Village considers additional stormwater options

The village council of Downers Grove continued its discussion of possible changes to the village’s stormwater utility at its April 5 meeting.

Five options were presented at the discussion for possible changes to the stormwater utility. Option 1 is the current structure and plan of the stormwater utility, in which property owners are charged a monthly fee to cover stormwater management expenses. Those expenses include new stormwater storage, street sweeping, storm sewer replacement and several other expenses. For 2017, a typical home would in Downers Grove would pay $126 in fees.

Option 2a would continue to use the current work plan but fund stormwater projects using property taxes. Property taxes would be used to pay only for the annual debt service payments on bond issuances supporting capital projects. All other stormwater expenses would still be funded by stormwater fees, according to village staff. The typical house would pay $91 in fees and $54 in taxes for 2017, with the stormwater fee increasing each year.

Option 2b would also use the current work plan but use property taxes to pay for all capital expenses, as well as debt service payments.

Revenue from the stormwater fee would be used for operations and maintenance activities on the system. The typical house would pay $68 in fees and $89 in taxes for 2017, and the fee would be subject to an increase each year.

Option 3a would accelerate operations and maintenance activities, and use property taxes for debt service. Eighty percent of recommended operations and maintenance identified in the stormwater utility report would be completed by 2017, and would be fully complete by 2026. This would increase the stormwater fee, with the typical house paying $126 in fees and $54 in taxes in 2017. By 2026, the annual fee would be $184 for a typical home and taxes would be $129.

Option 3b has a similar structure but would accelerate operations and maintenance. Additionally, this option would use property taxes to pay for all capital expenses

and debt service payments. This would cause an increase in taxes each year, while fees would still increase gradually until 2026.

Mayor Martin Tully said the council has to decide how much money should be spent on capital projects, as well as operations and maintenance. The village estimates that recommended projects would cost $6-$8 million.

Due to the timeline associated with the options presented, commissioner William White said the council has to remember that it cannot commit to any other fiscal years besides 2017.

“The consensus has to come from the community,” he added.

White said he believes the stormwater utility is a top action item because the fee has never been raised to a level necessary to fully fund projects. That, he added, shows that council members aren’t entirely comfortable with the fee.

White said he would prefer options 2a or 2b for this fiscal year.

Tully went over reasons why the stormwater fee was initially adopted in 2013. The mayor said it was more logical than a tax, more equitable than a property tax, more reliable, and more responsible. Tully added that it made the village accountable, because residents could see where

their money was being spent.

Tully said he thought the plan put in a few years ago was a good option, adding that the council should stick with it and see that it is properly funded.

After a discussion, White introduced a proposal to direct staff to prepare a motion to establish a stormwater utility referendum committee.

“The November 2016 election is expected to have large numbers of people show up,” White said. “It would be a unique opportunity to see public opinion.”

White requested that the mayor and council select two council members and one member of the stormwater and floodplain oversight committee for the new committee.

The committee would develop questions for one or more advisory referenda on whether to fund stormwater capital improvements with utility fees or with taxes.

“My initial reaction is that it sounds overly bureaucratic, and would be more cumbersome,” Tully said.

Several other commissioners agreed that the council, not the proposed committee, would be able to develop the questions and language for an advisory referendum.

White’s request didn’t move forward, as the

council decided it would work on any future questions regarding stormwater management.

The council will continue to host public meetings to discuss

the village’s stormwater system through September, and the village expects the chosen policy direction to be implemented in 2017.

Remembering Noah Parents continue fight to find cure for rare disease By jonathan samples Bugle Staff

Village officials last week held a moment of silence in remembrance of Noah VanHoutan – an 11-year-old Downers Grove resident whose battle against a rare and fatal disease has inspired hope for a cure.

“Noah, in his very short life, touched the lives of many people in our community in ways that words can’t even begin to describe,” Mayor Martin Tully said at the start of the April 5 Downers Grove Village Council meeting.

Along with his sister, Laine, Noah became a source of inspiration in the Downers Grove community and beyond. In 2009, the siblings were diagnosed with late infantile neuronal ceroid lipofuscinosis, also known as Batten disease.

On March 26, Noah’s 7-year fight against Batten came to an end. He died just one month before his 12th birthday.

“He and his family have epitomized bravery in the face of tragedy,” Tully said. “It’s been extremely moving to see the community come together in the way it has to mourn Noah’s loss [and] his family’s loss; but also to celebrate his life and his bravery in the face of what is a terrible disease.”

Batten disease is the most common form of a group of NCL disorders, which cause mental impairment, worsening seizures, and progressive loss of sight and motor skills in children. Children diagnosed with Batten disease eventually become bedridden, and lose their eyesight and ability to communicate. Most children with late infantile NCL die between the ages of 6 and 12 years.

Noah’s Legacy At the time of Noah’s diagnosis, the disease was fatal 100 percent of the time.

Now, a treatment for the rare disease is within reach thanks in large part to the work of nonprofits such as Noah’s Hope – a charity started by Jennifer and Tracy VanHoutan, parents of Noah and Laine. The VanHoutans launched

Noah’s Hope in 2009 to help fund research for and raise awareness of Batten disease, which afflicts fewer than 450 children nationwide. The charity was created after Noah’s diagnosis but before the family learned Laine too had the disease.

“Now, we pour ourselves into Noah’s Hope for Noah and Laine, for our extended Batten family around the world, and for Emily, who will watch as her siblings travel on this difficult journey,” the VanHoutans wrote on the Noah’s Hope website.

Since its launch, the charity has raised more than $500,000 for Batten research, helped fund six research studies on the disease and lobbied Congress for additional support.

Now, that work looks to be paying off. “Some of the work Noah’s Hope started funding the year he was diagnosed, was eventually picked up by a biotech company from California,” Tracy VanHoutan told the Bugle. “They took the academic work, licensed it and developed an infusible drug.”

BioMarin Pharmaceutical Inc. announced last month that it is close to bringing a treatment for a particular form of Batten disease to market. On March 2, the company published positive results from its Phase 1/2 pivotal study for cerliponase alfa – an enzyme replacement therapy that caused an 80 percent reduction in the average rate of clinical decline of motor and language function in patients studied. This form of Batten disease is caused by mutations in the TPP1/CLN2 gene, which results in deficient activity of the enzyme tripeptidyl peptidase 1.

Without this enzyme, lysosomal storage materials that are normally metabolized buildup in many organs, particularly the brain and retina. The accumulation of these storage materials in nervous system cells contributes to the persistent and progressive neurodegeneration (loss of motor, visual and cognitive functions) associated with Batten disease.

BioMarin’s treatment is designed to restore activity of the TPP1 enzyme and break down this buildup of storage materials.

“The clinical trial results were amazing,” Tracy said. “We know

some of the kids that are in the clinical trial, and seeing how they’re doing and watching them go from being unable to walk across the room to being able to walk across the room with assistance is remarkable.”

The company said it plans to submit marketing applications with the Food and Drug Administration and European Medicines Agency later this year. BioMarin also plans to request priority review of the treatment in the U.S, which would shorten the regulatory review period.

Hank Fuchs, chief medical officer of BioMarin, said the company will pursue a rapid registration approach due to the compelling nature of the clinical trial data.

“We have pushed out a medical frontier by developing a potential first enzyme replacement therapy administered directly into the brain ventricles for a form of Batten disease,” he said.

The FDA grants priority review status to drugs that offer significant advances in treatment or provide a treatment where no adequate therapy exists. If all goes according to plan, those agencies would take action in the first half of 2017.

Additionally, BioMarin said it is planning to implement an early access program for Batten patients to access the treatment prior to the drug receiving market approval.

“We expect that the program will be conducted at centers that have participated in the cerliponase alfa study,” the company said in a press release. “BioMarin will provide additional details about the scope and timing of this program as they become available.”

Unfortunately for the VanHoutans, Noah was unable to benefit from the treatment. But, the family is holding onto hope for Laine, who celebrated her 10th birthday in January.

Tracy noted that the clinical trial was groundbreaking in many ways, which means the apprval process could take longer. The FDA could require an additional clinical trial or request additional data.

“There’s no doubt about it, it is a little bittersweet for our entire family, and for all our friends, family and community that supported us for the last several years,” Tracy said. “There is this hope on the horizon now, but we may not get to participate or benefit from it.”

raising hope In the meantime, the VanHoutans are committed to carrying Noah’s Hope forward.

As part of its fundraising efforts, Noah’s Hope organizes an annual 5K run that coincides with Noah’s and Laine’s birthdays. This year, the charity’s namesake will be absent from the event but its ultimate goals – finding a cure and giving hope – will live on through Noah’s memory.

The Cupcake Classic 5K, formerly the Run for Hope, is scheduled for May 22.

“We kind of switched it around last year because we felt really fortunate to have Noah and Laine celebrating their birthdays,” Jennifer VanHoutan said. “We decided last year we’d continue this birthday bash for Noah and Laine because it celebrates them, and we’ll continue to celebrate their birthdays.”

Jennifer encouraged runners and walkers of all ability levels to join in the family event, adding that all participants would receive a cupcake at the finish line.

The Downers Grove Fire Department has also designated Noah’s Hope as the beneficiary of its annual golf outing, scheduled for Aug. 23.

“There is this hope on the horizon now, but we may not get to participate or benefit from it.”

Additionally, Noah’s Hope will partner with Hope For Bridgette for its A Fifth Season fundraiser in November. Jennifer said the event has raised about $500,000 for Batten research.

“Before a few weeks ago, the most devastating days of our lives were the days our kids were diagnosed, and we were told there’s no treatment; there’s no cure,” Tracy said. “[Noah’s and Laine’s] legacy will be that, within a year or two, when a child gets diagnosed with Batten disease, their parents aren’t going to have that same conversation.”

Downers Grove teacher among 2016 Golden Apple recipients A Downers Grove North High School science teacher received the surprise of a lifetime Monday afternoon.

Golden Apple, a nonprofit that celebrates teaching excellence surprised Jeff Grant with the 2016 Golden Apple Awards for Excellence in Teaching. The awards recognize and honor outstanding teachers for their role in building a stronger, better-educated society.

An A.P. biology, anatomy and physiology teacher, Grant was among 10 Chicagoland teachers who received a surprise visit from the nonprofit this week and was presented the 2016 award.

The recipients were selected from a pool of more than 400 nominations, and represent 9th12th grade teachers throughout Chicago and the surrounding suburbs.

Recipients are nominated by their students, community members/parents and colleagues who have directly engaged with them and benefitted from their talent and passion.

“Grant always is looking to push the boundaries on new methods for students to experience science,” the organization said in a news release announcing the winners.

“He is a curricular leader, and restarted the anatomy and physiology classes at the school, after they didn’t exist for 22 years.”

The Downers Grove teacher is also a leader among his peers.

For the past five years, Grant has organized science meetings, where teachers gather to

discuss concepts, activities and inter-disciplinary ideas. He also has partnered with the Morton Arboretum to bring a worldclass researcher to his classroom to help students understand the research process.

“Grant pushes his students beyond the classroom and textbook to learn about real science,” Golden Apple added.

For more than 30 years, Golden Apple has recognized outstanding teachers throughout Illinois each year.

Created by founders Mike and Pat Koldyke, Golden Apple’s mission is to inspire, develop and support teacher excellence in Illinois.

Each Golden Apple Award recipient receives a tuitionfree, spring quarter sabbatical to study at Northwestern University. Each recipient also receives a $5,000 cash award.

Perhaps most importantly, award recipients become Fellows of the Golden Apple Academy of Educators, giving them a stronger voice and a larger stage from which to make a difference in education within Illinois and nationally.

“Research has shown that teachers set the course for student success and have the greatest effect on student learning,” said Dominic Belmonte, president and CEO of Golden Apple.

“Through their dedication, resourcefulness, inspiration, and genuine caring demeanor, this year’s award recipients have created meaningful learning experiences that have changed their student’s lives.

Those three simple words echoed through Bankers Life Fieldhouse in Indianapolis April 5 and probably fell on a lot of deaf ears. There is a good chance that most of the 14,514 fans didn’t pay very much attention to the hometown of University of Connecticut superstar Morgan Tuck.

You can bet her friends and family in attendance did, I’m sure the ears of Raider fans watching at home perked up when they heard their city announced.

I know at least one Tweet was sent out calling attention to the fact that a player from our area was on the biggest stage in her sport on the brink of making NCAA history (I know that fact because, well, I sent it).

For those residents of Bolingbrook, students in the Valley View school system, even readers from Joliet, Lisle or Morton Grove who didn’t watch the game, didn’t even know it was on or did and just didn’t care – do yourself a favor - watch the highlights, read the articles, get to know Morgan Tuck the player, as well as Morgan Tuck the person, and be proud she is one of your own.

This is someone from the Voyager Media circulation area who made it – someone who could have been your classmate, may be your neighbor and should be your role model.

With an 82-51 win over Syracuse, UConn became the first women’s basketball program ever to win fourstraight national championships, while Tuck joined fellow seniors Breanna Stewart and Moriah Jefferson as the first players – men or women – to ever earn four championships in a career.

The road wasn’t easy for Tuck, who suffered through knee injuries in high school as well as in her first two years in college – even losing most of her sophomore season at UConn to knee surgery.

After missing five games this season because of knee pain, Tuck was quoted as saying doctors told her she has the knee of a middle aged woman. That ultimately led to her decision to forego the extra year of eligibility she was granted after her sophomore campaign.

Despite being a superbly gifted athlete – it is the hard work that she put into her rehab to get past the setbacks to get the most out of her talents that is the most impressive part of Tuck’s career.

Even back to high school, the accolades never went to her to head.

The day Tuck played her final game in a Bolingbrook uniform – the only IHSA playoff loss of her career – she was as humble then as she was after winning the Illinois Gatorade Player of the Year her freshman season.

I won’t go into story after story of what Morgan did to show her humility because that is just it – she just did her job. She didn’t make herself the story.

And after every win and the occasional loss, she addressed the media in the same way – with a big smile, sharp sense of humor and a respect for all the players on the floor, teammates and opponents alike. She was always the first one to accept the blame for what went wrong and deflect the glory for what went well.

I have had the honor of watching Morgan Tuck grow as a player and

person for the last eight years – the first four weekly at games and practices and the last on a TV screen – but I know when she raised the NCAA trophy over her head, I was proud that I was allowed to be along for at least a small part of that ride.

I will continue to follow Morgan’s career as she heads to the WNBA to continue her next chapter and while I do that – it will be fun to watch her career intertwine with other local players having success in women’s professional basketball.

Already waiting in the league are Allie Quigley and Jewell Loyd.

Quigley, a Joliet Catholic Academy graduate, is a member of the Chicago Sky and the winner of the WNBA sixth woman of the year in 2014 and 2015.

Loyd, a Niles West alumnus, left the University of Notre Dame after her junior season to enter the WNBA draft and was last season’s No. 1 overall draft pick by the Seattle Storm.

This year, Loyd was named WNBA Rookie of the Year and is a finalist for the 2016 U.S. Olympic Women’s Basketball team. Think you don’t know who Loyd is – you are probably wrong.

If you supersized your Big Mac meal or ordered a large drink at McDonald’s over the past month or so, there is a good chance you saw Loyd staring back at you from your drinkware.

The former McDonald’s All-American, Loyd was featured on large drink cups and was on display on the walls of many restaurants to market the 2016 version of the game.

While the Chicagoland area has provided countless skilled athletes in many sports – women’s basketball has been at the forefront recently.

While it may not be the biggest draw for casual sports fans – locals shouldn’t pass by the channel so fast when surfing for a game to watch.

These women are some of the best in the world at what they do and they are also your neighbors. They deserve your respect and your viewing time – you won’t regret the decision.

Bolingbrook’s Tuck helps UConn to 4th straight NCAA title By mArk GreGory SportS reporter

INDIANAPOLIS – Morgan Tuck has always been a winner.

The 6-foot, 2-inch Bolingbrook native won three IHSA Class 4A state titles with the Raiders, she was twice named Gatorade Illinois Player of the Year and has helped Team USA claim four gold medals in International competition.

However, with an 82-51 win over Syracuse April 5, Tuck took winning to a historic level.

She scored 19 points in the win and added seven rebounds, five assists and a blocked shot, helping the University of Connecticut claim its fourthstraight NCAA title – the first time that has ever been done since the women’s NCAA tournament began in 1982.

“This has been our goal since we came here,” Tuck said. “Since we were freshmen, we’ve wanted this for so long, and to be able to do it – get four in a row – that’s just special right there. We just love each other. We love being around each other. We have so much fun with each other off the court and it translates really well on the court. We work extremely hard – in the summer, preseason – and all that work paid off.”

The win was the 11th championship for the school – placing the Huskies in a tie with the UCLA men for most ever NCAA Division-I basketball titles.

“That’s very special. Some of the best players to ever play the women’s game came to UConn

and we have the best coach ever,” Tuck said. “The other players paved the way and do so much for us, and it’s great that we can be part of a great legacy.”

Even more historic is the fact that Tuck and fellow seniors Breanna Stewart and Moriah Jefferson become the first players – men or women – to ever earn four championships in a career.

Only the UCLA men’s team won more than four in a row, claiming seven titles from 1967 to 1973, but because freshmen were not eligible to compete, no player was part of more than three consecutive championship teams.

The trio posted a four-year record of 151-5, with four of the losses coming their freshman season. Every one of the 151 wins was by double digits. They went 24-0 in NCAA tournament games and won 75 consecutive games to end the four-peat.

This season, Tuck was named to the Women’s Basketball Coaches Association All-America First Team, Associated Press AllAmerica Second Team and, awarded the American Athletic Conference Sportsmanship Award and was named to the All-AAC First Team and to the Bridgeport Regional AllTournament Team and Final Four All-Tournament Team.

“It’s just a matter of what the outside people, the outside world chooses to believe in and to vote on and give awards to, which is fine,” UConn coach Geno Auriemma said about Tuck

DGN suffering close losses

When the Downers Grove North baseball team lost a 3-2, nine inning contest to Plainfield South Saturday afternoon, the outcome was nothing new to the Trojans.

“A lot of our games thus far have been tight ballgames outside of the first game,” said Downers Grove North coach Chad Isaacson. “I am proud of the progress, but we aren’t all the way there yet.”

In that contest, the Trojans got behind 2-0 early in the game, before tying it up with single runs in the fifth and sixth innings. North had a chance in the seventh to take a lead with runners on second and third with one out, but could not get the run across.

“We haven’t really put everything together swinging the bat and situational hitting,” Isaacson said. “At times we have done one phase, we have gloved well or pitched well and there are times when we have gloved

and pitched well. I told the guys that every game we have played that this is how it is going to be.”

Downers North got good pitching from starter Nick Taviani reliever Ryan Cantlin, but could not get the timely hit.

“I like the people that we have, we are getting different bodies out there and we will continue to work.

Pitching and defense are A number one and then the hitting will come along,” Isaacson said. “We have a ways to go and we have some things situationally that we need to continue to do better, but we have time.”

While Isaacson knows the hitting has to come around, he is looking for a pair of veterans to get things started.

“We need to have better at bats.

(Brendan) Shanahan and Dallton Baran are two guys that we expect to make some progress for us,” he said.

When the bats come around, Isaacson looks for a trio of arms to continue to lead the pitchers.

“Nick and Ryan have both thrown well for us and Tyler Rosen is another guy who has done a nice job on the mound,” he said.

While Isaacson still looks for the games to be close the rest of the way, he is hoping the Trojans are the ones coming out on the winning side of the results as the season progresses.

“They are working and we are by no means where we need to be, but as long as they continue to compete, that is all we are looking for,” he said.

•Downers South blanked Leyden 9-0 as Zack Jones went five innings, striking out four. Danny Oriente had three hits and two RBI, while Corey Vondra had a pair of RBI and Mike Hall had a pair of hits.

•Christian Grego had three hits for Lisle in a 9-2 loss to Montini.

“I mean, media votes and media – you have to spread things around. I understand that. I mean, it’s obvious. But I think if you polled the 365 coaches around the country and told them they could pick any five players in America to be on their team for one game, I wonder where Tuck would come in.”

Auriemma said the senior trio complimented each other well during the historic four years.

“I think in life, you know, you end up in places where you’re surrounded by either people who do great things and you’re a part of it or you surround with people who bring you down,” he said. “Morgan’s been fortunate to be around Moriah and Stewy because they’ve raised her level. Maybe playing someplace without those two, she wouldn’t be as good a player as she is. And the reason she doesn’t get lost is the other two, Moriah and Stewy,

know that without Morgan they wouldn’t be here. They would be home. And Stewy might not be the National Player of the Year if it wasn’t for Morgan Tuck.”

Tuck came on big for the Huskies the last two seasons after being hampered by injuries her freshman season and missing all but eight games during her sophomore campaign.

“It’s definitely hard with injuries,” Tuck said. “But my teammates did a great job of keeping me encouraged and always making me feel like I was part of the team. Even when I wasn’t able to be out there on the court, I still felt like I was there helping. And then to get four straight, that’s just our team.

Everyone contributed. Everyone did their part, and so that’s why we ended up where we are now.”

Tuck totaled 1,298 for her career at UConn, scoring 17 points against Maryland on Dec. 28 to become the 41st Husky to join the 1,000-point club.

“Morgan Tuck, day in and day out, is probably our most

consistent player, and she showed that (against Texas in the Elite Eight),” Auriemma said “When Morgan Tuck plays great and when Morgan Tuck plays the way she played in the Texas game, we are really, really, really hard to play against.”

Tuck was granted a medical redshirt following the injuries her sophomore season, so Tuck technically still has one year of eligibility remaining and could return to UConn to go after a fifth championship.

Tuck announced the day after the game she would not return, however, and declared for the WNBA draft.

According to mock drafts, Tuck and Jefferson could be reunited on the Connecticut Sun, who own the No. 3 and 4 picks in the upcoming draft, which is scheduled for Thursday, April 14 in Uncasville, CT. Stewart is expected to be the top overall selection and join Niles West’s Jewell Loyd in Seattle. The first round will be televised on ESPN 2 beginning at 7 p.m. The WNBA

season opens May 14.

As the UConn trio head into the next chapters of their careers, they ended their college career together, being taken out of the championship game at the same time with 1 minute, 46 seconds left.

“This was the goal, not just for us three, but all of us; to come out to prove we are the best team

in the country, and we were able to do that.” Tuck said “(Walking off the floor together) It means a lot. I don’t think anyone is going to do it. Hopefully, they don’t break our record. For us to be able to do that, it speaks to our program. All of the past players, the coaches, everything they did for us – they allowed for us to do that today.”

Library narrows list of director candidates The Downers Grove Library Board chose eight semifinalists to interview in its search for a new director.

Trustees selected the candidates during a special April 5 meeting. The board of trustees will now meet several times in April and May to interview candidates and make its selection.

Executive search firm Bradbury Associates and library trustees will begin interviewing semifinalists during special meetings April 20 and April 21 from 5-9 p.m. The meetings will include an opportunity for public comment followed by a closed executive session.

Both meetings will be held in the kid’s program room.

On April 27, the board will meet for its regularly meeting, during which residents are invited to attend and comment on the finalists.

Bradbury Associates and trustees will conduct final interviews on May 4 and May 5 from 5-10 p.m. The meetings will include an opportunity for public comment followed by a closed executive session.

Both meetings will be held at an off-site location to be determined at a later date.

Electronics collection changes at Rotary Recycling Extravaganza

The Woodridge Rotary Club and partner groups will hold their 7th Recycling Extravaganza at Cypress Cove Family Aquatic Park, 8301 Janes Ave., Woodridge, May 16 from 8 a.m. to noon.

Over the past few years, more than 160,000 pounds of electronics and many other items have been kept out of landfills or distributed for reuse by this event.

This year’s event will see a major change in the collection of TVs. Changes in the market for the metals and other elements in televisions mean that many recyclers are no longer eager to collect these and are charging organizations that sponsor such collection events.

Every organization that holds recycling events is dealing with this problem.

Each TV brought to the Woodridge event will require a $20 cash payment before the TV will be removed from the car. No projection TVs will be accepted.

The proceeds from the collection will go to the recycling company.
