On Sunday, May 21, the Westmont Chamber of Commerce and Tourism Bureau and the Westmont Park District presents the 6th Annual Westmont Pet Promenade and Party in the Park.

The event is at Ty Warner Park, Blackhawk Drive, Westmont, from 11 a.m. to 2 p.m. in conjunction with the Westmont Park District Touch-aTruck & Flying 4 Kids events. These are all free events open to two-footed and four-footed participants.

The day will be filled with fun activities, contests and a K-9 unit demonstration from the Oak Brook Police K-9 Unit; ending with the grand finale of the Pet Promenade/Parade when the animals and their owners participate in a short parade past the event judges who will select Best in Show, Best Costume, Largest Pet, Smallest Pet, Best Pet Trick and Most Unusual Pet. This event presents a unique opportunity for families to take their pets for a fun day at the park. There will be over 20 vendors showcasing products for pets and their owners. Residents express concern for redevelopment This $150 million project, if approved, will consist of 3 phases

A number of residents approached the Downers Grove Village Council to express concerns raised for the proposed redevelopment of Oak Trace Senior Living Community at their April 11 meeting.

This $150 million project, if approved, will consist of three phases.

Lifespace Solutions Director of Design Construction and Redevelopment Brian Devlin said they’re very excited to undertake this project.

“We are ready to provide a brand-new state of the art healthcare building,” he said.

“When Lifespace took over Oak Trace, our initial plan was to help it financially,” Devlin said. “It had been in a period of financial decline. Because of that, Fairview Baptist Home’s ability to invest in ongoing maintenance and capital improvements at Oak Trace had started to become deferred… So, the first thing we wanted to do was to bolster that budget.”

Oak Trace Senior Living Community was first developed in 1973 under the operation of Fairview Baptist Homes. They operated the development for a number of years until 2011, at which point Lifespace Solutions took ownership.

“We have averaged about a $2.5 million capital expenditure budget at Oak Trace since we took over in November of 2011,” Devlin said.

“We also infused approximately $2 million of cash into Oak Trace to help sustain it. Probably most sig-

nificant, we took out the $19 million of debt—of still outstanding debt—due to the bankruptcy loan that Oak Trace was eventually going to pay off with their ongoing annual revenue. Lifespace absorbed that thereby letting Oak Trace become a part of our obligation group, which let them join a large group of communities, gave them a higher credibility factor, gave them access to capital.”

Oak Trace has since undergone some renovations in its corridors, which is work still undergoing today, to attract new residents. Architects were engaged to determine how Lifespace Solutions could modernize the health center without demolition.

Devlin said they determined it would be too cost prohibitive to renovate the existing as it stands, with the extent to which resources are needed to address building code deficiencies.

“Should we not be able to come up with a code equivalency, we would then have to seek a waiver from the state, and the state has been very reluctant to grant these waivers in the past,” Devlin said. “If that were to happen, essentially the state could say, ‘you have to shut down. You can’t continue to operate this health center.’ So, it’s a very urgent request.”

In November 2016, Lifespace first communicated its plans for redevelopment with members of the community.

The plan is to build a new healthcare center, fill gaps in current levels of living, strengthen their business model and absorb the costs without depending on increases to

monthly service fees.

Proposed changes will include a new skilled nursing component, a dialysis clinic, new assisted living apartments and space for physical and occupational therapy.

Plans for residential living expansion will allow for approximately 150 to 160 new apartments to come on line.

Lifespace also intends to use the redevelopment effort to help the senior living community remain competitive in fulfilling the needs of residents in and around Downers Grove.

“The benefit to our current residents are all the new restaurant and dining venues that we’re going to provide,” Devlin said. “Social spaces, the central park—that you saw in our site plan—libraries, lounges, all kinds of great spaces that all of our existing residents will be able to benefit from.”

Existing commons will be improved to accommodate social functions among residents in the community.

To date, Oak Trace currently serves 271 residential living residents, 49 boarding care residents

and 109 skilled nursing residents.

The Plan Commission turned down the redevelopment plan at their March meeting.

The village received a number of communications from residents expressing satisfaction and dissatisfaction with Lifespace Solutions’ plan. Mayor Martin Tully recognizes the concern some people have and said he thinks the root to the problem is the internal issues between management and residents of the community.

Tully referenced a letter written by a friend of residents living in the senior living community, saying “the cause of the trouble is in the way Lifespace has handled the request that the residents of the Garden Homes only [have] six months to move [out] and make way for new construction.”

“While we certainly understand that and empathize with you, it’s a private dispute,” Tully said. “While we are a village council and I am the mayor, I do not wear a black robe. I do have [a gavel], but we are not adjudicators. We can’t resolve this dispute for you.”

“I totally concur with the mayor that the legal interpretation of the contract is outside the legal purview of what we do consider,” he said.

Under the plan, Garden Home residents are anticipated to leave their homes by the end of May. Municipal code instructs the council to apply a set of factors when reviewing planned unit developments and amendments, and this includes the following: Zoning map amendment review and approval criteria is met Planned Unit Development and zoning map amendment are consistent with the village’s comprehensive plan Evidence showing PUD overlay is existent Benefits to the public go above and beyond and suggest the redevelopment effort couldn’t be achieved by alternative means Appropriate terms and conditions have been imposed upon the approval without implicating the existing and future interests of the general public as well as residents living in and around the PUD. “As mentioned if there were no relocations, I don’t think anyone would be here and we probably would’ve voted on it already because it meets the criteria,” Tully said.

“While I understand the concerns have been raised and the issues and I certainly empathize and sympathize with folks as it currently stands, I don’t see how those private concerns—and again whether they’re right, wrong or indifferent, I don’t know—I don’t think they properly factor into our decision, which is what we’re bound to follow,” Tully said.

Parents are asked to please submit their child’s registration by Friday, May 12.

All returning families received a personalized email with instruc-

tions on how to access the system on Wednesday morning. In addition, District 58 sent returning families paper copies of their registration information with report cards on April 13. These messages include each child’s personalized “snapcode,” a password that lets parents log onto their child’s unique registration page.

Parents who prefer to register their child using paper forms may

visit their child’s school to register, or download the forms on their school’s website.

New District 58 families must submit new family registration paperwork in person, but parents can print and complete most of the paperwork online in advance. New families may obtain the forms on their school’s website.

Begin planning kids’ summer rec now Explore all options, determine budget Many families spend winter figuring out how to chase away cabin fever and endure frigid temperatures until spring and summer mercifully return. Parents thinking ahead to swimming pools and days lounging on the beach can put their daydreams to practical use by planning ahead for their youngsters’ summer vacations. Youth recreational programs and summer camps can bridge the gap in care between the end of school and the day when classes resume. Due in part to high demand, parents who want to place their kids in summer rec programs or summer camps should being vetting such programs and camps well in advance of summer. The following are a handful of tips for moms and dads who want their kids to have fun and fulfilling summers.

• Ask for recommendations. Speak with fellow parents and trusted friends about where they send their children.

Personal recommendations can be very helpful, providing firsthand insight into a particular camp or program.

Schedule appointments to visit camps that fall within your budget. Take your son or daughter along so he or she can get a sense of what camp will be like.

• Explore all options. Camps come in more flavors than ever before. Certain camps may be faith-based ministries while others may focus on particular sports. Band camps and art camps may appeal to creative kids. Also, there are plenty of general-interest camps that offer various activities without narrowing in on any particular one.

Parents may need to choose between a sleepaway camp or day camps, depending on which camp experience they want for their children.

• Inquire about camp schedules.

While many camps are flexible, day camps do not have the same level of flexibility as after-school programs.

Arrangements will need to be made if care is required after regular camp hours. Speak with camp staff to see which types of after-hours programs, if any, are available.

• Determine your camp budget. As varied as program offerings may be, camps also can vary greatly with regard to cost. Government-run camps may be less expensive than those offered by private companies. Day camps typically cost less than those that provide room and board. Find out if a particular organization subsidizes a portion of camp costs. Scouting programs often have a dedicated camp and may offer affordable options for scouts.

Earth Day is a great teaching opportunity for parents, community Earth Day has been around for more than 40 years, and during that time, it has inspired millions of people to increase their awareness of, and their appreciation for, the environment.

Since the dawn of the twenty-first century, people increasingly have adopted ecofriendly lifestyles and attitudes, and the continued embrace of environmentally friendly practices and principles has made the struggles of Earth Day pioneers, like former United States Senator Gaylord Nelson, more than worth it.

Nowadays, children grow up learning about the environment in school and at home.

For example, many households participate in their community’s recycling programs, and such households are raising ecoconscious children, perhaps without even recognizing they’re doing so.

While a transition to a more eco-conscious

lifestyle might not be seamless, it’s far easier than many might suspect and even easier for kids who have yet to develop a lifetime of habits that might not be so eco-friendly.

With Earth Day on the horizon, the following are a few ways parents can get their kids involved in activities or lifestyles that benefit the environment.

Address Eating Habits. Over the last several years, the opportunities to eat in an eco-friendly manner have increased dramatically. Organic foods have grown more and more popular, and parents can use this growing trend to teach their kids about the environment.

Teach ConservationTechniques. Conservation is about reducing waste, so conservation techniques don’t involve sacrifice.

Instead, they involve being more responsible when it comes to using our resources.

Purchase Recycled Products. A host of products are made from recycled materials, from the paper you put in the printer to the toys under the tree onChristmas morning.

Explain to kids why you’re choosing these products, and let them know such products wouldn’t be possible without their own recycling efforts.

Martial arts schools and dance centers frequently offer camp schedules.

If camp seems out of reach, look into local summer recreation programs at parks or schools.

Such programs may not be as extensive as those offered by camps, but they can quell kids’ boredom and keep children occupied during the day.

In addition to camp, remember to plan for some free days so children can just enjoy some downtime.

Such days can break up the monotony of a routine and provide kids and families time to relax together.

Summer recreation may be far off, but it is never too early to start making summer plans, including finding camps and other activities for kids.

Healthcare industry fights revealing prices for services Stronger medicine is needed if the U.S. is to slow down the ever-rising cost of care

BY TRUDY LIEBERMAN RURAL HEALTH NEWS SERVICE Turning healthcare consumers into educated shoppers has long been a goal of employers who foot the bill for most care, politicians and some consumer organizations that believe that someday shopping for care should be as easy as comparing brands of canned soup.

All it takes are some clear disclosures of prices, ingredients and whatever else seems comparable in a product or service coupled with a bit of education in how to make the shopping trip fruitful, and the healthcare system will transform itself like magic. It will become competitive, prices for services and therefore insurance premiums will drop, and more Americans will be able to afford care.

I’ve heard this talk for 25 years, but the healthcare market has yet to become a shopper’s nirvana. Healthcare is not like canned soup or cheese. It’s complicated - plus there are all kinds of secret and behind-the-scenes deals made by different actors in the price drama that make it nearly impossible to understand what’s being charged.

The actors don’t want anyone to find out.

To take one example: At the end of last year, the New York State Health Foundation studied 107 hospitals in the state and found those with the greatest market share usually charged higher prices. Those facilities could demand such prices from insurers, especially if an insurer wanted the hospital in its network - or if the hospital was the only game in town.

The Foundation also found gag clauses written into contracts between hospitals and insurers that prevented

insurers from posting hospital prices on their websites. Some clauses say that either a hospital or an insurer can pull out of a contract if one party engages in practices that hurt the other.

In other words, if an insurer tries to steer patients to lower-priced providers, the hospital could cancel its deal with the insurance carrier.

The deck is stacked against the patients, who can’t find out anything meaningful about pricing even if they wanted to.

An ongoing political battle in Ohio pitting Jim Butler, a member of the Ohio House of Representatives, against the Ohio Hospital Association and other healthcare professional associations also turns the idea of shopping for healthcare prices on its head.

You see, Butler introduced legislation in 2015 requiring Ohio hospitals and other medical providers to post their prices for non-emergency services. After some legislative wrangling, the law passed as part of the budget for a state agency, and Gov. John Kasich signed it into law.

According to the Health Care Cost Institute that looked at insurance claims for four large carriers, prices vary widely in Ohio. For example, a pregnancy ultrasound in Cleveland costs three times more than the same procedure in Canton 60 miles away.

The same year Butler’s law passed, Gov. Kasich told reporters at a press conference nobody knows what medical procedures cost, and making those costs transparent so patients can shop for quality is key. The governor seemed to be on board.

But he wasn’t. Since then, the governor and the Ohio Hospital Association have been trying to make sure price posting never happens. “The hospital association is fighting the hardest to avoid this, and their strategy is to divert the effort,” Butler told me.

The Kasich administration has yet to issue rules to implement the price posting law, and Butler says the Kasich administration has continued to say it would not enforce the law, which was to become effective last January 1. But at the end of December, the hospital association and other providers sued to prevent the law from taking effect.

The next hearing is scheduled in August. The suit seems to be a stalling tactic until the governor’s proposed state budget passes at the end of June.

It includes a provision for repealing the law.

Butler says he has met with the industry several times, but the hospitals want to water down the law to the point it’s not helpful to patients. For example, a revised law might require disclosures for only a handful of services and then only if patients request them.

Butler zoomed in on an important fallacy in the theory of shopping for medical services. Recently he tweeted, “How can healthcare savings accounts and high deductible health plans work if patients are not given prices beforehand?”

Recall that health savings accounts and high deductibles are politicians’ preferred choice for bringing down costs. According to this theory, if patients must pay more out-of-pocket, they’ll use fewer services, and national healthcare spending will drop.

Stronger medicine is needed if the U.S. is to slow down the ever-rising cost of care.

But if there’s such hostility to simple price disclosure from the medical establishment that would rather keep patients in the dark, will more stringent remedies for controlling costs ever work?

When the 2017 baseball season comes to a close for Westmont, senior catcher Joe Donovan will hold several career school records – one of them will be the most wins ever as a member of the Sentinels.

That is the record Donovan will cherish most of all his accomplishments – just like his brother, Charlie did when he set the mark in 2015.

“That will be my proudest accomplishment in baseball so far,” Joe said. “I love this school and I love the people and to know that I have been a contributing factor on all those wins just makes all the long nights and early mornings worth it.”

Joe currently has 87 career wins, one behind his brother for the most all-time (88).

Joe has already surpassed Charlie in runs scored with 173

to date, as well as doubles and total hits (181).

He is also the current career leader in extra base hits with 83 and home runs with 26 (6 this season).

Joe is only two RBI away from his brother’s mark of 133.

Joe’s talent is not something that just came on the radar over the course of four years.

He was a known talent at a young age.

Joe was a freshman catcher on Westmont’s third-place team in Class 2A, he batted better than .400 that season and committed to the University of Michigan his sophomore year.

With all that ability, Donovan could easily have decided to travel each day to school and attend one of Chicago’s private school power programs.

“He could have gone to a private school, but he has put Westmont on the map. We have

been there the last four years and a lot of that is because of him,” said Westmont coach DJ Cocks. “For him to come in as a freshman and help lead his team to third in state is legendary.”

Joe decided to follow Charlie and make a name for himself

“It was big playing with my brother was huge, but just coming here and playing with these guys that I have grown up with has been great and I wouldn’t have wanted to go anywhere else,” Joe said. “If I am fortunate to play at a higher level, then I won’t be playing with my friends,

I will have to make friends with those guys. Here, I have been lucky enough that I have known these guys my whole life.

“Just coming out here every day and playing with the guys, that’s what it’s all about. I have been lucky to have had four good teams to play on and that has made it a lot of fun over the

years and have made it worthwhile.”

The year Joe had with his brother is one he will never forget.

The brothers led Westmont to the third-place trophy, but Charlie, a Michigan recruit himself and the 2015 Gatorade Illinois Baseball Player of the Year, died in early November of that year.

For the last two seasons, Joe has worn Charlie’s No. 0.

“Through everything that I have gone through, baseball has been the rock that has kept me stable,” Joe said. “It has been a blast the whole time. When Charlie was still around, I told him that I would wear his number, so it wasn’t as much a memorial as it was him passing it on to me. I am beyond humble to wear it, knowing my brother had such an impact on the game here and I just love coming out here playing every day.”

While his talent may have been obvious at an early age, Cocks said Joe never stopped working hard.

“You won’t find a harder worker than he is. He puts a lot of work in. He is in the weight room, he is in the cages, I throw to him in his off period. He understands what it takes,” he

said. “We bunt a lot in the cages and we know he will never bunt for us, but we know that at the next level and we have to work on that.

“He is absolutely unbelievable. To have him for four years, we have been blessed. He is the definition of everything you want in a ball player. From the way he plays, to the way he hustles, to the way he is as a leader, he brings it every day. He is just great to have. He has always been about the team. I am going to enjoy every day I have with him.

“When you see seniors go, it is always hard, but this one is going to be especially hard.”

This season, Joe is batting .568 with a 1.373 slugging percentage. In only 51 at bats, Joe has 29 hits, 22 of them for extra bases, 26 RBI and 24 runs scored. He has only struck out five times on the season.

While Joe still plans to attend Michigan next season, but is not ruling out his options if the pros come calling.

“Michigan is one of the best universities in the world,” he said. “The coaches are great, the facilities are second to none. It is an academic and athletic powerhouse with a baseball program that is on the upswing. The coaches are amazing and the people are family and there is no place I would rather be committed to. The options are still open. I am just playing ball this Spring, trying to add more wins and hoping for the best. If everything goes well, I will be playing baseball either way.

“It is what you grow up dreaming about. I feel beyond blessed to have the opportunities I have and to be playing this game I love and maybe to have it as a career one day. It is every American kids dream and I am living that dream.”

The Cardinal offense provided plenty of run support, jumping out to a 2-0 lead with a run in each of the fourth and fifth innings and led the rest of the way.

In the top of the fourth, John Carmody led off the with a single to right ended up advancing to third on a Carroll throwing error following a sacrifice bunt from Colin Weilbacher. Ryan Scott plated the game’s first run the following at-bat, lofting a sacrifice fly to center, scoring Carmody.

The Cardinals plated another run in the top of the fifth on another sacrifice fly, this time off the bat of Chris Hill, scoring Michael Mateja who led off the inning with a double and advanced to third on a wild pitch.

After Carroll countered with a run in the bottom half of the fifth, North Central put up a three-spot the following half inning, as all three runs came with two outs. After doubling to right center, Adam Nelson came around to score on a Jeremy Quade double to left center, while Mateja lined a triple to left a few pitches later to score Qaude. A Pioneer balk allowed Mateja to trot home and cap the scoring in the inning, increasing the North Central lead 5-1.

Carroll cut the lead with a run in the bottom of the seventh, but

North Central put the game out of reach with a run in the eighth and another in the ninth, as Hill led off the ninth with a solo shot, his second longball of the season.

Five Cardinals finished with multiple hits in the opener, as Hill led the charge with a 2-for-3 performance with a walk, run scored and two RBI. Quade finished 2-for4 with two RBI and a run scored, while Mateja added a pair of hits while scoring twice and driving in one. Nelson also finished with two hits and two runs scored, while Weilbacher finished 2-for-4 as well.

The nightcap was one to forget for North Central, as Carroll scored in six of their seven plate appearances, racking up 16 hits en route to the 17-7 win.

North Central also struck first in game two, as Quade led off the game with a triple to center and came around to score on a bases loaded walk by Weilbacher to give North Central an early 1-0 lead.

The Pioneers responded right back with a pair in the bottom of the first on a pair of RBI singles, but North Central took the lead right back in the top of the second as Quade smacked his first homerun of the season. Mateja reached via hit by pitch later in the inning, proceeded to steal second and came home on a RBI single off the bat of Nick Sotiros to regain the lead 3-2 in favor of the Cardinals.

That lead did not last long however, as things fell apart from that point on for North Central. Carroll rallied to score two in the fourth, five in the fifth, three in the sixth and four more in the seventh to finish the contest after seven innings.

Sotiros finished game two 2-for3 including his fourth homerun of the season in the fifth, a two-run shot, also ending with three RBI and two runs scored. Quade was 2-for-4 with two runs scored and a RBI, while Scott also finished the nightcap 2-for-4 with a run driven in. Brett Pyburn was credited with the loss, allowing five earned over four innings on eight hits, walking one and striking out one.

TRACK AND FIELD The North Central College women’s track and field team was one of more than 30 squads in competition Friday and Saturday at the Benedictine University Eagle Invitational, and the Cardinals came away with a pair of first-place finishes, including an outdoor school record.

The Cardinals won the sprint medley relay on Friday, as Meghan Coggins, Kyley Vicik, Allison Hartman and Ashley Buado completed the 1,600-meter event in a time of four minutes, 17.87 seconds to set a new North Central outdoor varsity record. North Central also won the pole vault, as Courtney Meyer cleared an outdoor personal-best height of 11 feet, nine inches to finish more than a foot above the rest of the field.

Helen Majer turned in a secondplace finish in the 10,000-meter run, finishing in 39:25.27, while Kayla Etherton placed third in the hammer throw (172’11”) and the javelin throw (a personal-best 109’4”). Naomi Yamane added a sixth-place showing in the hammer with a personal-best distance of 155’1” which moves her up to third in North Central history alltime.

BECKY DEAR BECKY, Having a small business doesn’t give relatives a free pass to employment. As entrepreneurs, you have the right and responsibility to do what’s best for your company. And you don’t have to hire anyone — even a relative — who’s not a good fit.

There are situations where hiring a family member can actually be a plus. If a relative is qualified and the kind of person who understands they’ll have to bust it every single day and perform at a level equal to or above your other team members, that can be a special and productive thing. A relative who is a problem child, however, can be a nightmare in both your professional and personal

lives.

Ask yourself a few questions: Would you hire this person if they weren’t part of the family? Would you hire this person because they would make a good team member? If the answers are no, then you don’t hire them — period.

Be kind about the situation, because there may be some bruised feelings. But the bottom line is you have to do what’s best for your business, your immediate family, and your team.
