Council to weigh the cost of creating beverage tax Decline in revenues in both sales and income tax for village are estimated to be $1.3 million

The Village of Downers Grove is considering the prospect of implementing a 1-percent beverage tax.

Discussion of this measure was presented to officials at long-range planning meetings held earlier this summer. Additionally, direction was provided by members of Downers Grove staff to pursue a tax for 2018.

Much like other communities in the region, the Village has been experiencing declining sales and income tax revenues in recent years.

“A decline in revenues in both sales and income tax for the village are estimated to be $1.3 million for Fiscal Year 2017,” said Megan Myles, of the Village Manager’s Office. “To address this decline, the Village has implemented cost-cutting measures to attain a balanced general fund balance for fiscal year 2017. Looking to 2018 and beyond, the Village is proposing this tax to replenish the lost revenue from the declining sales and income tax and achieve a balanced general fund

balance.”

The 1-percent tax, if approved, would be applied to the purchase price of alcohol, packaged liquor and non-alcoholic beverages for immediate consumption.

Village staff anticipates bringing in $1.5 million in revenue, and it is a revenue that would experience growth over time.

A study of state-reported revenues shows a 4.3 percent annual growth rate at the Village’s drinking and eating establishments over a 7-year period from 2010 to 2017.

If adopted, the tax goes into effect Jan. 1, 2018 with first collections coming in February.

Commissioner Bob Barnett wanted the board to think carefully when gauging whether the Village should implement the tax, so as not to miss any opportunities.

“I think we long-term need to be focused on the idea that our revenue streams are going to be differ-

ent than they have been in the past, which is what makes this an excellent idea to be considered,” he said.

Nearby Naperville and Lombard have both implemented a 2-percent beverage tax. Like what’s proposed for the Village of Downers Grove, Westmont created a 1.5-percent tax.

The measure is designed to capture growth that is incurring.

What’s more is the State of Illinois is assessing a processing charge, or a 2-percent hold back on the Village’s sales tax.

“We do have to look at other things and changes in the environment and also challenges in other places,” Mayor Martin Tully said. “I know we ask staff to do more and more with less and less, but eventually you can’t do everything with nothing.”

The matter will be reviewed again by the Downers Grove Village Council at its July 18 meeting.

Olsen hosts ‘Shredding & Sharing’ event More than 8,000 pounds of paper documents were shredded on July 15 at a free document shredding event sponsored by State Representative David S. Olsen (R-Downers Grove). The three-hour “Shredding & Sharing” event was held in cooperation with Sharing Connection, a local not-for-profit that collects new or slightly used items for families in crisis.

Between 9 a.m. and noon, approximately 250 cars flowed through the parking lot of Sharing

Connections. In addition to the documents delivered for shredding, community members filled 10 large bins with new or gentlyused home goods, clothing and cleaning products for the nonprofit organization. Many large pieces of kitchen, living room and bedroom furniture were also donated.

“This was the second time we partnered with Sharing Connections, and the response by the community was even better this year,” said Olsen, who greeted motorists and helped unload their Sharing Connections donations and boxes of documents to be shredded. “Sharing Connections is such a worthwhile community or-

ganization; they do so much good for families in need. I was pleased to see the level of donations that poured in on Saturday morning.”

A third partner in the event, AT&T, underwrote the cost of the shred truck.

“We completely filled the shred truck this year,” said Olsen. “Everyone has old bank statements, receipts and other sensitive documents that they don’t want to throw in the trash, so I was pleased to work with AT&T to provide this valuable community service,” Olsen said.

Olsen said he plans to host a document-shredding event every summer in the 81st District.

Board to appoint next village administrator Al Stonitsch will begin his new position on August 21 On Thursday, July 20, the mayor and Village Board are slated to appoint Al Stonitsch as the next village administrator of the Village of Woodridge. Stonitsch comes to Woodridge from the Village of Glen Ellyn, where he has served as assistant village manager for more than four years.

Stonitsch has spent the last 17 years working in local government, including previously serving the Village of Glenview for nearly 13 years. Most recently, as the assistant village manager in Glen Ellyn, he was responsible for the Village’s facilities maintenance, human resources, information technology, communications and senior services divisions within the Village Manager’s Office.

During Stonitsch’s tenure in Glen Ellyn, he also served as a key member of the

village’s design/build team for the new Glen Ellyn Police station facility and Civic Center space needs analysis.

“Being selected to be the next village administrator for Woodridge is a great thrill and a tremendous honor,” stated Stonitsch.

“Woodridge has always had a great reputation for being a top tier community in which to live and raise a family, and to open and expand one’s business. I’m truly looking forward to getting to know the community and Village staff, and working with the senior management team to achieve the goals and priorities of Mayor Cunningham and the Village Board.”

“We are very pleased to have Mr. Stonitsch as the next village administrator of the Village. He has a tremendous amount of experience

that will serve him well in his new position. We look forward to welcoming him into his new role, and for his continuing the tradition of excellent administrators serving the Village of Woodridge, ” Mayor Cunningham said Stonitsch holds a Master’s Degree in Public Service Management from DePaul University and a Bachelor’s Degree in History from Marquette University. He is a member and participant in the International-Illinois City/County Management Association (ILCMA) and Illinois Association of Municipal management Assistants (IAMMA), and several other professional associations.

He will begin his new position on August 21.

Patient-centered care shouldn’t be just a marketing slogan

BY TRUDY LIEBERMAN Rural Health News Service Recently I heard from a woman in rural Nebraska who told me about her 76-year old father, who in late April had a lemon-size cancerous mass removed from his brain. The man chose to have his chemotherapy and radiation treatments at a hospital close to his home instead of at one of the larger hospitals farther away. Not surprisingly he wanted family nearby. Nearly two months later, in mid-June, his treatments finally began. Why the delay?

His daughter told me the nearby hospital “had no record of two appointments they had made with my dad and rescheduled at least once.” She asked me if her father was being neglected because he was on Medicare, adding, “He is so angry. We are so angry. So much for urgency and professionalism.”

So much for patient-centered care – that buzz phrase that’s all the rage in healthcare circles. It goes by a lot of different names like patient engagement, patient activation, and shared-decision making. If care is truly patient-centered, it revolves around eight principles identified in research by the Harvard Medical School and the Picker Institute. They include respect for patient preferences, coordination of care, information and education, physical comfort, emotional support, involvement of family and friends, continuity and transition, and access to care.

For the family in question, the Nebraska hospital simply didn’t meet those standards.

What passes for patient-centered care falls short for a lot of other people, too, like one man who spent weeks trying to get his diabetic test strips. His current supplier had lost its Medicare contract, and Medicare sent him a letter advising him of a new approved source.

He called the number he was sent and ordered new strips. A week later he went to the pharmacy to pick up his supplies

but was told they had no record of his order. Days passed before he got the strips.

Six months later he encountered another problem – this time with his supplier of pens used to inject insulin. He ordered them and approved the charge to his credit card using a telephone automated order system. Several days later the supplier called and left a message asking him to confirm the shipment.

When he called back, he learned the cost exceeded the limit for automatic approvals, and the order wouldn’t be processed until he personally approved the charge. No one had told him there was a limit. So much time had passed that he had only a two-day of supply of insulin left. “The delay created a potential emergency,” he said.

Often patient engagement has come to mean selling things, particularly tools and devices, that purport to help patients manage their care. During the man’s many calls with the supplier the company tried to sell him knee and back braces, advising that Medicare would pay if he got a doctor’s prescription.

Last year I was invited to attend a panel discussion about innovations in patient engagement. The room was full of young marketers eager to sell their products and share the best ways to reach patients. Since the term patient engagement is so slippery, it wasn’t surprising the program began with a discussion of what it actually meant.

One panelist offered this definition:

“It really has to do with how can you get patients to do more or become more active in the ecosystem about their health.” Another said, “Let’s think of patient engagement as a marketplace.

How are they engaged in the marketplace?

Perhaps he meant that people like the man who needed an insulin pen pronto would be “engaged” enough to buy a brace he did not need.

Another panelist noted, “People’s engagement with health is quite low.

There’s a gap we’re seeing between technology and tools and the patients and doctors involved in using them.” A fellow panelist said patients “don’t want just excellent care. They want an experience.”

Most experts would argue that patients too often are not getting excellent care. Postponing medical treatment because of schedulers’ errors and nearly running out of insulin because a company’s procedures are inefficient hardly qualify as excellent care. “Experiences” like those are all too common.

That’s not to say patients shouldn’t be active in their care. Growing evidence suggests that patients who are more actively involved have better health outcomes. But that doesn’t mean profitseeking providers should be pushing unnecessary care, pills, or devices onto patients.

I recently got a letter called a Care Consideration from Aetna, my supplemental insurer. It said, “This information was identified to support you in working with your doctor to improve your health.” The letter was a not-sosubtle push to take a statin for heart disease. There was just one problem. At my last physical less than a year ago my cholesterol was “excellent,” as it always has been. No medication required.

Pushing a drug and trying to overrule my doctor does not qualify as patient engagement.

Joliet Slammers host Frontier League All-Star festivities

Last week, Joliet was the epicenter of the Frontier League as the Slammers hosted the annual league All Star game and corresponding events.

The activities included everything from a golf outing at Mistwood Golf Club to a beer fest to a replica of the Collins Street prison as a giveaway to fans.

“It has been a tremendous three days,” said Frontier League Commissioner Bill Lee at the game. “The Joliet Slammers staff has done things great. Every event has been wonderful. The events in Joliet marked the 25th anniversary of the Frontier League – the oldest independent league still in operation.

The league is still keeping with its mission to allow players the chance to chase their dream to play professional baseball.

“That is the premise of it and that is something I have always wanted because I played independent baseball myself in 1977 and I wanted it to be better for everyone than I ever had it,” Lee said.

The highlight of the week was the game in which the Slammers and the East won 4-1 over the West.

Bralin Jackson of the Washington Wild Things went 2 for 4 with a pair of RBI and earned the game’s Most Valuable Player award.

The East scored first when Washington’s Kane Sweeney and Will Kengor of Traverse City hit back-to-back doubles.

Another Wild Thing player, Rashad Brown then singled in Kengor.

The West got on the board in the top of the fifth, but the East

NCC ranked seventh in NCAA D-III The North Central College football team will enter the 2017 season as the No. 7-ranked NCAA Division III program in the nation, according to the annual Preseason Top 25 Poll released Monday by D3football.com.

The Cardinals are coming off a 2016 campaign which saw them post an overall record of 11-1, including a perfect 8-0 record in College Conference of Illinois & Wisconsin (CCIW) play.

North Central won its 12th CCIW championship and advanced to the second round of the Division III Football Championship.

The Cardinals received 452 points in the preseason voting.

The defending national champion, the University of Mary Hardin-Baylor (Texas), claimed the No. 1 spot with 16 of 25 first-place votes, followed by the University of Mount Union (Ohio), the University of Wisconsin-Whitewater, the University of Wisconsin-Oshkosh and the University of St. Thomas (Minnesota).

North Central remains one of two CCIW teams in the top 25, as Wheaton College opens the season ranked No. 6.

The Cardinals travel to Wheaton for the annual Battle for the Little Brass Bell at McCully Stadium on Oct. 14.

North Central’s 2017 season opens Saturday, Sept. 2, when the Cardinals host Robert Morris University-Chicago. Kickoff at Benedetti-Wehrli Stadium is scheduled for 7 p.m.

Mathey has earned Central Region Coach of the Year honors in each of the last two seasons, guiding the Cardinals to consecutive NCAA Division III Regional appearances, while advancing to the semi-finals of the College World Series this past season, the highest finish in school history.

In his three years back at the helm at North Central, Mathey has led the program to three straight College Conference of Illinois & Wisconsin (CCIW) regular season championships, while capturing the 2017 CCIW Tournament title. The Cardinals have recorded back-to-back 30-win seasons for the second time in program history, finishing with 31 wins each of the last two seasons.

Mathey ranks second in program history with 293 career victories over his 12-year span at North Central, needing just 11 wins to tie legendary head coach Tom Purcell.

Over his 24 seasons as a collegiate head coach, Mathey has accumulated 587 wins and remains the all-time wins leader at NCAA Division I Northern Illinois University.

Two players have earned Central Region Player of the Year honors in the last three seasons under Mathey, as third baseman Michael Mateja was named

Central Region Player of the Year in 2017, joining Bryan Polowy ‘16 who earned Central Region Pitcher of the Year in 2015.

• North Central College men’s cross country and track and field athlete Zach Hird has been named to the 2017 NCAA Division III Academic All-America Third Team, as nominated and voted upon by the College Sports Information Directors of America (CoSIDA).

Hird was one of 12 individuals voted to the All-District Seven Team, which includes institutions from the states of Illinois, Indiana and Ohio, in May and is one of 45 student-athletes throughout Division III to be named to the Academic AllAmerica Team this year.

An accounting major, Hird placed 15th at the Division III Midwest Region Cross Country Championships last fall before placing 24th at the national championships to earn All-America honors as North Central won its 17th team national title by a record 144-point margin.

He earned All-America honors with a sixth-place finish in the distance medley relay indoors and placed 11th in the 3,000-meter run as the Cardinals shared the team national title at the Division III Indoor Championships at Al B. Carius Track.

He placed second in the 1,500-meter run and third in the 5,000-meter run at the College Conference of Illinois & Wisconsin (CCIW) Outdoor Champion-

ships and finished the outdoor campaign with the team’s fastest time in the 1,500 (3:52.57).

North Central has now received 28 Academic All-America selections from CoSIDA, 14 of which have been achieved by members of the men’s cross country and track and field programs.

Lewis University Director of Athletics Dr. John Planek announced on Monday (July 10) the addition of women’s bowling and women’s lacrosse to the NCAA Division II offerings of the Flyer Athletics Department, beginning in 2018-19.

The addition of these two teams increases Lewis’ scholarship sport offerings from 20 to 22.

Since 1980, Lewis has competed as one of 15 current member institutions of the Great Lakes Valley Conference.

“We are very excited to announce the addition of these sports,” Planek said. “Women’s lacrosse is played in nearly 70 high schools in Illinois and we would be one of the few institutions offering scholarships.

“It is one of the fastest growing sports in the country and particularly in the Midwest.”

“Women’s bowling has also become a popular sport in Illinois,” Planek continued. “According to the Illinois High School Association website, there are 238 girls bowling teams and adding this to our portfolio increases opportunities for women to compete at the next level.”

Lewis Senior Vice President for Enrollment Management, Marketing and Planning Ray Kennelly was equally as excited about the new Flyer sport additions.

“With the addition of these two new sports, we not only can increase our enrollment, but we will be able to recruit in markets that have traditionally been outside of our primary territories,” Kennelly said. “We feel it will enhance student life on campus as well as provide additional opportunities for intercollegiate athletic competition.”

A coaching search for both teams will begin immediately.

Lewis also announced that men’s bowling will be instituted as a club sport beginning in 2018-19 to add to the growing portfolio of 23 club sport opportunities.

• Lewis University head women’s basketball coach Samantha Quigley Smith announced on Wednesday (July 12) that she has hired Dan McCarthy as an assistant coach.

McCarthy, who is a 1974 graduate of Lewis University and member of the Flyers’ 1974 NAIA National Championship baseball team, served as Quigley Smith’s assistant at the University of St. Francis for the past five years.

“We are so excited to have Dan be a part of the Flyer Family,” Quigley Smith said. “His love for the game and making individuals better on the court, in the classroom and in life is second to none.”

Frontier League games before signing with the Boston Red Sox; Pete Pirman, who played for the Evansville Otters (2002), Richmond Roosters (2003) and Kalamazoo Kings (2004-06). The 2005 Most Valuable Player led Kalamazoo to its only Frontier League title. He is tied for the single season record with 100 RBI in 2005 and posted a .300 batting average with 47 home runs and 247 RBI in his Frontier League career.

Joining the players was Special Contributor Steve Sturgill.

He was the first president of the Frontier League and one of the original league owners, running

the Portsmouth Explorers in 1993 and 1994.

He is the only person other than Bill Lee to have his signature stamped on the Frontier League baseball.

“I’m very proud of the Hall of Fame Class of 2017. This class represents the first 21 years of the League. All the players contributed greatly to the success of their teams. They proved to be leaders with their offensive and defensive skills,” Lee said in a release. “Steve Sturgill was one of the founders of the League and helped to pave the way for all the players to be become Hall of Famers.”

Research helps with salary negotiations It’s kind of like deciding what to ask for when you sell a car DEAR DAVE, I’ve accepted a promotion that would take me from an hourly wage to a salaried position. Do you have any advice for negotiating a salary?

J DEAR J, The quick and simple answer to this question is you negotiate it

based on what you’re worth to the company. Now, how do you figure that out?

There are a couple of measuring sticks you can use. One is associated with the revenue you bring in, and that’s a nice, concrete ref-

erence.

Another thing you can do is research some of the more reputable career websites and develop a compensation study based on comparable positions in your area.

If you’re a valuable team member of mine who’s moving from hourly to salary, it wouldn’t be a “negotiation” — it would be a discussion. Honestly, most positions are priced initially at the amount you can be replaced for in the new role.

In other words, what’s the going rate for someone in your position?

If it were me, I’d produce two or three well-researched compensa-

tion studies. Give them to your bosses, and talk it through with them. Depending on the size of the company, they may not have done that much work figuring it out themselves.

It’s kind of like deciding what to ask for when you sell a car. You try to appraise it for what it’s worth in the marketplace to other people.

That’s the way you have a discussion. It’s not that you’re telling them what to do or presenting an ultimatum, you’re asking questions and presenting information.

If someone did that in my office with a respectful and professional manner, it would go a long way.
