Council talks about building maintenance Downers Grove Council proposes updates to Village Hall, Police Station

To enhance the facilities for village hall and the police department, the Downers Grove Village Council discussed the prospect of pursuing some potential plans for building maintenance or new construction.

“Our police station and our village hall… are both in poor condition and in total require about $10 million worth of maintenance,” said Village Manager David Fieldman. “The police station itself is too small.

It doesn’t provide enough space for modern law enforcement techniques and services and creates some inefficiencies. Village hall is actually quite large, but it’s an old ball-bearing factory, and is very inefficient and has its own set of operational challenges.”

The village council has approved a plan to address a number of these facility issues. That plan calls for the expansion and remodeling of the police station, approximately $14.5 million; and another $1.5 million to address some maintenance at village hall.

These projects will be paid for using a $16 million budget comprised of existing revenues that include $2.2 million of cash on hand in the village’s asset and forfeiture fund and the issuance of a bond in the amount of $13.8 million. That debt instrument requires an annual payment of roughly $1.1 million, and is to be paid for using the village’s property tax levy, local gasoline tax and the capital fund.

“This plan addresses most of the issues identified but not all of facilities issues and therefore is an incomplete solution,” Fieldman said. “Staff–at the direction of village council–has, in exploration of an additional option, identified a complete solution would be the construction of a new combined police station and village hall.”

That led village staff to set out to determine if they can develop a portion of the exist-

ing village hall site with private development. Officials sent out a request for proposals to gauge the amount of money that could be generated from this private development to cover the additional costs between the $16 million plan and $30 million complete solution.

This project, if approved, would cost the village about $30 million.

The village has received four proposals, with two options being able to help defray costs without relying on taxpayers.

They include a higher-density residential development and a medical office building.

Mayor Martin Tully said he’s hopeful one of the proposals before them is just right for the village.

The idea is to “entertain possibilities that could potentially, very favorably, resolve a number of different challenges this community has been struggling with for some time,” he said.

Commissioner Bill White said he thinks it’s nice having the proposals to weigh the tradeoffs to each option.

“Every option is better than the option that was rejected at the referendum,” he said. “I’d tell the public ‘… [with] each one of these, we’d be in a better place than, in my opinion, if we’d did the plan that was on the table the fall of 2014.’”

White had objected to the way the village tried to obtain updates for village hall in 2014.

“We’re not moving forward until we have a developer… submits a proposal,” he said.

“That was probably my biggest objection in 2014 was that we were going ahead with the expectation that after the fact, we’d get a contract. Now, we have a contract to [agree on] before we move head.”

White said fiscally, the fourth proposal is sound, but it also leaves some questions worth pondering.

“It really does solve a lot of financial problems for the village,” he said. “It takes a lot of pressure off the taxpayers.

ter of our downtown. Those are two considerations that are not easily compared.”

Commissioner Greg Hose, too, shared that sentiment.

“All of them represent a change to some degree to our downtown,” he said. “The DuPage medical offices would be a larger, more intense office use than, I think, we have in other places in most places in downtown if not all. It’s an interesting use to bring downtown.”

Hose said he hopes the village explores one of the options that doesn’t rely so heavily on constituents, and is cognizant that they have five options to explore, with some being more taxpayer-friendly than others.

“The townhomes, I think, in an ideal world in terms of the finances might be the best way to go,” he said. “I think townhomes would fare well there.”

Commissioner Bob Barnett said though he understands they have two potential outcomes that don’t rely on taxpayer support, he thinks the math and moneys says that they should develop an apartment building because it’ll generate the biggest rate of return value.

“From where I sit that should probably be the driving force, the financial aspect of this,” he said. “Because when this is long gone and when we’re long gone, the downtown will have had a pretty big change made to it, which certainly some might see as negative, but from a financial perspective will really benefit the village long beyond any sort of TIF, or financing system, we might pool together to do the development.”

Barnett said knowing there’s an opportunity to retain revenue, village officials still have to

decide carefully on what course of action they’ll take.

“There a lot of folks that are leery of that,” he said. “It’s a fair concern to have.”

Commissioner William Waldack said he thinks the only option that helps with downtown parking is the medical office building and said he fears for the future of the village and its appeal.

“From my perspective, before I go ahead and say, ‘let’s put up another large building because it’s financially proper,’ I’d like to somehow… open [the

discussion] up to the public [on a] Saturday afternoon and have the proposals and have people weigh in,” he said.

Commissioner Nicole Walus agreed.

“In this situation, I feel like we do not have any data that shows the success of these new buildings and these new apartments [in the downtown area],” she said. “I’m struggling with that. Are they filling, etcetera?”

The Downers Grove Village Council is to continue discussion of facilities maintenance at their March 7 meeting.

Help spread the word to end disrespectful language I was beaming with pride one morning in spring 2002.

This was the best day so far of my sixth grade year in junior high as I had just made the honor roll list for the first time. The honor roll list was posted in the front lobby of the school. I was standing behind some of my peers, none of whom was diagnosed with disabilities. All of a sudden something hit me like a brick: “Why is that retard on the list?” I heard a few of my peers say, not knowing who might be standing behind them.

Because of these hurtful comments, I was shy among my peers for the rest of my junior high school days.

“Using the ‘r-word’ against us [Special Olympics] athletes hurts us because most people don’t think before they actually say the words,” said Georgia Hunter, my friend and fellow athlete and Global Messenger in Special Olympics Illinois. Georgia was diagnosed with Down syndrome.

A week ago on March 1, hundreds of thousands of people across the country were spreading awareness in the ninth annual w campaign. I had an opportunity to give a speech that day to approximately 700 students at Pontiac Township High School in Pontiac, Ill. on how the “r-word” has affected me and why this campaign is important. I learned soon after my speech that the words I spoke touched many people.

For those of us with special needs, as well as for our family and friends, the word “retard(ed),” or the “r-word” as it is referred to in the campaign, is offensive — even when the word is not directed toward us. If someone uses the “r-word” about an inanimate object to mean that the object is slow or annoying, this connotes indirectly that those of us with special needs might learn or act a little slower than others.

“The cool thing about Spread the Word to End the Word is that there are thousands of events across the country, and everyone kind of goes about it a bit differently,” said Tim Shriver Jr., cofounder of the campaign. “Every event has a pledge banner where people sign their name and take the pledge to not only stop using the ‘r-word’ [themselves’] but to speak up when others use it.”

Besides ending the “r-word,” the campaign has a broader focus for the future. The campaign strives to create a community of tolerance, equality, understanding, and respect for all peo-

ple—in particular for those of us with special needs. Self-advocacy is part of that broader focus.

“The importance of self-advocates is a huge part of what we do,” said Soeren Palumbo, a co-founder with Tim Shriver Jr. of the Spread the Word to End the Word campaign. “Each person has an incredibly rich story that’s behind their reason to take a pledge to improve the world for people with intellectual disabilities.”

Before I spoke to the Pontiac high school students, I was standing outside the auditorium talking with Laura Baumgardner, a Special Education teacher who champions the Spread the Word to End the Word activities at her school. Baumgardner told me that the elementary school students in her school district are learning that the “r-word” means “respect.” These children do not necessarily even know that the other “r-word” (retard) is used as a derogatory term— hate speech— about those of us with intellectual and developmental differences. As for the Pontiac high school students, the word “respect” is so engrained in them as the only “r-word” of choice. This was evidenced by what a respectful audience they were for me. These are the leaders of the future. The youth of today, affectionately named the “Unified Generation” by Special Olympics, will lead us to a respectful world of understanding and inclusion for those of us with special needs.

When I was born three-and-a-third months premature 28-years ago, people commonly used the “r-word” as an acceptable term to describe people with visible and invisible intellectual differences. Fast forward to present day, medical professionals and the mainstream community at large are becoming more understanding and respectful with their word choice.

Take my sister, Stefanie Smrokowski, 26, for example. She is a doctor of physical therapy and has grown up with an

older brother who has special needs.

She feels encouraged about the declining use of the “r-word” among medical professionals.

“It’s becoming very common knowledge that you should not use that word,” Stefanie said, adding that she rarely hears the word, especially among younger physical therapists. “There are still some people that maybe aren’t as aware of that, but I think in general we’re all going towards that being common sense to not use that word.”

Soeren hopes that the trend within the medical community extends to the mainstream community as well. “What we’re hoping is there’s that same trend in the wider community,” said Soeren.

My friend Tim Shriver, chairman of Special Olympics, Inc., said that trend is encouraging.

“Your sister’s quote gives us all confidence that we can win the battle against humiliation and ‘play unified’ to teach respect the world over,” he wrote in an email regarding a previous Special Voices column.

There are, of course, those who still use the “r-word.” Rob Johnson, a leading news anchor for CBS-2 Chicago, hopes that those who still use the “rword” to mean something that is dumb or less than, do a better job with their word choice.

“If you use the words ‘retard’ or ‘retarded’ to explain something that doesn’t make sense, then I would say to you that you do not have a very good command of the English language and you can do better,” said Rob Johnson.

When someone in the mainstream community befriends or plays unified with someone with special needs, they will soon discover the joy and accomplishments that the person has. Despite cognitive struggles that myself and others with special needs face on a daily basis, we overcome our challenges by celebrating the abilities that we do have.

Benet loses in regional title game, but loss can’t take away accomplishments

The disappointment of Friday’s 64-55 loss to Wheaton North in the York Class 4A regional final will no doubt resonate a bit for the Benet boys basketball team.

But after that feeling starts to dissipate, the Redwings and their outstanding senior class will be able to look back and see just how much they have accomplished over the past couple of seasons.

On 54 occasions over the last two years, the squad has walked off the floor victorious, including the previous nine games heading into the matchup against the sixth-seeded Falcons.

One defeat won’t put a damper on that.

“This senior class has done so much for our program,” Benet coach Gene Heidkamp said. “They have done amazing

things. And the reality is, they have a lot to be proud of. They have accomplished so much.

Ten years from now we will be talking about this group and what they meant to the program.

“This year we finished 23-7 and we played an unbelievable schedule. I believe eight or nine teams we beat have won 20 games.”

Against Wheaton North, Benet struggled from the perimeter in the early stages and trailed 2316 at halftime. But the Redwings fought back and after seven straight points by Jack Nolan, they took a 29-28 lead with 3:15 left in the third quarter.

The Falcons responded with a 6-2 run to close the period and then made 20-of-22 free throws in the fourth to close it out.

“The bottom line is, we lost to a very good team,” Nolan said.

“They outplayed us in a lot of facets. Every time we came at

Trojans fall to Hinsdale Central

The ending wasn’t at all how the Downers Grove North basketball team would have drawn it up.

Playing for the opportunity to compete for a regional title on its own floor, the Trojans instead saw their 2016-17 season come to an end on March 1 at the hands of Hinsdale South.

But as heartbreaking as the 36-35 loss in a Class 4A regional semifinal was, the defeat couldn’t take away from all that

the squad had accomplished over the previous three months.

Falling just one decision short of the 20-win plateau, Downers Grove North (19-8) did capture the program’s most West Suburban Silver conference victories in more than a decade.

And after beginning the year by winning their first eight contests, the Trojans ended the season nearly as hot, capturing eight of the final 10 games.

“It was the greatest year ever,” said senior Ryan Pustelnik, who led his team with 13 points against the Hornets. “I love this group of guys and I’ll remember

this year forever. We can hold our heads high.

“We started (the season) off great and then hit a little rough patch in the middle. But we kept fighting hard and we came back and did what we wanted to do.

We just fell a little short (against Hinsdale South).”

The Trojans showed that fight in the playoff opener after trailing 16-1 at the end of the first quarter. They came all the way back and took the lead on two occasions in the final two minutes before the Hornets’ Zion Griffin provided the gamewinning basket with 23 seconds

left.

“I told the kids, that loss won’t define you,” DGN coach Jim Thomas. “And the great thing about this group is they are mature enough to understand how the journey goes and that there are ups and downs.

“This group really grew this year and they all truly cared.

Going into the locker room (after the game), there wasn’t a dry eye.”

Downers Grove North must now say goodbye to a senior class of nine players.

“We were great together,” Pustelnik said. “We have played

together on the same team for the last seven years and we know each other in and out.”

That group ended up doing some amazing things on and off the court.

“Every senior was on the Academic All-Conference list,” Thomas said. “Just that and the fact that they were always willing to do whatever was asked of them. They believed in what we were doing and they do everything the right way. They won the sophomore conference title and I don’t know if we’ve ever won that. They have a lot to be proud of.

DIII championships at NCC The North Central College men’s track and field team will enjoy the advantage of competing at home in a total of six events in this weekend’s NCAA Division III Indoor Championships at Al B. Carius Track, qualifying a total of nine entries for the two-day meet.

The Cardinals have the No. 1 overall mark in the pole vault, as junior Luke Winder enters the meet with a mark of 17 feet, 11 inches to put him more than one foot above the rest of the field.

Winder is the two-time defending indoor and outdoor national champion in the pole vault, setting an indoor meet record with a clearance of 18’1 1/4” in the 2016 championship.

North Central will have two competitors in the event, as senior Spencer LaHaye has made the field as the 14th overall qualifier with a mark of 16’0 3/4”.

6’9 1/2”. The Cardinals will have two competitors in both of the longest distance events. Nolan McKenna and Dhruvil Patel will toe the line in the 5,000-meter run with the eighth-fastest (14:35.35) and 13th-fastest (14:38.22) times, respectively.

Patel will also compete in the 3,000-meter run as the 14thfastest qualifier (8:23.30), while Hird is the 15th-fastest in the field (8:23.95).

The Cardinals’ first event will be the pole vault at 10:00 a.m. Friday, followed by the 5,000-meter run at 4:25 p.m., the 4-by-400 relay prelims at 5:00 and the distance medley relay at 5:30.

North Central competes first on Saturday in the high jump at 10:00 a.m., with the 3,000-meter run starting at 4:15 p.m. and the 4-by-400 relay final getting under way at 4:55.

“Last year was a Cinderella story,” Heidkamp said, “and this year, we weren’t able to go as far as we wanted. That’s high school sports. We are disappointed but after the dust settles, they will be very proud of all they accomplished. It was a great run for our guys.”

Don’t skimp when writing a will DEAR DAVE, When it comes to making a will, would it suffice to sit down and write it all out on a piece of paper, then have it notarized?

JOYCE DEAR JOYCE, I would never advise someone to write their own will, unless, of course, they’re an attorney in that state. Laws can vary from state to state, and some states may not look upon a document like that as being official under law. Some even require witnesses, and a notary might not be good enough.

If you’re trying to save money by doing it this way, I would strongly urge you to look at involving a lawyer as an investment. In most cases, having a reputable lawyer draw up a legally correct, statespecific will doesn’t cost a lot of money. At the very least, go online to USLegalForms.com. They have all kinds of state-specific legal forms, including wills.

Your last will and testament is one of the most important legal documents you’ll ever be part of.

Please don’t try to do this yourself, Joyce. I’ve run into so many families who, in the midst of grieving the loss of a loved one, were handed a handwritten piece of paper that wouldn’t hold up in court.

That kind of thing just adds more stress to an already heartbreaking situation.

cured credit card to help rebuild my credit score, because I’d like to buy a house. Do you think this is a good start toward getting my credit back on track and taking control of my finances? I make $50,000 a year, and I have $3,500 in debt and $2,100 in savings.

MARIA DEAR MARIA, No, getting a secured credit card is not a good idea. Let me tell you a couple of things. Number One, your income is your most powerful wealth-building tool. If you don’t have any payments, you have the ability to build wealth and be generous. When you have debt, all you do is send money out the door to make payments. So, being in debt is a guaranteed way to stay broke.

Number Two, you can get a home mortgage with no credit score through a manual underwriting. Just make sure you have a good, long history of paying other

things, like your rent and utilities on time. You would also need to have all your debts paid off completely, and the accounts closed for at least six months.

I want you to become debt-free before you buy a home, Maria.

I also want you to save an emergency fund of three to six months of expenses and a down payment before you buy a home. Buying a

house when you’re broke and in debt is a really bad idea.
