Village recognized for environmental sustainability Awards recognize the village’s efforts to improve the environment and lessen impacts The village of Woodridge was recently recognized with two awards for its sustainability efforts.

The awards were presented Oct. 22 at the Link and Leverage Forum hosted by Moraine Valley Community College. Woodridge received a Silver Award from the Clean Air Counts program and a Certificate of Sustainability Efforts.

Both awards were presented by the Metropolitan Mayor’s Caucus,

an organization comprised of municipalities in the Chicago region.

The awards recognize the village’s efforts to improve the environment and lessen impacts on the environment, which include requiring green supplies in its janitorial contract, replacing lights with more efficient fixtures, using low VOC paints, working to make the village hall’s HVAC system more energy efficient,

earning Tree City USA status, and implementing its curbside recycling program.

“The village continues to strive to make our operations more sustainable, efficient and kinder to the environment,” Woodridge Mayor Gina Cunningham said in a release. “We are very gracious for this award, and thank the Metropolitan Mayors Caucus for recognizing the efforts that our officials and staff take to provide our residents with services in a responsible way.”

Westmont students give peace a chance Lions Club announces finalists in Peace Poster Contest

The Westmont Lions Club recognized the three finalists in its Peace Poster Contest during the Oct. 28 Westmont Village Board meeting.

The contest asked students in middle school and junior high to submit a poster entry using the theme “Share Peace.”

The three finalists included a dove-themed poster from students at Westmont Hills Middle School, an elephant-themed poster from students at Holy Trinity School, and poster from Westmont Jr. High students that features different hands holding the Earth. The first place winner for the Westmont entries will be selected at the Lions Club Nov. 3 meeting, and that entry will take part in the regional competition. Winners of the regional competition will move on to the state competition, where they will have the opportunity to move onto the international competition.

“The entries were phenomenal,” Westmont Lions Club member Jim Addington said. “We had a difficult time choosing the winners.”

The event included a conversation about the Greenest Region Compact, a new template sustainability plan to broaden the reach of the successful Clean Air Counts program. The event hosted by the Metropolitan Mayors Caucus and the South Metropolitan Higher Education Collaborative brought together about 100 leaders from local government, colleges, businesses and nonprofit groups.

The Westmont Police Department recently named detective Nick Glynn the new school resource officer for the community.

Police Chief Tom Mulhearn introduced Glynn to the community during the Oct. 29 Westmont Village Board meeting, and thanked the department’s previous school resource officer Mike Weibler.

“We’re sure SRO Glynn will continue the very positive relationship we have with our area schools,” Mulhearn said.

Westmont Jr. High School assistant principal Amy Quattrone said Glynn has been well received by students in the time he’s spent at the school so far this year.

“In such a short time, Nick has ingratiated himself into our school culture, and is already a successful mentor, confidante, and role model to many of our students,” she said.

Quattrone added that she has also received positive feedback from parents in Community Unit School District 201.

“After speaking to several

parents at Parent/Teacher Conferences, it was wonderful to hear such positive remarks about Detective Nick’s impact on the students of CUSD 201,” she said.

Glynn has been with the Westmont Police Department for 14 years. During that time, he has served in the patrol division as a bike, juvenile and gang officer. Glynn has also served as the firearms instructor and a member of the FIAT SWAT Task Force for eight years. He has received certification for 40 hours of juvenile officer training as well as other juvenile related classes.

Glynn thanked CUSD 201 for the warm welcome he received during the first few months of the new school year.

“My goal is to provide a safe learning environment for the kids and staff,” Glynn said. “Here in the first few months, my first priority has been to develop positive relationships with the staff and students. Students meet with me before and after school, as well as lunchtime, to discuss school work, grades, missing assignments and life issues.

“We set goals together and once they are achieved we celebrate their success.”

In the next year, parents can expect SRO presentations ranging from drivers’ education, stranger danger, Internet safety, bullying, cyber-bullying and runhide-fight survival strategies.

Metra’s proposed fare increase would generate $6.5 million in revenue

Proposal would raise cost of oneway tickets, 10-ride tickets and monthly passes

Metra is looking into a proposal to raise the cost of one-way tickets, 10-ride tickets and monthly passes.

As previously reported by the Bugle, the commuter transit agency’s budget proposal for 2016 calls for a 25 cent increase for one-

way tickets, a $1.75 increase for 10ride tickets and a $2.50 increase for monthly passes. For riders eligible for reduced fares, the price of a 10ride ticket will increase by 75 cents, while the cost of monthly passes will increase by $1.25.

The increase would generate an extra $6.5 million in revenue, according to Metra. About $3.3 million of that would go toward funding the implementation of the Positive Train Control system, while the rest would go toward funding Metra’s capital projects.

In the fall of 2014, Metra announced that it intended to regularly raise fares for the next 10 years to help fund its capital programs. Originally, the agency planned a 5 percent increase

for 2016. But Metra wound up cutting a total of $5.7 million from its budget by addressing a series of “inefficiencies” that included eliminating six management positions and reducing legal costs and outside contracting. Metra is also benefiting from a decrease in fuel prices, which will allow the agency to save $19.4 million.

However, Metra expects to see ridership decline by $2.4 million due to lower fuel prices, according to the budget document. Employee costs will rise due to existing union contracts, and costs of materials and utilities are also expected to increase due to factors outside Metra’s control.

Even with the increase, the budget document states that fares would still be cheaper than what similarly sized commuter rail agencies charge. The document compares Metra to Massachusetts Bay Transportation Authority, New Jersey Transit, Southeastern Pennsylvania Transportation Authority and transit agencies that serve the New York City area.

Metra’s fare system is zone-based, with fares changing depending on the distance between destinations.

For all commuters within the Bugle’s coverage area, the increased cost of a monthly pass to travel from the suburbs to downtown Chicago would add up to about $30 more a year.

The 2016 budget also laid out how the money would be spent. It stated

Khan has been detained in federal custody since he was arrested Oct. 4, 2014, at O’Hare International Airport by members of the Chicago Joint Terrorism Task Force.

According to the plea agreement, Khan began using the Internet no

later than February 2014 to obtain introductions to ISIL members in Syria and assistance with traveling there to join the terrorist group.

The plea agreement states that Khan spoke with ISIL members to coordinate the logistics of his admission into ISIL-controlled territory. Khan admitted in the plea agreement that he knew ISIL had been designated by the U.S. as a foreign terrorist organization.

In October, we celebrated National Disability Employment Awareness Month, a time for us to learn about the many and varied contributions of workers with special voices with Daniel disabilities; a Smrokowski time to focus on an individual’s abilities and gifts; and a time when we educate our communities about how companies should see us as individuals who bring our individual skills and gifts to the workplace.

Take for example, one of my employers — this newspaper. In January 2014, the Bugle hired me as both a freelance reporter and a columnist. They recognized my skills as a journalist and didn’t see my disabilities as a barrier. This is one of many recent companies who are acknowledging how those of us with special needs can contribute to the workplace.

This year marks the 70th anniversary

since the first observance of the National Disability Employment Awareness Month in 1945. The theme for this year is “My Disability is One Part of Who I Am,” according to the U.S. Department of Labor’s Office of Disability Employment Policy. In celebration of this year’s theme, it’s vital that employers recognize that our disabilities are just one part of who we are. Employers need to learn about the various skills and gifts that we can offer the workforce.

Earlier this year, I had the opportunity to go on a job interview at a local video retail store. I was able to get this job interview because of being a client at the Helping Hand Center, a local agency that benefits children and adults with disabilities. After I received a phone call from the store’s manager, I called the community job placement coordinator at the Helping Hand Center. An hour before the job interview, we met at a nearby cafe to practice some mock interview questions.

This past summer, “The Shriver Report Snapshot: Insight Into Intellectual Disabilities in the 21st Century” reported that only 56 percent of Americans personally know someone with an intellectual disability, while 42 percent of Americans have no personal contact with a person with an intellectual disability. It was

in partnership that The Shriver Report and Special Olympics launched a new challenge called “PLAY - Let’s Change The Game.” Its mission is to encourage all people to play, learn, accept and say “yes” together. The goal is to change the world to have common ground among people of all abilities.

Similar to the new Let’s Change The Game campaign, the Best Buddies organization has a campaign to hire people with special needs. “I’m In To Hire” is Best Buddies’ new campaign that promotes the business benefits of hiring people with intellectual and developmental disabilities, according to the campaign’s website. I’m In To Hire motivates employers to create a more inclusive workplace.

This campaign was founded by Best Buddies International and supported by the Institute for Corporate Productivity.

The I’m In To Hire campaign helps to unify the voices of employers and employees alike in support of hiring those of us with special needs. The campaign notes that 85 percent of people with developmental disabilities do not have a paid community job. The campaign aspires to change the world to see the value that we bring to the workforce.

Whether or not it’s for increased pension obligations forced upon us by Springfield, it’s the largest tax increase in the Village of Downers Grove in years.

And, we believe there are alternatives that will reduce or eliminate the burden on our residents without affecting the delivery of top quality municipal services.

It’s been said that budgets are statements of priorities and values.

Our residents face higher taxes, higher living costs and stagnated wages. More than one-third of the households in our community are recipients of Social Security, who will receive no cost of living increase in 2016. The average monthly Social Security check is under $1,300. For many, an 8 percent increase in village property taxes is enormous.

Budgeting is about managing competing interests. It is also about compromise and balance.

By reconsidering the following list of items, we believe there is a reasonable mix of cost reductions, which would allow the

village to hold the line on property taxes in 2016: $400,000 savings: postpone public works parking lot paving project; $100,000 savings: postpone the Ogden Avenue sidewalk activity outside of the TIF; $100,000 reduction in general fund balance; and $300,000 Savings; eliminate property tax transfer into storm water fund.

There is no doubt the parking lot needs paving and our long-term plan is to complete Ogden Avenue sidewalks.

But both of those issues are less than immediate needs and budgets often demand compromise.

A $100,000 reduction in general fund balance will not affect the safety and fiscal strength of the village and still allow us to maintain a reserve within our stated reserve policy. For years, part of the village policy/plan for managing Springfield uncertainty has been to

utilize general fund balances for short term reactions.

The large tax increase that is proposed for this year is in direct reaction to a change in the guidelines driving actuarial efforts with respect to pension systems. The 2016 pension fund increase is more than 50 percent larger than we’ve experienced in recent history. Yet, future contribution increases are anticipated at hundreds of thousands less.

Finally, we believe moving $300,000 of property taxes into the stormwater fund – when we have a stormwater utility – is simply wrong. These changes don’t cover all the possibilities. There may be additional cost reductions.

There may be additional non-property tax revenue opportunities. But making the above changes will get us past this structural pension adjustment without dramatically raising the burden on our residents.

Heading into week 7 of the IHSA football season, the Benet coaching staff thought the team could use another look on offense to mix things up.

So, they inserted a power package that teamed Alec McEachern and Charlie Weidenbach in the offensive backfield.

Little did they know then that a torrential downpour and puddles all over the turf at Benedictine University would force them to rely heavily on the north-south running game to earn a 21-14 victory over St. Charles North in the opening round of the IHSA Class 7A playoffs.

“We adjusted for the weather. We put that package in for Carmel,” said Benet coach Pat New. “After we played Nazareth, we felt we needed more variety, a little more punch so we put we in our AC package, which is pretty creative because it’s for Alec and Charlie. It has worked out pretty well for us. Those guys are two of the better players on our team, so it’s good to get the ball to your best players a lot.”

For the game, McEachern posted 37 carries for 197 yards and a pair of touchdowns for the Redwings.

Weidenbach scored the game’s first TD on a 13 yard pass from Jack Sznajder, which was set up by one of three Danny O’Malley interceptions.

After a three-and-out gave the ball right back to Benet, McEachern’s posted a 52-yard TD run to give Benet a fast 14-0 lead.

“There was a huge hole and I just ran right through it,” McEachern said. “The conditions were terrible and there are puddles all over the place and we knew we had to rely heavy on our run. Our O line blocked great. They were keying on the run and stacked everyone in the box and we still went through.

St. Charles North cut the lead in half in the second quarter and the score remained 14-7 until the fourth when McEachern plunged in from one-yard out.

The Northstars would score late, but had other chances in the fourth quarter, two of which were stopped

by O’Malley picks.

“He rolled out and I stayed with

my man and I made the plays,” O’Malley said. “Our D played really well today, we really came out ready. The weather played a factor because they are a passing team and couldn’t do much and we stopped the run.”

After two straight first-round losses, the win was big for the Benet program.

“This was huge for us,”

McEachern said. “Coach New emphasized all off season that there was no more one and done.

In 2012 we made the semifinals and then two first round losses that were tough with bad seeding. But, today, we had home field and we got it done today.”

New was happy the team earned the win.

“The last two years have been

tough, so I am happy for the guys,” he said. “We had two tough matchups, as we did today. In the playoffs, every round gets more exciting and that’s why I am happy for them because they get to see what happens in the next round.”

The No. 12 Redwings (8-2) are on the road next week at No. 5 CaryGrove (9-1). The game is set for 1 p.m. Saturday.

Plenty of locals headed to state cross country

The weather conditions Saturday were no walk in the park during the IHSA sectional cross country meets across the state, but that was fine, because walking was the last thing on their minds.

Local runners attacked the courses and braved the elements for a shot at advancing to the state finals next week at Detweiller Park in Peoria.

On the boys side, both Downers Grove North and South teams advanced as units, while for the girls, Downers Grove South and Benet teams will make the trip.

For the guys, one point separated the Downers Grove schools, as South placed fourth with 133 points and North was fifth with 134.

For South, it was the first time in 32 years that they advanced to state.

“This means a lot, South’s Jack LaLonde said. “I wanted to toe the line in Peoria with my teammates. I did it alone last year and it was great, but I wanted to have my best friends there with me.”

For South, LaLonde paced the team, finishing ninth in 15 minutes, 32 seconds.

“I started slow knowing the pack would come back to me at the end and that was what happened,” LaLonde said. “You could tell the whole race that everyone was feeling it. I was moving up and I thought I was going to be top five and I hit the creek and fell and my whole body was under water, but I got up and held my spot.”

Stephen Pipilas was 14th in 15:44, while Max O’Meara (23rd, 16:07), Joey Eteno (26th, 16:11) and Alan Zhou (61st, 16:46) also scored for South.

“I think it was a pretty good race,” Pipilas said. “The course

was slippery and it was cold and wet, but I think I had a pretty good race. I was able to kick at the end. I think mentally, the team was good. It would have been easy to lose it if you fell and tried to make it up and died at the end.”

Austin Rutkowski (75th, 17:06) and Eddie Siuda (79th, 17:20) also raced for South.

For the Trojans, Alec Danner led the way, coming in fourth in 15:16. He was followed by scorers Nick Chudzik (25th, 16:08), Jacob Ridderhoff (29th, 16:12), Ryan Birkmeier (34th, 16:16) and Matt Moravec (42nd, 16:25).

Sam McCool (53rd, 16:41) and Robert Prescott (69th, 16:54) also competed for North.

Individually, Benet’s Kelly Crombie advanced, placing 24th in 16:07.

On the girls side, Downers South placed fourth, paced

by Katie Stapleton, who was eighth in 18:25. Other scorers were Melissa Weidner (28th, 19:02), Michaela Hackbarth (30th, 19:12), Becky Versaskas (31st, 19:16) and Jill Boyle (34th, 19:21).

Natalie Olsen (40th, 19:40) and Emily Qualizza (53rd, 20:09) also raced.

Benet finished a place behind and also advanced.

The Redwings were led by a pair of runners in the top 10 in Clare McCabe (5th, 18:19) and Mae Tully (9th, 18:27) “It was wet and cold, but I knew it was like that for everyone, so I had to keep pushing,” McCabe said. “The creek slowed me because I fell the first time.”

Tully said she enjoyed the elements.

“It was really tough, but it was kind of fun running in the rain,” she said. “I tried to stay with Clare because she is an experienced runner.”

Isabel Anderson (27th, 18:58), Rachel Strons (50th, 19:57) and

Amanda DeSitter (51st, 20:02) added to the scoring, while Mary Kate Healy (68th, 20:35) and Jessica Jugovich (76th, 20:45) competed.

For Downers Grove North, Emma Moravec was the final individual to advance, placing 21st in 18:51.

“It was really tough today with the rain and the creek and

everything, but overall, it was fun being able to race in the tough physical conditions,” Moravec said. “This really tests who are the tough runners and this is what cross country is all about.”

•In Class 1A, Westmont was second in the Lisle Sectional.

No Sentinels scorer was older than a sophomore, as four

sophomores led the way. Halle Nash placed fourth in 20:33.

She was followed by Peyton Nash (18th, 20:06), Lisa Niemiec (20th, 22:08), Lily Arndt (23rd, 22:12) and freshman Frankie Fabry (31st, 22:48).

Senior Brittany Eiermann (38th, 23:04) and sophomore Hannah Abbatacola (39th, 23:06) also raced.

DGS overcomes red cards to advance to sectional final

In a game that saw a two-goal lead disappear and more cards than a blackjack table, Downers Grove South rallied back for a 4-2 win in the Morton Sectional opener over Reavis.

The Mustangs took what appeared to be a commanding 2-0 lead on goals by Andrew Pierropoulos and Peter Carr, but Reavis never gave up and even with a reserve goal keeper, mounted a comeback.

DGS was ahead 2-0 and down a man because of a red card when South’s Nick Rohl committed a

hard foul on Reavis goalkeeper Derik Judka who was injured and never returned to the game.

“It is a judgment call.” said Downers Grove South coach Jon Stapleton. “Both guys were going for the ball. Kai Petersen did a similar thing (earlier in the game) and got a yellow card. Nick is one of the hardest working, nicest, most respectful kids I’ve ever coached.

There was no intent to hurt their keeper. Both kids were going for the ball in slippery, wet conditions and it was his judgment to give the red card and it is unfortunate.”

The Mustangs saw Reavis tally two goals within the final 15 minutes, 12 seconds of regulation to force overtime.

“We played a man down for a long time and got two shorthanded goals,” Stapleton said. “It really shows the character of these young men. The guys on the bench were focused. They were focused on what it took to get the win and a lot of credit and hats off to our kids.”

In the second part of overtime Peter Becht’s free kick deflecting off a defender and into the net with 6:18 to play to win the game.

Petersen would score again to put the game on ice.

“We talked before the overtime,” Petersen said. “We knew we couldn’t focus on the cards and what would feel good in the moment, we needed to stay focused on what was ahead of us.”

There was a red card handed to Becht after the final goal of the game for excessive celebration.

“I think tonight we equaled the number of cards we had all season,” Stapleton said. “And that’s not right. But I don’t want the game to be about that. We made a sectional final for the first time in seven years.”

Playing without the help of their two suspended players because of red cards, the Mustangs (15-5-3) then lost in the sectional final 1-0 in penalty kicks to host Morton.

At another of my recent employers, my supervisors and coworkers had a positive experience. Some of those who I worked with had experience working with those of us with special needs. At the same time, some may not have had the best understanding of the gifts that we bring to the workplace.

A few months ago, a coworker approached me and shared how they felt sorry that my friends and I had special needs. In an effort not to judge this coworker, the person might not yet have a good understanding of how to work with someone who has special needs. In another incident, this same coworker had spoken up for me when some other coworkers were seen making fun of me because I had special needs. This worker had recognized this unfair treatment of me and approached our supervisor. Perhaps by having me in this workplace, I touched this coworker’s heart and opened their mind.

Companies should hire those of us with special needs not just for charity but because it’s the right decision. We are individuals who each bring our individual gifts and skills to the workplace.

metra | from page 3 that, ideally, Metra would need to spend $11.7 billion over the next 10 years to ensure the entire system is in good condition. Of that, $6.1 billion would go toward covering projects that have been put off due to a lack of funding, with $500 million budgeted for 2016 alone.

But because Metra’s funding is nowhere near that level, Metra is only planning to spend $185.7 million in the upcoming year.

While most of that would come from regional, state and federal grants, $15.6 million would come from Metra revenues. According to a press release from Metra, the fare increase would cover $3.2 million of that amount.

Most of the proposed projects are system-wide and designed to maintain or improve the existing infrastructure. Among other things, Metra would

spend $200,000 to install more heaters at railroad switches at major intersections in order to prevent switch freezes that can disrupt service during winter months; $5 million would be spent to improve safety features in railcars; $15 million would go toward purchasing new train cars; and $22.3 million would go to rehabilitating existing train cars.

Another $7.6 million would be used to improve grade crossing and repair bridges along the Rock Island District Line, which serves Joliet; the Milwaukee District North Line, which serves Morton Grove; the BNSF line, which serves Downers Grove and Westmont; and the Milwaukee District West and Metra Electric lines. Metra would also spend $749,000 to test the new heated platform technology. According to the document, this could make snow removal easier.

The budget notes that Metra has been using the state of Illinois’ bond program to help fund capital projects – something it plans to continue using in the future.

However, that is contingent upon the state passing a budget.

Because of the ongoing stalemate, many projects originally slated for 2015 have been suspended. In the Bugle coverage area, this includes construction of a new station in Romeoville, along with some smaller projects.

According to a Metra press release, the agency is expecting 2015 and 2016 funds from the state to become available in the future. If that doesn’t happen, however, the agency said the fare increase for 2017 would be larger than originally planned. The Metra Board of Directors will vote on whether to approve the 2016 budget Nov. 11.
