Joliet native elected president of Will County Board of Health Zelko appointed to board in 2008 Former executive director of the Will County Health Department James Zelko was named the next president of the Will County Board of Health during the board’s Nov. 18 business meeting.

The Joliet native retired from the health department May 30, 2008, after more than 37 years on the job. Before being appointed as executive director in 1991, Zelko performed many roles in the department. He remained executive director until his formal retirement.

Zelko was appointed to the board of health in 2008 and has served six terms as board secretary. He replaces former president John Hines, who was appointed to the board in

1998 and served 10 successive terms as President before his retirement.

The board of health also named Billie Terrell, Ph.D., LCSW, ACSW its new vice president.

Terrell is a professor at the University of St. Francis in Joliet and chairs the Master of Social Work program. She specializes in individual and family treatment from a multicultural perspective and has more than 30 years of professional experience.

Additionally, Dan Forsythe will replace Zelko as board secretary.

Forsythe is the Manhattan Fire Department Chief and has been with the agency for more than 37 years. Judith McDonald, Ph.D., was reelected as member at large.

She has served continuously on the board since October 1994.

Yard waste pickup ends Friday, December 11 Trees greater than 5 feet in length, must be cut it in half The city of Joliet and Waste Management are reminding residents that the last day for yard waste pickup will be Dec. 11. Yard waste collection will

resume April 1.

Individuals with a real Christmas tree can set it out for pick up after Dec. 25 at their normal pick-up location on their regular trash day. If the tree is 5 feet in length or less, set it out in one piece. If the tree is greater than 5 feet in length, it must be cut it in half. The Christmas trees will be collected until Jan. 29.

The weekend started off cold and wet, but the chilly temperatures couldn’t dampen the holiday spirit for the hundreds of area residents who showed up in downtown Joliet for the annual “Light up the Holidays” festival and parade.

The day once again served as the official kick-off to the Christmas season, with family fun and festivities for everyone who made their way downtown Nocv. 27. Light up the Holidays included activities for families at the Joliet Area Historical Museum, a movie at the historic Rialto Square Theater, events at downtown businesses and carolers entertaining the crowd in Van Buren Plaza The night was capped off by the annual holiday parade. Families by the dozens bundled up and enjoyed some hot cocoa, while police and fire personnel, area marching bands, and local clubs and businesses marched through downtown, entertaining families

Joliet Mayor Bob O’Dekirk thanked the crowd for showing up on a chilly night to celebrate the season, noting that the event shows the strong sense of community pride in the Joliet area.

Senate Democrats urge state to release motor fuel tax money breaking down the numbers 2014 motor fuel tax funds

Will County municipalities received more than $21 million in motor fuel tax funds from the state of Illinois in 2014, but whether or not they will actually see their share of gas-tax dollars is still up in the air.

Last week, Senate Democrats went on the offensive and called on the state to release the funds, which local governments use for various road projects and maintenance. State sens. Jennifer Bertino-Tarrant, D-Shorewood, and Pat McGuire, D-Joliet, each released statements Nov. 25 criticizing the governor’s veto of legislation earlier this summer that they say would have authorized the release of MFT funds and urging the Illinois House to approve a second bill that would allow the money to be released.

“The governor should have never vetoed legislation allowing the gas tax money to be spent,” Bertino-Tarrant said. “It belongs in our district.”

Bertino-Tarrant’s 49th District covers parts of Joliet, Plainfield, Bolingbrook, Romeoville and Shorewood.

In total, she noted that local governments in Will County received more than $21 million in MFT funds in 2014. Among them, Joliet received $3.6 million, Bolingbrook $1.82 million, Crest

Hill $515,860 and Shorewood $386,579.

Plainfield received $979,904 from the MFT fund in 2014, and Village Administrator Brian Murphy said that money is critical to the village’s street resurfacing program.

“Without the state funding, we would have to cut back on the resurfacing program, essentially cutting it in half,” he said, noting that the village contributes $1 million to the program.

In September, the Illinois Senate approved a bill that would release the money. But that legislation, Senate Bill 2046, is awaiting a vote in the Illinois House.

Bertino-Tarrant noted that every Republican senator opposed the bill, which she said came at the urging of the governor.

“This whole ordeal has been frustrating,” she added.

“The money belongs to the community.”

And with winter approaching, McGuire said the state budget stalemate and its impact on the MFT fund will make it difficult for local governments to keep roads safe.

“One of the basic duties of government is to make sure emergency vehicles can get to people in need and people can get to work, school and the store when snow falls,” he said. “As winter approaches, it’s imperative the state of Illinois quits holding hostage the money our cities,

County board approves $482 million budget Board also approves 3.7% decrease in corporate fund tax levy The Will County Board announced that it will go into the 2015-16 fiscal year with a balanced budget.

Board members approved the $482 million budget, as well as a 3.7 percent decrease in the county’s corporate fund tax levy, at the board’s Nov. 19 meeting.

“With the economy improving and new construction starts increasing, Will County is reaping the benefits,” Chairman Jim Moustis said in new release. “We are seeing more jobs, increased retail sales, and more people calling this county their home. As a result, revenues are on the rise, and I’m pleased we are able to provide tax relief to homeowners by reducing the levy.”

The corporate fund levy was 0.6433 percent last year and accounted for almost $116 million of revenue, according to the release. This year, the board

was able to reduce the levy to 0.6196 percent and bring in an additional $1.3 million in revenue due to new construction.

That decrease means the owner of a $200,000 home – with the same assessed value as last year – would pay approximately $16 less to the county.

Finance committee Chairman Mike Fricilone, R-Homer Glen, said the 2015-16 budget uses tax dollars responsibly. “While other county’s continue to find ways to tax residents more and more, we are cutting taxes and finding ways to rein in spending,” he added. “We are always working closely with all department heads to achieve this important goal.”

The county said the budget includes an additional $3.2 million to account for rising healthcare costs.

“This budget provides a solid roadmap for the county to meet the demands of our residents, while also planning for the future,” Democratic caucus chairman Herb Brooks Jr., D-Joliet, said.

The new budget took effect Dec. 1.

This week, we celebrate the United Nations’ International Day of Persons with Disabilities -- a day where the world special voices joins together to raise By Daniel awareness about Smrokowski disability issues, promote action, and draw attention to the benefits of an inclusive and accessible community for everyone.

This is a time where we focus on an individual’s abilities and a time to educate our communities about how to include those of us with special needs.

This year’s theme is “Inclusion matters: access and empowerment of people of all abilities.” Inclusion applies to people who are diagnosed with all types of disabilities -- both visible and invisible disabilities.

Take, for example, this year’s subtheme: Including people with invisible disabilities. It was back in my time in college that I first began to better understand both the invisible disability that I was diagnosed with, as well as the difference between disabilities that are seen and unseen.

Visible disabilities are often referred to as ones that people may visually perceive and therefore usually see something

we are unable to do. Down syndrome, cerebral palsy or a speech disorder are a few common visible disabilities.

An invisible disability is one that may take a little while for others to perceive.

Learning disabilities and autism are a couple common invisible disabilities.

A good community is one that is built on inclusion, and the way we grow to have better inclusion of those of us with special needs is through acceptance. It is when we come to accept the different abilities that we show that acceptance, and inclusion can then become a regular part of our society. And, the way we come to have acceptance is through awareness.

Our communities need to first become aware of the various special needs that some individuals have. Awareness leading to acceptance and then inclusion can truly change the world.

A powerful example of acceptance and inclusion is that of my friend and previous “Special Voices” athlete Bree Bogucki. Bree, diagnosed with autism, is a fellow athlete and Global Messenger in Special Olympics Illinois.

She has always had a difficult time being accepted and included in a mainstream setting within her school.

That is, until her sophomore year of high school when the game began to change.

It was the beginning of Bree’s sophomore year of high school when her older sister, Kailey, began attending college about four hours away from their home. Since Kailey had been Bree’s best friend, Bree had slipped into a depression.

For those who know Bree, she moves at a slow pace, as recalled by her mom, Mary Ellen, in a recent blog post.

In helping to combat her daughter’s depression, Mary Ellen took Bree to therapy. A few weeks after starting

therapy, Bree came home and announced she had joined the high school track team. Mary Ellen reached out to the head coach who then suggested that Bree could be his manager.

But Bree didn’t want to be a manager, she wanted to participate. She wanted to run!”

Even though Bree came in last place during her first meet, her teammates, those without special needs, were proud of her. Her peers had accepted and included her as part of their community.

Fast forward to today, Bree is in her senior year of high school and added cross country to the list of mainstream sports she has participated in. She has gone from last place to be an alternate on the girl’s varsity cross-country team.

Bree added cross-country because for the first time in her mainstreamed life, she was accepted. Despite the invisible disabilities that she was diagnosed with, Bree was included.

It is with one’s own determination but also the right support, encouragement and friendship that one with invisible disabilities can be motivated to rise above any challenges that one may face along the way. Bree’s inclusive story shows us that we truly can live in a world accepting of those of us with invisible disabilities.

STEELMEN win wjol Joliet Central claims its third WJOL Thanksgiving title in a row

When teams enter their early season tournaments, they do so more to learn about their teams and get better for the rest of the season than to win a tournament title. That being said, for the last three seasons, Joliet Central has done both.

The Steelmen defeated Minooka 51-38Saturdayinthechampionship game of the 20th annual WJOL Thanksgiving Classic held at the University of St. Francis.

Even winning the tournament title, Joliet Central coach Jeff Corcoran knows the Steelmen have some things to fix to be a solid team in the SouthWest Suburban Conference Blue Division.

One of those is to secure the ball more at the point guard position.

“We are young and inexperienced at that position,” Corcoran said.

“Cameron (Blackmon) is doing a great job, but his lack of playing in this type of speed to a game will hurt him, but he will grow and progress as the year goes on and he is our guy. (Jose) Grubbs does a great job of handling the ball when we have to switch that out and Malik (Fuller has experience), but having another guard who can do that will be beneficial for us.”

Central hopes to get that player back in the form of Taquan Sims who missed the entire tournament.

“TQ will add another valuable

piece for us because he can make us go, too. We aren’t going to take the ball out of Cameron’s hands,” Corcoran said. “He is doing a good job as a sophomore and learning our system.”

Corcoran wants the Steelmen to be able to close out games when they have an early lead.

“We had some opportunities to extend the lead and then to play different styles and they have to find a way to convert those,” Corcoran said. “Right now we are a step short when we go to the basket or we try and go up and under when we should extend how we are supposed to and make contact.

That is something that will come as the year goes on.”

Outside of Blackmon, Fuller and Grubbs, who was the WJOL Tournament Most Valuable Player, the Steelmen are looking for quality floor time from others on the roster.

“We have gotten some big things out of (Marcellus) Hornsby,” Corcoran said. “The other guys have to find their identity. We need to find some of these juniors.

(Jomarre) McNair is coming out of football and is doing a great job for us. This is the first year in a few that I haven’t had that defensive stopper and early on, he is the guy who is trying to take that role and that is s good niche for him.”

Central went 3-1 overall in the tournament, falling only to Romeoville in the closing seconds of the second pool play game.

Dietz all state for first time

For the fourth straight season, Lockport’s Carolyn Dietz has competed at the state swim meet in the one meter diving event.

And every year, she has improved her place.

This season, the Porter senior finished seventh with a score of 426.80.

“I was just hoping for top 12 and I am happy I finished seventh,” Dietz said. “Once I was in the finals, it was really easy to come out and just relax and have fun. When I am less stressed, it helps me on my dives. This was really cool to make it here to the second day.”

The journey for Dietz has been an enjoyable one, she said.

“Freshman year I was just happy to make it state, sophomore year was the same thing, but I moved up where I finished at state,” Dietz said. “Last year I missed first cuts by .1 and I was 17th. I was pretty upset, so this year I used that as motivation to come

here and perform this weekend.

It has been a great experience watching myself grow from freshman year.”

Lockport junior Jessica Wirtz also advanced to the state meet in diving and placed 23rd overall and did not advance to the finals.

In swimming events, the quartet Brittney O’Neill, Makayla Kraus, Emily Johnson and Lauren Estes placed 28th in the 200 free with a time of 1 minute, 39.52 seconds.

O’Neill, Estes, Kirsten Breitbarth and Sharlene Solis advanced to state in the 200-yard medley relay, but were disqualified.

Lockport, Joliet Central learn at tournament

With Lockport girls basketball coach Dan Kelly entering his second season at the helm and with more players having another year of varsity experience, the Porters look to be a team that will be trending up in the area.

Lockport opened with solid play in the season-opening Romeoville Thanksgiving Classic, showing the type of style and hustle Kelly is looking for.

“We have to get the ball out and run,” Kelly said. “We have to do a lot of work in terms of how we are going to run the floor in the offense. All we are

ever going to ask for is that they give the most effort and (early on) we are getting that, so I am happy with that.”

The Porters will look to senior Kianna Campbell and junior Elena Woulfe this season.

“Kianna has been a three-year varsity player, Elena is now a two-year varsity player and they are two kids that we are going to rely on,” Kelly said. “They are kids that have been in our system now for two years and they have a good understanding of what we are doing. They both have the ability to put the ball on the floor and attack and force the action. They both can shoot free throws, so we tell them to get to the lane, get fouled and shoot free throws.”

“We are looking for all of them,” Kelly said. “We need every single girl on the roster to do their part and fill their role and contribute to the team whatever way we need.”

Overall, Kelly is happy with the way the Porters prepared this season and is looking to bear the fruits of their labor.

“I expect an improvement over last year. At this point this year, I feel more confident than I did at this point last year, but that is to be expected,” Kelly said. “The girls busted their butts in the offseason and did a lot of work in the offseason and came ready to play. I feel our conference

(SouthWest Suburban Blue) is one of the best in the state and we want to be a team that other teams in the conference respect and when they see us on the schedule, they know they are in for a dog fight.”

JOLIET CENTRAL For the past few years, as the Joliet Central girls basketball team was growing with young players, it was leading up to the season where they were all seniors.

That season is now.

“They are older, now,” Central coach Brian Reed said. “We have more experience this year with Morgan ( Jones) having three years of varsity experience. This is Monica’s (Barefield) fourth year on varsity if you add in her

two years at Joliet West. Last year was the first year she got significant playing time. I think we have the talent.”

Joining those two are Ashley Hare, Talia Franchini, Montgomery Armstrong, Miya Crosby and Brianna Falk.

“This is the nicest bunch of girls I’ve ever coached and I want it bad for them,” Reed said. “They deserve this. So why not them? Bolingbrook did it last year with senior leadership.

Seven of our 12 are seniors.”

One of the seniors on the roster will not see any floor time because of an injury.

“Chantell Mack tore her ACL and she is at practice and is at the games and she is supportive,” Reed said. “This team sticks together.”

local bowlers open season Lockport has made three straight state tournaments and if early tournaments are any indication, it is on its way to a fourth straight.

The Porters opened the season with a pair of third-place finishes at Plainfield North tournaments, including the 48-team invite Nov. 21 at the Brunswick Zone XL in Romeoville.

In the tournament they finished with a 6,171 total. Oregon won with a 6,378.

“We look pretty good,” Lockport’s Andy Sims said. “We just have to finish off games and tournaments and we will be in a really good place. There is definitely a lot to build on.”

Sims led the way for Lockport with a 1,291, good for 20th place overall and among the 30 medalists.

“We wanted to bring something home at least,” Sims said.

“Individual medals don’t matter to me, I just want team medals.”

Senior Noah Zwit finished 32nd with a 1,250 and Dan Duplesis added a 1,190.

The Porters hope to make it back down to state and with six of their top eight back from last year, the potential is definitely there.

“We want to get down to state and compete there,” Sims said.

As is the case for most teams, filling the frame will be the key.

“Making spares will be the key for us,” Sims said. “We can all strike, we just need to make spares.”

•Joliet West finished in 22nd place in the Plainfield North Tournament with an afternoon total of 2,758.

Scott Lyman led the way, finishing in 15th place with a 1,311.

“It was a little bit of a rough start, but as my coach always tells me, it is a sprint, not a marathon,” Lyman said. “We just kept pushing through towards the end of the day.

I just wanted to do my part. It is a huge deal for me to medal with 48 teams here in the tournament.”

The strong performance at such a big tournament should benefit the senior moving forward.

“This will definitely motivate me,” Lyman said. “This will push me and the rest of the tournaments aren’t this big so it makes me believe I can finish even higher.”

Elijah Lee added a 1,113 for the Tigers, who hope a veteran squad can lead them to new heights this year.

“This year we have a lot of seniors,” Lyman said. “We have five seniors and we are looking to go as far as we can for one last year.

We were really nervous the first couple matches, so coach told us to have fun like we normally do.”

•Minooka has also advanced to state the past three years and finished in eighth place with a 5,973 at Plainfield North.

Kody Bacher shot a 1,245, Ryan Koesema had a 1,241, Jon Studer shot a 1,219 and Kai Devine had a 1,177.

Joliet Central placed fourth in the Copper Division and got a 1,036 from Tyler Theobald.

In Friday’s Plainfield South Tournament, Minooka brought home the title with 6,417 pins.

Studer finished in sixth place with a 1,335 and Thomas Heniff was ninth with a 1,326.

Devine had a 1,319, good for 12th, while Bacher was right behind with a 1,285, good for 13th.

Lockport was second with a 6,417. Sims placed fourth with a 1,362, while Pruchnik was fifth with a 1,339. Zwit finished 30th with a 1,224.

Joliet West placed fourth with a 6,172. Matt Pesavento placed third with a 1,387. Lyman took 27th with a 1,229 and Noah Plunge added a 1,226, good for 28th.

Chamber survey indicates fewer paid holidays in 2016 The results of the Illinois Chamber of Commerce’s annual holiday survey are in, and employers throughout the state appear to be offering slightly fewer official holidays but slightly more personal time.

According to the Illinois Chamber, results from the 2016 Annual Holiday Survey indicate how Illinois employers and their employees will be handling paid holidays in the upcoming year.

The annual survey compiles hundreds of responses from Illinois businesses of all size and industries.

“The results indicate a change in what kind of paid holiday time is being offered in 2016,” said Todd

Maisch, president and CEO of the Illinois Chamber.

Maisch said the survey suggests that the average number of paid holidays for Illinois workers is 8.8 days, compared with 8.9 in 2015. However, survey responses indicate that the average number of paid personal days is 2.9 days, slightly higher than 2015.

The chamber said its annual holiday survey is used by many Illinois businesses to decide on employees’ holiday benefits.

“It has been regarded as the standard to follow for many years,” Maisch added.

“The results provide a good indicator of what employers will be doing in 2016, and are provided by

Patty Dear Patty, You said your husband works for a large company, so my guess is they do this as an employee retention move. That’s why they restrict the stock. They’re trying to get people to stay with the company, and you’ll only be able to sell them after they are no longer restricted.

Usually, these kinds of things have a one or two-year restriction.

I doubt they’d put a five-year hold on it, but check with the company for the specifics. They can tell him when the stock is free to be sold.

If it were me, I wouldn’t hold onto too much of it. I don’t own single stocks. They have too much risk for my taste. Keep a little bit, if you want, but don’t put all or even most of your financial eggs into that one basket!
