Buckingham Friends School Our Plan for Returning to Campus 2020 - 2021 In keeping with guidance from the Governor’s office, the PA Department of Education, and the American Academy of Pediatrics, and other professionals and experts, Buckingham Friends School has created a comprehensive, innovative campus-use plan for the 2020-2021 school year that gives us the ability and flexibility to live our mission and core values, deliver our program, and provide for the health and safety of our community on our campus and in our classroom environments. We have done so based on the best available information gathered from a wide range of state and local experts. While decision-making at the local, state, and federal levels will likely remain fluid, we will be ready this fall to provide the outstanding, personal, and dynamic school experience that is central to our mission and values – while taking the necessary steps to protect our community. Based on the initial success of our BFS: Together. Wherever! distance learning program, and now committed to increasing teacher training and resources for the future, we also know that we can be agile enough to shift quickly between on-campus and off-campus teaching and learning as circumstances demand. We will continue to follow guidance and direction from local, state, and federal authorities.

SPECIAL NOTE REGARDING COVID-19. As long as COVID-19 remains a public health threat, the School expects to implement plans from time to time as appropriate to comply with federal, state and local requirements and guidelines for educational institutions. Such plans take precedence over and modify the policies and procedures described in this plan and the family handbook.

Guiding Assumptions & Goals of the Plan: Guiding Assumptions: 

Buckingham Friends School and the BFS community will be impacted by the novel coronavirus at least through the 2020-21 school year. Throughout the school year, there may be spikes of COVID-19 that will require the reintroduction of stricter control measures, possibly with very little notice, which will demand significant flexibility from our school community.



The health and safety of our students, faculty and staff, and families is of paramount importance.

On campus learning requires that all community members follow appropriate procedures and protocols, including physical distancing, personal protective equipment, personal hygiene, sanitation of facilities, and health screening and monitoring.



Information from state and local departments of health and education, the Centers for Disease Control, and national medical associations will guide school policies and procedures.



Students will have access to the technologies and support needed to virtually attend academic classes as needed and to participate in the BFS Together Wherever Distance Learning Program when the school is directed to suspend on-campus teaching and learning.



The "Green Phase" represents a "new normal." Operations will not be like they were before March, 2020.

Our Goals include: 

To continue to provide an education to children in grades K-8 that is guided by the mission, values, and educational philosophy of Buckingham Friends School, with a concern for each child’s inner Light and their intellectual, social, emotional, and moral development.



To provide for the health, safety, and wellbeing of our students, teachers, employees, and the Buckingham Friends School community.



To utilize and fully leverage our expansive campus resources – within our five buildings and across BFS’s 44-acre wooded campus.



To enable students who are not able to be on campus to attend classes virtually.



To be prepared to pivot and offer a robust distance learning program if circumstances mandate



To provide ample opportunities for play and time outside.



To maintain a commitment to communicating with the BFS community regularly with honesty and transparency.

Community – What We Are All Being Called Upon To Do: A Core Value at BFS: Connected Community – We cultivate a joyful, involved, and inclusive community devoted to kindness, respect, and establishing trust and accountability. Together, we invest in the success and the wellbeing of each child, family, and one another.

One of the attributes that distinguishes BFS from other schools is our collective commitment to the spirit found within our tight-knit community. It has been a central and essential element to BFS’s quality, spirit, and successes for 225 years.

All of us – as partners and members of the BFS community – are charged to invest now and in ongoing ways in our shared “success and the well-being of each child, family, and one another” and the health and safety of every community member this year. While a great deal has been accomplished this summer, the next several weeks are critical to our preparations for the successful school experiences we wish to offer and have during the year ahead.

We must all comply and adhere to the advice and orders of experts and authorities by personally making the responsible and sustained choices that will contribute to the health and safety of one another.

Everyone’s sustained compliance will be necessary throughout the remaining days of summer and the school year before us.

While school is the best environment for children to move forward as learners, providing a setting rich with quality teachers, transformative learning experiences, interconnectedness, and emotional support, we do understand if parents choose to have their child(ren) remain at home during these uncertain and challenging times. We are offering the opportunity to attend virtually as an option.

As the situation in the larger world remains fluid, each of us as community members can and must control what we can control in the interests of our children, our teachers and employees, and our community. Together, we must “invest in the success and the well-being of each child, family, and one another.” Everyone’s actions each and every day will matter. Our children and teachers are counting on us.

Commitments and Core Expectations of Community Members: To ensure that our campus is safe for everyone, we ask that everyone commit to and abide by the following tenets. In order to be safe and help each other be safe: 

We will adhere to the health and safety guidelines, expectations, and mandates from BFS, the Bucks County Department of Health, Pennsylvania Governor Tom Wolf, and other government authorities while on-campus and off-campus.



We will uphold the standards of our community, one founded upon mutual trust and respect for one another.



We will share responsibility and contribute as community members and make the health, safety, and emotional wellbeing of all community members a priority.



We will be immediately forthcoming and timely regarding any COVID-19 information and/or developments as they arise.

All Buckingham Friends School community members have a shared responsibility to prevent the spread of illness and to report any communicable diseases, including COVID-19, for the greater good of all.

Everyone has a responsibility to: 

Adhere to all federal, state, and local orders and directives.



Follow all pandemic protocols on and off campus.



Keep your child home if they are sick.



Notify the school if your child or family member has been diagnosed with COVID-19 or been in contact with any individual infected with COVID-19.



Promote good hygiene practices, especially handwashing, at home.



Teach your child to properly use and remove a face mask and sending clean face masks (and an extra one) to school each day.



Complete and submit all health forms.



Avoid non-essential travel and quarantining upon return if traveling domestically (from many states) or internationally.



Focus on the mental health and wellbeing of children.



Communicate any issues with the Head of School 6

Campus Preparation and Classroom Redesign: To provide for the health and safety of our students while on campus and attending our comprehensive program, we are carefully using the spaces available in our five campus buildings, and taking advantage of our 44-acre, wooded campus, to accomplish the following: 

Students will be afforded 5-6 feet of separation between desks in classrooms to the maximum extent feasible. Rows will be staggered to enhance distancing.



Each division will have its own geographic/facilities areas and “zone.” Lower School will continue in its separate building. The 6th Grade homeroom has moved upstairs to provide classrooms on the lower level of the Main Building for just the Middle School (grades 3-5).

Upper School will have its own classrooms on the second and third floors of the Main Building.



Each division will have their own dedicated doors and bathrooms (Lower School classrooms have their own bathrooms).



Teachers will go to homerooms to teach whenever possible, minimizing student travel and interactions between academic classes during the day. This is already the norm in grades K-4/5 (with World Languages and Mindfulness classes occurring in the homeroom). Library, Integrated Studies (grades 3-5), and Science (and possibly Art at times) will take place in the homeroom. Upper School grades will also stay in homerooms, with all core academic teachers (English, Math, Science, and Social Studies) moving to those rooms to conduct classes.



We are providing an assigned individual extra classroom for each class in grades 5-8 for those times when students are separated into smaller groups for World Language and Math classes.



Classroom layouts will enable teachers to utilize resources that will permit students who are not on campus to be able to attend classes virtually.



Separate entrances/exits for K, 1st. 2nd, Middle School, and Upper School have been designated.



The 2020-2021 on-campus schedule will allow for the cleaning of chairs and work surfaces in arts classrooms between classes as needed.



Nine or more recess areas, each to be used by half a class at a time, will be identified to provide ample opportunities for play and time outside.



Use of our play structures and equipment is continuing to be evaluated.



Large tents have been purchased for use during outdoor classes, snack and lunch breaks, and recess.



An infirmary, with a dedicated quarantine room and staffed by a full-time registered nurse, will be located in the mobile office trailer adjacent to the Main Building.

A new main office, for meeting visitors, late student arrivals and sign-in, awaiting student pickups, and receiving deliveries, will be located next to the nurse’s office in the mobile office trailer adjacent to the Main Building.



Sufficient personal protection supplies (hand washing, hand sanitizing, extra masks, etc.) will be accessible.



All-school gatherings (assemblies, Meeting for Worship, etc.) and school trips will be suspended until further notice.



Division-specific, large rooms for Meeting for Worship and other divisional community gatherings have been identified should gatherings larger than 25 people be permitted by the state.



Schedules for each division, recess plans, arrival and dismissal procedures, and after school programming are being designed to support our plans.



New ventilation and air filtering systems are being installed to introduce, circulate, and filter air in the Lower School and Art and Music classrooms (the Woodshop already has the capability to introduce and circulate air).



New filtering and air treatment systems have been installed in the HVAC system in the gymnasium, the HVAC system in the Jane Jackson House, and in all 19 of the HVAC air handling units in the Main Building.

Health and Safety Measures: Hygienic Measures: 

All students and employees will be required to follow personal health and hygiene protocols and expectations to mitigate the risk of transmission.



All students and employees will be required to follow handwashing and hand sanitizing protocols at regular intervals throughout the day. o Additional hand sanitizing stations have been added across campus to allow students to accomplish this cleaning efficiently. o Dedicated sinks and sink areas are provided for each grade.



All employees will be required to wear masks/coverings * except for those times when they are over 6’ apart from others.



All students K-8 will be required to wear masks/face coverings * except for those times when they are over 6’ apart from others (during outside mask and class breaks, recess, and activities; certain PE activities; and lunch).



Employees must wear gloves and masks/face coverings when disinfecting surfaces.



A sufficient supply of extra masks and other PPE will available for students and employees as needed.



The school nurse will educate students about, and oversee the continued adherence to, best practices for hand washing and personal hygiene. Adequate time and materials will be provided to support prescribed hygiene practices.



The school nurse will oversee monitoring students and employees during the day for signs of illness.



Students who present with coughs or other symptoms of COVID-19 will be supervised by the school nurse and isolated in the infirmary until transported home. * Our school considers that face shields alone are not adequate face coverings. We strongly prefer masks and suggest that masks may be used with a face shield or other face covering.

Pediatricians with the American Academy of Pediatrics and a child advocacy organization are weighing in on the importance of wearing masks for all, including children older than two. This guidance mirrors that of Governor Tom Wolf and Secretary of Health Dr. Rachel Levine as a required mitigation effort to stop the spread of COVID-19 in the state. Therefore, masks are required unless the School agrees to permit an alternative on case by case basis.

Screening Requirements for Students and Employees: All students and employees must be screened before departing home each and every school day using the following Daily Home Screening Decision Tree. All parents and employees will submit confirmation of screening to the School via the “School Wellness Tracker� app (more info soon) by 7:00 AM daily.

Arrival, Dismissal, and Pick-up Procedures: 

Arrival via busses and cars will be supervised to ensure that students walk to classroom buildings and arrive in a staggered and distanced manner. Locations: o Bus * drop off location above the lower parking lot o Car drop off location in the lower parking lot below the Peace Garden o Car drop off location in front of the Main Building above the Route 202 entrance o Car drop off location by the Lower School playground, also accessed by coming up the drive at the Route 202 entrance



Arrival time is a drop off only time. Parents and visitors will not accompany students to and into school buildings.



Parking will be provided in all parking lots for parents who wish to visit the main office or school nurse in the Nurse’s/Reception trailer.



Dismissal to busses and cars will be supervised to ensure that students walk to dismissal areas in a staggered and distanced manner, and to ensure they wait to be picked up in a distanced manner.

Multiple locations have been identified, and a separate communication will go out once the plans are finalized.



The bus * pick up location will stay the same as in previous years – from the sidewalk adjacent to and above the lower parking lot.



Students and employees will wear masks/face coverings when they arrive and depart each day.



Students and employees will sanitize or wash hands upon entering and exiting buildings throughout the day, each day.

*

Bussing is provided to students from cooperating school districts, and, as in the past, BFS has no authority over or supervisory role in the bussing of students. Therefore, once a student steps onto a bus, they are the responsibility of the driver. It is our assumption that the driver will be responsible for supervising COVID-19 protocols such as social distancing and wearing masks, and that the districts will be responsible for cleaning their busses. As has been the practice in prior years, it remains our understanding that the busses that are used to transport BFS students each day will only transport BFS students (and not any students from any other school(s)) during their morning and afternoon runs. With eleven busses arriving to and departing from the BFS campus each day, this should mean that there will be ample space to sit in a distanced manner.

However, if there are any questions regarding any aspect of bus ridership during the pandemic, we advise parents to contact their district directly.

Cleaning and Disinfecting – Facilities: Our cleaning company, Focused On The Details, Inc, will follow CDC guidelines in carrying out their daily cleaning routines using EPA approved products for a school setting, and will be wearing appropriate PPE such as gowns, masks, and gloves when carrying out their work. They are also on-call and have a rapid response team should a specific area need to be disinfected due to a suspected case of COVID-19 on campus. The school has an ample supply of Foster 40-80 (EPA approved) to carry out disinfecting procedures. In addition, in-house personnel will conduct spot cleaning and disinfecting procedures during the day in high touch areas according to CDC guidelines using the Foster 40-80 as well as other EPA approved products such as Lysol cleaners. Staff will also be given a supply of hydrogen peroxide or alcohol sanitizing products to address their individual work areas throughout the day as needed.

The following plans are currently in place as we prepare for the year ahead:             

Increase cleaning and disinfecting of all surfaces, doorknobs, light switches, sinks, tables, desks, chairs, etc. during the day with CDC-approved cleaning products Clean bathrooms and high-touch points during the day Clean all desk and work surfaces and spray with special disinfectant after each school day.

Conduct in-depth cleaning and disinfecting by our cleaning company each evening Revise contract for additional janitorial service and cleaning services Stockpile inventory of cleaning and disinfecting supplies Maintain supply of PPE, face masks, gloves, and disinfectant Provide maintenance and updates of HVAC units with new air filters Install new air handling units and filters in Lower School and Arts building Enhance air quality and HVAC heating/cooling ventilation systems in Main building, gym, and Jackson House with Ultra Violet Germicidal Light Thoroughly clean and disinfect designated isolation rooms before next use Ensure that maintenance staff will not enter classroom during school hours except for cleaning issues requiring immediate attention Complete any classroom maintenance projects after students leave at the end of the day prior to cleaning/disinfecting by the cleaning company

Closure, Cleaning & Disinfection Action Plan for Confirmed Case of COVID-19:   

The Director of Finance and Operations will contact Focused on the Details, Inc., the cleaning company used by Buckingham Friends School.

Focused on the Details, Inc., will disinfect all areas such as offices, bathrooms, common areas, shared electronics, and equipment used by the ill person.

Focused on the Details, Inc. has the proper CDC-approved products and equipment, and a designated, specialized group of personnel trained in cleaning areas with suspected and confirmed cases, and will fulfill this service at BFS after school hours.

Testing, Tracing & Quarantine: The Pennsylvania and Bucks County Departments of Health will guide all our decisions regarding quarantining of individuals, classes, employees, and the School.      

Any positive COVID-19 tests exposures will be reported immediately to Buckingham Friends School so the Bucks County Department of Health may be notified.

Students who test positive for COVID-19 will need to remain off-campus as directed by the Bucks County Department of Health.

Contact tracing of possible exposures or cases of COVID-19 will operate within the directives from the Bucks County Department of Health.

The quarantine period for exposures or close contact with a person having COVID-19 will be in compliance with the Bucks County Department of Health.

BFS will adhere to standard COVID-19 and HIPAA compliant communication regulations regarding any cases.

Remote attendance will be provided for any interested quarantined students.

Notification of COVID-19 Case or Exposure: If we are notified by the Bucks County Department of Health regarding a positive diagnosis from a test for COVID-19 or an exposure, we will immediately follow the Bucks County Department of Health directives. If a parent or staff member notifies us of a positive diagnosis or exposure, we will immediately call the Bucks County Department of Health to inform them and receive direction.        

We will follow all protocols from Bucks County Department of Health officials to determine the risk level and follow their direction to determine if quarantine or closure is warranted.

We will isolate any exposed students until sent home.

We will notify the affected groups, parents, teachers, and staff immediately of exposure or diagnosis.

We will temporarily close any contaminated classrooms, offices, or outside areas and start disinfecting and cleaning procedures.

Contact tracing will be conducted by the Bucks County Department of Health and will begin as soon as possible.

The return to school by affected personnel and students will be in accordance with the Bucks County Department of Health’s criteria for safe return.

Reporting, tracking, and tracing of cases will be in accordance with all HIPAA privacy regulations.

We will communicate via email, Constant Contact, and/or School Messenger to reach all constituents with updates.

Travel School Trips:  

All field trips and overnight trips have been canceled through 2020.

At this time, we are postponing plans for class trips in 2021. We will communicate about this further, later in the year.

Domestic, International, and/or Cruise Travel and Mandatory Quarantine: Students and employees who travel to areas under travel advisories for COVID-19 as indicated by the state of Pennsylvania or the US Department of State must complete any quarantine requirements or recommendations before returning to the BFS campus. Remote learning will be available for students if school is in session during that period. At this time, anyone who meets any of the following criteria must quarantine for 14 days before coming to campus:  Returned from an international trip  Visited the following areas with a Covid-19 surge (currently identified by the State of Pennsylvania as the affected states as: Alabama, Arizona, Arkansas, California, Florida, Georgia, Idaho, Iowa, Kansas, Louisiana, Mississippi, Missouri, Nevada, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Utah and Wyoming)  Traveled in a plane and/or on a cruise ship

Campus Visitors and Events Campus Visitation:     

Visitation to campus will be limited to essential participants and visitors.

All visitors must check in at the school’s external Main office in the mobile trailer.

All visitors must wear masks at all times.

Building access and use of all play areas, fields, non-parking related pathways, and general areas surrounding buildings will limited to students and school employees only.

There will be no use of our campus or facilities by external groups and/or the public.

Community Events:  



Most extra-curriculars, athletics, and performing arts events postponed until further notice The following events will happen virtually: o New family/student orientation o Back-to-School Night o Parent-teacher Conferences o Most faculty meetings o PTAC meetings o Board and Board committee meetings o Student performances o Open Houses Further updates will be provided as needed throughout the year

Teaching and Learning On-Campus, In-Person Learning:   

The 2020-2021 all-school schedule has been created to permit students to attend and participate in the full-day learning experiences at BFS as in prior years.

Adjustments have been made to ensure that there are breaks, ample recess opportunities, and time for dismissal.

Enhanced health and safety measures will be in place for the entire day.

Virtual Attendance:        

Based on a variety of reasons, students can opt to virtually attend class meetings and academic classes taking place in the homeroom on an as-needed basis.

The on-campus, in-person learning schedule will be in effect for students attending virtually.

Streaming will enable students who are at home to see and interact with the students and teachers in the classroom and vice-versa, and for the class and teachers to see and interact with students at home.

Teachers will use video resources and links to share their lessons, likely via Zoom.

Virtually learning students will be able to see and hear teachers and shared resources, participate in classes, and be seen and heard via faculty tech resources via Zoom.

Everyone is thereby notified that there will be cameras in the classroom and that classes will be live streamed.

Parents who elect remote learning are advised that recording, or permitting recording, of the live stream is strictly prohibited.

Teachers will reserve the right to temporarily suspend the live stream/turn off the audio at their discretion if something occurs in class which is not part of the lesson/instruction.

Distance Learning:    

A separate, school-wide distance learning schedule has been created and will be implemented should the School be required to return to distance learning.

Teachers will receive professional development training prior to the start of the new school year in the use of a variety of tech resources, techniques for online teaching and learning, the creation of class websites and resources for sharing, etc.

Grades K-3 will use the Seesaw platform, and Grades 4-8 will use the Google platform.

A blend of synchronous and asynchronous learning will take place; the balance will vary by grade.

Social & Emotional Wellbeing 

Supporting our students, families, faculty, and staff to lessen anxiety and stress will be a priority.



School Counselor Linda Kamel will offer sessions to parents by division before and throughout the school year.



Other outside therapists and psychologists will be consulted, and at times programmed to meet with parents, such as Dr. Michael Thompson and Judy Schectmann were last year.



We will provide a carefully structured orientation for students at the onset of the school year.



We will continue with our Mindfulness program.



School Counselor Linda Kamel will expand her teaching role, overseeing Mindfulness classes in all three divisions, and personally teaching Mindfulness this year in Grades 3 and 6 to ensure for the transition of students from Lower to Middle, and Middle to Upper, Schools.



Teachers will continue to monitor and assess the climate and pulse of the classes, and the wellbeing of every student, throughout the year.



School Counselor Linda Kamel will attend Lower, Middle, and Upper School faculty meetings on regular basis to monitor the social and emotional wellbeing of students and to provide resources.



The Learning Team, comprised of the Head of School, the School Counselor, and the Reading Specialist, will regularly assess the climate of the school and school community.

Communications 

We will remain proactive and responsive.



We will provide clear communications of all protocols with parents and the BFS community.



We will maintain close and ongoing communication with local health representatives and government officials.



We will establish a COVID-19 resource page for parents on the BFS website.



We will continue to communicate via email, mailings, Constant Contact, blogs, and School Messenger.

Investments in our Educational Program and Technology Facilities and Campus: 

Each division (Lower – Grades K-2, Middle – Grades 3-5, and Upper – Grades 6-8) will now operate within its own geographic/facilities areas and “zone.”



The Lower School will remain in its own building, and each classroom will have its own dedicated entry/exit doors, cubby areas, and bathrooms.



Additional desks and chairs have been purchased for Lower School as needed.



The 6th Grade homeroom has moved upstairs to provide classrooms on the lower level of the Main Building for just the Middle School (grades 3-5), with dedicated bathrooms.



The project room walls in grades 3 and 4 have been removed to create larger classrooms.



Upper School will have its own classrooms on the second and third floors of the Main Building, with dedicated bathrooms.



Each division will have their own dedicated doors and bathrooms (Lower School classrooms have their own bathrooms).



A new modular Infirmary/nurse’s office and Main Office trailer has been added to campus.



New ventilation and air handling systems are being installed to introduce, circulate, and filter air in the Lower School and art classrooms.



New filtering and air treatment systems have been installed in the HVAC system in the gymnasium, the HVAC system in the Jane Jackson House, and all 19 of the HVAC air handling units in the Main building.



Large tents have been purchased for use during outdoor classes, snack and lunch breaks, and recess.



At least nine large zones have been identified as recess areas.

Technology: 

A new faculty leadership position has been created – “Leader of Strategic and Applied Technology Innovation, Integration & Design” – to oversee all related technology planning, initiatives, professional development, and ongoing faculty and student support.



All faculty have received resources and training required to facilitate streaming classes and virtual attendance.



Several new platforms and applications have been purchased for use by community members.



Our contract with EduTech was expanded to provide greater collaboration and consulting services.



60 new Chromebooks were purchased to replace the dated units in Middle School.



Several faculty members received new Apple laptops as part of our replacement cycle.



All faculty will receive a stipend for attending two weeks of professional development and training in August.



Experts in online instruction and learning will facilitate workshops during the August professional development sessions.

Scenario and Campus Reopening Planning Committee The plans shared in this document remain dynamic and may be adjusted at any time during the next few weeks and the school year as we determine is appropriate and as we receive specific guidelines from our health and government authorities. Everyone should expect that our structure and protocols will likely be modified as we progress through the year during the ever-changing circumstances surrounding the COVID-19 pandemic. Our faculty and staff will remain agile and creative, poised and positioned to make any necessary or beneficial changes to our educational program or health and safety policies.
