Group moves forward on I-80 concerns Residents United for Safer Highways brought representatives, officials, community together to discuss transportation, infrastructure

With 37 fatal crashes dating between 2001 and 2016, transportation infrastructure issues along Interstate 80 near Joliet became the focus of a recent community town hall meeting.

The event, at University of St. Francis in Joliet, organized by a group dubbed Residents United for Safer Highways (RUSH), joined a number of transportation organizations’ representatives, state and local municipal officials, residents and other community members, seeking solutions to the issues noted over the years.

Marc Poulos, executive director of the Indiana, Illinois & Iowa Foundation for Fair Contracting, referenced the number of fatalities and said it is time to make investments to prevent vehicular crashes, many of which result from the design of the roadway.

“I can tell you that from doing this transportation and infrastructure [job] for the last decade, a lot of these things are avoidable,” he said.

A Phase I study of Interstate 80 is to be completed in 2018 to give representatives for transportation organizations and state and local officials insight on how to approach the project.

The Illinois Department of Transportation tackled a number

of transportation infrastructure projects over the years, with efforts taken on to add new lanes to Interstate 80 East, extend Interstate 55, widen arterial roads in Will County, and fund the multimodal facility in Joliet.

“IDOT understands and the State of Illinois understands that we have issues here, that we have problems here, and we need to find solutions sooner rather than later,” said Randall Blankenhorn, secretary of the Illinois Department of Transportation.

Blankenhorn wanted it to be clear that IDOT is not resting on its laurels.

“At the end of the day, IDOT isn’t going to fix this problem by itself,” he said. “We need to have our communities; we need to have the county; we need to have the public helping us think through what are the right solutions, how do we do it faster, how do we do it more efficiently, how do we more wisely spend tax-

payer dollars, to make sure that we’re providing that safe, efficient system that we really want to talk about.”

When asked if Illinois State Toll Highway Authority would be willing to take Interstate 80 off IDOT’s hands and make it a tollway, Kevin Artl, chief operating officer for the Illinois Tollway, said they must study the situation to determine if it is feasible to get involved. There are several options to be explored, some of which require the federal government to take it up and others that do not.

Joliet is one of several communities affected by the issues facing Interstate 80 whereby Joliet officials have been lauded for efforts to make transportation infrastructure a priority.

“I know I’ve been to Washington, D.C. talking about this issue,” Joliet Mayor Bob O’Dekirk said. “[I’ve] been complimented by labor leaders in Washington,

D.C. and elected officials who are pointing to the [Houbolt Road] bridge as the way going forward.”

The City has not yet announced when work slated to begin on the Houbolt Road bridge project, which will utilize a public-private partnership to make it possible. Joliet officials recently took action to form a pact with Will County dealing with some related property along Vetter Road to help advance the effort. Efforts to construct the Houbolt Road bridge will rely on $21 million in state funding and another $160 to 180 million through a publicprivate partnership.

Poulos said having the town hall meeting is a step in the right direction and applauded everyone on hand for coming out.

“You have to get people that are in the community involved in order to voice their opinions about this and show up to things like this to effectuate change,” he said.

Officials amend policy sexual harassment

With the local and national attention sexual harassment in the workplace has received in recent months, the Shorewood Village Board of Trustees took action at its Jan. 9 meeting to become compliant with updated standards from the State of Illinois.

The amended policy, unanimously approved with the second reading waived, is something every municipality in Illinois must move to adopt.

Village Board action is predicated, in part, by the State of Illinois’ recent passing of updated legislation.

The amendment aims to supersede all prior existing codes in Shorewood.

The new policy now extends protections to all employees and volunteers, regardless of the type of employment arrangement and goes on to state that they are all responsible for complying with the new measures prohibiting sexual harassment.

Sexual harassment in all its forms is forbidden in the workplace, including those based on age, race, color, religion, sex, sexual orientation, national origin, disability, pregnancy, or veteran status.

Typically, Village of Shorewood employees receive a copy of any revised policies.

Contractors and subcontractors are to be notified via bid documents, which commonly require that they comply with all of the Village’s codes.

Trustee Dan Anderson questioned how Shorewood should

get the word out to volunteers about the new legislation.

Village Attorney Dave Silverman said an email could be sent out to everyone telling them that they’re subject to the new policy.

Under the amended code, protections are outlined to help victims to navigate the process of filing a report and entering an investigation.

The policy maintains that retaliation against an individual for filing a harassment claim is prohibited and goes on to note that such complaints are to be directed to the Illinois Depart-

The board adopted a resolution to honor the Troy Middle School seventh-grade girls basketball team for earning the right to be named State Champions in 7-4A Class following a 28-0 overall record for regular season play.

Members of the team included Jasmine Brown, Andie Burch, Kaylen Coggins, Janiyah Jones, Grace Morrow, Jayleen Sanchez, Melle Slager, Ashlei Thomas, Lisa Thompson, and Akeisha Watson.

The coaching staff was comprised of Head Coach Mark Peters and Assistant Coach Serena Cruz.

Sears made modern retail

BY ERIC PETERSON OF THE DAILY HERALD As the home of Sears since the late 19th century, Illinois is the birthplace of modern retail.

Even today’s colossus, Amazon, can trace the roots of its business model to Sears’ original mail-order business that popularized the notion of buying products at home without first seeing and touching them in person.

“There were some small mailorder companies before, but Sears became the largest, the most successful, the giant,” said Libby Mahoney, senior curator of the Chicago History Museum.

And if it seems strange that such a retailer could grow strong enough to make its headquarters the tallest building in the world as Sears did in Chicago in 1973, consider today’s intense competition among cities to house Amazon’s second headquarters, she said.

It was Chicago’s central position in the nation’s railroad and highway networks that made it a better place for Richard Sears to operate the mail-order watch company he’d started in Minneapolis the previous year, 1886.

In Chicago, Sears partnered with watchmaker Alvah C. Roebuck, leading to the longtime name of the firm being Sears, Roebuck and Co. Its first catalog featuring only watches and jewelry was published in 1888, while its first large catalog of general merchandise came along in 1896. Sears wooed customers with promises of savings gained by eliminating the middleman. It popularized the money-back guarantee to build trust with the consumer, Mahoney said.

The gradual diversification of the company’s products seemed to know no bounds, perhaps best illustrated by the advent of Sears Modern Homes. Between 1908 and 1940, Sears sold about 75,000 such homes around the country by mail-order. Many of the homes, which came in 447 different designs, exist today.

Such a company at that time was largely dependent on the U.S. Post Office for its success and reliability, Mahoney said.

But eventually, Sears, Roebuck’s original mail-order business began to be threatened by the greater urbanization of the country after World War I. The solution — championed by then-vice president and future company President Robert E. Wood — was the introduction of brickand-mortar stores in the 1920s.

Many other innovations followed under Wood’s guidance, including getting into the insurance business during the Great Depression with the creation of Allstate Insurance. Like several other Sears-created brands, Allstate eventually would be spun off as an independent company, but not until 1993.

Although Sears has never been a manufacturer, its brands such as Craftsman tools, Kenmore appliances and DieHard batteries helped build the company’s reputation.

Even as the biggest of all, Sears didn’t take customer loyalty for granted, Mahoney said.

“They were really trying to improve the appearance of their products and make them stylish in the 1930s,” Mahoney said. “I think they were really savvy merchants.”

The nation’s economic recovery after World War II was what enabled such imitators as Kmart, Target and Kohl’s,

but probably not until the 1970s or 1980s did they start to have a significant impact on Sears’ business, Mahoney said.

Even in the mail-order years, the Chicago-based Montgomery Ward was the country’s distant second-place retailer, despite having started earlier.

“Sears always seemed to have the upper hand,” Mahoney said. Nevertheless, Montgomery Ward’s successfully carved a niche for itself by deliberately selling different products than Sears did, she added.

For the past 25 years, Sears has made its home at the 780-acre Prairie Stone Business Park it created on the west side of Hoffman Estates. Though the now-vanished Poplar Creek Music Theater was probably the first name that put Hoffman Estates on the regional map, Sears was an even bigger one, Mayor Bill McLeod said.

“When it was announced, it was a really big deal,” McLeod said. “Sears was an iconic retailer. It obviously brought a lot of attention to the village. Sears made a big difference.”

Among the other developments that have located around it are the Sears Centre Arena — now home to the NBA G League’s Windy City Bulls — and the Chicago region’s 185,000-square-foot Cabela’s store.

The westward expansion of the village’s commercial presence was followed by equivalent residential growth.

“There was very little housing on the west side of the village before Sears came,” McLeod said.

Though headlines today often chronicle the company’s present struggles, reminders of Sears’ heyday are all around. These include the call letters of Chicago radio station WLS — which stands for “World’s Largest Store” for the four years Sears owned the station in the 1920s — and the name of Schaumburg’s massive Woodfield Mall, which honors both Robert Wood and iconic Chicago merchant Marshall Field.

But for a business based in the greater Chicago area for more than 130 years, Sears’ longevity and influence are historic, Mahoney said.

“They’ve hung on longer than the stockyards,” she laughed.

CHAMPS Lockport takes own regional boys bowling title; Minooka wins at Joliet West as three advance

It game down to the final game for the qualifying spots in the Lockport boy’s bowling regional this past Saturday at Strike & Spare Lanes.

Lockport ran away with the team title, bowling a six game total of 6,531 to beat Osewgo East by 242 pins. But the story was for the final two qualifying spots as Plainfield Central, North and South were all in the mix.

It came down to the tenth frame as North captured the third spot (6,208) and Central (6,205) hung on to claim the final spot.

South missed out by a mere 20 pins.

The sectional will be Saturday at Laraway Lanes in New Lenox with the top six teams and seven individuals not on a qualifying team, advancing to the state finals the following week in O’Fallon.

The Cougars bowled their best game (1,120), finished and watched as North needed a 1,080 to claim a qualifying spot. The Tigers came through and bowled an 1,102. It was also their best game of the day.

“This team came thru when it mattered,” said an ecstatic Nancy Kolb-Puglisi, the Tigers coach.

“We, the coaches, knew what we needed, we all were scoreboard watching and we tried not to let the kids know. With South right next to us and bowling so well it just fueled our fire. It was so exciting and we were tired of seeing our name in that fifth position all day.”

North was led by the eighth place finish of junior Tyler Wilmoth (1,318). Bryan Mulcahy was 11th (1,308) and Zach Barranco finished 17th.

“All in all it was a good day,” Central coach Gerald Oshita said.

“We started out really strong that put us in a good position.

We struggled the fifth game, but came back in the final game. “I’m proud of each and everyone on this team. We didn’t get down after that fifth game and responded well.”

The hard luck Cougars got better each game after the morning break.

“Our kids got hungry today,” South coach Brian Zettergren said. “We bowled our best at the afternoon and at the end. You always worry as a coach how your team will respond after the morning session. This team did a great job. In the morning we just

The individual title proved to be just as exciting as South junior Austin Griffith and Central senior Karl Burns tied with a score of 1,443. The tie was broken on the sixth game score, as Griffith bowled a 279 to claim the regional title.

“I’m blown away,” Griffith said, who was in fourth place entering the final game. “But I would much rather have the team going to sectionals. The last couple of games for us were incredible, but we fell just a little short. I bowled well today, but again, it was because of my teammates, they made me better.”

Burns, who many believe is the co-champion, lead the majority of the day and talked about his effort.

“I bowled well today and stuck to my game,” Burns said. “We never got down as a team and stayed together even after that bad fifth game. We adjusted, never got down and qualified as a team. If we can do that next week, we can qualify for state.”

The Wildcats also received a 13th place finish from Ryan Arens.

Also qualifying as individuals for the sectionals were three bowlers from South, as Griffiths will be joined by Cody Gleim, who finished 18th and Christian Knowlton placing 22nd. Alex Acosta from Bolingbrook also qualified.

At the Joliet West Regional at Town and Country Lanes in Joliet, Minooka took the title with a total pin fall of 6110, while Joliet West was third with 5992.

Joliet Central (5451) was eighth and did not advance.
