An all volunteer organization, the Downers Grove Area FISH Pantry knows a thing or two about donating time and money in the service of those less fortunate.

Last week, however, it was the charity organization that benefited from this spirit of giving. The Downers Grove FISH Pantry was the local recipient of the Letter Carriers’ Stamp Out Hunger Food Drive, receiving more than 24,000 pounds of food from local donations.

“We hit an all time high with the amount of food that came in,” said June Miller, corresponding secretary for the pantry. “This is an extraordinary amount of food.

Now in its 24th year, the Stamp Out Hunger Food Drive invites letter carriers across the country to “display concern, compassion

and commitment to their postal customers and to the communities in which they work and live” by working to collect and distribute food donations.

Miller said the May 14 event involved delivering paper bags to addresses in the community, which the property owners could fill with suggested items. Filled bags were left by the mailbox on the day of the drive and then delivered to the food pantry.

According to the National Association of Letter Carriers, which sponsors the food drive, 10,000 cities and towns in the U.S. participated in the effort.

“It is gratifying to see so many NALC members and other volunteers sacrifice their time and energy to make sure this humanitarian effort is a success, year after year,” NALC President Fredric Rolando said in a statement.

“I’m sure that the recipients of our efforts appreciate it.”

In Downers Grove, the drive’s recipient was certainly grateful.

Advocate, Walgreens launch health clinics throughout Chicagoland

When faced with a sudden illness such as the flu or a severe cold, oftentimes the only option for immediate care is the emergency room of a nearby hospital.

That pricey and time consuming option presents challenges to many families and individuals who lack timely access to quality healthcare, according to Dr. Rosa Perez, family medicine specialist for Advocate Medical Group.

“I have seen the anxiety that parents face when their child has a bad cold [or] painful ear infection and don’t know where to go for such a short term illness,” Perez said during a May 18 ceremony marking the launch of 56 Advocaterun healthcare clinics at Walgreens stores throughout the Chicago metropolitan area. “I think the clinics here at Walgreens will provide a great opportunity for that.”

But, the community’s generosity didn’t end there.

Miller said members of the Downers Grove North High School football team volunteered from 10 a.m. to 6 p.m. the day of the food drive. Some delivered the filled bags to the pantry, while others stocked its shelves.

Branded as Advocate Clinic at Walgreens, the convenient neighborhood locations will expand access to affordable, high-quality care, according to the Downers Grove-based healthcare provider.

“Advocate is a world class provider that has been and continues to be at the forefront of population health medicine,” said Elizabeth Beranek, director of physician practice management at Advocate Medical Group. “That means we are looking at increasing our outcomes, patient populations, access and quality. These clinics open avenues to high-quality care in a low-cost, neighborhood, convenient environment.”

Perez said the clinics will provide vaccinations, physicals and acute care for various injuries and common illnesses, such as strep throat, migraines, cold and flu, sprains and upper respiratory infections.

Miller added that the food will be dispensed over the next several months.

Founded in 1969, the Downers Grove FISH pantry has been in operation for more than 45 years.

The pantry, located at 4340 Prince St. in Downers Grove, assists between 230 and 260 families every month.

Patients can expect to pay a flat fee of $89 for many of the services offered at the clinics, which will also accept the same broad insurances as providers throughout the Advocate Medical Group. Boardcertified nurse practitioners and medical assistants employed by Advocate Medical Group will staff the in-store clinics, most of which

are open from 9 a.m. to 7 p.m.

Monday through Friday and 9 a.m. to 4 p.m. Saturday and Sunday.

Downers Grove resident Patty Wardlow said that the convenience and peace of mind make all the difference during common health emergencies.

“Those scary moments when you don’t know where to turn, having this clinic in this location is going to help hundreds and hundreds of families just like mine have easy and affordable access to healthcare,” Wardlow said.

While individuals who visit the Walgreens clinics do not need to be a current Advocate patient to receive care, the clinics will be integrated with Advocate’s electronic health record and billing systems. This, according to the hospital system, will create a seamless patient experience and increase continuity of care.

“It also helps us to fulfill our commitment to creating an innovative healthcare system, which ultimately will improve care coordination, access to electronic medical records and increase our

patient experience,” Beranek said.

As a part of the Advocate system, clinic patients have the option to schedule appointments, review medical records, receive test results, chat with physicians and refill prescriptions through the MyAdvocate portal.

“These clinics have the opportunity to transform healthcare throughout the Chicago region to all the patients we serve,” Beranek added. “This model will bring the necessary healthcare to our patients when and where they need it.”

By the start of next year, officials hope to expand care offerings at Advocate Clinic at Walgreens to children as young as 6 months.

In addition to Downers Grove, individuals can visit clinics in Aurora, Bolingbrook, Chicago, Glen Ellyn, Joliet, Lockport, Mokena, Morton Grove, Park Ridge, Plainfield, Romeoville, St. Charles and Westmont, among other Advocate Clinic at Walgreens locations in Cook, DeKalb, DuPage, Kane, Kendall, Lake, McHenry and Will counties.

Village council considers Ogden Avenue auto dealer Nearby residents voice concerns over plan

At its May 17 meeting, the Downers Grove Village Council held a first reading for an ordinance that would authorize a special use permit for 1723 Ogden Avenue to permit an automobile dealership.

Director of Community Development Stan Popovich spoke to the board about the possible dealership. Popovich said the petitioner would like to expand the existing dealership to include the property immediately to the west.

According to board documents, both properties are zoned B-3, general services and highway business district.

The new building additions would include a new detail bay area, showroom, sales and office area. There would also be a new Ogden Avenue facade and improved faces on the east and west side of the building.

The parking lot would be enlarged and redesigned for additional customer and display

vehicle parking. During a recent plan commission meeting, nearby residents voiced their concerned about stormwater management, light trespassing, speeding test drives on Lee Avenue, and the loading and unloading on Ogden and Lee Avenue.

To address these concerns, a condition was added that prohibits any business activities taking place on Lee and Ogden avenues. No test drives can be conducted on Lee, only on Ogden.

The parking lot will also have permeable pavers, which will allow water to infiltrate on-site.

One resident asked if a stormwater permit would be needed, since the property has an impact on wetlands.

Staff responded that the property will need the permit, since it has a direct or indirect impact on a wetland. It will be approved at a later date, when the permit for the property is approved.

However, resident John Tully, who lives near Lee Avenue, said he was still concerned about test drives and safety issues created by business traffic. He said drivers

come out of the business and accelerate through Lee Avenue, and neighbors and children are out on the street when this happens.

“I know [the business] can’t stop everything,” Tully said, adding that he can’t see the business enforcing the rule of no test driving and no loading or unloading near Lee. Commissioner Gina Vattimo said she was worried about “the danger” associated with the business, and hopes that it will be addressed.

Commissioner Bob Barnett said he appreciated the business investing in the community.

Facility Sustainability Plan The council approved the village’s facility sustainability plan at its May 17 meeting.

Commissioner Greg Hosé suggested that after the police station is complete, they should name if after Downers Grove police officer Richard Barth, who was killed in 1974 in the line of duty.

Commissioner David Olsen, who served as acting mayor pro tem for the meeting, said the suggestion is something that would definitely be looked into. Improvements to the police station would include constructing an 11,000- to 13,000-square-foot addition to the south side of the building and renovating the existing space.

As far as improvements to village hall, minimal necessary maintenance improvements would be performed, and a long-term solution for the building would be decided after the police station improvements were complete.

The estimated cost for renovations to the police station is $14.5 million, while work on village hall would cost $600,000.

Bids for the police station project are expected to go out between June 2016 and August 2017, according to board documents. Construction would start in July 2017 and finish in fall 2018.

DuPage Public Safety The village council will pursue membership in the DuPage Public Safety Communications for the provision of emergency and related dispatching services.

Superintendent Kari Cremascoli addressed parents’ concerns about School District 58’s plan to reduce the number of learning resource center teachers.

A number of parents attended the District 58 Board of Education meeting May 9 to voice their opposition to a plan to fill the role currently performed by Indian

Trail’s retiring full-time LRC director by having full-time LRC teachers from Henry Puffer and Belle Aire split time between all three schools.

Cremascoli told parents at the meeting that the district recognizes the important functions performed by its LRC teachers.

She said the recommendation to adjust LRC teachers’ schedules at Henry Puffer and Belle Aire schools next year was made after carefully reviewing each school’s staffing

needs and schedules. All students would continue to have access to their current weekly 30-minute LRC instructional class time and 15-minute book check-out period, according to Cremascoli.

She added that all LRC teachers would still have the opportunity to support and collaborate with classroom teachers and to partner on special research projects coordinated by classroom teachers.

In addition to the assigned LRC teaching time, the superintendent told parents that each school would continue to be staffed by a full-time LRC assistant each

school day and all students would continue to have access to the LRC Monday through Friday.

Classroom teachers would also continue to have the option to use the LRC for additional classroom discovery and learning outside of the scheduled LRC instructional time, Cremascoli said.

Belle Aire Concerned Parents – a group of parents opposed to the staffing changes – presented the board of education with a petition asking District 58 to keep full-time LRC teachers in all district schools.

Jones allegedly pulled out a loaded gun and pointed it at the store clerk.

Jones and Brown then forced the clerk at gunpoint to open a cage containing cellular telephones and fill a bag with the phones before fleeing.

Through the help of witnesses, Downers Grove police officers were able to spot the vehicle on the road.

After a chase, officers were able to stop the vehicle on Route 59 near Ferry Road, at which time Jones and Brown fled the vehicle. After a brief

foot chase, Jones and Brown were taken into custody.

In August 2014, Brown entered a plea of guilty to one count of armed robbery and was sentenced to eighteen years in the Illinois Department of Corrections. In March 2015, BL Jones entered a guilty plea to one count of armed robbery and was sentenced to eight years.

Jones will be required to serve 50 percent of his sentence before being eligible for parole.

Who protects consumers of healthcare?

Two recent emails from readers got me thinking about that question.

I don’t mean consumers in their role as patients whose medical wellbeing is looked after by state medical boards and health departments that police doctors and hospitals. Those organizations don’t always do a perfect job protecting patients from harm, but at least they are in place.

But who protects patients when things go wrong on healthcare’s financial side? What happens when you receive a bill you didn’t expect and can’t afford to pay? What happens when insurers send unintelligible explanations of benefits you can’t understand? What about questionable loan arrangements to avoid medical bankruptcy?

Consumers of healthcare are pretty much on their own. From the 1960s through the 1980s when people complained, they got action from consumer organizations, government and even businesses that set up departments to handle complaints.

That consumer movement is now but a flicker.

“We don’t have as many publicinterest minded regulators, and officials who try to grab these issues by the horns and deal with them,” says Chuck Bell, director of programs for Consumers Union.

The emails I received show that although it’s an uphill battle to get redress, fighting back as an individual can get attention and may ultimately lead to better protections for everyone.

John Rutledge, a retiree, got snared in Medicare’s three-day rule by a hospital near his hometown in Wheaton, Illinois.

TruDy lIeberman to the hospital where she was held for three nights of “observation.” Patients must be in a hospital for three days as an in-patient before they are entitled to Medicare benefits for 100 days of skilled nursing home care as I noted in a recent column.

Thousands of families have been caught when hospitals decide their loved ones are admitted for “observation,” a tactic that allows them to avoid repaying Medicare if government auditors find patients should not have been classified as “inpatients.” Playing the “observational” game is worth millions to hospitals but costs families tens of thousands of dollars when someone doesn’t qualify for Medicare-covered skilled nursing care.

Rutledge knew about the threeday rule. Both his doctor and a pulmonologist at the same medical practice recommended an in-patient stay, and Rutledge refused to sign a hospital document saying his wife was admitted for observation.

Still, the hospital prevailed, claiming a consultant made the decision to keep her for “observation.” Rutledge was stuck with a bill that, so far, totals over $15,000 for the skilled nursing care his wife did need. He said he had been a “significant donor” to the hospital foundation, and “I have told the foundation that what I spend as a result of “observation” will come out of what I planned to give them, starting with the annual gift.”

The second email came from Kathryn Green, a college history professor who lives in Greenwood, Mississippi.

Green is fighting an air ambulance company, which transported her late husband to a Jackson hospital after he

suffered a fatal fall in their home. This “nightmare,” as she calls it, is a bill from the transport company that claims it’s outside her insurance network, and says she owes them $50,950.

“I am 63 and will have a devastated retirement if this is upheld,” Green said.

Blue Cross & Blue Shield of Mississippi, the administrator for her insurance carrier the State and School Employees’ Health Insurance Plan, paid $7,192 of the $58,142 the transport company billed. Blue Cross has told Green that she should be held harmless and should not be charged for the “balance after payment of the Allowable Charge has been made directly to that provider.”

Green is raising a ruckus and has taken her case to state and national media, members of Congress, the state attorney general and the Mississippi Health Advocacy Program. The company has told her it will begin collection efforts.

In both cases there’s a legislative solution. The three-day rule can be fixed by counting all the time a patient spends in the hospital whether they’re classified as an “in” or as an “observational” patient.The ambulance problem can be fixed by changing the 1978 airline deregulation law that prevents states from interfering with fares, services, and routes. But money and politics block the federal changes that would help people like Rutledge and Green.

“It’s like playing a game of health insurance roulette,” Bell says. “Your coverage exposes you to these gaps that have been normalized. It’s become the way of doing business.”

A resurgent consumer movement could change all that.

CHARLESTON — Both sides of the town brought home state champion hardware Saturday at the state track meet at Eastern Illinois University.

On the north side of town, Downers North senior Jaida Green won the Class 3A state title in the high jump in just her second year in the sport with a jump of 5-feet, 7-inches.

She placed third in the state last year with a jump of 5-6.

“It was a PR and a school record, so it was pretty great,” Green said.

“I got it on my first try, so I was kind of speechless. I knew I had it in me, but I wasn’t expecting it. I still feel I have a ton to learn, but it definitely helped me being here last year and knowing how it is. It is a pretty good last day. I was speechless last year and speechless this year as well.”

Meanwhile, Downers South senior Michaela Hackbarth was busy defending her state title in the 800-meter run, clocking in with a time of 2:09.91.

“I’m on cloud nine, I’m so happy right now,” Hackbarth said. “It is definitely humbling and I’m glad to go out with a bang. The plan is to always run my race and not my competitors because if I do that, I probably won’t have as good of an outcome as I would like. We worked on my patience for a long time and I think that helps me be successful.”

While she was projected to win last year after finishing second as a sophomore, there was more pressure this year as defending champion.

“It was definitely nerve-wracking because I had a bigger target on my back this year. Nine of the girls I had beaten earlier in the season and I knew I could do it again if I stayed calm and ran my race.”

Green, a star basketball player, is attending Penn State University in the fall.

“I think the high jump is so different from basketball,” Green said. “In basketball, you are just refining your skills. In high jump, I really knew nothing so it was fun to come out and learn a new sport.

Being able to calm your nerves in the high jump can help me transfer it to basketball, too.”

Hackbarth, who is headed to the University of Missouri in the fall, also placed fifth in the 400 with a time of 58.09 after scratching last year in the event to focus on the 4x400 relay, which placed fifth last year.

“I would have liked to run a little bit faster,” Hackbarth said. “But it being my fourth race in 48 hours, I’m pretty happy with it.”

While those two won state titles, there were several other Downers Grove athletes who shined.

The Mustangs finished in fifth place in the state with 29 points as Shaliyah Dixon-Tucker completed an impressive feat of medaling in

“I’m extremely happy with the way everything went,” DixonTucker said. “I’ve been training so hard for this point. The hurdles were bittersweet because I was striving for first place but I’m still very happy and excited that I got second. I hurt myself in the hurdle race and I was worried about that in the dash, but it still turned out pretty good. Honestly, I couldn’t be any happier.”

For the Trojans, who finished eighth in the state with 21 points, Isabel Maletich was fifth in the triple jump for the second year in a row (38-0), while Emma Moravec took home her second straight top five finish in the 800, taking fifth with a time of 2:13.78.

“It wasn’t my best race and I think I could have done better, but overall it was a good race and

I’m happy with where I finished,” Moravec said. “I’m really happy I’ve been able to medal last year and this year.”

“I scratched my first two jumps, so there was a lot of pressure for me going into the last one,” Maletich said. “I knew I could have a good job and I was happy that I had it. I was really nervous going into it because it was hard for me to make finals and everything was going to come down to that last jump. I’m happy and grateful that I have been able to come down here two years in a row and place fifth.”

After placing second to Hackbarth last year and having the second best non-senior time this year, Moravec has her sights set on winning the state title next year.

“The state championship has been in my mind for a couple years now,” Moravec said. “But it is

going to be a lot different next year with her (Hackbarth) gone and I think the state championship is something I’m going to go for.”

BOYS Downers Grove North finished in third place at its own sectional with 75 points.

Qualifying for state for the Trojans were the 4x800 relay (7:56.02, 3rd), the 4x100 relay (42.38, 1st), Dan Ferenc in the pole vault (13-1, 2nd), Alec Danner in the 3200 (9:14.26, 1st), Tariun Triplett in the 100 (10.88, 3rd), Joe Keys in the 300 hurdles (40.07, 2nd), Robby Prescott in the 1600 (4:18.36, 3rd) and Triplett in the 200 (22.28, 4th).

Downers South placed fifth and had qualifiers in the 4x100 relay (42.63, 4th), Jack LaLonde in the 3200 (9:16.87, 4th), Ben Jung in the long jump (22-6, 1st) and triple jump (44-10.5, 3rd) and Nick Mitchell in the discus (158-1, 3rd).

Munson brings home state’s best vault

Ali Munson won the Class 2A state title and posted the best vault of any class.

CHARLESTON — When Benet Academy was moved to Class 2A this year, one imagined a stronger postseason showing this year at the state meet at Eastern Illinois University.

However, it didn’t matter what class the Redwings were in for Benet junior pole vaulter Ali Munson.

That is because Munson had the best vault of anyone in the state, no matter the class, Saturday in the finals with a vault of 12-feet, 9-inches.

“It feels amazing,” Munson said. “I felt amazing when I cleared 12-9. It is my best ever. It is a great time to do it. There was some pressure, but I came in with the mindset to PR and if I placed, I placed because I can’t control what the other girls are doing.”

After placing sixth in 3A last year, Munson bested her state vault from last year by a foot.

“I would definitely say the bulk of my competition was in 2A this year,” Munson said. “I definitely made a lot of progress from last year. I have worked a lot harder and stayed committed. I did a lot more training in the offseason and was definitely stronger this year, which helped.”

Bringing home three medals Saturday for Benet was junior Emma Jones. Jones took seventh in the long jump (17-10.5), sixth in the 300-meter hurdles (45.25)

and eighth in the 100 hurdles (15.22).

“I was happy,” Jones said. “I had a PR by an inch in the long jump and I was a little slower in the 100, but I was just .1 second off my PR from yesterday in the 300, so that was pretty good. I think it was a good learning experience for next year. It feels great.”

Lucy Zimmerman also medaled for the Redwings in the triple jump (36-2) as the team finished in 12th place overall with 21 points.

CLASS 1A On the back of senior Annie Carlson, Westmont placed ninth in the state with 23 points.

Carlson picked up her seventh, eighth and ninth medals of her career after placing second in the triple jump (36-10.75), third in the long jump (17-4.5) and second in the 300 hurdles (45.12).

“They are definitely places that I am proud to be and earned,” Carlson said. “But time wise, I wish I would have done a bit better. It just makes me more motivated to do summer and train. I’m going to Colorado State as a heptathlete next year so it makes it a motivational meet for me. But, I’m definitely grateful for the medals I earned.”

While her times in the hurdles were slower than she wanted, she was happy with her jumps.

“I just started long jump this year, so being able to learn everything in one year and get third in state and break

all the school records is really something I’m proud of and keeps motivating me to get better,” Carlson said. “Now I just have to work on the small stuff.

My best moment was the triple jump with my best jump ever and for a round I was in first place today. Thinking about being a state champion gives me a taste of what I want to be.”

Overall, it was a great career for Carlson.

“I definitely pushed myself harder than I thought I could,” Carlson said. “I pushed my body to the point of exhaustion and really helped me develop a love for the sport. It makes a victory definitely worth it.”

He’s been clean for two years, but I still feel we shouldn’t keep cash in the house or give him unsupervised access to a bank account. He agrees with these precautions, even though he does need a little pocket money from time to time. We’ve also started your plan to try and get control of our finances, so how would you suggest handling a situation like this?

Meghan Dear Meghan, First of all, congratulations on his being clean for two years. That’s awesome! The longer he stays clean, the more he’ll begin to normalize his mechanical activities with things like money.

I agree with not putting him in charge of large sums of money just yet. However, we work with addicts all the time at my company, and I don’t agree that you can’t have any money in the house when he has been clean for two years. You might not want a big pile of cash lying around, but there’s no reason you

can’t run the envelope system out of your purse. I mean, at this point if you can’t trust him to stay out of your purse, then you’ve got other major issues in your marriage.

I think you need to be on a debit card and the envelope system. I also think you need to be controlling about 98 percent of the money for now. For what he’s doing, I’d work daily cash allowances and expand that to weekly when you’re comfortable with it. Also, ask for some accountability from him as to where the pocket money goes.

Ask him to keep receipts, and turn them in as if he were working for a company and taking a petty cash withdrawal. That holds him accountable for spending it on what he said he was spending it on, and it’s healthy for someone who’s a

recovering addict.

When someone’s fresh recovering from being an addict, and especially because heroin is so addicting, I probably wouldn’t let him legally have access to the household account for a while longer. He can look at it, and you two can make financial decisions together, but you are in control of it. I wouldn’t want it where he can just reach over and clean out the account if he has a relapse.

Obviously, this guy has gotten some healing and I’m very proud of you both. Heroin is a big deal and a hard habit to kick. The fact that he has done it this long is awesome!

Should I pause my debt snowball in order to financially get back on my feet again?

Dear Adam, Yeah, that’s what I would do.

There are reasons to pause the debt snowball, and one of those can be going through a divorce. Not only are there expenses, but you may end up with payments you don’t even expect.

I think the motivation and the heart behind the debt snowball is that you gain momentum and traction, and you do it quickly when you’re in a positive emotional position. You may not have that right now, so I think pressing pause and building up for expenses that may come — plus getting your own place — is a good idea.

Just rent the cheapest spot you can as soon as possible. Then, once you get in there and get your life in operational mode again, you’ll be ready to rock on!
