State of Village rosy: new businesses, more jobs, crime down Future to include more transportation projects with Metra, Weber/I55 reconstrution

The community of Romeoville continues to see growth, allowing for its success, as recently highlighted during Romeoville Mayor John Noak’s State of the Village address.

Sponsored by the Romeoville Chamber of Commerce, Noak told the audience at the event that despite harsh economic times as seen in the retail industry, Romeoville is still thriving, ending the year with a $1 million surplus and $25.3 million in a fund balance, a 130 percent increase from 2008.

He highlighted new business the area, a “nice mix” of 103 business licenses, and more importantly over 1,000 new jobs.

“Our workforce has more than doubled and I am very proud of that,” said Noak. He said that in in addition, Romeoville’s equalized assessed value has increased; the village has been upgraded twice on national financial standings and won key awards for their economic reporting despite the pitfalls of the State.

“This says a lot about what is happening in our community,” he said.

He reported that the village’s crime rate is down 8 percent and that nearly 40 percent of the village’s general fund goes to public safety.

Paramount also to the success of the village, is its education partners: Joliet Junior College’s newest

expansion to its campus, making it one of the largest satellite campuses in the area, a $23 million reinvestment; its continued partnership with Lewis University; and the Valley View School District which expanded to include early childhood and moved its administrative offices.

Industrial development continues to make up a large share of Romeoville’s growth, with a variety of spec buildings built by the likes of Panattoni, Duke, other larger developers, and now including WeatherTech. He noted that 41 percent of the tax revenue that is generated for the Valley View school district comes from industrial, helping fund the education of the village’s children.

One of Romeoville’s success stories, Magid Glove, one of the largest privately-owned companies, will soon be constructing a solar roof with some 10,500 solar panels creating 100 percent of all their electricity needs. This the largest solar project in the Midwest.

The Route 53 corridor saw redevelopment in 2017 with Uptown Square seeing new retail and further along the corridor, the addition of a car wash and Thortons gas station. Still to come in 2018 is the Checkers restaurant.

Additional development along Weber Road this year will include the completion of Murphy’s gas station and Romeoville Toyota.

DogHaus will also join the corner of Renwick and Weber roads.

The teaser announcement for the big reveal at the state of the village, was a new endeavor for Caton Commercial, working to bring in an entertainment complex, with a possible movie theater at to the the 16-acre lot at Weber and Normantown roads.

The village has also worked to

improve its parks and open space, nearly doubling the number of fields for play in the community; one of its largest projects which continues is Discovery Park at Airport and Weber roads.

The village also will continue its reinvestment program for homeowners seeking to spruce up their homes when meeting certain qualifications in the Hampton Park area. That area is also getting new street lights.

In another announcement, Noak acknowledge that MetroNet brought fiber optics to the community and now Comcast will be offering fiber optics as well; making Romeoville one of the first communities to do so.

“We are one of the most connected, high-speed communities anywhere,” said Noak.

Transportation is also always paramount and in early 2018, after years in the making, Romeoville saw the opening of a Metra station thanks to grants and various partnerships.

“This was real exciting--we were at capacity in one week,” said Noak.

“No one would have ever thought that. This proves that the demand is there for public transit. We will continue to work to get more public transportation to this region because our residents obviously want it. To that end we are working with Metra and will be doubling the amount of parking.”

Though there were delays with the State, the Weber Road and I55 project, in which the bridge will be restructured as a diverging diamond, is moving forward. Preliminary construction has already begun, moving pipeline for utility work.

Noak advised new projects will continue throughout what should be another successful year in 2018.

A new Texas-based franchise automotive repair center will be calling Bolingbrook home by the summer.

Christian Brothers will be opening an approximate 6,000 square-foot building at 714 Weber Road at the Shoppes of Weber Road.

The new center will offer shuttle service so that when you drop off your car, they will take you back to your home or job while they service your car and then bring you back.

The first in Illinois, Christian Brothers chose the area saying its demographics are some of the best in the market when researched for traffic counts and economics of the area.

Cars will not be stored outside and will be kept in bays inside. Cars would be kept overnight only if owners are unable to pick up during business hours.

They will only repair 10 to 15 jobs per day. Construction is expected to be complete for a summer opening.

Bolingbrook Park District offers a number of different camps for all ages, interests and time commitments. Camp Alotta Fun for campers age 6-14 from 9:00 am-4:00 pm and begins the week of June 4-8 and runs through the week of August 6-10. Sunrise and Sunset extended camps are offered from 7-9 a.m. and 4-6 p.m. before and after camp.

Hidden Oaks Nature Center offers a summer nature camp from 9 a.m.-3 p.m. for those that want to get more in-depth with nature. Pelican Harbor also offers a Harbor Heroes camp that encourages those that are interested in the behind the scenes training of a lifeguard or instructor, all with the fun of a summer camp.

Romeoville mayor cannot comment on DUI charge Upcoming court date May 10; Noak issued traffic tickets April 12

BUGLE REPORTS In the early evening, after he delivered his annual State of the Village speech, Romeoville Mayor John Noak was arrested April 12

and charged with driving under the influence, village officials said.

Noak said while he would like to discuss the matter he has been advised by his attorney not to comment until his case is final-

ized in court May 10.

“I look forward to releasing a statement then,” said Noak. “I hope we can continue to look at the positives in our community.”

According to a news release from the Police Department, police were called at 5:46 p.m. regarding a possible intoxicated driver driving west on Belmont

Avenue. A short time after the call, police observed the vehicle driving west on Romeo Road just west of Belmont.

The officer stopped the vehicle, driven by Noak, 46, and determined through a field sobriety test that he was driving under the influence, police said.

Whisky alone’ thwarted plan to steal Lincoln’s body Lincoln’s Tomb in Oak Ridge Cemetery is the nation’s 2nd-mostvisited cemetery

BY TARA MCCLELLAN MCANDREW FOR THE STATE JOURNALREGISTER It was July 3, 1876 — the eve of our country’s first centennial. Everyone in Springfield would be celebrating downtown. No one would be near Oak Ridge Cemetery.

It was the perfect time to steal Abraham Lincoln’s body.

The incredulous plot was hatched

by Midwestern counterfeiters who had been shut down when their expert bill engraver was jailed. Benjamin Boyd’s bills were the best in the Midwest, possibly the country. In 1875, he was captured in Fulton, found guilty, and sent to the Joliet penitentiary for 10 years. Without his plates, the criminals who made and passed the counterfeit bills were out of business. They had to spring their money man.

“Big Jim” Kennally, a St. Louis Irishman who led Midwestern counterfeiters, according to Thomas J. Craughwell’s book, “Stealing Lincoln’s Body,” brainstormed a solution. They would snatch Lincoln’s body, bury it in the Indiana Dunes, then ransom it for $200,000 and Boyd’s pardon and freedom.

His minions in Lincoln moved to Springfield to implement the plan. As a front, they opened a saloon and dance hall — just a block west of the current Abraham Lincoln Presidential Library and Museum. When the criminals weren’t running the saloon, they posed as tourists to case Lincoln’s tomb.

With their preparations finished around the middle of June, the Logan County boys relaxed. They spent the night at a Springfield brothel and toasted their upcoming riches. In his welloiled state, the gang’s leader boasted to one of the ladies that they were going to steal “old Lincoln’s bones” and ransom them. He even told her when.

She told the chief of police, who warned John Carroll Power, the tomb’s custodian. He told the Lincoln Monument Association, local friends and peers of Lincoln’s who were in charge of the tomb. They did nothing. In a book he wrote about the crime (“History of

an Attempt … ”), Power explains: “It seemed to them so incredible that no attention was given to it.”

When the Logan County leader sobered and realized what he’d done, he and his gang fled. “Whisky alone is entitled to the credit of having thwarted this well laid scheme,” wrote Power.

A few months later, Kennally headed for Chicago to find new partners for his plot. He was part-owner of a bar there called “The Hub,” which had little to offer except booze and boodle (counterfeit) carriers. Here, Kennally proposed his idea to co-proprietor, Terrence Mullen and Jack Hughes. They liked what they heard.

The duo needed more men for the job, so they approached Lewis Swegles, a horse thief who had become a frequent customer. Unbeknownst to them, he also was a spy. The assistant chief of the Secret Service in Chicago, Patrick Tyrrell, hired Swegles to hang around The Hub and inform him of the habitue’s criminal activities.

As the would-be kidnappers honed their plan, Swegles told Tyrrell every detail. Tyrrell then told Lincoln’s oldest and only surviving son, Robert, a Chicago attorney. The detective asked Robert to let the plot proceed so he could catch the kidnappers in the act and increase their chance of conviction. Robert agreed.

Mullen and his boys selected Nov. 7, election night, as the date. The presidential contest between Democrat Samuel Tilden and Republican Rutherford B. Hayes was heated, and once again, Springfield residents would be downtown celebrating and waiting for the results. No one would be near Oak Ridge Cemetery.

On Nov. 6, the counterfeiters caught a train to Springfield. In the back car, Tyrrell, other detectives and a Chicago Daily Tribune reporter were tailing them.

Once in Springfield, some of the gang procured tools, while the others visited the tomb, acting as tourists, to determine how to break in. They only had to break a door’s padlock to reach Lincoln’s white marble sarcophagus. Swegles later said, as reported in the Nov. 20, 1876, Illinois State Journal, that while his cohorts were able counterfeiters, they had few skills for burglary, especially when it came to picking the right tools.

That night, Tyrrell and his detectives got to the tomb first. They hid inside and waited. Mullen and his gang snuck up to the monument and began sawing the metal padlock on the door to the cata-

comb. They’d brought a flimsy metal saw for the job, and it broke. So they used a three-sided metal file, which took half an hour, according to Craughwell.

Once inside, the kidnappers opened the sarcophagus lid with a crowbar and sawed through the container’s front to reach Lincoln’s coffin. They pulled it out about a foot, but it was too heavy.

Mullen told Swegles to get help. Instead, the informant signaled the detectives that it was time to raid the operation.

The agents dashed from their hideout toward the catacomb at the other end of the tomb. In the excitement, one accidentally shot his gun. Frightened, the kidnappers fled. When the agents got to the sarcophagus, all that was left were the criminals’ misfit tools.

The agents spread out to catch the would-be thieves. Tyrrell ran to the tomb’s roof where he spied a couple of men and shot at them. They returned fire. When Tyrell called for backup, one figure called out: “Tyrrell, is that you?!”

One of the Secret Service’s best detectives had been shooting at his own men.

Stupidly, the kidnappers ran right back to The Hub. Tyrrell arrested Mullen and Hughes there on Nov. 17. They were tried the following May. Since grave robbing wasn’t a crime, the worst the two could be charged with was petty theft, for trying to steal Lincoln’s $75 coffin.

They were convicted and sent to Joliet, the same penitentiary from which they had tried to spring their engraver, Benjamin Boyd.

When initial reports of the attempted kidnapping were printed, many people, even detectives and other newspaper editors, thought it was a hoax. The crime was too sacrilegious to be believed.

Once verified, it was blamed on lots of people other than the real culprits.

Some thought Democrats did it, others blamed it on vengeful former Confederates. In Illinois, Chicagoans thought it was a ruse planned by one of the detectives to help him win election for chief of police.

A few days after the attempted theft, Power and some of Lincoln’s friends moved the president’s coffin to the tomb’s earthen floored basement, for its safety. It was moved several more times until 1901. Then, per Robert’s request, it was buried 10 feet beneath the catacomb in an enclosure of concrete and steel.

Get prepared for camp Parents can help kids prepare in advance for the fun Summer camp season is just around the corner. Each summer, millions of children depart for campsites around the country to swim, hike, craft, and enjoy the companionship of friends.

Summer camps in North America were

first established in the 1880s and were attended by children without their parents for overnight stays. By the 20th century, summer camps had become an international phenomenon, and various organizations hosted traditional summer camps or camps geared toward religion, sports, music and other subjects and activities. According to the American Camp Association, each year more than 14 million children and adults in the United States attend camp. America is home to more than 14,000 day and resident

camps (8,400 are overnight camps and 5,600 are day camps). Nonprofit groups are the largest sponsors of summer camps.

Many people put off summer camp planning until it is too late. Parents should keep in mind that camps begin registration early in the year and have specific cut-off dates for enrollment. Parents who want to beat the crowds this year can use this guide to help plan a summer camp agenda.

Prepare children for the physical challenges a camp may present. Summer camp activities may be rigorous, and campers may need to be cleared by a physician before starting. Be sure to schedule your child a physical and bring along any pertinent

forms. Children also can increase their levels of physical activity compared to the often sedentary nature of winter. Such preparation can prevent injuries when engaging in outdoor and physical activities.

Shop for supplies. Camps are likely to provide a list of requirements with regard to clothing and other equipment campers will need. Make sure kids have enough shorts, T-shirts, socks, athletic shoes, swimsuits, toiletries, and other camp necessities before they leave.

Keep children in the loop. Engage children in the planning process to help alleviate their fears and get them excited about summer camp.

AHEAD Bolingbrook is not quite where they want to be, but they are heading in the right direction

Just a few weeks into the spring soccer season, the Bolingbrook girls are not where they want to be.

But that does not bother thirdyear coach Matthew Kocourek.

Kocourek knows the Raiders are not going to peak just yet – nor does he want them to.

“We are not even close to where we want to be or where we could be,” Kocourek said after the opener of the PepsiCo Shootout in Schaumburg. “We have to make adjustments.”

The Raiders have a mix this season of veteran players, but that is what could make team exciting, “We have three freshmen on the team, but no matter what we have to learn how to connect on passes and move the ball,” Kocourek said. “When we do that,

we can be dangerous. We have a nice mix and some continuity in the back and (goalie) Julia (Lentz) is fabulous. We have to build off that.”

The IHSA Class 4A playoffs begin May 15, so the Raiders have just shy of a month to get ready – and with one big win in the SouthWest Suburban Conference already, they hope to battle for a league title as they prepare for the postseason.

“Everything is a buildup to the end and, which is in May,” Kocourek said. “Our next goal is to go toward conference and we have a chance at that because we started hot and got our first conference win against Sandburg.”

Outside of Lentz in guarding the net, Bolingbrook has other key players ready to help make the push.

Chicagoland Speedway to honor military Chicagoland Speedway announced today the multi-faceted plan to enhance the active military and veteran military recognition at this summer’s Monster Energy NASCAR Cup Series Stars and Stripes weekend June 28 – July 1.
