Bettye Gavin is the new District 4 representative on the Joliet City Council. Mayor Tom Giarrante chose her for the position after former bettye gavin Councilwoman Susie neW district 4 representative Barber, 70, resigned on on the joliet city March 5 citing reasons council related to her health. Gavin will serve the remainder of Barber’s unexpired term that will end next year. For the past two years, Gavin has been director of the Forest Park Community Center on the East side of the city.
