City could move forward with new pet laws Interim City Manager recommends city move forward with puppy mill ordinance placing restrictions on the sale of pets similar to that introduced by the City of Chicago

Members of the Joliet Land Use and Legislative Committee recently met to review regulations and restrictions on the sale of cats and dogs. The discussion of puppy mills and city ordinances proposed to protect animal rights dates back to 2015.

Interim City Manager Marty Shanahan recommended that Joliet move forward with a puppy mill ordinance placing restrictions on the sale of pets similar to that introduced by the City of Chicago, which was challenged in the court.

Another model presented by Corporation Counsel Chris Regis outlined a template that follows the state statute, which he described as less restrictive.

“I adopted the federal [court’s] definition of puppy mill into the city’s ordinance, and I simply banned the operation or participation in the operation of puppy mills within the City of Joliet, which is something that is under our control,” Regis said. “I also defined an unlicensed breeder as someone who is not in compliance with the state statute, and I understand there was some discussion on that, and that is open to change, as well.”

Under this template, the ordinance requires commercial pet stores to acquire animals from someone who is compliant with the state statute and goes on to stipulate that puppies and kittens are not to be separated from their litter for a period of at least 14 weeks.

Joliet resident Morgan Drdak questioned why the committee would consider the second model, which follows a state statute passed earlier this year.

“We heard that there was still concern over the long-awaited Chicago ruling, but that’s baseless,” she said, referencing an email sent by an attorney for the Puppy Mill Project to Joliet officials upholding the court’s decision on the City of Chicago’s ordinance. “On Sept. 21,

Drdak—who serves an animal welfare advocate for Safe Pets for Joliet—has been approaching the City of Joliet regarding puppy mill legislation since 2015.

“I know you’ve received at least 110 emails just through our website from residents asking you to support our ordinance,” she said. “Our petition now has more 2,200 signatures. The people are speaking, and we just wish that you would listen.”

Alex Rodriguez, of Joliet, said he thinks the city has a chance to really make an impact on this issue, depending on how the council proceeds.

“I think Joliet does have a tremendous opportunity to be a leader, here, in the Chicago-land area for animal rights,” he said.

Rodriguez said wanted to thank the committee, the Joliet City

Council and the public for keeping the conversation going.

“My personal opinion, as a citizen of Joliet and as a cat owner, I feel that the ordinances that were proposed as a compromise while they do good, and I think that they should move forward as you guys voted on, I don’t feel that they addressed the core issue enough,” he said. “I’d like to see that the committee continue that conversation about the original ordinance that was written in 2015. I think that’s the key here.”

Furry Babies owner Ana Soskic took a moment to address the committee, as well, expressing her support for pet stores, like hers, that support humane practices and acknowledged that sub-standard breeders do exist.

“We provide our customers with everything they need to make sure that they understand where their dog is coming from,” she said.

A separate rule presented to the committee deals with the public sale or giveaway of pets, as well as the open-air transport of them. The City of Joliet is eying this proposal, which would address such violations.

In a series of 3-0 votes, the committee came to a consensus to adopt the ordinance regulating the public sale, giveaway and transportation of pets and move the new puppy mills laws to the Joliet City Council for consideration at its Nov. 21 meeting.

Holiday closings set for electronic recycling site County’s other recycling partners are not affected by the November holidays Will County’s recycling partner in Lockport will be closed two days in November in observance of Veterans Day and as part of the Thanksgiving weekend.

The Lockport Public Works, which collects items from 6 to 11 a.m. Tuesdays and Fridays, will be closed on Nov. 24. The facility is at 17112 Prime Blvd.

The county’s other recycling partners are not affected by the November holidays.

Marta Keane, Recycling Program Specialist and Green Business Relations Coordinator for the Land Use Department’s Resource Recovery and Energy Division, recommends that people who wish to use the Lockport facility come a different day.

People who don’t want to wait, may use one of the County’s other partner sites.

The Joliet/Will County site, 57 W. Marion St., is open for two hours from 5 to 7 p.m. the second and fourth Tuesdays of every month.

In New Lenox Township,

1100 S. Cedar Road, New Lenox, electronics are collected from 5 to 7 p.m. the second and fourth Wednesday of each month.

The Peotone Police Department, 208 E. Main St., offers collection services from 5 to 7 p.m. the first and third Wednesdays of the month.

Romeoville Public Works, 615 Anderson Drive, holds its collections from 5 to 7 p.m. the first and third Tuesdays of each month.

Keane said residents are limited to two televisions per car and must provide identification proving they live in Will County.

All of the sites will be closed for holidays that fall on their collection dates.

The Will County Land Use Department is led by Curt Paddock and is under Will County Executive Larry Walsh’s office.

Holiday food safety: The basics and beyond As we have reached the time for holiday meals and parties, it is once again a good practice to review both the practical things, as well as the “sometimes hidden and forgotten secrets,” when it comes to keeping our food safe.

Some of the common items, such as washing hands with warm water and soap for 20 seconds before handling food, and rewashing them when any change of tasks takes place while preparing food (such as handling garbage, touching the dog or cat, picking up something that fell on the floor), are common instinct for many.

But there may be some other tips that make people say, “Oh, I never thought of that!”

The Food and Drug Administration likes to highlight four major categories, or should we say four specific verbs, when it comes to preparing food: clean, separate, cook, and chill.

The “clean” category includes the part about 20 second hand washing, but it also reminds us to clean all surfaces that will have contact with the food: such as countertops, cutting boards, dishes, and utensils. They should be washed with hot, soapy water as well.

But here’s an important thing to distinguish: while it is wise to rinse fruits and vegetables thoroughly under cool, running water (with perhaps a produce brush to remove stubborn surface dirt), it is not wise to rinse raw meat and poultry before cooking, as this can cause bacteria to spread to areas around the sink, such as countertops.

“Some people rinse out the cavity of the turkey or of a chicken, or even rinse their steaks,” says Will County Health Department Environmental Director Tom Casey. “But when you do that you are literally splashing the raw meat juices all over; in addition to on your hands, arms, and body.”

For “separate,” this is where you do not allow raw food that will be cooked to touch foods that will not be cooked until they are served. For example; raw eggs, meat, and poultry; as well as their juices; should be kept away from vegetables, salads, and other ready to eat items. It is best to keep all of this in mind through the entire process: from the purchase at the store, to the storing in the refrigerator, to the preparation and serving of the meal.

There should also be separate cutting boards for foods that are raw and for ready to eat foods. And another thing that could be an “oops, I forgot” mo-

ment: cooked meat, or anything that is ready to be served, should not be placed on an unwashed plate that has already held raw eggs, meat, poultry, or their juices. This will avoid cross-contamination.

For the “cook” category, temperature is extremely critical, especially when preparing a holiday turkey. A turkey should never be judged to be “done” or “not done” depending upon its color.

Instead, a food thermometer should be used, and should be inserted into the innermost part of the thigh and wing away from the bone, as well as the thickest part of the breast. The temperature for both the turkey and stuffing (if the turkey is stuffed) should be a minimum of 165 degrees Fahrenheit.

And speaking of stuffing, there’s another important area of caution that is often forgotten. Not only should the stuffing be the same temperature as the turkey when done cooking, but the turkey should be stuffed just prior to being placed in the oven. In addition, it should be stuffed rather loosely, at about ¾ cup of stuffing for each pound of the turkey.

Other “cook” items include bringing sauces, soups, and gravies to a rolling boil when heating or reheating. And if you are making your own eggnog, or if you need raw eggs for a certain recipe; you should use pasteurized shell eggs, liquid or frozen pasteurized egg products, or powered egg whites. “The pasteurized shell eggs are where the eggs are heated up while still in the shell according to FDA regulation, and then preserved at 41 degrees Fahrenheit or less,” Casey explained. “You need to ask your grocer if they carry these products.”

And while on the topic of raw eggs: although this is a favorite of many kids, eating uncooked cookie dough is not safe, as it may contain raw eggs. “Yes, a lot of us did that,” Casey admits. “But it’s just not safe. And this goes for stuffing

as well. Some people like to taste their stuffing after all the flavorings are added before it goes into the bird. But you are consuming raw stuffing, which commonly means you are eating raw eggs.”

For the “chill” category, the number one rule is to refrigerate leftovers and takeout foods within two hours of the meal’s conclusion. It is important to remember that room temperature falls right in the middle of the “danger zone” for bacteria to begin rapidly growing on food that’s left out. That danger zone is identified as anywhere between 41 and 135 degrees Fahrenheit. Although we often love to leave leftovers and desserts out for a while as the evening at home moves into relaxation time, this includes pumpkin pie as well.

And getting back to the start of the process, food should not be defrosted at room temperature. You should defrost in the refrigerator, under cold running water, or in the microwave as part of the cooking process. “The reason to use cold constantly running water,” Casey explained. “is to make sure particles are rinsed off and going down the drain.

This is much safer than having something, like a turkey, thawing in stagnant water.”

And if you are using the fridge to defrost, it’s important to remember to not wait until the night before your meal.

For example, a 20-pound turkey often takes four or five days of refrigeration to completely defrost.

What’s something else that is often not thought of? Always thaw raw meat, small or large, on the bottom shelf of your refrigerator. This avoids the dripping of raw meat juices on to food that would be stored below.

Joliet Man guilty of girlfriend’s 2002 murder Eric Glover, 45, murdered Velma Franklin in the earlymorning hours of June 17, 2002 Will County State’s Attorney James Glasgow announced last week that a Joliet man who shot his longtime girlfriend while she was in bed with their young child has been found guilty of first-degree murder.

Eric Glover, 45, murdered Velma Franklin in the early-morning hours of June 17, 2002. Franklin and her 3-year-old daughter were lying in bed when Glover entered the room and shot the young mother in the head.

Glover fled the house after the shooting, leaving his frightened little daughter in the bed, where she remained until Franklin’s body was discovered the next morning by her other children.

Circuit Judge Carla Alessio Policandriotes found Glover guilty Nov. 15 at the conclusion of a seven-day bench trial. The defendant faces 45 years to life in prison when

he is sentenced on Jan. 29.

Testimony at the trial revealed that Glover and Franklin had a stormy relationship and that the defendant had committed acts of domestic violence on prior occasions, one time slamming her head into a door frame.

Two months before Franklin was killed, Glover shot a .38-caliber weapon over her head while she was lying in bed, leaving the bullet in the wall. The bullet was retrieved from the wall on the day her body was discovered. It was found to be the same caliber as the bullet that was removed from the victim’s head during the autopsy.

In addition, Franklin’s daughter,

in a recorded interview at the Will County Children’s Advocacy Center, told officials that her father had shot her mother.

The case was charged in 2002 but dismissed by a prior administration in the Will County State’s Attorney’s Office. However, Jim Stewart, a retired Joliet Police Captain who took over as chief of the Investigations Division for the Will County State’s Attorney’s Office in 2010, urged State’s Attorney Glasgow to review the case and reinstate it in 2012. Sadly, Stewart passed away days before the verdict.

“This guilty verdict my prosecutors secured today is a testament to Jim Stewart’s dogged determination and his desire for justice on behalf of Velma Franklin,” State’s Attorney Glasgow said. “This case would never have gotten another look and a cowardly murderer would still be free if Jim Stewart had not championed the cause.”

The State’s Attorney also credited his prosecutors, Frank Byers, Christine Vukmir, and John Rickmon for their excellent trial work that secured this important verdict.

WILL COUNTY SHERIFF’S DEPARTMENT

Car hijacked at gun point in New Lenox Township On Tuesday, Nov. 7 at about 4:33pm, Sheriff’s deputies were dispatched to the 900 block of Ogden Road, New Lenox Township, regarding a car hijacking.

The 40-year-old male victim stated that he had posted an ad to sell his girlfriend’s 2014 Kia Optima on numerous websites.

He was contacted by a female who expressed interest in purchasing the vehicle and they set up a time to meet.

The female stated that she would be sending a male individual to meet at the victim’s house at 4:30pm.

At the agreed time, three male black subjects arrived at the home in a white late-model Dodge Challenger with blue stripes. Two of

the subjects were described as approximately 20 years old, tall with thin builds, wearing jeans and hooded sweatshirts. The victim was unable to describe the third subject.

Victim stated that he showed the Kia to the subjects and then was asked to take a test drive. The victim entered the passenger seat, while one subject drove, the other got in the backseat.

A brief test drive was completed and upon returning to the residence the victim was asked to take the subjects to the bank to complete a wire transfer for the vehicle.

While in the area of W. Woodlawn and S. Pine, the driver stopped the vehicle, told the vic-

tim to empty his pockets, and then felt what he believed to be a firearm pressed to the back of his head. The victim complied and was told to get out of the vehicle.

As the car took off the victim was struck by the open door. Victim stated he also observed the Dodge Challenger fleeing the area, with the Kia, down Woodlawn Road.

The victim refused medical attention. All police agencies were notified of the car hijacking. Detectives believe the vehicle may have been in the Hazel Crest area.

This incident remains under investigation.

Crest Hill man gets 30 years for strangling his wife to death Cesar Garcia, 29, pleaded guilty to first-degree murder in August Will County State’s Attorney James Glasgow announces that a Crest Hill man who strangled his wife to death two years ago was sentenced to 30 years in prison Thursday morning.

Cesar Garcia, 29, pleaded guilty to first-degree murder in August. He killed Laura Gonzalez, 22, on Aug. 25, 2015.

Police officers conducting a well-being check at the victim’s apartment found her body on a bed with the defendant lying next to her.

Garcia, who previously had been charged with domestic

violence, was disoriented and lethargic. The defendant, who was not living at the apartment at the time, later admitted to police that he had strangled Gonzalez in the kitchen, telling her that if he can’t have her, no one else will. He then moved her to the bedroom, made some superficial cuts to his wrist, swallowed some pills, and took two sips of a household cleaner.

The victim also had injuries to her head and face as well as cuts to her wrists. She had become involved in a new relationship and had been trying to end her relationship with Garcia.

The case was prosecuted by Assistant State’s Attorney Peter Wilkes. Circuit Judge Amy Bertani-Tomczak handed down the sentence.

TOPS ALL Minooka’s Tennessee-bound Perinar is tabbed 2017 Voyager Media Player of the Year

When it comes to Minooka volleyball, there is no name that is more prominent than Perinar.

And, as the final of the five siblings — that all are, or have, played volleyball at the Division-I level — senior Rocky Perinar just may have saved the best for last.

This season, the youngest Perinar posted 351 kills, 90 blocks, 230 digs and 22 aces. She was named to the All-Southwest Prairie Conference team and helped the Indians to a secondstraight IHSA Class 4A secondplace trophy.

For her accomplishments, Perinar has been named the 2017 Voyager Media Player of the Year.

“She truly peaked as the season went on,” Minooka coach Carrie Prosek said of Perinar.

“During the playoff games, she was the one that got the kills when we needed. (In the state semifinal game against St. Charles North), she was the one that got the kills and her defense picked up and her serve and serve receive.”

Perinar said she put in the work to make her game better to help the team advance as far as possible this season.

“Knowing that this was my last season with all the girls I grew up with, it really got in my head that every point could be my last,” she said. “Putting everything out there every game with the people I love is what I cherished this whole season and putting hard work into every single practice and every single game is what we all did.

“Putting heart into every single practice and growing throughout and being around the people that I have made me push harder every single practice – so it wasn’t all because of me, it was because of the whole team. Every single thing I have done to grow is because of the whole team and I am happy I have the girls behind me and they support me so much.”

Prosek said Perinar is the type of player that does not change her emotion no matter the circumstance.

“Rocky is that type of player that you will never see a different face on her,” Prosek said. “If she is playing bad, she still looks happy. She has that poise on the court and she is positive all the time. She doesn’t need the fame and glory and that is why she doesn’t get it sometimes. I can’t wait for see her play at Tennessee.”

Perinar, an Under Armour AllAmerican r will play next season at the University of Tennessee in Knoxville under coach Rob Patrick, who said, in a release.

“Rocky will bring a physicality that will allow her to compete at a high level at the net early in her career. She has the ability to play all six rotations and attack successfully on both pins and through the back row. She presents a physical net presence also with her blocking. We are excited about Rocky’s potential as a back row player.”

Perinar said the choice of schools was not a very hard one.

“It felt just like home there and the warm weather didn’t hurt,” she said of Tennessee. “I think the coaches there are great and are going to push me every practice. I am really excited. I can’t wait to be down there and work hard this summer and hopefully be a big threat down there.”

HOLLY BONDE MINOOKA Senior tallied 265 kills, 128 blocks, 28 aces and 215 digs this season for Minooka and was named All-SPC. “While Holly has a gift of being able to swing multiple angles on the court, she is also a strong force on serve receive,” Prosek said. “Her technique with passing is unbreakable.”

CLARE DELAPLANE DOWNERS NORTH The senior outside hitter was the MVP of the Trojans, who advanced to the IHSA supersectional this season.

She was the team leader in kills with 315 and in aces with 58 and was second on the team with 273 digs and added 60 blocks.

“She was our No. 1 attacking option and was our most dependable six rotation player,” said North coach Mark Wasik.

She has signed with Villanova University.

EMILY HOLBROOK JOLIET CATHOLIC Junior outside hitter led the

Angels in kills (261), service points (189) and aces (41), while also posting 146 digs.

She was named to the ESCC All-Conference Team as well as the Metea Valley/Oswego East All-Tournament Team.

“Emily has an amazing amount of ability for a girl of her size,” JCA coach Christine Schiebe said. “She is quick, jumps extremely well, and is very strong. Although she is only 5-foot-8, she plays like she is over 6-feet tall. She has worked hard this season to develop new shots and is only going to get better with her work ethic.”

JODEE KOVANDA LOCKPORT Senior tallied 232 kills with a .334 hit percentage for the Porters to go along with recording 274 assists, 46 aces, 25.5 blocks and 137 digs. All in only 30 matches due to injury.

“JoDee has been one of the hardest workers since she walked into Lockport as a freshman,” said Lockport coach Nick Mraz. “Her hard work paid off as her presence on the court had to be accounted for in the game plan for every team we faced.

She was named to the SWSC All-Conference team as well as, Plainfield North Invite All-Tournament and Rich East Invite AllTournament.”

The Bradley University commit was the MVP of the Benet Invite, she was named to the All-Tournament team at the Wheaton Classic, Mizuno and Autumnfest, as well as the ESCC All-Conference team.

“Lilly has been our most consistent offensive player this year,” said Benet coach Brad Baker. “She is the player that when we need a big swing, she takes it. She was a four-year varsity player and because of this experience, Lilly has also been an important leader for our team. I feel like Lilly has had a great high school career, but her best volleyball is still ahead for her at Bradley.”

Sophomore libero, she paced the team in serve receive rating and digs.

The Notre Dame commit also has 31 aces while serving at a 97 percent clip.

She was named to the AllTournament teams at Benet Invite, Wheaton Classic, and Mizuno and is on the ESCC AllConference team.

“We have never asked a sophomore to do as much as we ask of Hattie,” Baker said. “Most rotations she passes half of the court and defensively she covers as much ground as any libero in the area. But her serve receive is what sets her apart from other liberos. She has spent countless hours in the gym to become as good as she is.”

The 6-foot-5 sophomore posted 237 kills, 22 aces and 131 digs this season for the Wildcats in only 49 sets played.

“Taylor has the ability to affect the game in so many areas,” said Central coach Erik Vogt. “She’s a very good attacker and can score at will against any block.”

MARGARET MAHLKE DOWNERS NORTH Posted 263 kills, 44 blocks, 187 digs and 24 aces on the season for the sectional champion Trojans.

“Margaret paired with Clare to form one of the top outside hitting duos in the state,” Wasik said. “She was an attack option both front and back row and became a reliable back row defender. She has verbally committed to St. Louis University.”

NATALIE MITCHEM BOLINGBROOK Junior led the team with 255 kills on 634 attempts.

She also tallied 16 assists, 94 digs and 22 aces on 173 serving attempts.

She was named to the SWSC All-Conference Team.

“She is a three-year varsity starter. Her freshman and sophomore year she was our M1 and we moved her to the outside this year in order to dish her the ball more,” said Bolingbrook coach Molly DeSerf. “She adjusted seamlessly to the new position and quickly became a 6 rotation starter for us. This was her first

KESSIE OLEKANMA DOWNERS NORTH The senior libero tallied 457 digs, which is 6th best in the state according to Maxpreps.

She serve-received at a 96 percent rate and added 62 assists and 20 aces.

“There is not another libero with more quickness, agility, a raw talent than Kessie,” Wasik said. “Having never played libero in high school or club, she was our defensive anchor known for her one-handed dig saves. She was extremely exciting to watch this year and other than the Benet libero (Hattie Monson), I wouldn’t want anyone else ahead of her as my libero.”

KATIE SHOOK PLAINFIELD CENTRAL Junior libero tallied 336 digs for the Wildcats. Committed to the University of Alabama.

“Katie was a rock star in the back row during the season,” Vogt said. “She’s a very aggressive defender who loves to attack the ball on defense. She took a majority of the court in serve receive and usually made teams regret serving her.”

MADELINE SIELSKI MAINE EAST Senior libero posted a serve receive passer rating of 2.42 on the season. She tallied 465 digs with only 80 errors. She also recorded 20 aces.

“Madeline was the heart of the Maine East volleyball team this season,” said Maine East coach Kevin Bohn. “The best passer and defensive player on the team, she helped lead us to one of the best seasons in Maine East history.

“Her work ethic is remarkable and she has left her mark in Maine East volleyball program at the libero position.”

ALLY VANEECKEREN BENET ACADEMY The Creighton commit paced Benet in assists and blocks. She posted 786 assists and 59 assists, the most ever by a Redwing set-

ter.

She also posted 23 aces and 93 kills on .315 hitting percentage.

She was All-Tournament at Autumnfest.

MADISEN WERDELL MAINE SOUTH The junior libero posted 124 digs in conference, most in the CSL South.

She tallied 452 overall digs on the season.

“She was essential to our serve receive system and we created our offense around Madisen taking most every ball,” said Maine South coach Kathleen Durkin.

Married or single, budgeting is the key DEAR DAVE, Do you have any tips for how single people can stay on track with their finances?

DEB DEAR DEB, The first thing I’d suggest is the same advice I give to married couples, and that is to spend less than you make, and live on a written, monthly budget. Sit down at the

end of each month and write down — on paper — all your expenses and income for the upcoming month. Give every dollar a job, then spend everything on paper before the month begins.

When you think about it, budgeting isn’t that difficult. All it takes is

a little time and a few basic math skills. Some expenses, like your mortgage payment or rent, will be the same. If you have a car payment, it should remain constant, as well. Things like utilities and groceries may fluctuate a little based on the time of year, but you can formulate pretty accurate estimates by looking at past months.

Another thing I would recommend is finding a mature, trustworthy friend or family member to act as an accountability partner.

This person should also be good with money, and your relationship should be strong enough that they’re not afraid to call you out if you start behaving irresponsibly with your cash.
