No tax hike in 2017 budget 2017 budget is $433.8 million, which is $10.6 million less than last year’s The DuPage County Board last week approved the 2017 budget, marking the ninth consecutive year the County has passed a budget with no property tax increase.

The 2017 budget is $433.8 million, which is $10.6 million less than last year’s approved budget of $444.4 million.

“For the last six years of my administration, we have made a commitment to live within our means while offering the highest level of service to our residents without raising property taxes,” said County Board Chairman Dan Cronin. “The residents of DuPage County tell us frequently that they appreciate our efforts to provide local government services in the most efficient and cost-effective manner possible.”

Since taking office in 2010, Cronin has cut more than $43.9

million from the county’s budget.

The 2017 spending plan includes $53.5 million in capital projects for stormwater, drainage and road construction.

Paul Fichtner, Chairman of the County Board’s Finance Committee, said the property tax levy will stay at $66.9 million.

“Our fiscally conservative approach to budgeting has allowed us to keep property taxes flat for the last nine years. While we have faced an uncertain budget scenario at the state level, our continuous efforts to find savings and innovate locally have served DuPage residents well,” Fichtner said.

The budget includes a $100,000 allocation to continue the fight against heroin in DuPage County.

It also includes $50,000 to establish the Clean and Lien program to remove, repair or demolish abandoned buildings on properties that have been foreclosed upon and clear the land for sale or development.

The DuPage County budget takes effect Dec. 1.

Board honors Police Canine Scout After seven years of service, Scout retired in September 2016 Police Canine Scout’s service to the Village of Woodridge was recently honored and remembered at a Woodridg Village Board meeting. After seven years of service, Scout retired in September 2016

due to serious health-related issues. On October 14, Scout succumbed to his illness and passed away. During their career together, Scout and his handler, Officer Daina Carauskas, developed an enduring and successful partnership. Over the years, Scout and Officer Carauskas received numerous letters of appreciation for their service to other communities, schools, and law enforcement agencies. Scout will be greatly missed by the Woodridge Community.

Preserve offers many outdoor activities Visitors are able to participate in skiing, snoeshowing “The forest preserves are beautiful in the winter, and we’ve got a lot of great ways for visitors to enjoy them,” said Forest Preserve District Commissioner Marsha Murphy, District 1.

“We give you plenty of reasons to get outside and connect with nature,” said Forest Preserve District of DuPage County President Joe Cantore.

When there’s plenty of snow on the hill (usually more than 3 inches), thrill-seekers can snow tube down the 800-foot run on Mount Hoy at Blackwell Forest Preserve in Warrenville.

The rental area is open 9 a.m.-4 p.m. on weekends Dec. 3-Feb. 26 (except Dec. 25) and the following school holidays: Dec. 19-Jan. 3 (winter break), Jan. 16 and Feb. 20. Inner tube rentals are $5 per day ($7 for nylon tubes) and end at 3:30 p.m. Only District tubes are allowed.

Visitors can also explore the forest preserves with rented snowshoes. Rentals are $8 for two hours or $13 per day and are available when there’s ample snow on the trails.

When Mount Hoy is open, rentals are available at the base of the hill until 2 p.m.

On weekdays when Mount Hoy isn’t open, rentals are available 8 a.m.-2 p.m. at the west sector office at Blackwell on Mack Road. Call 630-876-5931 for availability.

Visitors can also rent daily 10

a.m.-2 p.m. at Fullersburg Woods Nature Education Center in Oak Brook. Call 630-850-8110 for availability.

At St. James Farm in Warrenville, visitors can enjoy 20-minute horsedrawn sleigh rides Wednesday-Saturday Dec. 21-Jan. 7 at 2, 2:30 and 3 p.m. Rides are on a first-come, first-served basis and use wagons if there’s not ample snow on the trails.

Rides are $5 per person ages 5 and up and are free for kids under 5; children under 13 years of age must be accompanied by an adult. Registration is not required, and the District will cancel rides if there’s severe weather. Private group rides can be arranged by calling 630-580-7025.

For fans of cross-country skiing, rangers groom more than 70 miles of trails at forest preserves such as Blackwell, Fullersburg Woods, Danada and Herrick Lake in Wheaton, Greene Valley and Springbrook Prairie in Naperville, Mallard Lake in Hanover Park, Meacham Grove in Bloomingdale, Waterfall Glen in Darien and West DuPage Woods in West Chicago. Visitors who aren’t classic skiers should use the inside of the trails to avoid damaging the set tracks.

Ice fishing, ice skating and sledding are allowed at most forest preserves, although never at Spring Creek Reservoir in Bloomingdale.

2016 Bonfield Express 5K sets record Since 2004, foundation has distributed more than $350K in scholarships

Despite the grey weather on Thanksgiving morning, spirits soared at the 13 annual Bonfield Express 5K. The 2016 race proved to be the most popular year to date with 6,250 registrants setting a new registration record. The race is held each year on the downtown and neighboring streets of Downers Grove.

Commenting on social media, Downers Grove Mayor Martin Tully said, “There’s just no better way to begin Thanksgiving Day than with a crisp jog through the streets of downtown Downers Grove with about 6,200 of my closest friends!”

The top male finishers in the 2016 Bonfield Express 5K were: 1) Michael Lifson of Downers Grove 2) Jeremy Craven of Downers Grove, and 3) Matt Richtman of Elburn.

The top female finishers were 1) Audrey Borling of LaGrange, 2) Keegan Kilrea of LaGrange Park, and 3) Alyssa Poremba of Chicago.

One of the largest annual events held in Downers Grove, the race is a Thanksgiving morning tradition. It has become so much a part of the local fabric that members of the community, especially those living along its scenic route, have gotten involved, cheering on racers from their lawns and porches and passing out treats to the those who run or walk in the 5K. Lydia Walsh-Rock, a senior at Downers Grove South High School, sang the Star Spangled Banner while David Raineri, a junior at Downers Grove South, sounded the train whistle that serves as the official start of the race.

Mascots from Downers Grove South and Hinsdale Central high schools were there to liven up the grey morning and the Downers Grove South Jazz Ensemble greeted racers as they crossed the finish line.

Race participants socialized at a post-race party held in the Downers Grove Parking Garage. The event featured complimentary water, fruit and breakfast snacks provided by a new sponsor, Fresh Thyme of Downers Grove. Peet’s Coffee & Tea served up thousands of cups of coffee and hot chocolate to race participants who gathered to talk with neighbors and friends

before heading off to their Thanksgiving feasts.

The race began in 2004 as a way to honor the memory of Downers Grove South father, teacher, dean and coach Jim Bonfield. Funds generated through the race provide scholarship assistance to select students who reflect his personal example of strong moral character, commitment and love of community.

Since 2004, the Bonfield Express Foundation has distributed more than $350,000 in scholarships to 159 west suburban seniors attending high school at Downers Grove North, Downers Grove South, Hinsdale Central, Hinsdale South, Lisle, and Westmont High Schools.

This year, the Foundation also donated $1,000 to each of the 20 schools in Downers Grove School District 58 and Woodridge School District 68 to recognize students who demonstrate a love of learning, extra effort and/or good citizenship.

Be informed when choosing health insurance plan It’s possible a bronze policy and maybe a silver one could end up costing more than a gold one with a higher premium THINKING ABOUT HEALTH

BY TRUDY LIEBERMAN, RURAL HEALTH NEWS SERVICE Even though the election is over and Republicans are in a position to repeal and replace Obamacare as they’ve been vowing to do for several years, that doesn’t mean you should avoid signing up for 2017 insurance coverage.

If you’re eligible and need insurance, the state shopping exchanges are open for business even if options this year are limited in many counties, particularly in rural areas. More than 40 percent of the counties where residents can buy an Obamacare policy have just one insurer selling them. That’s not a lot of choice, and policies that are offered are likely to have high premiums and limited options for doctors and hospitals.

Still, some careful shopping is in order to minimize any surprise bills. After the election, White House Press Secretary Josh Earnest urged Americans to sign up and announced “the vast majority” of eligible consumers would be able to buy insurance for a monthly premium of $75 or less, which has been the administration’s sales pitch.

Assuming the White House math is correct, that doesn’t mean the vast majority should automatically buy a policy with a $75 premium. That strategy can mean expensive trouble later on. Reviewing the basics before wading into the Obamacare marketplace this year is essential.

For starters, recall that platinum policies, generally the most costly, cover 90 percent of someone’s medical costs; gold plans cover 80 percent; silver plans pay 70 percent; and the bronze variety pays the least—only 60 percent of a patient’s healthcare expenses. Silver plans have been the most popular, largely because those who buy them and have family incomes below $60,750 get extra government subsidies to help pay their

Bronze policies are popular, too, because they have low premiums, but people buying those policies won’t get the extra subsidies, a point that’s worth remembering. Those subsidies can be a big help if you need a lot of medical services. Both bronze and silver policies generally come with lower monthly premiums, but that doesn’t mean they are cheaper in the long run.

Here’s where comparison-shopping gets tricky. It’s possible a bronze policy and maybe a silver one could end up costing more than a gold one with a higher premium if you get sick. That’s because of the relationship between the premium, copays, coinsurance and deductibles. Insurers mix and match these features to fit their marketing strategy.

In general, a lower premium means higher deductibles and higher other out-of-pocket expenses. A policy with a higher premium often means lower out-of-pocket costs.

For 2017 the maximum amount a family would have to pay out-of-pocket for copays, coinsurance and deductibles is $14,300. That’s a lot of money and enough to deter some people from

signing up. Many people say paying that much before insurance pays isn’t really insurance. It’s also high enough to keep people from seeking medical care even when they need it. If people go to the doctor less, the country’s national health expenditures will drop— at least that’s the rationale for the high out-of-pocket limit.

An Indiana couple I’ve written about before in this column recently sent an email updating me on the family’s insurance options for next year. Their carrier had increased their $836 monthly premium to about $1,300; their cost even after an Obamacare tax subsidy was applied. What’s more, the reader said, the insurer had raised the amount of coinsurance for hospitalizations from 20 percent to 50 percent.

Given how much a hospital stay costs, they worried they’d be on the hook for a lot of money until they reached the $14,300 out-of-pocket maximum. It was a risk they weren’t willing to take, and they shopped until they found new coverage for only $700 a month with their subsidy.

Choosing an Obamacare policy or any other insurance coverage comes down to how much risk you want to assume. If you are reasonably certain you won’t need many medical services, you may want to take a chance and buy less expensive insurance that comes with high deductibles, copays, and coinsurance.

But if you’re like the Indiana couple, and afraid of high expenses for unexpected medical care, buy the best policy you can afford that reduces that risk.

Another thing to keep in mind! Beware of policies with really low premiums, prices that seem too good to be true. Consumers who bought insurance from the Obamacare co-ops learned that.

Almost all of the 23 co-ops authorized to compete with the big carriers have gone out of business. They priced their policies too low, and too many sick people signed up. Government regulators closed them down, sending thousands of people scrambling for new coverage—an unwelcome chore for anyone.

“The safest way to enjoy the outdoors is with another person so you’re not alone if there’s an emergency,” said Dan Jones, assistant site operations manager and longtime District ranger. “If that’s not possible, let someone know where you’re going and when you expect to be back.

For those venturing onto the ice, as a guideline not a guarantee, there should be at least 4 inches of clear ice. In DuPage County’s forest preserves, rangers do not monitor ice conditions, so visitors step onto the ice at their own risk. “It’s always a good idea to carry a set of

ice picks with you in case you fall through the ice,” Jones adds.

“If you fall through the ice, turn toward the direction you came from because that’s probably the strongest ice,” Jones said. “Place your hands and arms on the unbroken surface, kick your feet, and try to pull yourself out using ice picks if you have them. Once you’re out of the hole, lie flat on the ice and roll away from the hole. Get to a warm, dry sheltered area as soon as possible and call 911.”

Frostbite and hypothermia can also pose dangers, even in milder winter weather. Signs of hypothermia include shivering, exhaustion, confusion, slurred speech and loss of motor skills. Signs of frostbite, which most frequently harms extremities like fingers, toes, ears and noses, include numbness, a white or grayish-yellow skin color, or an unusual waxy feeling to the skin.

Benet girls basketball team reloads in pursuit of its third-straight title

A few of the household names from the past couple of championship years might be gone.

But plenty of things still remain the same for the Benet girls basketball team, which began its pursuit of a third straight state title with a pair of victories last week.

While leading scorers Kathleen Doyle and Elise Stout have graduated, a pair that combined for 30 points a game a year ago, the Redwings are still looking to play up-tempo this winter.

That was evident the Naperville Central/Benet tournament, as the home team used full court pressure to force 34 turnovers in a 79-51 win over Bartlett.

“We are trying to play with pace again,” Benet coach Joe Kilbride said. “And hopefully as we progress with that, we will be a lot cleaner both offensively and defensively. We are still

working on a lot of things. We’ve got depth, we’ve got options, we are just trying to figure out how the puzzle pieces fit.”

Benet does return a pair of starters, one of which is senior Katie Jaseckas, who averaged 8.8 points per game as a junior while leading the squad in rebounding. She hauled down 17 boards in a season opening 65-61 win against St. Ignatius and totaled 16 points and eight rebounds versus Bartlett. Also back is classmate Kendal Schramek, who posted 6.8 points per outing last season.

“This has been an awesome ride,” Jaseckas said. “It has hit me that I’m finally a senior. We have such a family environment here and you can tell that on our bench, everyone is cheering for each other.

“Last year, we had some awesome leaders and we learned so much from the seniors. Hopefully we will show the younger players the way just like the seniors

Locals litter All-Area football team

After missing most of the last two seasons to injury, Maine South quarterback Nick Leongas was told by some close to him that football may not be the best sport for him going forward.

After all, he missed his entire sophomore campaign with a torn meniscus in his knee – which he reinjured that winter in basketball – and last season was lost after week two when a hit in the game against Loyola broke his jaw in two places.

“The [injuries] really took a hit on me emotionally to watch all my friends go out last year and play without me. A lot of people were telling me to stop playing football and keep my body safe, but this team meant way too much to me,” Leongas said. “We wanted [a state championship] since we were little kids, since we watched the teams then win it.”

Not only did Leongas come back, he led the Hawks to the Class 8A state title with a win over Loyola last weekend at the University of Illinois’ Memorial Stadium.

“This is the greatest feeling in the world. I can’t think of another feeling that surpasses this,” he said after the win.

On the season, the senior completed 166-of-267 passes for 2,871 yards and 28 touchdowns. He also carried the ball 163 times for an additional 1,116 yards and 11 scores.

His numbers and leadership earned Leongas the Voyager Media 2016 Offensive Player of the Year.

“The best thing he does is uses his head,” Maine South coach Dave Inserra said of his quarterback. “He makes unbelievable decisions within the play and is unbelievable at just keeping guys calm on the field. He is not a big rah rah guy – he can at times, but usually he has a cool, calm demeanor and that is what you need in your quarterback and he played that to a tee all year long and just kept this team moving.”

While Leongas understands what he meant to the team, he also understands what his offensive line meant to him – keeping him healthy all season.

“Our offensive linemen stepped

up big time,” Leongas said. “Kevin [Jarvis] was a big part of all of our wins, but guys like Danny O’Malley, Jack Farragher, James Hynes and Sean McNulty, who hasn’t played offensive line since freshman year. They came up huge and they deserve the MVP of everything.”

On the defensive side of the ball, the 2016 Voyager Media Defensive Player of the Year also goes to a member of a state finalist, but this one comes from the 7A game.

While no Plainfield North defender posted gaudy numbers this season because the team played so well as a unit, it was senior linebacker JJ Frey that earns his place atop the all-area list.

On the season, Frey posted 109 tackles to go with 12 tackles for loss, two sacks, two pass breakups and one interception for a unit that allowed only 10 points per game.

In the state finals against East St. Louis – a team everyone said would be too fast for North – Frey led the way with seven solo stops, helping the defense allow only 20 points. The scoreboard read 26-13, but six of the Flyers’ points were on an interception return.

“Watching film, I knew I could read a gap and just go for it,” Frey said. “It was a state title game and I just had to go.”

Overall, Frey gives credit for his play to the defensive line, which he says allowed him to play the way he needed to.

“Ari (Ekowa) was all state and Tim Donnahue had [a lot of] sacks as a junior and a lot of times teams had to scheme for them,” Frey said. “I had a lot of opportunities to make a lot of plays and I was able to.”

North coach Tim Kane had Frey making plays for the Tigers for three years.

“He has been a three year starter for us and we maybe could have moved him up as a freshman, he is that type of player,” Kane said.

“He is a mature kid and he works so hard and is such a serious kid about football. He loves the game and plays so hard every down and just leads by example. He studies the opponent and knows what to do. He is a smart kid, but is a tough, hard-nosed kid and he loves to hit.

Our defense this year was not selfish and was not about the me stat. They were worried about the team stats - a win or a shutout or how many yards we gave up.”

ARI EKOWA PLAINFIELD NORTH All state defensive lineman tallied 49 tackles on the season, including nine sacks, 8.5 tackles for loss, forced one fumble and had a pair of pass break-ups.

He also played on the offensive line for the Class 7A state runners up.

MATTHEW GALANOPOULOS NILES WEST Wide receiver caught 60 passes for 822 yards, while gaining an additional 603 yards on 85 carries.

TY GAVIN NOTRE DAME Sophomore running back led the East Suburban Catholic Conference in scoring. He tallied 901 yards rushing on 166 carries and 13 scores, adding nine catches for 77 yards and score. He also completed one pass on the season, which went for a touchdown.

THOMAS HACKETT NOTRE DAME Senior middle linebacker posted 115 tackles on defense and 12 tackles for loss. Hackett forced five fumbles and recovered three, while breaking up four passes. He was a team captain and team MVP.

ARTHUR HART JOLIET WEST Junior safety tallied 90 tackles.

ALEC MCEACHERN BENET Redwing posted 94 tackles, 34 solo,, on the season. He tallied 14 tackles for loss, including four interceptions along with four interceptions, forced two fumbles and recovered one.

On offense, he carried the ball 65 times for 206 yards with one touchdown. He added 12 catches for 138 yards and five scores.

TAVARES MOORE LOCKPORT Junior running back missed

some time during the season, but still ran for 1,284 yards on 220 carries for the Porters. He posted 13 catches out of the backfield for 174 yards with 11 total touchdowns.

JOJO MCNAIR JOLIET CENTRAL Played a Jabrill Peppers role for the Steelmen this season. He led team in rushing (44 carries for 407 yards and four touchdowns) and receiving (47 catches, 407 yards, 3TD) As a defensive back, he tallied 22 tackles and two interceptions, taking one back for a touchdown. Of 15 kickoff returns, McNair tallied 339 yards (22.6 average), including a 100-yards touchdown.

SEAN MCNULTY MAINE SOUTH Maybe the single biggest weapon for the Class 8A champions, McNulty is a nationally ranked kicker making 14-of-18 field goals.

“She was practicing against Kathleen Doyle every day,” Kilbride said. “I respect the fact

that she kept a positive attitude and kept showing up. She is our point guard and hopefully she can initiate our pressure defense and fast break. She is not taking Kathleen’s spot; she is just going to be Tsimba, she doesn’t have to be Kathleen.”

Senior Ali Kramer will also be a contributor but is currently out with an ankle injury.

As far as what will ultimately transpire this winter, Jaseckas said the Redwings are taking it game by game.

“Last year, we had Kathleen and we really depended on her down the stretch,” she said.

“This year, everyone has to step up. We just need to focus on each game and bring intensity to each practice.”

My wife and I would like to buy a chicken farm with two houses and upgrade it to contract standards. This, plus the livestock, would cost around $290,000. I would keep my regular job, and my wife would run the farm.

An investor friend of mine said I should finance the entire business purchase. What do you think about this scenario?

DARRYL

DEAR DARRYL, Either do the deal with cash, or don’t do it at all. Your investor friend is full of crap, and there’s a good chance he doesn’t have nearly as much money as you do.

He’s probably got more bad opinions than dollars.

Now, the pro formas on the kind of thing you’re talking about are incredible. They can make a ton of money, but they’re a lot of work, I mean real, hard work.

Some are more high-tech than others, and that can mean a little less work, but someone’s got to be out there every day with their hands on this thing or you’re going to be in trouble.

I don’t know the ideas you have for divvying up the work, but I’m afraid it would just be too much for one-and-a-half people.

I don’t mind you doing the deal, as long as you pay cash for it. But if you’re looking to invest, there’s

always real estate—it seems like you’ve done pretty good there— or maybe another small business idea. Whatever you do, you need to stop listening to your friend about borrowing money. You’re liable to turn what was a blessing into a curse if the two of you go borrow money on a chicken farm.

TAMMY DEAR TAMMY, Honestly, I’m not a big fan of micro investing apps. As you probably know, the word “micro” means small.

So why would you want to mess with something like that? Are you going to have a micro retirement?

Do you want to be micro wealthy?

I don’t.

I want to be really wealthy with a big retirement and a big life full of outrageous giving.

It’s fine if you want to give micro investing apps a try. I’m not going to be mad at you or anything like that. But these things function kind of like deals where the marketers say you get one percent back.

It’s like credit cards, where silly people spend $100,000 in order to get $1,000 in brownie points.

You’ve got to do more than micro, because micro means what it says—small.

I guess you could argue that at least you’re doing something, but if that’s your only plan you should prepare to be pretty hungry during retirement.

When it comes to investing, why not go big? Go big, or go home!

England during WWII is setting for high school play “Front” runs Dec. 2 & 3 at 7 p.m. at Downers Grove South The winter play at Downers Grove South High School, the WWII drama “Front” by Robert Caisley, runs Friday, December 2 and Saturday, December 3 at 7 p.m. in the school auditorium.

“Front” is a historical tale of perseverance and courage, but in a very real way it is also a story about our current society.

The parallels between the world of the play and today’s events are undeniable and give the show an extra dose of timeliness.

The various women and men cast in the show play various parts in an effort to bring this world to life through scenes of comedy, drama, song, and more. Admission is $5 for the general public and free for all DGS students.
