Tentative Budget Approved District 99 anticipates 3.4 percent revenue growth for 2015-16 school year

The District 99 Board of Education approved a tentative budget for the 2015-16 school year at its Aug. 17 meeting, which will allow the required 30 public display period to occur before a scheduled public hearing for the budget Sept. 21.

The board is required to approve a final budget no later than the end of September.

In Mark Staehlin’s report to the board, the district’s controller pointed out that the tentative budget was developed without any clear message from the state of Illinois as to what level of support they will provide the district. The state has yet to pass a budget for 2015-16.

district will continue to try to add stability by strengthening revenues and reducing expenditures where it makes sense, as they brace for more potential negative fallout from the state.

“One positive thing with this budget is that is it balanced,” Staehlin told the board at the meeting.

The district anticipates a 3.4 percent growth in revenue in 201516 and increases in expenditures in the areas of staff salaries and medical benefits. Expenditures for all funds are projected at $82.8 million, which is a less than a 1 percent increase over last year’s total of $82.5 million. Anticipated revenue is $85.8 million, which reflects a 3.4 percent increase over last year.

Property taxes, which account for the district’s largest source of revenue, are projected at a 2.2 percent increase. Additional revenue sources include a new 1:1 Technology Device Fee for students added to support the new Chromebook device program implemented this year, as well as an increase of 15 cents for a Type A lunch for students.

The tentative budget will be on display at the district’s Administrative Center, as well as on its website, www.csd99.org.

EAGLES Nest rocks with heart & sole Rock n’ Roll dance program held Aug. 10

Participants in SEASPAR’s Enhancing Adult Growth through Lifestyle Education and Service, or EAGLES Nest, enjoyed a rock n’ roll dance program featuring hit songs of the 1950’s Aug.10 at the Darien Park District Sportsplex.

For a sixth year, Darlene Galgan, owner/director of the Glen Ellynbased Heart & Sole Fitness, Inc. has combined participants from her senior-based dance/exercise program with EAGLES’ NEST participants for an afternoon of fun.

EAGLES is a SEASPAR program which accommodates young adults with developmental disabilities as they transition into adult life within the community.

One EAGLES member, Emily Lundvall, often joins her mom, Kathy, working out with weights, treadmills and swimming. When Emily finds free time in her busy schedule, she also enjoys sharing time with mom at Galgan’s Heart & Sole Dance class, which is held at Good Samaritan Health and Wellness Center in Downers Grove.

Galgan’s class consists of easyto-follow and fun choreographed dance routines that are easily tailored to one’s needs. While the program does focus on seniors, she welcomes all ages.

She began her volunteering efforts at the EAGLES’ Nest six years ago, when Emily and Kathy approached her.

“Emily thought it would be nice to introduce her fellow EAGLES to this form of exercise,” said Galgan, who quickly agreed.

This year Galgan brought with her seven volunteers, including Virginia Gary, who is 95 and a World War II veteran who attended the Honor Flight in 2011. Galgan runs the program just like Heart & Sole Dance. Focusing on safety and modifications in exercise for those in need, she first demonstrates things the group can do to music and how music motivates exercise.

Galgan then invites the EAGLES to join in the fun.

“Over the years, the EAGLES participants have become very familiar with our volunteers, bringing an added enjoyment to this annual event,” she said.

Galgan usually switches themes, but since last year was such a big hit, she repeated the same program this year.

“The favorite dance with this group is ‘The Stroll,’ said Galgan, adding, “This dance lets them to create their own moves, which allows their uniqueness to shine through.”

EAGLES coordinator, Dawn Krawiec is excited when Galgan

calls, as this annual activity has become a favorite for the EAGLES’ participants.

“Our members look forward to Darlene bringing her songs and dance each year, often asking when she is coming,” she said.

Kathy Lundvall enjoys her involvement with her daughter’s group. “I thought our group would be a good example; we have our limitations, but we keep going. It’s a nice outreach to the community.”

EAGLES stands for Enhancing Adult Growth through Lifestyle Education and Service and serves adults with developmental disabilities. The program currently runs Monday through Friday from

9 a.m. – 3 p.m. Each day the group works on life skills, making healthy choices, being as independent as possible, positive interactions with peers and enjoys many recreational outings and opportunities.

SEASPAR provides year-round recreation services for individuals with disabilities and is an extension of the park districts of Clarendon Hills, Darien, Downers Grove, LaGrange, LaGrange Park, Lisle, Westmont, and Woodridge, and the villages of Brookfield, Indian Head Park and Western Springs.

Village park district looks to fill board vacancy Open seat expires April 2017

The Downers Grove Park Board announced that it is now accepting letters of interest and resumes from residents for a vacant seat on the Board of Park Commissioners.

The vacancy will be created upon the formal resignation of Commissioner Damienne Souter, who is resigning to pursue a higher-education degree.

According to the Illinois Park District Code, a candidate must be a registered voter who has resided within the park district’s boundaries for at least one year prior to appointment. Candidates

are asked to submit a letter of interest describing why they are interested in serving on the park board, along with a resume on or before Sept. 8 at noon.

Information can be mailed to the Park District Administrative Office – 2455 Warrenville Road, Downers Grove, IL 60515 – or emailed to dbender@dgparks.org.

The candidate selected to fill Souter’s vacant seat will be selected by the current board members and will serve the remainder of the term, which expires April 2017. At that time, the position will stand for election as a full four year term.

Former employee of Westmont business gets 11 years for felony theft, jumping bail Bensenville man apprehended after 7 years on the run A Bensenville man was sentenced to 11 years in prison, after being apprehended while on the run for a felony theft charge that dated back to 2008.

The DuPage County State’s Attorney’s Office announced last week that Santhosh Thomas, 51, formerly of Bensenville, was sentenced to eight years in the Illinois Department of Corrections for stealing more than $500,000 from his former employer, Westmont-based Collaborative Learning, Inc. On Jan. 7, 2008, Thomas entered a plea of guilty to one count of Theft in Excess of $100,000, a Class 1 Felony.

Following his guilty plea, Thomas failed to appear in court

as scheduled on June 23, 2008.

That same day, a no-bond arrest warrant was issued for Thomas.

He has been on the run since that time.

In April 2015, Thomas was apprehended near Houston, Texas, and was brought to the DuPage County Jail on April 27.

Thomas was also sentenced to a consecutive three-year sentence for jumping bail, resulting in an 11-year sentence he received last week. Additionally, Thomas was ordered to pay full restitution to Collaborative Learning, Inc. The sentencing is the result of allegations that from March 2006 through January 2007, Thomas, the former Chief Financial Officer at Collaborative Learning, Inc. stole $513,765 through a number of schemes including withdrawing money without authorization from Collaborative Learning’s bank account and writing checks payable to himself

and others without authorization.

Thomas and employees working at his direction then falsified the Quickbooks records to hide the theft from his employer. In addition, Thomas also received unauthorized pay and made unauthorized purchases with the company’s credit card. The theft was uncovered by company officials who immediately contacted the Westmont Police Department.

“Thanks to the perseverance of law enforcement, Mr. Thomas’ illegal activities have finally caught up with him,” DuPage County State’s Attorney Robert Berlin said.

“You cannot outrun the law. You will be caught and you will serve your sentence.”

Thomas must serve 50 percent of his sentence before being eligible for parole.

In the Huffington Post TV personality KatieCouric,aformerF.D.A.commissioner and the founder of a disease advocacy group claimed the legislation “does not reduce safety standards.” They talk about “genetic analysis” and “newly discovered biomarkers,” to evaluate new drugs, but don’t mention products could be marketed without clinical trials.

As our standards for drugs and devices take a U-turn, the death of Dr. Frances Kelsey who died in early August at age 101 should remind us what happens when marketing trumps safety. Kelsey was the F.D.A. official who kept the drug thalidomide off the U.S. market because of safety concerns.

No one wants another thalidomide scandal, but what are we willing to risk to sell drugs and devices faster perhaps without sufficient testing?

heading into the 2015 football season, the goal for the downers Grove North football team is easy – get back to the playoffs.

“We want to get back to the playoffs,” said head coach John Wander. “The work ethic of the team has been good. They are ready.”

The Trojans return the entire offensive line from last season and bring back running back Connor olson.

“The offensive line is a small group, but they can get the job done,” Wander said.

At 5-feet, 7-inches tall, olson stays low to the ground and shifts past defenders. “he is tiny, but he is shifty and can get through the holes,” Wander said. “offensively, I like where we are going. defensively, we have to step up. We have been injured and had some guys out at the scrimmage.” dalton baran will pace the defense from his linebacker position, while Spencer Carr is moving from offense to the defensive backfield.

“Lockport should be better than last year and proviso east has been down lately, but we will see,” Wander said.

After proviso east, the Trojans get into league play when they travel to hinsdale Central before returning home to play Glenbard West. downers Grove North then hits the road for a game at oak parkRiver Forest on Sept. 25.

The Trojans open october with homecoming as they host Lyons Township on oct. 2. They then travel across town to face district rival downers Grove South oct. 9.

The final two games of the regular season have North hosting york on oct. 16 and at proviso West oct. 23.

benet is coming off a season where it posted a 6-4 record and advanced into the Class 8A playoffs despite playing in the tough east Suburban Catholic Conference.

The Redwings though graduated tailback brad Sznajder, who posted a school-record 1,583 yards and 14 rushing touchdowns (15 total). brad’s brother, Jack, however will return to pilot the benet offense at quarterback.

The junior posted 1,234 yards and six passing touchdowns as a sophomore a year ago.

Sznajder’s main target this season will be senior wide receiver Karl Schmidt.

Junior Marty dosen will take over the duties at running back

this season, while senior offensive tackle Jack Stephens and senior center brendan brackin will block up front. defensively senior linebacker Charlie Weidenbach and junior defensive back Alec Mceachern return to the team, while senior linebacker Jeff Marek and junior defensive back eric Jones will look to make an impact this season.

“We are very athletic and fast on defense with some playmakers on offense,” said benet Academy head coach pat New. “having a returning starter at quarterback will hopefully pay dividends. Westmont came close to becoming playoff eligible last year with a 4-5 record.

This year the Sentinels hope to clear that hurdle with some key pieces coming back.

They return senior quarterback Kyle domin, who will chuck the ball around in coach otto Zeman’s spread offense. one of his main targets will be fellow senior dimitrios Latsonas, who doubles as a defensive back and also is the team’s kicker.

Anthony Griffiths and Sam Soltwisch are seniors anchoring both lines, while Colton baine is a fellow senior on the offensive line and plays linebacker on defense.

Junior Manny harper is expected to take over at running back this year and also see time at linebacker.

Fellow junior Marquis Thomas is expected to play wideout and defensive back, while sophomore Kyle Casper will double as receiver and defensive end.

Sophomore Tanner plowman is expected to contribute on both sides of the line of scrimmage.

They will look to get off to a strong start with 4-5 Chicago Christian and 7-3 ottawa Marquette to open the season. both of those opponents have a smaller enrollment, unlike the Interstate-8 Large division foes (Manteno, 10-2) and Sandwich (18), who they will face at the end of the year. Their conference season

Its schedule will again not be easy as the Lions face three Interstate-8 Large division schools in the nonconference, as well as 6-4 Aurora Central Catholic. peotone (3-6), Coal City (10-3) and plano (6-4) wrap up the difficult nonconference schedule, with their opening game at home against peotone at 7:15 p.m. August 28. opening up the conference season at perennial power Wilmington is no easy task, either.

“The nonconferance schedule is as important as the conference schedule because you need to get six wins to qualify for the IhSA state playoffs,” Lisle coach paul parpet said.

The Lions return quarterback Alec VanVolkenburg, wingback Mark McGrath, lineman Alex Lange and linebacker/fullback Grant haen, who are expected leaders this year.

They are joined by newcomers Jeff Marach on the offensive line, Josh Jamison at defensive back and Mike Metoyer, who was injured all of last year. “our team goal is to improve at being consistent in all three phases of the game in order to have an opportunity for success on Friday night,” parpet said.

Some high school football teams use the nonconference games as a tune-up for a run through their own league play.

That won’t be the case for downers Grove South.

The Mustangs open the season at home Aug. 28 against Class 8A runner-up homewood-Flossmoor, who is most experts’ favorite to win the title this season after returning a host of players from last year’s team.

“We have a really tough game

week one, but this is high school football and we will be prepared and we are excited,” said dGS coach Mark Molinari. “We get them at home so we will be ready. our kids work hard and we will give it our best shot.

“They are very skilled and they were probably a minute away from being state champs, but if you want to be the best, you have to beat the best and we are excited about playing them. We will know exactly where we are. We will put our best foot forward and if it is good enough, we will come out on top, if not we will know where we are and we can fix it and move

Junior tight end Charley LaCivita is replacing his brother, Joeseph, who was a two-year starter for South.

“We are happy with where our offense is at,” Molinari said. “defensively, we have to replace quite a few guys, so there are a lot of guys getting opportunities and we have moved some guys who played offense last year to defense. We have some work to do and some kids that need to prove they can play varsity football.”

overall, the Mustangs feel like they can compete this season in the West Suburban Conference Gold division.

“We feel like we have some kids who can play, they just need some reps and experience,” Molinari said. “We will have some growing pains along the way, but we will see where we are in week nine and hope it’s good enough to make the playoffs and make a deep run.”

That experience will start with h-F week one in downers Grove.

The Mustangs will then go on the road to hinsdale Central and host hinsdale South to open conference play.
