Council OKs redevelopment for Oak Trace Plan stipulates intention to construct a new healthcare center

Redevelopment is in store for those already living in or considering the idea of moving into Oak Trace Senior Living Community.

In a unanimous vote at their April 18 meeting, the Downers Grove Village Council took action to allow redevelopment plans to proceed for a planned unit development located at 200 Village Drive.

“Last week, I walked through the criteria that are applicable to approval of a planned unit development amendment and indicated that if I was to see or hear anything that would change my analysis at that time, I would certainly take it into consideration,” Mayor Martin Tully said. “Just to close the loop on this, I have not received any information in addition to what I looked at last week that would convince me any different outcome as of tonight’s vote.”

Village officials were met last week by a number of concerned constituents. This week, no one

spoke out in favor or in opposition to the redevelopment plans.

While a measure to amend the planned unit development was denied by the Plan Commission, the Village Council came to a consensus that much of the concerns raised by constituents rest outside their jurisdiction.

Lifespace Solutions’ plan, which operates Oak Trace, stipulates they intend to construct a new healthcare center, extend residential options to fit the community’s needs, strengthen the business model and absorb the project costs without relying heavily on increases to month service fees.

of townhouses on the site currently housing Village Hall and the police department.

Village officials discussed the matter without taking action. That vote could authorize a letter of intent to work with the townhome developer.

Deputy Village Manager Mike Baker presented new information on this potential redevelopment plan to the council after Village officials sought negotiations with K. Hovnanian Homes.

He said essentially, they’ve increased the unit count for what was originally a 42-unit townhouse proposal to a current proposal that has 57 units that will be constructed

in two phases—the first phase with 17 units, the second phase with 40 units.

“The net effect of increasing the unit count, it has the effect of increasing the… purchase price for the land,” Baker said. “[It] also increases the taxes that are generated annually by the development and therefore decreases the net affect to the Village of Downers in what would have to be paid beyond the dedicated sources of revenue that were identified for the facility improvement project.”

In recent months, Downers Grove officials reviewed other redevelopment proposals, including those extended by Location Finders

International for a medical office, Next Generation for apartments, Flaherty & Collins for mixed-use development.

The village decided to seek negotiations with K. Hovnanian Homes last month with the goal of mitigating risk and increasing the rate of return to Downers Grove in connection to this development.

K. Hovnanian Home’s site plan consists of some new features to address safety concerns for vehicles and pedestrians traveling in and around the intersection of Washington Street and Burlington Avenue intersection.

Tully gave credit to village staff for their negotiations with the developer to mitigate the risk.

A number of residents have expressed their opinions on the matter in recent weeks.

Commissioner William Waldack said he cannot support the current townhouse proposal with so much risk at hand.

“Nothing has really changed,” he said, noting the developer has increased the number of townhomes to come on line from 40 to 57. “Other than that, there’s nothing that’s been mitigated. There’s no promises. I see nothing in there that makes this [proposal] more attractive.”

However, Commissioner Bob Barnett disagreed.

“I will continue to support the K. Hovnanian development forward,” he said. “What I don’t understand, though, is when risk is a question— and I think at least 3 or 4 of you folks who’ve discussed this so far tonight have discussed financial contribution—why would we do that without the math being run on the most recent LFI proposal? That remains in my mind the best proposal.”

The Village Council will vote on a letter of intent to work with K. Hovnanian Homes at their May 2 meeting.

County focuses on Distracted Driving Awareness Week DuPage County Sheriff’s Office creates public service video In support of National Distracted Driving Awareness Month, the DuPage County Sheriff’s Office has partnered with the Illinois Association of Chiefs of Police (ILACP) and AAA to participate in the Distracted Driving Awareness Week.

Through an effort to bring attention to the dangers and consequences associated with driving distracted, Governor Rauner issued the Proclamation and both Houses passed Resolutions identifying April 24 through April 28 as Illinois Distracted Driving Awareness Week.

The ILACP, in partnership with AAA, and supported by the Illinois State Police, SafetyServe.com, the National Safety Council, the Illinois Insurance Association, almost 300 law enforcement/fire agencies and supporters from the private sector throughout Illinois, will work together during this week to educate motorists on all aspects of distracted driving.

This campaign will also include the enforcement of applicable State distracted driving laws.

According to the National Highway Traffic Safety Administration (NHTSA): 3,477 people were killed and an estimated 391,000 injured in motor vehicle crashes involving distracted drivers in 2015. That is a 9-percent

increase in fatalities as compared to the previous year.

10 percent of fatal crashes, 15 percent of injury crashes, and 14 percent of all police reported motor vehicle crashes in 2015 were reported as distraction affected crashes.

Texting while driving has become an especially problematic trend among millennials. Young drivers, 16 to 24 years old, have been observed using handheld electronic devices while driving at higher rates than older drivers since 2007.

It’s time to drop the double standard on distracted driving-the dangers are real. According to the AAA Foundation for Traffic Safety: In analyzing 2009-2012 data, that even while more than 8 in 10 drivers believed it completely unacceptable for a motorist to text or e-mail behind the wheel, more than a third of those same respondents admitted to reading text messages while driving.

Just as disturbing, even as fatali-

ties go up, fewer drivers seem concerned about texting while driving.

According to Foundation’s 2015 Traffic Safety Culture Index, significantly fewer motorists (77 percent) believed texting while driving is a problem, down from 96 percent in 2013, a 19-point drop in just two years.

Texting while driving is more than just personally risky. When you text and drive, you become a danger to everyone around you.

‘Repeal and Replace’ failed but Obamacare still needs fixing

BY TRUDY LIEBERMAN Rural Health News Service The failure of the Republican-led effort to repeal and replace Obamacare represents a big victory for all kinds of citizens and interest groups that analyzed the proposed legislation and said no dice.

Too many people would be hurt, and the public along with editorial writers in newspapers across the country, got that message: The GOP plan would cause real pain. Members of Congress heard it loud and clear, and many responded to what they heard.

Older Americans would have had to pay more, sometimes thousands of dollars more to get health insurance.

In 32 states, millions of Americans with incomes slightly above the poverty line who had gained coverage under their state’s Medicaid expansion program would have lost their coverage.

Others already on Medicaid or joining in the future would also have been affected. The proposal called for cutting back the federal government’s commitment to fund healthcare for the poor by changing the way it would pay for its share of program. That would have left the states, which jointly fund Medicaid, strapped for funds to cover everyone needing medical treatment as well as middle class families who required help paying for long-term care. Medicaid pays for about half of all nursing home stays.

The Affordable Care Act (ACA), or Obamacare, mandated that every insurance policy sold in the individual market where people without employer or government coverage must shop had to include 10 essential benefits. Under the Republicans’ plan, that mandate – that all plans include things like prescription drug coverage, emergency room ser-

vices, maternity care and mental health treatment – would have disappeared.

Dropping any of the essential benefits would have helped some insurance companies whose individual policies provided only bare bones coverage until 2010 when the ACA required essential benefits to be included. Insurers would have been able to sell skimpy and cheaper coverage to those willing to gamble.

Now, even though the “repeal and replace,” effort failed, we are left with a health law that needs repairs of its own.

“Many of the criticisms of the ACA are, in fact, valid,” says RoseAnn DeMoro, executive director of the National Nurses United, the largest union and professional organization of registered nurses.

“For all the improvements under the ACA - primarily the expansion of Medicaid and crackdown on some insurance abuses - the ACA still left 28 million without health coverage - and millions more struggling with un-payable bills and escalating out-of-pocket costs.”

DeMoro’s assessment hits home to many who complained about higher and higher premiums, sky-high deductibles and coinsurance, and lack of choice. Many have limited choice of doctors, hospitals and other providers in insurers’ restrictive networks. Even worse, in some parts of the country

there’s only one insurer to buy from.

Those problems stem from the underlying premise of Obamacare itself.

The ACA was built on top of the existing private insurance system, which means that it will work only if insurers find it to be good business. As the years went on and sick people with pre-existing conditions flocked to buy coverage, which the law guaranteed they could do, insurers found that Obamacare was not good business. They left the market or made consumers pay more out of pocket or through higher premiums.

The ACA did not provide for any serious cost containment, and the GOP plan didn’t call for any either. Medical inflation continues as doctors, hospitals and drug companies raise their prices, and new expensive medical technology comes on the market before there is good evidence that it works. One consulting actuary put it this way, “Medical inflation will continue until doctors decide they have enough money and don’t raise their fees.”

It’s not clear that the country’s divisive politics will allow for any fix of the ACA’s problems, let alone put any teeth into cost control measures. There could be renewed interest in a public option that could allow people to choose government-sponsored insurance rather than a policy from a commercial carrier.

Or maybe there would be a move to let people in their 50s or early 60s buy into Medicare, which could spark the beginning of a movement toward Medicare for All. I’m not betting on any of this right now, but as the failure of the GOP’s “repeal and replace” shows, the public is demanding a seat at the table.

Downers Grove North defeats Downers Grove South in fifth-place game of Mustangs’ tournament

Tyler Featherstone was sitting on the bench with a grimace on his face and an ice bag on his knee.

The Downers Grove North senior had banged the knee when he crashed into the scorer’s table in a futile attempt to keep a point alive late in the fifth place match of Saturday’s Richard Griesheim Invitational at Downers Grove South.

The injury forced Featherstone to miss the final five points of the Trojans’ 20-25, 25-21, 25-17 victory over rival Downers Grove South.

“I generally don’t do that, for that reason,” Featherstone said of his hustle during a rally his team, up 21-14 at the time, didn’t need to win. “But its South, so you’ve got to go all-out.”

The 6-foot-1 Featherstone didn’t put up gaudy numbers against the Mustangs – he had four kills, none in the third set – but his determination was a crucial element in the Trojans’ comeback win.

“He’s a hustler,” Downers North coach Mark Wasik said. “That’s the kind of kid he is. He’ll just go for everything.”

The Trojans (15-3) were seeded third in the 24-team field but lost to Lyons Township 25-22, 21-25,

25-18 in the quarterfinals. They bounced back by beating Oak Park 25-13, 25-13 to set up the match with the Mustangs, who went 3-0 against the Trojans in 2016, including a win in the sectional semifinals.

“It’s pretty big,” Featherstone said of beating South. “We always like rubbing it into South’s face because they’re our rival school and a bunch of my friends are on the team.

“I play club with some of them, same as other guys on our team. It was nice because it felt like a practice at first and then we took it a little more seriously, I thought.”

The Mustangs (13-11) seemed to be in control after taking leads of 7-2 and 10-6 in the second set, but Featherstone had back-toback kills and the Trojans had success setting their middle hitters.

Seniors Leo Malik and Alex Koors began shredding South’s defense and Featherstone clinched the set with a kill. The Trojans jumped ahead 7-2 in the third set and never looked back.

“Earlier today we lost to LT,” Malik said. “We were the better team but they just flat-out beat us. We were down, but these last two games we took that game and put it out on the court.”

The turnaround against the Mustangs was as sudden as it was impressive.

“We just played as a team,” Malik said. “After they got a point, we were like, ‘let’s just go out there and do what we do,’ because as Coach said at practice, we aren’t to our full potential yet.

“And it’s Downers South, so we want to beat them.”

Koors led the Trojans with 14 kills, while Brian Long added eight kills and Malik had five. Setter Michael LeGros dished 25 assists and libero Matt Hopkins had 16 digs.

“We were frustrated because I think we were just as good as LT,”

Wasik said. “One of the things that we struggled with against LT that we were better at this time was minimizing their runs and siding out at a higher efficiency. These guys feed off that momentum so it was nice to see us make those strides, especially against Downers South.”

Senior Shawn Tischler had eight kills and three blocks and sophomore Jack Tischler added seven kills to lead the Mustangs, who were seeded 12th but upset Glenbard East in pool play on Friday. Riley Dockendorf had five

kills and five blocks and Parker Connelly three kills and two blocks against the Trojans. “(The Trojans) had a little bit more fight and we couldn’t get back in our groove,” said Downers South coach Kurt Steuer, whose team lost to Barrington in the quarterfinals and beat Wheaton South to reach the fifth place match. “But we’re putting the pieces in the right spots. We’re starting to progress into the team that (assistant) Coach (Tony) Nevrly and I kind of envisioned for this year.”

Choose Roth IRAs over adding to pension DEAR DAVE, My wife and I are both 25 years old, and we’re working on Baby Steps 4, 5 and 6. I have a 401(k) through my employer, and she has a pension. Currently, we’re falling short of the 15 percent of income you advise putting toward retirement. Should we get IRAs, or start stocking money away in her pension?

JOHN DEAR JOHN, I wouldn’t put money into a pension. For one thing, when you die after putting money into a pension, in most cases it dies with you. Number 2, when you put money into a pension, you’re going to get about a six percent rate of return in the current environment — maybe even as low as five percent. You’re not making much on it while you’re alive, so I don’t advise putting money in pensions. We let employers put

there where that kind of thing works mathematically to your benefit, but they’re very hard to find. Out of all the years I’ve been in this business, I can count on two hands the number of times I’ve seen it work out. So no, I wouldn’t do more with a pension where you add to it yourself, especially at such a young age.

COURTNEY DEAR COURTNEY, Simply put, because personal finance isn’t all about math. Personal finance is only about 20 percent math. The other 80 percent is behavior.

We list debts in the debt snowball in order of the smallest to the

largest balance, putting as much as possible toward the smallest while paying the minimum payments on the others. The reason, as I mentioned earlier, is behavior modification. It helps you see yourself making a dent in your debts. It’s easier to change bad habits when you see quick results from your efforts to eliminate negative behaviors. Paying off the smallest debts first, instead of the debts with the highest interest rates, will give you quick wins that will help keep you motivated. It provides proof that you can succeed and become debt-free!
