Bolingbrook Clow Airport reopens

Airport was closed for 6 months for $7 million renovation By laura katauskas bugle staff

Closed for more than six months, the Bolingbrook International Clow Airport has reopened after a nearly $7 million renovation.

“We’re back and we’re better than ever,” said Joe DePaulo, manager of the airport, who also remarks that a waiting list now exists for pilots to keep their plane at the villageowned airport that reopened in late December.

“Oh yes, we are back and running.

The first day after we opened, the weather was nice, the word got out and I had over 40 planes land here,” DePaulo said.

The airport shut down in early May with most of the planes moved to temporary locations, including the flight school, maintenance, etc.

It was all about safety, with a new runway installed, widened to 75 feet from 50 feet; new taxiway exits, improved blast pads and lighting and storm water management.

“They all love it, they all came back and all the pilots are commenting on it,” said DePaulo.

Years in the making, the plan to improve the airport came thanks to

a federally-funded overhaul.

The village worked with the Illinois Department of Transportation to facilitate the reconstruction of the runway and the Federal Aviation Administration (FAA) was responsible for the bulk of the cost, 90 percent, of the $6.8 million project. The village is responsible for approximately $680,000, which was budgeted for previously through a bond issue.

The plan to overhaul the airport dates back to 2000 when DePaulo began to look for ways to make improvements and to garner federal dollars to do it. After examining non-compliance reports, it was found that the airport was operating on a waiver for its use of a 50-foot runway, and was technically too narrow by federal standards. The key was to widen the runway to federal standards in order to get federal funding, said DePaulo.

By 2009, an environmental impact study was completed as a means to apply for federal funding. The study

by Hanson Engineering further outlined that due to the activity of the airport, events and the increased number of people utilizing services in the village, the total economic impact of the airport neared $14 million. In its class, it is has turned out to be the second busiest airport in Illinois with 70,000 take-offs and landings per year and one of the top 20 general aviation airports in the state.

After several studies on the engineering and economic impact and years later, federal funding finally came through.

“Nothing bigger will land here; it has always been about running a better and safer airport,” said DePaulo.

The overhaul now takes care of all safety issues with the widening of the runway, a massive project that involved the regrading of the runway and taxi area. In addition, runway lights will not have to remain on all night. A pilot-controlled system will now operate the lights. When a pilot is flying into the airport, he or she can control the lights by frequency.

In his eighth annual State of the Village address, Romeoville Mayor John Noak gave a litany of accomplishments for a village that continues to see growth in all sectors.

Financially strong, Noak pointedly remarked the village remains conservative with its spending, striving to reduce costs in a number of ways including new programs and training at a $1.3 million reduction in insurance premiums.

Since 2008 the village’s fund balance has doubled and the police and fire pension are financially sound.

Cost savings is aimed to reach residents as well with the village portion of the tax bill for a typical home having decreased from $755 per home in 2008 to $739 in 2014.

For the second year, the event was

held Feb. 11 at the Edward Hospital Athletic and Event Center to a crowd of more than 500 who attended the Chamber of Commerce sponsored event. The relatively new center, operating for its first full year in 2015, is seen as a catalyst for much of a new draw to Romeoville and growth along the Route 53 corridor.

Noak noted that in 2015, the center welcomed more than 550,000 visitors for a variety of sporting and special events. Coming this year will be a much-anticipated Romeoville Beer & Bacon Festival scheduled for April 2 and the Chamber of Commerce Business Expo in August.

Transportation plays a vital role to the community and Noak announced a new Metra Station, which has been years in planning, will break ground this fall along

New Avenue. In addition, three miles of additional multi-use paths connecting Weber Road to Interstate 55 will be in the works.

To help alleviate traffic along Weber, Pinnacle Drive will be extended as a another north-south road.

Industrialandretailgrowthremain strong as well, with the vacancy rate decreasing dramatically from 8.6 percent in 2014 to 3.7 percent in 2015. In fact, PAE, leasing 700,000 square feet was the largest lease in the Chicago area for the first quarter.

The village will see approximately 3 million square feet of of industrial space and 250,000 square feet of commercial/retail coming in 2016 including Blain’s Farm and Fleet, Thornton’s, Presence Health Care and additional developments along the Route 53 corridor.

Romeoville welcomed more than 80 new businesses with nearly 1,000 jobs created; since 2008, 8,500 jobs have been created.

The highlight of Noak’s address was the announcement that Thomas Toyota will be calling Romeoville home. The dealership plans to build a 40,000 square-foot, state-of-the art facility at Grand Haven Circle

VVSD Specialist earns Google certification

Mike DeLeon constantly dreams of finding new ways to use technology to help every child secure a quality education. Now that the VVSD instructional Technology Specialist has been named one of only 34 Google Certified Innovators in the United States, those dreams just may come true.

“I’ll be working with other likeminded individuals around the country to try to figure out ways we can change education,” DeLeon said. “We need to make information and knowledge attainable for all kids.”

The Google Certified Innovators, each of whom has gone through a rigorous application process, must be a person working in education who is willing to tackle complex opportunities to develop new-to-

the-world solutions that foster a thriving and innovative culture in their classrooms, schools and organizations.

DeLeon came to VVSD a year and a half ago with 10 years of experience as a middle school and high school science teacher who “wanted to do more” to help children.

“I always felt I was a pioneer

in bringing technology into my classroom,” he said. “I look at myself as an innovator in education.”

Joining the VVSD staff to handle professional development “so we can spread the awesomeness to the kids” was a tremendous opportunity to meld his teaching experience

Livingston was selected after a national search by a search committee and the Lewis University Board of Trustees.

Livingston has been president of Lourdes University since 2013. During his tenure, Lourdes experienced an increase in the quality, retention and graduation rates of its students; expanded

academic programs and renovated the campus to support their strategic growth initiatives; and successfully completed a capital campaign.

Prior to his presidency at Lourdes University, he served Mercyhurst University for 16 years in various diverse capacities, including President of the Faculty Senate and Vice President for Advancement.

Prior to joining the Mercyhurst community, he taught religious studies at Loyola Academy High School in Wilmette, Vanderbilt University in Nashville, University of St. Francis in Joliet, Joliet Catholic Academy and Loyola University of Chicago. The Dundee, Ill., native earned a bachelor’s degree in Chemistry from Augustana College in Rock Island, Ill. He completed an M.A. in theology at Loyola University in Chicago and a Ph.D. in Theology at Vanderbilt University.

Joining him as part of the Lewis University community will be his wife Joan, who works as a clinical social worker, and their adult children Matt and Sara.

We all know that kids these days are using drugs more than ever before, right? Our eyes tell us that the images we see on TV, in movies and the daily news must be a reflection of reality.

And, sure enough, recent data indicates that 49 percent of all high school seniors have used an illicit drug at least once in their lifetime. Yet this number has actually been quite consistent for the past 20 years, and it is lower than the usage rates seen in the late 1970s and early 1980s. Almost across the board, drug use has dropped among adolescents, and quite significantly from previous decades.

People try to put us down When would you guess was the peak of drug use was among teenagers? The answer is the period from 1979-1981.

During this era, high school seniors reported that in the past year 12 percent used cocaine, 51 percent used marijuana and 55 percent used at least one illicit drug. Today, 35 years later, those figures are 2 percent for cocaine, 35 percent for marijuana and 39 percent for any illicit drug.

Furthermore, according to the most recent data available, 7.4 percent of adolescents between the ages of 12-17 were current (past 30 days) marijuana users, while 19.6 percent of young adults ages 18-25 were current marijuana users. By comparison, over 16 percent of people ages 12-17 and 35 percent of 18-25 year-olds were current marijuana users in 1979.

What about alcohol? Well, binge drinking – defined as having five or more drinks on one occasion – hit an all-time low among teens last year at under 20 percent. That compares favorably to

Finally, perhaps the greatest change in drug use patterns over the past 50 years relates to cigarettes. Many of us remember a time when smoking was allowed on airplanes, in restaurants, and for many years in college classrooms.

Now, it’s nearly impossible to find a space where smoking is not prohibited or restricted. The cultural attitude shift away from smoking has trickled down to young people. Last year, just 11 percent of 12th graders had smoked a cigarette in the past month, and half of those (5.5 percent of all seniors) were daily smokers. In 1976, the year when peak smoking was reported, nearly 40 percent had smoked in the past month, and 30 percent were daily smokers.

Not trying to cause a big sensation Where do we get this information?

Actually, there are two highly reliable, long-term sources. The first is an annual survey conducted by the University of Michigan called Monitoring the Future.

The second is done by a federal agency called the Substance Abuse and Mental Health Service Administration, and it is called the National Survey on Drug Use and Health.

Each year, these groups ask thousands of young people about their drug use habits. Have you ever used this drug?

Have you used it in the past 30 days? Do you use it everyday? You get the idea.

We can then analyze their findings and try to make informed guesses about drug use trends. One of the most notoriously difficult things to do in research is to show a cause and effect relationship. If

we see a change in trends, how can we account for it? Did something happen to make a certain drug more or less appealing? How can we explain the drop in drug use rates in virtually every category, particularly when we hear so many stories about drug problems and may even witness them firsthand?

For one thing, the data above looks at kids throughout the country, in all 50 states, and it does not describe the unique concerns faced by local communities, including here in the Chicago area. So while broad patterns suggest a promising decrease in teenage usage, we cannot say that drug use is no longer a problem. It clearly is a problem, as the CDC recently exposed the depth of the opioid overdose issue, which now accounts for as many deaths as car accidents among young adults.

Don’t try to dig what we all say What’s important is that we continue to have conversations about drug use, with parents setting clear expectations.

Although we know teenagers will not always follow those guidelines, research strongly supports parental norms that disapprove of using. If we go too far in trying to use scare tactics, however, that approach only backfires because it is not genuine. One thing is for certain – today’s teenagers are faced with as many stresses and difficult decisions as any previous generation, and they are a diverse group with enormous promise.

In the next article, I will explore the question of who should pay for social services, an issue that critically impacts the state of Illinois. In less than 10 years, heroin addiction has become one of the greatest public health threats in the Chicago metropolitan area.

Fifty-three people died of heroin overdose last year in WIll County alone – a staggering number but not an anomaly. The figure represents the latest statistic in what is now a regional and national epidemic that rips apart families and communities.

Last week, officials from Will and DuPage counties came together during a panel discussion to address the persistent and growing problem of heroin and opioid addiction that is plaguing communities throughout northern Illinois. The forum was the second such event sponsored by U.S. Rep. Bill Foster, D-Illinois, in as many years. It featured behavioral health and law enforcement officials throughout the 11th Congressional District.

“This is a national problem, and we need a national solution that

would bring together federal, state and local governments,” Foster told the dozens of community members and treatment specialists who attended the Feb. 8 event at the Will County Health Department, 501 Ella Ave., in Joliet.

Sincebeingelectedin2012,Foster has become a leading figure in the effort to combat heroin addiction.

Earlier this year, he introduced two pieces of legislation that would increase federal support of both prevention and treatment efforts at the local level – the Opioid Abuse Prevention and Treatment Act and the Expanding Opportunities for Recovery Act. The first piece of legislation would create a program to study behavior in an effort to encourage doctors to properly prescribe opioid medication, as well as provide funding to train medical personnel in intervention and patient screening methods in order to identify and help potential drugabuse patients. The act would also encourage states to implement drug take-back programs.

For individuals who are already struggling with addiction, the

Caught off guard During the early 2000s, heroin overdose deaths in Will County were in the single digits, according to State’s Attorney James Glasgow. That annual figure increased throughout the decade, eventually reaching 53 heroin deaths in 2012. From then until the end of 2015, heroin overdose claimed an additional 126 lives in the county.

The numbers tell a similar story in DuPage County, where 46 people died from heroin overdose in 2013, 36 in 2014 and 43 in 2015. The 11th Congressional District covers large parts of both counties.

“When I was first elected to Congress, I was not prepared for the number and types of stories I heard from family members who lost loved ones to substance abuse,” Foster said.

That lack of preparation was a sentiment shared by others on the Feb. 8 panel, as well.

“I think a lot of people were caught off guard that heroin was such a dramatic invader into our children’s and loved one’s lives,” said Will County Executive Larry Walsh Sr. Officials started to appreciate the severity of the problem a little more than five years ago, according to Walsh, and immediately took action. He said his office worked with the health department and state’s attorney’s office to create Will County HELPS (Heroin Education Leads to Prevention Solutions).

Partnering with the Heroin Epidemic Relief Organization, Will County HELPS held the first HERO HELPS forum in 2010. The event has since grown into an annual community summit, where substance abuse counselors, health professionals and local elected officials come together to share information and discuss solutions to the region’s

Foster said people who can’t afford treatment could receive up to 60 consecutive days of treatment through the EORA’s grant program.

Additionally, President Obama recently asked Congress for $1.5 billion in federal spending to combat heroin addiction in communities across the U.S. “I hope members of Congress are able to come together under this common cause and stand with the president against opiates,” Foster said. “On a bipartisan basis, this thing ought to be a no brainer…

But despite this and other prevention efforts, heroin addiction continues to be a significant public health issue in Will County and surrounding areas.

Southwest Coalition for Substance Abuse Issues President Brian Hazard said that’s because a culture of denial persists in the community.

“The biggest challenge we have as providers of treatment is an absolute lack of understanding by the community about what’s happening right underneath their noses,” he said. “Most parents don’t know their children have a heroin problem until something has already gone horribly wrong.”

Combine that with the increasing use and misuse of prescription opioid medications, and it’s clear to Hazard why overdose deaths spiked again in 2015.

The Will County State’s Attorney’s Office has also increased its efforts, making prosecution of heroin dealers a top priority since 2010.

“The wonderful thing about this county is no dealer can last very long [here] because we have a network of informants, officers have eyes and ears everywhere, and sooner or later you’re going to be selling to a police officer wearing a wire...” Glasgow said.

Regional task forces, such as the Will County Cooperative Police Assistance Team and the DuPage Metropolitan Enforcement Group, have also helped law enforcement efforts to put drug dealers within their jurisdictions behind bars.

Additionally, Glasgow said his office has started to aggressively prosecute drug-induced homicide cases.

“If you deliver to someone and they die, we’re going to be coming for you,” he added.

Still, the number of heroin overdose deaths in 2015 matched 2012’s record high. Glasgow credited the spike to the drug’s availability and the Chicago

market.

“Even if we locked up all the dealers in Will County, our problem isn’t going to be that much lessened because every kid can get up to Chicago or they have a friend who can get up to Chicago,” he said.

Prosecuting these types of suppliers for drug-induced homicide will hopefully serve as a deterrent, Glasgow added.

Mark Piccoli, of the DuPage Metropolitan Enforcement Group, agreed with the methods outlined by the state’s attorney, but he added that the regional heroin problem required a multi-faceted approach that combines law enforcement with prevention and education initiatives.

“We’re not going to arrest our way out of this, and I firmly believe that,” said Piccoli. “It’s going to take all these initiatives and all these groups to take on this problem.”

However, others feel that scare tactics such as prosecution individuals for drug-induced homicide are the wrong approach.

Prevention, treatment Chelsea Laliberte knows first hand the devastating affects of heroin addiction.

In 2008, her brother Alex died of a heroin overdose and authorities attempted to prosecute the person who provided him with the drugs.

“He was his best friend, and they were using together,” said Laliberte, who addressed the panel during the Feb. 9 event. “I appreciate all the work that law enforcement does, but I do want to mention that the people who are handing drugs off are also sick.”

Followingherbrother’sdeath,Laliberte founded Live4Lali, which works to raise awareness of substance use issues. She said education and treatment are the best options available to communities.

“Prevention on the front end, treatment on the front end; that’s really where we need to be focusing the issue right now and we’re not,” Laliberte told the Bugle.

Although she feels that programs such as drug court give many people a second chance at recovery, she said they don’t

go far enough and often times present a number of legal burdens that interfere with recovery.

Medication-assisted treatment is one method that has been shown to work, according to Laliberte. However, she said many drug courts have been hesitant to incorporate medications such as methadone, suboxone and vivitrol, which Laliberte said increase a person’s chance of successfully recovering from heroin addiction.

“Data shows that there are some legal strategies that help, but most of the time if we’re not treating people with treatments we know work, like medication-assisted treatment, these legal issues are just becoming redundant and they’re not helping,” she added.

In addition to the legislation introduced

by Foster, the Heroin Crisis Act – passed by the Illinois legislature in September – would make medication-assisted treatment more available by requiring insurers to cover it and other treatments.

HISTORY Burnoski becomes first Raider freshman to advance to state

After a two year hiatus, Bolingbrook is headed back to the state wrestling tournament.

Freshman Dylan Burnoski will carry the torch for the Raiders as he heads to the IHSA finals this weekend at the State Farm Center on the campus of the University of Illinois in Champaign.

Burnoski (30-8) placed second at 106 pounds at the Bolingbrook Sectional, losing in the final 2-1 to Plainfield North senior Marcus Povlik, the No. 1 ranked wrestler in the state at 106.

“It is really cool and it was a great experience and knowing that I can stick with seniors is a really big deal,” Burnoski said. “I knew I could have beat him, but I came up short at the end.”

Burnoski opened the tournament by pinning Briscoe Watson of Homewood-Flossmoor in 1 minute, 28 seconds.

He then earned a 6-4 decision

over Noah Surtin of Edwardsville in the quarterfinal and a 10-3 decision over Anthony Molton of Lockport in the semifinal to secure his place at state.

“That match was pretty big. I knew I had to win that match to advance to the state finals,” Burnoski said.

“It feels pretty good. When I was a kid, I went and watched it and now I am competing in it.”

Bolingbrook coach Dan Bullivant was not surprised by Burnoski’s performance.

“Dylan can go toe to toe against anyone,” Bullivant said. “We are still cleaning up a few things with him, but I am very excited that he has the opportunity to compete this year. Anything can happen once you get to the dance. He is no stranger to big matches. He has wrestled nationally in the IKWF and he carried that kind of moxie and he doesn’t hold back, even when he is wrestling a senior.”

Bolingbrook gymnast enjoys experience at sectional meet

Bolingbrook was represented last Wednesday at the Hinsdale Central Sectional by sophomore Natalia Hernandez.

Making her first appearance at the sectional level, Hernandez competed in all events after qualifying in the all-around, to go along with the vault.

“It was pretty intimidating,” Hernandez said. “But I got through it. It was a good experience. I wasn’t really expecting to make it here in the all-around, so that was the cherry on top.”

In the vault Hernandez placed 30th with an 8.625. She added a 7.45 in bars, 7.25 in beam and 8.9 in floor to finish 25th in the all-around with a 32.335.

“I feel like I did the best I could,” Hernandez said. “There were some things I wish I did better, but I am happy with it.”

She was happiest with the 8.9 in the floor.

“I am most proud of my floor routine,” Hernandez said. “It was the best score I had all year. I thought I stuck everything I should.

I definitely feel I peaked at the end of the season.”

While Hernandez is the only member of the Raiders, she does have a teammate as she shares a coach with Plainfield East’s Mackenzie Mathis.

“It is really nice,” Hernandez said. “I used to have a team and it was a bunch of people. Now I have one person, but it feels the same. It is the same excitement and encouragement.”

BOWLING Romeoville’s season came to an end at the Joliet West Sectional Saturday at Joliet’s Town and Country Lanes.

The Spartans finished in eighth place at the meet with a 5,218 sixgame total.

“We started off a little rough this morning,” Romeoville coach Mike Eccleston said. “They said they didn’t feel any pressure, but they shot an 820 and 730 to start.

We haven’t shot in the 700s in two months. They were feeling the pressure and weren’t rolling the ball well. Then they knew they were out of it and relaxed and shot a 2,700 in the afternoon, which I was proud of.”

Leading the way was Annaliese McClelland with a 1,157 to place 19th overall. Erin Cosner added a 1,089, Abby Wallace shot a 977 and Jenny Zaremba had a 977.

“It was good for her,” Eccleston said of McClelland leading the team. “She rolled the ball well and got a lot of carry.”

The end of the season brought an end to the careers of McClelland, Wallace and Zaremba.

“The seniors set the tone for the program and the juniors are picking it up and are getting in a league together,” Eccleston said. “You don’t get better in the three months here.

You get better in the nine months around the year.”

Overall, the Spartans set a new standard for their program.

“I’m really proud of them because they really worked hard,” Eccleston said.“Four or five years ago we would shoot 730s regularly. Now we’ve been shooting 925 pretty regularly.

That is a great improvement.”

Bullivant knows the stage will not be too big for the ninth grader.

“There are seniors that started wrestling in junior high or high school and they clam up sometime in big matches and Dylan doesn’t

have that and you like that in a kid,” he said. “There is no lack of confidence with him.”

Six other Raiders competed at the sectional meet, but did not advance to the state meet.

Lewis basketball rebounds with win If Lewis University head men’s basketball coach Scott Trost was looking for a positive response from his team following the Flyers’ 20-point loss to Quincy on Thursday night, he certainly found one.

Lewis junior guard Miles Simelton (Oswego, Ill./Oswego) and senior forward Kyle Nelson (St. Charles, Ill./St. Charles North) combined for 46 points on 18-for27 shooting as the Flyers claimed the 84-70 Great Lakes Valley Conference road victory over Truman State at Pershing Arena on Saturday (Feb. 13) afternoon.

“I’m proud of the way the guys bounced back after our loss to Quincy (on Thursday),” Trost said.

“I thought they trusted the process and each other.

“This is a big win for our team.”

Simelton finished with 24 points on 8-for-13 shooting, including a 4-for-4 performance from beyond the arc, to finish with a game-high 24 points. Nelson totaled 22 points on 10-for-14 shooting, including six rebounds and two blocks.

Lewis freshman guard Delaney Blaylock (Wyoming, Mich./Godwin Heights) finished with a doubledouble of 15 points and a seasonhigh 13 rebounds, while junior guard Capel Henshaw (Harrisburg, Ill./Harrisburg) had eight points (2 three-pointers) and a game-high eight assists.

With the win, Lewis improves to 18-7 on the season and 10-5 in GLVC action, while the host Bulldogs drop to 17-8 on the campaign and 9-6 in conference play.

Truman State redshirt senior guard Andrew Vander Zwaag finished with a team-best 16 points, including three treys, while freshman guard Jake Velky came off the bench for 10 points along with two trifectas. Bulldog senior guard Cole Myers added 15 points, including three three-pointers.

The Flyers enjoyed a sizeable advantage on the glass, with 38 to Truman State’s 25. Their nine offensive rebounds helped Lewis to a 16-3 advantage in secondchance points.

As a team, Lewis shot 50.0% (31for-62) from the field and 40.0% (8-for-20) from three-point range.

Truman connected on 46.6% (27for-58) of its field goal attempts and 33.3% (10-for-30) from beyond

North Central won the overall title with 117 points, while the Flyers garnered 113 points in the 21-team meet.

“This was a huge meet for the entire team,” Lewis head men’s track and field coach Dana Schwarting said. “We had national qualifying marks and season-best marks in almost every event.

“This will be a huge teambuilding meet as we head into the

Liberty Cold brings new technology in cold storage to Bolingbrook.

The company recently opened its new 173,000 square-foot cold storage complex, and state-of-theart facility designed with food safety and security as a top priority.

The site also is expected to bring a focus on logistic services to the area for food manufacturers and distributors.

The facility also offers High Pressure Pasteurization (HPP) tolling. High Pressure Pasteurization is a process that introduces up to 87,000 psi of pressure with no heat load to finished product. It is effective at deactivating bacteria in the product to allow for enhanced food safety and increased shelf life.

The building also is equipped with vertical dock levelers that allows the facility to control seals inside the building for enhanced load security. The facility houses a USDA compliant packing room and will have 47 trailer parking stalls.

Liberty Cold adds yet another level of service through their customer portal.

“We take a proactive approach to give our customers the ability to track their product and transportation metrics through a business intelligence portal,” said Cox. “The portal has been developed to give clients quick access to their shipments to help identify opportunities in the supply chain.”

Pursuant to Local Court Rule 11.03 (J) if there is a surplus following application of the proceeds of sale, then the plaintiff shall send written notice pursuant to 735 ILCS 5/15-1512(d) to all parties to the proceeding advising them of the amount of the surplus and that the surplus will be held until a party obtains a court order for its distribution or, in the absence of an order, until the surplus is forfeited to the State.
