District 99 ramping up security Over the next three years, both Downers Grove high schools will be safer environments

With more and more violence being taken place at schools, Downers Grove wants to get ahead of the curve by taking precautionary measures.

District 99 is introducing several new security enhancements and innovations at North High School

and South High School in Downers Grove, all of which will be in place when the school year begins on August 17, 2018.

The District superintendent Dr. Hank Thiele thinks that its time for these improvements, and he believes many advantages will follow.

“This is something we’ve been working on for over six years now with the master facility outline,”

Thiele said. “It is a total remodelization for both schools and we feel that the security and impact will have great benefits to our students and staff.”

Security enhancements that will transpire are adding two new, fulltime and armed Lead Security Officers, with the officers having one at North High and one at South High, who will oversee building security and personnel.

Russ Rau, a retired Downers Grove Police Officer with 29 years of service, will be Lead Security Officer at North High. Previously, he served as a School Resource Officer at both North High and South High; he is also a community member and current District 99 parent.

Dan Niemann, a retired Des Plaines and Vernon Hills Police Officer with 29 years of service, will be Lead Security Officer at South High. He has served as a commander, sergeant, detective, tactical officer and field training officer.

Both Rau and Niemann have passed rigorous background and reference checks, as well as psychological screenings.

Reconfiguring the front entrances at both North High and South High will be reviewed and at the main entrances of both schools, pass-through windows will allow school personnel to screen visitors prior to allowing entrance into the buildings.

This is the first phase in reinforcing the entrance structures; permanent secured vestibules are in the process of being designed and built as part of the Master Facility Plan that will be in place in

the future.

“Accessibility making sure that we get up to code is huge for us in this safety overhaul,” Thiele said.

“We want to make sure that all of our students and visitors can easily get around to all parts of the building.”

Adding a new Rapid Emergency Response System inside both buildings along with blue police alarm pull-stations that are similar to red fire alarm pull-stations, are all being added strategically throughout the schools as well.

When these specific alarms are activated, police and first responders are immediately notified.

In addition, loudspeakers throughout the buildings will be broadcasted with emergency information, and strobe lights are activated both inside and outside the building.

In addition to North High and South High, the system will be installed at the Transition 99 Center.

Launching a new internal system application for staff, the thirdparty application, called “CrisisGo,” allows staff members to communicate electronically with the internal safety team and local law enforcement during a crisis situation.

While reporting their safety status, staff members can also take and report student attendance in the case of an emergency using the application.

The application includes detailed safety plan protocols and building maps for convenient staff access.

Installing safety and security film in strategic locations include a safety and security film to cover select door entryways.

The one-way film will allow students and others who are inside to see outside, but block those outside from seeing into the building.

This will reduce the possibility of someone outside the school from gaining entry without being screened properly, and encourage visitors always to use the main entrance before entering our buildings.

“The feedback we have gotten from this is that people are really excited about us updating our schools,” Thiele said.

The entire renovation process is estimated to take between three to three-and-a-half years according to Thiele.

Mini Triathlon helps Rotary raise money Event has grown from 44 to more than 500 people in 19 years

Nothing quite makes you feel like you should hit the stair master one or two more times a week then watching a grueling triathlon in the summer.

On Sunday, the Woodridge Rotary Club hosted the 19th annual Mini Triathlon where participants from all over provided their blood, sweat and tears to help out the charity.

“We’re really excited because this is recognized as a regional event in the Chicagoland area,” said Executive Director Mike Adams. “We usually have around 800 participants where 500 people are in the main event which is open to all ages, and then the other

event is for kids who are 12 and under in which there’s usually around 300 people.”

This triathlon, which originally started with 44 people, has been charitable all the way from the start.

“The event raises the funds for the Rotary Club in Woodridge which uses the donations for other organizations and individuals with other financial needs,” Adams said.

Participants started the morning escapade off at 7 a.m. by giving their best Michael Phelps impersonations swimming 250 yards.

For one local, Elieen Lewalski, that section of the challenge was the most difficult.

“Swimming is definitely my weakest point,” Lewalski said. “I practice really well, but under the

pressure I can’t hold my breath as long as I normally can which makes it really hard.”

Followed by the swimming race was the 6.2-mile long bike ride where athletes had another opportunity to test their cardiovascular endurance to the max.

After the grueling bike ride, athletes had to switch gears immediately and get ready for the finale — a two-mile run ending the afternoon’s activities.

With a wide variety of different participants, the father and son duo of Tom and Mike Rudolph, enjoyed the bonding time and competitive nature of the event.

“Being here with my oldest son brings out all of the enjoyment in this,” Tom said. “We started running this race last year, and I’m definitely going to try and get my other kids into this event.”

As for Mike, he knows that not every kid gets this chance to compete and have this kind off experi-

Bond set at $75,000 for Homeless Man Accused of Purse Snatching in Downtown Naperville DuPage County State’s Attorney Robert B. Berlin and Naperville Chief of Police Robert Marshall announced today that bond has been set for a homeless man accused of robbing a woman of her purse in Naperville.

Steven England, 19 (d.o.b. 8/20/1998) appeared at a bond hearing this morning in front of Judge Liam Brennan who set bond at $75,000 with 10% to apply. England has been charged with one count of Robbery (Class 2 Felony) and one count of Aggravated Battery in a Public Place (Class 3 Felony.)

On July 31, 2018, at approximately 7 p.m., the victim, a woman in her thirties, was walking in an alley near the Barnes and Noble in downtown Naperville. It is alleged that England approached the woman from behind, grabbed her purse and attempted to flee. It is alleged that England dragged the woman by the purse a short distance causing injuries as she refused to let go of her purse. It is further alleged the victim eventually released her purse and that England attempted to flee the scene only to be apprehended and detained by citizens who were alerted to the situation after hearing the victim’s cries for help.

England was taken into custody by Naperville police officers who were nearby and responded to the situation upon hearing shouts of “purse snatcher.”

“It is alleged that Mr. England considered a woman in an alley an easy target for pursesnatching,” Berlin said. “Thanks to the efforts of several good Samaritans however, Mr. England’s alleged attempt as stealing an innocent woman’s belongings was thwarted. I would like to sincerely thank those who came forward to help a fellow citizen in need. I would also like to commend the Naperville Police Department for their attentiveness to their community and swift response to hearing a citizen’s cries for help. I would also like to thank Assistant State’s Attorneys Shanti Kulkarni and Matthew Dambach for their efforts in preparing a strong case against Mr. England.” “"We regularly encourage residents to speak up and report crimes or suspicious activity to police.

In this case, two brave and selfless citizens took that advice one step further and put themselves at risk to help someone in need,” said Naperville Police Chief Robert Marshall. Top place finisher, Ben Laurich out of Downers Grove, who competes in the Youth and Junior Elite National USAT, was excited how he finished the race and knows how much this race has improved every single year.

“The fact that so many people are here, it really shows how big

this event is and how big this community has grown,” Laurich said.

Laurich finished first in the male bracket with times of 3:22.7 in the pool, 16:55.0 in the cycle race and 12:35.8 in the two-mile.

As for the women, Kristin Maguire led the way with times of 4:14.1, 17:53.7 and 13:53.2.

“Having between 2,000 and 3,000 people come out to support this great cause in Woodridge is such a great thing, and with these athletes representing over 120 communities within Illinois and other states it’s a great thing,” Adams said.

1908 Springfield race riot led to the creation of the NAACP

BY THE (SPRINGFIELD) STATE JOURNALREGISTER One of the pre-eminent civil rights organizations was born from one of the worst moments in Springfield’s history. In August 1908, a white mob, thwarted in an attempt to lynch two black inmates in the Sangamon County Jail, went on a rampage. They destroyed dozens of black-owned businesses and homes in Springfield. Two black men were lynched and five white men died during the riot, with dozens more injured. Other deaths connected to the riots happened in the days prior to and after it ended. Appalled that such an event took place in Abraham Lincoln’s hometown, civil rights activists in New York began meetings that led to the formation of the NAACP. For numerous reasons, noticeable tension along racial lines existed among the 50,000 people who lived in Springfield in 1908. That tension boiled over in August, having simmered for at least a month after the first of two highprofile accusations were made against black men.

NEW TO TOWN On or near June 1, 1908, 17-year-old black teenager Joe James jumped off a freight train passing through Springfield. Police ordered him to leave but James stuck around, and was eventually arrested for loitering.

Late the evening of July 4, when he was granted a temporary parole from jail for good behavior, by James’ own account, he must have wandered drunk and fell asleep outside. That same night, an intruder resembling James’ description entered the Ballard home.

Alerted by his daughter Blanche’s screams, Clergy Ballard, a popular white mining engineer, caught up to the stranger outside the house. The two scuffled and Ballard returned bleeding profusely. He died the next day. Ballard’s sons and other young men searched the neighborhood and found a sleeping James and beat him senseless. Police arrived and broke up the bludgeoning.

James denied knowing anything about the home invasion or Ballard’s injuries, still he was charged with the crime.

Perhaps the rage would have faded and James’ trial would have been held without incident had Mabel Hallam not falsely claimed a black man named

George Richardson sexually assaulted and dragged her from her Springfield house near midnight on Thursday, Aug. 13, 1908.

THE FIRST DAY Crowds grew outside Sangamon County Jail, where Richardson was being held, as news of Hallam’s alleged rape spread. The state militia was summoned, but it would take hours for troops to arrive.

Sangamon County Sheriff Charles Werner decided to sneak Richardson and James out of the jail, hoping that if the crowd learned they were gone, people would go home. Werner had a fire station nearby sound its alarm and dispatch its trucks past the crowd.

Werner was able to get prisoners out of the jail and into a car that sped off to Bloomington.

The crowd became incensed when it was discovered they had been duped.

A handful of militiamen arrived at the jail and pushed back the crowd. But by then, word had spread the car used to escort James and Richardson out of town belonged to Harry Loper, a white downtown restaurant owner.

Within minutes, thousands assembled in front of Loper’s restaurant. An estimated 5,000 rioters destroyed Loper’s restaurant and torched his car. Then, organized groups methodically decimated dozens of black businesses and tenant rooms with bricks, torches and bullets.

Several black residents, either working downtown or who were out at the wrong place at the wrong time, were attacked and beaten.

By 11 p.m., the mob had reached the “Badlands,” where many of the city’s black families lived. The mob spent the next four hours torching roughly 40 black homes, avoiding those lived in by whites. At about 2 a.m., the mob reached Scott Burton’s home. Burton had already lost his barbershop business and had sent his family away.

He was soon beaten and lynched; his body was mutilated for the next half hour with bullets and knives. Only after Col. Richings J. Shand ordered his militia troops to fire low into the crowd shortly after Burton’s lynching did rioting end for the day.

THE SECOND DAY

By Saturday morning, Aug. 15, six were dead or dying and more than 100

whites and blacks had been injured.

Many black residents had fled the city, although some found shelter in the basements of white neighbors while others organized defensive fronts and patrols. Dozens sought refuge at Camp Lincoln and inside the Illinois State Arsenal, where the militia, sent from throughout the state early Saturday morning, pitched tents.

Stationed at various locations throughout the city, law enforcement officers fanned across town chasing small outbreaks and rumors of outbreaks the second day of the riot.

Organized rioting seemed to be over, but between 7 and 8 p.m., smaller bands began forming. They gathered quickly, struck, dispersed, then gathered somewhere else with little warning. At about 8 p.m., roughly 1,000 rioters approached the Arsenal. But they scattered once militiamen there showed their guns.

The mob reorganized several blocks to the southwest, outside the home of William Donnegan, an elderly black man and retired shoemaker who owned considerable property. He also was married to a white woman. Rioters dragged Donnegan, 84 years old and begging for mercy, out of his home. They slashed his throat and proceeded to lynch him. Militia and city police arrived as Donnegan was being raised. He died the next day.

AFTERMATH Although Donnegan’s murder traditionally is seen as the last act of the two-day riot, hate crimes and threats continued for months. More than 100 white residents would be indicted on riot-related charges, including murder.

Trials were held but only one person — Abe Raymer, an accused ringleader — was charged in relation to the riots (with petty larceny). Hallam, the young married woman whose rape claim pushed the town over the edge, would later confess she concocted her story (possibly, according to one newspaper, to conceal an affair with a white lover).

Richardson had been one of several black laborers working on a house near her home and made an easy scapegoat.

He was released from jail and returned to Springfield, eventually retiring from Bell Telephone as a janitor.

MADE Pair of local martial artists will join their coaches and compete internationally in Jiu-Jitsu

For 10 years, Caitlin McHale showed power, strength and elegance as a gymnast.

After leaving the sport, she was looking for a new challenge and she found one that carried over two of the three traits she used as a gymnast in martial arts.

Now 17-years-old, McHale is part of the Hill Brothers Team training out of SUDA International Training Center in Plainfield.

She will be heading to Columbia to compete in the PanAmerican Championships for Team USA in Jiu-Jitsu.

“I had to adjust a lot of what I did because one is a nice, elegant sport and the other is beating people up,” McHale said with a smile. “The flexibility has

helped a lot and the sports work ethic has carried over.”

Originally after giving up gymnastics, McHale joined out of a desire for self-preservation.

“I was in gymnastic for 10 years and I quit and I knew I wanted to do an individual sport that still felt like a team and I wanted to know how to protect myself,” she said. “So, I started two-and-a-half years ago and I loved it automatically. “ What started as wanting to learn striking, McHale started Jiu-Jitsu and rose through the ranks quickly and now will make her first trip to compete abroad.

“I started competing after six months and I never expected it to come this soon for me,” she said. “It has been a lot of hard work and dedication. I come in every day and train hard and SEE MADE PAGE 7

North Central favored to win the CCIW conference The North Central College football team has been predicted to finish at the top of the College Conference of Illinois & Wisconsin (CCIW) standings for the third consecutive year, taking the top spot in the conference’s annual preseason coaches’ poll released Thursday.

The Cardinals went 10-2 overall and 7-1 against CCIW opposition in 2017, winning the program’s 10th conference title in the last 12

MADE FROM PAGE 5 there is no set time when something is going to happen, you can’t expect anything, you just have to go hard. Since I started, it has been my dream [to compete overseas] and I honestly didn’t think I was good enough, but I have always tried my best.”

McHale said she was never sure if she was ready for the next step, but believes in what coaches Ron and James Hill say. The Hill Brothers are also the coach for the US team she will compete on.

“I trust my coaches that whatever they think I can do,” McHale said. “I believe in them and they think I am ready – so I am going to go and give it my best and hopefully win.”

McHale has had another mentor in the training room in 21-year-old Alexandra Barillas of Joliet.

Barillas has been part of SUDA International for nearly 10 years and will be making her fourth trip out of the country to compete when she heads to Sweden in November to compete in the Jiu-Jitsu World Championships.

While she is getting ready for her own tournament, Barillas is also happy to help McHale.

“I am excited I can be there for her and we can be there and push each other. I know what she is going to see, I know what to expect, so I can help her get there,” Barillas said. “We all inspire each other and it is good that we have girl power in here too.”

Barillas first started with SUDA after watching her younger brother, Christian, at one of his classes.

“When I saw my little brother out there grappling, I knew I wanted to do this, so I joined,” she said.

Barillas was no stranger to rough sports before joining, as she played soccer and rugby at Plainfield Central.

“I never expected to go this far

Travel and coaching internationally is nothing new to the Hills.

“Our first time coaching a US National Team was in 2008 was and we have been everywhere,” he said. “We have been to Russia three times, we have been inside the Kremlin – we had a private, government tour of the Kremlin and we were in rooms that only three US Presidents have been in,” Ron Hill said. “We went from just trying to make a tough team to going all over the world.”

The Hills will coach athletes from all across the United States as well as their homegrown athletes that are making the trips.

“We have local athletes earning spots on US National teams right in their back yard and people don’t know about it,” Hill said. “Caitlin is our 32nd person to make a US National team and this is James and I, our sixth US National team that we are coaching. The worlds are crazy because that is all some people do.

Some of the countries are government funded, it is Olympic caliber.”

While SUDA International has sent more than 30 athletes overseas, that is not all the Hill Brothers Team focuses on.

“We have business owners, police officers and we still have the element of a world-wide team,” Ron said. “We are going to make better people out of them by teaching them martial arts and then what comes of it is what comes of it.”

Millikin University (52). Washington University in St. Louis, which joins the CCIW as an associate member for football this season, is sixth with 41 points, followed by Elmhurst College (30), Augustana College (26), North Park University (17) and Carroll University (14).

North Central is ranked No. 7 in the national Preseason Top 25 Poll released by D3football.com, while Wheaton is 18th and Illinois Wesleyan is 21st.

The Cardinals open the season Saturday, Sept. 8, traveling to Lake Forest College, before returning home to host Washington in the CCIW opener for both teams on Sept. 15 at Benedetti-Wehrli Stadium.

North Central finished the 2017 campaign with an overall record of 8-8-1 and a 4-4 finish in CCIW play, placing fifth in the final conference standings. Tied with Elmhurst College at 4-4 in the conference, the Cardinals narrowly missed out on a second straight trip to the CCIW Tournament due to a 1-0 loss to the Bluejays. North Central has finished 4-4 in conference play in each of the past two seasons.

DEAR DAVE, Do you believe the adult child of a senior citizen, who is physically and mentally healthy but has neglected to plan for retirement, should be burdened with providing financial assistance to that parent?

ROBBIE DEAR ROBBIE, Based on the wording in your question, I can only believe you don’t think the adult child should be “burdened” to provide this assistance. My guess is you’re talking about one of your own parents. I understand that you might be aggravated with a parent who has been irresponsible with their money. But in my mind, there’s a bigger question. How big is the burden?

I talked to a guy recently who was making $1.5 million a year. He was questioning whether he should help his dad — an older man in poor health, who didn’t handle his money well — by giving him $1,000 a month. There’s no question you give that guy money. You’re making millions, but you don’t want to help your sick dad? Come on! But if you bring home $2,000 a month, and your family is barely getting by, you’re not morally required to financially take care of a parent who was irresponsible with their money.

It’s all relative. Do you have the money? Can you provide this help without placing an undue burden on yourself and your family? If the answer is yes, you may be asking more about your own aggravation than any sort of moral obligation.

But no, you’re not morally obligated to destroy your own life, or your family, to take care of a relative who didn’t take care of themselves financially.
