Downers Grove Library to discuss strategic planning, director search Current Director Rick Ashton will retire March 31 The Downers Grove Public Library Board of trustees and the Downers Grove Public Library Foundation will have an active schedule of meetings in January.

In addition to its usual monthly business meetings, the library will hold special meetings relating to the search for the next library director. Current Director Rick Ashton will retire March 31.

The library board hired executive search firm Bradbury Associates to provide professional assistance during the hiring process.

The Kansas City-based firm specializes in the library field and managed the 2011 search that

brought Ashton to Downers Grove.

All meetings will be open to the public. Two meetings related to the search are scheduled for Jan. 19. The Downers Grove Public Library Foundation will meet at 5:30 p.m. to discuss its expectations for the next director. At 6:45 p.m., the library board will meet with Bradbury Associates to discuss the search process and strategy, as well as its expectations for the next director. On Jan. 20, the library board will hold a public forum at 7 p.m. to gage community input on the director search.

Additionally, the library board scheduled a special meeting Jan. 13 at 7 p.m. to brainstorm the strategic direction of the library.

The regular meetings of the foundation board and library board are scheduled for Jan. 27 at 6:30 p.m. and 7:30 p.m., respectively.

Donate winter clothing Coat drive is organized by the VOICE Committee The village of Downers Grove will be collecting clean, gently used coats and winter accessories through Jan. 15.

Drop boxes are located in the lobbies of village hall, 801

Burlington Ave.; the police station, 825 Burlington Ave.; and public works, 5101 Walnut Ave. All items collected will be donated to Sharing Connections to help area residents in need.

The coat drive is organized by the VOICE Committee, a volunteer group of village employees who support humanitarian efforts in the organization and the Downers Grove community.

Downers Grove recycling residents’ holiday lights

Acceptable items are mini-lights, C7 lights, C9 lights, rope lights, LED lights Don’t throw away your tangled, frayed or burned-out Christmas lights this year. The village of Downers Grove is recycling Christmas tree lights and extension cords.

Through Feb. 12, receptacles will be available at the public works facility, 5101 Walnut Ave.; village hall, 801 Burlington Ave.; and the police station, 825 Burlington Ave. Items may be dropped off during business hours – Monday through Friday, 8 a.m. to 5 p.m.

What to know about new, amended laws in 2016 any Illinoisans learned last week that 90 percent of pumpkins grown in the country are produced right here in the Land of Lincoln. To recognize that feat, the Illinois General Assembly passed legislation making pumpkin pie the official pie of Illinois.

When they weren’t busy playing tug of war with the state budget or considering “official” dessert candidates, legislators found time to pass many new or amended pieces of legislation that will affect workers, the terminally ill and students, to name a few. Of the 237 new laws that went into effect Jan. 1, several stand out because of the impact they will have on Illinois residents.

To help readers digest this full slate of new rules, we’ve narrowed down the list into eight areas that will experience the most change in 2016.

The Equal Pay Act will now apply to all employers, not only those with four or more employees. House Bill 3429 (PA 99-0182) states that any violation of the Equal Pay Act will subject employers to a civil penalties, and sets different penalty structures for employees with fewer than four employees and those with four or more employees.

Committing public policy violations will subject the employer to a civil penalty not to exceed $5,000.

Some pro-business reforms passed by the General Assembly include: Senate Bill 1672 (PA 99-0463), which

allows businesses to file and receive a permit directly from the state and bypass the federal government; House Bill 3887, which requires state agencies to examine rules, administrative regulations and permitting processes that pertain to small businesses in order to identify those that are unreasonable, unduly burdensome, duplicative or onerous to small businesses; and Senate Bill 659 (PA 99-0134, which requires the Department of Financial and Professional Regulation to create In addition to any other penalty provided by law, the new legislation states that a person who is convicted shall be subject to a fine of $250 and ordered to perform community service for a minimum of 100 hours.

Senate Bill 125 (PA 990311) prohibits dog or cat owners from exposing the animal to a life-threatening situation brought on by a prolonged period of time in

Additionally, Senate Bill 38 (PA 990017) amends the state’s minimum wage law to allow a collective bargaining unit to negotiate and contractually exempt themselves from the hourly wage requirements imposed by the act.

Additionally, House Bill 4029 (PA 99-0310) requires animal control facilities to check for microchips and other ID means to determine an owner.

If an owner is identified, the facility must contact via mail at least seven business days before transfer, foster home or euthanasia. The facility is also required to check a second time for microchip and double check the original information obtained for accuracy.

Beginning Jan. 1, Illinois became one of several “Right to Try” states. House Bill 1335 (PA 99-0270) gives terminallyill patients access to medical treatments that have not yet been approved for use by the general public. These include clinical-trial, experimental medical treatments and medications.

Senate Bill 986 (PA 99-0267) requires child-care employees at any childcare facility that cares for children ages 6 and younger to provide proof of two doses of the measles mumps and rubella vaccine or provide proof of immunity.

The legislation also requires child-care employees to show proof of having received the tetanus, diphtheria and pertussis vaccine.

House Bill 3930 (PA 99-0077) changes definition of “sexual orientation” in the hate crime statute, the institutional vandalism statute, and the statute concerning aggravating factors in sentencing to the definition used in the Illinois Human Rights Act. The law amends the offense of institutional vandalism by replacing the term “sexual orientation” with “ancestry, gender, sexual orientation” and “physical or mental disability.”

House Bill 217 (PA 99-0411) prohibits mental health providers from engaging in sexual orientation change efforts with a person younger than the age of 18. The legislation also prohibits advertising that represents homosexuality as a mental disease, disorder or illness.

Violation of the law is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. It also codifies that a provider who engages in sexual orientation efforts may be subject to discipline by the licensing entity or disciplinary review board with competent jurisdiction.

High school students should have a better understanding of government and the democratic process, as House Bill 4025 (PA 99-0434) sets a civics course requirement to high school curriculum. The law requires at least one semester of the required two years of social studies be set aside for civics instruction, including a focus on government institutions, discussion of current and controversial issues, service learning, and simulations of the democratic process.

Senate Bill 1455 (PA 99-0185) requires that one of the assessments administered by the Illinois State Board of Education shall be accepted

by Illinois public institutions of higher education for the purpose of student application or admissions consideration.

House Bill 163 (PA 99-0084) prohibits the Illinois State Board of Education from establishing different performance standards based on race or ethnicity.

Additionally, schools will now be required to be equipped with approved carbon monoxide alarms or detectors.

Legislators also made several changes to laws surrounding DUI arrests and convictions in the new year. Among these, House Bill 3533 (PA 99-0296) requires ignition interlock devices to be installed for a minimum of five years on all vehicles owned by a person who has been convicted of a second or subsequent DUI offense.

Senate Bill 627 (PA 99-0467) makes several DUI-related recommendations based on the Traffic Safety Advisory Committee.

Changes include requiring certain individuals suspected of consuming alcohol to sign the written warning from law enforcement; removing “hard time” provisions that currently prohibit driving relief for DUI offenders, and instead allow offenders to apply for a monitoring device driving permit or restricted driving permit with a breath alcohol ignition interlock device; requiring any offender with two or more DUI or reckless homicide convictions to install a BAIID as a condition of a restricted driving permit; and requiring a BAIID, as a condition of a RDP, if the offender is convicted of DUI involving death, great bodily harm, or permanent disability or disfigurement to another.

Additionally, House Bill 1446 (PA 99-0290) allows drivers who had their license permanently revoked after a fourth DUI conviction to obtain a restricted driving permit after five years if the person shows a minimum three years of uninterrupted sobriety and successful completion all of the recommended rehabilitation activity.

Penalties for trucking violations also increased Jan. 1. House Bill 1516 (PA 99-0291) states that any driver who willfully violates specified motor carrier safety regulations is guilty of a Class 3 felony when the violation results in a motor vehicle accident that causes great bodily harm, permanent disability or disfigurement, or death to another person. Those violations include DUI, motor carrier drivers’ hours of service, motor carrier qualifications for drivers, or other violations that would place the driver or vehicle out of service.

House Bill 246 (PA 99-0146) designates Dec. 23 of each year to be “Scott’s Law Day,” to honor public safety workers and remind motorists to utilize safety when passing stopped emergency vehicles.

Beginning with the 2017 registration year, House Bill 2811 (PA 99-0071) allows any vehicle owner or spouse who has been approved for the reduced registration fee pursuant to the Senior Citizens and Disabled Persons Property Tax Relief Act to also pay the reduced fee for any vehicle displaying specialty plates.

Officials urge residents to use less road salt In an effort to decrease chloride concentrations in DuPage County waterways, county officials are asking residents to reduce the amount of road salt they use this winter.

A 2012 report from the Illinois State Water Survey indicated that chloride concentrations in Illinois waterways have increased steadily since the 1960s. The county said much of that increase is attributed to road salts that are used in the winter to melt snow and ice from sidewalks, driveways and roads. Road salts are carried into storm drains and streams via stormwater runoff.

The following items were compiled from the official reports of the Downers Grove, Westmont and Woodridge police departments. Appearing in the police blotter does not constitute a finding of guilt, only a court of law can make that determination.

Once in waterways, chlorides never fully dissipate and can be harmful for aquatic life at high levels.

Residents can reduce the use of road salt by utilizing best management practices for snow and ice removal, including removing snow prior to applying a de-icer, applying just enough de-icer to reduce hazard, and sweeping up and properly storing product after a storm for reuse.

This week we celebrate the beginning of a new year and that special voices brings New Year’s resolutions for many individuals. This year, I’d like to recommend some resolutions for how you can change the game for a more accepting and inclusive world.

This year, let us continue to focus on the abilities of those of us with special needs, as we educate our communities on how to bring pure joy and determination to everything that we do.

Take, for example, a relatively new challenge to help do just that. This past year, Special Olympics launched a new challenge called “P.L.A.Y. #LetsChangeTheGame.” The challenge is simple.

Its mission is to encourage all people to play, learn, accept and say “yes” together. The goal is to have common ground among people of all abilities.

To give a specific example, this past week I and my fellow SEASPAR Special Olympics teammates had the opportunity to play what Special Olympics calls unified basketball. The Level Up youth basketball team, based in Downers Grove, consisted of players without disabilities.

They partnered with my team in playing a fun unified scrimmage game.

Together, the Level Up youth basketball players played with us and learned about our differences. These players then were able to accept us and say “yes” to an inclusive game.

This year, let’s take time to focus on the pure joyous moments of all of our lives. One can snap a photo, write

One can also simply relate anecdotes of joyous moments, while engaging in old-fashioned conversation.

One such pure joyful episode occurred to me this past summer. The date was July 25, and I was standing on the field at the Los Angeles Memorial Coliseum. The opening ceremony of the Special Olympics 2015 World Summer Games was taking place.

I was standing among my fellow Special Olympics athletes. We were celebrating our abilities— whether we were there on that global stage as an athlete or a journalist. For those in attendance, we celebrated our acceptance and inclusion within the world.

Another pure joyful moment for me also occurred this past year in Normal, Illinois, at the 2015 Summer Games for Special Olympics Illinois.

This time I was with previous “Special Voices” athletes Erin Compton and Becky Cavanagh, both diagnosed with Down syndrome. It was at the opening ceremony that I first met Erin and Becky. The #UnifiedSelfie that the three of us captured that first night

of the weekend showed the pure joy that those of us with special needs can bring to our communities.

Many of us with special needs demonstrate determination in everything we do. We work so hard to achieve our goals despite any challenges that we face. One of my former special education teachers, Leann Philgren, personally witnessed the hard work ethic that my fellow classmates at Westmont High School and I had displayed.

In a past Special Chronicles podcast, Leann spoke about the determination, perseverance and ability to overcome obstacles that those of us with special needs bring to our world.

“He’s so powerful. He’s one of those students that work so hard to be successful,” said Leann. “What you guys bring to our population is a gift.”

Our parents, in addition to our teachers, are ones that firsthand recognize the determination that we show the world.

“The ability to smile and carry on no matter the circumstances is something that Erin teaches us all,” said Diane Compton, mother of Erin.

“Not expecting life to be perfect for it to be joyful.”

This year, let us recall the joyous moments and determination that those of us with special needs bring to our world. Join me in the new year, and let’s change the game in bringing about pure joy to our world.

Last year Downers North competed in the Romeoville Christmas Classic for the first time and came away with the first-place trophy.

While the Trojans were unable to duplicate that feat this year, they did post a 3-1 record to place fifth in the tournament.

Downers North won the fifth place game, 54-32 over Geneseo, thanks to a 19-0 run in the second half where it didn’t allow a field goal for more than 10 minutes.

“I thought we clamped down in the second half and had some nice possessions defensively and got some stops,” North coach Jim Thomas said. “We were able to get some run-outs on them and that opened up the game. I think our depth might have helped.”

“We want to keep teams from getting good looks,” said alltournament team member Bryan Jakobsze. “A good passing team like that is hard to stop, but when we’re on all cylinders, we’re tough to score on.”

Jakobsze scored 13 in the win, while Devin Blake added 12. The Trojans now hope the tournament can propel them to a strong second half of the season like last year.

“It is always nice to get a win,” Jakobsze said. “Losing the game against Lemont was kind of a heartbreaker but we bounced back from it. We have momentum going into a few home games coming up.

We will be ready.”

North has yet to have a home game this year.

“We have closed the year out and we haven’t even had a home game yet,” Thomas said. “We’re battling a couple concussions and meshing the group together, so we were excited with what we did here. We’re excited to get into the conference season and get some home games.”

Thomas knows the team has its work cut out against a tough conference slate.

“We have to be ready to play some talented, well-coached teams,” Thomas said. “We have to tighten up our defense and fix some of the offensive woes that we have had.

“We want to get healthy and get Bowen Marks back, who is our glue guy. We want to be ready for our home opener against York, who has played well in their own tournament. It is one game at a time and one practice at a time.”

The squad has been meshing together this year with a few experienced seniors combining with several juniors. They know they are close to breaking through.

“This senior group I have up has been up since sophomores and the junior class won conference last year, so it is two nice classes in a row,” Thomas said. “We’ve done a pretty good job so far. We love our group. We know we have the guys to do it, we just need to take care of conference play. We’ve competed with everyone, it is just a matter if we can score it that night. We’ve guarded really well and we win the rebounding margin just about every game.”

Benet hoops teams find success at tourneys

A season ago, the Benet boys basketball team finished second in the Pontiac Holiday Tournament and while the Redwings again lost only one game, this time placing fifth.

Benet came in the No. 4 seed in the tournament, losing in the second round 59-53 to Joliet West.

James Dockery paced the team in that one with 19 points.

After the loss, the Redwings bounced back and beat Oak ParkRiver Forest 65-53 behind 20 from Jason Malonga and 17 from Dockery.

In the fifth-place match up,

Benet beat Bloomington 67-64.

Malonga’s 19 led the team.

To open play in the tournament, Benet got a prime time slot playing against the host Pontiac High School.

The Redwings held the home team scoreless in the first quarter en route to a 52-22 win.

“We have a lot of respect for Pontiac and I was really pleased with our defensive pressure from the start,” said Benet coach Gene Heidkamp. “I think it is important to come out focused and that is always what we try and do. We might not always shoot well and we may not always have the best game offensively, but you can always come out with focus, intensity and purpose on defense. It is really an

honor to play in front of the great Pontiac fans.”

Daniel Sobelewski and Liam Lyman each scored nine points to lead Benet as 10 different Redwings scored and all got floor time.

“It was really important because we have some really good players that don’t get to play that much, so when you get a chance to get them in, especially in the Pontiac Tournament, it’s a good thing and they did a really nice job for us,” Heidkamp said.

Playing in the third place game at the Oswego East Holiday Classic, Downers Grove South was shorthanded on the sidelines.

Without head coach Lyndsie Long, the Mustangs fell to Plainfield North 62-40 to finish in fourth place.

“We didn’t make an adjustment to that,” McLean said of the Tiger runouts. “Their shooter was releasing automatically and we were crashing the boards, which we normally do, and it really hurt us today, especially at the end of the third and beginning of the fourth.”

The Mustangs opened with a 53-46 win over Joliet Central as Jennifer Masello scored 15 points and Addyson Wesolowski added 13.

DGS beat Harlem 54-46 as Kasandra Rugienius had 16 points and Wesolowski added 14.

The Mustangs fell to Sycamore in the semifinals 48-25.

“I think we were more evenly matched than we showed today,” McLean said. “It was a little disappointment. Sycamore was a solid team up and down and we didn’t match their execution.

We may not be pleased with the outcome, but we are pleased with the effort. Winning the first two were a good way to start.”

With a 13-day break before a game against Morton, the Mustangs were working on shooting and execution to get back on track.

“We’re going to get in the gym and work real hard at shooting,” McLean said. “We’re going to refine some of our execution on aspects of our offense and defense as we get into the second half of conference play.”

Overall, Kilbride is happy with the team as it stands.

“I think we are in a pretty good place,” he said. “We have shown that we can play with some pretty good teams. My goal was to get in

the final four here again and we had a really good chance to get in the finals. I was pleased that the kids showed me there was no fear.

If they are willing to play with that kind of effort and intensity against a team like that, the rest we can coach.”

Good Samaritan looks ahead to anniversary, expansion projects Private-room tower set to open in 2017 Submitted Image

In 2015, Advocate Good Samaritan Hospital began a major expansion project, and the hospital is looking ahead to 2016 and celebrating its 40th anniversary.

Earlier this year, the 300-bed hospital broke ground on a threestory, 110,000 square-foot addition to the existing West Pavilion.

The addition will consist of 96 private patient rooms. Upon completion in early 2017, all the hospital’s remaining semi-private rooms will be converted into private rooms.

It is the biggest of several improvements happening at the hospital. In July, the hospital opened the Deb and Alan Feldman Cardiovascular Pavilion, expanding its cardiac rehabilitation and diagnostics area and bringing them closer to the observation unit and

catheterization laboratory. In September, the hospital broke ground on an expansion of its Cancer Care Center, which will open in 2017.

In the upcoming year, the hospital will celebrate its 40th anniversary. On Oct. 11, 1976, Good Samaritan Hospital first opened its doors, and the current staff has planned a yearlong celebration to commemorate the milestone.

“Good Samaritan Hospital has much to celebrate in 2016,” said David Fox, hospital president.

“Forty years is a major milestone and we wouldn’t be where we are today without the support of the community; for that we are grateful. We’re looking forward to finishing construction of our private room bed tower and opening it to the community in 2017.”

Gyms and health club memberships can be expensive, so the Better Business Bureau advises consumers to treat a gym membership like any major purchase and do their research before signing on the dotted line.

Billing and collection issues, along with overall unhappiness with the membership contract, are top consumer concerns, as the number of complaints filed with the BBB against health clubs has remained steady.

“The number of complaints filed show that the negative issues surrounding gym memberships show no sign of change,” said Steve Bernas, president and CEO of the BBB serving Chicago and northern Illinois. “Picking the best gym or fitness center for your personal

interests can be a difficult choice, so check each one’s rating on the BBB website.”

Five questions consumers should ask a gym before joining: What are the terms of any introductory offers?

Gyms often use special introductory offers to lure in new members. Make sure you understand the terms and what the price will be once the introductory period is over.

Will my membership renew automatically?

Many times people who join a gym don’t realize that their contract renews automatically and that they would have to take specific steps to cancel their contract.

How can I get out of my contract?

Getting out of a gym contract isn’t always as easy as getting into one, so make sure you understand what steps you would need to take to cancel your membership.

What happens if I move?

Gyms have any number of different policies when it comes to how moving will affect your membership. It might depend on how far away you’re moving and if

they have other locations nearby.

What happens if the gym goes out of business?

Ask the gym to explain what will happen to your money if they suddenly close down.

Additionally, the BBB said consumers should ask themselves several questions when considering gym or health clubs.

Monthly gym fees add up and, after any introductory periods are over, the price could jump higher than your budget can handle.

Do the math before you join and

make sure you can afford a gym membership.

Am I feeling pressured to join?

Do not give in to high-pressure sales tactics to join right away.

A reputable gym will give you enough time to read the contract thoroughly, tour the facilities, and make an informed decision.

Did I get everything in writing?

Law enforcement Senate Bill 1304 (PA 99-0352) Creates new rules and regulations for the use of officer-worn body cameras and implements a number of police reforms, such as prohibiting the use of chokeholds when deadly force isn’t justified, requiring an independent review of officer-involved deaths, making investigation reports part of the public record when an officer involved in a death is not charged with a crime, expanding officer training to include topics such as use of force, and creating a database of officers who have been fired or resigned due to misconduct.

While the bill does not require police departments to use body cameras, it states that officers in departments that choose to use body cameras must keep their cameras on when conducting law

enforcement activities. Officers would be allowed to turn the camera off when talking to a confidential informant, as well as at the request of a victim or witness.

The bill allows for grants via a $5 fee increase for each $40 on criminal and traffic offenses, to go toward cameras and new training.

Senate Bill 1129 (PA 99-0371) targets designer drug manufacturers by allowing prosecutors to not have to wait as long for lab tests to show if a synthetic drug is illegal.

Additionally, two new laws (PA 99-0050 and PA 99-0051) prohibit the sale of powdered caffeine to individuals younger than 18 and the sale of products consisting of or containing powdered alcohol.
