Upgrades sought for auditorium audio Outdated system still using analog technology and soon-to-be illegal microphones

New FCC regulations and outdated equipment has the Valley View School District looking to upgrade its sound system.

Approaching 14 years old, the Bolingbrook High School (BHS) auditorium has a sound system that has become inadequate for theatrical and musical performances. According to the district the technology is outdated and has lost performance quality over time.

Assistant Superintendent Gary Grizaffi said that there are several issues stemming from the outdated system that cannot keep up with the environment and lacks the basic tools to correctly teach students and operate shows. In addition, he reports that current wireless microphones will be illegal to operate in 2020 due to recent changes in FCC regulations and interference in microphone usage could begin as early as September 2018.

The audio upgrade is one of the last major improvements to complete the overall renovation of the auditorium. In addition to providing a better learning environment for the students, it also allows for a greater opportunity to host outside events that benefit both the students and the community.

Operating currently with an

analog structure, the main components of the system, would be replaced with a new updated digital sound board and digital infrastructure that didn’t exist when the building was built.

The proposed new sound system would replace current main speakers with a full range stereo speaker system that covers every seat in the audience and bring the audio system compliant with ADA Assisted Listening Guidelines.

Grizaffi reports that the upgrade would include a new mixing booth for students to accurately hear stage performances, allowing for a better teaching experience using the current systems of this technology generation.

Currently, the BHS theater department spends $3,500 a year renting sound equipment to produce their shows. If approved, the district plans to begin construction and installation immediately, with

anticipated completion for the spring musical.

Possible plans also include existing BHS speakers to upgrade Brooks Middle School’s sound system.

Storage Check The district is also reviewing its storage needs for its outdoor athletic equipment at BHS, looking to eliminate the need to store equipment outdoors under bleachers and overcrowded storage areas.

Rather than exposing equipment to the elements, the rationale would be to construct a storage facility that would house track and football equipment, also freeing up space at the north end of the stadium that could be used for athletic and physical education instruction.

According to a report, the inability to use the team room, which is now being used for storage, prevents functions such as a freshman/sophomore football locker room, and a girls’ designated team room equivalent to the boys’ varsity football team room.

The proposed storage building would be approximately 1,200 square feet and located southwest of the stadium building near the ballfields.

School Board President Steve Quigley advised taking a closer look at the size of the building, ensuring it is adequate for years to come, taking into account it was pared down from a previous rendition.

However School Board Member Sally Guilbo was concerned about the overall cost to the district and also wanted to ensure other schools in the district’s needs were being met as well and that such endeavors would be affordable.

Superintendent James Mitchem reiterated that each year every school principal submits an itemized list of their needs and they are prioritized.

“This is how funds are applied to a storage or sound system---be assured decisions are not being made in a vacuum,” said Mitchem.

“We seek input from all of our administration and try to prioritize them.”

Bluff Road industrial space moves forward Sanitary, water, road signs, landscaping addressed in early plan

Plans continue for an industrial operation to take shape at Bluff Road after being annexed into Romeoville’s city limits and rezoned for industrial.

The Romeoville Village Board recently reviewed a preliminary planned unit development by CT Realty that will reshape a 112-acre portion of land at the corner of Bluff and Joliet roads.

CT Realty has plans for two buildings of 1.3 million squarefeet industrial distribution space.

Mayor John Noak reiterated that every step of the project will go through final review with the village’s engineering department before construction will take place.

The area was also recently classified as a TIF district and will be funded in part with funds allocated to help rebuild such areas. To assist with infrastructure and environmental issues, CT Realty will

receive a redevelopment agreement in the amount of $14.5 million over the life of the TIF district; with the first $300,000 submitted to the developer.

According to village documents, water service and sanitary sewer collection service will be provided by Illinois American, the Village will provide additional sanitary sewer transmission service and sanitary sewer treatment service for flows generated by the development. CT will be required to fully reconstruct that portion of Bluff Road and will also be placing three signs with flashing lights to advise motorists of the presence of trucks entering and leaving the annexation site.

Due to a steep slope, the building will be sitting lower on the property (40 feet below Bluff Road); landscaping is being designed so light will not escape into the neighborhood across the street.

CT will also contribute $250,000 toward the cost of the village’s animal control facility project and will satisfy its obligations under the village tree replacement ordinance by contributing $150,000 to the Will County Forest Preserve District for ongoing facility improvement projects within the village.

Village documents state that the

general development plan shows Building A as 657,540 square-feet with up to 124 truck docks or doors, 380 car parking spaces, and 167 trailer parking spaces. Building B would be 684,320 with up to 134 truck docks or doors, 501 car parking spaces, and 188 trailer parking spaces. Both buildings would be precast construction with office areas located in the corners.

The closed fly ash landfill and several areas that contain construction debris and other waste dumping will remain on site and will not be disturbed. The other areas will be cleaned up through the Illinois Environmental Protection Agency’s (IEPA) voluntary remediation program. The road will be widened to a three lane cross section and rebuilt to a standard that can handle trucks.

During a previous planning and zoning public hearing, a number of Lemont residents voiced concern over the project citing various issues from traffic back up to decreasing property values.

Carter Ewing, Managing Partner CT Realty, stated that the intent of the design is to allow for some stacking but does not think there will be any back up issues.

Issues stemming from lighting and loss of trees were addressed in preliminary plans.

Romeoville snow parking In an effort to keep residents safe and streets cleared during the winter, the Village of Romeoville reminds residents of the Snow Parking Ordinance.

This ordinance is designed to limit on-street parking during snow removal to allow plows to access and clear the streets during the winter. Following are the guidelines: Odd-even parking will go into effect upon the accumulation of 2 inches of snow on the village streets and will remain in effect until snow removal operations are complete.

The switch over time for odd-even parking is 6 a.m.

The fine for snow related parking violations is $50.

Officers will patrol village streets and immediately issue parking citations and a 24-hour tow notice to any vehicles found in violation of the odd-even parking ordinance.

Vehicles parked on streets designated as parking prohibited after two inches of snowfall will be tick-

eted and towed immediately.

Parking citations for blocking the sidewalk will not be issued until the snow removal operations are complete.

These restrictions do not apply to Grand Haven, Highpoint, Wespark (Besides Wespark Pkwy, Wespark Circle and Wespark Blvd.), Lakewood Falls (Unincorporated), Carillon, Remington, Malibu Bay Townhomes and Romeo Gardens.

Mining history in S.Illinois

BY CASEY BISCHEL OF THE BELLEVILLE NEWS-DEMOCRAT Louis Joliet and Pere Marquette, returning from an expedition on the Mississippi River in 1673, were the first explorers to notice the combustible material that would shape the Illinois economy. The coal just sat there on the surface like lowhanging fruit near Utica along the Illinois River.

The first mine appeared near Peoria not long after, but it wasn’t until 1830, when coal from Belleville found a market in nearby St. Louis, that the industry took off, according to Keith Weil and Alvin K. Grandys, who wrote the 1976 Illinois Coal Digest, a publication from the Illinois Department of Business and Economic Development.

Coal grew by leaps and bounds over the decades. In the 1850s and 1860s, railroads opened lines to new customers and the Civil War. Later, Weil and Grandys write, the formalization of geology and the appearance of the steam engine made coal easier to find and dig.

The mines attracted tens of thousands of workers, many of whom were exposed to the dangers of an unchecked industry. As mine collapses and explosions claimed hundreds of lives, new vitality sprang into labor unions that went on to fight for better safety and health care.

Early mine collapses, the result of apathetic owners, encouraged miners to organize but still produced few gains, according to Rosemary Feurer, a history professor at Northern Illinois University. Reforms went unenforced, and even a nascent form of workers’ compensation, the victory of a particularly deadly episode in Cherry, in the northern part of the state in 1909, barely compensated widows from a legal judgment.

Every law “was written in blood,” said Bernie Harsey, president of the United Mine Workers of America Local 1825 in DuQuoin.

Harsey also fought for a better way of life for miners. In 1993, management wanted to reduce health care benefits, so the union went on strike, and Harsey was out of work for six months. If the strike didn’t happen, he said, he didn’t think he would have health insurance coverage.

Harsey, who started in the coal industry in 1973, said he’s used between $2 million and $3 million in health insurance to cover his family for everything from cancer to a kidney transplant.

“We wouldn’t have that without our labor disputes,” he said.

Health care was one of the items that miners fought hardest for, and in 1946, John Lewis, the leader of the United Mine Workers of America, negotiated legislation that secured cradle-tograve health care coverage for its members that was guaranteed by the federal government.

Recently, that compromise came under threat when Peabody Energy filed for bankruptcy in 2016, the latest in a series of coal companies to fail. After a temporary stopgap that saved health insurance for 22,600 retired miners, their widows and children, Congress finally saved the deal in April 2017.

Today, the “Promise of 1946,” a term the Krug-Lewis Act acquired relatively recently, seems sacrosanct, but miners at the time wouldn’t have seen it that way, Feurer said. Throughout Lewis’s tenure, the UMWA grew closer to management, and the organization became more bureaucratic. Inspired by these trends, a more rebellious wave of labor action in the 1960s won the Federal Mining Safety Legislation of 1974, an improvement to narrower and weaker bills passed in 1951 and 1969.

For as much as miners sacrificed for their benefits, others who weren’t covered sometimes sacrificed just as much, as companies pit workers against themselves by bringing in different ethnic groups to undercut wages of more established groups. The 1922 Herrin Massacre stands out as the one of the most violent episodes of labor violence in which union members shot and killed 19 strikebreakers.

The first people to mine in Illinois were slaves, Feurer said. Other early groups to settle the area were English, Scots-Irish and Irish, people who’d struck out with the poor soils of Appalachia, according to David Conrad, a history professor at Southern Illinois University Carbondale. From 1890 to the early 1920s, eastern and southern Europeans settled the area next. After the Civil War, African-Americans came north only to find that “southern Illinois was not greatly different,” Conrad wrote in “Tell Me A Story: Memories of Early Life Around the Coal Fields of Illinois.”

As evidence of coal’s importance to the economy and culture of Southern Illinois in particular, the first mining union, the American Miners’ Association, began in West Belleville in 1861.

Since then, Illinois has produced

many generations of miners, and today, as a lack of opportunities clamps down on the region, it ensures that only an eager, if smaller, generation will continue the dangerous work.

Only, they won’t belong to the UMWA anymore, Harsey said. Not a single member works in any mine in Southern Illinois.

About 98 percent of workers who belong to the Local 1825 are retired now.

The other 2 percent, about 10 people, are waiting for work on the inactive list.

It’s been this way since 1997, when the mine reached the end of its property and there was nothing more to dig.

“We knew the day was coming,” Harsey said. “You just get on with life.”

The future of coal mining in Illinois is bleak for workers, and although many believe the industry’s freefall began only recently, it peaked in the 1920s, and has been declining since, Conrad said.

In 1930, a whopping 185 coal mines employed 51,200 people who produced 52 million tons of coal. By 2015, just 19 mines employing 3,600 people produced 55 million tons of coal, according to the Illinois Department of Natural Resources.

While coal production varies from year to year, the number of workers has declined steadily. Technology and natural gas, the two biggest culprits for the industry’s current decline, were blamed 100 years ago, too, as trains became more efficient and other fuels found new markets.

After Harsey’s mine shut down, many workers were let go, but some stayed on for the next five years to work on land reclamation. Harsey worked with the operating engineers’ Local 5 for 10 more years.

“For me, only working (seven or eight) months out of the year, I was more fortunate than the others,” he said.

Local 1825 may be out of work, but it still celebrates the history of Illinois coal mining. Every year on April 1, it gets together to celebrate the victory of an 8-hour workday. In 2017, about 175 people showed up.

“We had a good turnout,” he said.

Law to remove decals from Registry for organ dealership vehicles before donors expanded test drives takes effect Jan. 1 16- and 17-yearMeasure initiated by tragic death of Brendan Burke

A new law initiated by Illinois Secretary of State Jesse White to remove stickers, decals and paperwork from car windows before test driving a dealership’s vehicle takes effect Jan. 1. White’s top priority is to improve road safety.

“This traffic safety measure is a common-sense solution that removes potential obstructions from the front and side windows of a vehicle prior to being driven off the lot of an automobile dealer,” said White. “We want to make sure that the driver’s vantage point is not impeded in any situation.”

White noted the bill stems from the tragic death of Brendan Burke, who was killed in a car crash by a motorist test-driving a vehicle that had decals and pa-

perwork blocking his view.

“Safety of drivers on the road must never be compromised,” said Martin Dolan, attorney for the Estate of Brendan Burke.

“This law continues to protect Illinois citizens by eliminating obstructions on the windows of vehicles on a test drive. Brendan Burke’s family is confident this law will save lives.”

Complete eradication of Legionella in any large, complex building water system may not be possible. Therefore, some risk for Legionnaires’ disease may remain in spite of a fully operational and optimized water management plan, especially for susceptible individuals exposed to building water that contains Legionella.

The incidence of Legionnaires’ disease has been rising in the US. In Illinois alone there were 300 reported cases in 2017 involving a wide range of private and public health facilities.

IDPH posts CDC Legionnaires’ Disease Report SPRINGFIELD – The Illinois Department of Public Health (IDPH) has posted the most recent Centers for Disease Control and Prevention (CDC) report addressing the Legionnaires’ disease cases at the Illinois Veterans Home in Quincy (IVHQ). CDC generated the report after a visit in December 2017 by environmental health and infectious disease specialists to IVHQ. IDPH requested on-site technical assistance from the CDC after confirming Legionnaires’ disease cases and this report addresses the complexities and persistence of Legionella and how the State of Illinois has taken appropriate action.

Since 2015, IDPH and IVHQ staff have committed considerable time, effort, and resources to implementing a water management program that has reduced both the number of Legionnaires’ disease cases associated with IVHQ and the amount of detectable Legionella in the water systems.

The IVHQ water management team continues to follow a comprehensive water management plan and implements appropriate contingency responses when cases are identified by modifying

Under current law, an individual must be at least 18 years old to join the First Person Consent Organ/Tissue Donor Registry.

The legislation amends the Illinois Anatomical Gift Act allowing 16- and 17-year-olds to join the registry.

Those who join the registry will receive a letter of thanks from the Secretary of State’s office, and Secretary White encourages 16- and 17-yearolds to use this letter as a basis for discussing their choice with their parents.

By joining the First Person Consent Organ/Tissue Donor

Registry, 16- and 17-year-olds will be giving consent to donate their organs and tissue at the time of their death with only the single limitation that the procurement organizations (Gift of Hope Organ & Tissue Network and MidAmerica Transplant) must make a reasonable effort to contact a parent or guardian to ensure they approve of the donation.

The parent or guardian will then have the opportunity to overturn the child’s decision.

Once the 16- or 17-year-old turns 18, that decision would be considered legally binding without limitation.

There are 47 states that have enacted this legislation.

In 2016, more than 350,000 16- and 17-yearolds in Illinois were issued driver’s licenses and identification cards.

“Approximately 4,700 people are on the waiting list in Illinois and about 300 hundred people die each year waiting for an organ transplant,” said White. “One person can improve the quality of life for up to 25 people.

Currently, 6.3 million Illinoisans are registered with the state’s registry.”

Illinoisans can register with the Secretary of State’s Organ/Tissue Donor Registry at LifeGoesOn.com, by calling 1-800-210-2106, or by visiting their local Driver Services facility.

FOREST PRESERVE DISTRICT OF WILL COUNTY

Closure begins at Monee Reservoir Vistor Center Monee Reservoir Visitor Center will close for the winter from January 15 through February 28.

Normal visitor center hours resume March 1 when the building will be open from 8 a.m.-4 p.m. Tuesday through Sunday. These hours will expand to 6 a.m.-5 p.m. beginning in April.

The visitor center closure will not affect hours at the 248-acre preserve, which will remain open from 8 a.m. to sunset through March and expand to 6

a.m.-sunset from April through October.

Visitor center room rentals will be unavailable during the 45-day winter closure. Also, snowshoe rentals are no longer available at Monee Reservoir. These rentals are now being offered at Plum Creek Nature Center, which serves as the District’s winter hub. Plum Creek also will host the District’s new winter celebration, “Snow Day Festival,” on January 20.

Bolingbrook loses Thornton for a month, falls in title game of Hinsdale Central tournament

Two key elements, that has made Bolingbrook head coach Rob Brost’s Raiders (11-2), one of the premiere boys basketball programs in the state, were missing on Saturday, December 30.

In the third annual Hinsdale Central Holiday Classic Championship game, the defending champion Raiders lost senior guard Kaleb Thornton, two minutes and fifty-three seconds, into the game. Thornton, suffered a finger injury, that kept the Raider star on the bench, for the duration, of the Raiders 5549 championship game loss to St. Rita.

After most recently, destroying powerful Romeoville (123), with the vaunted Raider full-court pressure defense,

the Raiders’ most-devastating weapon, did not appear until 35 seconds left in the contest, with the Raiders trailing, 51-45.

St. Rita (9-7), was allowed to bring the ball up the court, uncontested and set up the Mustangs’ very effective, half-court game. Joel Watt (13 points) and Alec Milander (11 points) came off the bench, to lead the Mustangs past the Raiders.

Watts, who scored 10 of his 13 points, in the second half, buried a three-pointer, to put the Mustangs up 47-45 with 4:51 left. The Mustangs never trailed again.

The Mustangs hit six consecutive free throws down the stretch, two by Watt and four consecutive from Mustang starter Laden Gladney, who scored all nine of his points in the second half.

Flyers announce Rinne as Director of Athletic Communications Lewis University Director of Athletics Dr. John Planek announced on Monday ( Jan. 8) that he has hired Luke Rinne as the Flyers’ new Director of Athletic Communications.

“Luke Rinne is a great addition to our staff,” Planek said.

“His overall experience and his knowledge of the GLVC and our member institutions really were critical in this mid-year hiring process.

“His learning curve will be short and he should be able to build on our department’s critical communication’s team.”

Rinne comes to Romeoville after serving the past nine-plus years as the Assistant Sports Information Director at Missouri S&T in Rolla, Mo. “I am excited to be joining the Lewis family and want to thank Dr. Planek for this opportunity,” Rinne said. “The Flyers have a tradition of success on the playing field and in the classroom and I’m thrilled to be a part of that.

“I look forward to working with the coaching staff and student-athletes to help them attain their goals through the mission of the University.”

Prior to his stint at Missouri S&T, Rinne spent a year working at Webster University, a Division III school in St. Louis, overseeing all 14 sports in the department. He served in that role until June 2008.

Rinne earned his bachelor’s degree in public relations with a minor in marketing from the University of Central Missouri in 2003.

• Thursday (March 15), Lewis University Athletics will host its second Flyer Red Dinner.

The dinner will be a fundraising event to benefit Lewis Flyers Athletics and its 20 teams and 400 student-athletes.

The event will be held at Drury Lane Theatre and Conference Center in Oak Brook Terrace at 6:30 PM.

Last year’s inaugural event saw an amazing turnout of more than 300 individuals in attendance.

At the Flyer Red Dinner there will be cocktail hour to start the night, followed by dinner and a celebration of Flyer Athletics, closed out by a final program that includes honoring the inductees of the Hall of Fame Class of 2018.

Those inductees will include: Leszek Stoklosa (Track and Field, ‘95), Kasia Airent (Track and Field, ‘00), Mathias Luhr (Soccer, ‘99) and Joe Lorenz (Baseball, ‘79).

Lewis will also honor Wayne Draudt, an executive administrator who served Lewis for 35 years, as the Lewis University Athletics Lasallian of the Year.

The evening will be MC’d by the voice of the Flyers, Tom Sochowski.

BASKETBALL The Great Lakes Valley Conference announced on Monday ( Jan. 8) that Lewis University junior forward Jessica Kelliher (Waukesha, Wis./Waukesha North) has been named the GLVC Women’s Basketball Player of the Week for the period ending Jan. 7.

It is the second straight week Kelliher has won the award.

It is also the fourth time this season and 10th time in her career that she has earned the honor.

In two games last week Kelliher averaged 28 points, 10 rebounds, two assists, 1.5 steals and 1.5 blocks per game, while shooting 23-for-30 (76.7%) from the floor.

She had 30 points on 12-for17 (70.6%) shooting to go along with nine rebounds and two blocks in a win over IllinoisSpringfield and followed that up with 26 points on 11-for-13 (84.6%) shooting to go along with 11 boards, four assists and three steals.

“We can’t say enough about Jess,” Lewis head women’s basketball coach Samantha Quigley Smith said. “Her individual presence on and off the court is undeniable.

“A great credit to her teammates as they’re doing a phenomenal job of keeping her involved and helping her be so successful. Kudos to them as well.”

• The Lewis University men’s basketball team fell at Truman State 92-80 Saturday ( Jan. 6) in a Great Lakes Valley Conference contest at Pershing Arena.

Delaney Blaylock (Wyoming, Mich./Godwin Heights) hit the 20-point mark for the third straight game and sixth time overall this year, finishing with 23 points.

Meanwhile, Cristen Wilson (Cleveland, Ohio/John Hay) tallied his fourth straight doubledouble and sixth on the season, totaling 16 points and 11 rebounds, shooting 7-for-8 from the floor.

Brandon McCombs ( Jacksonville, Ill./Jacksonville) scored 11 points, Nick Norton (Downers Grove, Ill./Downers Grove North) had nine points and Adam Pischke (Cary, Ill./Marian Central Catholic) added eight points and six assists.

Lewis shot 31-of-62 (50%) from the field, while Truman shot 32-of-51 (62.7%).

The Bulldogs outrebounded Lewis 32-28, but Lewis won the turnover battle,forcing 15, while committing 10.

The loss leaves the Flyers 7-8 overall, 2-3 in the GLVC, while Truman moves to 8-5, 3-1 in GLVC. It was a 26-25 Truman lead with 9:08 left in the first half before the hosts went on a 22-7 run to lead 48-32 at the half.

Lewis got to within five points at 60-55 at the 13 minute mark on a Norton jumper, but that would be as close as it would get the rest of the game.

Slammers to host three summer tourneys The Joliet Slammers presented

by ATI Physical Therapy will host three teen baseball tournaments in the summer of 2018, including two 15U tournaments and a 16U tournament.

Each Slammers tournament will host eight teams and guarantee three games per team.

The Slammers are now accepting team registrations.

The first 15U Slammers tournament will take place Friday,
