SEASPAR athletes bring home medals from Illinois Summer Games Approximately 4,000 athletes competed at the event at the Illinois State University campus Fourteen athletes trained by the South East Association for Special Parks And Recreation (SEASPAR) earned a combined 25 medals at the Special Olympics Illinois Summer Games in Normal, Ill. June 9-11.

The Special Olympics Summer Games is the largest of the more than 175 Special Olympics competitions held throughout Illinois each year, and is the final state competition for Aquatics, Athletics (track and field), Bocce, Gymnastics, Powerlifting, and Soccer.

Approximately 4,000 athletes competed at the event at the Illinois State University campus.

SEASPAR was represented in all six sports by a total of 14 athletes.

SEASPAR’s two Powerlifting athletes earned multiple medals. Allen Rosete of Darien, a first-time Powerlifting competitor, earned gold medals in his division in the Bench Press and Deadlift events, and a silver medal in the Combination event.

Emily Lundvall of Westmont took gold in both Bench Press and Combination, and silver in Deadlift while setting a new personal record.

competitors trained by SEASPAR also earned multiple medals. Anna Cavallo of Downers Grove took gold in her division in the Balance Beam, Uneven Bars, and Vault events. Kari Winter, also of Downers Grove, took gold in the Uneven Bars event and silver in Vault.

Bridget Brown of Darien earned a gold medal in the Balance Beam event and a silver medal in Uneven Bars.

Five athletes represented SEASPAR in Aquatics events. Ryan McGuire of La Grange, a firsttime Summer Games competitor, earned two gold medals in his division of the 25M Freestyle and 25M Backstroke events. Sam Smetko of La Grange Park took gold in the 50M Backstroke event and silver in the 100M Freestyle.

Mark Ploskonka of Darien earned gold in the 50M Freestyle event and bronze in the 50M Backstroke. William Porch of Westmont took silver in the 50M Backstroke. Chris Tegeler of Darien joined teammates Smetko, Ploskonka, and Porch to earn gold in the 4X100M Freestyle Relay.

One SEASPAR athlete participated in the Soccer competition on a cooperative team representing SEASPAR and the Lily Cache Special Recreation Association, which serves the Bolingbrook and Plainfield Park Districts. Nate Church of La Grange earned a gold medal with his teammates.

SEASPAR was represented by one competitor in Athletics (track

and field). Michael Drabik of Woodridge earned a bronze medal in the Pentathlon, which comprises five different events: 100-Meter Run, Long Jump, Shot Put, High Jump, and 400-Meter Run. Mark Buglio of Lisle and Amanda Skozinski of Downers Grove teamed up to represent SEASPAR in the Bocce Traditional Doubles event, earning fourth place in Skozinski’s first Summer Games competition.

“The Summer Games is an important motivator for our Special Olympics athletes in these six sports,” said Susan Friend, Executive Director of SEASPAR. “Their families, coaches, peers, and all the SEASPAR staff encourage them while they train over weeks or even months. Our athletes work very hard to qualify for Summer Games, and whether they come home from the event with a gold medal or a participation ribbon, they know they’ve made all of us very proud for achieving their goal of competing at the state level.”

SEASPAR trains athletes for Special Olympics competitions in Alpine Skiing, Aquatics, Athletics (track and field), Basketball, Bocce, Bowling, Flag Football, Floor Hockey, Golf, Gymnastics, Powerlifting, Soccer, Softball, Snowshoeing, Tennis, and Volleyball. SEASPAR’s athletes compete in Special Olympics events throughout the year.

Village could seek Downtown Downers Grove Main St. train station Market open until October improvements Contract with F. H. Paschen S. N. Nielsen Associates in the amount of $224,981.59

The Village of Downers Grove’s historic Main Street train station could have upgrades in its future.

Downers Grove officials reviewed an intergovernmental agreement with Metra and a contract for rehabilitation of flooring for the commuter station at their June 13 meeting.

“The Village was approached

by Metra who has some available capital funding for commuter capital type projects—projects that were the highest priority and assisted us in providing commuter services and projects that could be completed this year,” said Nan Newlon, director of public works. “The Village is responsible for operating and maintaining the station through a long-term lease with the Burlington Northern Santa Fe Railroad, and in reviewing this with building operations staff, it was determined that the flooring, here, at the station was of the highest priority of all the projects related to this building.”

“The flooring currently is a tile floor,” Newlon said. “It’s laid on basically ply wood on top of

wood decking, so it’s a very old structure. What’s happening is that the wood decking underneath is warping and buckling and causing a lot of the tile to crack and to have trip hazards.

There’s also not positive drainage on this floor, so that helps contribute to the deterioration of the floor.”

The Village is to approach the project through a design build contract with F. H. Paschen S. N. Nielsen Associates in the amount of $224,981.59. The award, if authorized, is to include fixed prices and performance standards that were bid through the City of Naperville in a job order pricing contract.

“The company has done this, and we have ordered with them through this job order contract in the past for the downtown trash enclosure most recently, also for the police station generator and for repairs to the Finley well house,” Newlon said. “This method of contracting worked well for us in those projects.”

Newlon said Village staff is recommending approval of the contract as it is proposed.

The awarding of such a contract includes “phasing this work in such a way as to provide access to things, such as ticket windows and the bathrooms, as they do the work,” Newlon said.

Commissioner Marge Earl recognizes that work needs to be done, and questioned to what extent Village staff is considering the aesthetic look of the tiles.

“It looks like a very ’70s, I just thought that there might be something more appropriate that was echoing the age of the building, but I don’t know exactly what that might [be,]” she said.

Newlon said the Village is to utilize a larger tile size this time around, and staff has not yet selected a tile.

“We’re looking for something easy to maintain and that will look nice in that facility,” she said.

Downers Grove officials will consider authorizing the intergovernmental agreement with Metra and awarding the contract at the council’s June 20 meeting.

Since the mid 1990s, The Indian Boundary YMCA has jointly sponsored with the Village of Downers Grove the Downtown Downers Grove Market. A group of Indian Boundary YMCA volunteers work tirelessly each year to recruit vendors, staff the market and man the Indian Boundary YMCA information booth.

Proceeds from booth sales help the YMCA to enhance existing programs and to offer financial assistance to children and families to participate in Y programs. Last year, more than 3,300 people visited the market during peak weeks.

Lester School wins $8,000 in Yorktown Center contest Yorktown Center staff visited Lester School on June 8 to present the school with an $8,000 check for winning first place in the Yorktown Center School Bucks program. The check presentation took place during an outdoor all-school assembly before Lester’s Field Day kicked off.

“Lester appreciates the incredible community support that helped us win this fantastic prize,” said Lester Principal Carin Novak. “Thank you, Yorktown Center, for your commitment to education.

We are so excited to use this funding to improve our school.”

The Yorktown Center School Bucks program awards shoppers points based on each dollar spent at Yorktown stores and restaurants. Shoppers could choose which elementary school to award their points. In addition to Lester School winning

the contest, three other District 58 schools earned prizes. Henry Puffer School won $2,000 for taking third place, and Herrick Middle School and Belle Aire School each won $1,000 for coming in fourth and fifth places, respectively. Lester, Henry Puffer, Herrick and Belle Aire will each use the prize money to purchase new resources to enhance their school.

For example, Lester plans to donate their $8,000 winnings to the Lester PTA Playground Committee for the school’s future inclusive playground.

“Our primary goal is to give back to our community in a meaningful way,” said Todd Hiepler, Yorktown Center general manager. “By choosing the local educational system as our platform, we get to see direct results from our donations implemented into the schools that contribute to the future wellbeing of the communities that support Yorktown Center. We have already received positive feedback from the participating schools. We hope to grow the School Bucks program next year to further reward our loyal, local shoppers and enhance the students’ educational experiences.”

BY TRUDY LIEBERMAN, RURAL HEALTH NEWS SERVICE Older Americans may be in for a rough ride if the changes Washington politicians are considering come to pass. Because good, explanatory journalism is in short supply and TV shouting matches don’t tell you much, I decided to use this space to discuss some of the possible changes that could soon affect millions of people in their 60s and older.

First, let’s consider Medicaid, the federal-state program that finances healthcare for the poor and long term care for the middle class. Virtually all the talk about cutting Medicaid by more than $800 billion over the next 10 years has centered on the 11 million people who gained health coverage under the Medicaid provisions of the Affordable Care Act, also called Obamacare.

Most of those Americans will lose their health coverage if the legislation the House passed in early May to replace Obamacare gets through the Senate. Equally affected will be seniors and their families who now count on Medicaid to fund long-term care.

Medicaid pays for about half of all nursing home stays, but it also pays for care elders receive in the community under special waiver programs. These might include home care, adult day care, and other services that help people stay in their homes.

I asked Medicaid experts what would happen if the funds families now depend on disappear. All said that if federal allocations to the states are capped or

reduced in some other way, states would have less to give families needing longterm care assistance. More families will be on their own to pay for some or all of the care a loved one needs.

The U.S. has never had a policy to pay for such care, so Medicaid, by default, became the vehicle for funding. And as Judy Feder, a professor of public policy at Georgetown University, told me recently Medicaid dollars have never been sufficient to pay for the growing number of Americans needing long-term care.

Proposed changes will only make things worse.

Stacy Sanders, federal policy director for the advocacy group the Medicare Rights Center, puts it this way: “Cuts of this magnitude will end Medicaid as we know it, putting older adults’ access to home and community-based long-term care, nursing home services and other essential supports in jeopardy.”

Also, people now receiving health coverage under the Affordable Care Act could find themselves paying much higher premiums if a bill to repeal and replace eventually passes. The Housepassed bill changes the rules for insurance companies so that they can charge older people a lot more than younger ones in states that decide to opt out of certain Obamacare protections.

In a state that opts out, according to the Congressional Budget Office, a 64-year-old with an income of $26,500 could pay as much as $16,000 in annual premiums while a 21-year-old with the same income might pay only $1,700.

People would get tax subsidies depending on their age, but subsidies gradually phase out the higher the income, still leaving older people with a large premium. While this is only an illustration, it’s fair to say they would take a pocketbook hit.

They’d be hit again if a state rejects Obamacare rules that require insurers to cover people with pre-existing conditions. If they no longer could buy coverage, they’d have to turn to state high-risk

pools, an old-fashioned solution that didn’t work well.

And then, what about Medicare? One of the biggest changes so far is the elimination of Medicare State Health Insurance Assistance Programs also known as SHIPs. Over 7 million people annually seek help from the SHIPs to understanding Medicare and choose Medigap policies and Medicare Advantage plans.

Because this program may disappear, if you think you’ll need help with Medicare, I suggest you check in with your local program as soon as possible.

Other services seniors rely are also on the chopping block. The Trump administration’s budget calls for cuts in rental and heating assistance. Rental assistance for low-income families would affect some 250,000 households that receive housing vouchers, and the Center for Budget and Policy Priorities estimates that about 60,000 of those households include seniors.

The Low Income Home Energy Assistance Program (LIHEAP) may also disappear. About 40 percent of eligible households include at least one person aged 60 and older.

Cuts to the food stamp program; and the elimination of federal funds to states through what’s called a block grant will also mean some meals on wheels programs will have a harder time serving seniors. Directors of meals programs told me waiting lists in some communities will be much longer.

At stake is what kind of life Americans want for their oldest citizens? Pamela Tainter-Causey, the communications director for the National Committee to Preserve Social Security and Medicare, offered one answer: “We are saying that seniors are becoming the forgotten class.”

Koepa shoots record-tying round to win first major at US Open

ERIN, Wis — Brooks Koepka was a little busy over the past week and didn’t have a chance to shop for Father’s Day – what he was able to give his dad was more than a gift from any store.

The 27-year-old shot a 16-under par at Erin Hill Golf Course to win the US Open in record-tying fashion and claim the first major championship of his career that had already saw him win all over the globe.

“It’s really special. I look at all these places I won. Just won in Japan, I think, in November,” said Koepka, the first Florida-born US Open champion. “And to win in the European Tour in Turkey and Phoenix. You look back at all the wins, even on the Challenge Tour, it’s pretty cool. I’d love to get a map and just look at all the places I’ve won. It’s pretty cool.

But to win my first major in the United States is pretty special. It is Father’s Day, so hopefully - like I said, I didn’t get him a card, so I really hope this works.”

Koepka won the first-ever Open in Wisconsin and did so on a golf course that eliminated the top three players in the world after 36 holes.

“I played really solid from the moment we got here on Monday and all the way through until today. The ball-striking was pretty solid,” he said. “It had to be today, especially with the wind.

And I got out with the putter there for a little bit today and all week. So all around my game is pretty solid and I couldn’t be happier.”

Koepka’s 72-hole total of 272 is tied with four players for the third-lowest 72-hole score in U.S. Open history. He ties Jack Nicklaus (Baltusrol G.C. (Lower Course), 1993), Lee Janzen (Baltusrol G.C. (Lower Course), 1980), Tiger Woods (Pebble Beach G.L., 2000) and Jim Furyk (Olympia Fields C.C. (North Course), 2003).

Koepka’s 16-under ties for the lowest 72-hole total in relation to par in the history of the championship (Rory McIlroy, 16-under 268, Congressional C.C. (Blue Course), 2011) and Tiger Woods (12-under 272, Pebble Beach G.L., 2000).

RECORD ROUND Koepka’s win was not the only record-setting performance of the weekend.

With an eight-foot eagle putt on the par-5 18th hole, Kentucky-born Justin Thomas – in only his third US Open – set a new record of score in relation to par in any round of the tournament on Saturday.

Thomas bombed a 3-wood to within eight feet on his second shot to set up the record putt.

The nine-under par round of 63 came 44 years to the day from the previous record – held

by Johnny Miller, who shot an eight-under 63 at Oakmont.

Carry any leftover money into next month It’s okay to carry a few categories over from month to month DEAR DAVE, When you use the envelope system, what should you do with any leftover money?

MANDY DEAR MANDY, My suggestion would be to carry it over to the next month. Lots of folks don’t use all the money in their clothing envelope during a month.

There’s nothing wrong with letting a little extra build up in one of your categories if you don’t spend it all in a given month or two.

You should be hitting the budget pretty close each month on categories like food. Getting out of debt and managing your money wisely doesn’t mean going hungry. If you do end up with a little left over in the food envelope, treat yourself

to a nice dinner out, or buy something that’s food-oriented.

But it’s okay to carry a few categories over from month to month.

Just make sure you don’t get crazy and blow that money on something outside the intended category, or on stuff you really don’t need.

DEAR DAVE, I have some company stock my grandparents bought for me years ago. Would be a good idea to cash out the stock and roll it into an IRA? DYLAN DEAR DYLAN, Technically, you wouldn’t be rolling it into an IRA. You would cash it out and use the money to establish a Roth IRA. And yes, I would do that.

It was very kind of your grandparents to buy you a gift like this, but I think you can do better. You didn’t mention an amount, but let’s say you’ve got $10,000 in that company’s stock. Now, would you buy the stock if you had $10,000 sitting on the table? Most people, myself included, would say no because there’s too much risk. I wouldn’t advise having the majority of your wealth — the highest percentage

of your net worth — tied up in one single company. That’s bad news.

So yes, I would sell that stock and use the money to fund a Roth IRA or multiple Roth IRAs. I invest my Roth IRA money in mutual funds that have a solid track record of outperforming the S&P 500 for 10 years or longer.
