Residents speak at COmEd meeting

ddressing ComEd with everything from inferior cables to lengthy delays in restoration, Downers Grove residents and business owners shared their concerns with power officials at a town hall meeting Thursday.

“We’ve had a problem here no less than 15 years,” said resident Charles Rice, who resides in the Deer Creek subdivision. “Every foreman that comes out and looks at our cables says that they are inferior cables put in during the 1960’s that keep rotting out and breaking.”

According to Rice, two neighbors have spent more than $7,000 on generators.

Research seems to echo that sentiment. In an analysis using four years of outage reports provided

by ComEd, the village identified the areas of Downers Grove experiencing the most outages for the period of 2007 to 2010.

“Looking through this data, we identified the 10 worst performing circuits based on frequencies of outages,” Downers Grove Management Analyst Allison Deitch said. “We found that equipment failure was the most common cause of outages, either overhead equipment or underground cable See COMED, page 4

Amidst elections for everything from President to state representative, voters in Westmont this November will have their say on Home Rule, and the results could mean changes to taxes and services.

Home Rule status, currently in place in Westmont, shifts decision making from the state level to the local level. This allows municipalities to resolve local problems and to decide how tax dollars are received and utilized. Non-Home Rule municipalities can exercise only those powers given to them by Illinois statutes.

Home Rule status is applicable only to communities with a population under 25,000. The 2010 census determined 24,685 residents in Westmont. Neither Downers Grove nor Woodridge are affected, as populations of both exceed 25,000.

in revenue from outside the community so we don’t have to rely on property taxes as a major source of revenue.

“In addition, it offers us the ability to use the monies generated by the motel/hotel tax,” he said.

“We’ve been able to take in about $552,000 per year of revenue for the general operating fund.”

Westmont Police begin Citizen Police Academy

The Westmont Police Department is hosting its annual Citizens Police Academy, which is designed to give residents knowledge and experience of the practices, policies and procedures for the police department.

The program consists of nine 2.5-hour training sessions.The first is on Wednesday.

“The program operates on the premise that informed, educated citizens will be supportive of police officers and the department,” Westmont Deputy Chief of Police Ross Brenza said.“Through program presentations, lectures and ‘hands-on’ experiences, participants will gain valuable insight into the operations of the Westmont Police Department.

“This free program furthers our goal of improving the quality of life for our residential and business community and allows interaction in a friendly and comfortable

setting.”

A wide variety of topics will be discussed, including patrol procedures, criminal and juvenile law, combating gangs, traffic enforcement, crime-scene investigation, firearms training, homicide investigation and the Special Weapons Activation Team.

The instructors are Westmont Police officers with first-hand knowledge of the topic they are teaching.

Classes will be held from 6:30 to 9 p.m. on Wednesday evenings starting Sept. 26 at the Westmont Police Department, 500 North Cass Ave. The police department has been hosting the Police Academy program for approximately 10 years and typically draws 10 to 25 people participate each year, Brenza said.

Westmont resident Dawn King participated in one of the original Police Academy programs.

“I’m originally from New York and felt so safe because I saw many

of our Westmont Police Officers take the time to stop and interact with the community,” King said.

“So I took the class to learn about how smaller police departments operate.”

One issue stood out for King in her classes.

“While I did learn about how the officers must respond to calls such as accidents and traffic stops, I was struck by how they need to be a friend, a referee, or even a psychologist in order to calm someone down in cases like domestic battery, family disputes or home invasions calls,” King said.

King said she was surprised at the amount of ongoing training the officers have to continually complete.

The program requirements are the applicant must be at least 18 years of age,live or work within the village of Westmont and have no felony convictions. A background See ACADEMY, page 4

Village Mayor MartinTully added, “While residents understand that with a major storm, a low-level tornado in fact, you are going to have interruption in your service,

the crux of the issue was a chronic long-standing issue of reliability of electric service in Downers Grove.”

And while long-term outages were a focus for residents,even the momentary lapses in power are causing havoc at local businesses.

“We have reports of numerous complaints from landlords when their clients have momentary outages of less than a minute which requires them to restart their larger machines,” said ComEd Reliability Manager Bill Frederickson. “We’d like for them to keep dates and times of occurrences as it could be because of work being done in other areas of Downers Grove.”

ComEd officials informed attendees of the ongoing work throughout the community, designed to reduce repair times, and cut back on complications.

The plan included improvements to the electrical distribution system which caused equipment related issues; enhanced tree trimming efforts; improvements to the 10 circuits that experienced the highest number of outages; and improved and direct communications with customers.

“Downers Grove has 20,200 customers and is served by 46 distribution circuits,” ComEd External Affairs Manager Katie

Maier said.“ComEd has completed most of the 2012 planned equipment upgrades and tree trimming by deadline with most of the work done in May and June.”

According to Maier, the only project not completed was the tree trimming in the northern end of the village and west of Highland Avenue to I-88, necessary as most lines remain overhead, and underground options aren’t fiscally sound.

“The least cost option for service is overhead,” Frederickson said. “Everyone on the block would have to pay for replacing with underground equipment along with an electrician.”

“When a large outage occurs, we try to minimize damage to a smaller, specific area by switching to different lines, but sometimes these isolated cases go under the radar,” ComEd Regional Director Kendall Hodge said. “We’re reconditioning our workforce to enter into their computers an estimated restore time prior to doing the work,” Hodge said.“You can have the greatest technology but we need the field man or woman to enter it in order for us to relay the estimated time to customers.

“At the end of the day, we have men and women out working in the field so we don’t want a

temporary restore that could cause damage to your home, circuit breaker or any field personnel,” Hodge said.

Other technological communication improvements include ComEd’s new website (www.comed.com) which provides customers with outage information by municipality, county, zip code or even a particular address.Also, customers can find information on the cause of an outage including estimated restoration times.

A new mobile app for Apple and Android Smartphones is also available including account information and a link to report power outages as well as keeping track of restoration status.

Additionally, a pilot program with 130,000 smart meters installed will alert ComEd as to who is out of power and allows us to dispatch a truck more quickly, Maier said.

police department and Special Olympics.

“We also have an alumni who volunteers a couple days a week here at the police department in our Records Division,” Brenza said.

“Coming up on October 6, alumni will be assisting me in representing the Westmont Police Department at ‘Safety Saturday’ which is held each year at the DuPage County Fairgrounds.”

The event will be offered three times during October.

We want to make sure that Westmont citizens are aware of the facts so that they can make an informed decision when they vote in November.”

According to Searl, one inaccurate argument that we’ve heard is that it allows us to ignore Illinois’ Bill of Rights or Constitution which is simply not true.

“Borrowing at lower rates is obviously a benefit to local residents because it saves tax dollars,” Searl said.

But Home Rule communities also removes state oversight from much of village business, and allows the municipality to operate without a property tax cap.

“Our village board has been disciplined in how it stays within the property tax cap with one exception for percentage of property tax that is applied to pay for the police pension fund,” Searl said.

If Home Rule is not continued, village officials estimate a loss of $2 million in revenue annually, which already is budgeted for general operating expenses.

“The police department has an $8 million budget--therefore if we lose home rule status approximately 26 percent of that budget would have to be cut,” Searl said. “The fire department would lose almost 50 percent of

How to Get Your Political Opinion Heard For most Americans, politics can feel like a spectator sport, especially in an election year when so much news is devoted to the horse race. But there are many ways average citizens can take active and engaged roles in local, state and national politics.

“We can’t just watch from the sidelines,”says Loren J.Enns,author of, “The Sword of Liberty,” a new novel which tells the story of an America where the government has been compromised by a cabal of debt-addicted politicians who must be stopped by regular citizens relying on the power of the Constitution. “Our founders gave us the emergency authority to reign-in the federal government.”

Here are some ways you can make your political voice heard: • Vote: According to Census statistics, only 63 percent of citizens ages 18 years or older voted in the last presidential election.

• Learn:Read history books to gain perspective and insight. Study the Constitution thoroughly and

know your rights. Use Internet search engines to read up on everything from our founding fathers to current issues.

• “In fact, a long forgotten clause in the U.S. Constitution, Article 5, can be used to reconvene the Constitutional Convention of 1787 in order to bypass our government and ratify amendments,” says Enns, who is advocating for a new Constitutional Amendment to establish a national initiative process by which citizens could vote on federal legislation and a national recall process by which they could remove congressmen, senators and even the president from office.

• Meet Your Politicians: Did you know many politicians host open office hours when citizens can visit and have questions and concerns addressed? Find out when visiting hours are and make an appointment.If meeting in person is not possible, write, call or e-mail.

• Stay Informed: Be an educated

activist by keeping up with current events. Get news about the economy, health care, taxes and other issues that affect you from a variety of unbiased sources.“For example, today our national debt is skyrocketing toward $16 trillion,” says Enns.

• Organize: There is strength in numbers.

Get your friends together and start an organization. From the Occupy Wall Street movement to the Tea Party, recent years have seen grassroots organizations rise to national prominence.

Last year Danielle Conrad was a key player for Downers South, despite being just a junior.

Now, in her senior season, she has seen her role change, as she has moved from a primary setter to both a setter and a hitter.

“We ran a 5-1 last year and now we are running a 6-2,” Downers South coach Trisha Kurth said.

“I think they are coming along great. We have a lot of all-around players.”

“For club, I hit and it was one of my first times doing both,” said Conrad, who was a 2011 Voyager Media All-Area setter.“I like hitting because I like swinging. I just wish I could jump higher and kill it higher. I think I like both, I might like hitting more, but setting is one of my best (skills).”

So far, the move has been very helpful for the team.

“I definitely think it helps more,” Conrad said. “It gives us more hitters and more opportunities to do other stuff. Our other setter Annie (Ciancio) was on the team last year and she knows how to do everything.It gives us an advantage because instead of having a setter, we always have three hitters in the front.”

Conrad’s all-around skills were on full display last Wednesday in a thrilling three-set win over Montini (12-6), 25-17, 20-25, 26-24.

Kirsten Zemke and Kristy LaRue had 11 kills each to lead the Mustangs. Katie Vondra (8 digs) tallied seven kills, Conrad (5 kills, 7 digs, 5 aces) dished out 17 assists, Ciancio had 16 assists and Jess Faber added nine digs.

“It was a tough match,” Kurth said.“After the first game we were sitting ok, but I tell the girls all the time teams come back with a vengeance in the second set, so we have to be prepared. I’m proud of them, they did well.”

The combination of Zemke and Conrad in the front row seemed to be potent for the Mustangs’ attack.

“We really like moving around,” Zemke said. “This year me and Danielle are really working on our connection. I think it’s coming along really well.”

The Mustangs (8-5) have losses that include state powers Benet, Mother McAuley and Prairie Ridge. They also lost to a strong conference foe in Hinsdale South.

“I think we are doing really well, definitely better than last season,” Conrad added. “The sophomores have improved a lot and they keep improving. Edwards guides Trojans past Mustangs

A kid named Edwards is under center and Downers Grove North is winning football games.

If that sounds familiar, it’s because it has happened before.

Sophomore Dave Edwards is in just his second season playing quarterback, but already he is adding to his extended family’s illustrious name.

Edwards rushed 25 times for 147 yards and a touchdown and passed for another score Friday night as the host Trojans (4-1) beat cross-town rival Downers Grove South 27-20 at Carstens Field.

“It feels great, especially for our seniors,” Edwards said. “We played extremely hard, so this feels great.”

Edwards is the cousin of former Downers North greats Tom and Garrett Edwards. Tom quarterbacked the Trojans to the Class 7A state semifinals in 2003 and the following year Garrett led them to the Class 8A state championship, the first in school history. Garrett, who later played in the Rose Bowl as a safety at Illinois, was at the helm the last time North beat South, back in 2005. “[They told me] just run hard and try not to turn the ball over,” Edwards said.

The 6-6 ½, 210-pound Edwards is much taller than most option quarterbacks, but it didn’t stop him from becoming the first sophomore to start at quarterback for North since Brian Pindar in 1985. His three-yard touchdown run with 8:16 left in the third quarter put the Trojans ahead 13-0 and he ably directed

North’s offense to 383 total yards, including 317 on the ground.

Kyle Leto rushed 10 times for 95 yards, including a 45-yard touchdown run two plays after Mike Zebold’s 11-yard run pulled Downers South (1-4) to within 13-7. Brandon Salter added 71 yards on 11 carries, highlighted by a nine-yard scoring run that opened the scoring late in the first quarter.

“Dave is playing real well,” Downers North coach John Wander said. “He made a couple mistakes tonight, but he also made some great plays.”

One of the latter came with 10:49 to go in the fourth quarter when he hit Richard Olekanma in stride for a 16-yard TD pass to extend the Trojans’ lead to 27-7.

Edwards completed 4 of 8 passes for 66 yards, all to Olekanma.

“I learn on the job,” said Edwards, who was a right guard and defensive end in junior high. “It’s a great experience. I love all these guys. They’re great teammates. They all support me, especially in practice and in crunch time. If I turn the ball over they’re extremely supportive.”

One of those turnovers came with 4:04 left when he was stripped from behind by South’s Javon Turner at the Mustang 2 following a 48-yard run. The Mustangs recovered the ball in the end zone, then drove 80 yards to pull within 27-20 when Zebold tossed a 31-yard touchdown pass to Turner with 2:05 remaining.

But the Trojans recovered the onside kick and ran out the clock to move to within one game of equaling their combined win total from the last three seasons, when they posted a 5-22 mark.

“Players turn it around,”

Wander said.“Our junior class is a blessed class and we’ve got three sophomores that are playing for us and our seniors have brought great leadership and that’s what’s got it back.”

“It started in the off-season,” Edwards said. “We worked extremely hard in the off-season and our attention to detail has improved a lot. Me, I’m just trying to be a leader and do the best I can and not turn the ball over.

Our offensive line did a great job tonight, so it was a fun night.”

Zebold completed 16 of 24 passes for 174 yards and two touchdowns, but for the second straight week the Mustangs had to play without key starters in the first half due to disciplinary reasons.The result was a paltry 30 yards of offense before halftime.

Downers South now must win all of its remaining games in order to avoid its first losing season since 1983. The Mustangs have missed the playoffs only once in John Belskis’ 24 years as head coach.

Ryder Cup hits Chicagoland

For the first time in its history, the Ryder Cup is headed to Illinois.

GOLF The 39th edition of the Ryder Cup, which features the top players from the United States against the top players from Europe, takes place this week, with the opening round beginning Friday at Medinah Country Club in Medinah.

Nine of the top 10 players in the world will be competing on golf’s biggest stage.

The United States holds a 2511 advantage with two ties, but many of those wins came just against Great Britain. Since the change to the whole continent of Europe, the Europeans have

an 8-7 advantage and have won six of eight.

However, the U.S. won the past time at home in 2008 in Louisville.

It will kick off Friday at 7:20 a.m., with the first foursomes match of the day. There will be four foursome matches both Friday and Saturday morning beginning at 7:20 with tee times spaced by 15 minutes. The lineups were unknown at press time.

Foursome matches are comprised of teams of two competing against each other, hole by hole, where the players take alternate shots.

The other members include the top two players in the world in Rory McIlroy (1-1-2 in Ryder Cup) and Luke Donald (8-2-1), as well as Sergio Garcia (14-64), Peter Hanson (1-2), Martin Kaymer (2-1-1), Paul Lawrie (31-1), Graeme McDowell (4-2-2), Francesco Molinari (0-2-1), Ian Poulter (8-3), Justin Rose (3-1) and Lee Westwood (16-11-6).

Meanwhile, the U.S. players don’t have nearly as much success. In fact, it has four newcomers and none of the veterans have a winning record in the Ryder Cup. The U.S. team features newcomers Keegan Bradley, Jason Dufner, Webb Simpson and Brandt Snedeker, as well as returners Jim Furyk (8-154), Dustin Johnson (1-3), Zach Johnson (3-3-1), Matt Kuchar (1-1-2), Phil Mickelson (11-176), Steve Stricker (3-3-1), Bubba

Watson (1-3) and Tiger Woods (13-14-2).

A bit of positive news for the Americans is that Woods twice won the PGA Championship at Medinah (1999, 2006).

Mickelson is making his ninth appearance in the Ryder Cup, while Furyk is making his eight trip to the Ryder Cup for the U.S., while Westwood is competing for the eighth time for Europe.

In 2010 the Europeans won at home 14.5-13.5 to take back the

cup from the Americans. That means the Americans will need 14.5 points to take back the cup this weekend, while Europe will just need half the points (14) to retain the cup.

Opening festivities take place on Thursday at 4 p.m. at closing ceremonies are scheduled for around 5:30 p.m. Sunday.

The Golf Channel and NBC are expected to have more than 60 hours of total coverage during the week.

Yes, there are people who seem “naturally” talented at dealing with others. If you had parents who had great interpersonal skills,

they modeled and taught you people skills.

Most of us, unfortunately, learned to deal with people from family members who use conflict techniques like pouting, yelling or getting even.

We rarely learned how to be assertive or ask for what we want in a way that makes others want to help us.

If you wanted to speak a language, you’d find someone to teach you. You could also read books, but you would know you need to practice with a live human. Like a foreign language, the skills you need can be learned from psychotherapists and executive coaches. You can also take classes.
