City to consider old Silver Cross campus for special designation City looking to make old hospital property a TIF District

Looking to jump start growth at the old Silver Cross hospital site, the city of Joliet will take a

deeper look at designating the area for a tax increment financing (TIF) district.

On Oct. 3, the city’s Economic Development Committee met to discuss the possibly of creating

a TIF district at the site, which was vacated six years ago. The hospital at Route 6 and Walnut became vacant when the new Silver Cross campus opened in New Lenox in 2012. Since then,

parts of the old building have found new life, most notably the conversion of the old emergency room to a VA outpatient clinic.

But, much of the 98.8-acre site has been razed and slated for mixed use zoning. But, finding someone interested in building on the site has been elusive.

The city contracted with S.B. Friedman to conduct an eligibility study of the area for a possible TIF district.

TIF is a financing tool that uses local taxes to help pay for improvements. A district works by essentially “freezing” property taxes paid out to local taxing districts at the current rate. As those taxes rise each year, the extra money – the increment – is funneled into the TIF fund and can then be used for infrastructure and redevelopment plans. A TIF district is limited by law to 23 years, with the possibility to apply for a 12year extension after that time.

The eligibility study showed that the site, which consists of 44 parcels and 21 primary buildings, are eligible for designation as a “conservation area” per TIF. A conservation area is land that is not yet blighted but is trending toward blight.

Conservation designation means the land does not have any industrial, commercial or residential uses, and has had no agricultural uses over the SEE SILVER CROSS PAGE 5

Village to look closer at golf cart ordinance Idea sparked

A proposal from residents to let golf carts serve as street legal transport will get a closer look by the Shorewood village board.

Last week, the board held a brief discussion on the possibility of allowing golf carts to be utilized in village-owned streets as legal transport.

The idea was sparked from discussion by the Citizens Advisory Committee — a committee of appointed residents that meets monthly to discuss local issues and make recommendation to the village. Trustee Anthony Luciano, who acts as the board’s liaison to the committee, told the mayor and trustees that the idea had gained traction among residents of Shorewood.

“The committee reviewed a request from residents for a golf cart ordinance in the village,” Luciano said. “Before the committee meeting, I met with [law enforcement and public works] in order to find out the pros and cons on having a golf cart ordinance passed here.

After that, we sat down and talked about things, we learned about what some other villages were doing, some of the problems they were having, and it turned out that for most of our conversation, pretty much we’re covered on golf carts, because the state has statutes which cover that.”

The state of Illinois considers golf carts a low speed “personal transportation vehicle.” State law allows local jurisdictions to permit golf cart use on local streets, provided the public safety will not be jeopardized. Golf cart drivers must be licensed and must carry minimum liability insurance. Golf carts can only be permitted on streets where the speed limit is 35 miles per hour or less.

Golf carts that operate on public roadways must also be outfitted with brakes, a review mirror, head-

lights, taillights, brake lights, and turn signals, as well as reflecting devices in both the front and rear of the vehicle.

“We can make our golf cart ordinance more restrictive, but we can’t make it easier than what the state provides,” Luciano said. “Some of the concerns from the committee… were licensing, which streets the carts could be used on, speed

limits, and restrictions, a number of things came up…. Overall, after everything was explained, the committee voted and were in favor of giving the recommendation to the board to discuss it further.”

Grand manors make up the skylines of many Illinois communities, but the history encapsulated at the David Davis Mansion in Bloomington holds it above the rest.

Built in 1872 on Bloomington’s then east side, the mansion was home to Judge David Davis and his wife, Sarah.

Davis served as judge of the state’s Eighth Judicial Circuit Court where he met and befriended an Illinois attorney by the name of Abraham Lincoln.

“Davis and Lincoln rode the entire circuit together,” said Jeff Saulsbery, site manager for the mansion. “Davis had to ride the circuit because he was a judge, but Lincoln only did because he was driven to make something of himself.”

Saulsbery said the duo spent plenty of time together, which led to Davis acting as “one of the biggest political operatives” in Lincoln becoming president.

“What Lincoln did for the Circuit and what the Circuit did for him is a large part of Illinois history. His time in Central Illinois is what led to him becoming the 16th president of the U.S. and saving the Union,” said Guy Fraker, retired Bloomington attorney and Lincoln scholar.

At the Republican National Convention in Chicago in 1860, five candidates vied for the Republican nomination, including Lincoln, who was the least known candidate among the group.

“The judge (Davis) went to Chicago and secured hotel rooms for all the Illinois delegates and convinced them and others to vote for Lincoln,” said Saulsbery.

Davis and his team used other tactics to boost Lincoln’s name at the convention and after the final vote was tallied, Lincoln was named Republican presidential nominee for the general election.

Without Davis’s advocacy, Fraker said Lincoln would not have been named

president.

“A lot of factors got Lincoln nominated, but the biggest factor was he had a friend like Davis who was a very skilled politician in 1860. That’s something we in Bloomington can be very proud of,” said Fraker.

Fraker also touched on a side of Davis and Lincoln’s relationship that he said “isn’t particularly appealing.”

“After Lincoln was elected president, there were two openings on the Supreme Court. All the lawyers who knew Davis told Lincoln to take care of him and give him a seat. Lincoln never responded to any of that and their mutual friends were quite critical of his decision,” said Fraker.

After a long wait, Lincoln finally appointed Davis as associate justice on the Supreme Court in 1862.

After Lincoln died, Davis said in a letter, “Lincoln was a peculiar man; he never asked my advice on any question.

Sometimes I would talk to him and advise him; he would listen.”

Davis so strongly supported Lincoln because of his “incredible integrity and intellectual honesty,” said Fraker.

The David Davis Mansion was built after Lincoln was assassinated but, prior to his presidency, Lincoln visited the Davises at their previous home located on the same grounds in Bloomington.

“The barn on the grounds is original to that first house owned by the Davises and the stable is exactly as it was 150 years ago. So, Lincoln’s horse was stabled here in the barn,” said Saulsbery.

Other outbuildings still standing on the 4-acre lot known as “Clover Lawn” include a wood house, two privies, a foaling shed, a carriage barn and an original flower garden.

Davis commissioned French architect Alfred Piquenard to complete the three-story, yellow brick, 36-room mansion for $75,000. The elaborate Victorian-style is a combination of Italianate and Second Empire architecture.

Piquenard also designed the capitol building in Springfield.

The mansion was well ahead of its time in terms of amenities. Indoor plumbing, hot and cold running water, central heat and gas lighting made up an impressive and modern estate.

The last ancestors of the Davis family donated the house to the state in 1960 and it was opened as a state historic site.

“The research into the history of the building started before a single brush of paint was put on the walls for restoration,” said Saulsbery.

The state initiated $2.58 million to use for restoration of the site and years of research and labor resulted in a grand reopening in 1992. Now, nearly 40,000 people tour the mansion each year.

In 2007, it was deemed one of the 150 greatest places in Illinois by the American Institute of Architects. The site is also on the National Register of Historic Places and is a designated National Historic Landmark.

“We are thought of as a museum, but we’re really an educational institution. You know the old adage: ‘You’re doomed to repeat mistakes if you don’t learn from history.’ That holds true today and it makes institutions like this more important than ever. We’ve got to know our past if we’re going to succeed in the future,” said Saulsbery.

The mansion grounds, at 1000 E. Monroe Drive in Bloomington, are open for public tours from 9 a.m. to 4 p.m. Wednesday through Saturday. Admission is free, but donations are accepted.

Visitors watch a brief video on the history of the mansion at the visitors center before joining a 50-minute tour of the home, which delves into the lives of David and Sarah Davis, Lincoln and the Irish-Catholic servants who worked in the mansion.

After a tour through two levels of the mansion, visitors can check out the gift shop and the 19th-century flower garden.

Those drivers can sometimes cross out of the private community and into the public, by way of paved trails that connect Shorewood Glen with other neighborhoods and parks.

“One of the main concerns that was brought up at the meeting that we should address is the concentration of golf carts in the village is mainly in Shorewood Glen. Basically, Shorewood Glen is private, so we really don’t regulate anything there,” Luciano said. “But, there seems to be a situation where they’re coming out of Shorewood Glen and going on the streets and using the bike paths. One of the things that was pointed out if we proceeded with this, is that you can’t use a bike path for a golf cart. So, consequently, that could raise a problem in the future, and it’s something that we might want to consider when we discuss this further.”

Luciano said that as long as there is a safe environment for golf cart travel, the Citizens Advisory Committee is in favor of allowing a new ordinance.

The mayor and trustees are expected to explore the issue at an upcoming Committee of the Whole meeting.

“It looks like it’s going to be a gamut of the police department, public works, and code enforcement to determine exactly what we want to do, if we want to do anything about it,” Luciano said.

The study showed the area has suffered from a lack of growth, deterioration, presence of structures below minimum standards, inadequate utilities, and lack of community planning.

Deterioration was one of the biggest factors per the eligibility study, with deterioration found to be present to a meaningful

extent throughout the area. The eligibility study concluded that the old Silver Cross site shows physical deterioration on 34 of 44 parcels, with the most common form seen as surface issues.

Partial shells of the old hospital also still exist on the site. Fifteen of 21 structures within the proposed TIF district are not up to current building codes Estimated project costs to redevelop the area would total

around $40 million.

The study revealed that “but for the designation of a TIF district, these [redevelopment] projects would be unlikely to occur on their own.”

The proposed TIF boundary includes Maple Road at the north, Briggs along the east, and Copperfield, Lambert and Elgin Avenues to the south.

private institutional, parks and open space, and community facilities.

The eligibility study will now move before the full city council for review. Should the council wish to move forward, a joint review board of overlapping taxing districts will be formed. A meeting of that board will be followed by a public hearing before the area can be designated as a TIF district.

Elizabeth Bartleman, Assistant Executive Director, who oversees the many operations in the community, said that this nomination was something that didn’t surprise her because of the work at-

mosphere that she has been apart of since day one.

“I’ve been here at Senior Star for nine years,” Bartleman said. “The whole reason that I came here was because of the way this place made me feel from the first time

I walked into the community, I feel the way they personally there was something just really special here.”

Locally, Senior Star at Weber Place is one of 14 retirement communities nationwide operated by

the Tulsa-based Senior Star, which employs nearly 1,300 people.

In Class 4A volleyball, all local teams will be in the Plainfield North Sectional when the playoffs begin October 22.

Lockport is the highest seed of the local teams at No. 6 and will open Oct. 23 against the winner of No. No. 11 Yorkville and No. 22 East Aurora.

A win would likely pit the Porters against No. 3 Plainfield Central, however, the Wildcats would have to get past the winner of No. 14 Joliet West and No. 18 Plainfield South.

West defeated Plainfield Central 25-20, 26-24 in the final match of the conference schedule to earn a tie atop the Southwest Prairie Conference this season.

Minooka is the No. 8 seed in the sectional and will open play Oct. 23 in the Oswego East Regional against No. 9 seed West Aurora.

A win would likely put the Indians against Benet Academy, the No. 1 seed in the Plainfield North Sectional.

“We only have one returning player and we have gone three (sets) a lot,” said Minooka coach Carrie Prosek. “I don’t think many people thought we would play like we are and we are showing we are battlers. We are right where we need to be at the end of the season. I couldn’t be

more proud of this team for how they battle this season.”

No. 21 Joliet Central will open with No. 12 Bolingbrook on Oct. 22 against No. 12 Bolingbrook at the Plainfield East Regional.

The winner would get a semifinal match with No. 5 Waubonsie Valley.

In Class 3A, Joliet Catholic Academy earned the No. 1 seed in the Coal City Sectional.

The Angels will open play in the Plano Regional Oct. 23 against the winner of No. 6 Morris and No. 8 Sandwich.

A win in the regional semifinal would place JCA in the finals against the winner of No. 4 Coal City and No. 5 Plano.

GOLF Lockport sophomore Ben Sluzas carded a final round 68 to capture the Class 3A state title over the weekend.

Sluzas teamed with his Porter teammates to take third as a team with a 299.

Hinsdale Central won the tournament with a 297, while Stevenson posted a 298 for second.

Joining Nolan as scorers for Lockport were Nolan Weis (75), Eric Gasienica (77) and John Weis (79).

VJ Greci (84) and Brody McCarthy (85) also competed for Lockport, but did not score.

It is Lockport’s second team trophy and first since 2000, when it also took third place.

How to make mammograms more comfortable Mammograms help to detect breast cancer early, improving women’s prognosis as a result. Susan G. Komen states that mammography is the most effective breast cancer screening tool in use today. When women should begin getting mammograms remains open to debate. The American Cancer Society now recommends that women between the ages of 45 and 54 receive annual mammograms.

Despite the benefits of mammograms, many women avoid them out of fear of the pain and discomfort associated with the procedure. But researchers are examining how much pressure mammogram machines need to apply to get accurate breast images.

Until widespread customized mammograms are offered, women can take various steps to reduce the amount of discomfort they feel while undergoing these important screening procedures.

• Apply a topical numbing gel.

BreastCancer.org says a study found that applying a numbing gel an hour before having a mammogram resulted in less discomfort when compared to placebo and other pain-reduction techniques.

Be sure to discuss application of the gel with your physician prior to your procedure.

• Schedule your procedure for the right time. Do not schedule a mammogram right before or during a menstrual cycle, when breasts already

are very tender due to hormonal changes. Waiting until seven to 14 days after a period is a better bet.

• Take pain relief pills. A physician may suggest taking ibuprofen or acetaminophen prior to the appointment to reduce discomfort before and after the procedure.

• Speak with the technician. Women can express their concerns about pain to the mammogram technician, who might suggest various ways to minimize discomfort.

• Learn about padding. Find an imaging center that uses padding on mammogram plates. MammoPad is a soft, white, single-use foam pad that is invisible to X-rays.

• Avoid caffeine. Some women find that caffeine contributes to breast tenderness.
