A Chicago non-profit has revamped its plans to build apartment buildings for veterans on the site of the old Silver Cross Hospital. Although the Volunteers of America’s original idea seemed to go nowhere early last year, representatives have submitted a new proposal to the city. They explained it to local leaders during the City of Joliet Land Use and Legislative Committee meeting held Thursday afternoon at city hall. Now that five acres of land have been added to the site plan, the officials seem more receptive to the idea. Volunteers of America – or VOA -- is a 117-year-old national service organization.
