Hero Helps initiative to tackle heroin Initiative helps teach parents to spot the signs of drug use early

BY BUGLE STAFF In Will County alone, 96 people died due to heroin overdose and in Northeast Illinois, at least 1,000 reportedly died due to the abuse of prescription opioids, heroin overdose with tallies expected to rise as statistics for 2016 are further calculated.

Faced with a devastating battle of overdose prevention, The Heroin Epidemic Relief Organization (HERO) has been fighting back with a mission to bring awareness about the dangers of the drug and how to help.

The overall goal of the group has been to teach parents to spot the signs of heroin/opioid use or the use of alcohol early so they can intervene and save their children’s lives, said Brian Kirk, a HERO cofounder. Kirk’s son, Matt, died of a heroin overdose in 2009. Since then, he and HERO cofounder John Roberts, whose son Billy also died of a heroin overdose in 2009, have been crusading to raise awareness about the dangers of using this highly addictive and often fatally potent narcotic.

HERO, and Will County’s HELPS, the Heroin Education Leads to Prevention Solutions group and the Southwest Coalition for substance abuse have all come together to present their sixth annual summit of panel experts, information resources and

support aimed at overdose protection.

The free event will be held from rom 7:30 to 11:30 a.m. Friday, April 21, at the Edward Hospital Athletic Center, 55 Phelps Ave., Romeoville.

The 2017 HERO-HELPS Southwest Coalition Community Summit will focus on innovative strategies Will, DuPage, Lake, and Cook counties are implementing under the Illinois Prescription Opioid Overdose Prevention grant.

Families, public officials, police, health care providers, educators, and the public are encouraged to attend this free event to learn about the heroin and other opioid overdose epidemic.

The event also will feature a resource expo with more than 30 organizations providing information on their services.

Speakers will participate in a panel discussion outlining these strategies. Dr. Kathleen Burke will explain the Good Samaritan Law that supports expanded training and distribution of Naloxone, a lifesaving drug that blocks the effects of opioids in overdose situations.

The goal is to train and distribute Naloxone, also known as Narcan, to key stakeholders, including family and friends of heroin and opiate dependent users, beyond first responders.

Dominic Caputa will discuss how expanded Naloxone training has helped saved more than 160 lives since December 2014 in Lake County and will explain future efforts to expand access to Naloxone and help connect individuals with treatment and recovery support.

Karen Ayala will speak to the multi-sectoral partnerships that have assisted DuPage County residents with prevention access and linkage to care issues.

In addition, she will provide an update on the DuPage Narcan Program that has been in existence since 2013.

Dan Bigg will share 21 years of opioid overdose prevention efforts conducted by the Chicago Recovery Alliance.

Bigg will share CRA’s experiences, as well as speak about the organization’s hopes for stemming the number of opioid overdoses.

Road work season begins Temporary, nighttime lane closures will take place on I-55

Construction is in the works for a new dental office on Weber Road.

Heartland Dental is building upon a currently vacant site located just south of the Sam’s Club fueling station in Romeoville Crossings.

The 4,200 square-foot facility will be a stand-alone building dental office.

Construction is anticipated be complete in the fall.

In addition, the grocery retailer Aldi, which first opened at this location in 2009, is in the process of remodeling its location at Airport and Weber Roads.

It is construct an 2,060 squarefoot expansion of the store.

The expansion will add square footage to the front of the store allowing them to offer more refrigerated space inside and to reconfigure the checkout area.

The store is currently open during the remodeling, but anticipates it may close for a short period of time in the near future.

While most welcome the warmer weather, not so welcome is the road construction that inevitably begins.

Starting this week, the Illinois Department of Transportation announced, weather permitting, temporary, nighttime lane closures will take place on Interstate 55 between Weber Road and Willow Springs Road, in Bolingbrook, Woodridge, Romeoville, Darien, Burr Ridge and Willowbrook The closures are necessary for a resurfacing and patching project.

According to IDOT, the scope of the project includes resurfacing, roadway patching, bridge deck repairs and drainage improvements.

The overall project is expected to be completed in Fall 2017.

Motorists can expect delays and should allow extra time for trips through this area.

IDOT urges drivers to pay close attention to flaggers and signs in the work zones, obey the posted speed limits

and be on the alert for workers and equipment.

In addition, the Will County Transportation Department has a few projects scheduled for the season as well.

Pending utility relocation and right-of-way acquisitions,roadwork is expected to begin in July and continue through 2019 for the reconstruction and widening of Weber Road from 119th to 135th Street and the I-55 interchange.

Intermittent lane closures are expected to continue through June 2018 due to road constructuction along 135th Street from New Avenue to Smith Road and at 95th Street at Plainfield and Naperville Road for signalization and the widening of the intersection until November.

“Many times these clues and warning signs are hidden in plain sight. The common items you see

every day in your teen’s bedroom might be hiding his or her addiction.”

Will County State’s Attorney James Glasgow has been aggressively prosecuting drug dealers for decades. But he also has worked closely over the years with prevention and treatment professionals to discourage young people from using drugs or to help them break their addictions.

“The ‘Hidden In Plain Sight” trailer is another educational tool we will make widely available throughout our community so that parents know where to

look for signs of addiction,” said Glasgow. “We can’t prosecute our way out of the heroin epidemic.

Our goal is not to catch or punish teens for doing something wrong.

Our goal is to help parents recognize what’s before their eyes so they can intervene at the earliest possible moment and save the lives of their sons or daughters.

We don’t want anyone to experience the heartbreaking loss that Brian Kirk or John Roberts have suffered.”

HERO’s partners each contributed $2,500 to purchase and outfit the trailer as a traveling model

Healthcare industry fights revealing prices for services Stronger medicine is needed if the U.S. is to slow down the ever-rising cost of care

BY TRUDY LIEBERMAN RURAL HEALTH NEWS SERVICE Turning healthcare consumers into educated shoppers has long been a goal of employers who foot the bill for most care, politicians and some consumer organizations that believe that someday shopping for care should be as easy as comparing brands of canned soup.

All it takes are some clear disclosures of prices, ingredients and whatever else seems comparable in a product or service coupled with a bit of education in how to make the shopping trip fruitful, and the healthcare system will transform itself like magic. It will become competitive, prices for services and therefore insurance premiums will drop, and more Americans will be able to afford care.

I’ve heard this talk for 25 years, but the healthcare market has yet to become a shopper’s nirvana. Healthcare is not like canned soup or cheese. It’s complicated - plus there are all kinds of secret and behind-the-scenes deals made by different actors in the price drama that make it nearly impossible to understand what’s being charged.

The actors don’t want anyone to find out.

To take one example: At the end of last year, the New York State Health Foundation studied 107 hospitals in the state and found those with the greatest market share usually charged higher prices. Those facilities could demand such prices from insurers, especially if an insurer wanted the hospital in its network - or if the hospital was the only game in town.

The Foundation also found gag clauses written into contracts between hospitals and insurers that prevented insurers from posting hospital prices

on their websites. Some clauses say that either a hospital or an insurer can pull out of a contract if one party engages in practices that hurt the other.

In other words, if an insurer tries to steer patients to lower-priced providers, the hospital could cancel its deal with the insurance carrier.

The deck is stacked against the patients, who can’t find out anything meaningful about pricing even if they wanted to.

An ongoing political battle in Ohio pitting Jim Butler, a member of the Ohio House of Representatives, against the Ohio Hospital Association and other healthcare professional associations also turns the idea of shopping for healthcare prices on its head.

You see, Butler introduced legislation in 2015 requiring Ohio hospitals and other medical providers to post their prices for non-emergency services. After some legislative wrangling, the law passed as part of the budget for a state agency, and Gov. John Kasich signed it into law.

According to the Health Care Cost Institute that looked at insurance claims for four large carriers, prices vary widely in Ohio. For example, a pregnancy ultrasound in Cleveland costs three times more than the same procedure in Canton 60 miles away.

The same year Butler’s law passed, Gov. Kasich told reporters at a press conference nobody knows what medical procedures cost, and making those costs transparent so patients can shop for quality is key. The governor seemed to be on board.

But he wasn’t. Since then, the governor and the Ohio Hospital Association

have been trying to make sure price posting never happens. “The hospital association is fighting the hardest to avoid this, and their strategy is to divert the effort,” Butler told me.

The Kasich administration has yet to issue rules to implement the price posting law, and Butler says the Kasich administration has continued to say it would not enforce the law, which was to become effective last January 1. But at the end of December, the hospital association and other providers sued to prevent the law from taking effect.

The next hearing is scheduled in August. The suit seems to be a stalling tactic until the governor’s proposed state budget passes at the end of June.

It includes a provision for repealing the law.

Butler says he has met with the industry several times, but the hospitals want to water down the law to the point it’s not helpful to patients. For example, a revised law might require disclosures for only a handful of services and then only if patients request them.

Butler zoomed in on an important fallacy in the theory of shopping for medical services. Recently he tweeted, “How can healthcare savings accounts and high deductible health plans work if patients are not given prices beforehand?”

Recall that health savings accounts and high deductibles are politicians’ preferred choice for bringing down costs. According to this theory, if patients must pay more out-of-pocket, they’ll use fewer services, and national healthcare spending will drop.

Stronger medicine is needed if the U.S. is to slow down the ever-rising cost of care.

But if there’s such hostility to simple price disclosure from the medical establishment that would rather keep patients in the dark, will more stringent remedies for controlling costs ever work?

Romeoville features 16 juniors on its 20-man roster, several with no varsity experience

When Mike Skroch took over the Romeoville baseball program this season, what he inherited was a program that had only four seniors and only six players that had any varsity experience at all.

“They are learning by fire,” Skroch said. “Tyler Horvath and Zach Swearingen have been here before, but for most of them this is their first taste of varsity ball and they are seeing the different speed and different pitching in terms of harder breaking balls and different pitches. There were two up on varsity as sophomores, so most of them are new, but we have been working a lot of them in and they have been getting a lot of game activity.

“Every day we are getting better. Our four seniors are big con-

tributors and there are out there a lot.”

Horvath, a left handed pitcher and right fielder for the Spartans, worked hard on his game during the off season and is bringing it to the diamond this season.

“In the off season I was really working on getting better and improving myself,” he said. “I just really trained in the offseason and worked really hard to get better. I have a really good mental state when I am pitching and I think that has really helped me out this year.

“Now that the season is here, I am focusing more on helping the team and I am focusing more on our goal instead of my goal.”

Horvath said as one of only players with varsity experience, he feels a new role as a junior.

“I definitely feel the leadership role,” he said. “Even when SEE JUNIOR PAGE 13

Horvath has been one of the leaders on the team both at the plate and on the mound.

He has only thrown one game in the Southwest Prairie Conference, but that was against Summer League State Champion Plainfield South.

“I have only pitched against South and that is a very solid lineup and I got a no decision,” Horvath said. “We were tied

when I came out and I was able to compete, which was what I wanted to do.”

Plainfield South is only one of five teams in the SPC to win a regional title last season, making the conference one of the tougher ones around.

“I love the competition,” Horvath said. “Every day, you are seeing someone who is ready to play. Freshman year I went to (Providence Catholic) and I was

able to see some competition, but when I transferred here, it was a whole different level.”

Skroch said that competition is something the new players need to get used to.

“We told them from day one that the competition that they will face will be extremely tough and they have to learn to compete and learn very quickly,” he said. “We are emphasizing competing every day and making

every at bat a quality at bat and making every play a new play.

There are no easy games.”

Horvath knows no games are easy, but he still feels he and the Spartans can compete.

“I am not cocky, but I walk out there confident,” Horvath said.

“I don’t want teams to see us in the regional and think they are going to just easily win. I want our team to compete and I think we can do that.”

Reforms to help veterans with PTSD passes house HB2647 requires creation of several programs to better serve veterans with PTSD Veterans will have better access to health services, treatment for post-traumatic stress disorder (PTSD) and job training under legislation backed by state Rep. Larry Walsh, Jr., D-Elwood, intended to help returning service members transition into civilian life and prevent veteran suicide. Walsh’s legislation recently passed the House with bipartisan support.

“No veteran should feel so helpless when they return home, but it’s clear that we must do more to give the brave men and women who have sacrificed so much to defend our freedoms the treatment they deserve,” Walsh said. “The legislation I’m sponsoring will give our service members and their families’ greater access to resources and

According to a recent study by the United States Department of Veterans Affairs, 22 veterans commit suicide every day in this country. Walsh is working to address this crisis by sponsoring a package of reforms streamlining access to existing services for veterans and providing new accommodations for returning service members as they seek civilian jobs and educational opportunities, all in an effort to reduce the number of veteran suicides. The reforms are recommendations of the Illinois Task Force on Veterans’ Suicide, which Walsh voted to create in 2014. The panel of legislators,

veterans and their advocates met throughout the state to gather information and craft legislation that will allow the state to more effectively meet the needs of the veteran community.

Walsh helped pass House Bill 2647, which would require the Illinois Department of Veteran Affairs (IDVA) to create several programs to better serve veterans with PTSD and other service-related mental illnesses.

Walsh’s bill directs IDVA to work with the federal Department of Defense to proactively identify Illinois veterans whose service exposed them situations found to increase the likelihood of suicidal tendencies.

Veterans returning from heavy-casualty or high-conflict areas, or who served alongside another veteran who committed suicide will be proactively offered additional assistance. The IDVA would also create a public awareness campaign to promote a better understanding of suicide and mental health.

Begin planning kids’ summer rec now Explore all options, determine budget Many families spend winter figuring out how to chase away cabin fever and endure frigid temperatures until spring and summer mercifully return. Parents thinking ahead to swimming pools and days lounging on the beach can put their daydreams to practical use by planning ahead for their youngsters’ summer vacations. Youth recreational programs and summer camps can bridge the gap in care between the end of school and the day when classes resume. Due in part to high demand, parents who want to place their kids in summer rec programs or summer camps should being vetting such programs and camps well in advance of summer. The following are a handful of tips for moms and dads who want their kids to have fun and fulfilling summers.

• Ask for recommendations. Speak with fellow parents and trusted friends about where they send their children.

Personal recommendations can be very helpful, providing firsthand insight into a particular camp or program.

Schedule appointments to visit camps that fall within your budget. Take your son or daughter along so he or she can get a sense of what camp will be like.

• Explore all options. Camps come in more flavors than ever before. Certain camps may be faith-based ministries while others may focus on particular sports. Band camps and art camps may appeal to creative kids. Also, there are plenty of general-interest camps that offer various activities without narrowing in on any particular one.

Parents may need to choose between a sleepaway camp or day camps, depending on which camp experience they want for their children.

• Inquire about camp schedules.

While many camps are flexible, day camps do not have the same level of flexibility as after-school programs.

Arrangements will need to be made if care is required after regular camp hours. Speak with camp staff to see which types of after-hours programs, if any, are available.

Explain to kids why you’re choosing these products, and let them know such products wouldn’t be possible without their own recycling efforts.

Treat family member like any other hire DEAR DAVE, My husband and I own a small business. One of our relatives asked for a job recently, and we both have reservations about hiring him because there are several dysfunctional relationships and personalities within our extended family. Are we being mean? We’re not sure how to respond.

BECKY DEAR BECKY, Having a small business doesn’t give relatives a free pass to employment. As entrepreneurs, you have the right and responsibility to do what’s best for your company. And you don’t have to hire anyone — even a relative — who’s not a good fit. There are situations where hiring a family member can actually be a plus. If a relative is qualified and the kind of person who understands they’ll have to bust it every single day and perform at a level equal to or above your other team members, that can be a special and productive thing. A relative who is a problem child, however, can be a nightmare in both your professional and personal lives.

Ask yourself a few questions: Would you hire this person if they weren’t part of the family? Would you hire this person because they would make a good team member? If the answers are no, then you don’t hire them — period.

Be kind about the situation, because there may be some bruised feelings. But the bottom line is you have to do what’s best for your business, your immediate family, and your team.
