The Republican contest to decide who will run against incumbent Democrat Bill Foster for the 11th Congressional District seat in November appears to have been decided by just over 400 ballots.

Totals show that 415 votes separated Tonia Khouri and Nick Stella, with Khouri receiving 22,604 to Stella’s 22,189. A third

candidate, Herman White, Tonia Khouri Nick Stella received 16,322 votes.

Vote totals include ballots from all 446 precincts in Will, DuPage, Kane, of the counties was reporting Kendall and Cook counties, which the following number of ballots make up the 11th District. The still left to be counted: city of district stretches from Chicago’s Aurora, 772; DuPage, 3,182; Will, western suburbs to two of Illinois’ 3,643; Kane, 470; and Kendall, 96.

Cook County had not submitted largest cities – Aurora and Joliet.

Because provisional and mail- any data to the Illinois Election in-ballots still have to be tabulated, Commission regarding uncounted combined with the narrow margin ballots, though only four of the separating Khouri and Stella, county’s precincts are included in both candidates are waiting for the 11th District.

“I’m honored to be your GOP 11th Congressional District nominee,” Khouri said. “Thank you for putting your faith in me and voting yesterday. I am humbled by this victory and by the support I’ve received from friends like you all across the district.”

However, Stella’s campaign is not ready to concede. A message posted on the “Stella for Congress” Facebook page points out that the provisional ballots still needed to be tabulated.

“By no means is this race over,” the post stated. “We still have the provisional ballots to be counted in all five counties and that would include absentee and early votes. So keep us in your prayers, keep your fingers crossed and keep a good word in your hearts until everyone’s voice has been counted.”

Babette Holder,

communications director for the Stella campaign, said Stella would not concede until all the ballots are counted.

“A lot of folks did do early voting this year; there’s also folks who mailed in votes, so it’s really hard to say [who won],” Holder said.

“It’s so close that [Stella] feels it’s worth the wait to have a final tally that counts.”

A cardiologist from Darien, Stella ran his campaign on changing what he called the current “politics as usual” arena to an “alternative to politics as usual” arena. Bolingbrook Mayor Roger Claar had endorsed Stella, saying “Strong on the economy, tough on taxes, and determined to repeal Obamacare, Dr. Nick Stella is my choice for Congress. He should be yours too.”

Khouri, a small business owner from Aurora, also serves as the chairman of economic development on the DuPage County Board. Her campaign stressed her record of opposing all tax increases while in that capacity, as well as voting against increasing the salaries of county elected officials.

Stormwater report raises questions over utility fee’s viability Revenue from stormwater utility fee currently used for capital projects, maintenance

The Downers Grove Village Council is considering possible changes to its stormwater utility fee, including whether capital improvements to the stormwater system should be funded using revenue raised by the fee.

The village has owned and maintained a stormwater management system for many decades, but the size and complexity of the system has increased dramatically in recent years. In 2013, the village created a stormwater utility to pay for all stormwater management related expenses.

When the utility was created, the village developed a long-range plan for achieving a recommended level of service for stormwater management. The plan included limiting the amount of stormwater runoff that enters the system, and storing and conveying runoff in structures and areas designed and intended for such purposes.

A discussion at the March 8 village council meeting was prompted by a January report that identified recommended service levels and outlined the projected cost of reaching and maintaining those levels. According to the

2016 Stormwater Utility Report, the estimated annual cost of recommended maintenance would be $4 million. Additionally, the report identified and prioritized 22 capital projects that would cost more than $40 million.

Commissioner William White said the funds from the utility should only be used for maintenance and repairs, and not for the capital improvements.

Commissioner Gina Vattimo said stormwater is a major issue in the village and should be a priority, but agreed with White that revenue from the utility should only be used for system maintenance.

“Our stormwater infrastructure has been neglected over the years,” Vattimo said.

Revenue generated by the stormwater utility fee is used for capital projects, as well as operations and maintenance.

From 2008-2015, the village spent more than $30 million on more than 50 capital projects related to the stormwater system.

Commissioner David Olsen said he is generally opposed to the stormwater utility.

“I would not have voted in 2012 to implement the stormwater utility,” he said, adding that it’s become too controversial and has limited the council’s ability to stormwater management issues.

In 2015, the utility collected

$3,657,367 in revenue.

According to the report, the village’s system currently stores and conveys stormwater for about 90 percent of properties in 95 percent of rain events. However, there are approximately 2,200 properties identified in the report that are not served at the recommended level. The recommended level of service is to create and maintain a stormwater management system that will safely store and convey runoff for 100 percent of properties in 95 percent of rain events.

The three main creeks that provide a drainage system for Downers Grove are Lacey Creek, St. Joseph Creek and Prentiss Creek.

All three drain into the east branch of the DuPage River.

According to the village, there are still floodplains and localized poor drainage areas located throughout its system.

The report stated that the village would need to double the amount of revenue currently being generated by the stormwater utility in order to achieve the recommended level of service. Currently, the utility generates about $3.7 million in annual revenue, but the estimated annual revenue required to achieve recommended service levels is between $8 and $10 million.

A financial and operating plan for achieving that level of service over a 15-year period would require an annual stormwater revenues to increase by 8.7 percent each year.

D. 58 outlines Next Generation Science Standards

By Bugle Staff The District 58 Board of Education heard an update on implementation of Next Generation Science Standards during its March 14 meeting.

Assistant Superintendent for Curriculum and Instruction Matt Rich and STEM committee members Kelly DeMarco, Jill Henry and Nicole Trezzo updated the board on the new state-required standards, which focus on developing inquirybased science and engineering practices. Officials said NGSS represented a significant shift in science education by encouraging

children to see science as an investigation, rather than the traditional focus on the scientific method.

District 58 said the shift to the new standards has challenged teachers and administrators, and helped create deeper collaborations among educators working to implement NGSS. “The Next Generation Science Standards mark a shift in content for teachers, so we want to take baby steps to ensure we implement it correctly,” DeMarco said.

District 58’s seventh grade science team began piloting NGSS this school year. Seventh graders are exploring the life

sciences by investigating a variety of phenomena that occur in the community and the world.

Eighth grade teachers are blending traditional and NGSS content, and district officials plan to expand eighth grade science content to fully align to the new standards, as well as review middle school science lab facilities for possible updates.

At the elementary level, teams are preparing units of study and professional development to prepare for a future districtwide implementation of the new standards.

Downers Grove resident Joe Janisek lives along St. Joseph’s Creek and he told the council he’s worried about flooding.

“The creek used to be dry for half the year, but nobody’s done any maintenance, and the creek rises each year an inch or two,” he said.

Janisek added that his neighbor’s lawn is now closer to a duck pond.

Several other residents approached the board with stories of frequent flooding in their own yards or neighborhoods.

Resident Angelo Manzoeillo said his street floods every time it rains, and showed pictures to the council.

“The stormwater runoff program is not working,” he said. “Please

evaluate it.”

Resident Tim Nash said he lives in a portion of town that has no storm sewers, ditches or culverts.

“We have spent tens of thousands of dollars to do what we can on our own properties,” he said, adding that the yards still flood. “We can’t do anymore, and we need [the village’s] help.”

The council did not take any action following the discussion but said it would continue talks on the stormwater utility in April.

A motion directing staff to prepare plans to remedy stormwater issues in the Deer Creek Subdivision was also on the March 8 agenda, but commissioner Bob Barnett said he would hold the item to a later date.

County ranks No. 1 in health outcomes, health factors Bugle Staff A grant-funded study released March 16 indicates that DuPage County is the healthiest in Illinois.

The Mobilizing Action Toward Community Health study uses data sets collected from numerous sources to objectively rank the health of all 102 counties in the state. On March 16, DuPage County learned that it ranked No. 1 in both key measures of the study: health outcomes and health factors.

“This is especially gratifying since it is the first time DuPage County has ranked No. 1 in both key measures,” said Karen Ayala, executive director of the DuPage County Health Department. “The health department places a high priority on positively and effectively influencing the factors that affect the health of our residents.”

The newly-formed District Science Collaborative comprises a consortium of several Illinois school districts that gathered to network and brainstorm effective roll-out strategies for NGSS curriculum and professional development. The combined group represented 26 school districts, more than 1,000 schools

According to the Robert Wood Johnson Foundation, health outcomes represent how healthy counties are within the state. The ranks are based how long people live and how healthy people feel while alive.

Health factors represent what influences the health of a county, and estimates the future health of counties, compared with other counties within a state. The ranks are based on health behaviors, clinical care, social and economic, and physical environment factors.

“We are thrilled with this designation and attribute it to the fact that we, as a county, prioritize the health of our residents,” DuPage County Board Chairman Dan Cronin said. “What sets us apart is our culture of collaboration.”

Cronin added that the health department and county representatives partner with

healthcare providers and nonprofits on various initiatives affecting low-income families, and those struggling with substance abuse and mental illness.

“Programs aimed at prevention, and those connecting our residents to resources, drive healthy living in DuPage,” he added.

The health department noted several countywide initiatives it has undertaken in the last several years that had positive effects on residents’ health. They include: the DuPage Narcan Program, RxBOX medication collection initiative and Impact DuPage.

“We realize that within those programs, as well as many others, our success is due to the strong partnerships and collaborative approaches within DuPage County,” Ayala said. “These rankings are not the result of a single agency’s efforts, but rather the healthcare safety net systems that exist throughout our communities.”

Ayala added that the county will continue its collaborative efforts to identify residents’ health needs and develop programs address those needs. The online report is available at www.countyhealthrankings.org.

Among the proposed changes, Pace routes connecting Downers Grove neighborhoods to its two Metra stations would be adjusted to improve efficiency. Route 464 West Downers Grove would be combined with Route 821 Route 53/83rd St. - Belmont Metra Station, while Route 462 Southwest Downers Grove would be realigned to have a simplified, shorter routing.

The new, combined route would meet six Metra BNSF Line trains not currently served by the existing service, according to Pace.

Based on input received during the hearings, Pace may adjust plans before the Pace Board of Directors votes on whether to approve the plan at its April 13 meeting.

Implementation of the service changes is tentatively scheduled for June.

“as a former MaP recipient,... my patience with Springfield and the politicians we’ve sent there has worn thin.”

Another avalanche of statements from Illinois legislators and Gov. Rauner were sent out last week – each assigning blame for the state budget standoff to the other side and ridding themselves of responsibility for a financial fiasco that’s receiving national ridicule.

The issue prompting this wave of rhetoric was the passage of Senate Bill 2059 – an appropriations bill that would authorize payments for mental health and social services, as well as higher education, during the ongoing budget B.S. Senate Democrats say the bill, which appropriates up to $3.9 billion for social services and higher education spending, was inspired by recent testimony from Illinois Comptroller Leslie Munger during a hearing of the Senate Appropriations Committee.

Prior to this, the Republican governor and Democratic legislators waged a similar war of words over a failed attempt earlier this month to override Rauner’s veto of SB 2043, which would fund MAP grants for the 2015-16 academic year and include money for community colleges and career-technical and adult education.

“We applaud House Republicans and Representative Drury for standing up for taxpayers today,” Rauner’s press secretary, Catherine Kelly, said in a statement following the failed override attempt. “Despite the governor’s request that the General Assembly not waste time with a political vote that was never going to pass, the legislature is poised to leave students, universities and community colleges in the lurch for at least a month.”

Fast forward a couple weeks, and State Sen. Pat McGuire was one member of the general assembly who kicked off the next round of political press releases, after the Senate approved SB 2059.

The Will County Democrat said the bill allows Rauner to fund programs and services not covered by the court orders and consent decrees that are propelling 90 percent of state spending.

“It supports the drug, mental health and veterans courts, which are more effective than imprisonment,” McGuire said. “And it signals to students awaiting MAP grants that the state plans to honor its obligation to them.”

This lack of funding for the Monetary Award Program was the focus of Sen. Jennifer Bertino-Tarrant’s statement on SB 2059, as well. The Shorewood

senator said the vote gives the governor the authority to authorize funds for MAP grants, community colleges and Illinois’ nine public universities.

“Though I am frustrated that the governor has been unwilling to fund higher education, I intend to continue supporting legislation that gives him an opportunity to honor the state’s commitment to students needing aid for college and demonstrate that higher education is a priority,” Bertino-Tarrant said.

The impact on higher education is particularly important, as MAP provides close to $5,000 in financial aid for about 150,000 low-income students each year. Many MAP recipients depend on the grant to reduce the financial burden of attending college, and all 57 of the state’s community colleges and public universities are equally affected by the program’s lack of funding.

Meanwhile, Rauner and his allies in the state legislature called SB 2059 nothing more than a way for Democrats to save face, adding that it wouldn’t fund the programs it identifies without adding to the state’s debt.

“Senate Democrats today admitted that this bill would do nothing to help higher education, MAP students or social services because there is no money to pay for it,” Kelly said in an email aimed at shifting the blame away from the governor and on to the bill’s supporters. “Rather than adding billions to our debt and risk further delaying payments to social service providers, the General Assembly needs to stay in Springfield and negotiate a balanced budget alongside structural reforms that create jobs and grow our economy.”

If you’re like me, the soundbytes and “official” statements from elected officials about the budget impasse and its effects on higher education funding are farcical – filled with grandiose language that says more about Springfield’s lack of accountability than the students who are being used as political bargaining chips.

And, if you share my frustrations, let me help sum up your thoughts on the war of words to this point in time, “So, what?”

So, what does this mean for the thousands of Illinois college students

who are waiting to know if they will be able to attend school next semester? So, what does this mean for Illinois colleges and universities that, according to Peoria Public Radio, are out more than $72 million because of a lack of MAP funding?

Now that each side has washed its hands of any responsibility for selling short the futures of thousands of Illinois students who depend on MAP, it seems state elected officials have abdicated their responsibility to residents and students, alike.

And, all of this politicized nonsense underscores something this news editor knows to be true: the MAP grant made me who I am, and every college student in the state deserves the opportunity to say the same.

Combined with the federal Pell grants, MAP allowed a kid who was raised by his grandmother and carried a lunch vouture in high school to earn his associate’s degree from the College of DuPage and his bachelor’s degree from Roosevelt University. MAP gave me the opportunity to redeem myself from, let’s call it, a less than stellar high school career and become the first member of my family to earn a four-year degree.

It wasn’t easy growing up with less than most of my classmates, but my family and I made due. There was zero guarantee that I would be able to afford college after I graduated high school, regardless of academics. When I made the decision to go to college and learned about the various forms of student financial aid available, an entire world of possibilities opened up for me. I learned to be grateful and accountable, and I learned just how important and necessary a college education is in today’s society.

I also learned just how critical those first years of college can be for students who don’t have the same family and financial support as many of their peers. Understanding that is the main reason why I would one day like to be a community college professor and help students who, like myself, are trying to beat the odds and gain access to higher education. And, it’s why our elected officials should stop talking and fund MAP. Most importantly, however, my college experience taught me to be patient.

But as a former MAP recipient – someone who owes his success to student financial aid and someone who feels current college students are more than collateral damage in a political war of words – my patience with Springfield and the politicians we’ve sent there has worn thin.

Local athletes shine in Voyager Media Prep Shootout The 8th Annual Voyager Media Prep Shootout took place Sunday at the University of St. Francis in Joliet.

Comprised of seniors from the Voyager Media coverage area, the teams were selected in the form of a draft between sports editor Scott Taylor and sports reporter Mark Gregory for the first time.

Team Mark went on to win both games.

Prep shootout

Team Mark wins in first-ever OT game In the first overtime game in the history of the Voyager Media Prep Shootout, Team Mark took down Team Scott 120-119 Sunday night at the Sullivan Center on the University of St. Francis campus for the eighth annual event.

It was Lockport’s Brandon Credit who hit the game-winning three-pointer in the corner to give Team Mark the lead in the final minute and Team Scott was unable to convert on two different opportunities to win the game.

The two teams were tied at 112112 at the end of regulation in a game that didn’t appear it would be close early.

Team Scott jumped out to a 9-0 lead and led 27-11 early on.

Team Mark slowly chipped away at the deficit the rest of the game and trailed 68-58 at the half.

A big run gave Team Mark its first lead at 97-94 as the two teams went back-and-forth the remainder of the game.

Team Mark’s Harold Davis of JCA was the MVP after scoring 23 points with five three-pointers.

JCA’s Jalen Jackson scored 21, Joliet Central’s Malik Fuller had 19 for Team Mark, while Devon Sams of Bolingbrook had 15 points and Brad Perry of Maine South scored 14 points.

Credit tallied 10, Jacob Buchner of Plainfield South had nine, Zach Grady of Bolingbrook scored five and Matthew Mahlke and Denature DeYoung each had a basket.

Downers South’s Donovan Ferguson had 17 and Elijah Goss of Plainfield East scored 15 to lead Team Scott.

“I had a great time out there,” Ferguson said. “I had a three-point shot, the first one I ever made in a game. It was great. It was all fun until the last few minutes when we waned to win.

“I never played with or knew half these guys before. It was fun to play with great talent. It was nice to get one more game with the uniform, but sad to have to turn it in.”

Team Mark starts fast, rolls to win in girls shootout A red-hot first half from Plainfield Central’s Hennessey Handy was enough for Team Mark to cruise to a 79-56 win over Team Scott Sunday at the Eighth Annual Voyager Media Prep Shootout at the Sullivan Center on the campus of the University of St. Francis.

Handy scored 17 of her game-high 21 points in the first half en route to being named the MVP of the game.

Her point total is the second most in the game’s history, behind the 24 points from Gabby Williams in 2013.

Team Mark took a 9-2 lead early in the game and despite a run from Team Scott to cut it to 12-8, Team Mark broke the game open to lead 34-11 and 44-26 at the half.

Every player scored for Team Mark.

Joliet Central’s Monica Barefield had

13, while Mia Farrell of Joliet Catholic scored nine.

Brittney Patrick (Bolingbrook) and Sami Valentine (Benet) scored six points, Elise Stout and Adriana Acosta (JCA) and Annie Carlson (Westmont) each scored five points, Amanda Prete (Westmont) scored three points and Taylor Cogdell (Plainfield East), Kierra Tyler (Joliet West) and Kelly McLean (Downers South) all scored two points.

“It was a lot of fun playing with all these girls I had never worked with and seeing all the talents,” Carlson.

“It was great to see the great shooters and it was a great experience to play with the big dogs.”

Kaitlyn Williams of JCA led Team Scott with 16 points, while Riley Eckhart of Maine South scored nine

points.

Morgan Jones (Joliet Central) and Jalynn Estrada (Niles West) each had six points, Lauren Porcelli (Downers North) and Janelle Alba Garner (Maine East) each scored four points, Alyssa Fink (Plainfield South) had three points and Antwanetta Boswell (Plainfield South), Diamond Dortch (Romeoville), Maddie McTague (Maine East) and Sydney Arlis (Minooka) all scored two points.

Jordan Heberg and Dana O’Boye (Plainfield North) and Ashley Hare (Joliet Central) also competed.

“It was a lot of fun,” Porcelli said.

“I got to play one more time and I really enjoyed it. All of the girls were nice and fun to compete with and against. It was nice to see the different skill sets.”

Finance department earns GFOA award Highest award for area of government accounting and financial reporting

At the March 17 Westmont Village Board meeting, Trustee Marie Johanik-Guzzo thanked Finance Director Spencer Parker and the entire finance department for their excellent work.

The Westmont Department recently

Finance earned

a Certificate of Achievement Excellence in Financial Reporting award. The Government Finance Officers Association first recognized the village with this award for fiscal 2004. Since then, the village said it has maintained its commitment to excellence in

financial reporting and earned numerous awards in the process.

“The Excellence in Financial Reporting award represents a significant achievement and reflects the village’s commitment to meet the highest principles of governmental financial reporting,” Communications Director Larry McIntyre said in a news release announcing the award.

The GFOA’s Excellence in Financial Reporting award is the highest form of recognition in the area of government accounting and financial reporting. Only about 12 percent of Illinois municipalities receive the award annually.

SEASPAR celebrates 40th anniversary Westmont Mayor Ron Gunter and the Westmont Village Board presented a proclamation to the SEASPAR organization in honor of its 40th anniversary.

Susan Friend, executive director of the South East Association for Special Parks and Recreation, accepted the proclamation on behalf of the organization at the

village board’s March 17 meeting.

Friend also showed a video about SEASPAR and the people they serve. The organization provides programing and recreation for people with disabilities residing in its 12-community service area.

Westmont was a charter member of SEASPAR when it was created in 1976. Gunter, who has been a

SEASPAR board member for more than 20 years, thanked SEASPAR for the work it does in the village of Westmont and surrounding communities.

Mariano’s opens in Westmont New store to create 400 jobs; continues company’s growth in turbulent market

Residents in and around Westmont now have a new option to consider when deciding where to grab their groceries.

Last week, chain grocer Mariano’s Fresh Market opened its 36th Chicagoland location just west of Cass Avenue on 63rd Street in Westmont, and the store celebrated its March 15 grand opening with a ribbon cutting and check presentation to a local charity.

“We are thrilled with the turnout on opening day,” said James Hyland, vice president of corporate communications and public affairs for Mariano’s parent company Roundy’s Supermarkets, Inc. “We had customers in the door right at 6 a.m. when we opened.”

The Roundy’s Foundation presented the People’s Resource Center with a $5,000 check during the grand opening.

The Wheaton-based charity, which has a Westmont location, helps almost 32,000 residents in DuPage County find nutritious food and basic necessities such as clothes and rent assistance, according to its website.

The store – located at 150 W. 63rd St. – will create approximately 400 new jobs, according to Mariano’s.

In addition to mainstays such as Oki Sushi and an oyster bar, the Westmont store is the only Mariano’s location with a wine wall that uses a rating system to help shoppers choose between different wines.

Terry Rupp, a resident of nearby Willowbrook, visited the store its opening week and said he enjoyed how easy the store’s nice layout made his shopping experience.

“This is my first time at a Mariano’s, but I’ll be shopping here all the time,” he said.

Rupp added that he used to do most of his shopping at the nowshuttered Dominick’s grocery store located just down the road on Route 83 and 63rd Street in Darien.

Now, some of those former Dominick’s employees have found work at the new Westmont Mariano’s.

That’s a feature Rupp said he enjoyed, as well.

“These are all the people who used to work at Dominick’s, so it makes it very friendly to come here,” he added.

Infact, Roundy’s President and CEO Bob Mariano was, himself, a former Dominick’s CEO. In an interview with Chicago Magazine in February 2014, Mariano said he based his initial decision to purchase 11 former Dominick’s locations on the large number of people in the area and their purchasing power.

At the time, Mariano’s had 13 locations. In two short years, that number is now up to 36, and Hyland said the company will open three additional locations in Naperville, Lakeview and Bronzeville later this year. He credits the success to two factors: understanding customers and a committed workforce.
