a lot to people in the community especially veterans.”

the fire department goes out and lowers those to half-mast when we get the proclamations,” he said.

Formhals, noting that staff might miss one occasionally, said more times than not they are diligent about going to the different monuments and lowering them to half-mast.

Hernandez Brewer said she would prefer to ask for lighting if the city is able to get it.

Denise Meehan, of Joliet, is a Gold Star Mother who said she’s dismayed the matter hasn’t already been resolved.

“When your child comes home and that flag is their last blanket, I assure you we take the flag very seriously,” she said. “Honor and respect for the flag is one of the most important symbols and signifiers of the honor and respect that we have for the fallen and for all those currently serving.”

Meehan noted that Exxon Mobile is willing to provide the labor if

the city will provide the equipment to light the flag. The cost of all the solar displays will amount to a little more than $5,000, she said.

Additionally, Meehan requested that flags be properly retired and replaced and solar lights installed immediately.

Councilman Larry Hug, noting that he thinks further city action is necessary, said he would propose that they put together an ordinance to budget for the purchase of lighting and replacement flags.

In doing so, the matter will move to the legislative committee later this month.

Councilwoman Jan Quillman said she would like for the city to take action on the matter immediately, not hold off.

“I think right now we need to get these lit, get the new flags, get the solar panels up now,” she said.

8th annual Christmas Express to support CASA of Will County CASA is partnering with area high schools and woman’s groups

All aboard? The Christmas Express is set to launch on Dec. 3 and Dec. 4.

Court Appointed Special Advocates of Will County is now selling tickets for the nonprofit organization’s eighth annual Christmas Express.

The fundraising event will support the effort to train community volunteers to represent and advocate for abused and neglected children of Will County.

Executive Director Rita Facchina said the event is designed to please.

“They certainly get their share of fun,” she said.

The grand ballroom in Joliet features face painting, games, cookies and cocoa. The Will County Railroad Association will also set up a train model for viewing.

CASA is partnering with area high schools and woman’s groups.

“They’re dressed as elves and they’re assisting them to board the train,” Facchina said.

The train arrives in Tinley for pictures with Santa, a sleigh ride and crafts.

At the Viking Lodge, CASA will set up Santa’s village.

“This is a family event,” she said. “The holiday is about family.

We’re wanting them to step back and reflect. Not everyone lives in a safe home. The work of CASA is to make sure they, too, can live in a safe environment.”

During the holidays, Facchina explained that families tend to be more in stress prompting the organization to see more Department of Child and Family Services calls driven by a variety of issues.

Facchina said when these kids are coming in for care, they’re sometimes removed from their families and that can be challenging.

DCFS typically steps in while cases are mitigated in the courts.

The role of the CASA volunteer is crucial considering the fact that investigations can linger, according to Facchina.

“A CASA volunteer gets involved to advocate for the child,” she said. “A lot of children tend to get lost in the cracks. They’re following up with children to make sure they’re safe. Our vision is no child gets left behind.”

Facchina said the Christmas Express is the organization’s second largest fundraiser.

“We now support 60 percent of the kids in the county and our goal

is to support 100 percent of kids,” she said.

On average, the Christmas Express raises between $40,000 and $45,000.

Tickets are $35 per person and the cost includes breakfast or lunch at Durbin’s, hot cocoa, cookies, activities and a raffle to win a holiday gift basket.

“We’ve got over 1,100 (tickets) sold now,” Facchina said. “These last tickets will sell out quickly.”

Departures from Joliet Union Station occur every two hours beginning at 8:15 a.m. with children and their parents traveling to Tinley Park. The final train leaves at 2:15 p.m. and returns to Joliet by 4:15 p.m.

All proceeds will help the organization to continue advocating for abused and neglected children in the county.

City certified ‘Storm Ready’ through 2019 City has continued to meet and exceed requirements since 2013 The Joliet Emergency Management Agency (EMA) is proud to announce that the City of Joliet has been recertified as a “Storm Ready Community”. Under Director Greg Sebben, the City was first certified as “Storm Ready” in November of 2013. The City has continued to meet and exceed those requirements to be recertified through November of 2019. That recertification includes: Establishing a 24 hour warning point and Emergency Operations Center.

Mobile Workshop Center Da Vinci exhibit December schedule released opens at DuPage Unit travels throughout county to help residents with job, career development

Workforce Services Division of Will County has announced the Mobile Workforce Center’s December schedule, with stops in six communities.

The mobile unit travels throughout Will County to help residents with resume development, cover letters and job applications. The workforce center contains 11 computer stations, internet access, and offers keyboarding lessons, as well as resume and job search assistance using online listings including

jobs4people.org and Illinois workNet. The Mobile Workforce Center will be at Fountaindale Public Library, 300 W. Briarcliff, Bolingbrook, from 9:30 a.m. to noon and from 1 to 3:30 p.m. on Mondays, except Dec. 26.

The unit will be at University Park Village Hall, 698 Burnham Drive, in University Park, from 9:30 a.m. to noon and from 1 to 3 p.m. on Tuesdays.

Plainfield Public Library, 15025 S. Illinois St., Plainfield, will host the Mobile Workforce Center from 9:30 a.m. to noon and from 1 to 3:30 p.m. on Wednesdays, except for Dec. 21.

MWC can be found at the Wilmington Public Library District, 201 S. Kankakee St., Wilmington, from 9:30 a.m. to

noon and from 1 to 3 p.m. on Thursdays.

Children’s Museum Exhibit will run through April 2, 2017 “Dream with Da Vinci,” a new traveling exhibit coming to DuPage Children’s Museum (DCM), opens to the public Sat., Nov. 19. This 2,000 sq. ft. exhibit puts hands-on discovery at the center of the visitor experience, while themes of science, technology, engineering, art, and math - all linked by da Vinci’s work and life - provide an overall framework. It runs through April 2, 2017.

The Renaissance was a time of growth and learning and was the prelude to modern science.

One of the most important people of that time was “the father of modern science,” Leonardo Da Vinci, artist, mathematician, inventor and dreamer.

Visitors will learn the basics about Da Vinci and the Renaissance era; children will add their own ideas and voices to the exhibit. They can explore elements of flight and connect today’s technology to Da Vinci’s innovations; explore several machines and structures, from bridges to clock gears; try on the role of engineer; express themselves with different artistic mediums, from clay to crayons; and dress up in Renaissance clothing.

A few exhibit components include Leonardo’s Horse, Spinning Wheel, Parachute Drop, Glider, Catapults, Perspectograph, Build a Bridge, Leonardo’s Machines, and more.

DCM encourages children

in self-directed exploration. As with all of the exhibits, Dream with Da Vinci is designed to be inviting and approachable.

This traveling exhibit delivers concepts that encourage young explorers to make connections. The Museum is excited to build on the same framework as da Vinci, creating multiple programs designed around STEAM (Science, Technology, Engineering, Art, Math) concepts. The Studio at DCM is especially excited to build on Da Vinci’s concepts, bringing his perspective through art as Leonardo did hundreds of years ago, to young visitors and their adult partners.

This informative and visually stunning exhibit, which will be hosted by DuPage Children’s Museum through April 2, 2017, was developed and designed

by Curious Kids’ Museum in St. Joseph, Michigan. DCM has the privilege of being the first museum this exhibit will visit.

Lessons from Mae: How one woman modeled mental wellness Having lived through the Great Depression as a teenager, Mae was never one to waste anything In this season of reflection and gratitude, I can think of no better person to honor than my grandmother Mae. She embodied good mental health throughout her 97 years on earth, and she did so without even trying. Her lifetime of inspirational habits made for a long and fruitful journey.

Mae grew up in the upper Mississippi River Valley, near the border between Wisconsin and Minnesota. She taught in a one-room grade school until she got married in the early 1950s, at which point state law made it illegal for her to continue teaching.

The assumption at the time was that a woman’s duties should be to her family rather than to a career. Later, when the law changed, she returned to teaching, where she excelled at instilling the rules of English into countless schoolkids in the area.

Mae helped raise five children and a dozen grandchildren, and I was fortunate to spend many memorable times with her and to learn from her example.

Although I sensed Mae didn’t support all of his views, she commented that Minnesotans tended to do their own thing, and she wasn’t surprised by his election. In fact, she seemed to take pride in being from a place where people danced to the beat of a different drummer.

STICK WITH IT Mae had patience in abundance and never complained about her circumstances. She dealt with various physical ailments, bitterly cold Minnesota winters and all the drama that any large family produces. But she did so gracefully, even thriving on challenging times in her life.

Having lived through the Great Depression as a teenager, Mae was never one to waste anything. Throughout the course of a full day, she would use ex-

In an age when I feel bothered to leave a note on Facebook wishing someone a happy birthday, it’s remarkable that until the final months of her life, Mae sent handwritten notes to friends and family across the country. And she did so like clockwork, acknowledging the holidays, birthdays and anniversaries of nearly 100 people.

She made it her business to care about others’ business. Not in a nosey way, but because of her genuine interest and curiosity. Your personal interests were her personal interests. This made Mae a great conversationalist, as well as someone you always knew understood your situation.

Taken together, these simple life lessons made for a remarkable life. I can only hope that I am able to practice these ways of being somewhere close to the degree that Mae did. And in turn, to pass them on to others. My thanksgiving this year is for you, grandma.

Each year in our country, tens of thousands of passenger vehicle occupants die in motor vehicle crashes. In 2014, in the United States, more than 341 people were killed in crashes on Thanksgiving weekend alone. It’s a sad statistic, but even sadder is that many of those deaths could have been prevented with one simple click of a seat belt.

Crest Hill Police Association President Henry Tough presented the check on Nov. 3 to State’s Attorney Glasgow, who created the Children’s Advocacy Center in 1995 to improve the way allegations of child sexual abuse are investigated.

State’s Attorney Glasgow, who chairs the board of directors, established the Children’s Advocacy Center 21 years ago as a not-for-

profit agency to improve investigations into cases involving child sexual abuse. When children make an outcry of sexual abuse, they are brought to the center, where trained and compassionate forensic interviewers obtain an accurate statement in a neutral, non-suggestive and childfriendly environment.

Interviews recorded at the center have been used to successfully prosecute thousands of child predators. In addition, the center’s experienced staff provides children and families with advocacy, counseling and social

services that enable the healing process to begin.

With the end of the high school volleyball season comes the announcement of the Voyager Media All-Area Vollyeball Team.

Paced by Player of the Year Ashley Shook of Plainfield Central, the 20-person team includes players from two of the final four Class 4A teams in the state.

BROOKLYN BACHMANN MINOOKA The senior setter led the Indians with 993 assists, 180 digs and 26 aces to go with 43 blocks for the Indians, who fell in the three sets to the nation’s No. 1 team in the Class 4A state finals.

“Brooklyn was a fierce leader on the court and we will very much miss her,” said Minooka coach Carrie Prosek. “She would dive through bleachers to keep that ball alive for our offense to hit the ball. She could push the ball to the pin no matter where she

was and that is truly what kept us alive when things were off. She took ahold of this young team and taught them how to be confident and want to win.”

ELENI BALOURDOS NILES WEST The setter for the Wolves’ fourth-place squad posted 845 assists on the season to go with 55 aces and 167 digs.

“Eleni has run our offense for all four years taking the team to one sectional and one final four trip,” said Niles West coach Stacy Metoyer. “She has also been allconference three years and was runner up for player of the conference. Eleni has also received MVP two of her four years.”

Plainfield Central’s Shook is POY

Four years ago, Ashley Shook came into Plainfield Central as a shy, quiet player with a world of potential.

As she leaves, she does so as a dominant leader and one of the best players to ever play for the Wildcats.

This season, she posted 547 assists, 207 kills, 204 digs and 32 service aces.

For her efforts, Shook is the 2016 Voyager Media Volleyball Player of the Year.

“She has improved every year which is hard to believe from a (6foot, 2-inch) setter that is big and

physical,” said Central coach Erik Vogt. “The big thing is that she has become an extravert this year.

She has become an introvert most of her life – she has always been a very quiet kid. She is very intelligent and works extremely hard, but it is only this year that she has figured out how to get a whole team around her and she has done a great job of getting our program on the right track. No one wants to let her down because of how hard she works.

“She is just a phenomenal kid and I know people say that and I know I have probably said it, but she is the kid that she is the first one I ever let babysit my daughter outside of my family. I trust her 100 percent and her teammates trust her. She has been an instrumental part of our success every year.”

That success has not only come from Shook’s talent, but her willingness to adapt, which was shown this season when she began to set from the middle.

“She played in the middle at the end of the year and she did that because she wanted to win.

She said if playing middle helped us win and had the best rotation on the floor, she would be in the middle,” Vogt said. “She is always thinking about the team and she is one of the most unselfish people you will ever meet.”

Shook feels the move made her a better player.

“Setting from the middle is different and I really like it and I think we have a really cool offense and it gives me flexibility of where I can play and what I can do,” Shook said. “I like it because I can get the perspective of all the players.”

That kind of growth has been something Shook said has come throughout the years.

“I have matured a lot over the years. Freshman year, I was quiet and a scared little freshman, but I have had to become a leader on this team and I have had to do what I could to help this team win,” she said.

In the last two seasons, the Wildcats win a pair of regional titles and advanced to the sectional final both years.

Shook will now take those talents to the University of Texas where she will try to win an NCAA title.

It is far away, but it is going to be my home away from home and I felt at home there right away,” she said. “The coaching staff is amazing and that they will care about me as a player and a person and help me be a great

person even after volleyball. It is also a winning program and I will have a chance to start as a freshman, which is important to me.

And of course, I want to win a national championship.”

While Shook strives to be a na-

tional champion, Vogt says young players to look to strive to mimic her.

“If I was a fifth or sixth grader playing volleyball for the first time and I saw her play, I would want to be Ashley,” he said.

“We ran our serve receivE around her and forced teams to serve her knowing we could always count on a perfect pass. Defensively she can read every other teams offense and was always there to pick up any hard driven hit or tip that was thrown her way. To have 553 digs in one season is just amazing.”

LAUREN BARNES BENET Minnesota recruit, lead the Redwings in digs with 486, while putting up 23 aces and a 2.35 passing rating.

“She is one of the top two or three liberos in the state,” coach Brad Baker said.

CLARE DELAPLANE DOWNERS NORTH Junior is committed to Villanova. She paced the Trojans with 426 kills, 223 digs and 33 aces.

She was named to the all-tournament teams at the Wheaton Classic and Waubonsie Warrior Blast and was also named to WSC Silver All-Conference team.

“Clare was clearly one of the state’s most prolific attackers,” said coach Mark Wasik. “Probably what was most impressive is that she made strides in her serve-receive and defense as teams figured out that she was one of our steadiest passers and consequently, teams avoided serving her. I look

KAILA JOHANSON NILES WEST Senior tallied 363 kills and 180 digs for the Wolves, while adding 35 blocks and 40 aces.

“Kaila has been on varsity for four years and was our starting outside for three years and all-conference for three years,” Metoyer said.

JENNY KOERNER JOLIET WEST Junior outside hitter tallied 326 kills, 302 assists and 60 aces for the regional champions.

JODEE KOVANDA LOCKPORT Senior was a six-rotation leader for the Porters and the team MVP. She was lost at the end of the season to injury, but posted 190 kills, 244 assists and 42 aces.

TAYLOR LANDFAIR PLAINFIELD CENTRAL Freshman tallied 351 kills for the regional champions.

Saints fall in CCAC opener to Governors Sparked by a 65 percent shooting performance from the field in the first half, host Governors State University upset No. 5-ranked University of St. Francis 87-69 in the Chicagoland Collegiate Athletic Conference men’s basketball opener for both teams Wednesday night.

USF (0-2) suffered its second straight setback to open the season, while Governors State (23) won its second in a row after opening the year with three consecutive losses.

The Jaguars connected on 21 of 32 field goal attempts in the first half, including an 8-of-11 ef-

fort from 3-point range, en route to building a 53-30 advantage at the break. USF, meanwhile, shot 43 percent and was just 2-for-10 from behind the 3-point arc in the game’s first 20 minutes.

USF trimmed the deficit to 15 points (74-59) with just under seven minutes remaining in the game, but a 6-0 Jaguars’ spurt put the hosts back on top by 21 points with three minutes left. The Saints outshot Governors State 49 percent to 32 percent in the second half.

Board approves 2017 budget $48.2 million budget includes a $13.5 million corporate fund property tax levy The Forest Preserve District of Will County’s Board of Commissioners approved a balanced 2017 budget on Nov. 10 that features a $1 million capital enhancement plan for preserve and trail improvements. The $48.2 million budget includes a $13.5 million corporate fund property tax levy, which will pay for District operations in 2017.

The corporate property tax rate is 0.0697, which is a drop of 3.5 percent from the previous year.

“Capital enhancement plan funding will come out of the District’s reserve fund, which means the Forest Preserve will be able to pay for preserve and trail upgrades without having to borrow money,” said Ralph Schultz, the District’s chief operating officer.

Also worth noting is the fact that the District has a AA+ credit rating for the past six years, which shows

the District is fiscally responsible and the financial markets have a positive view of Forest Preserve finances, Schultz added.

THE DISTRICT’S 2017 BUDGET INCLUDES: • $456,000 for bridges over the DuPage River and Interstate 55 along Black Road that will link Rock Run Greenway Trail in Joliet and DuPage River Trail in Shorewood.

• $45,000 for construction of a small dog park at Hammel Woods adjacent to the existing dog park. The Hammel Woods dog park was the District’s first of five and it is the only one without a separation for large and small dogs.

• $37,000 for installation of water and other amenities

to serve Hammel Woods – DuPage River Access, including the DuPage River Trail, Hammel Woods Dog Park and Hammel Woods camping area.

• $300,000 for trail, walkway and parking improvements at Veterans Woods in Romeoville.

• $250,000 for continued removal of trees affected by the emerald ash borer infestation.

Funding to complete a new Forest Preserve website that will feature a variety of enhancements including online program registration and dog park permit sales in 2017 and camping and picnic permit purchases in 2018.

Continued restoration projects at Hadley Valley in Joliet, New Lenox and Homer Township; Kankakee Sands in Custer Township; Messenger Woods in Homer Glen; and Thorn Creek Headwaters in University Park/Monee Township.

HEALTH INSURANCE OPTIONS DEAR DAVE, My husband and I are self-employed, and we currently pay almost $1,000 a month for health insurance. I’ve heard you talk about the potential for rates to increase as much as 40 to 60 percent next year.

Are there other options, such as just saving the money in case of medical emergencies?

ANNA DEAR ANNA, You don’t want to go completely without insurance, because you’ll get penalized by the government.

Remember, when it comes to health insurance, the problem usually isn’t a kidney stone or a trip to the emergency room for a few stitches. The problem is a cancer diagnosis, which ends up costing $500,000 or more.

You might want to check into an HSA (Health Savings Account) type of plan within the exchanges. Another thing you could look at is one of the medical sharing programs through a Christian organization such as Christian Healthcare Ministries.

But a higher deductible, HSAtype plan might help keep your premiums down. It’s sad, but this

is what Obamacare has done to independent people like you and me who are self-employed. It’s destroying small group plans, and I guess that was their intent. I suppose they wanted to put those companies out of business, so the government could take it over.

FLAG FROM PAGE 2 not divisiveness, in the wake of national protests Joliet Mayor Bob O’DeKirk is calling on the community to unify in the wake of national protests.

O’DeKirk said an issue came to his attention recently that needs to be addressed by the greater community as a whole.

“We had an incident a couple weeks ago where a local high school where students on the football team refused to stand up for the national anthem,” he said.

“Then, I was called in the mayor’s office last Wednesday after the election. There was a Joliet grammar school where numerous students refused to stand up for the pledge of allegiance.”

O’DeKirk noted that it was a one-time incident. He said he knows there are a lot of patriotic people in Joliet.

“I think these young people are obviously misguided, but I think there needs to be some responsibility from all of us here—from parents, from teachers, school administrators, coaches and us on the council as elected officials,” he said. “I think this is an issue that could unite both the left and right wing of this country of democrats and republicans, that there has to be respect for the institutions of our country.”

O’DeKirk’s call for unity followed concerns raised last week at the Joliet City Council meeting concerning the American flag’s significance and what it means to people who have personally served or have lost ones near them that have served. He said when you stop and think about it, veterans’ service was meant not only to protect the country, but also protect the institutions of this country, whether it’s the constitution or the election process or the pledge of allegiance to the flag.

O’DeKirk said he believes the issue was corrected but could serve as a talking point for future discussion of race relations in the nation.

“I do think it’s an issue that needs to be talked about, not just by me as mayor,” he said. “I think other elected officials across the state and the country should start speaking up on this, or the news media to say to people in our soci-

Joliet OKs pact with IDOT for Des Plaines River moveable bridge interconnect project The Joliet City Council approved an agreement with the Illinois Department of Transportation for the Des Plaines River moveable bridge project.

The pact formed last week will centralize operations of the Brandon Road, McDonough Street, Jefferson Street, Cass Street, Jackson Street and Ruby Street moveable bridges at the IDOT moveable bridge office by equipping the structures with up to 12 video cameras.

Joliet intends to utilize feeds of video surveillance for heath and safety purposes. To satisfy this aim, the city will install a communications vault on the outside of the moveable bridge office.

Funding for Joliet’s share of the project will be charged in the amount of $15,295 to IT hardware and software.

JOLIET CITY COUNCIL ADVANCES PLANS FOR CHICAGO STREET CORRIDOR DESIGN Joliet is moving forward with plans to reconnect and redesign Chicago Street.

City officials unanimously approved a measure last week that allows them to work with Chicago Metropolitan Agency For Planning to begin phase I engineering and secure an $86,000 Local Technical Assistance grant.

The matter was last discussed in August during a Land Use committee meeting.

The design work includes public right of way improvements along Chicago Street between Washington Street and the Ruby Street bridge. City staff also integrated the redesign of Van Buren Plaza, which Joliet will pay for in the amount of $40,000, into this project.

Joliet officials plan on working with Ginkgo Planning and Design to prepare conceptual design alternatives to be vetted by stakeholders. Cost estimates will be developed for final designs, the city said.

The project will be paid for using the planning professional services budget.
