UPTOWN SQUARE RETAIL CENTER WELCOMES FIRST TENANTS January 2017 marked the construction of the new Uptown Square Retail Center at the northwest corner of Route 53 and Alexander Circle in front of the Edward Hospital Athletic and Event Center. The Romeoville Dental Center was the first tenant to open with other signed tenants including Harris Bank and Subway. “We are excited to see this project completed and already signing tenants. It’s a prime location and we wish the businesses much success in their new locations,” said Mayor John Noak. Along with the retail center, Romeoville will soon see the opening of Franconi’s Grocery and Fat Ricky’s Restaurant.

NEW JOLIET JUNIOR COLLEGE CAMPUS TAKES SHAPE The face of Joliet Junior College Romeoville campus steadily was changing throughout the year with its new two-story building rising up out of the farmlands adjacent to its current facility. Construction began last fall on the new 50,000 squarefoot building that will become the entrance of the compass, now facing 135th Street, just off of Weber Road. The JJC expansion was complete in October. It is one of the school’s main projects as outlined in the updated 2013 JJC Master Plan,

Well-known community member Lourdes (Lou) Aguirre took a seat on the Romeoville Village board, after trustee Sue Micklevitz retired. Mayor John Noak and the village board appointed Aguirre as village trustee to fill the unexpired term of Micklevitz, which expires April, 2019. “We had a great trustee retire; she was a fantastic trustee, a great asset, and served us very well,” said Noak. I want to thank her for her service as well.” “Lou will be a great addition to the village board. She brings experience and knowledge both as a longtime resident and business owner within the community,” said Noak.

Aguirre has been a Romeoville resident since 1969 and has owned Lou’s Styling Place in Romeoville since 1989. She is very active in the community, having served on the Board of Directors for the Romeoville Area Chamber of Commerce since 2011, Romeoville Fire and Police Commission since 2012 and has been a Romeoville Rotary Member since 2016.

“I know I have big shoes to fill; she has been a great trustee,” said Aguirre. “It is a great honor to serve my own community. I was careful and mindful serving on the police and fire commission. I felt great pride in being able to serve and bring in the great police and fire professionals here. And I also plan to bring this type of attention and pride to this job as trustee-the best I can be for you and for the community.”

SOLAR POWER FOR SCHOLARS Valley View School District 365u became a leader in Illinois schools using solar roof panels that are not only environmentally sound, but expected to earn the district savings and extra cash flow over time. The district estimates with the use of energy rebates and annual savings, within the next ten years, it stands to rake in $600K in annual revenue and a net savings to the district over 25 years of approximately $10 million by using solar panels on its roofs.

Last summer the district replaced 20-year-old roofs that were showing signs of wear and tear at five schools, including B. J. Ward, Jamie McGee and Irene King elementary schools, and Humphrey and Jane Addams middle schools. In addition to replacing the roof membranes at these five schools, the district had also been exploring methods of energy conservation, and the possible use of solar panels. The district has been embracing energy efficiency in all its project for the past six years with its Comprehensive Energy and Environmental Management Initiative.

The initial cost is estimated at approximately $5.2 million. Funding for the project will be incorporated into the budget through a financing agreement. However, the district expects a 100 percent payback; plus additional savings in utility costs.

NEW APARTMENTS PLANS FOR HIGHPOINT COMMUNIT Y Designed to attract an affluent millennial market, additional apartments will be making their way into Romeoville High Point community. A final development plan was submitted to the Romeoville village board in March outlining plans for High Point Town Square Apartments, the final neighborhood to be developed within the community located off of Weber and Taylor Roads.

The uniquely crafted project is to include 72 rental apartments on two acres of land northwest of High Point and Friendship Circle. There are two types of apartments to be offered, six, six-unit carriage style home buildings with enclosed garages, and three 12-unit liner buildings featuring 18 “work-live” units.

The High Point Town Square Apartments are described as a unique offering in the Chicagoland marketplace are are to include a combination of large apartments, high-grade finishes, premium garages, Energy Star sustainability, and formal classical land plan and architecture.

WHITE OAK LIBRARY DISTRICT PURSUES REFERENDUM The White Oak Library District

Library Director Scott Pointon explains the library needs to expand its hours of operation to meet the demands of its users, opening earlier on weekdays and adding more hours on weekends. If approved, the referendum would also allow the district to offer more classes, and create a digital media lab where patrons can transfer VHS to DVD, restore family photos, create cutting edge promotional materials, record audio podcasts, film captivating videos, compose music, among other digital projects. However, the referendum in April failed.

DEVELOPMENT CONTINUES FOR NORMANTOWN ROAD Progress continues for the development of a Holiday Inn Express in the Normantown Square near I55. Reports show a concept plan by the Hospitality Guru Group was recently proposed to the Romeoville Planning and Zoning Commission. The hotel is to be built on 2.35 acres in the commercial development at Normantown Road and Center Boulevard that includes American Sale, Bowlero (f/k/a Brunswick Zone) and Crème De La Crème Preschool. The proposed, franchise-owned Holiday Inn Express would be a four-story building consisting of 96 guest rooms, a pool, meeting rooms, fitness center, business center and breakfast/ lounge space.in addition, an outdoor patio is proposed on the north side of the building.

A total of 96 parking spaces are proposed in front of the building and in and out access points would connect with the current roadway network.

BOLINGBROOK MAYOR ROGER CLAAR WINS ELECTION In a race that was fraught with much controversy, Republicans

and Democrats found a close battle during the election.

Up by a slim margin, Bolingbrook Mayor Roger Claar was voted in again to continue his 31-year career leading the village. Only 102 votes separated Claar and challenger Jackie Traynere. It was block by block, that support was won, contend both parties. In a message to its supporters, the Bolingbrook First party wrote, “Every contribution has made a difference. Although the final election results will not be available until April 25th, we wanted to express our sincere gratitude for the unfailing support from members of the Bolingbrook community.

Whether it was through door knocking, yard signs, Facebook posts, or conversations with neighbors, thank you for supporting Bolingbrook First.”

Echoing nearly the same sentiment, Bolingbrook United stated, “Ladies and gentlemen, we are blown away by the results and the support we have received. If there was ever a race (or a few in this case) where the expression “every vote matters” applies, it’s here in Bolingbrook. Unfortunately, with the results as close as they are, we cannot declare victory or concede….Regardless of the final outcomes of any of the races as they are determined over the next couple of weeks, we are proud of our efforts and as we said before, we will continue to build.” All

incumbents, Carol Penning, Michael Lawler, Sheldon Watts and Maria Zarate ran on the same Bolingbrook First Party ticket and all newcomers who joined forces with Traynere as the Bolingbrook United Party included Robert Jaskiewicz, Terri Ransom, Jamie Olson and Mary Helen Reyna de Parsons.

Penning won over Jamie Olson for village clerk. Two of the three incumbent trustees Lawler, with 5,773, and Zarate, with 5,717 retain their seats and newcomer of the Bolingbrook United slate, Robert Jaskiewicz, with 5,625 votes, will took the third seat.

Valley View School Board 365u Ten candidates fought for four seats on the Valley View School School District 365u school board. Three of the four incumbents Deborah Sykora (5,666 votes), Elizabeth Campbell (4,553), and Victor Zack (4,180) will retain their seat. Newcomer,Sally Guilbo (4,508) defeated Dan Falese who received 3,392 votes.

The remaining candidates split the vote, Sinatra Strong, 2,394; Kokeith Perry; 1,246; Natale Garofalo,2,898; Vickie Sutterlin, 3,985 and Charlotte A. Droogan with 3,884.

METRA IS COMING After years in the making, construction began on the new Romeoville Metra station.

Mayor John Noak, U.S. Congressman Dan Lipinski, Will County Executive Larry Walsh, and Metra Executive Director/ CEO Don Orseno officially broke ground on the Romeoville Metra Station, a new stop along the Heritage Corridor Line.

“Getting a Metra stop has been a village goal for a long time, so we’re very excited to break ground today,” said Noak.

“Having another transportation link to the city will be a great benefit for residents as well as businesses.” Located near the intersection of 135th Street and New Avenue, the Romeoville Station will be the first new stop on the Heritage Corridor since Metra’s creation in 1984 and the first new stop on any Chicagoland Metra line since 2011.

ROMEOVILLE EXPANDS REINVESTMENT PROGRAM The village of Romeoville expanded its reinvestment program begun last year to include a reduction in fees for those who want to tear down and rebuild.

The residential investment program was first introduced to create more home value especially in the older sections of town to encourage viable sustainable neighborhoods.

Quiet capital — The story of Illinois’ first state city

BY ISAAC SMITH Of the Southern Illinoisan On July 4, 1778, the bell rang and the battered people of Kaskaskia gathered.

They found themselves under new rule.

George Rogers Clark explained that the revolutionary government was not interested in changing their faith, but wanted to give them liberty.

The once British-occupied territory had been liberated by Clark, who was fighting for the Continental Army.

About four decades later, this small settlement flanked by the Mississippi River would be the home to Illinois’ first capital.

There is a lot to Kaskaskia’s story — a lot that wouldn’t be gleaned by a visit to the sparse island on what would seem to be the Missouri side of the Mississippi River. Emily Lyons, curator for the Randolph County Archives and Museum, said she has spent the last 20 years working to preserve the county’s history in an official capacity, but has spent her life immersed in it.

Lyons said her family can be traced in a direct line back to settlers who came to what was then the Kaskaskia peninsula in the 1700s — Lyons explained that the peninsula became an island after years of deforestation along the banks of the Mississippi, as well as soil erosion, created a perfect storm in April 1818 when an ice pack at a bend in the river finally caused what was left of the remaining ties to the mainland to gave way.

Lyons explained that Kaskaskia began as one building — in 1703, the Jesuits built a chapel. Not long after, a small population of native peoples and 12 French settlers called the place home.

By 1718, and several church buildings later, the chapel became a parish, the Immaculate Conception Church.

Lyons said the population grew, and, in 1725, Kaskaskia was incorporated by the French. She said Kaskaskia’s location on the Mississippi River made it ideal for shipping the agricultural goods being produced in the region, but most valuable perhaps were the furs being trapped and sent to the garment trade in Europe. She said over the course of its history, the once-bustling community

The Liberty Bell of the West was rung after Kaskaskia was captured from the British in 1778 by the Colonial Army. garnered the moniker of the Versailles of the West. In fact, the Liberty Bell of the West was gifted to the Kaskaskia’s Immaculate Conception in 1741 in recognition of its importance. The bell still sits among the scattered historic buildings left on the island.

Lyons said before being incorporated, the king of France had sent a military detachment to build what would be Fort De Chartres. This proved to be a valuable asset in the years and conflicts to come.

After the French and Indian War ended, in 1765, Britain took the fort. Lyons said because of poor conditions there, the British moved to Kaskaskia, which is where Clark found them during the Revolutionary War. Lyons said while Clark and his men, who took Kaskaskia without a drop of blood being shed, announced they were happy to let the residents live their lives as they chose, they would need to be supplied. She said the following winter was a hard one as many larders had been raided to help with the war effort.

Lyons said after the war ended, Kaskaskia was part of several different territories. First it was part of the Virginia Commonwealth after the Treaty of 1783.

Then it was in the Northwest Territory until it was part of the Indiana Territory in 1800. Finally, in 1809, Kaskaskia was part of the Illinois Territory.

When President James Monroe signed off on Illinois being admitted as the 21st state in the union in 1818, Kaskaskia was chosen as its first capital. But this didn’t last long. Within a few months of acquiring statehood, Vandalia, which was not even populated at the time, was chosen as the state’s new capital as many favored its more central location within the original 16 southern counties. The

first meeting of the second General Assembly was held at a newly constructed statehouse in 1820.

Though at one time home to a vibrant population, Kaskaskia Island now is home to an almost startling quiet. Fewer than 100 people call the island home, with miles (in some cases) between houses. The Liberty Bell of the West sits encased in a brick shrine and the Immaculate Conception Church, its final brick building, just a few yards away.

Lyons said while Kaskaskia is not the tourism hub of, say, Abraham Lincoln’s estate in the current state capital of Springfield, she is happy with things they way they are. She said many who still live on the island do so for a reason — it’s quiet. She said her biggest struggle as curator is getting people to see the value in history, as well as seeing the value in keeping historic buildings standing when possible.

“Sometimes the impression is new is better,” she said, noting the irony that many buildings that replace historic structures are often estimated to last only a few decades while those that come down have lasted centuries.

She said she always tries to explain the value in these historic places. And when she loses, she is not happy.

“It’s not a good feeling,” Lyons said of seeing pieces of her county’s history meet the wrecking ball.

Lyons said she wants to preserve her home’s history and wants to ensure the buildings and museums can be maintained. This has been no easy task, as budgets in Illinois have shrunk in recent decades. However, she said she has to strike a balance when it comes to Kaskaskia: The grounds and buildings need to be kept up and the history should be celebrated, but not at the expense of those who still call Illinois’ first capital their home.

“The rich and famous go off and buy islands so they can have a secluded place to live and we don’t have to do that,” Lyons said. “We have a secluded place.”

LOCAL PLAYERS HELP USF TO NO. 1 As if being the No. 1 women’s basketball team in NAIA Division II isn’t impressive enough, the way that University of St. Francis coach Sam Quigley-Smith has built her program may be even more amazing.

Of the 18 players that currently make up the Fighting Saints’ roster, 10 of them come from hometowns within 30 miles of the university, 16 are within 100 miles and all but one are natives of Illinois.

Seven of the athletes, in fact, went to schools in the greater Will County area with three players on the USF roster from Joliet Catholic Academy, one from Providence, one from Romeoville and one from Joliet Central.

400 FOR FRIEND Lewis University head men’s volleyball coach Dan Friend won his 400th career match, as the No. 6 Flyers claimed the 25-22, 25-15, 22-25, 28-26 non-conference vic-

STARS SHINE When the geographical teams were made for the Voyager Media Girls Basketball All-Star Shootout, the South team ended up with a bit of an advantage.

Led by 10 points from MVP Brooklyn Bachmann and a teamhigh 13 points from Jaianna Brooks, the South squad pulled away for a 64-43 victory on a funfilled final game for the all senior teams on Sunday, March 19 at the University of St. Francis in Joliet.

Well, fresh off helping to lead the Raiders to third place in the Class 3A State Tournament the day before, Akenten scored 22 points to help make sure the team scoring record was shattered.

His North group, however, fell short in 134-122 South win.

Joliet West’s Trevian Bell, the game MVP, scored a team-high 22 points and wowed the crowd with a series of slams as the South squad pulled away in the final few minutes for a victory. Bell’s Joliet West teammate — ­ Tabyous Casterberry tied him for team-high honors with 22 points, as the 256 points easily broke the combined points record, which was set last year in a 120-119 win by Team Gregory - when the format was a

little different.

Niles West’s Aaron Flowers scored a game-high 27 points for the North team, which tied Bolingbrook graduate (‘13) and current SMU Mustang Ben Moore for the second most points ever scored in the nine years of the boys all-star game.

Both teams also surpassed the previous single team high for points, which was 121 by the North squad in 2013 game.

Akenten led the way as the lone first teamer, while Bell, Benet’s Jack Nolan and Notre Dame’s Matt Stritzel were third teamers and Lemont’s PJ Pipes and Joliet Central’s Jose Grubbs were on the fourth team.

A feel-good award was presented before the game.

The Jeremy Izzo Character Award, which is named after the former Joliet Catholic Academy boys basketball coach, who passed away in 2010. This year’s award was presented to Lockport’s Matt Smietanski.

KING OF THE COURT It has been the standard that when a team makes it to the IHSA state finals, the players from that team that have been invited to the Voyager Media Prep Shootout do not play in the game due mainly to pure exhaustion.

After all, those players have just played two of the hardest games of the season on back-to-back nights and more than likely returned to a community celebration that Sunday afternoon.

This season, however, that trend was bucked as two of the players from Bolingbrook’s Class 4A third place team – Cameron Harris and Nana Akenten – did show up and play in the game.

Akenten, who played 59 of the 64 possible minutes in Peoria, came out and put on a highlight show at the Shootout with jaw dropping dunks.

On the season, the Nebraskabound senior averaged 14.8 point and 5.7 rebounds per game, was named to the Illinois Basketball Coaches Association Class 3A/4A first team and led the Raiders to its second third-place trophy in three seasons.

For that, he is the 2017 Voyager Media Boys Basketball Player of the Year.

WINNING CRU While everyone knows about the Bolingbrook Raiders run to the Class 4A state finals and thirdplace finish, there was another Bolingbrook product earning hardware on the hardwood.

Meet Immanuel Adams, a homeschooled 16-year-old who played basketball for the Illinois CRU, a homeschool program affiliated with Crossroads Christian Youth Center, an independent, non-denominational ministry that has served the needs of youth in Chicago’s West Suburbs for more than 40 years.

The Illinois CRU this season earned a divisional championship and had the opportunity to play for the undisputed national title.

“It was a good experience and I really enjoyed,” Adams said. “I had run track for CRU a couple years ago, but I had really never played basketball. My father played and I had shot around with friends at the gym, but I had never been on an actual team. Last year I decided to try out and see what it was.

It was a really special opportunity for me.

The Illinois CRU athletic program began around 25 years ago as a way for homeschooled students to fulfill the physical education requirement of their educational curriculum.

Lewis University announced welcomed Samantha QuigleySmith as the 13th head women’s basketball coach in school-history last week.

KALINA DEAR KALINA, Simply put, term life insurance covers death. Having student loans doesn’t really matter when it comes to life insurance, either. If you have a family – or someone who is dependent on your income – you need 10 to 12 times your yearly income in a good, level term insurance policy. If you make $50,000 a year, that means you need a term life insurance policy with $500,000 to $600,000 worth of coverage. If you don’t have a family or dependents, I’d recommend a simple burial policy of $10,000 to $20,000 to cover any final expenses.
