Village reviews new regulations for lead testing Village Council receives update on IEPA’s new rules By anDrea earnesT Bugle StaFF

The water crisis in Flint, Michigan, prompted the Illinois Environmental Protection Agency to update its regulations for lead testing, and the Downers Grove Village Council recently received an update on the new rules.

Stan Balicki, assistant director of public works at the village, gave an overview of the revised regulations during the village council’s June 7 meeting. According to board documents, IEPA has recently identified several enhancements to public health protection to support drinking water requirements. The enhancements include seven actions that would reduce the risk of lead in drinking water.

Balicki said the new revisions can be split into two sections: testing and communications.

“We expect to deliver lead relation information directly to 2,000 customers during the course of this year,” Balicki said.

IEPA now requires the reevaluation of testing sites that have been established, providing new instructions to sampling sites, providing additional operational and water quality reports to the IEPA, notifying affected customers within 10 days if a lead result is above the 15 ppm threshold, notifying any residents on the block where watermain construction could put them at higher risk of lead exposure, meeting updated IEPA requirements for notifying all affected water service connection

prior to a watermain construction and making additional information available to customers on the village’s website.

Currently, the village runs a community water system and delivers water to 17,000 customers.

The source water is from Lake Michigan and is treated by the city of Chicago.

“The water is tested throughout the system, and the water that leaves the treatment plant is free of lead,” Balicki said.

Westmont approves ban on coal-tar for village projects Commission is also encouraging residents to consider not using coal tar products The village of Westmont recently adopted an internal policy that prohibits the use of coal tar products in village municipal work projects.

Coal tar is a product that can be used as a sealant for asphalt pavement. A growing number of cities and states are banning the product outright, and many businesses do not sell these types of sealants in their stores.

“We want to thank our Environmental Improvement Commission for leading this

conversation,” Public Works Director Mike Ramsey said.

“We now add language in our bid proposals that let vendors know that we will not use coal tar products when we make repairs to our streets and related infrastructure. Some communities have actually instituted coal tar bans for all work in the community because of the harmful effects on the environment.”

The Westmont Environmental Improvement Commission is also encouraging residents to consider

notusingcoaltarproducts.Residents may wish to take a conservative approach to risk mitigation by either selecting pavement sealants for self-application that are not coal tar based or hiring contractors that do not use this product. A listing of “CAS 65996-93- 2” on the ingredients label or material safety data sheet is an indicator that the product contains coal tar and should be avoided.

Alternative sealants that are generally considered as safer for the environment and possibly human health are asphalt or latex based.

Both are readily available at home improvement stores.

According to board documents, likely impacts to the village include a significant increase in resident inquiries about water testing and lead exposure, significant increase of time spent by staff communication with residents, and an increase in the number of service lines replaced.

Balicki broke down the customer connection, stating that the water

main pipes have no lead, but the water that goes through the buffalo box into the service line to each individual house may have lead because the service line may contain lead.

Commissioner David Olsen added that estimates indicate that only 10 percent of service lines are made of lead.

Balicki said the toxic metal was gradually phased out in the 60s and was banned by the EPA in 1986.

According to board documents, homes built prior to 1930 most likely have lead water service lines, homes built between 1930 and 1960 might have lead service lines, and homes built after 1960 are likely to have copper service lines. The village also has a community education plan in place that includes general public education, with instructional videos and articles available on its website. Some residents also may receive targeted communications if they are impacted by water main construction.

During the last sampling period in 2014, the village had one home that had 22 ppm of lead, which is over the threshold of 15. This was the only home that had levels above the EPA limit.

Woodridge police investigate non-fatal shooting Bugle Staff A 31-year-old Woodridge man sustained non-life threatening gunshot wounds Monday evening,

according to the Woodridge Police Department.

Orchard Lane for the report of gun shots at approximately 7:47 p.m.

June 6. “Information concerning this incident is being developed

and the Woodridge police are currently processing the scene and interviewing witnesses,” the police department said in a release.

Let’s be clear – America is moving toward widespread acceptance of marijuana use, both for medical purposes and recreational pursuits.

In 1996, California was the first state to approve the use of marijuana for medical applications, and since then more than 20 additional states have done the same. More recently, several states have legalized the recreational use of marijuana, joining a trend of eased sanctions on the drug.

Additional states will likely pass legislation permitting adults to purchase marijuana in resale shops – an idea that seemed unlikely even a decade ago.

Polling data show that the number of American adults who support marijuana legalization is greater than those who oppose it. Gallup poll numbers from October 2015 put legalization support at 58 percent, up from 30 percent in 2000 and 40 percent in 2009.

The pro-legalization advocates deserve a tremendous amount of credit.

There has been a deliberate, organized effort to sway public opinion about marijuana use and whether using it should be a personal choice.

Like the tortoise in the famous race, they have won through patience and perseverance. It’s fairly easy to see that medical marijuana acted as a gateway to full legalization. By including this stepping stone, legalization supporters softened views about marijuana’s dangers. A generation later, public opinion has tipped in their favor.

We are officially in a new era in terms of attitudes about recreational drug use.

wHo Do yoU TrUsT? Many groups oppose legalizing marijuana on the grounds that it is dangerous, will easily fall into the hands of children and will create a slippery slope toward legalizing other drugs, including cocaine and heroin. The federal government has stood behind its view that marijuana has no accepted medical use and a great risk of abuse.

The drug has been illegal since 1937 and was labeled a Schedule I (prohibited) drug in 1970. Other drugs in this category are heroin, LSD and MDMA. The problem with this stance is that it makes government look foolish and leads to people losing trust in their elected officials. Does anyone believe marijuana is as dangerous as heroin? If we’re to believe the 1930s propaganda

film “Reefer Madness,” about a quarter of Americans should have gone on murderous rampages by now.

However, beatniks and hippies, among other counter culture groups, ignored these warnings and used marijuana.

That isn’t a huge shock, but it gave us a generation’s worth of evidence that marijuana probably isn’t as dangerous as heroin. By taking an inflexible stance, government has become an untrustworthy source of information about drug use, and one that many have begun to ignore.

Meanwhile, the pro-legalization camp argues that marijuana is not more harmful than two legal drugs, alcohol and tobacco. Furthermore, they claim that people could benefit from its medicinal properties, while the economies of states that legalize the drug will see increased tax revenues and reduced burden on law enforcement officers who can ignore low-level drug users.

NOT SO FAST Just like their government counterparts, legalization advocates have produced plenty of false information of their own. We hear about all the conditions that marijuana can treat, the total lack of risk to the user, and the innumerable economic benefits that society will reap by legalizing a plant.

In reality, most of these benefits will include proportionate consequences that neutralize much of their value. For example, tax revenues might increase with legalization, but so will regulatory costs and healthcare problems associated with accidental ingestion, harmful behaviors done while high, and substance abuse treatment.

Legalization supporters often compare marijuana to alcohol, so let’s examine the economic impact of the alcohol industry. For all of the millions of dollars created by the alcohol industry in the U.S., the country spends $10 in costs for every $1 provided, according to the National Institute on Alcohol Abuse and Alcoholism. While this 10-to-1 ratio may not be identical to the costs associated with marijuana, it’s safe to say that there will be costs not currently being considered legalization advocates.

In terms of medical benefits, several groups support using marijuana, including the American Nurses Association. Marijuana is helpful for patients with glaucoma, HIV, multiple sclerosis and certain types of cancer.

Although there are legal alternatives, let’s grant that some people benefit from using marijuana. This doesn’t actually

make for a compelling argument in favor of legalization. If marijuana is medicine, similar to a drug you take for diabetes or high cholesterol, then why would we legalize it for recreational use?

We also continue to find that marijuana is not as safe as its proponents claim. Research suggests that memory is significantly impacted and with greater consumption comes more harm.

Reaction time is slowed and perception is altered, making attention-heavy tasks like driving more difficult. Marijuana can be dangerous, just like all drugs that alter mood and consciousness.

Afterall, no one would use marijuana if it didn’t have a significant effect.

wHaT’s iT aLL aBoUT? Furthermore, are we really to believe that advocates of legalization initially had a neutral stance and then looked at all of these issues to decide which way the argument would go? That all along they had the intention of helping law enforcement, supporting local and state government, and aiding people with difficult-to-treat medical conditions?

Or, is it much more likely that what this is truly all about is exactly what you would expect – getting high?

The amount of time, money and energy poured into getting a psychoactive substance legalized is impressive. The movement has managed to turn the tide of sentiment, so much so that adolescents now use marijuana at a greater rate than tobacco because the perceived dangers are fewer.

So what does it all mean? Will a marijuana-friendly society be uplifted or torn down? The truth likely falls somewhere in the middle.

The trend toward legalization won’t be the downfall of society, nor is it going to be a cure-all for social problems. Rather, we need to understand that marijuana is a drug that comes with certain risks, but that people will not be jumping out of windows if they try it. And in reality, most of those who want to use marijuana were already doing so before medicalization and legalization came along.

EAST PEORIA – Downers Grove South softball coach Ron Havelka won the state championship game in his first year as head coach of the Mustangs.

Now, 24 years later, he again went out with his team winning its final game of the season.

It wasn’t the win in the state title game South was hoping for, but with a 10-1 win over DeKalb, the Mustangs sent Havelka out a winner – claiming third place in Class 4A. “It was good book ends,” Havelka said of beginning and ending at the state finals. “We had hoped we would be playing in the (title game) but so does everybody.

It was very devastating and hard to bounce back (from a 3-1 loss to Normal West in the state semifinal) in 24 hours, but they were able to do it.”

Havelka leaves with 705 wins, which ranks fifth all time in the IHSA recod books.

“This has been really unbelievable,” Havelka said. “I have always had great support from the community and the administration. I have been retired from teaching for nine years and they have allowed me to keep coaching and it was time. To be honest with you, 24 years went by really fast and it has been a lot of fun. I have so many wonderful memories and I have coached

some great athletes who have been committed to the program. We have had a heck of a run during the 24 year, that’s for sure.”

After the semifinal loss, winning the game for Havelka was one thing that was on the player’s minds.

“We talked about in the meeting before the game that we just wanted to come together and win for him because he has done so much for us,” said senior second baseman Kristen Bialek. “We wanted to come out and prove to him that we could do this and send him off with a win. Coach has been one of the greatest influences in my life even beyond softball.

“My four years have been the greatest experience. I am so happy to be a part of a school and a team that everyone wants to play on and where we have been so successful.”

The game wasn’t as clear-cut as the score may reflect, as South tallied eight runs in the bottom of the sixth inning to blow the game open after the Barbs got their only run of the game and stranded the bases loaded in the top of the frame.

Heading into the sixth, South held a 2-0 lead on a pair of Caroline Hedgcock RBI. She had an RBI single from in the first and an RBI double in the fifth, plating Bialek, who scored three times in the game, both times.

His 534 kills rank him 12th all time in the IHSA record books for kills in a single season. Reardon’s 34 kills on April 14 against Downers Grove North ranks fifth all time for kills in a match.

For his career, Reardon has posted 1,552 kills, becoming the only player in IHSA history to amass 1,500 kills in a season. He passed

“I was never trying to get records,” said Reardon, who is headed to play collegiately at Ball State University in Muncie, Ind. “I was just trying to win games. It is pretty cool, but I don’t really ever talk about it. It will be cool to tell my kids. In college, playing D-I, everyone will have records and have all these super

“We had a lot on our shoulders after the loss and we were quite upset about it,” said senior shortstop Megan LoBianco, who was 2-for-4 with 2 RBI. “The fact that we came out here and put so many runs on really showed how strong this team is even though it

took a while for the bats to come alive. It showed how we can pick each other up.”

So, while it wasn’t the final win they were looking for, the Mustangs (35-4) were able to take pride in winning their last game of the season.

“Only two teams get to end on a win,” Hedgcock said. “We were

one of those two teams. We were really happy to be in that position.

Losing (in the semifinal) was a tough loss because we had our eyes on winning state for so long and then to realize that wasn’t going to happen was crushing, but we really wanted to come out here and put our best foot forward and end on a good note.”

Village approves auto dealership

At its June 7 meeting, the Downers Grove Village Council authorized a special use permit for an auto dealership at 1723 Ogden Ave. The permit will allow the applicant to redevelop an existing automobile dealership at the southwest corner of Lee and Ogden avenues.

Improvements include an addition of a new detail bay area, showroom and sales and office area, a new Ogden Avenue facade,

and an enlarged and redesigned parking lot.

Due to resident concerns, there are conditions stating that no test drives may be conducted on Lee Avenue, which is a residential area.

Lights will also have cut-off shields to minimize the light toward the residential properties.

Also, vehicle deliveries are prohibited on both Lee and Ogden avenues.

The council approved the auto dealership 5-0.

Historic Designation A first reading was held for the designation of historic landmark

for a property located at 5226 Carpenter St. According to board documents, the property has features typical of a Tri Gable Ell style home. Its basic form and distinctive ‘L’ shape which creates a front gable and side gable. The house has kept most of its original clapboard siding and stone foundation.

The house was constructed around 1869, and so is over 50 years old, which is required for landmark designation.

The house also represents the distinguishing characteristics of the Tri Gable Ell and so meets another requirement for designation.

Students receive Comcast leadership scholarships Program provides $1,000 scholarships to high school seniors Two high school seniors from Downers Grove are among this year’s recipients of Comcast’s annual Leaders and Achievers Scholarship Program.

Laura Conklin, who attends Downers Grove South High School, and Shaun Kelliher, who attends Downers Grove North High School, each received one of the nearly 190 scholarships awarded this year in Comcast’s Greater Chicago Region.

Funded by the Comcast Foundation, the program provides $1,000 scholarships to

the best and brightest high school seniors based on their community service, academic performance and leadership skills.

Comcast recognized the students at a special event June 6, at the Museum of Science and Industry in Chicago. Three students at the event received an additional $4,000 Comcast Founders Scholarship - instituted in honor of Ralph J. Roberts, Founder and Chairman Emeritus of Comcast Corporation. In total this year, Comcast awarded nearly $200,000 in scholarships to high school seniors in the region.

“Leaders and Achievers Scholarship recipients have demonstrated leadership not only in academics but in dedication to their communities through service,” said John Crowley, Comcast’s regional senior vice

president. “Comcast is proud to recognize their achievements and honored to support them as they continue their educational journeys.”

Good Sam honored for environmental excellence Hospital earns Top 25 Environmental Excellence Award for third straight year Advocate Good Samaritan Hospital is again among the 25 most “green” hospitals in the country, according to the nation’s leading healthcare environmental stewardship organization.

Practice Greenhealth’s Top 25 Environmental Excellence Awards recognize facilities that are setting the highest standards for environmental practices in health care. Winners are those with highest overall scoring; they must also meet key performance indicator targets in a variety of subcategories.

Additionally, Good Samaritan Hospital was named to two of Practice Greenhealth’s circles of excellence, in the categories of leadership and chemicals. New this year, Practice Greenhealth’s “Greening the OR Initiative” recognized hospitals that have made substantial strides in environmental performance in the operating room.

“From sponsoring office supply exchange events to using recycled motor oil in hospital vehicles, we’re always looking for innovative solutions to make us a greener organization,” said Laura Neiberg, vice president of support operations. “This recognition from Practice Greenhealth would not be possible without the leadership and commitment of our green team members and all of our Good Samaritan associates.”

Good Samaritan Hospital has reduced energy consumption by almost 13 percent from 2008 to 2015 through several initiatives, including investing in a cleaning robot to thoroughly sanitize areas using ultraviolet light instead of harsh chemicals, increasing the use of Green Seal-certified chemical spending, installing LED lighting and occupancy sensors in all operating suites, upgrading the chilled water bridges with pressure independent valves,

completing modifications to the drainage system across campus to reduce water use and runoff, and installing an electric car charging station in one of the hospital’s parking garages.

“We are proud to have earned this prestigious award for our environmentally-friendly practices,” said Cindy Keith, green team leader and quality improvement/safety analyst at Good Samaritan Hospital.

“This award demonstrates that we are leading the industry in sustainability practices that are truly making a difference in patient care and the well-being of our associates and the community.”

Good Samaritan Hospital has earned Practice Greenhealth’s Top 25 Environmental Excellence Awards for three consecutive years.

The hospital also was recognized among the Top 50 greenest hospitals by Becker’s Hospital Review.

The Practice Greenhealth Environmental Excellence Awards were presented at the CleanMed Conference & Exhibition May 19 in Dallas.

Midwestern University graduates ready to begin healthcare careers Commencement ceremonies celebrate more than 700 Downers Grove graduates Midwestern University recently held commencement ceremonies on its Downers Grove Campus to celebrate more than 700 graduates who are beginning their professional careers in healthcare.

“I have great respect for our

students who dedicate their lives to becoming healthcare professionals. They represent the next generation of Midwestern University graduates who will carry on the legacy of caring for others,” said Kathleen Goeppinger,

president and CEO of Midwestern University.

The commencement ceremonies were held in the auditorium of Cardinal Hall and featured remarks from members of the graduating class and a special recognition of those students beginning their healthcare careers in the military.

Local woman appointed to state board of health A Downers Grove resident was recently added to the Illinois State Board of Health.

Illinois Gov. Bruce Rauner appointed Margaret Kirkegaard to the ISBH last week, according to a news release from the governor’s office. Kirkegaard brings extensive experience as a physician, as well as being an advocate for improving public health in underserved and vulnerable communities.

Currently, Kirkegaard is a principal for Health Management Associates where she provides healthcare consulting and research. She is well known in the medical community for working to transform how primary care is

delivered in a patient-centered home model. Previously, she was the medical director of automated health systems, overseeing the Illinois Health Connect and Illinois Medicaid Primary Care Case Management Program.

In addition, Kirkegaard is a volunteer physician at DuPage Community Clinic and is a member of the teaching faculty at Hinsdale Family Medicine Residency.

Kirkegaard earned her bachelor’s degree from St. Olaf College and medical degree from the University of Minnesota. She also holds a master’s degree in public health from Benedictine University.

Good Sam appoints new chief nurse executive Susan Okuno-Jones was appointed vice president of patient care services A long-time nursing leader at Advocate Health Care will become the top nursing leader at Advocate Good Samaritan Hospital later this month.

Hospital officials announced June 6 that Susan Okuno-Jones was appointed vice president of patient care services and chief nurse executive. OkunoJones currently serves as the vice president of nursing professional practice and innovation at Advocate Health Care’s Downers Grove headquarters. She has been with Advocate Health Care for

29 years and will begin June 27.

“We are pleased that Susan will step into the chief nurse executive role at Good Samaritan,” Good Samaritan Hospital President David Fox said. “She is a proven leader in Advocate and her experiences at both the site and system level will ensure our continued success as a high-performing organization.”

In her new role at Good Samaritan Hospital, OkunoJones will lead Good Samaritan’s patient care services division, which includes inpatient nursing, critical care, emergency/EMS/ trauma services, perioperative services, women and children’s services, pharmacy, respiratory, care management, inpatient physical medicine and Magnet.
