Village Board to acquire Janes Avenue Shopping Center Agreement approves settlement amount of $2.25 million for 4-acre shopping center located at northeast corner of Janes Avenue, 83rd Street The Woodridge Village Board approved a settlement agreement for the acquisition of the Janes Avenue Shopping Center

Thursday.

This agreement approves a settlement amount of $2.25 million for the 4-acre shopping

center located at the northeast corner of Janes Avenue and 83rd Street, and authorizes the village’s attorneys to finalize the agreement in DuPage County Court to complete the acquisition.

During the summer of 2012 Woodridge amended its Janes Avenue Tax Increment Financing District plan after several months of Village Board consideration and public input opportunities. The change allowed TIF dollars to be used to purchase the shopping center and contribute toward the development of an Athletic Recreation Center to be built and financed by the Woodridge Park District.

In February 2013, the village filed for condemnation when the parties were initially unable to agree upon a price for the

property.With this agreement, the parties avoid trial and additional legal fees.

“We are pleased that we could come to an agreement with the owners of the shopping center that is both fair to the property owners and Woodridge taxpayers.” Mayor Gina Cunningham said. “We look forward to working with the Park District to redevelop this gateway to the community.This effort will continue the community’s goal of neighborhood reinvestment along Janes Avenue and provide a needed recreation facility for community residents.”

The village expects to take possession of the shopping center in early 2014 and work to help relocate existing businesses

by April 30, 2014. Site preparation for the ARC including demolition

of existing structures will occur in summer 2014.

The Woodridge Park District is proposing to construct an approximately 75,000-squarefoot athletic recreation center.

The facility would include a multicourt gymnasium, health and fitness center, indoor athletic turf field,walking/jogging track,multipurpose rooms and office space.

The sheriff’s office is encouraging senior citizens to register with the Guardian System, a free service provided by the DuPage County Sheriff’s Office to help ensure the well-being of seniors and the physically disabled living throughout the county.

“As winter temperatures in the Chicago area are dropping to dangerous levels, senior citizens can be especially vulnerable to frostbite or even death if their homes are not properly heated,” Zaruba said. “Seniors

are also vulnerable when they do something as simple as go outside to get their mail and find themselves facing a slippery sidewalk or driveway.”

The Guardian telephone system calls registered members on a regular basis. The system is available to DuPage County residents who are over the age of 62 or are physically or mentally disabled and live alone.

On the requested days and times, the system will call the member. The member verifies that he or she has received the call and is okay by entering a four-digit code on the telephone.

FLAT OR FAIR?

Both sides prepare for spring legislative battle over Illinois tax reform

Terminology used to discuss a pending constitutional amendment that would change Illinois’ current flat income tax to a graduated system is important to both sides of the issue.

Proponents of a graduated income tax have called their plan ‘fair’ because it claims a smaller percent of earnings from lower income households. Opponents of the plan say the current flat tax is fair because it taxes everyone the same rate.

While the split may be purely ideological, one thing both sides agree on is that the state’s economic problems are quite severe.

“The reason this is happening now is because the folks in charge believe we have a revenue problem in Illinois,” State Rep. Ron Sandack,

R-Downers Grove, said Thursday during a forum he moderated on the pending amendment. “They don’t believe we have a spending problem, they believe we have a revenue problem.”

The forum, title “Myths & Truths of the Progressive Income Tax,” was sponsored by the Downers Grove Chamber of Commerce and featured representatives from two conservative think tanks, the Illinois Policy Institute and Americans for Prosperity.

The message of the forum was clear: a progressive income tax would push more residents and businesses out of the state, devastate the middle class, and exacerbate Illinois financial woes.

“The reason for this meeting is raising awareness for exactly the kind of doomsday scenario we’re in,” Sandack said.

by May 4 for the amendment to move forward. If both resolutions received the required number of votes, the amendment would be placed on the November 2014 ballot as a referendum.

Crunching the Numbers Currently, Illinois income tax rate sits at a flat 5 percent. That means everybody in the state, regardless of income,is taxed at the same rate.The rate jumped from 3 percent to 5 percent in January 2011, when lawmakers voted to pass a temporary income tax increase.That increase is currently set to expire in 2015, which would bring the tax rate down to a flat rate of 3.75 percent.

The proposed amendment does not yet have any tax tables attached to it, and would require lawmakers to set those rates only after the referendum was approved.

However, Jakobsson has put together a tax table that would set

the lowest tax rate at 3 percent.

Under her proposed schedule, income would be taxed based on which tier it fell into.

Individuals making up to $18,000 per year would be taxed at 3 percent. The next $18,000 would be taxed at 4 percent.

That means that a family earning $36,000 annually would be taxed 3 percent for the first $18,000 and 4 percent for the second $18,000.

In total they would pay $1,260 in taxes or an effective rate of 3.5 percent.

“The scare tactics that the opposition to this bill, and in particular the Illinois Policy Institute, are using is they are saying that everybody’s income taxes would go up,” Jakobsson said.“They’re confusing people by putting out the marginal increase not the effective increase.”

Under the current 5 percent tax rate the amendment would be a significant savings for low- and middle-income earners, but critics say it equates to a tax hike when the current temporary income tax expires in January of 2015.

Ted Dabrowski, vice president of policy at the Illinois Policy Institute, said the state promised the temporary tax increase would not be permanent, and that it would use the money to pay down

its bills and get the economy on a stable foot. However, he said it accomplished none of these things and is now worried the temporary tax increase could become permanent.

“I think what they are trying to do with this progressive tax is avoid the accountability with what they did [with the previous increase],” Dabrowski said.

Sandack agrees.

“The folks in charge will make a play or two,” he said.“I think the progressive income tax is plan A, and if it doesn’t work, making permanent that income tax increase will probably be plan B.” If the temporary tax rate were to expire and the income tax rate dropped to 3.75 percent, a person would have to earn approximately $44,000 annually before they would exceed that rate under Jakobsson’s schedule.

In addition to economic concerns, there have also been disagreements over the process of passing a constitutional amendment. While opponents want the amendment to die on

Hilary Denk, co-president of the Downers Grove, Woodridge, Lisle League of Women Voters, said the group has conducted a number of studies and supports a graduated income tax.

Additionally, the Illinois League of Women Voters has joined A Better Illinois, a coalition that supports a graduated income tax.

“One of the things a fair graduated income tax would do, as part of an overall long term tax reform, is allow the state to pay down its debt and fund the things that attract business, such as education and a good infrastructure,” Denk said. “A fair graduated income tax would give Illinois more flexibility in solving its fiscal problems than the flat tax and, by having lower tax rates apply to lower incomes and higher tax rates apply to higher

incomes, make income taxes fairer for middle class families.“ Currently, the federal government and 34 states in the country use a graduated income tax structure. Denk says this shows that graduated structure is more equitable.

“The Illinois League and the local leagues support this being placed on the ballot so the voters can make the decision,” Denk said.

However, opponents say the call for civic participation is an effort to pressure state legislators to vote in favor of placing the amendment on the November 2014 ballot.

Sen.Mike Connelly,R-Naperville, attended Thursday’s forum and warned that this tactic will be used in upcoming months.

“Their going to come in midFebruary and March, and this is what they are going to say,‘Let the people decide,’” he said.

Woodridge considers video gaming terminals Village Board holds special video gaming workshop to revisit possibility of allowing video gaming terminals in certain types of liquor establishments

Video gaming may be heading to Woodridge and it could mean hundreds of thousands of dollars in annual revenue for the village.

The Village Board held a special video gaming workshop Thursday evening to revisit the possibility of allowing video gaming terminals in certain types of liquor establishments in the village.The board tabled the issue for a future meeting, keeping open the possibility that video gaming could be on the horizon.

“What we have provided, I think, is direction for staff that we need some more information,” Mayor Gina Cunningham said.

“What we would like to do is have staff work on that and come back to us.”

In July 2009, the Video Gaming Act went into effect throughout the state of Illinois, allowing establishments that sell alcohol for consumption on the premises to install up to five video gaming terminals. The Woodridge Village Board passed an ordinance in January 2010 prohibiting the machines in the village.

“At that time a number of communities in DuPage county and Northern Illinois passed similar prohibitions,” said Peggy Halek, assistant village administrator. “Since that time, and really in the last 12 months or so, there have been several communities who have revisited that prohibition and have in fact repealed that.”

As more information on the effects of video gaming has become available and at the request of local businesses, the board decided to reconsidering the 2010 ordinance.In preparation to Thursday’s meeting, staff answered a number of questions prepared by the Village Board, which were placed on a memo that is available on the village website. Additionally, Woodridge police reached out to several communities that have already instituted the Video Gaming Act. “They have not found that there was an increase in calls or a need for increased police support,” Halek said.

“We don’t just do something because we’re going to get more revenue,” trustee Gregg Abbott said. “We have to look and see if it’s a good thing; if it will benefit our community.”

Abbott said that allowing video gaming in Woodridge would allow businesses to compete with establishments in neighboring villages that do allow this type of gambling.

Moore added that the additional revenue could help the village fund future capitol improvement projects and provides employment opportunities for people who would perform that work.

Library renovations bids higher than expected Board learned low bids received from contractors on Nov. 22 had come in $433,000 above the project’s $1,975,000 construction budget The Downers Grove Public Library Board held a special meeting Dec. 11 to consider the next steps in their long-planned effort to renovate and update the library’s 14-year-old building in downtown Downers Grove.

Reviewing reports from their construction management firm, architects and staff, the Board learned that the low bids received from contractors on Nov. 22 had come in $433,000 above the project’s $1,975,000 construction budget. The management firm Shales McNutt Construction and the designers ProductArchitecture + Design reported in detail on the

work they had done since the bidopening to reduce the cost of the project without compromising the needed functional and service improvements.

Recommended changes to the project included construction of a smaller number of group study and conference rooms than originally planned, redesign of some features of the children’s area, postponement of some furniture purchases, and repurposing of existing study spaces, training rooms, and offices. Less expensive restroom finishes, interior glass, flooring materials, and adjustments to the

building’s mechanical systems were also suggested. All together, the proposed changes would save about $360,000, according to the design and construction team.

While no formal action was proposed,the Library Board agreed that the suggested changes were on the right track. They directed library staff to conduct a thorough review of the reductions to make sure that the renovation project’s major goals will be met.

They requested that staff work with all parties to identify at least $70,000 in additional cost reductions. Ideally, this task would be completed in advance of Wednesday’s regular monthly Board meeting. The Board could then consider a course of action that would allow construction to begin early in 2014.

Inside-outside game propels Benet

With many of the key contributors gone from last year’s sectional finalist team, Benet came into this year a little under the radar.

But with a bevy of shooters around 6-foot, 9-inch senior Sean O’Mara, the Redwings have gotten off to a 6-0 start before falling for the first time Saturday, 54-45 to Fenwick.

“It’s been a good start for us overall,” Benet coach Gene Heidkamp said. “There’s a lot of room for us to get better, but I think we’ve played very well for the first six games.”

“It’s been pretty easy,” O’Mara said of the transition.“There are a lot of new faces, but they are all great players. They all know how to play basketball and they all grew up in the program, too.

It’s great. Every year we have more and more good players come in.”

A lot of that cohesion took place in the summer.

“I think we really put it together in the summer,” Benet senior Collin Pellettieri said.

“Then in practice we get after it.

We’ve all been playing together, besides Sean, at the freshman and sophomore level. We all thought we could do this.”

With O’Mara handling the inside, that leaves shooters open on the outside. If they can knock down their shots, that forces defenses to come out on them, leaving O’Mara one-onone down low.

“Coach says that knocking down shots is a key before every game,” Pellettieri said.

“We know we want to play inside-out. Once Sean starts getting doubled he will find us and we start knocking down shots and if we start knocking down shots everything is hard

to guard.”

It also pays off to have an unselfish big man, who is willing to get his shooters involved even when he gets the ball inside.

“We always play inside out, so establishing an inside game and then work it out,” O’Mara said. “I think part of the reason they give me the ball so much is because they know I’ll kick it back out to them. I like to think that I’m not a black hole in the paint. I can turn and kick it out to a teammate or cutter.”

“This is a very unselfish team offensively,” Heidkamp said.

“We have a lot of pieces that fit together well. We shoot the ball pretty well and have a dominant inside scorer who will pass the ball out and create shots for our shooters. I think that dynamic works well for our guys.”

With the offensive firepower this year, the Redwings look a little different from the teams the past two years. That makes the defensive side of the ball that much more important for future success.

“The key for us is how well we defend and rebound,” Heidkamp stated. “When that is there for us we are pretty good. When it’s not there we’re going to struggle. It’s different than how we’ve been the past two years, where we have been more defensive oriented. This year we can score but we need play defense and rebound.”

Benet showed off its ability on both sides of the ball in a 68-47 win over previously unbeaten Plainfield North Dec. 10.

Benet hit nine three-pointers in the game, including five from Pellettieri, who scored 17 points. O’Mara led the way with 19.

Redwings young, but experienced

Benet is one of those rare teams that is young, but is experienced.

Despite having only one starting senior (Eden Olson), the Redwings return four starters from last year’s squad.

That has helped them get off to a 7-3 start heading into their holiday tournament which began last week.

“It definitely helped,” Benet junior Schramek said of getting experience playing with each other last year. “We are young age-wise, but I think maturitywise we aren’t as young as the grade we are in. I think last year having most of us play has helped us. We’re all best friends off the court, it is awesome.”

“Eden is the only senior that we start,” Benet coach Peter Paul said. “Everyone else is a sophomore or junior. We’re going to be very good down the stretch.”

The lone starter lost for Benet was a big one as point guard Christen Prasse was a Voyager Media First Team All-Area selection last year.

However, this year’s team has learned to play without her.

“I think this team has worked together really well,” Schramek said. “Everyone knows what they are good at and what other people are good at. At the beginning it was a little rough but I think we’ve definitely matured the past couple weeks.”

Downers North looking to overcome injuries

Injuries have factored into delaying the progress of Downers North’s wrestling team early in the 2013-14 season.

The Trojans lost two dual meets—one to perennial power Oak Park-River Forest and the other to rival Downers South— and finished 11th out of 20 teams at the annual Conant Chris Hruska Wrestling Classic last month.

However, the Trojans are on the mend, and winning the Maine South Quad on Saturday could serve as a catalyst for better days ahead.

DGN nipped Metea Valley, 3231, while also handing the host Hawks a 39-30 loss at the quad, which actually turned out to be a triangular because Rich Central ended up not participating in the meet.

Trojans’ 126-pounder Andy Gunderson, a junior, returned from injury and went 2-0 on the day. Sophomore Jamil Smith (195) also is back. Coach Chris McGrath said he expects 2012-13 sectional qualifier Strahinja Sopcic, a senior, to return this week, along with senior Mitch Novotny (182).

There’s a good possibly senior captain Diego Rodriguez, another sectional qualifier, will be back this week, as well.

But it’s 50-50 whether junior heavyweight E.J. Phillips—who qualified for sectionals in just his second year of wrestling last year—will see action at all this season. Phillips, a standout lineman for the DGN football team, broke his arm in two places during the season, yet played five games with the broken arm.

“E.J. Phillips is a phenomenal athlete,” McGrath said. “He’s a Division I football recruit, and he could be playing football on Sundays someday, so it’s hard to replace him.”

McGrath, though, likes how senior Ryan Policheri, who won four matches at the Conant invite, has been faring in Phillips’ place.

“Ryan has been doing a phenomenal job,” McGrath said.

“Ryan Policheri and P.J. Urbanski (220), these guys are first-year varsity starters, and we have a tough schedule.”

Neither injuries nor winning have been issues for seniors Mike Gastaldello (160-170) and Nick Bonomo (170-182) and sophomore Patrick Nicolson-

Walker (106). Each of these returning sectional qualifiers went undefeated on Saturday, as did sophomore Romeo Jones at 138.

Milad Abd (152-160), Griffen Foster (120), Charles Roth (113), Nick Lonask (160) , Zach Konezney (132) and Austin Maher (145) also have been making early-season contributions.

“We’ve had a lot of guys step up,”said Gastaldello,who wrestled last year at 152 and bumped up to 160 for this season.“That’s all we need—guys that want to get out there, get tough and be aggressive and fight for the team.”

“We need to learn how to beat better teams and sharpen up and we’ll be fine,” Olsen said. “We need to work on our defense and rebounding. If our shot isn’t on, we will need our defense and rebounding or we won’t win games. Our shooting has been good and we’ve been improving our defense and rebounding.”

“I want to see us, instead of beating the teams we are expected to beat, to beat an unexpected team,” Schramek said.“We always have one quarter that is good. I want us to have four good quarters.”

“We had didn’t play too well Saturday against Carmel,” Paul said. “I felt like tonight we took care of business a little bit.

They weren’t as talented as we expected, but all in all I thought we played a good game.”

The Redwings jumped out to a 24-4 lead in the first quarter and were never threatened in the game.

“We just wanted to keep up the intensity and not play down,” Olson said. “We wanted to keep

playing our game and get others in who don’t normally get to play so they get opportunities also.”

“It was really nice because last year when we played them we got off to a slow start,” Schramek said. “We wanted to get a good lead so we were comfortable the whole game. Carmel was a tough loss and it was motivation to move on.”

The large lead allowed an inexperienced bench to get some valuable experience as they played much of the second and fourth quarters.

“They got a lot of playing time

and the opportunity to play,” Paul said.“That is good for us.”

Schramek led the way with 11 points in limited action. Morgan Thomalla added nine points and Olson had eight.

“In general we’ve had our ups and downs,” Paul said.“When we shoot the ball well we’re a very good team. We need to shoot well because we don’t have a lot of height.”

Benet defeated Glenbard West 64-41 and lost to WheatonWarrenville South 51-47 in the holiday tournament.

“Of course, you want to do good, you want to make it downstate, but you can’t focus on that at this part of the season. You have to take it match by match, and just keep that big picture in the back of your mind.”

“Any time you play good competition you take it,” O’Mara said. “You look at our schedule this year, we have no more easy games. I don’t think any of our games so far have been easy. It’s exciting to go up against strong teams every night.”

Bolingbrook moves to 5-1 on season

Usually six games into the season if a team has posted four different starting lineups it is a sign the season is off to a bad start and the team is searching for an identity.

For the Bolingbrook boys basketball team, it simply means that have that many players who are able to be a starter.

“This is our sixth game and we have had four different starting lineups,” said Bolingbrook head coach Rob Brost. “We are interchangeable at a lot of spots.

When we are in foul trouble, we can bring guys in that we are really confident in that may be starting at different schools. To our guys credit, they have had great attitudes and that is the way I expect it to stay.”

That number of different starting lineups will soon increase by one again, as it won’t be long until senior center Kenny Williams is inserted into the top five.

Williams has been out six months with a meniscus injury and made his return to the Raiders’ lineup Friday night in an 85-73 win over Joliet West in SouthWest Suburban Conference play.

“Getting KDub back is going to help,” Brost said of Williams.

“Tonight we were trying to go one or two minutes at time with him since it was his first time back. He did a solid job, but he will just keep on getting better.

He has had a great attitude while he has been out and he has really been a team player for us.”

“It felt real good to be back on the floor with my team,”Williams said. “It felt really good (to hear the crowd). It showed how much support I have. I wanted to come in and help the team the best I could.”

Williams suffered the meniscus tear of his right knee, ironically at a Derrick Rose League game over the summer.

“It happened six months ago in Cicero at the D-Rose league,” Williams said. “I tore it and had surgery two weeks later and hit therapy hard iced my knee and

did everything the therapist asked me to do. Therapy was a hassle. It was really hard and my therapist knew I wanted to come back fast so he pushed me harder than I ever would have expected him to. It was based on the swelling of my knee and if I could walk and run without a limp. I knew I was ready.”

Although he was ready physically, Williams had to get ready mentally as well.

“I knew I was ready and I had to get ready mentally too because I didn’t want to play timid and scared,” he said.“But when I first

came in I had first game jitters, every player does.”

Williams was able to ease back into the lineup because his teammates can pick him up.

Prentiss Nixon paced all scorers with 30 in the game, while Gage Davis and Devon Sams each had 13.

“We can score.” Brost said.

“We just have to defend better.

We need to do even a better job of sharing the basketball.

There were times when we over dribbled and over penetrated, but those are things we can correct and be a pretty good ball club.”

Sams, a sophomore, said it is easy for a lot of players to score in the flow of the offense.

“The team was just running the offense and the ball came my way and I finished,” he said.

He added that if the Raiders play defense the way they want to, it is good that the players are interchangeable because they need a break every few minutes.

“We play hard man to man defense so if we are playing the right way we are going to need one after a few minutes.” Sams said. mark@buglenewspapers.com

A.You can train her by validating that new employees often hear coaching as criticism. Before you try to train her in the future, point out some of the problems that her position needs to solve.

Get her feedback about what she sees as the solutions. Then offer her some of your good ideas.

If you can engage your touchy employee in a problem-solving conversation where she is already trying to figure out what to do, she’ll be much more responsive to your suggestions.

The four-step plan you are using with a new employee to train them is:

1. Get her to think about the problem before offering solutions.

2. Reassure her that her job is not at risk and that it is normal to need training.

3. Give her both written and verbal simple instructions on what you want.

Be smart about charitable giving during holidays When donating, be sure to verify charities, where the money is being put to use

Now that the holiday season is in full swing, charities are making their final year-end pitches to raise money. Charity Navigator, a non-profit organization that helps donors give intelligently, predicts that individual donors will give at least $100 billion to charities this holiday season. While the sentiment of giving is wonderful, it is important to be careful about how you give.

Begin by verifying the charity’s name. With over one million charities in the U.S., it’s easy to have a case of mistaken identity.

For example, there are hundreds of charities with “cancer” in the name, so be sure that your money is going where you want it to go. This is especially important if you’re being solicited on the phone or in person, which is why I advise never to give in these ways, regardless of your familiarity with the organization. Just ask for all materials via snail mail or e-mail, so you can review them without pressure.

Once you have the information, check out the charity’s mission, program and finances online. If all seems legit, then it’s time to see whether the organization is efficient, ethical and effective.

Charity Navigator provides 0 to 4-star rating system, which includes a review of each charity’s fiscal performance. The site also helps you understand what portion of your donation goes to support overhead vs. going to the cause itself.

Most people give to charity for altruistic purposes, not the tax deduction, but Uncle Sam does reward your kindness. That’s why it is critical to know the difference between “tax exempt” and “tax deductible.” Tax-exempt means the organization doesn’t have to pay taxes. Tax deductible means you can deduct your contribution on your federal income tax return.

You can check an organization’s tax status at www.irs.gov/app/ eos.

If the donation qualifies and if you itemize deductions, charitable contributions made to qualified organizations may help lower your tax bill. (See IRS Publication 526 for rules on what constitutes a qualified organization.) You have

until December 31 to make your donations if you plan to deduct them on your 2013 tax return.

To claim the charitable deduction, make sure that you maintain a bank record, payroll deduction record or a written communication from the organization containing the name of the organization, the date of the contribution and the amount given. For text message donations, a telephone bill will meet the record-keeping requirement if it shows the name of the receiving organization, the date of the contribution, and the amount donated.

The IRS has more specific rules based on what type of contribution you make. The general categories include: Cash or property equaling $250 or more: In addition to the written records, the IRS wants to know whether the organization provided any goods or services in exchange for your gift. If so, then you can deduct only the amount that exceeds the fair market value of the benefit received.

Stock or other non-cash property: Valued at the fair market value of the property. This stipulation makes the gifting of appreciated assets especially valuable, since you will take a deduction for the fair market value, without ever having to pay capital gains taxes. (There are special rules for donating automobiles.)

As with any financial transaction, I have to warn against potential

scams. Some red flags to guard against include: the charity refuses to provide detailed information about its identity, can’t provide proof that a contribution is tax deductible; uses a name that closely resembles that of a betterknown, reputable organization; asks for donations in cash or asks you to wire money (you should never do either!); or guarantees sweepstakes winnings in exchange for a contribution. By law, you never have to give a donation to be eligible to win a sweepstakes.

charitable giving, the better you’ll feel about it. By educating yourself, your generosity will pay long-term dividends to you and the organization.
