County celebrates topping off ceremony at courthouse Final bean at state of the art building was hoisted Oct. 19

Will County’s new state of the art courthouse has reached a new phase in construction.

Dozens of representatives from local and county government joined laborers to celebrate the topping off ceremony at the new courthouse on Friday, Oct. 19. The ceremony marked a milestone in the construction process, as one of the last steel beams was hoisted to the top of the new building and secured into place.

Members of the City Council, the Will County Board, labor, Gilbane Construction, and Wight and Company signed the beam before it was lifted to the top of the 10-story, $215 million Will County Courthouse.

The milestone signifies the completion of the steel structure for the 370,000 square foot facility.

The new courthouse will hold 38 courtrooms, offices for the Will County Clerk of the Circuit Court, and standard judicial building features including enhanced security, operational efficiency and sustainability.

Will County Executive Larry Walsh said the new building is part of the county’s largest capital projects campaign in its history which also includes the new public safety complex and a planned new health department.

“These projects are being completed with local labor, which is helping our local economy,” Walsh said. “This remarkable structure will be a focal point for downtown Joliet and will encourage more economic development. We appreciate the support we have received from the city of Joliet. Will County is committed to Joliet as our county seat. We are proud to be part of the revival of downtown Joliet.”

Joliet Councilwoman-at-large Jan Quillman noted the milestone as a day to remember for both the county and the city.

“This is an amazing day. It’s hard to believe that we were just here 280 days ago and what an accomplishment that we’re finally here with the final beam of this huge, beautiful courthouse,” she said.

Quillman also thanked the Will County Board for reinvesting in the city of Joliet and labor for their hard work on the project.

“This new courthouse and the eventual reopening of Chicago Street will not only be an economic boost for the city of Joliet, but also for the county as well,” Quillman said. “It’s amazing what you can accomplish when you all work together, because we are better together.”

Chief Judge Richard Schoenstedt said he’s watched the progression of the new building from the window in his chamber in the current courthouse, and lauded labor for all their hard work on the site.

“This is one more great day of many as we await the arrival of the new courthouse. Today we celebrate the topping of the building, where today Iron Workers Local 444 will place one of the last steel beams on the 10th floor, our top floor,” Schoenstedt said.

“I want to take a moment specifically to thank the real workers on this site who, with their time, talent and sweat are creating a beautiful courthouse that will be a centerpiece of downtown Joliet in the county seat of Will County.”

Schoenstedt said the building has already received national attention and has won a national award for its forward-thinking design. Laborers have already worked more than 115,000 safe hours on the site.

“This is a building for our people, built by our people, and one that our residents will be proud of,” the judge said.

The county broke ground on the building in December 2017.

The building is slated for completion in 2020.

Residents looking for peace and quiet Neighbors will consider legal action against noisy neighbors

Fed up with noise from neighboring businesses, a group of Shorewood neighbors said they’re preparing for possible legal action where they feel the village has failed.

This month, Ravinia Drive resident Dave Musson approached the village board, asking once again for relief from problems created by a nearby business on Earl Road.

Musson has approached the board multiple times over the past year, seeking relief.

“I’m here representing myself and my neighbors tonight. We’re in our 21st month of having our peach and quiet in our neighborhood ruined,” he said.

Musson said he and his neighbors attended both planning meetings and village board meetings in January 2017 regarding changes at the site.

At that time, the village issued a conditional use permit to R&L Ultimate Truck Shop at 301 Earl Road.

The permit allowed automotive/truck service and cleaning for vehicles including semi-trucks.

Residents came forward with concerns about 24-hour operations at the site, drainage issues, problems with parked trucks and lighting, and possible property maintenance issues.

Per the permit, vehicles that are parked overnight must be parked within a fenced in area, and pickup of those vehicles is prohibited between the hours of 8 p.m. and 8 a.m.

“All of my neighbors attended that meeting, and there were some amendments offered up by the zoning board. And the owners and the residents all agreed that those would meet our concerns with what these properties were going to be used for,” Musson said. “That was forwarded to the village board, recommended to the village board, it was approved as it was written, and none of the things that were incorporated into that conditional

use permit by the zoning board have ever happened. As I understand the village codes, this board had the ability to suspend the business license of the company until it met the conditions, and it chose not to… but for that fact, we wouldn’t be talking about this now.”

Musson has issued several complaints to the board during regular meetings for much of the past year.

He contends that he and his neighbors are facing a severe quality of life issue, as businesses along Earl Road operate well past established business hours. Musson and his neighbors contend that among the businesses are a repair shop operating without a license, ongoing noise, and at least one person possibly living on the premises.

Musson also said there is an unsecured dumpster on the premises which is often used by the public at all hours of the night, and a loading dock in use that is too close to people’s homes per code.

Musson said he met with individual board members over the summer and submitted a list of complaints but that so far, nothing has been done.

Now, the neighbors are eyeing

possible legal action. “Is there anything that my neighbors and I can do, that the board wants us to do, before we seek legal advice to resolve these problems. What can we do? Tell us what we need to do to resolve these problems,” Musson asked the trustees.

Board members did not have an answer for how the neighbors could address the issues themselves. While the trustees acknowledged Musson’s frustration, but said the issue was in the process of being handled.

“From my understanding, we’ve been consistently working with this and working with the owners and trying to work with you at the same time. We’re working on trying to get it done,” said Trustee Dan Anderson.

Trustee Anthony Luciano echoed that sentiment.

“I know you have a problem there… and you’ve come here several times and we appreciate you coming. But by the same token, it takes time to correct what you’re trying to do, and they are working on it,” Luciano said. “They’ve been working on it for the last several months.”

gized to Musson and his neighbors for the length of time it has taken to address the issue, noting some turnover among village staff that has pushed the issue to the backburner. Chapman said he has personally sat down with the business owners to discuss mitigating the disruption to neighbors from the business.

“There’s a fence that has been agreed to be put in, they are still checking on the timing of that, and that’s directly behind you, there is going to be a fence and they’ve already agreed to that. It’s a timing issue, getting the permit and getting the fence built,” Chapman said. “I know it wasn’t just yesterday or the day before or anything like that, it’s going to take a little time. And I understand your frustration, I’ve been through it and heard it and went over there myself.

Chapman said he understood that Musson was frustrated with the village board, but said the board has no plans to abandon the issue until it is resolved.

“Your opinion of this group is it’s just bullsh** over and over again, and that’s not the case. We’re actually trying to get something done for you. Let me be the one to apologize for the system failing you,” Chapman said.

Musson said he understood that the issue would take time but added that he and his neighbors have reached their tipping point.

“I’ve asked for action and all I’ve gotten is, the fence is going to be up within two weeks, the fence may go up before winter. Twentyone months,” Musson said. “This is our lives at 21 months.”

The board did not discuss the issue or any potential action further.

The ceremony will take place along Normantown Road, at Rockwell Lane, just north of 119th Street in Plainfield. Guests can park along Normantown Road, north of Rockwell Lane, or in the nearby neighborhood off of Rockwell.

Forest Preserve Chief Operating Officer Ralph Schultz, Plainfield Mayor Michael P. Collins, and additional Forest Preserve and Plainfield elected officials are scheduled to attend.

Refreshments will be served.

On October 11, the Forest Preserve’s Board of Commissioners approved a bid of almost $300,000 for a 0.85-mile segment of Normantown Trail to be built from 111th Street in Naperville south to Rockwell Lane. Construction may begin this fall, but weather and other factors could delay the timeline.

This trail section is part of a larger project that will convert most of Normantown Road into a 4.7-mile hiking and biking path that will travel from Wolf’s Crossing Road in Naperville south to 135th Street in Plainfield.

The process of converting the underutilized road into a trail began in the mid-2000 and is a collaborative effort. For instance, a 1.5-mile trail section that stretches from Vermont Cemetery Preserve to 111th Street is in place and was built by the Forest Preserve, the City of Naperville and two developers constructing subdivisions along the path.

While most sections of the road are being trimmed down to a 10-foot wide trail, a 0.15-mile section of the path will remain as a shared-use road so vehicles can continue to access Rockwell

Lane from 119th Street.

Another 2.2-mile section of the trail will be constructed sometime in the future from 119th Street to 135th Street by the Village of Plainfield and the Plainfield Park District.

Once all of the pieces are in place, the Normantown Road Trail will link Vermont Cemetery Preserve, located south of Wolf’s Crossing Road, and Wolf Creek Preserve, located south of 111th Street. The path also will connect to the Tallgrass Greenway Trail, the Village of Plainfield’s internal bike trail network, the DuPage River Trail in Will and DuPage counties, and eventually to the Virgil Gilman Trail in Kane County and the Grand Illinois Trail.

Camping gear rental program coming in Spring 2019 If you’ve always wanted to camp, but didn’t know where to start, the Forest Preserve District will launch a “No Gear, No Problem” program in spring 2019 that is just what you’ve been looking for.

Once the program gets rolling, campers who want to sleep under the stars will be able to rent all of the equipment they need from the Forest Preserve District. The gear rental program’s fees were approved October 11 at the Board of Com-

missioner’s meeting.

The offering is intended to entice people to the Forest Preserve’s camping program and campsites by providing equipment, tips, and safe camping close to home, said Lynn Kurczewski, the Forest Preserve’s director of visitor services. Equipment can be rented in two- or four-person packages or separately. Rentable items include tents, sleeping bags, sleeping mats, rechargeable lanterns, cooking fire starting kits, pots, utensils and dishes.

Package fees will be $75 a night for two people, $135 a night for four people and $20 for extra nights. Individual gear item rental fees will range from $5 for a rechargeable lantern to $40 for a four-person tent.

The gear rentals should help increase the number of people who will be able to try camping, Kurczewski added. A local survey of past Forest Preserve campers combined with national data show that the top reasons for not camping are: lack of equipment, lack of knowledge on what equipment is needed, where to camp and how to cook meals while camping.

“The ‘No Gear, No Problem’ program is designed to meet the equipment needs and attract more individuals and families to experience camping in the District’s beautiful settings,” Kurczewski said.

$20 Million bond set for officer involved shooting Will County Sheriff Mike Kelley is announcing the arrest of Kevin Waddell, age 42, and Steven Johnson, age 62.

On Oct. 16 around 8:30pm, two members of the Gang Suppression Unit of The Sheriff’s Department shot while executing a search warrant for narcotics at 209 Richards Street in Joliet. Deputies announced office and then struck the rear door with a battering ram. It was at that time that four gunshots were discharged from a Taurus Judge handgun from the inside of the residence through the rear door.

One of the bullets struck a Ser-

geant of the Gang Suppression Unit, who has been with the Sheriff’s Office for 15 years. The bullet struck his ballistic vest on the right upper side of his chest. A second bullet grazed the left arm of an 11year deputy of the Sheriff’s Office, who is also a member of our Gang Suppression Unit. Both deputies The Sheriff’s Department were transported to Silver Cross Hospital in Joliet. They were treated and released.

Two suspects were taken into custody, by members of the Joliet Police TAC Unit, as the suspects ran out the front door of the residence. Three weapons were re-

covered as well as 10 grams of crack cocaine.

Sheriff Kelley stated, “I want to personally thank the Gang Suppression Unit for the fine work that they do. These guys have my utmost respect and admiration.

This group puts themselves in tremendous jeopardy every day.

They have served over 1,200 warrants without incident until last night. This incident demonstrates how, in a second, things can go from a routine day to potentially a life-threatening incident.

“I cannot adequately express how grateful I am that these two men are going to be ok. They both

are extremely lucky. Both gunshots were within an inch from being extremely serious or even fatal. The Sheriff’s Office, command staff, and all the employees of the department stand behind these two deputies and extend our full support.”

The Sheriff’s Department would also like to thank the Joliet Police Department TAC Unit, the Will County Cooperative Assistance Team and Joliet MANS Narcotics Team for their assistance. The brotherhood the Sheriff’s Department shares is a testament to everyone’s commitment in protecting the citizens of this county.

Road improvement program progress continues The proposed improvements includes widening and resurfacing US 52 to two through lanes and a left-turn lane in each direction. River Road will be widened and resurfaced to include a single through lane, a right-turn lane, and a left-turn lane in each direction. The existing traffic signal at the intersection will be revised to accommodate the proposed road-

way improvement. The Hammel Creek channel along the north side of US 52 will be regraded within the existing right-of-way to accommodate the roadway widening. Sidewalks will be reconstructed where necessary to American with Disabilities Act criteria. A multi-use path is proposed to be constructed between the pond and US 52 west of the in-

tersection to connect to the existing Village path to the northwest.

Glen Mor Drive is proposed to be converted to right-in/right-out only access at River Road to prevent backups into the intersection of US 52 and River Road.

UPDATE 10/5 Work on the entrance replacements for CVS, Walgreens, and

Hammel Creek Commons has begun. The contractor will replace half of the entrances at a time. The north half of the entrance to CVS and Walgreens are being worked on this week, once the concrete is cured, work will begin on the south side of the CVS and Walgreens entrances. The right-in access off of Route 52 to Hammel Creek Commons has been re-

moved and the entrances is expected to be restored by Saturday (10/6) afternoon. The right-out from the Hammel Creek Commons to Route 52 will be scheduled to be replaced next week.

The engineers and contractors have let me know that the project appears to be on schedule and should be substantially complete by the end of November.

Saukenuk was well-known as one of the largest Native American villages in North America, but one of its residents, the warrior Black Hawk, was even better known.

Although born in Saukenuk, which was located where Rock Island stands today, his father Pyesa and mother Summer Rain and other relatives could trace their ancestry back thousands of years.

According to their oral traditions, both the Sauk and Meskwaki tribes were living in Canada 12,000 years ago at the time of the last glacial retreat. Many centuries later they were displaced from their Canadian home by the Iroquois.

The Sauk and Meskwaki migrated through New England and New York to the area near Niagara Falls. By 1640, the Meskwaki had settled at the west end of Lake Erie, near present-day Detroit, and the Sauk near Saginaw Bay in Michigan.

In 1701, the decades-long war began between the French and the Meskwaki, which almost led to the tribe’s extinction. Weakened, they joined the Sauk and together they migrated to the Mississippi River, where for nearly 100 years the tribes lived in their own villages and farmed, hunted and traded.

The two tribes were separate nations.

The Meskwaki were the smaller of the two, numbering about 1,600. In Rock Island, the Meskwaki had a village located across from Arsenal Island in what is now downtown Rock Island.

In the days before the locks and dams, the river was 17 feet lower than today. Fort Armstrong loomed 30 feet above the river, according to Beth Carvey, retired historian at the Black Hawk State Historic Site.

Over the years, the Sauk had several cities called Saukenuk. In 1808, the decision was made by the Sauk nation to consolidate smaller villages into the city now known as Saukenuk, located near the Rock River in Rock Island. Its location is near the Black Hawk State Historic Site, home to the John Hau-

berg Indian Museum which commemorates the lifestyle of those who lived at Saukenuk.

According to Ferrell Anderson, a local archaeologist, the Meskwaki village was made up of two rows of huts – about 30 total – located where downtown Rock Island is today.

In 1824, Thomas Forsyth, the Indian agent at Rock Island, wrote a report detailing the Indian villages within his jurisdiction.

Two miles up from the mouth of the Rock River was the “grand Sauk village where the principal chiefs, braves and warriors reside, ... and where all the affairs pertaining to the Sauk Nation of Indians were transacted,” Forsyth wrote.

“Indeed, I have seen many Indian villages, but I never saw such a large one or such a populous one.”

Behind the town, on the side of the ridge, were the Sauk gardens which Black Hawk indicated extended about 2 miles. Forsyth estimated the Sauk had about 800 acres under cultivation.

Saukenuk had a north-south and an east-west esplanade that formed a “T.” The east-west road was defined by the river and the bluffs.

It intersected with a longer northsouth avenue that was lined with many lodges. At one end was a gathering area and the council lodge. We know there were as many as 100 or more lodges at one point, and Saukenuk was home to as many as 6,000 – perhaps more.

For most of the years that the Sauk and Meskwaki lived on these lands, their life was an idyllic one. They lived peacefully in their villages with occasional skirmishes with other Indian tribes. They traded with the French and fought alongside the British, providing a lifestyle that was partially Indian and partially European.

The Sauk lived what might be described as an affluent lifestyle by Indian standards. Many of the Sauk dressed in European clothes and hunted with rifles.

When they did use arrows, they had metal tips, not stone. Their village on the shore of the Rock River was a thriving metropolis during the summer.

In fall, crops from their farms were stored in food pits and they crossed the river and wintered in southern Iowa and Missouri – returning to Saukenuk in the spring.

Unknowingly, the end of this lifestyle had been assured in 1804 when a few chiefs – possibly plied with alcohol – signed a treaty in St. Louis in which they agreed to move west of the Mississippi River in exchange for $1,000 a year, at such time as settlers arrived seeking to live on the land.

In 1830 the Sauk and Fox were ordered to leave their villages in Illinois and move to Iowa. Black Hawk and others refused to accept the terms of the 1804 treaty that the Sauk and Meskwaki had not been involved with.

In the winter of 1830, the tribes left but faced a winter of near starvation. In spring 1831, Black Hawk defied the government order and returned to Saukenuk and planted crops.

The settlers who had now occupied the old village were alarmed. Illinois Gov. John Reynolds sent 1,500 men to move the tribes out. On June 20 the volunteer army moved on Saukenuk.

When the militia arrived at Saukenuk, they found fresh footprints and fires still burning. The Sauk had left without a fight. The militia burned the lodges, destroyed the crops and vandalized the main cemetery and dug up graves, according to a letter from the new Indian agent, Felix St. Vrain, to Indian superintendent William Clark.

Fearing he would be pursued, Black Hawk went to Fort Armstrong and sued for peace. He got it, under the terms that he would stay out of Illinois.

Peace lasted until the next winter when the Indians, unable to grow crops in the less tillable land, once again faced starvation. In 1832 the Indians again crossed into Illinois, marking the second year of the Black Hawk War. There were numerous skirmishes and Black Hawk’s people, on the verge of starvation, fled into Wisconsin. They were finally trapped at Bad Axe Creek where they were slaughtered. Black Hawk and other leaders were captured and the militia killed old men, women and children, as well as 150 braves.

“When I call to mind the scenes of my youth and those of later days – and reflect that the theatre on which these were acted had been so long the home of my fathers, who now slept on the hills around it, I could not bring my mind to consent to leave this country … for any earthly consideration,” Black Hawk wrote in his autobiography.

Joliet Catholic, Minooka start a run to Champaign as football playoffs open this weekend

The playoffs may open this weekend for 256 football teams across the state of Illinois, but for Joliet Catholic Academy, this is week 2 of survive and advance.

The Hilltoppers needed a win in the final game on the road in Niles at then-one loss Notre Dame to qualify for the postseaosn for the first time in three years.

And behind a 251-yard, two touchdown output from running back Keenan Hailey, JCA defeated the Dons 33-17 to advance.

“We all knew from the start that this was going to be a hard game and we put our whole heart in it,” Hailey said. “We took the personal. This is big.

In my three years on varsity, we haven’t been too good and I didnt’t think we would ever make it to the playoffs and it made me heartbroken and now that we made it is a good feeling.”

The Hilltoppers are the No. 14 seed in the bottom half of the Class 5A bracket and will travel to No. 3 Metamora (8-1).

The two teams are familiar with each other as in 1999 and again in 2000 the Hilltoppers defeated Metamora for two oif

their record 13 state titles.

In 2000, current Hilltopper head coach Jake Jaworski was a junior starting defensive back for the Hillltopper squad that defeated Metamora 27-14.

The game will be at Metamora at 6 p.m. Saturday, Oct. 27.

Of all 256 teams in the playoffs in all classes, JCA holds the mark as it heads into the playoffs for the 41st time in school history. The Hillmen have posted an all-time postseason record of 109-26.

Not to be outdone, Minooka also had some thrills saved fro the final week of the regular season.

The Indians had won six consecutive games coning into the showdown with state-ranked Oswego East and were firmly in the postseason, but Minooka defeated the Wolves 24-7.

Minooka, the No. 14 seed in Class 8A heads into the playoffs 7-2 and will host No. 19 Loyola Academy (6-3).

A win would most likely pit the Indians against Southwest Prairie Conference foe and No. 3 seed, Oswego.

On the season, Minooka’s opponents were an overall 38-43 with three of them making the playoffs, Loyola’s opponents posted a record of 56-25 with six of the nine earning a postseason berth.

Central beats West for first time since ‘89

The Joliet Central Steelmen can officially say that they have bragging rights in Joliet until next Fall, as they became the first Steelmen team to beat the Tigers since 1989 with a 20-9 victory.

“That’s phenomenal,” said Central coach Brett Boyter. “I did not know that is has been that long, but we just try and tell our guys that we want to leave a legacy in our program.”

Central started the game off by marching down the field against the ‘Dark Side Defense’ of Joliet West with a nine-play, 72-yard drive, which resulted in a 40yard touchdown reception by junior receiver Jaylin Berry from senior quarterback Jared King (6-for-14 for 125 yards). “[King] is quiet, confident and well prepared,” Boyter said.

“We would not of won the three

games we’ve won without him this year.”

The Steelmen did not stop there however, as they expanded its lead to two touchdowns after a three-yard run by senior running back Ke’Andre Wiley.

“A lot of these guys have played [on varsity] for a year or two already which helps us a lot experience wise,” Boyter said.

“These guys have stuck together and truly developed a very unified team.”

As the first half of football came to a close, a sudden ominous dark sky produced gusts up to 65 mile per hour with hail and ice pellets that made moving the ball through the air difficult for both teams.

Central did not let the conditions stop them for adding another score on the board however, as King punched in a one-yard run to take his team into halftime leading 20-0.

West started off the second half threatening to score after

a drive that took off almost six minutes of time, but a fumble would eliminate any kind off momentum they had after the ball was picked up by Wiley.

The Tigers finally got on the board with five minutes remaining in the third quarter after a high snap that went over King’s head which resulted in a safety.

“I told the guys that I’m proud of them,” said West coach Bill Lech. “Today we just made too many mistakes and the weather didn’t cooperate obviously so that was pretty crazy as well but we’re going to have to get better.”

With a seven-yard pass option run by senior quarterback Alfonso Sanchez (17-for-38 for 171 yards) with three minutes remaining in the third quarter, West only trailed by 11 heading into the final quarter of its 2018 season.

Both offenses struggled in the final quarter, and an interception by sophomore safety Elijah Smith with 3:24 left on clock put

Boyter said. “This off-season we are going to get in the weight room and we want our guys to go out and compete and learn to love to compete which will result in adapting our three core values with dedication, discipline and unity.”

Oct. 31 The City of Joliet encourages its residents to participate in the upcoming Halloween holiday by trick-or-treating or passing out candy. The designated trick-ortreating hours for the City of Joliet are 4 to 7 p.m. on Wednesday, Oct. 31, 2018. Homes that want to participate in trick-or-treating should leave on a porch or exterior lights.

As you plan for a safe and happy Halloween, please keep in mind these safety tips: FOR TRICK-OR-TREATERS AND PARENTS: • Accompany all young children while trick-or-treating.

Older participants should travel in groups and avoid traveling alone.

• Stick to neighborhoods you are familiar with.

• Closely inspect all candy before eating. Check labels closely for potential allergens.
