Plan discussed to turn I-80 into tollway Tollway Chairman spoke to members of city council

Looking for ways to ease congestion through the heart of Joliet, city leaders have reached out to the Illinois Tollway Authority for ideas for a solution.

In October, Robert Schillerstrom, Chairman of the Illinois Tollway, spoke to members of the Joliet City Council on the possibility of adding I-80 through Will County to the Illinois toll road network. Schillerstrom told the council that not only can a 65-year-old tollway system help earn the funds for repairs and upkeep, but changing into a toll

road would involve an overhaul of the entire road that would include added lanes and improved interchanges.

“There is a committee that has been put together by John Grueling and the Center for Economic Development regarding I-80 and moving the project forward,” said Mayor Bob O’Dekirk. “[He

discussed] some of the options that we, not Joliet, but the area faces with I-80.”

Schillerstrom told the council that the Illinois Department of Transportation (IDOT) is unlikely to secure enough funding to address all of I-80’s issues for another 20 years. A problem that could haunt the area, which has become the biggest inland port in the United States.

“The biggest inland port in the country is located right here, there’s a tremendous amount of truck traffic. Much of that flows on to I-80 and I-55, which makes it imperative that if we are going to realize the potential opportunities for growth and economic development in the future, that we invest in those roadways,” Schillerstrom said “I-80 is one of those roads that does need investment. IDOT has recognized that, they’ve put together a plan [but] we need about $50 billion to keep our interstates in northeastern Illinois, to bring them up to a standard that we have them at.”

Schillerstrom said a new toll road would be a 21st Century road, similar to the current upgrades underway along 22 miles of I-294. That project’s current

price tag is $4.1 billion, but it’s cash that the toll system says they have to invest in the local road network. A proposal through Will County would be similar, and would include added lanes for congestion relief, widening of shoulders, and even specialized lanes for electric-powered vehicles.

“I don’t know what to tell you it would look like other than we are going to try and make the best road possible for the people of northeastern Illinois that will serve them throughout the 21st century and will help to put people to work and to bring people home safely,” Schillerstrom said.

“We won’t start the discussion with a lot of impediments.”

Council members said their main concern is long-term residents who may use the roadway several times a week suddenly being made to pay tolls.

But, Schillerstrom said, it would be unlikely for locals to be exempt from paying those tolls, due to existing law and the trust agreement the toll authority has with the state.

While Joliet has little say in changing the road into a tollway, city officials noted that they would offer support to the plan.

“Some people realize that waiting for IDOT probably isn’t going to happen, as we said it could take 20 years, which really is intolerable,” O’Dekirk said. “The situation on 80 is bad.”

Bringing a toll to I-80 would be completed through a partnership with local, state and federal agencies.

“Ultimately, if a decision is going to be made to toll I-80, we’re going to have to work with our legislators. We may have to work with our federal representatives, and we’re going to need support from local government and also from citizens who use the road,” Schillerstrom said. “We’d like to be on the team, we’d like to help, we’re ready, willing and able.”

The plan is currently in a discussion stage, with no immediate plans to add tolls along the interstate.

The Illinois Tollway covers 294 miles of roads in northeast Illinois, and currently includes four interstates and one state road.

The toll roads service 1.6 million vehicles per pay, earning $1.5 billion per year in toll payments, and is currently in the middle of a $14 billion, 15-year capital improvement program.

“We are a profitable entity, and one that has the ability to invest in infrastructure,” Schillerstrom said.

Educator teaches signs, warnings of drug use More than 20 heard Dr. Kathleen Burke speak on October 25

The village of Shorewood took a step last week in addressing a crisis that’s reached a tipping point from coast to coast. On Oct. 25, the village welcomed Dr. Kathleen Burke, Director of Substance Abuse Initiatives with the Will County Executive Office, for an information session on opioid abuse. More than 20 members of the community came to hear about the causes and dangers of opioids and how they can help respond to the epidemic. Illinois is one of 16 states where more people die of drug overdoses than from car accidents.

Burke said 21 to 29 percent of patients who are prescribed opioids for pain misuse those drugs.

Of those people eight to 12 percent will develop a use disorder. That disorder can often lead to a transition to heroin, which offers the same effect but is cheap and easy to get. Burke said 80 percent of the people who use heroin were first exposed to opioids through a prescription, adding that dentists offer opioids to their patients at a higher rate than any other doctors.

“We were a country where we did not want to suffer any pain. And we went from not having much to help us, to having too much,” Burke said. “This addiction has been spread because of the overprescribing of pain medication…

up and it will stop working effectively.”

Nationwide, opioid overdoses jumped 30 percent between 2016 and September 2017. In Will county that number is higher at 40 percent, but in the Midwest, the increase has been as high as 70 percent. Burke said the reason is the introduction of fentanyl.

The synthetic opioid is often manufactured and shipped to the United States from China, where much smaller doses can have deadly effects. Fentanyl is 50 percent stronger than heroin, which can lead to faster overdoses and death.

Most people who overdose on fentanyl are between the ages of 25 and 45.

Those who have developed dependence need to use daily in order to avoid being “drug sick,” which includes the painful symptoms of withdrawal.

Burke also noted that adverse childhood experiences and environmental factors are some of the strongest contributors for someone who is susceptible to addiction. Use of drugs in the home,

Meanwhile, rehab and recovery tend to be expensive and out of reach for many people.

Law enforcement noted that even smaller municipalities like Shorewood are not immune from the opioid epidemic.

“It’s a very large topic,” said Shorewood Police Chief Aaron Klima. “There’s a very large spectrum of treatment and response issues in law enforcement, all sorts of components that go into this.”

Burke said one way to battle the

epidemic is through community and school communities, by introducing strategies to prevent use and abuse rather than rely on police to arrest drug users, a strategy which doesn’t address the underlying addiction.

According to the Will County Coroner’s office, Will County has seen 62 cases of overdose deaths due to heroin/fentanyl in 2018.

One death was a traffic fatality where heroin was a contributing cause. Of those, 22 people deaths have occurred in Joliet, and three in Shorewood.

Burke’s information sessions are also training sessions to administer naloxone, an opioid neutralizing

nasal spray that can counteract an opioid overdose.

Participants were able to bring home two doses of naloxone following the training.

Burke said the neutralizer should be available for anyone who suffers with opioid addiction, but also for anyone who uses prescription opioids for pain management, as well as people who may be prone to accidentally misuse their prescriptions.

Narcan has been made available for purchase at pharmacies for around $80. Non-first responders who administer Narcan are covered under the state’s Good Samaritan Law.

Remains found in Lockport Township identified as Ashley Tucker Human remains found this week were identified Oct. 26 as those of 24-year-old Joliet woman Ashley Tucker, who was last seen on Oct. 13.

The remains later identified as Tucker, who was last seen Oct. 13, was found after the investigation into her disappearance led detec-

tives to an area in the 3500 block of State Street in Lockport Township.

She was pronounced dead at 11:08 p.m. on Oct. 24. Tucker’s body was found in a burned barrel with “severe thermal damage,” according to the Will County Coroner’s office.

Her body was identified by tattoo comparison.

Her death was classified as a homicide. Peter Zabala, who is believed to be the last person to see her before her disappearance, is in police custody in connection with her death.

Zabala had an active Will County warrant for failing to comply with the sex offender registration act.

Chicago known for Capone, but IL gangsters had much wider reach

BY BARBARA VITELLO OF THE DAILY HERALD When it came to organized crime in Illinois, Chicagobased Prohibition-era gangsters loomed large during the 1920s and 1930s.

Al Capone, Frank Nitti, Lester “Baby Face Nelson” Gillis, Jack “Machine Gun” McGurn and George “Bugs” Moran earned international infamy that persisted for decades after their deaths. For years, the general perception was that when world travelers informed locals they hailed from Chicago, the locals responded with “bang, bang” and a finger-gun gesture.

The combination of enterprising criminals, complicit public officials and Prohibition gave rise to crime syndicates involved in bootlegging, gambling, prostitution, extortion and murder.

Organized by ethnicity and geography, the syndicates were known as the Chicago Mob or the Outfit. They produced the likes of Capone, Nelson and Moran — Capone’s rival and the target of an attempted assassination in 1929 known as the St. Valentine’s Day Massacre, which claimed the lives of seven men, including Moran associates and an innocent bystander or two.

But Chicago wasn’t Illinois’ only hotbed of criminal activity. Southern Illinois was home to Russia-born gangster Charlie Birger, who was involved in gambling and bootlegging in Saline, Williamson and Franklin counties. According to historians, Birger’s onetime partners-in-crime were the Shelton Brothers, leaders of another southern Illinois Outfit. Eventually Birger split from The Shelton Gang, leading to bloody territorial disputes that rivaled Chicago’s early mob wars.

Rock Island had its own version of Capone in Ottawa native and onetime lawyer turned crime kingpin John Patrick Looney, whose life inspired the graphic novel “Road to Perdition.” It was turned into a 2002 movie that starred Tom Hanks and Paul Newman, who played the gangster based on Looney.

“BABY FACE” AND DILLINGER Chicago-born Gillis — whose youthful appearance earned him the nickname “Baby Face” — embraced the criminal life early, garnering convictions for auto theft as a teenager. Imprisoned for a 1931 bank robbery, he was set to stand trial for a second bank robbery in Wheaton in 1932, but escaped from

the guards who were transporting him to the Illinois State Penitentiary in Joliet, according to the FBI. Several years later, Gillis joined the Indiana gangster and bank robber John Dillinger. Gillis, Dillinger and Homer Van Meter were involved in a June 1934 bank robbery in South Bend, Indiana, where a police officer was killed.

About a month later, on July 22, 1934, police and FBI agents confronted Dillinger as he exited Chicago’s Biograph Theater. Dillinger ran to a nearby alley, where he was killed in a shootout.

Several months later, on Nov. 27, 1934, in what is now Langendorf Park in Barrington, FBI agents Samuel P. Cowley and Herman Edward Hollis encountered Gillis and fellow gangster John Paul Chase in a stolen vehicle. Hollis was killed during the ensuing gun battle. Cowley died from his wounds the next day. Chase and the seriously injured Gillis fled in the agents’ car. Gillis’ body was found the next day near a Skokie cemetery.

THE TOUHYS VS. CAPONE The son of a Chicago policeman, Roger Touhy was the youngest of six brothers, five of whom embraced lives of crime. Touhy and two of his brothers operated a Des Plaines trucking company.

At the start of Prohibition, they began a bootlegging operation in the northwest suburbs and later expanded into illegal gambling. Capone, who had been buying illegal beer from the Touhys, tried to take over their operation in 1929. Over the next few years, battles between the rivals took place in thenrural Cook County, including what is now Inverness.

Capone twice framed Touhy for kidnapping. Touhy was eventually convicted of kidnapping the brother of cosmetics mogul Max Factor Sr. in 1933 and sentenced to 99 years. In 1954, a federal judge determined the kidnapping was a hoax. Touhy, who served additional time for his 1942 escape from Stateville Correctional Center, was released in November 1959.

A month later, he and his bodyguard were gunned down. His killers were never caught.

SENT TO THE GALLOWS

In November 1926, according to historians, Birger ordered the murder of West City Mayor Joseph Adams, who was reportedly connected to the Sheltons. That attempt failed, but a second attempt a month later succeeded. Convicted of his involvement in Adams’ murder, Birger was hanged in 1928.

The jail where he was held, as well as the gallows, are now the Franklin County Jail Museum in Benton.

The Shelton Gang was led by brothers Carl, Earl and Bernie, Wayne County siblings who started out making moonshine and graduated to bootlegging and gambling. A 1926 power struggle over southern Illinois bootlegging operations between Birger and the brothers led to a mob war notable for the combatants’ use of homemade tanks.

Ultimately, Birger’s testimony helped send the brothers to prison for robbery.

After they were released from prison, the brothers attempted to regain control of their criminal operation, which was then headed by former fellow gang member Frank L. “Buster” Wortman, who went on to dominate illegal gambling in the region.

Wortman reportedly ordered the murders of Carl and Bernie Shelton. Earl Shelton survived several assassination attempts and died in Florida at age 96.

QUAD CITIES KINGPIN Rock Island had its own version of Capone in Ottawa native and onetime lawyer turned crime kingpin John Patrick Looney.

Looney ran gambling, prostitution, auto theft and bootlegging operations around Rock Island, where, according to the LaSalle County Historical Society Museum, he founded a newspaper and used it to attack enemies and to extort powerful residents by threatening to print unflattering stories about them.

Convicted of murdering a saloon keeper in 1925, Looney was sent to prison for 14 years. Released in 1934, he kept a low profile until his 1947 death in a tuberculosis sanitarium in El Paso, Texas.

Speakers from the Illinois Department of Insurance, the Department of Healthcare and Family Services, and the Association of Medicaid Health Plans will be addressing the landmark law, which takes effect on January 1, 2019, and how it will impact Illinois residents’ insurance benefits.

This program is an effort to provide residents with a convenient way to dispose of medications safely and non-hazardous. Several studies in the United States have found that many pharmaceuticals survive through our water treatment facilities and remain in our drinking water. Who can participate? Any Will County resident. Who cannot

participate? Nursing homes, clinics, doctors’ offices, or other businesses, which distribute medications.

Accepted types of medications include pills, salves, gels, overthe-counter medications, pet medications, vitamins, and liquids in original containers.

Not-Accepted types of medications include needles, aerosols, inhalers, IV bags, and any type of liquid with a leaking container.

Workforce Center to host weekly job fair on Nov. 1 Area job seekers are invited to attend a weekly job fair from 9 to 11 a.m. Thursday, Nov. 1, at the Workforce Center of Will County.

Among the positions employers will be looking to fill are assemblers, Christmas light/décor installer, food production worker, order selector, customer service representative, forklift operators, HVAC service/installation technician, machine operators,

maintenance technician, production manager, quality assurance technician, order picker/ selector, packers, warehouse loader, machine helper, press assistant, quality inspector and warehouse workers/general associates, .

WCWC Manager Susan Flessner said the events allow job seekers to meet with several employers at once. “Someone

After a two year hiatus from the IHSA State Football playoffs, the Joliet Catholic Academy, made a statement in downstate Metamora on Saturday night.

Behind their massive offensive line, senior halfback Keenan Hailey and senior fullback, Nick Iannantone, the Hilltoppers (64) demolished the host Redbirds, 49-20. The Class 5A First-Round game, was the 40th first-round game in Joliet Catholic football playoff history, improving them to 39-1 in IHSA first round playoff games.

The Hilltopper defense, led by middle linebacker Fernando Chavez turned away a pair of Metamora (8-2) drives deep into Hilltopper territory in the first quarter.

The area’s leading rusher and scorer, Hailey, raced 75-yards, to the Redbird three and set up the first Hilltopper score of the night.

Hilltopper senior quarterback, Jordan Alvarez (5-for-7, 126 yards, 3TD), would connect with sophomore wide receiver, Ja’aire Mack, from eight yards out, for a touchdown.

Iannantone, would race 29-yards for six and 14-0 Hilltopper lead, with seven minutes left in the half.

Hailey, would score twice in the last two minutes of the half, for a 28-7 Hilltopper lead, at the break.

Hailey, would rush for 131 yard on 12 carries, and would score from 28 yards and two yards, to bust open the game. Behind “The Big

Dogs” the Hilltoppers would rush for 274 yards in the first half.

With 9:25 in the third quarter, Hilltopper senior defensive end, Ryan Jones sacked Hall and put the talented, Redbird quarterback, out of the game. On the first Metamora play after Hall’s injury, Chavez, intercepted Metamora’s back-up quarterback Vinnie Querciagrossa, and the demolition was on.

“Metamora moved the ball on us early, but our defensive line, really hunkered down, which allowed our linebackers, to make plays. We played very well tonight,” Alvarez said. Joliet Mayor Visits Cunningham School Joliet Mayor Bob O’Dekirk recently visited with second grade students at M.J. Cunningham Elementary School.

The students were learning about cities and community government in their social science unit of study.

The mayor talked to the students about the city of Joliet, the Joliet City Council, his responsibilities, and answered their questions.

After his presentation, Mayor O’Dekirk took pictures with students, including (above, from left to right) Ethan Crawford and Emmanuel Aguilera.

Police Department site of newest local micro pantry The Joliet Police Department is proud to announce the station at 150 Washington St. is the newest location for a micro pantry.

The micro pantry is located just to the left of the main entrance.

Thanks to the help of Mayor Bob O’Dekirk, Interim Chief Al Roechner, Mike Trafton, Terry D’Arcy, and Jeff Eberhard the pantry is fully stocked.

Jeff Eberhard started micro pantries in December 2016, as a way to allow “neighbors to help neighbors” in the Joliet area. Their motto is, “Take what you need.

Leave what you can.” Their ideology is, if you are in need, the pantry is there for you, and if you are a little extra blessed, you can help by leaving food, toiletries and diapers for those in need. When Mayor O’Dekirk and Interim Chief Roechner were approached by Jeff to be the next micro pantry location, they were more than happy

to participate, and are excited to be a part of such a great organization.

“Anytime we can be a part of such a thoughtful way to give back to the community we serve, we are more than happy to help.

Especially if it impacts those who are in need in a positive way. The members of the Joliet Police Department and City Hall will make sure that we always have food and items in the pantry for commu-

nity members who need them. We encourage anyone who wants to leave nonperishable food items, toiletries and diapers to drop them off in our pantry or any of the other 30+ locations Jeff has set up in and around the Joliet area.”
