Bolingbrook voters to decide on tax referendum Park District tax will decrease no matter the outcome

The Bolingbrook Park District is asking voters to weigh in on a very rare referendum where voters the park district portion of their taxes will decrease no matter if they vote for or against the proposal.

Bolingbrook’s Park District has followed this comprehensive plan since 2013 where community input and discussions have taken place in 2014, 2016 and 2017.

This plan started off in order to refinance old bond and interest debt, with the hopes of it being paid off in 2018.

“We’re paying off $2 million this year,” said Ron Oestreich, Bolingbrook Park District Executive Director. “We’re very excited that either the yes or no vote taxes for the park district portion of the tax bill will go down on the average home.”

The Park District has asked residents to weigh in for the past several years on what their priorities are for the Park District.

As a result of this community feedback they’ve sought, the park district is asking voters to decide on a $14 million referendum request for three main projects — which would be a 20-year bond.

Project one is a Capital Asset Replacement Program (CARP), which would replace 21 playgrounds village-wide and update various facility equipment, exteriors, furniture and fixtures, technology and areas that require paving.

Within the second project, the Lily Cache Greenway pathway connection will be voted upon, which would connect existing trails at Veterans Parkway, as well as existing trails on the east and west sides of Weber Road.

If this ends up being voted upon, it would further connect the regional pathway plan developed in 1989.

The final plan which is the partial renovation of the Bolingbrook Recreation and Aquatic Complex (BRAC), including a remodel of the entrance and hallway; creating two program room spaces; renovating the fitness and aquatics locker rooms at BRAC; adding four

family changing rooms; and adding a bridge, pavilion and shade structures to the Lazy River at Pelican Harbor Outdoor Aquatic Park would complete the referendum.

“The reason that we are going for referendum now is because we have aging parks,” Oestreich said.

“We have 49 parks and 21 of those have playgrounds that are 20 years of age, so we’re very happy to be able to replace those if the community said yes.”

If the referendum gets passed, The Park District would issue the bond and interest at several points over the next five years.

Projects would be prioritized, with construction beginning as soon as possible, though not all projects would start at the same

time. The amount that the Park District spent in legal fees was a little less than $375,000 over the fouryear period, but Oestreich said that this was part of the process and in the end he thinks voters and residents will be much happier if this passes.

“Our mission is to enhance the quality of life,” Oestreich said. “It’s very important that we continue to offer a quality park system so our community can continue to grow and enjoy the outdoors.”

If voters vote yes, the repairs and improvements could be made while decreasing the Park District portion of residents’ tax bills.

This is due to an upcoming elimination of previous Park District bond and interest.

Chicago known for Capone, but IL gangsters had much wider reach

BY BARBARA VITELLO OF THE DAILY HERALD When it came to organized crime in Illinois, Chicagobased Prohibition-era gangsters loomed large during the 1920s and 1930s.

Al Capone, Frank Nitti, Lester “Baby Face Nelson” Gillis, Jack “Machine Gun” McGurn and George “Bugs” Moran earned international infamy that persisted for decades after their deaths. For years, the general perception was that when world travelers informed locals they hailed from Chicago, the locals responded with “bang, bang” and a finger-gun gesture.

The combination of enterprising criminals, complicit public officials and Prohibition gave rise to crime syndicates involved in bootlegging, gambling, prostitution, extortion and murder.

Organized by ethnicity and geography, the syndicates were known as the Chicago Mob or the Outfit. They produced the likes of Capone, Nelson and Moran — Capone’s rival and the target of an attempted assassination in 1929 known as the St. Valentine’s Day Massacre, which claimed the lives of seven men, including Moran associates and an innocent bystander or two.

But Chicago wasn’t Illinois’ only hotbed of criminal activity. Southern Illinois was home to Russia-born gangster Charlie Birger, who was involved in gambling and bootlegging in Saline, Williamson and Franklin counties. According to historians, Birger’s onetime partners-in-crime were the Shelton Brothers, leaders of another southern Illinois Outfit. Eventually Birger split

from The Shelton Gang, leading to bloody territorial disputes that rivaled Chicago’s early mob wars.

Rock Island had its own version of Capone in Ottawa native and onetime lawyer turned crime kingpin John Patrick Looney, whose life inspired the graphic novel “Road to Perdition.” It was turned into a 2002 movie that starred Tom Hanks and Paul Newman, who played the gangster based on Looney.

“BABY FACE” AND DILLINGER Chicago-born Gillis — whose youthful appearance earned him the nickname “Baby Face” — embraced the criminal life early, garnering convictions for auto theft as a teenager. Imprisoned for a 1931 bank robbery, he was set to stand trial for a second bank robbery in Wheaton in 1932, but escaped from the guards who were transporting him to the Illinois State Penitentiary in Joliet, according to the FBI. Several years later, Gillis joined the Indiana gangster and bank robber John Dillinger. Gillis, Dillinger and Homer Van Meter were involved in a June 1934 bank robbery in South Bend, Indiana, where a police officer was killed. About a month later, on July 22, 1934, police and FBI agents confronted Dillinger as he exited Chicago’s Biograph Theater. Dillinger ran to a nearby alley, where he was killed in a shootout.

Several months later, on Nov. 27, 1934, in what is now Langendorf Park in Barrington, FBI agents Samuel P. Cowley and Herman Edward Hollis

encountered Gillis and fellow gangster John Paul Chase in a stolen vehicle. Hollis was killed during the ensuing gun battle. Cowley died from his wounds the next day. Chase and the seriously injured Gillis fled in the agents’ car. Gillis’ body was found the next day near a Skokie cemetery.

THE TOUHYS VS. CAPONE The son of a Chicago policeman, Roger Touhy was the youngest of six brothers, five of whom embraced lives of crime. Touhy and two of his brothers operated a Des Plaines trucking company.

At the start of Prohibition, they began a bootlegging operation in the northwest suburbs and later expanded into illegal gambling. Capone, who had been buying illegal beer from the Touhys, tried to take over their operation in 1929. Over the next few years, battles between the rivals took place in thenrural Cook County, including what is now Inverness.

Capone twice framed Touhy for kidnapping. Touhy was eventually convicted of kidnapping the brother of cosmetics mogul Max Factor Sr. in 1933 and sentenced to 99 years. In 1954, a federal judge determined the kidnapping was a hoax. Touhy, who served additional time for his 1942 escape from Stateville Correctional Center, was released in November 1959. A month later, he and his bodyguard were gunned down. His killers were never caught.

I did find my comfort at our Romeoville White Oak Library. I had been privileged to work part time, eight years, in the children department. Their honest love of books, and continual questions were very uplifting, and reminded me of the importance of books and reading.

LIBRARIES- White Oak Crest Hill, Lockport and Romeoville continue to foster knowledge every day.

As a former tutor at my church, parents always requested tat I help with the

comprehension of their reading. Reading words that they could totally understand, is important.

Libraries are a wealth of knowledge.

The cancer my son had was made easier for me by a Libertarian finding a medical book on cancer. Life can be made better when important knowledge is found at the library. Any category of book, medical etc./ can be found.

As a late senior, I am very impressed with so many “happy” and “learning” programs they continue to have. Their employees go beyond any words I can say, to help find any books you have requested.

In November, our White Oak Librar-

ies, need our support. They need some longer hours, and more technology equipment. The cost is small. Libraries matter. Our children are the future.

They need everything that is available.

The senior outreach to the communities is outstanding. A senior does not need t be lonely. The library will come to you.

As one of my former students said to me “knowledge is power”, and power come from our libraries.

To the world you maybe one library person, but to one person, you are the library.

Bolingbrook gets upset by No. 22 Waubonsie Valley in opening round of playoffs

The Bolingbrook Raiders football team abruptly saw its season come to a end last Friday in Bolingbrook, when they played host to the Waubonsie Valley Warriors in a 38-21 opening round playoff loss.

Bolingbrook finished its season with a 7-3 overall record and fell short in hopes in recapturing another 8A state title, which would have been its first since the 2011 season.

The Raiders, led by head coach John Ivlow, outscored its opponents on the season 321-149, and were led by senior running backs Anthony Williams Jr. and Quentin Pringle.

Ivlow’ss 53rd-ranked Raiders started off the season winning its first three games followed by a 29-0 shutout loss to in conference

rival, Homewood-Flossmoor.

Bolingbrook went on to go on another winning streak of four games, followed by a loss in its last regular season game to the No.1 ranked team in Illinois Lincoln Way East.

Heading into the playoffs, the Raiders were the No. 11 seed and got paired up with the Warriors who were No. 22 and known for its defense and forced a pair of turnovers that proved costly to the Raiders.

“The two turnovers were not easy to come back from,” Ivlow said. “I call them drive killers, those are big things [that can’t happen].

With a nine-yard run, senior quarterback Jack Drow got his team on the board right away in the second quarter giving Waubonsie Valley an early 7-0 lead.

“It was great to come out and win our first NCAA match,” Lewis Director of Bowling Scott Taylor said. “To get that first win under our belt right away was a huge boost for us, especially over a Division I school who is getting votes in the coaches poll.”

A day later, Lewis defeated a pair of ranked teams during the second day of the Bearcat Hammer Open.

The Flyers beat No. 22 Maryville to open the day and added a win over No. 14 Lincoln Memorial. Overall Lewis went 3-2, adding a win over Drury.

Williams Jr. would not comment on the severity of his injury.

He was focused on getting his teammates ready for the game.

“I told the guys that they had to do it for me and do it for themselves because we obviously wanted to win state,” Williams said. “I also told them that they needed to find it within their heart to push through it.”

Following a muffed punt by Raider junior receiver Antonio King, the Warriors knocked in a 22-yard field goal by Cross Holmes extending its lead to 3121 with 7:24 left in regulation.

Waubonsie Valley solidified its win Friday night with a interception at the 6:05 mark which turned into a six-yard touchdown run by senior fullback Dre’Von Turner.

Bolingbrook will head into the off-season losing its two star running backs, but will look to the

2019 season behind now junior quarterback Devyn Suggs, in hopes for competing for another 8A state title.

“This is good group and we hate to lose them,” Ivlow said.

“This time comes every year, and we will just keep plugging along and do what we do.”

- Jamie Dear Jamie, If you’re following my plan, the first thing you should do is set aside a beginner emergency fund of $1,000. That’s Baby Step 1. Next comes Baby Step 2, which means paying off all your debt except for your house. This would include your car. During this time, you should temporarily stop any kind of investing and retirement contributions. Once your mortgage is the only debt you have left, it’s on to Baby Step 3. This means you start saving money and growing your beginner emergency fund into a fully-funded emergency fund of three to six months of expenses. When that’s done, you can attack Baby Step 4 — investing 15 percent of your pre-tax income for retirement.

In your case, that would mean re-starting the contributions to your 401(k).

The rest of the plan goes like this.

Baby Step 5 is putting money into your kids’ college funds, if you have kids, while Baby Step 6 is putting everything you can scrape together towards paying off the house early.

After that comes the real fun. Baby Step 7 is the point where you build wealth and give like crazy.

It may take a little time in some cases, but following these steps will lead you to financial peace!

In the event the property is a condominium, in accordance with 735 ILCS 5/15-1507(c)(1) (H-1) and (H-2), 765 ILCS 605/9(g)(5), and 765 ILCS 605/18.5(g-1), you are hereby notified that the purchaser of the unit, other than a mortgagee, shall pay the assessments and legal fees required by subdivisions (g)(1) and (g)(4) of Section 9 and the assessments required by subsection (g-1) of Section 18.5 of the Illinois Condominium Property Act. Pursuant to Local Court Rule 11.03 (J) if there is a surplus following application of the proceeds of sale, then the plaintiff shall send written notice pursuant to 735 ILCS 5/15-1512(d) to all parties to the proceeding advising them of the amount of the surplus and that the surplus will be held until a party obtains a court order for its distribution or, in the absence of an order, until the surplus is forfeited to the State.
