The City of Joliet bestows this annual award, which recognizes properties that have undergone recent exterior and/ or interior preservation, restoration, rehabilitation, adaptive use, or sympathetic additions, as well as people who exhibit dedication to the field of historic preservation.

Weather may impact preserve openings With winter weather now upon the Midwest, preserve visitors are reminded that not all preserves may be open on time during or immediately after a snow event.

For the public’s safety, some preserves may remain closed as District staff work to plow the roadways to make travel less hazardous. Every effort

will be made to open each preserve in a timely fashion, and the priority will be given to the District’s visitor centers and dog parks.

However, the public is asked for its patience as our staff work to clear the snow and ice.

Preserves may also close early when weather conditions warrant it.

Every year in mid January as Christmas decorations get packed away, poor-fitting gifts are returned to the store and resolutions are made and already broken, gone too are the selfless thoughts that come with the hustle and bustle of the holiday season.

There are no more red kettles and bell ringers in the front of every store, no more giving trees at your place of work and no more thought to stop your busy life to give a pick-me-up to someone in need.

The Joliet Public Library found a way to combat this through their ‘Valentines for Soldiers’ event.

The event, in its second year, offers members of the community to head to the Ottawa Street Branch at 150 N. Ottawa St. in downtown Joliet and create Valentine’s Day cards to be sent overseas. The event runs from 11 a.m. until 3 p.m. and no registration is needed.

Art supplies and light refreshments will be provided and classic romantic movies “How to Marry a Millionaire” (11 a.m. – 12:35 p.m.) and the Princess Bride (12:45 – 2:30 p.m.) will show in the background.

“Everyone thinks about this around Christmas, but they are out there year round and could always use a boost and whatever we are able to do, we will,” said Adult Services Associate Patrick Maloney.

And, while he runs the event now, Maloney was quick to point out that it was not his idea originally.

“Last year, Chris Special served on the programming committee with me and she started this up with,” Maloney said. “At the last minute, she couldn’t do the event, so I stepped in and it was a big hit

and now, she is in a different department and I am still on the programming committee and decided to do it again.”

The Library partners with Manhattan, Illinois-based Operation Care Package to get the cards to those serving overseas — a task co-founder and president Debbie Smothers said is appreciated.

“We have to make sure we are sending packages year round,” Smothers said. “It is not just the holidays, they need to know that they are not forgotten the rest of the year, too. Our goal is that anytime people put their name on our list, that we keep them on our list the whole time they are deployed.

“It is wonderful when groups step up and help like this. We include cards and letters in each package and we are so grateful everyone’s help. Donations don’t have to be anything major — sometimes the simplest things are what they appreciate the most.”

Village officials argue over phone usage Kirkland wanted to know about Chapman’s cell activity during the hours of a Committee of the Whole meeting on Nov. 27

An investigation into cell phone usage sparked public bickering between officials at last Tuesday’s Village Board meeting.

Mayor Rick Chapman and Trustee Barbara “Cookie” Kirkland engaged in a tense conversation shortly after Chapman presented his report regarding a Freedom of Information Act request Kirkland filed with the village staff last month.

Kirkland wanted to know about Chapman’s cell activity during the hours of a Committee of the Whole meeting on Nov. 27.

“We had Joe Sullivan giving us a presentation on sanitary sewer and filtration (needs). Since we paid his group $300,000, I thought it was important,” Kirkland said.

She said Chapman was distracted — regularly looking at his phone and asking Sullivan to repeat himself and present information again.

Residents receiving imposter scam calls If you’re skeptical, take the callers information and call nonemergency number The Will County Sheriff’s Office has received several calls from residents in the past week reporting that they are receiving calls from a Sheriff’s Office Sergeant who is attempting to solicit their personal information.

Residents have reported the (imposter) caller has a ‘southern drawl’. He is identifying himself, using the first and last name of an actual Sergeant who is employed here. The caller ID number is also an actual phone number from our department.

The Sheriff’s Office is advising citizens that this is a scam!

Last week, it was also brought to the Sheriff’s Office’s attention that a caller, identifying himself as “Detective Brown, from the Will County Sheriff’s Department”, had called a registered sex offender stating that they had a subpoena for him and that the sex offender needed to drop off money to a specific location in order to get back into compliance with the law.

The sex offender was already in compliance and was informed that we do not have a Detective Brown and we do not call sex offenders and ask for

compliance money. Although we make every attempt at informing citizens of the most recent scams that are being reported, these scam artists continually come up with different angles and sophisticated ways to trick unsuspecting individuals out of their money.

Please take note - The Will County Sheriff’s Office does not solicit residents’ personal information over the phone, we do not call residents for fundraising reasons, nor do we make threatening phone calls to residents regarding payments for warrants, sex offender compliance or a noshow at jury duty.

If you are skeptical of a call you have received, take the callers information and call the Sheriff’s Office non-emergency number at 815-727-8575.

Please share this information with your friends and neighbors and inform any elderly folks that may fall victim to these scams.

Notice Regarding Partial Federal Government Shutdown The Unemployment Insurance (UI) for Federal Employees program provides benefits for eligible unemployed former civilian Federal employees.

The program is administered by States as agents of the Federal government. This program is operated

under the same terms and conditions that apply to regular State UI. In general, the law of the State in which your last official duty station in Federal civilian service was located will be the State law that determines eligibility for UI benefits. Federal agencies fund UI for federal employees. Eligibility can only be determined once an unemployment claim is filed and established as valid. A determination of eligibility will be made based on the reason and details of the separation from the most recent employer.

“It took away my Christmas holiday to leave my family and come in to deal with this frivolous FOIA,” Chapman said. “I thank (Kirkland) for that.”

“You’re welcome,” Kirkland replied, “I guess it was my mistake.

My problem is it’s unprofessional for you to be sitting here distracted (during meetings), maybe you were playing games (on the phone).”

“You’re an insulting person,” Chapman responded before Trustee Tony Luciano asked that they move on to other agenda items.

New Year, New Laws in Illinois As the dynamic of Illinois government changes with the January 14 installation of J.B. Pritzker as governor, the state already has new laws on the books that took effect on the first of the year.

CHILD WELLNESS AND WELFARE House Bill 4226/PA 100- 0747

Senate Bill 3256/PA 100- 0606

This bill requires the Department of Public Health to develop, publish and disseminate a brochure to educate the public on the effects of concussions in children and how to look for warning signs. Requires schools to provide the brochure free of charge to parents/ guardians of children who may have sustained a concussion regardless of where the concussion may have taken place. Provides that the State Board shall (as opposed to may) adopt rules to administer concussion oversight teams, including rules governing the informal or formal accommodation of a student who may have | 20 sustained a concussion during an interscholastic athletic activity.

Under Senate Bill 3256/PA 1000606, a 72-hour waiting period is created on all firearms, not just handguns. The bill also eliminates the current exemption from the waiting period requirements for the sale of a firearm to a nonresident of Illinois while at a recognized gun show. The bill retains the current 24 hour withholding period for stun guns and Tasers. A violation of this provision would be a Class 4 felony. The bill also eliminates the current statutory exemption from the waiting period requirements for the sale of a firearm to a nonresident of Illinois while at an official gun show recognized by the State Police.

This bill requires DCFS to keep all unfounded reports of child abuse or neglect in its central register for a minimum of five years (currently three years). Seeks to provide DCFS investigators more information so they may better recognize patterns of abuse or neglect.

This bill requires licensed prescribers of controlled substances to complete three hours of continuing education on safe opioid-prescribing practices prior to renewing their prescription license. They can count continuing-education hours offered by an accredited professional association, a state agency, a federal agency or hours used to meet the licensing requirements of other states toward this requirement.

House Bill 3920/PA 100-1004

Senate Bill 682/PA 100-1023

This bill advances a penalty reduction for driving on a suspended or revoked driver’s license for failure to comply with an order to pay child support or to comply with a visitation order, as well as for unpaid parking tickets. Only after someone racks up three or more tickets without paying any fees associated with the citations will they be guilty of a Class A misdemeanor driving while suspended or revoked.

This bill specifies that insurance companies/MCOs cannot require prior notification of specified inpatient and outpatient substance-usedisorder treatment. It establishes procedures for insurance companies to terminate coverage of substance-use disorder treatment. It provides for discharge notifications to be provided to insurance companies. It makes other changes.

Senate Bill 2386/PA 100-0971

This bill sets penalties for those found to be reckless dog owners and allows courts confiscate dogs from those owners for periods ranging from 12 to 36 months for the first violation.

On a night celebrating junior guard Jazz Evans eclipsing the 1,000 point mark in her basketball career, the Plainfield South Cougars spoiled the Joliet West celebration by defeating the Tigers 47-39.

Neither ballclub held a lead for more than two minutes in the first quarter of play, and the Tigers got off to the early lead going into the second quarter up 11-9, after getting to the free throw line four times.

Evans (11 points) led the way in the second quarter for the young Tiger squad who only feature three seniors, dropping eight points in the quarter, with two back-to-back 3-point shots at the 3 minute mark.

West went into the locker room at the half up 21-20, after a tenacious first half play.

South senior guard Shannon Smith (18 points) imposed her will on the young Tigers, scoring five quick points in a 9-2 Cougar early second half run.

“All of the credit goes to this team,” Smith said. “You can see it in every practice and every game, we always get one percent better and that really makes a large impact on what we do.”

The Cougars also went down in the record books, tying the record for most school wins in team history with 12.

“That was something I didn’t really want to mention because I didn’t want them to get nervous about it,” said South coach Lincoln DePaula. “The biggest thing is the progress that they have made, the other reason why I try not to make a big deal is because I believe their ceiling is higher than 12 wins.”

South turned up the energy even more on the defensive side of the ball in the third quarter, translating that into a 33-29 lead heading into the final quarter of play.

St. Francis track and field season gets underway indoors Brandon Ruffin (Peoria, Ill./ Peoria) took home titles in the 60-meter dash and the 200-meter dash to pace the University of St. Francis men’s track & field team’s performance at the Fighting Bee Invite hosted by St. Ambrose University on Friday.

Ruffin was one of four Saints to finish top 8 in the 60-meter dash. His time of 7.05 seconds was just ahead of teammates Elihu Young (Blue Island, Ill./ Eisenhower), Moses Biosah (Maywood, Ill./Proviso East) and Kaizer Giddie (Plainfield, Ill./Plainfield South) who finished in third, fifth and eighth respectively.

In the 200-meter dash, Ruffin paced the field with a time of 22.62 seconds. Young and Giddie were sixth and seventh respectively in the event. Thomas Brown (Olympia Field, Ill./Prairie State) rounded out the Saints’ performance on the track, taking sixth in the 1,000-meter dash.

Akwasi Aikins ( Joliet, Ill./ Plainfield Central) was USF’s leader in field events, ranking second in the long jump (6.61 meters or 21 feet 8 inches).

The Saints compete at the Grand Valley State Lints Alumni Meet next Saturday, January 19.

• The University of St. Francis women’s basketball team stifled Judson University on Saturday afternoon at the Sullivan Center, holding the Eagles to a seasonlow 34 points in a 59-34 victory.

The No. 14 Saints (13-5, 9-1 Chicagoland Collegiate Athletic Conference) limited Judson’s (7-10, 4-6 CCAC) offense to half of its season average (68 points per game). USF also held Emylyn Wright, the nation’s leading scorer, to nine points on 4 of 14 from the field. It was the second-lowest point total of the season for Wright who came into the contest averaging 24.7 points per game.

In the first half, USF dug in defensively to gain some separation. St. Francis held Judson scoreless for over 10 minutes, turning a 10-9 lead into a 21-9 advantage.

After leading by seven at the break, USF kicked up its ef-

ficiency on the offensive end in the second half. The Saints shot 58 percent from the floor and nailed eight 3-pointers in the final 20 minutes. A 21-point fourth quarter put a bow on St. Francis’ 25-point victory.

Kaitlin Aylward (Elmwood Park, Ill./Trinity) paced all players with 20 points and nine rebounds, while also adding four assists, two steals and two blocks. The Saints’ bench provided a big spark with 26 points, led by a season-high 11 from Allee Hernandez (Homer Glen, Ill./Providence Catholic). Hernandez knocked down a trio of 3-pointers on her way to a perfect shooting night and also chipped in with four rebounds, two assists and two steals. Kalyn Sias-Chaney (Milwaukee, Wis./ Dominican H.S.) dished out a team-high five assists.

As a team, USF had 19 assists on 23 made baskets and scored 21 points off of 21 Judson turnovers.

Lewis Holey (Sydney, Australia/Vermont Technical College) led the Saints (14-6, 8-2 Chicagoland Collegiate Athletic Conference) by posting his seventh double-double of the season. He matched his season high with 17 points and also grabbed 13 rebounds. Cole Micek (Los Angeles, Calif./Moorpark College) added 15 points and four assists, while Antonio Hughes (San Francisco, Calif./Skyline College) matched Micek’s scoring output on 7 of 8 from the floor. Pietro Badalassi (Canber-

As a team, USF is averaging 99 points per game on 57.6 percent from the field during its four-game winning streak. The Saints are also knocking down 44.7 percent of their 3-point attempts and 83.5 percent of their free throws during the stretch.

On Saturday, St. Francis came out of the gates strong on the defensive end, holding Judson (414, 2-8) to just one basket in the first five minutes of the game to open up a 14-3 lead. The Saints’ double-digit margin lasted for the majority of the half until the Eagles finished the period on a 15-5 run to pull within three at the break.

Judson took a pair of twopoint leads early in the second half but those were the visitor’s only advantages of the afternoon. Trailing 42-40, USF ripped off a 10-2 run, including four points each from Howard and Badalassi. Then, a few minutes later, back-to-back 3-pointers from Hughes and Mitch Kwasigroch (Manhattan, Ill./Lincoln-Way Central) extended St. Francis’ margin back to double digits.

The Eagles pulled as close as six on a couple of occasions but the Saints kept Judson at bay by scoring on their final 13 possessions of the contest.

peat the same financial stupidity. You need to have that future cleared up, and it isn’t going to be cleared up until he proves he has changed his heart and his ways. In his case, that means showing he has become a grown-up and isn’t buying toys he can’t afford anymore.

I know where you are, and I know where he is right now. I’ve been there. Years ago, I was a “grown man” but I was still really a little boy buying things I couldn’t afford to impress people I didn’t even know. This guy likes stuff. He likes shiny trucks, shiny things to pull be-

But it’s time for him to sell all the crap, grow up, and start putting you and your family first. Keep talking to him. Explain how important it is to you that you’re both on same page financially and in every other aspect of your marriage. Until he proves he’s ready to do that, though, I’d say just hold on to the inheritance money.

Veteran reporter Brian Stanley joins staff Voyager Media is happy to welcome veteran reporter Brian Stanley to the staff of the Bugle, Enterprise and Sentinel. While he’s the new guy at the office, Stanley already has plenty of reporting experience and a lifelong connection to the Plainfield and Shorewood areas. “I didn’t think I was that old, but I remember when Caton Farm Road was the only stoplight between Shorewood and Plainfield,” Stanley said.

Stanley grew up in Shorewood and attended St. Mary’s Immaculate Church in Plainfield. He attended the Troy schools, Joliet West High School and Joliet Junior College before receiving a degree in Communications and Journalism from Governors State University.

He also worked as a waiter, forklift operator, movie extra and auto repair manager before he started covering crime in Will and Grundy counties for more than 10 years.

“I’ve come full circle. My first regular assignment as a journalistin-training was reporting on the Shorewood Village Board,” he said.

“We are thrilled to have a reporter with Brian’s experience, passion

and credibility,” said Voyager Media Editorial Director Mark Gregory. “Brian brings a wealth of knowledge to our news team and readers can trust when they read his stuff, it will be fair and accurate. I remember reading Brian’s work during his previous stint covering local news in Will County and I could not be happier to have him on board.

“I’m happy to reminisce. Downtown Plainfield is still Rock’s Deli, Sound Investment Records and that ancient newsstand with the wooden floor. I have still never found better deep dish pizza than what they had at Gomer’s Garage in the Shorewood Plaza,” Stanley said. “But more than that I want to hear what affects the people here now. Everything changes so we might as well find out about it. I want to know what matters to you.”
