Kelley puts retirement plans on hold Sheriff wins by more than 37,000 votes to earn 2nd term

On cold, windy election night, Will County Sheriff Mike Kelley could have been retired and on a beach somewhere enjoying the sun. Instead, he was on stage at The Forge in downtown Joliet speaking to supporters after he was reelected for his position.

Kelley, a Democrat, defeated Republican challenger Jim Reilly by more than 37,000 votes – nearly 58 percent.

“This is awesome because he thought he was throwing me under the bus, but he was throwing the whole department under the bus,” Kelley said. “To beat him so handily was awesome because it

speaks volumes for the department and how they came out and supported our administration, they had confidence in what we accomplished and you can’t ask for anything else.”

Kelley, a 30-year veteran of the Will County Sheriff’s Department, said he ran for a second term as sheriff because of those in the department.

“This is for them – it is for the department,” Kelley said. “I am just the guy that gets to have his name as sheriff, but they do all the work. About a year ago, I pooled a bunch of county employees and I said, ‘I want to stay, but do you want me to stay.’ If they didn’t want me to stay, I would go. They all wanted me to stay and I am glad that I did.”

Since he became sheriff in December of 2014, the 2017 Illinois Crime Commission Sheriff of the Year has added five new drug detection canines, implemented programs to increase transparency and integrity of the department

members, saved hundreds of thousands of dollars by bringing foreclosures in house and no longer paying these fees to a private law firm, started a Drug Enforcement Interdiction Team and took a proactive approach to school violence by implementing a training program for the entire department in active shooter response.

But just because he accomplished a lot in his first term, the Lockport resident said he looks forward to making more progress in the next four years on a lot of fronts, namely the heroin epidemic.

“I have a few things on my mind about the heroin [overdoses],” he said. “We attacked it in unincorporated Will County, but now I want to bring that to the municipalities so they can get their Heroin overdoses to reduce. That is one of my main goals.”

Projects approved for water improvements Village approves agreement to get water from Lake Michigan

Village leaders continue to pave the way for Shorewood residents to finally get water from Lake Michigan from their taps.

This month, the members of the village board approved an agreement with Christopher Burke Engineering for final design of the lake water main, in the amount of $29,504. It’s just one of multiple payments set to be approved for the massive project now underway.

The village will use a portion of the ComEd easement to construct a transmission main to pull water from the lake.

It’s a process expected to take five to seven years for completion.

Planning and surveys are expected to last through 2020.

The board first voted on the issue nearly three years ago, but has hit a few snags along the way, causing some delays, including the removal of spoil from the ComEd easement.

Once the line is completed, homeowners can expect their water bills to rise. But, village officials said, the water will now be uniform throughout the village, and the supply will become sustainable.

Throughout Will County, drying up of aquifers has caused municipalities to look for sustainable, longterm water supplies.

According to the Illinois State Water Survey, those drying aquifers will force towns to switch their water supply within the next 10 to 15 years.

Cities like Joliet are also considering a Lake Michigan draw, as well as taking water from the Des Plaines or Kankakee rivers.

In June, trustees approved a payment for the lake water transmission main final design engineering for $2.79 million.

more manageable, and to take advantage of construction phases as needed.

Components of construction process include an EPA loan application, site investigation for 16.7 miles of transmission line, engineering, design, permitting, and public meetings.

While the village gets set for eventual Lake Michigan water, other public works improvements are also underway.

The board approved a payment of $85,775 to Brandt Excavating, for water main improvements in the Walnut Trails and Westminster subdivisions.

The work includes excavating and installation of underground pipe and valve.

Public Works Director Chris Drey said the laborious process to work on the main involves work under Route 52, as well as sampling.

“It is in the process of being sampled at 52 to Walnut Trails, and then the other part of the water main is up in West Minster from West Minster to the Devonshire subdivision,” Drey said. “So, both of those mains are in, we’re still dealing with chlorination and sampling at this point.”

Once finished, the project is expected to cost $214,774.

Obama’s political career in Illinois helped shape his presidency

BY CHRIS KAERGARD OF THE JOURNAL STAR A decade ago, he claimed victory in the presidential campaign from Grant Park in Chicago.

He announced his run — and later his running mate — on ground trod by Abraham Lincoln at the Old State Capitol.

And, yes, he also quoted Ronald Reagan on occasion.

Like the first two, Barack Obama wasn’t born here, but chose to live in Illinois and make his reputation within these borders.

While his post-presidency may not — at least for now — feature a Chicago address, his time in Chicago and its politics helped clarify his presidential character to the world, and prepare him for the task.

So, too, did the world under the Capitol dome in Springfield, and his time representing a state that boasts Fortune 500 corporations, industrial laborers, suburban families, downstate farmers and many others.

“I think coming from an industrial, agricultural state with a lot of cultural diversity was such a great learning experience for him,” says Ray LaHood, Obama’s former secretary of transportation.

That experience started in Chicago, and it began at a fortuitous moment.

The diagnosis from an end-of-presidency analysis by Chicago magazine points to Obama’s arrival on the Windy City scene at the right time, during the mayoralty of Harold Washington, and his growth in the political world during the election and term of Sen. Carol Moseley Braun — two trailblazing African-American politicians.

Obama himself noted much the same about the connection to Washington’s era, writing in “Dreams of My Father” that his election as the city’s first African-American mayor “had given (the) people a new idea of themselves.

Or maybe it was an old idea, born of a simpler time. Harold was something they still held in common: like my idea of organizing, he held out an offer of collective redemption.”

His nature as something of an outsider — at least not someone raised from birth in Chicago’s political culture — also may have helped Obama.

“A traditional Chicago pol, tainted by

the alliances and the dealmaking of the city’s shady political culture, could never succeed on a national stage,” the piece notes.

Most people know Obama’s thumbnail-sketch biography: community organizer, president of the Harvard Law Review, state legislator, U.S. senator, president. But one initiative that gets less attention now is one that helped propel him to local fame.

After law school and before the Legislature, during those few years of private legal practice that fly under the radar, Obama led a major voter registration drive — the biggest in Chicago history to that point.

Project Vote put more than 125,000 more voters on the rolls in 1992, many of them minorities, and it got people talking about a possible political future for him.

Weeks later, the man whose 2008 presidential candidacy would later be credited with spikes in minority and youth voting said in a Chicago magazine story on the registration effort, “I think it’s fair to say we reinvigorated a slumbering constituency. We got people to take notice.”

That’s one of many themes he later took to a national campaign and the presidency that were first sounded in the Windy City.

When he first ran for the Legislature, he said this about his organizing efforts in a 1995 interview with the Chicago Reader: “In America, we have this strong bias toward individual action. You know, we idolize the John Wayne hero who comes in to correct things with both guns blazing. But individual actions, individual dreams, are not sufficient. We must unite in collective action, build collective institutions and organizations.”

And this, too, in the Chicago Reader, from a man whose presidential campaigns grew leaders from the grass roots.

“Three major doubts have been raised,” he said. The first is whether in today’s political environment — with its emphasis on media and money — a grass-roots movement can even be created. Will people still answer the call of participatory politics?

“Second,” Obama said, “many believe that the country is too racially polarized to build the kind of multiracial coali-

tions necessary to bring about massive economic change.

“Third, is it possible for those of us working through the Democratic Party to figure out ways to use the political process to create jobs for our communities?”

Other experiences along the way also helped him develop beyond those early days – not only living in a city “with its politics 24-7,” but the personalities that it contains helped prepare him for that world, LaHood says.

So, too, did his single loss, taking on U.S. Rep. Bobby Rush for a seat in Congress in 2000.

“I think the fact that ... he lost his election in the congressional race was probably as good a lesson as you can learn in politics on what to do and what not to do,” LaHood said. “That was, while probably painful, a good lesson for him to learn.”

So was learning about the state that exists beyond the borders of Cook County.

Once in the Senate, Obama got to know lawmakers from all corners of the state, including Sen. Denny Jacobs in the Quad Cities and Sen. George Shadid from Peoria.

“He learned a lot from George Shadid and central Illinois – and I’m sure that was true of all senators,” LaHood says, pointing to the reunion Obama staged with former colleagues after a valedictory visit to the Illinois Legislature late in his term to visit with longtime pals under the dome.

Some of those friendships made it easier to run for U.S. Senate, already having an understanding of downstate interests and priorities. And geographic proximity helped when he turned his eyes to the presidency.

“When he started running for president, you didn’t have to show him where Davenport was, having represented the Quad Cities. Or Muscatine, having been to Quincy,” LaHood says.

One more legacy, too, that Obama took from his adopted state and his early political career.

He and LaHood played golf earlier this year, and the latter says that Obama’s love of the links developed in the statehouse.

On slow session days, LaHood relates that the young senator noticed colleagues clearing out of the Capitol in the late afternoon, and learned that many were adjourning to golf courses in town.

So he took up the sport himself.

MEDAL JCA takes third at state volleyball tournament; Holbrook bookends her career with state medals

NORMAL — In her final match as an Angel, Joliet Catholic Academy senior Emily Holbrook paced her team with nine kills in a 25-13, 2518 win over Chicago Latin to take third-place at the IHSA Class 3A state finals at Illinois State University’s Redbird Arena.

It was Holbrook’s second time at state, as she was part of the second-place team her freshman season – but this time, she said, was different.

“It is totally a different experience,” Holbrook said. “As a freshman, I was probably the quietest one and I didn’t really talk to the upper classmen much, but this has been a totally different experience because I have been with my best friends. I am going to miss this team the most out of any of my teams over the four years.”

The fact that Holbrook paced the team in kills in her final match, as well as on the season with 274 meant a lot to the 5-foot, 8-inch Arizona State University recruit, where she will move to defensive specialist.

“It was awesome ending my high school career as an outside hitter because I won’t be able to do that in college. So, I wanted to end with a bang,” she said. “It was nice to prove myself. Being 5-8, I have always been told I am not tall enough, but when I am in the game, I don’t care who is across

the net from me – I know my role and what I have to do and I hope I inspire other people that are short. I don’t want them to think they can’t hit because I did it and I won third in state.”

She not only inspired sub 6-foot players, but she inspired fellow Plainfield native Bella Ray, who at 6-2, is the tallest player The third-place trophy was the ninth 10th in program history and the ninth in the 19-year career of coach Christine Scheibe.

“My goal when I came to JCA 19 years ago was to build a program,” she said.”I wanted to be [Mother] McAuley because they were the standard at the time,” Scheibe said. “I don’t know if we hit that standard, but we have had the opportunity to give these girls experiences at state and that’s what it is all about. I wanted to this to be a lasting legacy and hopefully it will continue.”

In the state semifinal, JCA (2814) fell to eventual Class 3A champions Sterling 27-25, 25-20 in a game that Scheibe said the team did not play its best defense.

“We didn’t play our best match [in the semifinal],” Scheibe said.

“We were out of system way too much. I don’t think they were serving us particular hard, we just weren’t passing well. We were out of system 20 different times and that is not going to get it done against a team like Sterling that has the weapons they do and we SEE MEDAL PAGE 6

JCA advances to semifinals with win over Highland

In last weekend’s state quarterfinals at Memorial Stadium, Joliet Catholic Academy did what it has been doing all season long night— beat the opposition down.

Featuring senior running backs Keenan Hailey and Nick Iannantone, the Hillmen defeated Highland 55-21 to advance to the state semifinals Saturday at 2 p.m. in Joliet.

The dynamic duo of Hailey (34, 318 rushing) and Iannantone (17, 208 rushing) combined to rush for 526 yards and eight touchdowns in an offensive explosion that gave the Bulldogs (11-1, 5-0) its first loss of the season.

“These conditions tonight played right into who we are which is ground and pound,” said JCA coach Jake Jaworski. “We are a cold weather team, offensively tonight we were hitting on all cylinders and it was a total team win.”

Jaworski also gave credit to his defense, which held the highpowered Bulldog offense to just three touchdowns after Highland has outscored its opponents on the season 553-195 — putting up 56 and 61 points in its last two playoff victories.

Gray led Joliet Catholic Academy with nine kills, while Ray added eight and Holbrook four.

Holbrook and Hinshaw each had 12 digs, with Hinshaw adding 24 assists.

As all teams are, Scheibe said this group was a unique group.

“I think this group showed tremendous amount of heart and as the year went on, they developed a personality of their own and that is something I think each team needs to develop as the season goes on,” she said. “They had their own identity, a tremendous amount of fight in them and a tre-

“That’s a very good football team we played tonight, they are very good offensively,” Jaworski said. “To hold them to 21 points is really a testament to our guys, that number one was probably the best receiver we have seen all year so credit our guys for making

mendous amount of love for each other and they came together as a team. I think they are a phenomenal team and I will always remember them as my terminators.”

If this year’s team were terminators, it is only right for the underclassmen to think they will be back.

The Angels had 10 underclassmen on the state roster, six of them sophomores. Of the 10, four players – Ray, sophomore Jillian Gray (8 kills), sophomore Ryan Hinshaw (24 assists) and junior Emma Tacchia all saw time on the floor in the third-place match.

“Having so many underclassmen on the team, it shows us what we can do,” Ray said. “The seniors were such leaders for us this year, but I know the juniors will step up. [That starts] pretty much tomorrow. We have a lot of sophomores on our team, so I am not the only one that is coming back and it will be the whole team leading next

the plays when we had to.”

JCA (8-4, 4-3) got off to a quick 7-0 lead, and were on the brink of extending its lead by two scores when senior quarterback Jordan Alvarez fumbled the ball on the Bulldogs one-yard line.

The Hiltoppers drove 88-yards

in just two plays following a Highland punt, capping it off with a 16-yard touchdown run by Hailey.

After inching back into the game behind the Bulldog offense, JCA answered back with a fiveplay, 65-yard drive of its own to head into the locker room with

the commanding 28-14 lead.

Coming out in the second half with a two score lead, Jaworski’s crew didn’t hold back.

After driving 61-yards on eight plays putting the Hiltoppers in the drivers seat at 35-14.

One more score in the second half is all the Bulldogs would manage. JCA added three more touchdowns, which added to Haileys five scores in the game, and Iannantones three.

Jaworski said that even though this next game will determine if his Hiltoppers will head down to University of Illinois to play for a 5A state title game, he knows that its next opponent Hillcrest will not be taken lightly, and his team has a lot of work to get done before next Saturday’s contest.

“One of the other coaches made a good point and said that we’ve worried so much about what other teams do in the past, but the truth is that they have to play us and deal with us,” Jaworski said. “We have to take care of our business, and we will break down their tendencies and film but we have to just go out and be sound in our technique and scheme while playing within our system.”

As it did with Highland, JCA will look to give Hillcrest (12-0, 6-0) its first loss of the season.

Staley-Ferry, Brophy win tight races

In July of 2017, Will County Clerk Nancy Schultz Voots announced her decision to not seek re-election in 2018 and retire at the end of her term. After a race that has gone on more than a year, Democrat Lauren Staley-Ferry defeated Republican Laurie McPhillips Nov. 6 in a hotly contested race.

Staley-Ferry edged McPhillips by 5,803 votes (51%).

“I am so excited – it is surreal,” Staley-Ferry said. “It was hard for me to breathe. It is always nerve wracking. I run like I am losing every time and it worked out.

“It was a long, hard race. We worked hard every day. I was literally out there every day talking to residents in the community and I think it paid off. Talking to people face to face and letting them know outreach is so important and that I want the residents of Will County

to be part of Will County going forward.”

Staley-Ferry is fairly new to the political scene as she was first elected to Will County Board in 2014, serving District-9, however, the Joliet resident is ready to tackle the office of clerk.

“I really focused on what I can do for the office like my experience, my qualifications and my vision, like security, access and things like that,” she said.

McPhillips, former Will County Board member and Will County Recorder of Deeds, had the backing of Schultz Voots.

In what proved to be another tight race, Democrat Tim Brophy ousted Republican incumbent Steve Weber in the race for Will County Treasurer.

Brophy won by 5,193 votes (51%).

“Those early votes came in strong and that was enough to carry it as the others dwindled in,” Brophy said. “I think in my race, people

were finally ready to listen to the fact that this is not a kingdom and incumbents need to be tested and when we tested this incumbent, he failed in a number of places. There are plenty of good, qualified people because there are no prerequisites for this nob. I just happened to be the guy on the ballot this year.”

Brophy is no stranger to public service in Will County, as he served on the Joliet City Council from 1995 to 2011.

“I love public service. I was 16 years on the Joliet City Council and I really got in touch with constituents at that time,” he said. “This office has the most touch with constituents with the tax bill and that is a big part of it.

“I really like being the eyes, ears and voice of the people.”

Brophy said he plans to be more visible to the people of Will County and work more with other county officials.

Currently, the employees of the Treasurer’s office work four,

10-hour-a-days each week. Brophy also cited Weber as being frequently absent from the office.

“I want cooperation of the other countywide office holders. One of the big complaints I heard from board members and other office holders was that the Treasurer was never there, never cooperated and never consulted,” Brophy said.

“The schedule his employees enjoy is not enjoyed by anyone else and that can cause problems. I would have talked to other county office holders first.”

WILL COUNTY BOARD District 2 Republican Jim Moustis (37.33%), the Will County Board Speaker, and Democrat Amanda Koch (34.49%) defeated Republican Keith Ogle (28.18%), who defeated Republican incumbent Cory Singer in the March Primary.

Koch, the newcomer to the board, did two combat tours to Iraq and Afghanistan as a Military Police Officer during her nearly 12-

year military career.

District 5 Democrat Meta Mueller (29.73%) defeated incumbent Republican Darren Bennefield (21,18%) and Democrat Mazyar M. Hedayat (21.63%). Republican incumbent Gretchen Fritz (27.47%) retained her office.

Mueller wanted to bring Will County through diversity in the county.

District 6 Republican Don Gould was re-elected with 42.61 percent of the vote, while Democrat Joe VanDuyne (31.63%) defeated incumbent Republican Debbie Militello (25.75%).

A union electrician and member of the International Brotherhood of Electrical Workers, Local 176, VanDuyne has served on the union executive board, as an international conference delegate, and as part of the SIN (sick, injured, and needy) Committee.
