North teacher Golden Apple finalist A science teacher at Downers Grove North High School has been selected as a finalist in the 2016 Golden Apple Awards for Excellence in Teaching.

Jeff Grant is among 30 finalists who were selected from a pool of more than 400 nominations that represent ninth through 12th grade teachers from Chicago and the surrounding suburbs.

“I am very honored to be considered part of this esteemed group, but I could never do what I do without the help of my science department and these great kids that I get to teach and interact with on a daily basis,” Grant said. “When I was a kid I

knew that this community was an amazing place to grow up in, and it is incredibly rewarding to now know that I am viewed by others as positively giving back to that same community.”

The awards recognize and honor outstanding teachers for their role in building a stronger, better-educated society, according to Golden Apple.

North High Principal Scott Kasik said Grant is always looking for ways to get his students excited about science and and help them understand the role science plays in their lives.

“Jeff’s passion and enthusiasm

for teaching science is evident whenever you see him where he most loves to be--in the classroom working with students,” he said.

Grant, who has taught at North High since 2003, is also a North High alum. After graduating in 1998, he went on to earn a Bachelor’s degree in secondary education from DePauw University and a Master’s degree in the art of teaching from Aurora University. He is also a National Board Certified Teacher.

Grant said today’s students are taking more science classes than ever before, noting that the anatomy and physiology course has become increasingly popular. He thinks that some of the interest is due to the sophisticated research they’re performing in class.

The North High teacher also makes it a priority to

bring in real-world scientists into the classroom.

He’s hosted a neuroscientist from Northwestern and a botanist from The Morton Arboretum to come and present to his classes.

“Bringing in outside people gives students a chance to see what a ‘real’ scientist looks like, and that it’s not a Frankensteintype person with a lab coat and colored test tubes,” Grant said.

“We live in such a science-rich area, with Argonne, Fermilab, Ivy-league quality universities and museums that we can take advantage of to benefit our students.”

The father of two daughters, Grant hopes to continue inspiring students to study science.

“Science is the underpinning of life, and it gives students a better appreciation for the world in general,” he said.

D. 58 earns highest financial recognition The Illinois State Board of Education awarded Downers Grove Grade School District 58 with a financial recognition rating on the district’s 2016 school district financial profile.

Financial recognition is the highest financial strength rating that ISBE awards, and this year marks the 15th consecutive year District 58 achieved this status.

All Illinois school districts receive an annual rating from the ISBE, which considers account financial indicators such as fund balance to revenue ratio, expenditure to revenue ratio, days of cash on hand, percent of short-term borrowing ability remaining and percentage of long-term debt margin remaining.

Westmont sets out to improve social media presence Social media campaign, digital signage boost village communications By jonathan samples Bugle Staff

When Westmont Mayor Ron Gunter was elected in 2013, he set a goal to improve communication between the village and community.

Officials created a more mobile friendly village website, started holding regular coffee with the mayor events and launched the semimonthly Neighbors of Westmont magazine. It was a vast improvement over previous communication efforts.

“At that time, the village relied on the village website and a small newsletter that was published via the water bill as its primary methods of providing communication to residents,” Westmont Communications Director Larry McIntyre said.

In 2016, the village has again placed an emphasis on improving communication with residents using two approaches that cover vastly different terrains.

“With the use of social media being so prevalent in so many people’s lives, it’s important that we embrace this opportunity to connect with residents,” said McIntyre, who is spearheading a new social media

campaign launched by the village earlier this month.

McIntyre said that, although the village has been using social media for several years, it will now look to increase village interaction with residents by stepping up the quantity and quality of information published on its website and social media accounts. Currently, Westmont uses four main social media services: Facebook, Twitter, Nextdoor.com and Google Plus.

“With our new campaign to increase and improve communication, we are now making daily posts to these various accounts,” McIntyre said.

To keep these new posts interesting, village staff developed different themes for each day of the week. Motivational Mondays feature uplifting stories about the

community or positive messages from the village. Green Tip Tuesday posts are inspired by the Westmont Environmental Commission and could be anything from recycling information to recruitment of volunteers for upcoming EIC initiatives.

Wednesdays are all about pets and wildlife, with community resource officer Rosanne Terry sharing posts and features on local wildlife, pet care or pet adoption.

Throwback Thursdays are, you guessed it, reserved for historical pictures and trivia.

McIntyre said the village asked the Westmont Chamber of Commerce to assist with its Friday theme: Shop-Dine-Discover Westmont Weekends. These posts include information about weekend events and activities, as well as business

specials. Rounding out the week are Safety Saturday and Senior Sunday, which feature safety tips from the Westmont police and fire departments, and information for area seniors.

“If we want to connect with families and students, then social media is the most popular and viable communication platform available,” said School Resource Officer Det. Nick Glynn, who oversees a new village Twitter account intended for the Westmont school community. “My Twitter feed in particular will focus on my role as school resource officer and highlight things happening in our Westmont schools.”

Glynn works with Amy Quattrone, assistant principal at Westmont Junior High, on posts from the schools, as well as collaborate to

ensure that all material posted from the @WestmontSRO account are appropriate for students and families.​ Quattrone said Community Unit School District 201 has worked closely with Glynn to create scripted messages in case of an emergency or for safety purposes. However, the ultimate goal is to highlight the important role the SRO plays in Westmont schools.

“Through classroom visits, teaching lessons and mentoring students, Det. Glynn has created positive relationships with our students, which will be showcased through his Twitter account,” Quattrone said.

In addition to its revamped social media efforts, Westmont is also taking a high-tech approach to a tried-and-true communication tool: signage. Starting this week, the village began operating two new electronic bulletin boards, located at the fire department and Westmont Public Library.

McIntyre said results from the village’s annual community survey indicated that many residents receive information primarily from community signs and banners.

“The new electronic bulletin boards will be a huge benefit to the community,” he added.

Village outlines stormwater management projects Detention facility repairs, early phase studies on upcoming projects completed in 2015 By jonathan samples Bugle Staff

Earlier this month, the village of Westmont issued a news release updating the community on a series of past and future projects related to its stormwater management system.

Last April, voters approved a referendum that allowed the village to start collecting a .5 percent, non-home-rule sales tax increase

in order to provide a dedicated revenue source for upgrades, repairs and maintenance of its stormwater system. That tax took hold in July 2015, and the village is expecting it to generate $750,000 annually.

“While we wait for this fund to grow, the village has been diligent in regard to addressing community stormwater issues,” said Noriel Noriega, assistant public works director for the village.

Many of those issues came to light in April 2013, when a an early

spring storm dropped more than 6.5 inches of rain on Westmont and much of northern Illinois in a 24-hour period. Westmont was one of many Chicagoland suburbs that experienced significant flooding during that event and set in motion plans to address its stormwater issues.

In the last year, Westmont has completed several repairs to village detention facilities, completed early phase studies on a long list of upcoming projects, and became the first village in Illinois to construct a public street using pervious concrete.

The Cumnor Road reconstruction project included rebuilding a stretch of South

Cumnor between 59th and 61st streets using pervious concrete that allows rainwater to filter through the material. Since that water does not runoff into storm sewers, the overall influx of water into the village’s stormwater system during a rain event is reduced, allowing the system to capture additional runoff elsewhere and decreasing the chances of floods.

“This project demonstrates our community’s commitment to addressing stormwater management concerns, while maintaining an environmentalfriendly approach,” Westmont Mayor Ron Gunter said at the time.

Managing the amount of water

flowing into the stormwater system is the essential goal of many of Westmont’s stormwater projects. To help reduce the amount of standing water in the basin of the Jamestown Detention Facility, the village added wetland planting to the bottom of the facility and updated an outlet pipe to help improve drainage.

Similarly, repairs at the Benniford and Blackhawk Park detention facilities addressed drainage issues. The stormwater orifice at each facility was relocated to outside of the basin for better efficiency, ease of access and faster maintenance.

The Westmont Police Department is also planning a paper shredding fundraiser for later in the year.

What would make your medicines cheaper?

That’s a question Americans are asking every time they go to the pharmacy and find the price of a maintenance drug they’ve been taking has doubled or tripled, or that a new medicine, like one of the new diabetes drugs, their doctors have prescribed is beyond their means.

Increasingly the answer from the drug industry, which pretty much can charge whatever it wishes, is more patient assistance programs that come in the form of coupons, co-pay cards, or vouchers to help people buy their drugs.

People needing help can also apply directly to a pharmaceutical company, and if their income is low enough, the company simply sends a supply of medicine to their home or doctor’s office. How many times have you heard on TV that AstraZeneca can help?

The coupon, co-pay route to helping patients is easiest to understand. The industry calls the coupons “pay-nomore “ cards telling patients they will pay no more than $50 or $100 for a prescription. Discounts vary by the type of drug.

Some work like airline loyalty programs: Buy so many drugs and get the next one free.

E-vouchers are more complicated and hardly transparent. A pharmacy sends a prescription to a middleman vendor. The vendor works with the drug company to figure out how much of the patient’s cost sharing that’s required by the insurer it will pay on the patient’s behalf. Rules and amounts patients receive vary depending on the kind of drug.

Andrew Pollpeter, a senior principal with the Amundsen Group, an IMS Health Company, told me the company sets the amount of the voucher, and the patient doesn’t know much about it. But, he said, “they are happier when they see a lower copay.”

right? It may not be in the long-run.

Recently the Oversight Committee of the House of Representatives held hearings on the high price of pharmaceuticals. It found that one company tried to divert attention from the high price of its drugs by publicizing its patient assistance programs.

Committee member Eleanor Holmes Norton (D-D.C.) was blunt when she questioned one company executive who was testifying. “In other words, instead of keeping the price so it could be purchased by patients and hospitals, you went to patient assistance programs to try to obscure the price.” Holmes Norton got the point: No matter the kind of assistance program, the underlying price of the drug remains high.

Patient assistance programs are nothing new. Several years ago I sat next to a drug company executive at a dinner and asked him why his company made it so hard for poor people to qualify for assistance.

(The requirements can be difficult to meet.) He replied that if the company were more generous, it would hurt the bottom line.

The bottom line is still allimportant, but today drug makers have a PR problem. They need to appear more benevolent. There’s genuine public backlash against their companies’ pricing strategies, and Congress is asking questions.

By becoming more “patient centric,”

a word they use to describe their marketing path, they look like good guys while keeping prices high and profits up.

Drug companies have another problem patient assistance programs aim to solve. Large numbers of patients are not taking their medicines as their doctors ordered, either because they can’t afford them or because the medicines make them sick. No matter the reason, it translates into lost sales.

Stats from the IMS Institute for Healthcare Informatics show that only 25 percent of patients with drug deductibles will most likely still be taking their brand name drugs after six months compared with 40 percent in plans without such deductibles.

The rate at which patients don’t pick up with meds at the pharmacy is 60 percent higher for new patients with brand drug prescriptions and drug deductibles than those who don’t have drug deductibles.

“If patients walk away, they frequently don’t come back with an alternative prescription,” says Pollpeter.

According to Matt Lamkin, an assistant professor at the University of Tulsa College of Law who studies this issue, drug companies believe “they are leaving billions on the table” when patients don’t take their pills. Trying to help more people stay on their meds “reframes the goal of boosting sales as a goal of public service,” he told the health news site STAT. Transforming drug companies from bad guys to good guys with the magic of PR will help some patients get cheaper medicines and no doubt boost sales. It will do little to get us out of the big-picture jam. Drug prices are still too high and out of reach for too many Americans.

WINNER Benet’s Doyle wins Player of Year honors for 2nd time

After winning the state championship last year, Benet was mostly an afterthought this year, despite returning the 2015 Voyager Media Player of the Year, Kathleen Doyle.

However, thanks in large part to the Nebraska recruit, the Redwings stormed through the regular season en route to a No. 1 sectional seed.

Then in the playoffs, Doyle took her game and her team to an all-new level, leading Benet back to state after a game-winning basket in the final seconds of the supersectional against Edwardsville.

Doyle was up to her old tricks again at state, matching a career high with 31 points in the semifinal and then breaking 20 points in the championship, leading her team to a repeat.

For all of her accomplishments this season, Doyle is also the repeat Voyager Media Player of the Year.

“I think my team just looked to me more this year,” Doyle said. “We lost our two big scorers from last year. We all had to fill in scoring and I think that was the biggest difference.”

“Virtually every game we play, she is the best player in the gym,” Benet coach Joe Kilbride said.

“Even when she has a bad game, she is the best player in the gym.

She is special.”

On top of being one of the top defenders in the state, Doyle led the Redwings in scoring, assists and steals, and was second in blocks and rebounds.

She finished her career with more than 1,500 career points. As a senior she averaged 17 points, five rebounds, four assists and three steals per game.

Nicole Ekhomu Ekhomu, a senior from Joliet Catholic, averaged 22 points, 4.9 assists, 6.1 rebounds and 3.1 steals per game. She is a Florida State commit.

“Nicole was our equalizer against any team that we faced,” JCA coach Nick Leonard said.

“We knew that she had the ability to keep us in any game if not win every game. She gave our team a sense of calm which allowed our girls not to lose focus because at any time. She is not revered enough for the team aspect of her game. She will turn down shots to get a teammate open and get her some confidence.

Jaida Green Green, a Penn State recruit, capped her career with Downers Grove North averaging 17.6 points and 7.4 rebounds per game with 54 steals and 63 blocks.

Hennessey Handy Plainfield Central senior averaged 18.1 points per game, 5.9 rebounds, two assists and 2.2 steals.

“Hennessey was the focal point of our opponent’s defensive game plan on a nightly basis this past season,” Central coach Gregg Bayer said. “Our team relied on her to do many things for us this season (be a scoring threat, primary ball handler at times, and defend one of the other teams’ best players each night).

As you can see with her stat line, she is a well-rounded player who can contribute to a team in a multitude of ways. Her greatest strength is attacking the basket

Second team Brooklyn Bachmann Minooka junior was the floor leader of the team from the point guard position and led the team in scoring at 15.5 points per game.

She also shot 73 percent from the foul like and had 83 assists.

“Brooklyn’s ability to score in so many ways makes her such a dangerous offensive weapon,” Liberatore said. “We have won 60 games the past three seasons with Brooklyn as our starting point guard and her quickness makes her attractive to college basketball coaches.”

Monica Barefield A senior from Joliet Central, Barefield tallied 19.3 points per game, 62 assists, 65 3s and 54 steals.

“Monica earned a spot on Romeoville’s and Oswego East holiday tournaments,” Joliet Central coach Brian Reed said.

“She was SWSC all-conference pick and co-mvp this season.

Monica plans on attending Alcorn State next year. Monica was one of the best guards in the SWSC, which is one of the toughest conference in the state. The bigger the game the better Monica played, she was a pleasure to coach the last two seasons, and may her success continue at the next level.”

The sophomore from Romeoville finished the season averaging 14.5 points and 11.7 rebounds per game for the Spartans.

“Jahari is a tremendous player with a great attitude,” Romeoville coach Julio Carrasco said. “She wants to succeed as a player but more importantly wants the team to succeed. As a sophomore she was team captain. She is one of the only players in my coaching career that watches as much film as coaches. The scary thing is she is still developing. The future is very bright for her.”

Jaianna Brooks Plainfield South junior point guard averaged a team-best 14.7 points per game for the Cougars, while adding four rebounds, four assists and three steals per game.

“I feel that Jaianna is one of the best point guards in the area,” South coach Leah Carter said.

“She has a great pull-up jumper off of the dribble, and she is able to create her own shots. Jaianna also has very strong ball-handling skills that helps our team in the back court against presses.”

Amaya Johns The sophomore averaged 15.8 points, 5.5 rebounds and three assists per game, for Plainfield North.

“Amaya Johns was our second leading scorer on the team,” Lemon said. “Amaya is only a sophomore and she played like a true varsity player. She is very versatile – can shoot, rebound and go to the basket with and against the best. Amaya is very fast and strong for her size and she always cause match-up problems. Amaya will be an AllAmerican if she continues to get better. She will continue to get

better every year.”

Lota Onua Onua, a junior from Plainfield East, totaled 11.4 points, 8.4 rebounds and 84 steals.

“I could count on her every game to give maximum effort and score in double digits and get close to double digit rebounds, despite teams keying on her,” East coach Anthony Wazonis said. “Not only did she lead the team in scoring and rebounding, but also had our most steals (by 22). Helped lead a turnaround from a 10-win season to an 18-win season and making a regional final. In games where teams keyed on her as well she would be the first to share the ball and often have five assists in those games.”

“The senior co-captain never stops running and is one of the keys to Benet’s vaunted fast break and full court press,” Kilbride said. “She has been the most efficient offensive player for the Redwings for the past two years with an exceptional 134 percent efficiency rating (points per field goal attempt). She comes up big when it matters most, posting a career high 32 points in regional championship as senior.”

Planning for college with ESAs and 529s Stay away from state 529 plans that are prepaid tuition Dear Dave, We have two daughters, and we’ve started thinking about financial planning for college.

What are the differences between an Education Savings Account and a 529 plan?

John Dear John, I’m glad you’re thinking ahead and planning for the future. Here’s a quick overview of the two.

The Education Savings Account is limited to $2,000 per year, per child.

It has complete flexibility, meaning you can invest it in whatever you like and you can move it—roll it over—to another one if you don’t like that mutual fund, as an example.

I use that example because I recommend using good growth stock mutual funds and that you do this for the first $2,000 invested per year.

There are several types of 529 plans, and there’s only one that I would recommend. It’s the kind that has complete flexibility, where you control the investments.

Some states have 529 plans that are prepaid tuition, and I never recommend those.

You don’t want the state managing anything for you, because you won’t get anywhere near the returns you’d get if you managed it yourself.

Other types of 529s lock you into a certain kind of investment the whole time, or they move the investment based on the age of your kid. I don’t want anybody doing that crap. I want you controlling your money.

Most of the 529s vary somewhat from state to state, but the majority have flexibility that allows you to control the investment while contributing up to $10,000 a year.

Kristin Dear Kristin, Overspending is, 100 percent of the time, a choice. It’s a decision.

Most of the time it’s linked to immaturity, although there can be other issues at play.

People who habitually overspend are saying that they’re unwilling to act like a mature adult, and delay pleasure in order to win with money.

This kind of thing is made even worse because we live in a culture fueled by extreme debt marketing.

And when things like credit card offers are constantly in the face of immature people, those two things can combine to make a real mess.

According to the village, unstabilized slopes between 61st and 63rd streets had eroded and were affecting properties in the area.

Additionally, engineering consulting firm Environmental Systems Corp. recommended storm sewer modifications at the intersection of Grant and Lincoln, which the village completed last year. The project added a ‘backflow

preventer’ to the storm sewer line to prevent stormwater from flowing toward the intersection of Grant and Richmond.

In addition to these projects, Westmont also completed early phase engineering studies on several additional stormwater projects planned for the upcoming year.

A Phase 1 engineering study for the Naperville - Warwick stormwater project identified four possible options to alleviate flood issues in the 300 block of Warwick.

The village said staff is expected to pursue design completion in fiscal 2016-17. Engineering Solutions Team also began Phase 2 engineering design of a storm sewer extension in the 300 block of Warwick.

The village will also continue the Phase 2 engineering design for the reconstruction of Wilmette Avenue, between 55th and 56th streets, using pervious materials.

The project also includes related work such as completing a public sidewalk and street lighting between 55th and 59th streets.

Strand Associates began Phase 2 engineering design for the NorfolkLinden stormwater project, which includes the installation of a detention facility at the northeast corner of the intersection.

Westmont also began Phase 2 engineering design for both sections of the CBD alley reconstruction project. The village hired Thomas Engineering to design the reconstruction of the alley using pervious materials, as well as related work. Section A is between Cass and Lincoln and Burlington and Irving, while Section B is Cass and Lincoln and Irving and Norfolk.

Lastly, AMEC began a Phase 1 engineering study for the intersection of Richmond and Grant, and look for solutions to help alleviate flood issues in the pavement.
