PACE proposes raising bus fares, transfer fees Cash fares for regular routes will go up from $2 to $2.25, Ventra also affected

PACE suburban bus transit agency is planning to raise its fares as part of next year’s budget – a first major fare increase since 2009.

Under the proposed budget, the cash fares for regular routes will go up from $2 to $2.25, while Ventra card fares will go up from $1.57 to $2. The fares for premium routes would increase more drastically, going up from $4 to $4.50. And while transfers between routes currently cost $0.25, under the new budget, they would increase to $0.30.

The increases are designed to help make up for the budget shortfall due to the combination of reduced state funding and lower than expected sales tax revenue. According to Maggie Daly Skogsbakken, PACE ‘s media relations manager, the transit agency is doing its part to reduce the deficit: freezing new hirs, requiring some employees to pay more for insurance and changing the way it makes some payments.

If approved, the fare increases will take effect on Jan. 1, 2018.

While PACE hasn’t made any major fare increases since 2009, there have been a few changes. As part of the switchover to Ventra cards, transfers for cash-paying riders were eliminated, and so were 10 Ridge Plus regular and premium route tickets, which allowed riders to buy an equivalent of 11 singleride fares for a price of 10. Effective Jan. 1, 2016, PACE raised cash fares from $1.75 to $2 while keeping Ventra card fares the same.

by PACE , the agency is expecting to face a $12 million budget shortfall. The 2018 budget document indicates that $3.4 million of it was lost due to declining state funding.

PACE is expecting the fare increases to bring in predominately $2.3 million, raising the amount of farebox revenue by 8.4 percent.

In most cases, the transfers function similar as they do on CTA buses and ‘L’ trains – riders are entitled to two transfers for exactly 120 minutes after the riders pay to board. The first transfer costs 25 cents, while the second one is free. CTA accepts PACE transfers, and PACE accepts CTA transfers, allowing riders easy transfer between systems.

There are some exceptions to this rule. In several larger cities in Chicago regions – including Joliet – transfers are free, but only between buses that serve that particular city.

The budget indicates that the routes where transfers are free will remain free, but for other routes, the first transfer will go up to $0.30 The increases would mean that, for the first time in recent decades, PACE bus fares will be the same as CTA bus fares, while the transfers would actually be more expensive than the CTA’s.

The premium routes include rush-hour commuter shuttles between downtown Chicago and several southwestern suburbs, a summer shuttle service to Six Flags Great America and routes that link riders to Wrigley Field, Soldier Field and Guaranteed Rate Field on game days. Routes 755 and 855 serve Plainfield, while routes 850 and 851 serve Bolingbrook.

While transfers between premium routes work the same way as regular routes, riders transferring from regular routes to premium routes have to pay additional surcharges. Riders playing one-time fares have to pay additional $2.50, while riders with all passes except the 30-day Premium PACE /CTA Pass have to pay extra $2.25 per ride.

The 2018 budget calls for them to be increased to $2.80 and $2.50, respectfully.

The increases didn’t spare some of the other services. Call-n-ride program allows riders in certain areas – including West Joliet – to book trips can pick them up and drop them off anywhere within said area.

Because call-n-ride fares were always the same as regular fares, they would go up as well, from $1.75 to $2. The ADA paratransit services, which severe both the City of Chicago and suburban six-county region, would see their fares go up as well, from $3 to $3.25. PACE isn’t planning to increase the cost of any of its passes. The Niles Free Bus system, where every aspect of the operations – including fares – must be agreed upon between the Village of Niles and PACE , won’t be affected.

Daly Skogsbakken told this newspaper that riders wouldn’t be asked to cover the deficit alone. The transit agency is making cuts as well.

“PACE administrative staff will see a six percent increase in their contribution to health care, there will be a corporate hiring freeze, and eligible capital expenses previously paid from operating budget will be paid from capital budget in 2018,” she said.

According to the fact sheet provided to this newspaper, the hiring freeze will save $3 million, while using the capital budget to cover some of the expenses currently covered through operating budget would save $5 million. Because the majority of the capital budget comes from local, state and federal grants, funds from Regional Transportation Authority and proceeds from PACE bond sales, it would have a net effect of reducing deficit.

PACE Board of Directors will vote on whether adopt the 2018 budget – and with it, the fare increases – during its Nov. 8 meeting. To give residents a chance to comment, it will be holding a series of public hearings throughout October.

In Will County, the hearing will be held on Oct. 18 at Joliet Public Library, between 3:00 p.m. - 6:00 p.m.

The DuPage County meeting will be held on Oct. 23 at DuPage County Government Center auditorium between 4:00 p.m. - 6:00 p.m. There will also be multiple hearings in suburban Cook County. The complete schedule is available at http://www.

Woman’s search leads to new book animal assisted therapy for Alzheimer’s With over 10 years of experience as an Animal Assisted Therapy Team, and faced with a mom diagnosed with Alzheimer’s disease, Pam Osbourne searched high and low for a book that could shed light on what impact the former might have on the latter.

But she found nothing.

“I decided that since my dog Rufus and I had experienced so much joy working with my mom and her friends at the memory care unit at Villa St. Benedict in Lisle, Illinois, I would write the book that I was unable to find,” said Osbourne.

The result is “Connections, Animal Assisted Therapy for Alzheimer’s Disease and Related Dementias” (ADRD), a practical guide for healthcare professionals, Animal Assisted Therapy teams, caregivers, families, friends, etc. who are dedicated to helping those with ADRD reconnect with the world.

It is also a personal account of the author’s vicarious journey into the disoriented, disconnected and often frustrating world of ADRD via her mother who was affected by the disease the last seven years of her life. Initially failing to recognize the symptoms, then finding ways to help her mom, if only in the moment,

Safety for trick-or-treating Halloween is an exciting time of year for kids, and to help ensure they have a safe holiday, here are some tips from the American Academy of Pediatrics (AAP). Feel free to excerpt these tips or use them in their entirety for any print or broadcast story, with acknowledgment of source.

ALL DRESSED UP: Plan costumes that are bright and reflective. Make sure that shoes fit well and that costumes are short enough to prevent tripping, entanglement or contact with flame.

Consider adding reflective tape or striping to costumes and trick-or-treat bags for greater visibility.

Because masks can limit or block eyesight, consider non-toxic makeup and decorative hats as safer alternatives. Hats should fit properly to prevent them from sliding over eyes.

Makeup should be tested ahead of time on a small patch of skin to ensure there are no unpleasant surprises on the big day.

When shopping for costumes, wigs and accessories look for and purchase those with a label clearly indicating they are flame resistant.

If a sword, cane, or stick is a part of your child’s costume, make sure it is not sharp or long. A child may be easily hurt by these accessories if he stumbles or trips.

Do not use decorative contact lenses without an eye examination and a prescription from an eye care professional. While the packaging on decorative lenses will often make claims such as “one size fits all,” or “no need to see an eye specialist,” obtaining decorative contact lenses without a prescription is both dangerous and illegal. This can cause pain, inflammation, and serious eye disorders and infections, which may lead to permanent vision loss.

Review with children how to call 9-1-1 (or their local emergency number) if they ever have an emergency or become lost.

CARVING A NICHE: Small children should never carve pumpkins. Children can draw a face with markers. Then parents can do the cutting.

Consider using a flashlight or glow stick instead of a candle to light your pumpkin. If you do use a candle, a votive candle is safest.

Candlelit pumpkins should be placed on a sturdy table, away from curtains and other flammable objects, and not on a porch or any path where visitors may pass close by. They should

never be left unattended.

HOME SAFE HOME: To keep homes safe for visiting trick-or-treaters, parents should remove from the porch and front yard anything a child could trip over such as garden hoses, toys, bikes and lawn decorations.

Parents should check outdoor lights and replace burned-out bulbs.

Wet leaves or snow should be swept from sidewalks and steps.

Restrain pets so they do not inadvertently jump on or bite a trick-ortreater.

ON THE TRICK-OR-TREAT TRAIL: A parent or responsible adult should always accompany young children on their neighborhood rounds.

Obtain flashlights with fresh batteries for all children and their escorts.

If your older children are going alone, plan and review the route that is acceptable to you. Agree on a specific time when they should return home.

Only go to homes with a porch light on and never enter a home or car for a treat.

Because pedestrian injuries are the most common injuries to children on Halloween, remind Trick-or-Treaters: Stay in a group and communicate where they will be going.

Remember reflective tape for costumes and trick-or-treat bags.

Carry a cellphone for quick communication.

Remain on well-lit streets and always use the sidewalk.

If no sidewalk is available, walk at the far edge of the roadway facing traffic.

Never cut across yards or use alleys.

Only cross the street as a group in established crosswalks (as recognized by local custom). Never cross between parked cars or out driveways.

Don’t assume the right of way. Motorists may have trouble seeing Trickor-Treaters. Just because one car stops, doesn’t mean others will!

Law enforcement authorities should be notified immediately of any suspicious or unlawful activity.

HEALTHY HALLOWEEN: A good meal prior to parties and trick-or-treating will discourage youngsters from filling up on Halloween treats.

Consider purchasing non-food treats for those who visit your home, such as coloring books or pens and pencils.

Wait until children are home to sort and check treats. Though tampering is rare, a responsible adult should closely examine all treats and throw away any spoiled, unwrapped or suspicious items. Try to ration treats for the days and weeks following Halloween.

Lawmakers prepare for upcoming fall veto session

ICC OKs $80 illion ComEd refund to customers

After spending the last few months in our home districts, lawmakers will return to Springfield from October 24-27 and November 7-9 to take action on pieces of legislation that received either an amendatory (partial) or full veto during this year’s spring legislative session.

During the veto session, legislators can agree with a full or partial veto, or we can override it. Not all bills that receive a gubernatorial veto are brought back for reconsideration. A full list of bills that may be brought back for reconsideration appears at the end of the newsletter.

There are also some pieces of new legislation that may be considered during the six-day fall veto session. If you have an opinion about a bill that received a veto this year, please share your comments with me so I can keep your opinion in mind if the bill is brought to the floor of the House for reconsideration.

The Illinois Commerce Commission (ICC) recently approved ComEd’s request to provide its customers with an approximately $80 million refund as a result of ComEd’s efforts to implement the new Energy Efficiency funding mechanism established by the Future Energy Jobs Act. As a result, a typical ComEd residential customer will see a credit of close to $14 on their October monthly bill. ComEd had requested the refund as part of the transition made possible through the Act, which was signed into law last year.

State report: Budget out of balance by $1.7 billion According to a fiscal policy report released Thursday by the Governor’s Office of Management

and Budget (GOMB), the state’s fiscal year 2018 budget is out of balance by $1.7 billion. The Illinois Economic and Fiscal Policy Report provides a five-year economic outlook based on the budget along with state and national growth forecasts.

The report is available for public view at https://www.illinois.gov/ gov/budget/Pages/PolicyReports. aspx. In the report, GOMB Director Scott Harry asserts that with stronger economic growth accompanied by spending controls, Illinois could achieve budget surpluses and reduce its bill backlog to an estimated $500 million by the end of fiscal year 2023.

Lessons learned from Edgar Fellows program Earlier this year I had an opportunity to participate in the Edgar Fellows leadership program.

As part of the 2017 Class, I joined 39 other young, emerging leaders from across Illinois for a multi-day executive leadership training program hosted by former Governor

Jim Edgar and the University of Illinois Institute of Government and Public Affairs (IGPA).

In addition to Edgar, an impressive list of practitioners, researchers and scholars from the public arena served as instructors at the training academy.

The program focused on developing leadership and governing capacity in Illinois while emphasizing the need to address major policy issues without permitting partisan, ethnic and regional rivalries to trump statesmanship.

Honoring AllAmerican Marching Band musicians Last week it was my privilege to congratulate Downers Grove South High School band members Jake Burrows and Danny King on their recent selection to the 2017 U.S. Army All-American Marching Band.

The two musicians were chosen from a large group of talented high school senior band students, and will become part of a 125-member

marching band that will perform during the halftime of the AllAmerican Bowl at the Alamodome in San Antonio, TX this winter.

Congratulations to them both and to the DGS band program which has had six students selected for this prestigious band in six years.

Talking with kids about hate crime, ending intolerance Earlier this month I had an opportunity to speak to some high school students in Tinley Park about this year’s passage of HB 2390, a bill that strengthens penalties for those who commit hate crimes in Illinois. I also talked about how we can all work together to stop intolerance and crimes based on their race, color, creed, religion or other perceived classification.

Thank you to teacher Nicole Walus, who lives in Downers Grove and serves as a Village Commissioner, for inviting me to speak to this wonderful group of students.

Trojans take battle of Downers Grove; both teams need wins tp advance to postseason

When Downers Grove South and Downers Grove North meet up in their annual head-to-head football game - there is an automatic extra degree of emotion involed in the contest.

Add in the fact that the winner of the game have the best chance of the two to qualify for the IHSA playoffs and there is even more.

That was what the situation when the teams met at South Friday night and it was North that came out with in the driver’s seat for postseason advancement with a 29-10 win over South.

“Our offesive line played an amazing game,” said North quarterback Jack Carr. “Sergio (Villalobos) for them is one of the best defensive lineman I have seen and our line playing how they played was huge.

“It was a good team win and it was big for school. Even teachers knew how big this was for us.

Everyone knew how big it was for us to win this football game to make the playoffs. The fans were great and it felt like a home game.”

North got the scoring started when Carr hit Matthew Wehrs for a 31-yard TD pass. That came

one play after Wehrs threw a 35yard completion of his own on a wide-receiver reverse pass to Blake Davis.

“Coming back to the huddle, he said ‘I have more passing yards than you.’ So, then I hit him for the touchdown and told him we were even,” Carr said.

North then got a 27-yard scoring run from Logan Harmon (nine carries, 70 yards) to take a 14-0 lead into the half.

South opened the second half scoring with a 42-yard field goal from Tyler Bachara.

North then recorded a safety after a bad snap on a punt was recovered in the end zone. The Trojans scored again on a fiveyard run from Drew Shelly (20 carries, 84 yards).

South tallied its only score when sophomore Jayden Lambert (16 carries, 81 yards) took the ball up the middle for a 31yard TD. “He is an explosive kid,” said South coach Mark Molinari. “He is only a sophomore and he has a bright future with him, but there are only so many things we can do with him and he did those well.”

After that, the Trojans went to the ground game and pounded it all the way downfield, ending with an 18-yard scoring run

Ready for playoffs

For years, the Downers Grove North girls volleyball team was

good enough to compete for a conference or even a regional championship, however, the other teams were just a little better.

This year, that may not be the case.

“Our goal is to win conference, which we haven’t done since 2007,” said North coach Mark Wasik. “There have been a great group of girls in other programs and we just couldn’t get past them and it is finally in the making for us to win conference.”

The Trojans will win with a victory over York in the final match of the season.

After that game, North will join the rest of Illinois in the IHSA

playoffs, in which the Trojans are the No. 1 seed in the Glenbard West Sectional and will host the regional, where it will face the winner of No. 16 Glenbard North and No. 17 Willowbrook October 24 at 6:30 p.m.

A win would place North in a regional championship match against either No. 8 Lyons Township or No. 9 West Chicago.

Wasik knows the seed, however, doesn’t mean the Trojans will win.

“We can’t look past anyone. We need to win a regional first and we will have to get past some re-

Richards nearing the end of a remarkable run

Ask players on any opposing team what their game plan is against the Downers Grove North boys soccer team and you will get the same response every time.

Stop Jack Richards.

“We’ve got to mark up on Jack Richards tight,” Downers Grove South defender Adam Chaplin said before the annual crosstown game Sept. 28. “He’s their biggest threat so we’ve got to be tight on him.”

It’s been this way for a while now and it’s easier said than done.

Richards has been Downers North’s starting center midfielder since he was a freshman.

He is a four-year starter in a sport where that is exceedingly rare and at a position where it is nearly unheard of. “(The feat) is very rare, especially to take on the spot as a center mid as a freshman,” Downers North coach Mike Schmitt said.

“It is not the easiest thing to do.”

The slender but elusive Rich-

ards is just the third four-year starter in recent memory at North, which has had more such players than most programs. The other two were current assistant coach Mike Corvo, a 2003 grad who played on two state quarterfinal teams, and 2011 alum Paul Hogan.

Yet Richards was a dynamo from the get-go.

He was leading the Trojans in scoring when an injury six games into his freshman season ended his rookie year.

Since then he has continued his upward rise, bagging 21 goals and nine assists last season.

He has six goals, tied for the team lead with senior Timothy Flavin, this season, including both in North’s 2-1 win over Hinsdale Central on Sept. 26 and one in the 3-1 win over Downers South, where he also assisted on the winning goal by Declan Kramper.

“He’s got everything – speed, power, foot skills,” Kramper said.

“He’s a complete player so he’s really fun to play with.”

Richards’ goal against Downers

South, which was the 40th of his career, demonstrated why he is so dangerous.

The Mustangs had possession in their own end when Richards intercepted a pass, sprinted past a defender and scored on a shot from a severe angle to give the Trojans a 1-0 lead.

“One of the center backs played it across,” Richards said. “I just intercepted it and hit a good shot.”

Whether he’s shooting or setting up teammates, Richards always seems to know when and how to do the right thing.

“He’s able to be dangerous in a number of different spots in terms of passing and shooting and on and off the ball,” Schmitt said. “He can definitely do both.”

Richards takes the majority of North’s free kicks and corner kicks because of his leg strength and accuracy. He is feared by foes and feted by friends.

“Those free kicks that he hits, I kind of expect them to go in because that’s what he does,” Kramper said. “It’s really fun watching that.”

For Schmitt, having a leader

like Richards to guide what is a relatively young team gives him peace of mind.

“We don’t really worry about him with the ball too much because he’s a very solid player,” Schmitt said. “And the most impressive thing is his work rate.

When he loses the ball, he wins it back.

“The way he approaches the game, even in practice, he sets the tone for the environment and I think his IQ is so high that he really understands the game in a full sense and he really makes everyone around him better.”

In that respect, Richards is returning the favor older players did him when he was a rookie.

“Coming in as a freshman I remember all the guys,” Richards said. “I won’t forget them and I’m just trying to be that player now, to lead the freshmen. There’s quite a few freshmen on the team so I just want to be the role model and just enjoy it and have fun.”

The Trojans (8-3-2) are having fun. After a slow start, they have lost just once in their last 10 games, beating Hinsdale Central for the first time since 2005 and ending a five-game winless streak against Downers South.

Part of that is due to the play and leadership of Richards, who has never been better.

“Physically I feel like I’ve gotten bigger,” Richards said. “I was able to compete more and I changed my style a little bit to fit that.

“I’m going a little more aggressive going into stuff I know I’m going to win, whereas freshman year when I maybe wasn’t as strong as the other players I

For now, he’s going to savor the final month of his prep career.

“We’ve had a big week and the

“We have 10 losses on the season and we are still a top 10 or 15 team in the state. We haven’t had a bad loss this year,” he said. “Out of any public school, we play the most demanding schedule in the state. MaxPreps ranks the schedules and the only teams ahead of us are (Mother) McCauley, Benet

and Marist and we are next, so we are prepared.”

While playing some of the top teams in the state has helped the Trojans, what also helped was a week with no games late in the season where they could focus on practice.

“We have been off for a week, so our practices have been really good. they have been qual-

ity practices where everyone was working hard.We are just trying to get everyone to improve and that is what they have been doing,” Wasik said. “If you don’t value practice that week will feel like a grind, but these girls value practice and they just worked hard all week long and it was fun.

Overall, Molinari was not happy with how his team performed.

“I am a little disappointed in our effort,” he said. “I thought North was the more physical team. This is the first game all year where I didn’t think I was the better team. We lost a few games earlier we were physical

Both teams are 4-4 and need one more win for the playoffs and are both mathematically alive.

“Our kids knew was was on the line,” said North coach John Wander. “We started when we were 2-3, we knew everything was the playoffs for us. We rose

up against Oak Park and lost on the last play versus (Lyons Township) and we came to play tonight.”

South will travel to Willowbrook (7-1) with playoffs on the line.

“We still have a chance and it will all be on the line next week,” Molinari said. “Our goal was to win conference and if we beat

Willowbrook, maybe we can win conference or at least tie for it.”

North will face 0-8 York.

“We are going to push York,” Carr said. “Their record doesn’t show it, but I know kids over there and they are a good football team. They are going to come ready to play and so will we. Then, we will make the playoffs and see how far we can go.”

there’s an issue, this gives you easy access so that a minor incident doesn’t become a huge problem.

Right now, the best way for him to learn is to make educated, informed decisions on his own and to stand on his own two feet. You’re there for guidance at this point — not control. I’d let him use a debit

card, cash, and have a few simple envelopes for expenses. Also, he needs to report back to you monthly what’s going on with the budget.

What I’m talking about here isn’t control; it’s a simple, regular review and coaching session on finances.

This is an exciting time in your lives. You’ve laid a foundation, and it’s time for this little one to spread his wings a bit. Together, you can make sure he’s learning and living the way a young man should!
