All is not lost if a student fails a

test---the beauty of a “retake.”

However, is something lost along the way if a student doesn’t feel the need to prepare from the beginning?

That’s the thought process behind a

recent change in Valley View School District’s retake policy.

When Valley View switched to a 90-10 policy, counting 90 percent on tests grades and 10 percent on assessments such as homework and in-class assignments to determine a final grade, its retake policy also came into play. If a student failed a

test, he or she was given a chance to retake the test within a certain time frame.

“One of the cornerstones of our systemic change has been to move away from a grading system that was heavily dependent on compliance and move toward a more authentic system based on learning,” said Superintendent James Mitchem.

“But as we have evaluated our policy, an unintended consequence of our retake strategy has been identified.

For some students, the perception is they do not need to engage in the initial learning process because policy allows them the opportunity for retake in the event of failure.”

At a recent school board meeting, Mitchem brought forth a new policy that now holds students

more accountable for their own preparation.

“One phrase that we have coined is that if it is important enough to teach then it is important enough to learn,” said Mitchem. “Part of the process is to re-engage students into learning.”

Students who receive a D or F on a test will no longer automatically be able to take the test again. Under the new policy, to be eligible for a retake, students must successfully complete at least 70 percent of in-class and out-of-class assignments as well as “formative checkpoints” (quizzes, etc.) prior to the administration of the initial test.

“I believe that the work should be done, after all isn’t homework a practice tool for the test,” said parent Erika Teo. School Board President Steve Quigley said the issue has been a concern for some time now.

H

undreds came out to the inaugural Kiwanis Route 66 Art Fair and Car show that featured local art and talent this past weekend at the Edward Athletic and Event Center in Romeoville this Saturday.

The show, sponsored by the Kiwanis Club of Bolingbrook and Romeoville, was meant to inspire and brought various artists from the Chicagoland area and states including Wisconsin, Missouri and Pennsylvania on hand to showcase their own creations. Artists like John Hennessey and TheWhimsical Farm Fine Art Studio brought custommade unique sports memorabilia at an economical prize that became a quick hit at the show.

Local painters like Terry Munroe showcased paintings of various

textures highlighting some of Romeoville’s landscape. Munroe, who lives in the area, said she was impressed with all the art show brought to the community this being its first year.

“I’ve been painting practically since I was born and now I am glad to teach here at HighPoint,” said Munroe. “I think the art fair is great. They have done a good job of putting this together and the traffic flow is good with the sporting event occurring at the same time. For the first year, they have done an amazing job. It is very nice to see this come to the community.”

Another local artist from Plainfield, Dottie Muller, of Dottie’s Art Studio, brought her artwork to the show and encouraged others to give it a show themselves. She offers a -different kind of night out with “Cork and Canvas,” where you can create your own masterpiece.

In addition to the more than 40 participating artists at the evening, musical performances, glass blowing demonstrations, various activities and car show rounded out the inaugural event.

The event also encourage children’s involvement as well.

Valley View School District 365U schools, were on display. More than 80 entries that expressed what kindness meant to them were submitted to The Kiwanis Club of Bolingbrook and Romeoville for consideration as one of 15 pages in the group’s 2016 kindness calendar.

Among those whose artwork will appear in the calendar are Chakina Randall from Bolingbrook High School, Lily Maluck from Jane Addams Middle School, Rayna Saha and Sebastian Labuda from R.C. Hill Elementary School and Taylor Alexander from Beverly Skoff Elementary School.

Interstate 55 and Weber Road remains priority Nearly $70 million construction project is split between IDOT and Will County By laura katauskas staff reporter

Years in discussion and years of construction ahead, progress on improving the interchange at Interstate 55 and Weber Road continues while Will County officials seek to keep the process rolling through legislation.

Discussion began in 2010 regarding the stretch of I-55 through Bolingbrook and Romeoville that is considered the busiest in Will County. The Weber Road interchange currently serves more than 40,000 vehicles per day.

The project will include widening Weber Road to six lanes between 119th and 135th streets and the building of a new “diverging diamond” interchange with I-55 that will allow motorists faster access to and from the interstate.

The nearly $70 million project is split between the Illinois Department of Transportation and Will County and ensuring that the two agencies work in tandem is critical. IDOT is the lead agency from 119th to Normantown Road and Will County is the lead agency from Normantown to 135th Street.

According to Will County Transportation Director Bruce Gould, a problem could arise as IDOT, who already has the ability to negotiate for right of way, is planning to go out for bids to begin work on the interchange in spring 2016. However, the county has a process of acquiring the right of way for 26 different parcels of land.

Gould said without going to the legislature in the fall and requesting a “quick take,” chances are the county will not be able to coincide with the project.

- Jon Zabrocki of Robinson Engineering said Will County Executive Committee Vice-Chairman Charles Maher at a recent county meeting.

He said basically the process allows the county to obtain the land for a price so that construction can begin, but it happens before court proceedings. He continued that owners still have their right to argue the value of the property and go into court.

If the county does not pursue a “quick take,” the process could be delayed three to four years.

Gould explained the county used the quick take process when completing the Renwick and Weber Road expansion. He noted some of those court proceedings are still taking place, years after construction was completed.

The executive committee agreed to take it to legislation, not foreseeing any issues with property owners. All 26 parcels are commercial; no residential parcels are involved.

Jon Zabrocki of Robinson Engineering and consultant for the village of Romeoville agreed having the two agencies work on the project during the same time period is paramount and a move both communities find vital to their area.

“We support the quick take and realize the significant impact this would have on our towns. It has to be done at the same time to minimize the dust and the impact so to speak for everyone,” said

Zabrocki.

Zabrocki recently spoke at a breakfast for Chamber of Commerce members, offering an update on the I-55/Weber Road Interchange project, noting its extreme importance to both Romeoville and Bolingbrook.

He explained the project completed Phase I in which environmental studies were completed, public hearings held and concepts introduced.

In January 2014, an alternative design was chosen, the diverging diamond.

The project is now in Phase II, the design and land acquisition stage, which typically takes 18 to 24 months to complete. Phase III is the construction phase for the improvement.

“It’s not as scary as it seems, even though you’ll be driving on the ‘wrong side of the road,’” joked Zabrocki about the diverging diamond interchange. “…This is

not engineers gone wild. Engineers have found that once people start using this, they are repeat users and it becomes second nature.”

The “diverging diamond” concept is relatively new but has been used with good results. The diverging diamond is expected to create a safer way to move traffic flow more freely, basically eliminating left-hand turns which are the most common cause of an accident, according to IDOT. With the majority of drivers headed to and from Chicago, the diverging diamond will allow motorists a free flow of traffic to get on and off the interstate without any stopping, explains Zabrocki.

Drivers traveling along Weber Road will essentially crisscross to the other side of the road to continue along.

According to IDOT, the operational benefits result in a morning delay reduced by 91 percent northbound on Weber; 39

percent southbound Weber; and afternoon delay reduced by 61 percent on northbound Weber; and 42 percent southbound Weber.

The villages of both Bolingbrook and Romeoville will share a minimal cost in what are basically deemed amenities, such as sidewalks, bike paths, lighting, etc.

A huge factor for the community, Zabrocki highlighted new sidewalks along Weber Road and the I-55 bridge, which don’t exist right now. In addition, bike paths will be created increasing pedestrian connectivity throughout most of the area.

My name is Jared Taylor; I am a Romeoville resident and I have osteoarthritis.

It has been over 100 days since the Illinois Medical Cannabis Advisory Board approved 11-debilitating conditions including Osteoarthritis, Migraines, PTSD and Post-Operative Pain for medical cannabis treatment.

Illinois Public Health Director Shah has yet to approve these conditions for treatment and there is no word on if he will follow the Board’s

recommendation. Meanwhile, patients are suffering.

Osteoarthritis is the breakdown of cartilage between joints; it can occur in any joint, but commonly affected areas include the hips, the spine, and the knees. Osteoarthritis causes bones to rub against each other; it is very painful, and this condition has no cure.

I was diagnosed with osteoarthritis earlier this year, but have suffered from its symptoms for over two years.

In a 2013 study by the University of Nottingham, it was discovered that the use of cannabis inhibits pain

Village prepares to host Relay for Life Aug. 29 By laura katauskas staff reporter

Stepping up to stomp out cancer, the village of Romeoville is ready for its annual Relay for Life, bringing together a community to fight back against cancer and raise money to refund research for a cure.

This year, approximately 118 participants and 14 teams raising nearly $20,000 have signed up for the event. Come out to support them and those suffering from cancer at the event to be held from 3 p.m. to midnight Aug. 29 at Deer Crossing Park, 1050 Romeo Road, Romeoville.

Teams of local businesses, schools, churches, community groups and families have been working for months with preevents to raise money for the cause.

These funds and those collected at the event will go to support cancer research to help find cures and to provide local programs aimed at helping people stay well, get well and fight back.

You can still donate to the Relay for Life by calling 708-633-7771.

The Relay for Life event began back in the mid 1980s, proving that one person can make a difference.

In an effort to raise more money for cancer research, Dr. Gordy Klatt, of Tacoma, Washington, started running a marathon. In 1985, he spent 24 hours circling a track for more than 83 miles. Throughout the night, friends paid $25 to run or walk 30 minutes with him. He raised $27,000 that night.

The American Cancer Society Relay For Life is the world’s largest and most impactful fundraising event to end cancer. It unites communities across the globe to celebrate people who have battled cancer, remember loved ones lost and take action to finish the fight once and for all.

the Raiders are looking to bounce back this season after their 25-13 playoff loss to homewoodFlossmoor last season.

With only three returning starters, Bolingbrook coach John Ivlow said there are a lot of players to replace and with pretty much all of last year’s starting offense gone it’s safe to say a new offense will be installed.

“We’ve got a good mixture of everything,” Ivlow said of the new system.

Early in training camp some players began to show promise. on the offensive side of the ball, running backs Jaylen Griffin and D’Angelo Colon are looking great out of the backfield.

Senior Michael Freeze and junior Joseph Coates are in competition for the head signal caller position.

Ivlow said that both quarterbacks are getting reps and that he could see them both getting time this year. other potential breakout players are wide receiver Eddie Sanchez and offensive linemen Elliot English, both of whom are seniors.

Skill players Kendall Smith (WR) and Jerimiah Lebron (RB) are making a splash in practice and hope to make an impact on the field their junior season. on the defensive side of the ball, ohio State recruit tuf Borland returns at middle linebacker and will anchor the defense along with and defensive end/outside linebacker tJ Lee. other defensive players to look out for are David Garner (DB), Demetrius Cristanto (DL), Dalen Winston (DL), Josiah Purchase (DB), and Lucas Warren (LB).

Despite a lot of new faces, Bolingbrook is a winning program and expect nothing less than a title. “there is no room for error,” Ivlow said about the team looking to bounce back after last year’s playoff loss. “We’ve got to cut down on mistakes, because mistakes cost us the game last year.”

there is a lot around the Romeoville football team that will look the same this season and a lot will look different. the main difference will be on the sidelines as oliver Gibson takes over the head coaching job from Jeff Kuna, who resigned before the start of the season.

Gibson was an All-American player for the Spartans and the 1989 USA today high School Football Defensive Player of the Year.

Gibson played collegiately at the University of Notre Dame and was drafted by the Pittsburgh Steelers in the fourth round of the 1995 NFL Draft. he played from 1995–2003 for the Steelers and Cincinnati Bengals.

Gibson was recently inducted into the Joliet area Sports hall of Fame.

Gibson will bring a lot of new looks to the Spartans with an overhauled coaching staff and new systems on offense and defense, but some things will look the same.

Due to lack of numbers, Romeoville will again feature twoway players.

“We have to play some iron man football because of low numbers,” Gibson said. “But all I ask for is give me 30 guys who love the game and want to be competitive and have an attention to detail and have a passion for football. the rest will figure itself out.” one of those two-way players will be the explosive Maunel Nartey,

Nartey will have a familiar face throwing him the football this year.

Anthony Kitchens comes back at quarterback after taking over for Kelvin Jones last season. In a parttime role, Kitchens threw for 1,501 yards and 15 touchdowns.

“We have seen those guys step up,” Gibson said. “Kitchens is a natural athlete and he is a dual threat. he just has to protect the football. Nartey can do anything on a football field. We have to get the ball in his hands.”

Jordan Nettles returns at running back and Gibson has high hopes for him. “there is no reason he shouldn’t have 1,500 yards,” he said. the defense will look to Justin Brandon at the middle linebacker spot to pace a young defense.

“We are looking competitive and that is all I can ask for,” Gibson said. “We are a young team and I hate that cliché expression, but we are and there will be some growing pains.”

Gibson also said he has spent time this season teaching the game the way he learned it. “there were a lot bad habits.

Let’s face it, 2-7 on varsity and 0-9 on sophomore doesn’t really make for a good preseason mix,” he said. “But if they throw away all the things they thought they knew about football and start with fundamentals, that is what I like. that is the type of player I was. I went to Notre Dame as an All-American and realized I didn’t know how to play football.” the Spartans will open the season at home against hinsdale South on Aug. 28 before travelling across district to face Bolingbrook in what will likely be the final game

between the two teams for the foreseeable future.

Romeoville then travels to Minooka before hosting Plainfield Central and oswego. they have a home game against Plainfield North sandwiched in between a pair of road games at Plainfield South and East before ending the regular season at home against oswego East.

Hillwood Investment Properties submitted plans for four new industrial buildings on 38 acres of land near South Pinnacle Drive in Romeoville.

The proposal includes four buildings totaling 633,000 square feet. Hillwood is proposing to build two 198,000 square-foot buildings in the rear first. The company plans to reserve the

two front buildings for future use and will build to suit clients. This property was originally part of the Pizzuti annexation in 2001.

Hillwood recently purchased the property and plans to develop it with warehouse industrial buildings in accordance with the Pizzuti annexation agreement.

Construction is expected to start this year after final development plans are approved.

In addition, Seefried Industrial Properties submitted plans for a new building on 17 acres in the

Airport Road Industrial Center.

Seefried is proposing to combine the existing lots to assemble a larger parcel, while also removing and vacating Midway Drive in which there are no existing businesses.

The developer presented two options for the plans. The first option is a 305,000 square-foot building that assumes Pinnacle Drive keeps its current alignment, which is the developer’s preferred option. The second option provides room for Pinnacle Drive to move
