Valley View School District 365u is looking to reach more children by proposing a community-based tuition preschool, expanding its current program.

Looking to nearly double its current offerings, the new plan would open up 180 spots for 3and 4-year-old children who do not meet Preschool for All requirements or special-needs students with individualized education plans. The district says the changes would bring in more students who are in what educators believe to be the most important developmental stage of their lives.

Research shows that 90 percent of brain development occurs before age 5, explains Tonia Williams, team assessment leader at the Val-

ley View Early Childhood Center.

“This shows how crucial it is to reach learners at an early age,” Williams says. “We work heavily with both academic and the socialemotional development of our students [to build] self worth.”

Because students also learn from their peer role models, Williams adds that preschool helps improve early learners socially and academically, regardless of their background.

The benefits of preschool continue later in life and in the community, with statistics showing that students who attended preschool are more likely to go to college and own their own home; 40 percent of those who do not attend preschool are more likely to become teen parents; and of the more than 165,000 four-year-olds in Illinois, 59 percent currently do not attend preschool.

“Imagine what kind of effects

this has on the community,” Williams says. “It is our job to reach more preschool age children. This is a value I always live by; these are our kids.

“We need to embrace our families and more at-risk students who need it. It is our job to reach them.”

The Valley View Early Childhood Center’s current program, which offers Preschool for All and attendance for those with IEPs, also shows that students who have gone through their program and progressed through their system have benefitted in other ways. The number of students who need intervention or qualify for disability has decreased.

“This shows that the earlier we close academic differences, there is less support needed as they go through the school system,” Williams says. “Preschool ultimately is the response to intervention.”

The district compared preschools in the area, finding that the Naperville, Oswego, Plainfield and Indian-Prairie school districts have similar programs that offer com-

munity-based tuition programs.

The district currently has 471 preschool students and is proposing to expand that to 831 for the 2017-18 school year. The expansion will require 12 new classrooms and additional staffing at an approximate cost of $325,000.

The district is currently working to reconstruct a vacant building to house administrative personnel who are now in the VVECC. Once administration moves into its new location, the VVECC will have the room to expand.

Up to 200 tuition-paid spots at the VVEC will be available next fall for children who are at least 3 but do not turn 5 before Sept.1, 2017.

Children must live within VVSD boundaries.

Applications for the new program must be made online at either www.vvsd.org or www.vvsd. org/VVECC between Jan. 23 and Feb. 22. Because the number of spots available is limited, a lottery will be held Feb. 23 to determine students who have been accepted into the program.

Parents will receive an e-mail no later than Feb. 27, notifying them if their child has been accepted or has been placed on a waiting list.

Parents whose children are accepted must secure the spot by making a non-refundable $65 payment between March 6 and March 24. Tuition is $2,450.

It can be paid in 10 equal monthly installments with the first payment due May 1, or paid at once with a 4 percent discount. Those families who have another child in VVECC will receive a 10 percent discount.

The half-day program will be housed at the Valley View Early Childhood Center, 753 Dalhart Ave., Romeoville. Sessions will run from 8:55 to 11:25 a.m. or 12:40 to 3:10 p.m. Monday through Thursday. No transportation will be provided for tuition-based students.

Classes begin next August.

Additional information on the program will be available after Nov. 15 at the Early Childhood Center and at all VVSD elementary schools.

Segment 5 of DuPage River Trail opens $2.1 million project extends the asphalt path in Knoch Knolls Park

A one-mile extension of the DuPage River Trail that has been under construction since May is now open to the public.

The $2.1 million project extends the asphalt path southwest from Knoch Knolls Park in Naperville to the 95th Street bridge over the DuPage River.

The extension of Segment 5 of the trail is the result of collaboration between the Forest Preserve District of Will County and the Naperville Park District.

Construction began in May, and the trail officially opened Oct. 23. Although landscape restoration is not yet finished, the trail is in place and may be used by pedestrians, runners and bicyclists.

A ribbon cutting ceremony is planned for spring 2017.

The trail extension is part of a planned 40-mile DuPage River Trail system that is supported by 12 agencies in Will and DuPage counties.

The long-awaited Romeoville Metra station is inching forward, with construction plans continuing to develop.

The Illinois Department of Transportation recently announced that the Romeoville Metra station will receive a $296,700 grant, as a part of the Illinois Transportation Enhancement Program. The ITEP is designed to promote and develop alternative transportation options, including bike and pedestrian travel, along with streetscape beautification.

The federal funds are awarded competitively, and projects must be related to surface transportation.

The new station would service Romeoville and surrounding communities in Will County. It will be located

on the 135th Street Citgo Refinery property and include a 600-space parking lot. The site on New Avenue would create a Metra stop between Romeoville and Lockport, which transportation officials have noted is a need along the Heritage Corridor line.

The new station initiative began in 2008, when one of Romeoville’s largest industrial residents, Citgo Petroleum Company, was about to expand and build a new plant. At the time, the village and the company struck a deal. In exchange for variances that allowed for an additional parking lot to be constructed across from the plant on 135th Street, Citgo offered to lease eight acres of land to the village for a long-sought Metra station.

Construction on the new Metra station is expected to begin next spring.

Edible garden coming to Jonas Salk garden will be located on north side of building in sheltered triangular area It all started with a book and some inquisitive kindergarten students. Now, as Jonas Salk Elementary School in Bolingbrook prepares to become the ninth VVSD school to build an edible garden, excitement is building for what promises to be a school-wide effort.

“Some of our kindergarten students were engaged in a STEM (Science, Technology, Engineering and Math) activity about what happens if you plant a garden,” said Salk Principal Laura Lucas. “They talked about why certain things are put in a garden and what would happen if they put those things there.”

Salk 5th graders joined in the fun and helped kindergartners design a garden.

“It was great that they did this project together,” said Lucas, who

then applied for (and received) a grant from the VVSD Nutrition Services Department to make the garden become a reality.

Tentative plans call for construction this fall of five raised beds, a shed for supplies and perhaps an area where students will be able to sit when warmer weather arrives next spring.

The garden will be located on the north side of the building in the sheltered triangular area between kindergarten and fifth-grade classrooms.

“We have big plans but in the beginning we’re going to think small,” Lucas said. “The goal is to have a space where teachers can do lessons outside.”

Although this year’s kindergarten students may utilize what Lucas terms “their great little windows” in their classrooms to start some seedlings this winter, most of the garden’s fruits and vegetables will be planted next spring.

Much of the harvest will be used in the school cafeteria for lunch or snack time.

“Our kitchen staff is so amazing,” Lucas said. “We’ll work with them to determine the types of plantings that they can use.”

“There are so many studies that show how important good nutrition is for students to succeed in the classroom,” said Meghan Gibbons, Director of VVSD’s Nutrition Services Department. “This is such an exciting endeavor.”

Lucas is counting on students themselves, as well as “a great science committee” and her “very active” PTO to maintain and improve the garden.

“The team that is spearheading everything wants the children to be as involved as possible so we’ll eyeball things to see what they can do to help build the beds and then we may reach out to our parent community from there,” she said. “This is so exciting.”

Nov. 3 BHS concert to honor veterans, our military and first responders Bolingbrook High School’s Wind Symphony and Symphonic Band will honor veterans, those currently serving in our country’s armed forces, and first responders with a patriotic concert at 8 p.m. Thursday, Nov. 3.

Veterans, current military personnel, and first responders will be admitted to the concert free of charge.

The concert is also free to members of BHS Music Boosters.

Tickets for all others will be $5 at the door.

Study the fine print before choosing a Medicare option Medicare continues to be a popular healthcare option, but there are coverage gaps BY trUDY lieBerMaN RuRal healTh neWs seRVICe Get ready to make some decisions.

Medicare open enrollment begins October 15 and runs through early December. It’s the time when seniors and disabled people can switch plans to cover gaps in Medicare’s coverage.

Medicare continues to be one of the country’s most popular social programs, but there are coverage gaps.

The program is complicated and often misunderstood, and those already on Medicare and those about to be should think hard about their options.

It’s a time to beware of falling for sales pitches like the ones I received this year.

One mailing from a New York City hospital told me if I signed up for its “unique” Medicare Advantage plan, I could save money if I used the hospital system’s doctors particularly its “preferred” physicians. It noted that not all doctors who are part of its system were preferred providers and to check when making an appointment.

It offered no clue about what preferred meant.

Another invitation from a seller of Medicare Advantage Plans invited me to a seminar at a local Boston Market, where I could pick up a free pie if I attended.

Often glossed over at these insurance-sponsored kaffeklatches are the essential differences between the two options for covering Medicare’s gaps.

Increasingly new seniors coming onto the program don’t know what those are.

These days insurers covering employees while they are working are allowed to automatically enroll them in an MA plan when they become eligible for Medicare. The insurer, using what’s called a “seamless conversion,” sends a letter to the workers explaining the new coverage, which takes effect unless they opt out within 60 days. It’s easy to overlook the notice.

Essentially, a consumer’s choice is between enrolling in traditional Medicare and buying a supplemen-

About one-third of Medicare beneficiaries now have MA plans largely because the government has paid insurers more - about two percent more - than it costs to provide the same benefits under the traditional program.

Those overpayments have allowed MA plans to offer extra benefits like eyeglasses and dental exams that are not part of traditional Medicare’s benefit package.

In some areas the higher government payments have made it possible to offer consumers MA plans with no monthly premiums, an attraction for cash-strapped seniors.

Premiums for Medigap policies are often higher, but people who have traditional Medicare and a Medigap policy face no restrictions on what doctors they can use. MA plans require seniors to use only providers in the insurers’ network. A recent Kaiser Family Foundation study of 20 counties found that on average MA plans included only about half of the area hospitals in their networks; 40 percent of the plans did not include a National Cancer Institute-designated cancer center.

MA plans come with high out-ofpocket maximums a senior must reach

before the insurer will begin paying 100 percent of their medical expenses. In 2016 the maximum could be as high as $6,700. Also, seniors are sometimes surprised to learn that they are on the hook for 20 percent of the cost of expensive chemotherapy drugs until they reach the out-of-pocket limit.

Too many sales people gloss over this crucial point.

While there is no limit on out-ofpocket spending for those in traditional Medicare, many seniors buy Medigap plans that limit their exposure to high out-of-pocket costs.

During open enrollment people already covered by a Medicare Advantage plan can choose a different MA plan. Seniors enrolled in traditional Medicare with a Medigap can also switch to an MA plan. But later on if they don’t like their MA plan, their options are limited.

Here’s the catch. They can always return to traditional Medicare during open enrollment, but they can’t always get a Medigap to cover the gaps.

That depends on their state. Some allow people to buy Medigaps after returning to traditional Medicare. Others don’t.

Research shows that very little is really known about how MA plans care for people who become seriously ill or who need specialty care, says Tricia Newman, senior vice president of the Kaiser Family Foundation. Healthy 65-year-olds don’t always think about that possibility at an insurer’s sales event. She added seniors who opt for Medicare Advantage plans when they first go on Medicare may be making an irrevocable decision by giving up their right to purchase supplemental insurance later in life.

If you’re not sure of your options, it’s best to contact your state’s State Health Insurance Assistance Program (SHIP) for help understanding the costs and benefits of the different options.

Bolingbrook can’t copy last season’s win to keep playoff streak

A banged up Bolingbrook football team traveled to top ranked Homewood-Flossmoor for the final regular season game with plans to duplicate its 2015 upset win over the Vikings with the understanding that they weren’t going to be able to sneak up on H-F this year.

On the second play from scrimmage, Vikings quarterback Bryant Wright found his target Tyrice Richie for a 69-yard scoring strike taking a 7-0 lead in the first 22 seconds of the game.

Bolingbrook (4-5, 3-4) didn’t enjoy the same success on its second play from scrimmage when quarterback Anthony Vespo fumbled after being hit in the backfield at the H-F 39-yard line. The Vikings muffed a snap and gave the ball back to the Raiders at the H-F 24yard line. Moments later Vespo swept around the right side of his offensive line and scored from 9 yards out tying the game at 7-7 midway through the first quarter.

“Bolingbrook is always our toughest competition regardless of what the records show,” Vikings coach Craig Buzea said after the win. “I thought we rose to the challenge and overcame a ton of mistakes especially early in the game.

We all knew what was at stake and I think our focus kept Bolingbrook from repeating last season’s gaff.”

For Bolingbrook, the loss ends the season for a Raiders team who hasn’t missed a week 10 playoff appearance since the 91-92 season.

While the IHSA seeds said that Bolingbrook had no chance in the opening game of the Lockport soccer Regional against Waubonsie Valley, the Raiders showed how a No. 13 seed can compete with a No. 4 seed, falling 2-1.

“The seeds are what they are,” Bolingbrook coach Jamie Clemmons said. “Unfortunately, teams like them are always going to get the benefit of the doubt and teams like us aren’t. We weren’t a 13 seed and I don’t think they were a 4 seed. We showed all year that we can play with schools like that all year. It is if we can keep it together for 80 minutes.”

Waubonsie Valley scored less than one minute into the game and held a 2-1 lead at intermission.

“It was a tale of two halves.

They dominated the first half and we dominated the second half,” Clemmons said. “We can’t spot a goal in the first 40 seconds and a 2-1 lead at halftime and expect to just turn it on and come back and beat a team of that kind of quality.”

The season as a whole was somewhat what Clemmons expected with a young team on the field.

IHSA playoffs open this weekend

When the IHSA playoffs were announced last weekend, six Voyager Media area teams locked in spots to compete for a state title.

Class 8a (28) JOliet west @ (5) OswegO 7 P.m. friday, Oct. 28 Joliet West advances to the playoffs for the second time in three years, but also the second time in school history.

The last time West played in the postseason was two years ago – also at Oswego.

The difference this season is that the Tigers have more than just game film on the Panthers, because they played them earlier in the season.

With Joliet West making the move this season to the Southwest Prairie Conference, the teams met in week three of the season with Oswego pulling out a 7-3 win over West.

Defense was the mantra of Oswego all season, as the Panthers allowed an average of 7.9 points per game this season – having teams score double digits three times over the course of the year.

West is led by sophomore quarterback Jaxon Aubry and a talented group of receivers and have averaged 20.4 points per game.

The winner of the SPC rematch will face either No. 12 Edwardsville (8-1) or No. 21 Oak Park-River Forest (7-2).

St. Charles East (9-0) comes into the playoffs with only 36 playoff points – a total that was not good enough to qualify for the playoffs with only five wins, while Lockport has 40 points out of the SouthWest Suburban Conference.

While four of Lockport’s opponents are in the playoffs this season, only two of the Saints’ opponents advanced.

St. Charles East does boast the second best point differentials in the Class 8A field, outscoring its regular season opponents by 29.9 points per game.

Homewood-Flossmoor was the best in the class at 32.4.

The Saints’ offense tallied 41.6 points, while the defense was stingy in allowing only 11.6.

For Lockport, the offense scored 21.1 points per game, while the defense allowed 18.8 – a 2.3 point per game difference – the third lowest in Class 8A. Only Waubonsie Valley (0.2) and Evanston (-1.1) were below Lockport.

Waiting for the winner of this game will be No. 11 Marist (8-1) or No. 22 New Trier (7-2).

West Aurora is only in the playoffs for the sixth time in school history – second in a row.

The Blackhawks come out of the Upstate Eight Valley Conference after spending years in the DuPage Valley.

While West Aurora comes in with an unblemished 9-0 record, it holds only 24 playoff points, 18 less than Maine South’s 42 points.

The 24 wins for opponents are the least by any 9-0 team in

the entire state and lowest of all teams in Class 8A. Five of Maine South’s nine regular season opponents are in the IHSA playoffs, while West Aurora only has one opponent in the postseason.

Maine South comes in with a diverse offense as quarterback Nick Leongas and running back Fotis Kokosioulis pace squad that has scored an average of 41.9 points per game, while its defense has allowed only 23.

Waiting for the winner will be either No. 10 Barrington (8-1) or No. 23 Leyden (7-2).

Lewis’ Sutton tabbed GLVC defender of the week The Great Lakes Valley Conference announced on Monday (Oct. 24) that Lewis University redshirt senior defender Isaac Sutton (Carol Stream, Ill./St. Joseph) has been selected as the GLVC Men’s Soccer

Defensive Player of the Week for the period ending October 23rd.

Sutton anchored a Lewis backline that held opponents to 0.50 goals-per-game last week and propelled the Flyers to a pair of

victories. In two games, the Flyers allowed just 16 shots, including five on frame.

According to Lewis head men’s soccer coach Evan Fiffles, the Carol Stream, Ill., native is in top form

after missing most of the 2015 season due to an injured knee.

“I’m very proud of Isaac,” Fiffles said. “He has worked very hard in the past year and this is a well deserved award.”

During the offseason, Clemmons is hoping the team continues to grow.

“We need to get a little more maturity out of those guys and some more leadership out there and they are going to have to take on roles they may not want,” he said.

“There has to be a progression. We can’t just stay the same as what we were this year or we will get the same results. These guys need to learn from this year what they did well and what they didn’t do well and build on what we did that was good.”
