Judge approves eminent domain for water pipeline

Purchase price will be argued before a jury who will decide the actual cost

As the village of Bolingbrook continues its mission to take over its water system, the Northern Will County Water Agency saw victory

in a recent court decision, approving its condemnation lawsuit, allowing the agency to pursue eminent domain over a Lake Michigan water pipeline.

In what has been seen as a wage war over water rates for years, the villages of Bolingbrook, Lemont, and Homer Glen Romeoville and Woodridge formed the Northern Will County Water Agency to take control over the water pipeline, owned by American Lake Water Company, a subsidiary of Illinois American Water.

Last month, Will County Circuit Judge Ray Rossi issued an opinion in the eminent domain suit. The water company had challenged the agency’s authority to bring the condemnation suit, basing it on three issues: whether the agency had made a good faith offer to purchase the pipeline, whether the “taking” was necessary, as defined by the statutes; and whether the requirements for the “taking” were met.

The Court found in favor of the agency on all three counts, allowing the case to proceed to the valuation stage where a jury will be asked to determine the purchase price of the pipeline.

Bolingbrook Village Attorney Jim Boan said the purchase price will be argued before a jury who will decide the actual cost. The Court’s docket has not been set for the trial, but it is expected to be set in the first quarter of 2017 with the trial later in the year.

Boan explained that at the end of the trial and after hearing post-trial motions, the judge would set a date for closing. However, the water company has a right to appeal the decision.

Boan said the agency would need enough time to sell revenue bonds to pay for the assets of the Lake Michigan water pipeline, setting a timeline of a few months after the court case concludes and pending any post-trial appeals.

In explaining why the agency is pursuing the takeover, the agency called attention to the number of rate increases it has seen, calling for its end. According to the agency, prior to the Illinois American Water purchasing Citizens Utilities (the former water company), the SEE WATER PAGE 4

Local stationed at Pearl, 75 years after attack Petty Officer 3rd Class Joe Lewicki is a Bolingbrook native PEARL HARBOR – As the nation pauses to remember the attack on Pearl Harbor, which occurred 75 years ago on Dec. 7, 1941, the occasion has special meaning for a Bolingbrook native who is serving in the U.S. Navy in the very location that drew the United States into World War II. Petty Officer 3rd Class Joe Lewicki, a 2013 Plainfield East High School graduate, is assigned to the Navy’s U.S. Pacific Fleet Headquarters.

Lewicki is responsible for maintenance and upkeep of the auxiliary components aboard the submarine.

“I like that my job gives me the chance to get my hands dirty,” said Lewicki. “I am responsible for 90 percent of the boat so everyone comes to me with problems.

Sometimes I get overworked but I love being able to fix the problems.”

Being stationed in Pearl Harbor, often referred to as the gateway to the Pacific in defense circles, means that Lewicki is serving in a part of the world, the Pacific, that is taking

on new importance in America’s national defense strategy.

Pearl Harbor itself is home to more than 19,000 U.S. Navy Sailors 11 surface ships, 19 nuclear-powered submarines and 19 aircraft.

According to Navy officials, the U.S. Pacific Fleet is the world’s largest fleet command, encompassing 100 million square miles, nearly half the Earth’s surface, from Antarctica to the Arctic Circle and from the West Coast of the United States into the Indian Ocean.

The U.S. Pacific Fleet consists of approximately 200 ships/submarines, nearly 1,100 aircraft, and more than 140,000 Sailors and civilians.

Although the world has changed greatly in the past 75 years, the Navy has been pivotal in helping maintain peace and stability in the Pacific region for decades, and for good reason, Navy officials say.

The Pacific is home to more than 50 percent of the world’s population, many of the world’s largest and smallest economies, several of the world’s largest militaries, and

Accordingly, the Navy is basing approximately 60 percent of its ships and aircraft in the region.

Officials say the Navy will also provide its most advanced warfighting platforms to the region, including missile defense-capable ships; submarines; reconnaissance aircraft; and its newest surface warfare ships.

“Serving here during the 75th anniversary it’s important to remember those who lost their life

during the attacks and honoring their memory,” said Lewicki. “I had four great-uncles serving here during the attacks. One of them served on the Arizona and they all survived, so it’s special serving here now.”

While much as changed in 75 years, American Sailors’ core attributes of toughness, initiative, accountability and integrity remain today.

“It’s important for those of us serving in Pearl Harbor today to remember the sacrifice of those who served before us,” said Admiral Scott Swift, Commander, U.S. Pacific fleet. “The important work we do everyday honors those who were here 75 years ago and is a testament to the enduring value of our navy’s mission.”

The Montana native has been instrumental in stabilizing the leadership at Bolingbrook High School, introducing a school-wide theme of “Honor Bolingbrook, Honor the Raiders.”

“To be nominated and recognized by your peers is extremely satisfying,” Pascavage said. “I share this award with the staff members and students at Bolingbrook High School who are helping to create positive momentum not only at the high school but throughout the community.”

The Illinois Principals Association is an organization designed to develop, support, and advocate for innovative educational leaders. The Association stands for honesty and integrity in a position where trust is paramount to continued success.

Bolingbrook is launching Kindness Month next week with a variety of dress up and special action days scheduled to “light up the school with kindness.”

Optional activities during the week of Dec. 5 include making someone laugh, giving someone a compliment, keeping the school clean, showing off your smile and donating $1 to charity.

During the week of Dec. 12, daily activities include treating your teacher like royalty, leave a happy note for someone to find, helping a friend, making a card for a soldier and bringing a non-perishable food item for a family in need.

The month will conclude the week of Dec. 19 with such activities as speaking only kind words, reading with someone, writing someone a thank you note and open the door for someone. The week will also feature dress-up days.

The Tibbott PTO will also celebrate Kindness Month with an after-school and evening holiday shop the week of Dec. 12 and a Drop and Shop babysitting night ($10 per family) from 6 to 9 p.m. on Dec. 16 so parents can do some holiday shopping.

Baking company opens distribution center 93,000 sq. ft. facility adds to ARYZTA’s presence in Romeoville

ARYZTA, the third largest global baking company, recently held a ribbon cutting ceremony today to commemorate the grand opening of its distribution center located in Romeoville.

The 193,000 sq. ft. facility adds to ARYZTA’s presence in Romeoville, where one of the company’s bakeries is located.

Phil graduated from University of Chicago Laboratory Schools and attended DePaul University, graduating with a Bachelor of Science in Commerce and later obtained his CPA. Phil was very active with many community organizations, including the Bolingbrook Jaycees, Lyons Club, Rotary Club, Grey Core and the Bolingbrook Police Pension Board. He enjoyed coin collecting, shooting pool, playing cards and bowling.

It’s Time To Sign

Signing Time is a video series and television program eleminating communication barriers

BY DANIEL SMROKOWSKI BUGLE COLUMNIST American Sign Language (ASL) has become mainstream in the community at large. Twenty-five years ago, families used American Sign Language only with their child who was deaf. But for many others in our special needs community who have communication disorders, communication is difficult. Today, a quarter century later, when children of all ages and abilities learn to move their hands to make ASL signs, their minds are learning as well. A child who is signing acquires a better vocabulary than children who do not sign. An innovation that encourages children and their families to use ASL is Signing Time. Signing Time is a video series and television program that eliminates communication barriers that exist for children with disabilities.

“It’s become very mainstream to use sign language with children in your family,” said Rachel Coleman, the creator and Emmy-nominated host of Signing Time.

This past Saturday, November 12 at 5:30 p.m., over 300 people from across the U.S. traveled from Florida, Alabama, Utah, and everywhere in between to Columbia, Tennessee. Folks came for the Indy+Friends Signing Time Live Concert. The concert took place at the concert hall barn of American Country Music singer and songwriter, Rory Feek.

Rory’s two-year-old daughter, Indiana, or Indy as she is known by friends, was born with Down syndrome. About a month before the concert, Rory surprised his daughter, Indy, by inviting Rachel Coleman and Signing Time to their barn-turned-concert hall for a onenight-only surprise concert. For over 300 individuals who were in attendance, tickets were free to the public. The concert was also streamed live online and the $10 virtual ticket fee was made possible by the Loeys-Dietz Syndrome Foundation in honor of Indy’s friend Scout who introduced Indy to Signing Time.

Rachel Coleman created Signing Time in her home of Midvale, Utah when her oldest daughter, Leah, who is profoundly deaf, was 4 years old. Rachel’s youngest daughter Lucy was born with Spina Bifida and Cerebral Palsy.

The day before the concert, we decided to make the over 500 mile drive from the Chicago western suburbs to Columbia, Tennessee. We arrived at the farm of Rory Feek about 4 hours before the concert. It wasn’t until a half hour before the Signing Time concert began that I was met in front of the concert hall barn by Aaron Coleman, the husband of Rachel and father to Leah and Lucy. As I hopped over a fence, I made my way backstage of the Signing Time concert to sit down with Rachel Coleman and her daughter Leah.

Similar to Leah, when I was born I began to learn American Sign Language to help me with the severe language disorder that I was diagnosed with. Leah and myself both use the Accessible Touch accessibility feature on the iPhone to help us with communication.

“It [Signing Time] really helped because it helped build a community that wasn’t there previously,” said Leah Coleman. “Because a lot of hearing parents with deaf children didn’t know what to do and my mom allowed to pave that path for them.”

Leah told me about a time when she was younger and on a soccer team. “I don’t want to play with her because she is deaf,” said one of Leah’s soccer teammates. At the time, Leah’s mom did not interpret the exact words to her daughter. She did not want to subject Leah to the ignorance at an early age. At this moment of Leah’s youth, the use of signing among her peers who were not deaf was not yet mainstream. Ignorance was the catalyst for Rachel to create Signing Time and be able to share sign language with other children and families.

Fast forward to November 2016 when over 300 people from across our nation came together to Tennessee for the Signing Time concert. One local family from Tennessee, Jeremy and Elayna Cook and their son Chance, is the perfect example of how Signing Time has made American Sign Language mainstream for people who are hearing as well as hearing impaired. Even though Chance does not have any special needs, the Cooks taught their baby boy sign language for

the reason most families today use Signing Time with their children: baby sign language lets babies communicate their needs rather than crying. As a child’s hands are moving, the child’s emotions are being expressed. As a by-product, their mind is learning.

Special needs families of all different diagnoses know the joys and challenges that each other face. Many try to jump at any chance they get to support other families. Take the Feek and Coleman families for a perfect example of two special needs families coming together to support each other and uniting the community.

“What I love about our Signing Time events, they’re unlike anything anywhere else,” said Rachel Coleman.

“Because even as families who have children with special needs, we divide ourselves up like ‘oh I’m going to go to the deaf stuff or we’re going to the Down syndrome Buddy Walk’ but we still divide ourselves up and at a Signing Time event you see every kind of parent, typical kids, kids with autism, Down syndrome, and I can pull anybody from the audience, any child and have them on stage and have them participate in a meaningful, real way and we can all communicate.”

The Coleman and Feek families made a big difference in many lives when they came together for this unique Signing Time concert at Rory Feek’s barnturned-concert hall.

“It’s just a coming together of families and communities and reaching out and acknowledging that we’ve been there for each other,” said Rachel. “We’ve made a difference in each other’s lives.”

This year for shoppers, especially for those doing a lot of online buying and downloading apps to their mobile devices, new dangers are lurking. Hundreds of fake retail and product apps have popped up in Apple’s “App Store” and Google’s “Play Store” in recent weeks, according to the Better Business Bureau.

Apps have become a popular way to shop, particularly for people looking for deals. But there are serious risks, especially to using a

fake app.

Entering credit card information opens a consumer to potential financial fraud.

Some fake apps contain malware that can steal personal information or even lock the phone until the user pays a ransom.

Starbucks started the first “retail app,” and many stores have followed but,security experts say, the biggest source of the fake apps is China.

The BBB advises app users to take a closer look at the fine print before putting it on their phones and to take these precautions: Check when it was developed, what version it’s on, who was the publisher and look for customer reviews. If you pull up a major retailer’s app and it has no reviews, then you’re probably on the wrong one.

Enrique Guzman-Garcia, 25, of Joliet, was arrested Nov. 17, in the area of Route 53 and Montrose Drive for DUI, improper lane usage and illegal transportation of alcohol.

Jacob Gajcak, 24 of Shorewood was arrested Nov. 20, in the 700 block of Halsted for an in-state warrant. He was transported to Will County Adult Detention Facility.

Romeoville returns a group of players with a year under their belt

Explosive.

That’s a word that can describe the Romeoville boys basketball team this season.

The Spartans showed that as they opened the season at the 21st Annual WJOL Thanksgiving Classic at the University of St. Francis.

While they were disappointed to finish fourth overall, they could argue that they were two possessions away from being 4-0 and could still point to some very good play along the way.

“We’re a year older and a year wiser,” Romeoville coach Marc Howard said. “Our defense fuels us and when we get the cylinders going we play better basketball.”

That was on display on Friday, Nov. 25 in the third round of the WJOL Tournament. Ahead of Providence by one point at halftime, the Spartans looked to make a third quarter statement.

plished that.

Romeoville won 64-27.

“We just play our game and play hard at both ends,” Romeoville senior forward Aaron Stevenson said after the Providence win. “We moved the ball around and this shows that we are ready for the season.”

Stevenson hit a trio of 3-pointers in the game and was one of five Romeoville players that scored between eight and 12 points. He’s also one of only three seniors on the team. Junior forward Donita Jackson, who was named to the All-Tournament team, led the way with the 12 points.

“He’s 6-7 with guard skills,” Howard said of Jackson. “We’re excited about his contributions.”

Junior guard DeAndre Heckard, a three-year starter and Division I recruit, showed what he can do against Providence with nine points, eight steals, seven assists and four rebounds.

Schaefer leads Lukancic to title Haley Schaefer did it all.

The Lukancic Middle School star nearly registered a triple double (32 points, 10 rebounds, 9 steals) as the Flames knocked off crosstown rival Martinez Middle School 37-24 to win an IESA Class 4A 8th grade girls basketball regional title Thursday afternoon.

Lukancic (15-9) played in the Washington Junior High Sectional in Joliet on Dec. 7 . The sectional winner moves on to the state quarterfinals.

Schaefer’s speed and ability to knife through defenders netted nine layups including a coastto-coast move with 1:25 left in the first half that gave the Flames a lead they would never relinquish.

Martinez (13-10) got off to a fast start with Lindsay Novak (8 points, 6 steals) hitting a threepointer off a nifty pass from Hannah Samoy. Josey Camp (6 points) hit a layup and scored on an in-bounds pass from Larisa

Hyland leads Lewis to Elite Eight Plainfeild Central graduate Elizabeth Hyland led the Lewis University volleyball team in a 25-21, 26-24, 25-18 win over the Ferris State Bulldogs Dec. 3.

By winning the NCAA Midwest Regional Championship Lewis now advances to the Elite 8.

This is the first time the Flyers have won the Regional under the guide of head coach Lorelee Smith.

“I can’t stop smiling, I’m so proud to get to coach this team,” Coach Smith said. “They have embodied past Lewis precedence and taken it one step further. This is a huge success for the program as well as a special achievement for these 15 players.”

Lewis hit a team .218 (41 kills, 12 errors, and 133 attacks) as a team, while Ferris State hit .140 (37-18-136). After beating the Bulldogs the Flyers improve to 28-7 while the Ferris State ends it’s season 30-6.

A match earlier, Lewis made short work of Cedarville University, as the Flyers swept the Yellow Jackets, 25-16, 25-14, 25-13 in the NCAA Midwest Regional Tournament Semifinals, hosted

by Ferris State, to advance to their first ‘Sweet 16’ since 2009.

Seliga topped the Flyers with 10 kills, while Hyland and junior middle hitter Aly Schneider (Granger, Ind./Penn) each contributed eight putaways in the victory.

Hyland netted a team-best eight digs, while redshirt sophomore setter Abby Becker

(Menomonee Falls, Wis./ Menomonee Falls) dished out a match-high 26 assists and recorded seven digs.

The Flyers will travel to Sioux Falls, South Dakota to compete in the quarterfinals of the NCAA Championship on Dec. 8.

The Great Lakes Valley Conference announced on Monday (Dec. 5) that Lewis University senior guard Miles Simelton (Oswego, Ill./Oswego) has been named the GLVC Men’s Basketball Player of the Week for the period ending December 4th.

Simelton averaged 20 pointsper-game while shooting 68.4%

(13-for-19) from the floor and a perfect 100% (5-for-5) from three-point land in a pair of GLVC wins last week. The Oswego, Ill., native also averaged five rebounds and three assistsper-game.

His most impressive performance was a 26-point outing on 8-for-9 shooting, in a 90-78 win over Saint Joseph’s on Thursday (Dec. 1).

“Miles had a fantastic weekend, but more importantly, he has emerged as a leader for this team,” Lewis head men’s basketball coach Scott Trost said. “It’s great to see that his hard work and dedication is paying off.”

least twice this season as both Joliet Central and Joliet West have moved into the Southwest Prairie Conference. The Spartans, who defeated Lemont 59-38 on Nov. 23, let a late lead slip away and lost to Lockport 47-45 on Nov. 26 in the third place game.

Last season the Spartans finished 10-17. But with so many

people back and an influx of some new faces, the expectations are lofty this season.

“Our goal is 20 wins or more,” Stevenson said. “We can’t settle for 10. We want to win the conference. A lot of people don’t think we’re good enough, but we have a lot of talent and we have to show it.”
