Bolingbrook’s Clow International Airport closes for runway overhaul Federal funding to secure improvements By laura katauskas staff reporter

After years of planning, a $6.8 million federally funded overhaul of Bolingbrook’s Clow International Airport is coming to fruition.

The village-owned airport is officially closed for business, as construction crews rolled in late last week. Manager Joe DePaulo said the airport will be closed until approximately November, while the runway is widened to 75 feet and new automated

lighting controls are installed.

The village is working with the Illinois Department of Transportation to facilitate the reconstruction of the runway, while the Federal Aviation Administration is responsible for 90 percent of the $6.8 million project. The village is responsible for approximately $680,000, which it budgeted for through a previous bond issuance.

DePaulo explained that the plan to overhaul the airport dates back to 2000, when he began looking at ways to make improvements. The best way to do that was to receive federal

funding, he said.

Having the village own the airport is a somewhat unique situation for a suburban community.

The airport, located off of Lily Cache and Weber Road, was built originally in the late 1950s by Oliver Boyd Clow and included a little, grassy airstrip.

According to its history, the strip was replaced in the 1970s with a 50- by 3400-foot lighted asphalt runway, becoming a commercial airport in 1973 with the name Clow International Airport.

The airport was sold to DePaulo in 1998, and the village bought the property in 2004. Rather than allow the land to open up to

He said they began to look at non-compliance reports in 2005.

The airport was operating on a waiver for its use of a 50-foot runway, technically too narrow by federal standards. The key was to widen the runway to federal standards in order to get federal funding, said DePaulo.

By 2009, Hanson Engineering completed an environmental impact study as a means to apply for federal funding. The study also showed that because of activity at the airport, its events and the increased number of people utilizing services in the village, the total economic impact of the airport neared $14 million.

In 2011, the Division of Aeronautics signed off on the feasibility of an improvement project. The plan originally called for nearly $10 million in repairs. DePaulo explained that the economy took its toll on available funds, and the project had to be scaled back.

The improvement plan now takes care of all safety issues with the widening of the runway, a massive project involving the regrading of the runway and taxi area. In addition, runway lights will not have to remain on all night. A pilot-controlled system will now operate the lights. When a pilot is flying into the airport, he or she can control the lights by frequency.

“With the long-term vision of the village to keep the airport as an economic tool rather than opening the land to more retail, the federal funding now tied to the airport will keep it a viable, protected asset and open the door for future funding,” DePaulo said.

Bolingbrook man sentenced for attempted Pakistan shipment Bilal Ahmed will serve 2 years for violating export law

A 34-year-old Bolingbrook man will serve two years in federal prison for attempting to ship a thermal imaging camera from his Schaumburg company to Pakistan.

The U.S. Attorney’s Office said Bilal Ahmed violated U.S. export law and did not obtain a license from the U.S. Commerce Department.

Ahmed was ordered to report to the Federal Bureau of Prisons July 17 and was also ordered to complete a term of two years of supervision after his release by U.S. District Judge Rebecca R. Pallmeyer.

Ahmed pled guilty to one count of willfully violating export control regulations, specifically the International Emergency Economic Powers Act, between June 2009 and March 2014.

Ahmed was the owner, president, and registered agent of Trexim Corporation, an Illinois corporation based in Schaumburg, which was in the business of purchasing items for export from the U.S. The defendant was regularly involved in the negotiation, purchase, and export of materials from U.S. manufacturers to overseas locations, including Pakistan.

The attorney’s office said the defendant received orders for goods from Pakistani entities, including Pakistan’s Space and

Upper Atmosphere Research Commission, also known as SUPARCO, and then purchased and exported those items to the Pakistani entities, including to SUPARCO. “For a period of at least four years, the defendant made it his business to export items from the United States to overseas locations, without obtaining the necessary licenses and approvals when required,” assistant U.S. attorney Bethany Biesenthal said in the government’s sentencing memorandum. “In fact, based just on the purchase orders recovered from defendant’s computer at the time of his arrest, purchase orders reflected the export of approximately 203 items from the United States to Pakistan.”

According to the attorney’s office, the items exported by Ahmed included, among other things, a FLIR HRC-U thermal imaging camera, carbon fiber to make “bullet proof-vests,” and microwave laminate, all to Pakistan.

Each of those items was on a Commerce Department list of controlled export goods for reasons of national security and regional

stability. A license was required to ship the items to Pakistan. The defendant exported and attempted to export those items to Pakistan without ever having applied for such a license.

CELEBRATING HISTORY Early pioneers settle at Boardman cemetery

hough Bolingbrook is celebrating its 50th anniversary, the roots of its settlers go back even further, with Boardman cemetery offering proof of those who once walked the area long before the village was officially formed.

It wasn’t until 1972 that a 16-yearold poking through the woods near Paxon and Royce Roads came across what would become a historical landmark. According to the Bolingbrook Historic Preservation Commission, Lois Michael, discovered the overgrown and abandoned cemetery.

She became interested and contacted James Bingle, then Township Assessor, who launched the investigation by township and county officials who eventually determined that the county owned the burying ground. As restoration began, it was found that many oldtime residents whose names were once prominent in the history of the area lay buried in the forgotten cemetery.

The commission reports that Boardman Cemetery was the community burial ground started

by Captain Harry Boardman, who came to the area from Chatauqua

County, New York, in 1831.

Research from the Historic Preservation Commission indicates that the cemetery grew until it had become the resting place of at least 70 people. The commission also found that New England farmers were drawn to the area by the opportunity to purchase 160 acres of land for $1.25 an acre.

This practice was known as pre-emption and did require the purchaser to live on the property.

Land that sold was located within a 96-mile corridor stretching from Lake Michigan to the Illinois River.

The corridor itself was 20 miles wide and provided a safe passage for settlers.

Acquired by the Federal Government when the

treaty of St. Louis was signed in 1804, the land became known as “The Indian Boundary Line.”

Illinois received the land in 1827 and began selling it to raise money for the building of the I & M Canal.

When the canal opened in 1848, trade was established from New York City to Chicago, to St. Louis, to New Orleans. According to the commission, for the farmers in this area, a world market was available to ship their grain, limestone, and other commodities. The Chicago Board of Trade was established in 1848 to regulate the price of those goods.

Boardman, a native Vermonter, is believed to have arrived with gold and a piece of silk bolting.

He staked his claim near the timber-studded banks of the

DuPage River. Always interested in community affairs, Boardman served as election judge and county commissioner for many years. He died in 1877 at the age of 83.

According to the commission, many of the families buried in the cemetery were connected to the Boardman family. In addition to the Boardmans, other families interred in the cemetery are Barber, Freeman, Ingalls, Paxson, Royce, Standish, Strong, Wescott, Whallon, and more. The streets surrounding the cemetery, in the Heritage Creek subdivision, are named after these early settlers.

Maintenance of the cemetery is now a joint project between the commission and DuPage Township.

Early pioneers are also buried at Hillcrest Cemetery, making Bolingbrook home to two historic cemeteries.

“Backyards back right up to it,” said Peggy Drey, of the 50th Anniversary Committee.

“Thousands of drivers pass it every day, but may not notice that it’s there. Pioneers from the early 1800s are buried there, but today’s Bolingbrookers can be as well. It is an active cemetery owned and operated by the village now.”

Hillcrest was originally called Barber’s Corners Cemetery because it is located in the general area of Route 53 and Boughton Road, which was called Barber’s Corners after early settler John Barber. The cemetery was renamed Hillcrest Cemetery in 1959.

But no matter what kinds of labels you choose, make sure they’re neat and legible and adhere securely. You can label what goes in a particular container, or label the spot where the container goes.

Not only is labeling useful, it’s also fun.

Once you start, especially if you’re using a label maker, you’ll find excuses to label everything. And if you want to incent your kids to organize their rooms, the promise of being able to use the label maker will be a great incentive.

TO STATE Watkins, Stennis qualify for Charleston in multiple events

Last year Bolingbrook was well represented at the state finals on the final day, but finished no better than sixth in an event.

This year it is looking to improve on that.

With an experienced crew returning to state after competing in the Downers North Sectional May 14, expectations are high for the Raiders.

None are higher than the 400-meter relay, which had the state’s top time entering sectional competition.

Seniors Alexis Brooks, Asha Wallace and Jessica Watkins teamed with junior Charlyncia Stennis to win the sectional title with a time of 48.54.

“It is always a good run for us because we work well as a team,” Wallace said. “No matter what happens, we know how to adjust.”

The same four were together much of last year, but a late injury to Brooks slowed their progress a bit. With them all healthy heading into state this year, they have their sights set on a state title.

“We really have picked up right where we left off,” Wallace said.

“We only had to make minor adjustments with the order, but everything else was fine.

Hopefully we will win a state championship. We’re motivated

with all the injuries that have gotten us the past couple years.

We have to hold up for one more week and we should be fine.”

“We’re excited,” Watkins said.

“As long as we get our handoffs down, we will be good. I think we have it this year. We’re trying to take the title this year.”

“I’m so proud of us,” Stennis said. “We’re all friends. We have our handoffs basically down.

We’re like a unit. We are coming for everybody this year. We want to win.”

Watkins won three sectional titles on the evening as she took first in the 100 (12.46) and 200 (25.53).

“It feels great,” Watkins said.

“I’m just trying to get ready for state. I have the goal to take it all.

I have to stay focused on my race.

I definitely feel confident in the 100 because of my height, but I feel I can do well in the 200 as well.”

Stennis also brought home an additional title, winning the 400 with a time of 57.47.

“I’ve been working hard all season and I wanted to win sectionals,” Stennis said. “It was a personal best. I’m peaking at the right time.”

Stennis placed seventh last year in the 400 and is looking to improve on that this weekend at the state meet Eastern Illinois University in Charleston.

“I want to finish in the top five.

Spartan brothers win titles

Behind the Rayos del Sol brothers, Romeoville had its best showing in the Southwest Prairie Conference.

The Spartans finished in fourth place with 16.5 points. Plainfield Central won with 22.5 points.

I’m proud of my team. We did really good. It feels great,” Miguel Rayos delo Sol said.

Miguel and his brother, Martin, took home singles titles.

Miguel won at No. 1 singles, defeating Central’s DJ Colantone after losing the first set.

“I was more dedicated,” Miguel said of his comeback. “I couldn’t let my team down. I wanted it really bad. I focused more and tried to play more consistent and patient.”

It was the fourth time the two have played each other and this time the stakes were the highest.

“We have a rivalry going on here,” Miguel said. “We’ve played four times and all four went into three sets. I’m 4-for-4. A win is a win. It feels great to be a conference champ. I’m proud of myself.”

Last year Miguel placed third at No. 1 singles. He credits his serving ability for the jump to first in his junior year.

“My serve has been a big difference,” Miguel said. “It is really helping me out. It is a big part of my game.”

Now Miguel will look to repeat his state berth from a year ago at the Joliet Township Sectional this weekend.

“Next week is going to be really tough,” Miguel said. “All the players are back, so it is going to be a grind for me. It is going to be a lot harder. I just need to play my game. I just want to get to state.”

Meanwhile, Martin won the No. 2 singles title in dominant fashion, not losing a set along the way.

“I’m feeling pretty good,” Martin said. “I just played my game, which is normally pretty aggressive. It is pretty exciting. Hopefully I can keep it up.”

Martin, a freshman, started the season playing first doubles, but the move to singles paid off.

“I was playing first doubles, and it wasn’t going very good,” Martin said. “Coach gave me a choice and I chose to play second singles. It worked out well. Singles is faster pace and I like it better.”

Martin is now trying to do something his bother didn’t do – make state as a freshman.

“I want to make it to state,” Martin said. “I have to play the way I always do, which is aggressive.”

Although Miguel consistently beats his brother, the two’s competition with one another should continue to benefit both of them, especially Martin.

“I hit with him all the time now,” Miguel said. “He is getting better every meet. Hopefully he gets even better next year and hopefully we can play some doubles together.”

“It isn’t much competition,” Martin said. “He beats me all the time. It makes me want to get better and it motivates me.”

The No. 2 doubles team of Brandon Kavaliunas and Cole Brooker finished in third place, while Will Caron and Kyle Listermann took fourth at No. 4 doubles.

SOFTBALL Romeoville is the No. 12 seed in the Joliet Central Sectional and will open play at 4:30 p.m. on Wednesday, May 27 against No. 5 Joliet West in the Yorkville Regional.

Bolingbrook is the No. 10 seed in the Downers Grove South Sectional and will open its own regional Wednesday, May 27 with a 4:30 p.m. game against No. 8 Plainfield North.

BASEBALL Both Valley View schools will compete in the Romeoville Sectional Complex.

Bolingbrook is the No. 17 seed and will play first in the Hinsdale South Regional at 4:30 p.m.

Monday, May 25 against No. 16 Hinsdale South.

Romeoville is the No. 20 seed and will face No. 14 Wheaton Warrenville South at 11 a.m. on Monday, May 25 in the Neuqua Valley Regional.

Mikayla Houston also advanced to state for Bolingbrook after finishing second in the shot put with a distance of 38-feet, 9-inches.

ROMEOVILLE For a few years, the Romeoville 800-meter relay was an area force, advancing to state each

year leading up to an all-state showing in 2012.

Last year the relay came up short, ending the run, but this year they are headed back to state with a new look.

Cierra Pulliam is back from the 2013 squad that made it to state, but, rather than her being with all seniors, she is now the senior with all freshmen.

“It was something different,” Pulliam said. “Sophomore year I made it to state with all seniors and now my senior year I’m going with all freshmen. I just tell them to keep pushing whether you are last or first. I see us placing at state.”

“I’m really counting on Cece to help us out,” leadoff runner Idara Anyang said. “Being a freshman, walking in and experiencing it myself, it is going to be different and I think I can take it.”

The Spartans ran the relay in 1:45.52, just beating the qualifying mark May 14 at the Downers Grove North Sectional.

“We worked hard throughout the whole season,” Jahnetta Jones said. “What you put in is what you get out. I was a little worried, but we put in the work.”

“It was really exciting,” anchor Kaniyah Rush said. “I felt the pressure at the end. It feels good to make the time. I knew I would

be pretty close to making it to state, but I didn’t think we would make it.”

“It felt amazing, especially coming off the track,” Anyang said. “The weather worried me and I thought I was going to mess up. I actually did really well and it makes me feel confident knowing that I can handle anything.”

Coming into the season, it was hard to imagine three freshmen making it to state in an event, but Romeoville was able to accomplish that.

“It is pretty cool,” Jones said.

“I think it was hard to imagine making it to state as a freshman, but it is so exciting. We want to

do the same thing, three times harder.”

Meanwhile, Pulliam is also headed to state in the triple jump (38-0.5, 1st) and 200 (25.84, 3rd).

“It is great,” Pulliam said. “My goal was to make it to state in the 200. I’m very excited and very happy that I did everything I did.”

After coming in third last year in the state in the triple jump, Pulliam is hoping to bring home the state title this year.

“I want to hit 42 feet,” she said.

“I’m just ready to get my goal. My speed and staying consistent will be keys. I want to bring home a state title.”

While the airport is under construction, Charlie’s Restaurant and the aviation museum will remain open.

However, the annual Calvacade of Planes had to be canceled.

Originally, the plan was to still host the event in June but construction began sooner than expected.

Not wanting to hold up the project and risk funding

disappearing, the decision was made to move forward with the project and cancel the event, DePaulo said.

The construction will cause a major disruption for those who utilize the airport, especially during its busiest season with approximately 120 take offs and landings each month.

“You don’t always want to do it, but once you go you are so happy you did,” DePaulo said, comparing the project to a visit at the dentist.

Once construction is completed, DePaulo said his goal is to have every hangar full.

“This location and the desirability is huge—when this is done, it will be outstanding,” he said.
