Hillcrest opens county’s first all-accessible playground Modern, sustainable technologies used

Downers Grove Grade School District 58 commemorated the grand opening of the first all-accessible public school playground in DuPage County last week.

Dozens of families attended the Aug. 17 ribbon cutting at Hillcrest Elementary School, bringing area children to the school so they could try out the swings and explore the other all-accessible equipment the new playground offers. The park, dubbed Owen’s Playground, was the result of a collaborative community effort, according to District 58.

In a press release from the district, parents expressed their support of the project.

“The playground is unique because it will offer accessibility and fun for children of all abilities,” said Hillcrest parent Peg Chaidez, whose son, Owen, is the inspiration for the playground.

Chaidez, with support from District 58, led a crowdfunding effort to secure funds for the project.

She created the Dream Build Play Experience organization in fall 2014 and partnered with Lemont-based nonprofit Abide In Me to serve as the fundraiser’s fiscal partner. Abide in Me helps people with disabilities lead active and engaged lives.

Chaidez pledged to find a way to make a difference after an incident during which Owen’s wheelchair became stuck in the school’s playground woodchips years ago.

To address that issue, as well as others, Owen’s Playground offers a recycled smooth rubber surface instead of wood chips, a relaxation station for reading, double-wide ramps, climbing structures, adaptive swings, wheelchair accessible play equipment, and two Gaga pits – a variant of dodgeball that is played with one ball.

Members of the Downers Grove and District 58 community, combined with contributions from the Ronald L. McDaniel Foundation, raised $600,000 for the playground’s construction.

“When dedicated community members, schools and businesses partner together, big things can happen,” District 58 Superintendent Kari Cremascoli said in a release.

Downers Grove fills village council vacancy Marge Earl to serve remainder of David Olsen’s term

The Downers Grove Village Council appointed zoning board of appeals chairperson Marge Earl to fill a vacancy on the council.

Earl will serve the remainder of

former commissioner David Olsen, who resigned from the council after accepting an appointment to serve as the 81st District State House Representative.

“I’m thrilled to announce the appointment of Marge Earl to the village council,” Mayor Martin Tully said. “She has been a stalwart board and commission member, which gives her great insights on the key issues facing our community.”

In addition to chairing the zoning board of appeals, Earl is on the comprehensive planning ad-hoc committee. She has been a ZBA member since 2007 and also served on the ad-hoc housing committee.

“I’m excited to continue serving the community in my new capacity as a village council member,” Earl said.

She will be officially sworn in at the council’s Sept. 6 meeting.

Downers Grove to host train derailment exercise DuPage OHSEM has developed a Hazard Specific Railroad Disaster Plan Downers Grove first responders, the DuPage County Office of Homeland Security and Emergency Management, and other public safety officials will stage a railway hazardous chemical emergency response drill Aug. 31.

DuPage OHSEM has developed a Hazard Specific Railroad Disaster

Plan that can be used in the event of a railway emergency. Following the exercise and plan validation process, the plan will be provided to the Illinois Emergency Management Agency and potentially be shared with municipalities across the state.

The training exercise is funded by a Hazardous Materials Emergency Preparedness grant provided by IEMA. Officials from other states, as well as local agencies, have been invited to practice and observe responses in order to fine tune this blueprint plan.

“The metropolitan Chicago area is also one of the most populated

areas in the nation,” Evan Shields, public information officer for the DuPage County Board, said in a release. “All of these factors show why it is of the utmost importance to be sure our first responders are ready in the event of a railway emergency.”

Chicago is the single largest rail hub in the country. Every day, 500 freight trains with 37,500 cars and 700 passenger and commuter lines pass through Chicago. More than 104,000 train cars carrying crude oil came through DuPage County last year. Rail freight traffic is expected to double by 2025.

2016 Westmont rain barrel program underway Individuals can install up to two water barrels per Westmont address The village of Westmont announced that it will offer halfprice rain barrels as part of its 2016 program.

“The rain barrel program has been very successful over the last

few years,” Public Works Director Mike Ramsey said. “The village will be able to subsidize approximately half the cost of the water barrels, while supplies last. The rain barrels not only assist with water conservation, but also provide some help with property stormwater management.”

The village of Westmont is teaming with the Conservation Foundation to offer the program, which is available to all Westmont residents and businesses.

As part of the 2016 rain barrel

program, individuals can install up to two water barrels per Westmont address. The cost is $30 per water barrel, which is about half the retail price, and water barrels purchased through the village must be installed and used within the village of Westmont.

To further promote the benefits of rainwater barrels, residents are asked to take pictures of installed barrels and send to the village at communications@westmont.il.gov.

The program will be in effect through the end of October.

Illinois American Water to conduct annual flush in Lisle service area Flushing is scheduled to continue throughout September

Beginning next week, Illinois American Water said it will be flush water mains and hydrants in its DuPage-Lisle service area.

Flushing is scheduled to continue throughout September.

Illinois American Water conducts an annual flushing program of its water distribution system to help ensure continued high-quality water service.

Flushing the water system entails sending a rapid flow of water through the water mains.

As part of the flushing program, fire hydrants are checked and operated to help ensure fire protection in the community.

“Water main flushing is performed annually to ensure customers receive reliable and high-quality water service at their homes or businesses,” said Richard Hermann, senior manager of field services and production for the Chicago Metro District. “Flushing not only

helps remove mineral sediment, which can accumulate in the pipes over time, but is also an essential maintenance procedure to ensure fresh water is delivered to our customers that meets state and federal drinking water standards.”

Illinois American Water said it will place signs in neighborhoods where flushing is occurring so residents are aware of the system work. While the flushing program is underway, customers may experience a slight drop in water pressure or temporary water discoloration.

Customers should refrain from doing laundry during the time of day the flushing program is taking place in or near their neighborhood.

If tap water is discolored, it is recommended that several coldwater faucets are allowed to run for a short time until the water runs clear. Using more than one faucet allows the water to clear faster.

Police warn residents of ‘uptick’ in burglaries, car thefts Downers Grove, Woodridge police issue safety tips after recent spike in incidents

By Bugle Staff Several local law enforcement agencies are reminding residents of ways to guard their belongings, following what police have described as an “uptick in car thefts and burglaries.”

The Downers Grove and Woodridge police departments, as well as the DuPage County Sheriff’s Office, each released press announcements detailing ways that residents can avoid becoming victims.

In Downers Grove, police said there has been an increase in the number of car burglaries and car thefts.

“Many of the burglaries occurred when vehicles were left unlocked in the owner’s driveway,” according to a village of Downers Grove news release. “Car burglaries occur in both residential areas, as well as in public parking lots. Remember

The sheriff’s office also noted an increase in the number of stolen vehicles in DuPage County over the past three months. Suspects have reportedly sought out unlocked vehicles, where the keys had been left inside.

“In addition to stealing the vehicles, the thieves are stealing purses and wallets, and then using the identity and credit cards of the victims while traveling in their stolen vehicle.”

Authorities also warned that some suspects have even entered victims’ homes using garage door openers found inside the unlocked vehicle.

“In several car theft cases occurring in neighboring towns, the offender entered an unlocked

In Woodridge, authorities said officers had responded to several car burglaries in the month of August, many of which were the result of unlocked vehicles.

Senior citizens are often the targets of these schemes, which typically occur during daylight hours.

The department added that these offenders usually pose as outside workers, such as surveyors or utility workers, in order to lure a resident out of their home and away from the front entrance.

When the homeowner is outside, another offender typically sneaks inside the home and gathers small items, such as jewelry, flatware or cash.

Woodridge police stressed that all village of Woodridge employees can be identified by their village of Woodridge ID, uniform and village vehicle.

Authorities are asking anyone who witnesses suspicious activity to call 911 and report the situation as soon as it occurs.

“Anyone who observes a criminal act in progress or acting suspiciously is asked to call 911 immediately, and to not take any action that would place them in danger,” the sheriff’s office added.

Dear Editor, I am a Bugle reader who was a high school head coach for 37 years, as well as an athletic director for 25 years, and I would like to comment on the recent article that Sports Editor Scott Taylor wrote, expressing essentially that allowing AAU affiliated coaches to be involved as coaches within the high school’s coaching staffs is not a good idea.

Mr. Taylor supports his position very clearly by pointing out various scenarios where conflicts of interest could exist, which in most cases would be compromising the school’s integrity in regard to the [Illinois High School Association] rules and bylaws.

The high school athletic program is/ should be a part of and an extension of the total educational program, and it is very important that it be under the charge of an educator – a certified teacher! We in the U.S. offer these interscholastic athletic programs to our students because we recognize the educational and “whole person” developmental benefits that are realized by those of our students who

participate in these programs. To go on, the athletic programs offered by any particular school district are supposed to serve the students of that community, and when coaches who may be influencing their players from their AAU team to transfer to the school that he is coaching at, resulting in the local kids from that district being displaced by better, more elite players, and no longer starters, or in many cases, no longer on the rosters.

I have seen this recruiting of athletes far too much, even to the point of bringing in foreign exchange student-athletes at the expense of the local district kids.

This to me is the most serious of the concerns expressed in the article, but I also concur with other concerns stated, such as the AAU coach “using” the high school program and resources as a feeder program for his “more important” AAU level team, which may, in some cases, be his primary focus.

In that case, the high school program’s players who are also on or going to be on the AAU team, may be getting more intensive coaching and more playing time, while the high school team members who are not going to be on that coaches’ AAU team may be neglected.

For the most part, AAU coaches are competent coaches in that they have had success at a respected level, and are usually knowledgeable of proper skill techniques. But unfortunately,

many, if they are not educators, have a different mindset than is needed in the educational setting, and in some cases there is a lack of respect for the rules, the actual expected educational outcomes, and even for the academic eligibility requirements for participation.

It needs to be pointed out that this is not an attack focused solely on the AAU people. This is actually a much more widespread problem. In this day and age where school districts all seem to be facing financial shortfalls, many are hiring as coaches, even as head coaches, unqualified individuals such as security guards, park district personnel, parents of players or even using volunteers. If you wouldn’t do that in the classroom, it shouldn’t be done in a position as important as coaching.

Besides the teaching of sports skills, thousands of “teachable moments” not even related to that particular sport, that could have a lifelong effect on the students involved, present themselves every season in every sport in every school.

That is why more school administrators must realize the farreaching importance of a quality high school athletic program, and that credentialed TEACHERS must fill these positions.

OFFENSE There is a lot of transition and inexperience this year for the Trojans. They have lost their entire offensive line from last year and are breaking in a pair of new quarterbacks. One returner they do have is running back Drew Shelly.

Out wide are Zac Figura, Cole Huskisson and Billy Greenaberg.

Chris Wilford is the tight end.

“I think we can run out six guys at running back, but we are really focused on the offensive line,” DGN coach John Wander said.

“We need to solidify the big boys up front.”

Competing at quarterback are Nick Taviani and Jack Carr. Both are expected to see time at the position and Wander could go to a two quarterback system.

“Last year we played two quarterbacks and I’m not afraid to do it again,” Wander said. “Nick throws it a bit better, but Jack runs it a bit better.”

DEFENSE There is more experience on this side of the ball, led by defensive linemen Joe Ward and Jack Lambert, linebacker Tyler Wicks and defensive backs Joe Keys and Figura. Wander has been impressed with the junior linebackers Blake Davis, Andrew Hills and Logan Harmon.

tenacity on the field. We are young but fast.”

OUTLOOK An always difficult schedule let to a 5-5 season last year.

However, two of the losses came to the two teams in the Class 7A state championship game, Glenbard West and Libertyville, which Downers North lost to in the opening round of the playoffs.

The Trojans should get a boost from a strong kicking game from Max Sirianni, but the offensive line’s progress will be a big key to the season.

“We need to come together on the offensive line,” Wander said.

“We want to be competitive in all three phases of the game. We don’t have any marquee players, but we have a solid high school football team.”

With such a difficult schedule, especially in the conference, the season opening game against Lockport is always a big game.

The Porters are an improved team

as well as tight end Mark Pivek.

A newcomer to the passing game this year is tight end Cameron Stitt.

While the Lions had some huge outputs last year offensively (4 games of more than 40 points), they also had three games with just one touchdown against the better defenses. Their offense will need to be more consistent in those games, particularly against Wilmington, if they want to win the Interstate-8 Small Division this year.

The same cast that leads the offense will also be leading the defense this year. McGrath will be quarterbacking the defense from the defensive back position, while Pivek and Haen both return at linebacker. Stitt is also expected to contribute at linebacker, while Ben Laning enters the fold on the defensive line.

Lisle featured a strong defense last year, allowing just 153 points in 10 games and has some key pieces back. They also pitched two shutouts and allowed just single digits to their opponents five times.

With key pieces back on both sides of the ball, another playoff berth isn’t out of the question after a 7-3 year last year. However, the year ended with a bitter taste in a 42-7 loss to Byron to open the playoffs. They snuck up on some teams last year following a 1-8 season, but won’t do that this year. Still, expectations are fairly high for the Lions.

“We are expecting to have a very competitive team this season,” Lisle coach Paul Parpet said.

“With a good mix of returners and newcomers we should be very solid on both sides of the ball.”

Benet Academy

Offense Entering this season, the Benet Academy offense has several players coming back, but one that has coach Pat New extremely excited.

“This is my seventh year coaching and this is my first year I have ever had a senior quarterback actually,” New said. “So I am pretty excited about that.”

That quarterback is senior Jack Sznajder, a three-year starter, who has been running the Redwings’ offense since his sophomore year.

He will throw the ball to a pair of senior receivers C.J. Birck and Marty Dosen.

“Marty Dosen will play slot this year,” New said. “Marty started all last year and was our starting running back that we bumped out to slot.”

With Dosen at receiver, Alec McEachern takes over the main running back duties. Up front, the line will be led by returning seniors Thomas Walsh and John Phillipp. Joining them will be Nick Leuer at center and Michael Hembrough at guard.

“They didn’t play much last year, but they a couple of seniors that will start for us this year,” New said.

“You are challenged every week in a conference like (the East Suburban Catholic Conference), New said. “You play big running teams like Carmel and JCA, who are great at running the ball, then you play a prolific passing attack like Marist, then you get a very balanced attack like Nazareth, so that really does put your defense under stress. It is great to have a whole lot of talent coming back because we are going to need it.”

Offense Anyone who knows the name Otto Zeman knows the passfirst, spread offense from his days at Riverside-Brookfield.

This season’s Westmont team may look the closest to those old R-B teams as any since he has been with the Sentinels.

“We have a smaller team, so we will be throwing the ball a lot,” Zeman said. “I like to do it

and sometimes we are good at it, sometimes we are not, so we will see this year.”

Senior Marquis Thomas is in his third year at wide receiver and will be the focal point of the Westmont passing attack.

“We are hoping he has a big year for us,” Zeman said.

“It is a curse and a blessing,” he said. “It is great because we are game ready, but it is tough because you are kind of beat up

OFFENSE It is the second year of the spread offense for Downers South.

Quarterbacking the attack will be junior Matt Greenwald as he enters varsity play after directing a 9-0 sophomore campaign.

He will be surrounded by seniors, led by running back Sam Adank, wideout Demani White and tight end Charley LaCivita.

Other wideouts include Brandon Biedermann and Joe Tonoff. Returning on the offensive line are center Marc Portal, guard Nick Paskvan and tackle Andrew Rocco. They could be joined in the lineup by fellow seniors Alex Olsauskas and Matt Kowalski.

“We return a lot of skill positions especially at wide receiver,” coach Mark Molinari said. “White, Tonoff, LaCivita and Biederman should be as good as any other WR core in the Gold conference. LaCivita is getting looks from some South Dakota, NIU and a few MAC schools. He will definitely play at next level.

Our QB Matt Greenwald has the chance to be a special player.

He is a good runner, strong arm and improving on accuracy on a daily basis. He will make things go for the offense. There are few new wrinkles we have added and answers to the way people have stopped us in the past.”

Greenwald’s progression to the varsity level will be a big key to the success of the offense.

“Our success will be based on our reads by the QB and effectively spreading the ball to our talented core of wideouts,” Molinari said. “Greenwald has an arm that can help us accomplish this goal.”

Expected to join them are defensive tackle Milan Vujovic, linebackers Patrell Coates, Kerian Burke and Anthony Martinez at linebacker and Cooper Gafron and Matt Lucas at DB. “We return Villalobos, Washington, Janes, Cotter and Douglas from a defense that really struggled in 2015,” Molinari said. “We have a good group of junior linebackers in Martinez and Burke moving up as well as DL Vujovic. We are going to focus on taking away the perimeter from the offense.

This is an area we struggled with in 2015. We have improved our secondary with Lucas and Gafron and have overall good defensive team speed.”

OUTLOOK Coming off an uncharacteristic 3-6 season last year, this year expectations are much higher with a veteran unit. The schedule won’t be easy early, but the Mustangs consider themselves in the running for the West Suburban Gold Conference title.

“We start off with a really tough schedule away at HomewoodFlossmoor and home vs.

Hinsdale Central,” Molinari said.

“Arguably two of the toughest first two games in the state. It will be a great test for our team to

have Lake View in the first week and we don’t know much about them, so that will be interesting playing someone we don’t have a lot of information. Then we are playing Aurora Central Catholic,

so the first two weeks will kind of set the tone.

“We want to get the best effort out of the kids all the time and if we do that, we will win some games.”

Complex bonds Village expects to save $1.3 million over existing debt schedule The Lisle Village Board last week approved a bond sale to refinance bonds issued by the village in 2004 to help construct the village of Lisle, Benedictine University Sports Complex.

The 2004 bonds, which totaled $6.4 million, were issued as general obligation bonds and funded entirely by a 2 percent increase to the hotel, motel tax.

By refinancing these bonds, the village said it will have the opportunity to achieve savings due to an improved interest rate environment and to eliminate a balloon payment of $2.4 million in 2024.

The resulting bond sale provides the village with $1.3

million in savings over the existing debt schedule.

Lisle Mayor Joe Broda said the action taken by the village board at its Aug. 15 meeting was no different than a homeowner refinancing a mortgage.

“The savings to the village says it all,” Broda said. “By this action, the board has saved money and maintained the ability to pay the debt from the hotel/motel tax. With talk of future interest rate hikes, the timing was about as good as it gets.”

The mayor also reaffirmed his support for the 2004 agreement with Benedictine University.

“I think the Sports Complex has been a significant achievement for this community that has benefitted both Lisle and Benedictine University,” Broda said. “At this point in the project’s history, it’s great to also be able to derive savings and maximize our hotel/motel tax dollars.”

AUGUST 26- 27 Family Camp Out. 6 p.m. to 8 a.m. at the Community Center, 2600 Center Drive. Staff will provide hot dogs, chips and beverages for an early evening cookout. After the sun sets, roasting marshmallows over a campfire will be enjoyed by all.

Juice, coffee and breakfast bakery goods will be provided at sunrise.
