Love’s Truck Stop project gets go-ahead Project given green light despite strong opposition

A controversial project to bring a new truck stop to Briggs Street in Joliet will move ahead, despite strongly held opposition to the plan.

Last week, the city council approved the annexation and development of 43 acres of land at the intersection to develop a Love’s Travel Stop.

For more than an hour during the precouncil meeting, and more than one hour and 45 minutes before the full council, residents approached the aldermen and mayor, asking to reconsider the project.

“I see this as being dangerous to all,” resident Diane Matter told the council “Noise from idling trucks will increase potential health hazards, such as hearing loss. This is a health issue for all residents in the area.”

Matter also cited possible air pollution and water contamination from diesel exhaust, lighting saturation, and the possibility of sex traffic, robberies, prostitution, and drug trafficking.

“Do we really need to pollute the air any more than it is by allowing a truck stop in our fine city? It’s a crime. I don’t see why anybody would want this,” Matter continued.

“Our children will be exposed to dangerous situations on a daily basis. Is it worth it to sacrifice the quality of life that we are so used to by letting Love’s truck stop come in and ruin it?”

Residents cited issues with safety, saying

that the bridge that carries Briggs Street over the interstate is in poor condition, and that accidents are already prevalent at the site.

Those in objection to the project handed over petitions signed by thousands of people in who are against the project.

Residents also said the project looked to be not just a failure of planning, but of local government.

“I don’t want to see Briggs Street and I-80

turn into another Weber Road situation, and at the rate its going, it will,” said local John Sheridan. “You’re putting a business in a new location before the infrastructure is in place.

We thought you learned something from the CenterPointe project. There’s a real big problem going on in the city of Joliet, the city is not being responsive to the tax payers and the voters of this city. It’s starting to appear the city of Joliet is becoming an oligarchy form of government, this is a form of government where the power rests with a small number of people. The perception around the city is, a small group of investors is influencing the decisions of the city council.”

But, despite the impassioned pleas, the council moved ahead with the plans, voting 5-3 to approve the annexation agreement, reclassification of the site to B-3 zoning, and recapture agreements.

Councilman Mike Turk, Councilwoman Bettye Gavin, and Councilman Terry Morris voted against the project.

Those in favor of the project have stated throughout the process that the new truck stop is a good economic project for the city.

Per the agreement, Love’s is expected to extend utilities to the interchange to allow future development. The 163-page annexation agreement can be viewed on the city’s website, www.cityofjoliet.info.

Unemployment Rate Falls in Thirteen Metros – Unchanged in One - Jobs up in ten metros

A new Christian Church is set to occupy vacant land in Shorewood, south of Seil Road and the Frontage where so many warehouses have become commonplace.

This month, the board of trustees is expected to complete a second read of the application for Restoration Christian Church to build a new facility on 23.75 acres of land commonly known as the Haley property.

The church is seeking an annexation agreement and rezoning ordinance to build their new facility, which will include a single 15,703 square foot church with potential expansion up to 46,139 square feet. The plan includes 221 parking spaces, outdoor recreation space, and stormwater detention.

The recreation space will include a bike path along the frontage road, which would be constructed in phases.

“People who spoke at the public hearing were in favor of the project,” said Trustee Steve Brockman. “We’re glad to see a church instead of an industrial park there.”

The building is set to include a multi-color palette with a variety of materials, including brick veneer, metal and glass.

The materials will blend to create a contemporary design and to allow for future additions or updates to the structure.

Because the site does not have feasible access to the village’s sanitary sewer, the project is set to be developed with an onsite septic/sewage treatment system Per the staff report, the pro-

posed zoning is consistent with the trend of development in the area. Staff noted that while the property, now farmland, could yield a return with the current agriculture zoning designation, the site is better suited for development under the village’s office, commercial, and institutional designation.

The plan commission made a unanimous recommendation to the board to approve the project.

A public hearing before the full board on the property will be held this month.

If approved, the site will become the permenant home for Restoration Christian Church, which is currently housed in leased space in Channahon.

Unemployment rates decreased over-the-year in August in thirteen of Illinois’s metropolitan areas and was unchanged in one, according to preliminary data released today by the U.S. Bureau of Labor Statistics (BLS) and the Illinois Department of Employment Security (IDES). Data also show nonfarm jobs increased in ten of the metropolitan areas.

“The unemployment rate continued its downward trend in all metro areas except one where it was unchanged,” said IDES Director Jeff Mays. “These are some of the lowest unemployment rates we have seen in years. In fact, for the sixth consecutive month, the Chicago metro area had its lowest unemployment rate on record.”

Illinois businesses added jobs in ten metro areas, with the largest increases in: Kankakee (+6.2 percent, +2,900), Champaign-Urbana (+1.6 percent, +1,700), the Quad Cities (+1.1 percent, + 2,100), and Rockford (+1.1 percent, +1,600). Total nonfarm jobs in the Chicago-Naperville-Arlington Heights Metro Division increased (+0.8 percent or +28,400). Illinois businesses lost jobs in three metro areas: Carbondale-Marion (-0.9 percent, -500), Springfield (-0.3 percent, -400), and Bloomington (-0.2 percent, -200). Total nonfarm jobs were unchanged in Peoria.

The industry sectors recording job growth in the majority of metro areas included Mining and Construction (10 of 14), Manufacturing (10 of 14), Transportation, Warehousing and Utilities (10 of 14), Professional and Business Services (10 of 14), Leisure and Hospitality (9 of 14), and Education and Health Services (8 of 14).

Not seasonally adjusted data compares August 2018 with August 2017. The not seasonally adjusted Illinois rate was 4.2 percent in August 2018 and stood at 12.2 percent at its peak in this economic cycle in January 2010.

Sheriff’s Office receives $500K grant Sheriff accounces receipt of $500K School Violence Prevention Grant

Will County Sheriff Mike Kelley is proud to announce the receipt of a $500,000 grant for measures to increase safety and security at all Homer Community Consolidated School District 33-C, in Homer Glen. In early 2017, Homer 33C District staff approached the Sheriff’s Office about an opportunity to receive grant funds through the US Department of Justice, 2018 COPS (Community Oriented Policing Service) STOP School Violence Prevention Pro-

gram.

The requirement of the grant was for the school district to approach their law enforcement agency and request collaboration for writing and submitting the grant on their behalf. Homer School contacted Sheriff Mike Kelley who enthusiastically accepted the undertaking. Sheriff Kelley stated, “Over the past few years, the Sheriff’s Office has increased their commitment to preventing school violence. School

Resource Officers have been in our schools for several years, but with the increase in school violence nationwide, we have made it one of our priorities. We now utilize our Training Division deputies to hold Active Shooter/Rescue Task Force training and other specific training for school personnel. The $500,000 grant funds fall directly in line with our goals and amplify assurance to school personnel, students, parents, and visitors. We could not be more pleased about this!”

In the fall of 2017, specific needs were identified in the seven Homer 33-C facilities through an

inter-governmental security assessment with the Sheriff’s Office, Lockport Police Department, area fire departments and Homer 33C personnel. This spring, Homer 33C retained Tria Architecture who completed a district-wide security assessment. The following measures were identified as being crucial to the safety and security of the Homer 33C schools and will be added or upgraded: secure vestibules, signage access control and card reader devices, intercoms and public announcement systems, security panels and access control modules, and revise main office designs. The total project

budget for these improvements was estimated at $1,380,913.00.

Homer 33C has agreed to fund the remaining amount of $880,913.00.

Sheriff Mike Kelley would like to extend a special thank you to Will County Sheriff’s Lieutenant Nat Freeman who worked diligently on securing this grant and Lois Mayer, for her assistance. Crimes Against Children Unit assists in investigation State’s Attorney Glasgow’s Crimes Against Children Unit assists in investigation, arrest of man charged with soliciting minor JOLIET – Will County State’s Attorney James Glasgow announces that his Crimes Against Children Unit played a major role in the investigation and arrest of a Bradley man on charges alleging the suspect solicited someone he believed to be a 13-year-old girl from Virginia for sex.

Martin Franklin Walter Bollhorst, 54, was arrested Tuesday as part of a joint operation by State’s Attorney Glasgow’s Crimes Against Children Unit, the Fairfax County (VA) Police Department,

the Bradley Police Department, the Kankakee County Sheriff’s Department, the Kankakee County State’s Attorney’s Office, and the U.S. Marshals Great Lakes Regional Fugitive Task Force.

Bollhorst was arrested on four felony counts from Virginia alleging he used a mobile communication device to solicit a child.

The alleged victim in this case was actually the persona of a 13-year-old girl that Detective Robert Bauer of the Fairfax County Police Department had created

to capture online predators.

The detective began communicating with the defendant during a multijurisdictional traveler operation that began in July.

During online conversations, the defendant is alleged in charges to have made direct sexual overtures toward the individual he believe to be an underage girl.

State’s Attorney Glasgow’s Crimes Against Children Unit Investigator, Megan Brooks, working with the Fairfax County Police Department, assisted in tracking the defendant’s IP address.

She also visited a Bradley bar the defendant frequents, where she conducted surveillance to match his live description with digital photos he had sent to the Fairfax County detective.

In addition, Investigator Dan Simenson from the Crimes Against Children Unit assisted during the execution of the search warrant.

State’s Attorney Glasgow’s Crimes Against Children Unit became involved in the case at the request of the Illinois Attorney General’s Internet Crimes Against Children Task Force, which had been assisting Fairfax County in the case.

“Our children are sacred. If we are to protect them, we must be willing and ready to lend our expertise to any outside agency that is building a case to take a child predator off the streets,” State’s Attorney Glasgow said. “Megan Brooks is a resourceful investigator who I have directed to extend

her hand in cooperation with law enforcement throughout the country when necessary and appropriate.”

Brooks also is the handler of Cache, a 75-pound Black Labrador that is trained to detect hidden electronic devices that may be used by suspects to store illegal child pornography.

Brooks and Cache have assisted in the execution of dozens of search warrants for agencies that include the FBI, U.S. Probation, and Homeland Security to name a few. State’s Attorney Glasgow makes Cache available to assist other agencies because the dog is one of only two in Illinois with that specific training.

Bollhorst currently is awaiting extradition to Virginia.

In addition to hosting an exhibition at the event, Forest Preserve staff will present information at two of the breakout sessions: Will County Trails and Bikable, Walkable Community Initiatives; and Composting, Waste Reduction and Recycling at Educational Institutions. The Forest Preserve also is a GreenTown Will County sponsor.

“The Forest Preserve is excited to be a part of this regional effort to address key issues and bring about positive change that will create a more healthy environment for those living in our county,” said Lynn Kurczewski,

the Forest Preserve’s director of visitor services.

Despite HQ move, Peoria home to 12,000 Caterpillar workers

Peoria wasn’t always a company town. It was a distillery town, a farm implement town and a river town before the Caterpillar Tractor Co. set up shop.

A bond developed between company and town that became a mutually-beneficial relationship.

Caterpillar rose to international prominence on the strength of rugged, reliable earthmoving machines while the Peoria area gained jobs — not only in bustling factories but at the headquarters of a Fortune 100 company, a rare distinction for a city of a population of 100,000.

But in 2017, that symbiotic relationship underwent a dramatic change.

Caterpillar announced two things that reverberated across central Illinois: the company ditched plans for an expansive office project in downtown Peoria that Caterpillar had promised with great fanfare just two years earlier, and the corporate headquarters would move to the Chicago area.

Peoria would remain Caterpillar’s “home,” the company stated, emphasizing that 12,000 employees would remain in central Illinois while some 300 executives and staff would work out of corporate offices in Deerfield.

Peoria Mayor Jim Ardis expressed appreciation for the employees who stayed behind but called the news “a punch in the gut.” State Sen. Dave Koehler said, “It’s something that everyone feared, but had hoped would never happen.”

The city now has fears of future announcements from Caterpillar management, headed by new CEO Jim Umpleby and board chairman Dave Calhoun, who heads the Blackstone Investment Group, that more jobs might be sent out of town.

While Peoria was jolted by Caterpillar’s actions last year, it’s no secret that the U.S. manufacturing scene has changed mightily since 30,000 people

were employed at central Illinois Caterpillar plants in the early 1970s. That was a time when most of Caterpillar’s machines were assembled in Illinois — in plants at Joliet, Aurora and Decatur as well as across the Peoria area.

Now Caterpillar has more factories overseas — 76 — than it does in the United States, where 62 plants operate. Caterpillar maintains 25 plants in China alone. When it comes to opening plants in this country, Caterpillar follows the trend of big manufacturers that set up shop in the Sun Belt.

U.S. plants opened by Caterpillar in recent years have been in Georgia and Texas while the company recently moved its mining division from Milwaukee to Tucson, Arizona.

Caterpillar Inc., the name the company adopted in 1986, has expanded beyond bulldozers. Along with making a major commitment to mining, Caterpillar is now heavily involved with equipment used for oil and gas exploration, electric power generation and marine engines.

But it wasn’t always that way.

By the time the Caterpillar name was a registered trademark in 1910, the Holt Caterpillar Co. had established a plant in East Peoria in a building that previously housed the Colean Manufacturing Co., a firm that made steam-powered tractors before the company went bankrupt.

Benjamin Holt’s family business started in the mid-1880s in California.

Holt Caterpillar started up a division in the Midwest, moving to central Illinois with just 12 employees.

Fifteen years later, the Holt firm merged with rival C.L. Best Gas Tractor Co., another California-based company, to form the Caterpillar Tractor Co. in central Illinois.

After the 1925 merger, C.L. Best became Caterpillar’s first CEO, a position he held until his death in 1951.

“Clarence Leo Best — no one called him Clarence. His friends called him Leo. At work, he was C.L.,” said Lee Fosburgh, Caterpillar’s archives director.

Fosburgh pointed out that it was Best who got Caterpillar off on the right foot.

“The Best Tracklayer Sixty became the Caterpillar Sixty,” said Fosburgh, referring to the workhorse tractor that

helped establish Caterpillar in the earthmoving marketplace. “Best helped lead the push towards the company’s adoption of the diesel engine. He came up with concepts and ideas right up until his death — at age 71,” said Fosburgh.

Former CEO and Chairman Doug Oberhelman, in remarks made at the 2016 opening of the an exhibit on Best at the Caterpillar Visitors Center in Peoria, said Best’s business acumen was one of the big reasons for the company’s success. Oberhelman noted that Best went to Wall Street for Caterpillar’s initial public stock offering on Dec. 2, 1929 — just weeks after the devastating stock market crash that precipitated the Great Depression.

After presiding over the company’s greatest sales year ever in 2012 when Caterpillar topped $65 billion in sales (an occasion celebrated in Fortune magazine with the headline, “Caterpillar crushes it”), Oberhelman went all-in on mining. In 2010, Caterpillar made the largest acquisition in its history, buying Bucyrus International, a Milwaukee-based maker of large mining equipment, for $8.8 billion. No sooner was the deal completed when mining around the globe went into a tailspin.

As a result, Oberhelman presided over something else: the closing and consolidation of 20 plants worldwide and a dramatic reduction in the company’s workforce. Between 2012 and 2015, Caterpillar laid off 31,000 people.

As a company that sold 34 pipe-laying machines to China in 1975, Caterpillar had a strategy for China in 2010: “We’re going to play offense and we’re going to win,” said Oberhelman at the time. By 2014, Caterpillar had 25 plants in China. But the Chinese market, once so hot, went cool.

But like the heavy-duty equipment it produces, Caterpillar has shown an ability to weather storms, whether inflicted by markets or strong winds.

Caterpillar was already bouncing back from the malaise in the mining industry in 2017 while in April of this year, Caterpillar posted the highest first-quarter profit in the company’s 93-year history with a 31 percent increase in company revenues.

The Joliet West Tigers (3-4,3-4) did not let their nine penalties for 90-yards determine the outcome of the Saturday afternoon affair with the Plainfield Central Wildcats (1-6, 1-6), as they made it three wins in a row after defeating Central by a score of 41-28.

“When you look at our first four opponents, one of them is 7-0, and two of them are 6-1, but even in those games, we fought hard,” said Joliet West coach Bill Lech, “Our kids continue to improve and get better, and that’s all that we ask of them.”

Central struck first in the ball game after a two-yard pitch and catch from junior quarterback James Buck (3-for-6 for 18 yards) to junior receiver Kyle Gockman that gave the Wildcats an early 7-0 lead with 7:40 remaining in the first quarter.

West retaliated just three minutes after the early deficit with a 19-yard reception by senior receiver Kevon Dorris (4-102 receiving) from senior quarterback Alfonso Sanchez (12-19, 182). “[Sanchez] did a great job scrambling left, dodged the defender, scrambling right and then throwing the ball across the field to hit me,” Dorris said.

The Tigers special teams wanted to get in the action as well, as they

did just that, by blocking a Wildcat punt with just two minutes remaining in the first quarter which resulted in the safety.

Starting the second quarter off with a three-yard touchdown run and 42-yard interception return by the Tigers sophomore running back Trent Howland (22,55 rushing) and junior cornerback Kinsyn Shelby, the Wildcats quickly responded and went into halftime with some momentum following a 71-yard pass and catch from Nicholas Barner (14-31, 240) to Tomas Scianna.

Beginning the second half down 21-14, the Wildcats couldn’t continue the momentum much long after a 45-yard interception returned to the house by senior cornerback Tyler Barnette, followed by another touchdown run by Howland.

“All week the defensive backs talked about how it was going to be on us to win this game,” Barnette said. “The front seven did their job stopping the run and forcing them to pass, so on my return I was just patient on the [hitch route] and when I saw my opportunity I just took it.”

Minooka dismantles Romeoville

The Minooka Indians did not allow a potential trap game to hold them back from clinching a playoff berth Friday night, as they did just that, by defeating the Romeoville Spartans (0-7, 0-7) by a final score of 58-0. “[Upsets] have happened in the past so we wanted to make sure our kids knew to not look past any team,” Minooka coach John Belskis said. “You can only try to influence kids and not control them, so we wanted to make it clear nothing is fun when you don’t win a football game.”

Minooka (5-2, 5-2) started off the game with a blocked punt and touchdown recovery by junior Ernesto Ramirez, giving the Indians an early 7-0 lead within the first six minutes of action.

The special teams for Belskis’ crew didn’t stop there, as they would soon after add two more points on a safety. “[Special teams success] is reflected in our practices,” Belskis said. “We don’t want to leave any stone unturned, because we don’t have the [Division I] talent some of these others schools have so for our kids we have to put them in the best possible situations to be successful.”

Alluding to not having the Division I talent some other teams have, and while having a young team, the Indians start a total of 17 juniors, as well as two sophomores.

Minooka added two more scores to end the first quarter with a seven-yard touchdown run by junior running back Noah Ellens (6-81 rushing), and then added to their lead on a fumble recovery by junior cornerback Nick Schultz.

Pathways.org, a not-for-profit organization devoted to providing free child development information to parents and health professionals, recommends parents speak with their children about transitioning to a new school. Encourage children to share what excites and worries them about the transition. The way parents discuss transitions can go a long way toward shaping how kids view the change.

Stay true to your routine. Pathways also recommends parents of students who are transitioning to a new school do their best to replicate first day of school routines from years past. Some familiar traditions might help calm kids’ concerns about their first day in a new school.

Assimilate into a new community before the school year begins. The education resource

Edweek.org notes that the most common causes of students changing schools are residential moves related to parents’ jobs or financial instability. Parents on the lookout for a new job or those who may need to relocate for financial reasons may want to delay moving until the current school year has ended. Moving between school years gives families time to acclimate to their new communities.

That means kids will get time to make new friends. Some familiar faces on the first day at a new school can go a long way toward alleviating the fears children may have.

Volunteer at your child’s new school. Parental involvement at school can have a profound impact on children. The National Education Association notes that children whose parents are involved at school are more likely to perform academically than students whose parents are uninvolved.

Dear Dave: If someone is following your plan, is it a good idea to get mortgage disability insurance during Baby Step 2? — Craig Dear Craig: No, it is not. Mortgage disability insurance is a gimmick, and I would never recommend it to anyone.

I think I know where you’re going with this. During Baby Step 1, I encourage people to save up and set aside a beginner emergency fund of $1,000. Baby Step 2 is where you start paying off all your debts, except for your home, using the debt snowball system.

A thousand dollars may not seem like a lot in savings during that time, but in the beginning it’s an attainable amount to save. Plus, it’s more than a lot of people have when they make the decision to get out of debt and gain control of their finances. Then, after finishing Baby Step 2 you move directly in

Baby Step 3 — fully funding your emergency fund with three to six months of expenses.

What I would recommend is having long-term disability insurance in place. It’s fairly inexpensive, especially if you get it through your employer. — Dave Dear Dave: I’m driving a 12-yearold car with 210,000 miles on it.

The car needs close to $2,000 in repairs, and it’s worth $5,000. I have $40,000 in cash saved, $40,000 in investments, and I make $80,000 a year. Should I pay to repair the car, or buy something else in the $15,000 price range? — Brett Dear Brett: Let’s see, if you wrote a $15,000 check for a newer car and wrote a $15,000 check for the student loans, it would leave you with $10,000. I wouldn’t buy a $15,000 car in your situation. I’d buy a $10,000 car. You could probably sell the old one for around $3,000 if it needs repairs, combine that with your money and get a $13,000 car.
