Board reviews survey, poll results for master plan Survey respondents gave D.99 favorable marks in evaluating it grade-wise

The Community High School District 99 Board of Education recently took time to review survey and poll results for its master facility plan and determined that it will vote on placing a question on the March election ballot later this month.

Superintendent Hank Thiele prefaced the mail and phone survey results with an overview of how the District got to this point.

Last year, the Board of Education went to the administration to seek opportunities to both inform and survey the community’s thoughts on how to proceed with its desire to improve facilities at both schools.

As such, informational community meetings were held this past spring and in the fall to engage the public of potential plans.

Since that time, the District has worked with a pair of consultants to gather results from mail and phone surveys, the latter of which is scientific by nature.

The results of the mail survey were presented to the board in a presentation.

“It definitely gives you a good feeling of what voters are thinking,” said Paul Hanley, senior vice president of George K. Baum & Company.

The mail survey was sent to 44,000 households, with a desire for the District to receive a response rate of 8-17 percent; it was met.

Questions were derived for respondents from the District’s strategic planning process, and topics included safety and security, accessibility, modern learning spaces, air conditioning, equity across both campuses and a learning commons.

Survey respondents gave District 99 favorable marks in evaluating it grade-wise, with 56 percent giving it an ‘A’ or ‘B’ and they went on to acknowledge that further work is necessary to inform its constituents, with 23 percent reporting that they had heard little to nothing about facility plans.

The full bond proposal received 52 percent of respondents’ support, though a scaled-down plan garnered 63 percent favorability.

Concerns identified in the survey consisted of tax impact, the necessity of the proposed project, oversight and a belief that the plan can be scaled back.

“As Paul mentioned, the other thing we’re able to because it is phone is make sure that it is a demographically representative sample, both in terms of the communities that are represented and then what’s really important is the age quotas that we set,” said Jim Hobart, principal researcher with assistance from Kyle Clark & Maddy Bolger. “If I just took the first 300 people who picked up the phone, I’d end up with 85 percent of voters who are over 55-plus, and the vast majority of those would be women.”

Hobart said the phone survey reaches 300 likely voters in the district, and it has a 5.66 percent margin for error.

Results revealed that 51 percent of voters gave District 99 a passing grade of ‘A’ or ‘B.’ Findings show that support for both the $136.6 million and $81.6 million were almost equally favorable to one another. = Surveys showed that those concerned for the proposals cited issues primarily with the taxes and cost.

Thiele kicked off the discussion held by members of the Board of Education and said he supports the $136.6 proposal.

Board President Terry Pavesich and Board Member Michael Davenport and Rick Pavinato expressed support for the full bond proposal.

Board Member Daniel Nicholas said he could not back the proposal and stressed that the timing is not right for a tax increase.

Board members Donald Renner and Sherrell Fuller wanted the District to seek ways to further communicate its plans with members of the community.

The District’s Citizens Task Force had recommended that the Board of Education consider the proposal with the full bond increase.

After a lengthy discussion, the Board of Education came to a consensus that they should consider voting on a measure to place a question on the ballot regarding the $136.6 million proposal.

Thiele said depending on how the community responds in March, it would be the Board of Education’s responsibility to come to a consensus to adopt a modified plan to address the facility needs.

The school board will vote at its Dec. 18 meeting on a measure placing a question on the March election ballot. Officials have until Dec. 31 to submit the request to DuPage County.

It will take help from a lovable angel to show George what life would be like if he wasn’t born for George to have a change of heart and understand the true spirit of the holidays.

How Green Bay Packers could have been Chicago’s home team BY Boundary maneuver kept Northern Illinois from becoming part of Wisconsin MICK ZAWISLAK OF THE DAILY HERALD Were it not for the action of an enterprising lawyer 200 years ago, the northern portion of Illinois would have the badger as the state animal and Green Bay Packers as the home football team.

Indeed, the shrewd move in 1818

by Nathaniel Pope, the Illinois territory’s delegate in Congress, to relocate the original proposed boundary from the southern tip of Lake Michigan is regarded as a decisive event in Illinois history.

The shift meant Chicago, then an unincorporated backwater, became part of the nascent state with a port on the Great Lakes.

How Illinois’ northern boundary was designated 42 degrees, 30 minutes latitude was a tactical maneuver that effectively set Wisconsin statehood back 30 years.

Pope’s move provided the groundwork for Chicago to become Illinois’ economic juggernaut and turned state politics upside down as the area grew.

But it also had the national implication of ensuring Illinois would be a free state at a time of percolating political unrest over slavery.

“This was not a matter of people interested in the Chicago area, it was actually farsighted people who were about to become the leadership in the new state,” said John Reda, associate professor of history at Illinois State University.

At the time, construction of the Erie Canal connecting the Atlantic Ocean to the Great Lakes had just begun and Chicago was contemplated as one end of a canal providing a path to the Illinois River and on to the Mississippi.

Illinois would be connected to New York and New England via the Great Lakes shipping channels, providing security for the perpetuity of the Union, Pope argued to Congress, and aligning Illinois firmly with the northern states.

Even then, “there was the possibility of a civil war,” said Ken Olson, professor emeritus at the University of Illinois, who has written about the Illinois bor-

der controversy.

Congress “wanted to have a water route between the Great Lakes and the Mississippi River for shipping supplies and soldiers if needed, since the Ohio River route could become contested,” said Olson, coauthor of a new book “Managing Mississippi and Ohio River Landscapes” which includes a chapter on the northern border.

Along with giving Illinois access to Lake Michigan, Pope’s border modification raised the population nearly to the 40,000 required for statehood, Olson said in an article he co-authored for the Journal of Earth Science and Engineering.

By the time Illinois territory was considering statehood, only the northern border was in question. Kentucky and Indiana already were established and the Mississippi River formed a natural boundary on the west.

How did the situation come to be?

The genesis was in the Northwest Ordinance Act of 1787 approved by Congress that set guidelines for vast tracts ceded to the new government after the Revolutionary War. At first, the original 13 colonies thought they could simply extend their borders to the west, said Gregory M. Gordon, a history professor at the College of Lake County.

“What we call the northern part of Illinois was supposed to go to Connecticut and the southern part of Illinois was supposed to be part of Virginia,” he said.

Instead, the Northwest Ordinance set up the framework allowing three to five areas to apply for statehood on equal footing with other states.

“It was a pretty radical plan,” Reda said.

Kaskaskia was the capital of the Illinois territory and home to Nathaniel Pope, a Kentucky native who became the first territorial secretary of Illinois and its delegate in Congress. His petition for statehood, presented to Congress in January 1818, was referred to a committee, with the northern boundary still to be set.

While some communities in the northwest part of the Illinois territory, such as Galena with its lead mining industry were hopping, the northeast landscape was bleak.

Chicago “was a nothing place,” Gor-

don said. “Southern Illinois was where the action was.”

According to an article in the Illinois Periodicals Online project, the 1787 ordinance intended for the northern borders of Ohio, Indiana and Illinois to be aligned touching the southern tip of Lake Michigan. However, the map used by Congress mistakenly showed the southern shore of Lake Michigan to be about six miles north.

And when Indiana became a state, its northern boundary was approved about 10 miles north of the originally intended boundary.

Those precedents helped Illinois, as did a sense of urgency.

When a slave state entered the union, as Mississippi did in late 1817, there was a push by the North to counter with a free state. Some feared Missouri, a slave territory, would seek statehood and the ensuing national crisis could put Illinois’ bid on hold.

Pope took a bold stance. In pushing for a more generous northern boundary, he “got an extra 50 miles,” Reda said.

Illinois became the 21st state on Dec. 3, 1818, including an additional 8,500 square miles comprising what now are the 14 counties north of the original boundary line.

Wisconsin became a territory in 1836 and for several years protested against the northern Illinois boundary, claiming the southern tip of the lake as the true boundary. In 1840, delegates in northern Illinois meeting in Rockford declared the property properly belonged to Wisconsin.

But nothing came of the efforts and the matter ended in 1846, when Wisconsin was admitted as a state with its southern border where it exists today.

When Illinois was admitted, Pope was made U.S. judge of the district, which included the entire state. Pope County on the southern tip of the state is named for him.

Man receives 100 years for sexual assault Noyola-Espinal must serve 85 percent of sentence in Lisle attack before being eligible for parole DuPage County State’s Attorney Robert B. Berlin announced last week that Roberto NoyolaEspinal, 41, formerly of Texas, was sentenced to 100 years in the Illinois Department of Corrections for forcing his way into a Lisle woman’s home and sexually assaulting her in 1999. On June 9, following a four-day-long bench trial, Judge Robert Miller found Noyola-Espinal guilty of one count of Home Invasion and three counts of Aggravated Criminal Sexual Assault, all Class X Felonies.

Noyola-Espinal has been in the DuPage County Jail since March 2014 following a Bond Court appearance where bond was set at $1 million.

On February 7, 1999, NoyolaEspinal approached the then

63-year-old woman’s apartment in Lisle and knocked on her patio door. Thinking it was a friend of hers, the woman began to open the door. Once she realized she did not know the person knocking on the door, the woman attempted to close the door. Noyola-Espinal forced the door open however, and entered the apartment. Once inside the apartment, Noyola-Espinal physically and sexually assaulted the woman. He then fled the state, eventually settling in Mexico. The victim then went to her neighbor’s home and called the police.

Following an investigation led by the Lisle Police Department, a DNA profile of the suspect was entered into the federal Combined DNA Index System (CO-

DIS).

The investigation of the assault continued throughout the years.

In October 2013, Noyola-Espinal was arrested in Houston, Tex., for illegally re-entering the United States from Mexico, where he had eventually settled. A DNA sample taken from Noyola-Espinal at that time resulted in a CODIS hit on the DNA collected from the 1999 sexual assault Noyola-Espinal committed in Lisle.

On February 27, 2014, NoyolaEspinal was extradited from Texas and returned to DuPage County to face the charges. An investigation into the assault revealed that Noyola-Espinal had been deported from the United States in 1998 and that he had illegally returned to the United States just months before committing the Lisle sexual assault.

“Seventeen years is a long time,” Berlin said. “But since that day when Roberto NoyolaEspinal forced his way into his victim’s home and committed unspeakable acts against an unsuspecting, innocent woman, justice has been patiently waiting. Justice caught up with Mr. Noyola-Espinal to the tune of one hundred years. While justice may have been a long time coming, today Mr. Noyola-Espinal learned that he will spend the rest of his life behind bars for the atrocious acts he committed so many years ago.”

“I would like to commend the men and women of the Lisle Police Department, particularly Detective Chris Loudon, for their persistence and dedication in this case. They never gave up. I would also like to thank the Illinois State Police as well as the Downers Grove Police Department, particularly Officer Javier Guzman for their efforts in bringing this case to a successful conclusion. It is because of their outstanding work Mr. Noyola-Espinal is looking at a well-deserved sentence of one hundred years. I would also like to thank members of the DuPage County Forensic Science Center for their assistance on this case as well as Assistant State’s Attorneys Jennifer Lindt and Mike Fisher for their work in holding Mr. Noyola-Espinal responsible for his actions.”

“We have a one-point loss to DePaul and won seven games, so it is a good start,” Heidkamp said.

Benet added Connor Reid, Ben Cooney, Bennett Hickey, Matt Boyle, Shane O’Mara and Anthony Adams back from the state final four football team.

“We just got guys back from the football team,” Heidkamp said.

“It is difficult because they don’t have any preseason practices and we are still trying to figure out our rotations and who can play in what circumstances and the team is a work in progress and it is going to take a while to figure it out.

“We are hoping to get everything together by Christmas and

we hope to be a better team in the second half of the season.”

Benet plays over the Christmas break at the Pontaic Holiday Tournament – the oldest and most well-known holiday tournament in Illinois.

“Pontiac is a great experience,” Heidkamp said. “That is why we go there. You get to play against great teams, but the overall experience is tough to beat and that is a great opportunity for our guys.”

Benet notched its seventh win of the season with a 50-41 home win over Niles Notre Dame.

“I thought we played pretty good defense down the stretch and we made enough shots to pull it out,” Heidkamp said. “We knew this was going to be a hard fought game. They are good and well coached and we knew we were going to have to play well and we knew it would go down to the wire and it did. It was one of those games you knew every pos-

Last year was a breakout season for the Black Knights under Monken. He led them to their first win over Navy since 2001 and won a bowl game for the first time in six seasons. The last time the Black Knights accomplished both feats in the same season was in 1984.

Army was second in the nation in rushing offense and ran for an Army single-season 46 touchdowns, which eclipsed the 1945 national championship team. On the defense side, Army was consistently in the top 10 in total defense and finished the year fourth in the nation.

Right now t’s a dream, not a plan I love your idea, but right now you have more of a dream than a plan

DEAR DAVE, I’ve been trying to save cash to buy a home, but things always seem to come up that eat away at my savings. I have $130,000 set aside, plus an emergency fund, and I make $120,000 a year. I’m debt-free and renting right now, but eventually I’d like to buy a house in the $300,000 range. I really hate the idea of owing the bank money, so would you advise continuing to save and pay cash, or is it okay to make a big down payment and take out a small mortgage?

MEGAN DEAR MEGAN, I love your idea, but right now you have more of a dream than a plan. You’ll need $170,000 to go from $130,000 in savings to $300,000, right? So, let’s start planning.

If you save $60,000 a year, it

would take you a little less than three years to get there. If you set aside $40,000 a year, it would take a little more than four years.

A little division — just divide $170,000 by the amount you want to save each year — and you’ve got the beginnings of plan. A dream is a good place to start, but I want you to develop this into a plan that focuses on a goal. Break this down, and figure out how to achieve it.

I see three ways to achieve this home ownership goal. One, you do the long division math and save like crazy for however many years it takes to save up $170,000.

The second is to put $130,000 down on a $300,000 home, and take out a $170,000, 15-year fixed rate mortgage. This is the only

kind of debt I don’t beat up people for having. The good news is, with your income, you could probably pay it off in half that time.

A third possibility is to buy a $130,000 house. Write a check for nice, modest home now, and in five years — saving wildly the whole time, since you’ll have no house payments — move up and pay cash for a $300,000 home.

If I’m in your shoes, that’s what I’m doing!

—DAVE DEAR DAVE, I’ve noticed that the younger you are, the less expensive life insurance can be. I’m 32, and I’m still paying off my student loans.

With this in mind, what’s the best age to get term life insurance, and what does it cover?

KALINA DEAR KALINA, Simply put, term life insurance covers death. Having student loans doesn’t really matter when it comes to life insurance, either.

If you have a family – or someone who is dependent on your income – you need 10 to 12 times your yearly income in a good,

level term insurance policy. If you make $50,000 a year, that means you need a term life insurance policy with $500,000 to $600,000 worth of coverage. If you don’t have a family or dependents, I’d recommend a simple burial policy of $10,000 to $20,000 to cover any final expenses.

Either of these would be very inexpensive for someone your age. Keep in mind that life insurance becomes costlier as you get older. The reason? Statistically speaking, the older you are the more likely you are to die. It’s not a fun thought, but it’s the truth.

Life insurance, or at least a burial policy if you’re single and have no dependents, isn’t one of the Baby Steps in my plan. But in your case, it’s a go-get-it-now adult responsibility kind of thing!

SEASPAR showcases talents of people with disabilities The Theatre of Western Springs was bursting with laughter, applause, and holiday cheer on December 4.

That night, the South East Association for Special Parks And Recreation (SEASPAR) hosted its 11th annual Holiday Spectacular, a showcase of SEASPAR participants with disabilities’ talents in various arts such as music, dance, and theatre.

More than 90 performers took the stage in 18 performances, including participants in SEASPAR’s Voice and Music Lessons, Glee Club, Actors Guild, EAGLES adult day program, and Adapted Music Lessons, as well as independent performers.

Two of the stars of the show, Ram Tibudan of Woodridge and Paul Bures of La Grange Park, are participants in SEASPAR’s Adapted Music Lessons.

This program, which uses specialized touchpad instruments to enable people with limited mobility to make music, received the Illinois Park and Recreation Association Therapeutic Recreation Section’s Program Award earlier this year.

The EAGLES adult day program participants flexed their muscles with a fitness-themed performance to highlight their health-focused “Commit to Be Fit” program, which was made possible with a grant from the DuPage Medical Group Charitable Fund, a donor-advised fund of the DuPage Foundation.

Other highlights of the show included the audience joining in to help 13-year-old Aidan Hincks of Western Springs finish his vocal performance of “Jingle Bells,” Shawn Spera of Brookfield’s hilarious interpretive dance to “The Twelve Days of Christmas,” and the SEASPAR staff’s closing performance of Dr. Suess’ How the Grinch Stole Christmas!

Students from the 6th grade class of St. Francis Xavier School in La Grange volunteered to distribute programs at the event.
