FELPHAM IN FOCUS

Hello everyone!

It’s March already and I hope you are looking forward to the longer, warmer Spring days – I know I certainly am! To me March is all about hope, mothers and looking ahead and this year they all combine on the same day.

The clocks go forward on Sunday 27 March, the sun starts to set later and we get more Vitamin D to boost our mood. Our shops and markets have new in-season fruit and vegetables to tempt our tastebuds, and our flowers and trees are waking up with bursts of colour.

Sunday 27 March is also Mother’s Day or Mothering Sunday and although, for some people, it might have become a cliché it does give us the perfect opportunity to say thank you to our mums for everything they have done and still do for us. It also gives us the chance to write a ‘thank you’ with a pen, in a letter or card, which for me still means so much more than an email or text. Let’s hope my children read this ahead of the big day!

THERE WAS NO TELEVISION, NO RADIO, NO BOARD GAMES BUT I ABSOLUTELY LOVED IT …

Felpham resident, IRENE BOUD (née Adams), 90, was evacuated at the start of World War II. Here, she shares her incredible and detailed memories of that experience, and how much she enjoyed the adventure of moving from a Dundee city flat to a farm in the Scottish countryside.

“I was eight years old and my brother, Douglas, was 10 when we were evacuated from Mitchell Street School, Dundee to Portlethen, Kincardineshire, on the 1st of September 1939. We were billeted with two middle aged ladies, Ann and Madge Douglas, who had a small farm called Mill of Kingcausie, although the mill was no longer in existence.

“Ann Douglas, the elder sister, was bent over with arthritis but every morning she went to the byre to milk the cow, so we had warm milk on our porridge (I eventually learnt to do the milking!)

They bred a few heifers (young cows) for market and there were lots of hens. We would collect the eggs from the henhouse each day, but when the hens went ‘broody’ we had to search all over the farm to find where they had laid them. There were two or three cats but they were not allowed in the house, they lived in the barns as their job was to keep the rats out.

“The farmhouse had no gas, no electricity and no running water so there was no inside toilet. To use that facility, you went round to Douglas and Irene Boud the back garden and halfway up was a small hut with a bench-like structure. There was a hold in the middle and underneath was a bucket.

“All meals were cooked over the open fire, in a big pot which hung on a hook and rods which were pushed back over the fire. We never had any bread but ate oatcakes which were homemade and cooked on a griddle over the fire.

“There was a scullery at the back of the kitchen with a sink and a hand pump to get water. On the shelves were large bowls. Milk from the cow was poured into them, then later this was put in a churn, and we kept turning the handle until it ‘turned’ into butter.

“A big incubator was kept in the kitchen. There was a shelf which came halfway across it and when fertilised eggs were put in you would hear the chicks breaking their shells. They would come towards the light then drop down from the shelf to dry off and become fluffy.

“In the autumn, when the wheat was ripe, a giant Harvester would come into the area and go round all the farms, cutting the corn and turning the grain into flour.

“The winter of 1939 was a very cold one. We did not have furlined boots but we wore wellies and when we had to go outside to pull up the turnips (what the English call swedes) our feet felt Irene Boud in Felpham freezing cold.

“Opposite the Mill of Kingcausie was a blacksmith’s forge where the local farmers would bring their horses to be shod. Horses were used for ploughing and other farm work.

“In the evenings the room was lit by an Aladdin oil lamp, and we had candles to go up to bed.

I do not remember what we did in the evenings. There was no television, no radio and no board games in the house. There was a Mah Jong set but no instructions so nobody knew how to play!

“The fire was kept burning, not by coal, but by peat. My brother and I would walk to another farm where peat was dug up and dried and we would ask for some to be delivered.

“We walked a mile to school each day and were given mugs of hot cocoa at lunchtime. There were no computers or even jotters and pencils. We used slates and slate-pencils so our work was wiped off each day. We walked that same mile on Sundays and, although my bible has long disintegrated, I still have the outside cover which shows it was awarded for “Perfect Attendance at Sunday School for a year”!

“I absolutely loved my time on the farm, but my brother was a city boy and never settled so after a year we went back to Dundee.

“Before we went back, the ladies wanted a proper photograph of us, so they bought me a kilt (I had never had one before) and a lovely pink blouse. My brother had a nice suit. They arranged for us to go into Aberdeen to have a studio photograph taken. I still have a copy of that photo (pictured here) which brings back happy memories.”

LOCAL HISTORY BY SYLVIA ENDACOTT Sadly today we don’t have many locally run family named businesses, but we have are lucky to have one still run by family members. The business was started as a small shop in 1867 by Samuel Reynolds at No 13 West Street. The railway had arrived in Bognor in 1864; the pier in 1865 and more premises were being built in the town. Samuel had many ‘strings to his bow’ his retail shop early trade and advertising papers show that he was involved as ‘auctioneers, appraisers, house agents, cabinetmakers, upholsterers and undertakers’.

Samuel had 11 children, some died in childhood; however others became Samuel Reynolds. involved in the business. Sadly Samuel died in 1897 when his wife took over the business until her death in 1912 when their children became involved. Frank, born in 1873, was apprenticed to a photographer in Coventry, where he met his wife. His photography resulted in a studio being built at the back of the High Street shop and he entered the business in 1897 when his father left him £30 in his will on the condition that he gave up his photographic business, luckily he did not.

His photography continued and he joined the newly formed Bognor Photographic Society in 1900 and exhibited the following year. Frank was also a keen collector of old prints of Bognor and it is to him we have to be very grateful for the commencement of the Reynolds Collection of prints, sketches, and photographs, which documents in great detail the development of our town and now held in the West Sussex Record Office.

SUPERHERO SHOPPING

Steve and Dawn Betsworth set up the comic shop, Outer Limits, in September 2020. They had previously had their other business the Glasshouse Organic Hair Salon located there but when an opportunity arose to relocate the Glasshouse into Felpham Village they found themselves with an empty property.

As Steve had always had a desire to own a comic shop and already had an extensive collection of comics and collectibles, it was the obvious solution to the problem.

Initially the focus of the shop was to be vintage comics and collectibles, mainly of the superhero, sci-fi and horror genres.

It soon became clear that the customers that were visiting the shop also wanted new items so Steve set about sourcing the best suppliers available.

In January 2021 the shop started receiving its weekly deliveries of new comics and regular deliveries of toys, statues and other collectibles soon followed. The range and variety of stock has steadily increased with the focus being on sourcing items that you wouldn’t usually find on the High Street.

The shop is also a convenient location for people looking to sell their old collectibles and has taken in many items during the time it’s been open, ranging from comic books, die cast vehicles, action figures and movie memorabilia. “We are always on the lookout for vintage items and loft finds,” says Steve.

Steve’s first love still remains comic books. As a lifelong fan of Marvel and DC comics he purchased his first comic at the age of seven, captivated by the artwork on the cover, and he has continued to collect ever since. Steve attributes his own love of art to comic books and regularly creates his own artwork including the painting of Spider-Man at the entrance to the shop.

“The feedback from customers has been amazing, there really seems to be something that stirs a memory in everyone. Hopefully having the Outer Limits shop in Felpham will inspire local, young comic fans to try producing their own artwork or short stories,” Steve adds.

Steve moved to Felpham in 1991. He moved away briefly in 2011 and returned to Sussex in 2018. He still works as a building site manager Monday - Friday which only allows him to open the shop on Saturday and Sunday, however plans are afoot to expand the shop and open it 7 days a week in the not too distant future. Do pop in and take a look – it’s fascinating.

North Wall in Pagham Harbour holds many treasures among the reeds and scattered across the mudflats. With panoramic views of the saltmarsh, you are sure to see a familiar curlew or lapwing, or a coot or moorhen within the reedbeds.

As spring progresses, each bird here will be putting all their efforts into finding a mate, building a home and raising chicks. Unfortunately for an unexpecting coot chick, this brings an aerial threat, as Pagham Harbour’s marsh harriers are hunting more than ever.

Marsh harriers are the largest of the harriers, with a wingspan of over a meter! They show sexual dimorphism, meaning the male and female look very different to each other. The male, often the smaller bird, has a chocolatey body and a gingery belly with ashy-grey wings that stretch out into charcoal-black wing tips. The female, on the other hand, is chocolatey brown all over, far darker than her mate, with a yellow-y crown and throat.

On a golden evening, the chocolatey tones of the birds are radiant, with the male’s ashy wings dramatically contrasted against his brown feathers, and the female’s yellow crown alight with gold.

You might even be forgiven for thinking they are two separate species, but both the male and female birds fly with their wings held in a distinctive V-shape, as they hold their wings up. On a clear day, this makes for a picturesque sight against – a perfect chevron against a blue sky.

In the spring, marsh harriers flirt on the wing. The male will fly to great heights to meet the female and, a millisecond before colliding with her, he will fold his wings back, somersaulting in the sky before tumbling, somehow gracefully, towards the reedbed.

Ornithologists have, appropriately, coined this phenomenon as ‘sky dancing’. Sometimes an impressed female will join her pursuer Marsh Harrier, female. and the pair will tumble together, with their talons locked together.

Our pair of marsh harriers are regularly seen out in the harbour and over the reedbeds. DOPAMINE DRESSING

Yes, we’re currently snuggled up in our warmest knitwear and duvet coats, but spring is on the way! A new season brings optimism of lighter, longer days, and warmer weather. Many of my clients say they prefer winter clothes, but spring looks can feel fresh and bring us a boost of energy.

So how do we go about getting ready for the winter to spring transition when it comes to our wardrobes? First up, I’d suggest doing a ‘wardrobe review’ and de-clutter to make way for some newness. Go through each item and be honest with yourself – is it serving you well? Is it a great colour on you or does it wash you out? Does it fit well or can you only do standing up activities in it?! Does it suit your lifestyle and the sorts of activities you do day-to-day? If not, then it’s time to pass it on to a friend, a charity, sell it, or recycle – never throw it in the bin please.

Now you have your ‘keepers,’ make time to try on a few different outfits and combinations.

Sometimes we get stuck in a rut with always wearing the same things or putting them together in the same way. Experiment, mix things up, don’t be scared to try things out – you could have lots of ‘new’ outfits already there in your wardrobe.

Next up, think about the ‘gaps. Are you short on good jeans or go-with-anything trainers?

Maybe it’s a jacket, or dress for work. Make a list of items you might need so you can hit the shops, whether virtually or online. Having an idea of what you really need makes shopping more focussed as the amount of choice can often be overwhelming.

So what are the key looks for Spring/Summer 2022? I’m pleased to report that one of the strongest walks from the catwalk is all things colour. From zesty oranges and yellows to bold cobalt blue and emerald green. Colour blocking or unusual combinations is a fantastic way to lift both your current wardrobe, and your mood. It’s known as dopamine dressing as injecting colour really can boost how we feel. If you’re not sure that bold colours suit you, or you’re feeling a little less brave, try an accessory like a handbag or a pair of shoes as a pop of colour against a more neutral palette – it really does have the power to elevate your outfit.

MAPPING THE WAY

Here’s how our area looked some three hundred years ago. Richard Budgen’s map of 1724 is a landmark in local mapping: the first large-scale printed map of Sussex at three quarters of an inch to a mile, with all sorts of detail never shown before by earlier map-makers. By including only what he called ‘principal’ roads the district must have seemed very isolated. The minor roads, not shown by Budgen, would have had more the appearance of trackways or bridleways, such as between Felpham church and Middleton church, its landward end surviving today as Limmer Lane until it’s lost under the sea. Its designation today as a bridleway through the Summerley Estate, rather than just a footpath, reinforces the fact that it was anciently a main artery between the two villages.

This early-18th century coastline was bleak and desolate, few people living right on the shoreline as they do today. Middleton was hardly populated; In 1724 there were only four families living here. The invading sea was swallowing up acres of farmland year by year. Each storm brought fresh dangers.

Significantly Budgen makes the point: ‘The South Wall of Middleton Church stands about 60 feet from ye Full’ (i.e. 18 metres above the full, or high, tide mark). The situation was becoming desperate. A century later, in 1837, the medieval church was finally abandoned to the waves, its Victorian replacement opened on a safer, more inland site in 1849.

The site of the old church is just off the beach at the seaward end of the second groyne westwards from the end of Sea Lane, according to Middleton’s late historian, Winifred Abbott. Traces of five of the old village wells on the drying sand were last sighted on the beach here in 1996.

Without adequate sea defences, the erosion of the coastline was unstoppable. Groynes were erected by one 18th-century vicar of Felpham – named as ‘Grynes’ by Budgen – but were never as effective as the more modern concrete seawall or the nearby rock islands off Elmer. Remains of some of the early groynes can still be discovered at low tide along Felpham’s Summerley beach, smoothed down almost to the level of the sand.

WALKING THE WRITER’S WAY

World Book Day usually falls in March, so it was only right for this month’s walk to have a literary theme. It features part of the ‘West Sussex Literary Trail’ that links Horsham with Chichester and also follows in the footsteps of Hilaire Belloc’s novel ‘The Four Men: A Farrago’.

Hilaire Belloc was a Franco-English writer and historian of the early twentieth century and this book describes a pilgrimage that he took on foot in 1902 across Sussex from Robertsbridge to Harting. “The Four Men” describes four characters, himself, Grizzlebeard, the Poet and the Sailor, who are all aspects of Belloc’s personality, as they journey in a halfreal, half-fictional story of life.

The best place to start the walk is at the ‘The White Horse’ pub situated in the Square of Storrington where the book says Hilaire Belloc stayed overnight and told stories of meeting a huntsman. A short walk down Church Lane leads to ‘Our Lady of England Priory’ where he stayed a few years later and which inspired him to write the poem titled ‘Courtesy’. Hilaire’s book suggests that his route goes up on the Downs and looks over the Arun Valley, however this walk follows a lower route, which gives you further opportunity to explore the landmarks that he writes about.

Head west out of the town to join the Literary Trail as it passes through Cootham and enters the 300 acres of Parham Deer Park. Fallow deer wander the park and are descendants of the original herd first recorded in 1628. Parham Park is a Site of Special Scientific Interest for its lichen, rare beetles and large heronry. The Elizabethan house sited amongst the deer park was built in 1577 and has been a family home ever since.

The house first opened to visitors in 1948 after the Second World War where previously it had been home to evacuee children and Canadian soldiers. The house re-opens to visitors again at Easter.

Leave the deer park by West Lodges, cross the road and admire the sandstone rocks of Rackham along with the old Victorian school. The trail continues across fields to the 18th century Rackham Watermill, closed in 1925 it has been derelict ever since; however, it still contains much of its machinery. The 4.4m diameter waterwheel has deteriorated over the years but can still be seen on the side of the mill and was fed via a small millpond from Parham Lake.

The route joins Crossgates road and heads into Amberley village. This road sits high above the wetland area of Amberley Wild Brooks and gives great views across this tidal floodplain of the River Arun. This wetland area (also a Site of Special Scientific Interest) generally floods in winter and is known for its varied wildfowl. Amberley is worth exploring with its castle (now a hotel), Norman church, village tea shop and chalk pit museum.

The walk finishes at the Bridge Inn by Houghton Bridge where the Four Men briefly stopped, ordered beer, and told stories of their first loves.

GLAUCOMA

Glaucoma is a chronic, progressive, degenerative disorder of the optic nerve that produces characteristic visual field damage. This may be because the eye pressure is higher than normal, or because of a weakness to the optic nerve. In its early stages, it is asymptomatic and if untreated, it may progress to blindness: however, with early treatment, the damage may be limited and sight may be saved.

The main types of glaucoma are: • Primary open angle glaucoma, the most common type, also known as chronic open angle glaucoma, where damage to your optic nerve happens very slowly over time.

• Closed angle glaucoma, where damage can happen very quickly due to a sudden rise in eye pressure.

• Normal tension glaucoma, when an eye pressure within the normal range still causes damage to the optic nerve.

• Secondary glaucoma, which occurs as a result of another eye condition, an injury to the eye or due to medication.

Congenital glaucoma: the chances of getting glaucoma are 10 times higher for those with a history of it in their close family environment.

Glaucoma cannot be prevented: a regular eye test, which includes standard tests for glaucoma, is the only way to know you have the condition. In addition, any patient with a family history of glaucoma should mention it. Because it affects peripheral vision which is not as sensitive as central vision, it’s difficult to notice any early changes. If an optician suspects glaucoma they will refer you to an eye clinic for diagnostic tests and your GP will be informed.

Once a diagnosis is confirmed, treatment options will be discussed and patients are monitored for life to minimise preventable sight loss.

Treatment for glaucoma aims to lower your eye pressure, this usually starts with eye drops, and for most this is the only required treatment. If eye drops alone are not enough, your ophthalmologist may suggest laser treatment. In a very small number of cases surgery may be an option.

Unfortunately, once sight loss occurs, it can’t be reversed as there are currently no treatments which can restore the damaged nerve.

However, the treatments for glaucoma can help to prevent further optic nerve damage and any further loss of sight.

SPRING CLEAN YOUR KITCHEN

BY KATE MCCARTHY If you feel overwhelmed at the thought of spring-cleaning, the kitchen is a great place to start.

First throw away obvious rubbish. Then empty the bin and take out the recycling. Do the washing up (or load the dishwasher) and then wash out the bin and recycling containers with warm soapy water. Leave them upside down outside to dry.

Remove everything from the kitchen cupboards. Throw away empty containers, consolidate half-empty duplicates, and get rid of products you’ll never use.

Check 'use by' dates and get rid of embarrassingly ancient jars.

For pots, pans, cutlery, and crockery, be honest about what you use regularly and what you will use over the coming months. No-one really needs 29 mugs, surely.

Wipe down cabinets and put everything you're keeping back inside. Take stock of your kitchen gadgets. Those you use on a regular basis need to be within easy reach. Those you use less frequently can go on a higher shelf. If you know you haven't used a gadget in the last year, donate it or dispose of it.

I realised this time that I will never use a milk-frother or a stand-alone steamer.

Fetch a step ladder or stool and wipe the tops of all kitchen cabinets. Then wipe the handles, walls, and light switches. Wipe down windowsills and polish windows with glass cleaner or white vinegar. Clean the countertops. Most can be cleaned with soapy water, but some require specialist cleaning products Wipe down any small appliances that live on the countertop – like the toaster or coffee machine.

Scrub the sink and faucet. You can use a specialist drain-cleaning product, but I use couple of tablespoons of bicarbonate of soda and a cup of white vinegar poured down afterward. Let it sit for 30 minutes, and then pour a couple of kettles of hot water down to rinse it through.

Vacuum behind the fridge because dust can interfere with its efficiency. Then empty everything out and throw away expired food. Remove drawers and shelves and wash them in the sink with mild soapy water. Wipe everything down, paying special attention to the rubber seals that tend to collect crumbs. If your fridge is stainless steel, use either a specialty cleaner or a tiny amount of oil on a clean cloth to polish away fingerprints.

To clean a microwave, fill a glass bowl a cup of water and a tablespoon of white vinegar and microwave it for three minutes until it’s boiling. This steam-clean will help soften caked-on food inside making it easier to wipe down.

Clean the stove top (and grates if you have a gas stove), with warm soapy water. You might need a degreaser on the hood, stovetop, and backsplash.

If you have a dishwasher check the filter for any food that might be stuck and rinse it. Run the empty dishwasher on hot using a specialty cleaning product.

If you have a waste disposal unit, Run the tap with it on, then grind up some ice cubes and finally half a lemon to freshen it up.

Vacuum the floor thoroughly, paying attention to the gaps between the countertop appliances.

Wipe down baseboards with warm soapy water, then mop or scrub the floor.

Finally deep clean and descale clean any regularly used items like the kettle and coffee pot.

Rinse thoroughly.

Stand back and enjoy your kitchen. Then feel totally vindicated in buying a takeaway tonight so you don't mess it up again!

GARDEN VIEW SWISS CHARD BY RACHEL LEVERTON March means the start of outdoor sowing season in the UK, as the days begin to lengthen and become warmer. I discovered Swiss Chard several years ago when I was looking for something more interesting than spinach. It’s rarely found in the supermarkets for some reason and is quite delicious. It’s also easy to grow and doesn’t require much maintenance.

Beta vulgaris subsp. cicla var. flavescens is sometimes called Rainbow Chard because of its ornamental stems. The fact it’s so decorative, with its large fleshy dark green leaves and bright stalks in shades of red, purple, gold and white make it a good choice for a small garden. It looks attractive in containers or borders.

To grow it, choose a sunny (but not sun-baked) spot, prepare the soil well (or use compost in a large container), make shallow drills about 40cm apart and sow the chard seeds thinly, approximately 1.5cm deep. Cover the seeds with soil and water well. You can start sowing in March, then every few weeks you can repeat sow, until September for a continuous crop that will even see you through the winter if you give it a little protection. I move my pots to the greenhouse.

As the seedlings begin to grow, thin out the plants so that they’re 25-30cm apart. Water well after thinning. Chard is an easy vegetable to look after but keep an eye open for slugs and snails. Birds also seem to like the little seedlings (at least in my garden) so you might need to protect them.

Young chard leaves can be eaten fresh so use the early thinned leaves for salads. The adult chard leaves are ready to harvest about 10-12 weeks after sowing, though later in the year it will take a little longer. It’s a wonderful cut-and-come-again plant. Cut individual leaves as you need them, and the plant will keep producing new growth.

SWISS CHARD VARIETIES TO TRY My favourite variety is ‘Bright Lights’ which has rainbow-coloured stems. It’s particularly good for autumn crops. ‘Fantasy’ has pretty red stems and is good if your garden tends to be damp as it’s resistant to mildew. As its name suggests ‘Bright Yellow’ has yellow stalks and is very striking.

All three of these varieties can be over-wintered with a little protection and provide you with an early crop the following spring.

BEEF IN GUINNESS ST PATRICK’S DAY IS ON MARCH 17TH. CELEBRATE WITH A CASSEROLE COOKED IN GUINNESS TO MAKE A DELICIOUS SAUCE. INGREDIENTS For the stew 2 tbsp oil 1kg braising steak, cut into large pieces 2 tbsp plain flour, well-seasoned 3 onions, sliced 500ml Guinness 2 sprigs thyme

For the dumplings 75g butter, frozen and grated, or 75g suet 150g self-raising flour 1 small onion, grated 2 sprigs of thyme, leaves stripped and chopped Water for mixing

METHOD Heat the oven to 150C/fan 130C/gas 2.

Heat a little of the oil in a large oven-proof pan.

Lightly flour the pieces of braising steak and fry in small batches until well browned.

Remove them with a slotted spoon and place them on a plate.

Add the onions to the pan and fry on a fairly high heat until they soften and tinge brown at the edges.

Pour the Guinness into the pan, letting it bubble up, then return the meat to the pan along with the thyme. Cover the pan and transfer to the oven for 2-2 1/2 hours or until tender.

The sauce will sweeten and thicken during the cooking time.

Make the dumplings towards the end of the cooking time by mixing the grated butter or suet, flour, onion, and thyme together and season well.

Gradually add water to the dry ingredients until you have a soft dough. Divide into 12 balls. Place the dumplings on top of the casserole and return it to the oven, uncovered, for 25 minutes.

Serve with shredded cabbage or spring greens.

UNDER PRESSURE BY TONI CARLTON

WHY TYRE PRESSURE IS IMPORTANT? As I pulled into the garage to check my tyre pressures like I do most Fridays after collecting my son from school, he asked, ‘Why do you have to check the pressures anyway?’

I knew it was for safety reasons though I was a bit hazy on the details, and frankly I do it because it’s a habit I inherited from my own mother. So, let’s take a look at tyre pressures.

Here’s an interesting fact – 40 per cent of car accidents related to faults (as opposed to driver error) are related to under inflated tyres! Though I reckon you could class that as driver error too because they omitted to check the pressure. Under-inflated are the most common reason for a blowout, where a tyre disintegrates while in motion. They are super scary and extremely dangerous.

Correctly inflated tyres last longer than those that are under-inflated. Tyres can lose 1-2 PSI (pounds per square inch) per month if unchecked, and driving on tyres underinflated by just 5 PSI can reduce the life of the tyre by 25 per cent.

If you are concerned about the environment, or your finances, check your pressures. Under-inflated tyres can increase your fuel consumption by around 5 per cent.

Tyres inflated to the correct pressure actually improve vehicle grip, handling, and steering.

Under-inflated tyres increase stopping distances by up to eight metres, and even more if the road is wet or icy. The car might also feel sluggish and hard to control.

Overinflated tyres are more likely to overheat on long journeys, increasing the risk of a tyre blowout.

They also make handling more difficult, especially on corners. Because they are ‘harder’, contact with the road is reduced meaning that the engine has to work harder and increasing petrol consumption.

The correct tyre pressures for your car can be found in the handbook or printed on the inside of the fuel tank flap, or the sill of the driver’s door.

This was agreed in principle subject to determining the format of meetings in the current environment ensuring the opportunity for full engagement.

Item MC 189. PROPOSED CHANGE TO CAR PARKING CHARGES

BY ARUN DISTRICT COUNCIL At the time of the meeting, there has currently been no response from Arun District Council to the questions raised by Felpham Parish Council. Councillor Glen Hewlett expressed his disappointment at the continued failure of Arun District Council to consult with Felpham Parish Council, answer questions and consult with residents. It was felt that Arun District Council did not anticipate that the subsidy paid to keep the car parks free paid by Felpham Parish Council may be withdrawn.

MC 190. BOGNOR REGIS GOLF CLUB DEVELOPMENT Councillor Glen Hewlett discussed and explained the remit of the working party and thanked the seven Parish Councillors who had given up their time to attend. There is still limited information available and apart from the initial consultation paper and comments made during the informal virtual meeting with several members of the council no real detail about what the planning application may or may not be is available. Consequently, at this stage no formal decisions can be made on the council’s position although the working party continues to consider what information is available and continues to compile its thoughts.

MC 191. GRANTS MAIN COUNCIL APPROVAL FOR PAYMENT This was proposed by Councillor Glen Hewlett, seconded by Councillor Kevin Watson with five councillors voting in favour and two abstentions.

MC 192. BUDGET SETTING (FOR PRECEPT SUBMISSION TO ARUN DISTRICT COUNCIL) Councillor Dave Smart expressed his thanks to all committees for their work on this. There will be no change in precept which equates to a reduction when the inflation rate is taken into consideration. £23.19 will be the cost to a Band D. property. Although Felpham is the fifth largest Parish Council, it is twenty first in the list of precept charges. Approval for the precept submission was proposed by Councillor Glen Hewlett and seconded by Councillor Kevin Watson with a unanimous vote to approve.

Item MC 194. BUSINESS AT THE CHAIRMAN’S DISCRETION Councillor Jaine Wild outlined the recent concerning actions of the owner of Brook’s Field (land to the N.W of Arun Leisure Centre off Brooks Lane) and asked permission for the Clerk to write to Arun District Council. Councillor Graham Matthews agreed that he was very concerned and had emailed David Meagher requesting that proof be forwarded to the Clerk. Clerk to contact David Meagher and send an email to Arun District Council checking the status of their enforcement action, asking for details of the latest situation and their position on this.

In this, our second update, we are concentrating on the Finance and Administration Committee (F&A). Quite simply F&A is responsible for managing the council’s finances and making sure money is spent legally, appropriately, and only for the benefit of parish residents. It works with the Responsible Financial Officer to set an annual budget and identify where money should be spent.

Examples include awarding grants to local good causes; and making sure council assets such as the promenade lights, several bus shelters, defibrillators to name but a few are properly maintained, renewed, and repaired. It also protects the parish council’s portion (the precept) of council tax and keep it is as low as possible while also being realistic. For the coming financial year, through good financial control there is no increase in our precept.

F&A is also responsible, in conjunction with the clerk for all administrative responsibilities within the council so that it operates efficiently and properly. It makes sure councillors are aware of matters to do with highways (not paths or footpaths) and these are also forwarded to West Sussex County Council or Arun District Council as appropriate. It is also has overall responsibility for Felpham Community Hall.

Homeland Elegies by Ayad Akhtar Homeland Elegies is a novel which could be (and partly is) an autobiographical series of essays.

Mr. Akhtar is a cardiologist, non-practising Muslim, and supporter of Donald Trump. He and his wife were Pakistani migrants, professional educated people, who moved to the U.S, enticed by the ‘American Dream.’ ‘Life is good and Ayad enjoys a privileged middle class US childhood. Then 9/11 happens and Ayad notices how attitudes towards his family change.

The very first chapter explores the rise Donald Trump.

If you have ever wondered what people see in Trump; how they are seduced by his message and how he came to power in spite of being dismissed as a showman, then Akhtar examines this using his relationship with his father as a way to explore this momentous change in the nation.

Akhtar goes on to explore themes on American life, 9/11, partition, Muslim identity, family dynamics, and Salman Rushdie. It’s not a light read but it is intelligently written, and the essay style of writing means that it can be read in bite-size sections.

At its heart, Homeland Elegies is the story of a father, a son, and the country they both call home. It seamlessly blends fact and fiction to tell a story of belonging and dispossession in a post 9/11 world.

A Secret of Birds & Bone by Kiran Millwood Hargrave Sofia’s mother is a bone builder, crafting exquisite creations from bones – fine furniture, complex locks, and even their entire house.

One day though, Sofia’s mother receives an unexpected and seemingly unwelcome guest, and after the visit neither Sofia nor her brother Ermin are allowed into her mother’s workshop to see what their mother is working on.

On Sofia’s twelfth birthday her mother travels into the town but before she leaves she promises to explain everything to the children when she returns. Inheritance Tax (IHT) is a tax charge (usually 40%) on any part of your estate that exceeds your personal allowance (also called the nil rate band). This is currently £325,000 per person. The charge drops to 36% if you give at least 10% of your estate away to charity when you die.

The residence nil rate band can only be used when passing on a residence to direct descendants and applies only to your home, not a buy-to-let property.

What is a potentially exempt transfer?

Gifts that are not immediately tax-free are considered potentially exempt. If you die within seven years of making a potentially exempt gift, it counts as part of your estate and may be subject to Inheritance Tax. What is taper relief?

I’M BUYING A HOUSE DO I REALLY NEED A SURVEY?

You’ve saved and you’ve saved, maybe even received an unexpected windfall, and the time has come to buy a property.

Maybe it’s your first time, maybe it’s a step up or perhaps you are looking to downsize. No matter the reason, buying a property at any stage of life is a huge investment (perhaps one of the biggest you’ll make) and, without a doubt, an expensive one!

Making a house purchase might seem like it comes with endless fees and this is especially the case if you are buying with a mortgage. Maybe you’ve paid for a mortgage arrangement and the pesky mortgage company now wants to charge for a ‘survey.’

Your estate agent might even have suggested this survey is ‘good enough’.

It could be tempting to see this an opportunity to save some money and not get an additional building survey, but … let’s take a look at the mortgage ‘survey’ and see what you think: Who is the mortgage ‘survey’ for?

Sadly, although you’re the one paying for it, this inspection is not for your benefit. The sole purpose of this inspection is, to be blunt, to assure the lender that IF they lend money on this property they will be able to recoup the money lent if something goes wrong. The lender is protecting its own investment.

But a survey’s a survey, right?

First of all, a ‘mortgage survey’ although commonly used, is generally a misleading term. A surveyor will visit the property but will actually be undertaking a ‘mortgage valuation.’ I’m sure you can immediately see the difference; a valuation does not a survey make.

The purpose of a building survey which you commission yourself, is to assess the condition of a property, or structure and to identify whether there are any issues that may need addressing which could end up costing you dearly in the long run. Should any issues be identified, you then have what you need to be able to either renegotiate the agreed price or, in some instances, walk away from the sale altogether knowing you’ve saved yourself not only your hard earned cash, but also the stress and heartache of finding out the hard way that your dream home isn’t quite what you had hoped for. Of course, your survey may simply confirm that all is well with your new home. In which case, you have paid a small price for peace of mind.

One positive side effect of the pandemic is that it has made the public more aware of reusing and recycling lots of items which they would have normally thrown in the bin or taken to the tip.

To accommodate this welcome trend, good old-fashioned jumble sales have re-branded and, as you may have noticed, table top sales are springing up everywhere. To pick up a bargain you just turn up with a few plastic bags, some cash (a must have) and shop. But how do you become a successful table top seller?

First of all, find a sale, book and pay for your pitch (a table and a couple of Chris Warden chairs) which usually costs from £6 to £15. Most sales are indoors but as the weather improves there will no doubt be outdoor venues.

Items are sold by all types of sellers to all sorts of customers. Customers are normally looking for a bargain or inspiration for their next upcycling project, admission tends to be free and tea and coffee are often available.

Most sellers do not price every item and are sometimes willing to haggle. Some sellers do price larger items, but others like to negotiate. It’s totally up to you.

So, I hear you saying, what can I sell? In essence, almost everything that you no longer want but here are a few tips: • Clothes - must be washed and obviously clean • Pet carriers, homes and accessories and • Ornaments - make sure they are dust-free children’s/baby toys and equipment are • Food items - are rarely sold but must be in date popular • Tools – especially old fashioned ones, go well With all this in mind, I have set-up a monthly Indoor Carboot/Table Top sale which takes place 1st or 2nd Saturday of each month at Middleton Jubilee Hall, Elmer Road from 9am-12 noon (sellers can arrive from 8a.m.). HEART OF FELPHAM HISTORICAL FACTS YOU MAY NOT KNOW?

Felpham (/ˈfelpəm/, sometimes pronounced locally as Felf-fm) is a village and civil parish in the Arun District of West Sussex, England. Although sometimes considered part of the urban area of greater Bognor Regis, it is a village and civil parish in its own right, having an area of 4.26 km2 with a population of 9,611 people that is still growing (2001 census). The population at the 2011 Census was 9,746 and 11,519 in 2020 (Estimate).

Felpham was in existence long before Bognor Regis, having been mentioned in the Domesday Book of the 11th century, under the hundred of Binstead: “St Edward’s Abbey [Shaftesbury] holds and held Felpham before 1066.” Its value before 1066 was said to be £10.

The 12th century Anglican parish church, St Mary’s, located near the village centre is dedicated to the Virgin Mary. There is also a Methodist church close to the three-way junction of Felpham Way, Flansham Lane and Middleton Road, in the east of the village.

Although William Blake only lived in Felpham for three years, it is well-known that during his stay he started writing his epic poem ‘Milton’, which contains those quintessentially English lines set to music by Parry and known as ‘Jerusalem’.

The village hall is called the Memorial Hall and was built in remembrance to the fallen from the First World War. A church community hall called St Mary’s Centre replaced the original church hall in Limmer Lane, where you now find St Mary’s Court flats.

Due to the 1960s redevelopment, Peartree Cottage in Vicarage Lane (pictured) is now the oldest house in Felpham. It is a late medieval (c.1500), four bay, timberframed thatched Yeoman’s house with queen struts and clasped side purlins. It had an open first bay (probably a workshop) and still has an intact smoke bay. In the 1700s the house was ‘modernised’ with the insertion of a chimney built within the smoke bay and three exterior walls replaced with flint with rubble infill. Peartree has a small Victorian extension faced with galleted knapped flint. Two small bays were added to the south face of the house in the early 1900s.

FISHING FOR BENEFITS BY LOUISE ADDISON WHY WE SHOULD ALL BE EATING OILY FISH Oily fish are those that are high in omega-3 fatty acid. This is an essential fatty acid which our body cannot manufacture for itself so has to obtain from food. Omega-3 fatty acid is a polyunsaturated fat, made up of two main fatty acids - EPA (eicosapentaenoic acid), and DHA (docosahexaenoic acid) The most common and easily accessible oily fish in the UK are salmon, trout, mackerel, sardines, herring, and anchovies. Unlike salmon, which is oily whether fresh, tinned, or smoked, tuna is classed as an oily fish only when fresh and not when it’s tinned, because the canning process reduces the long-chain omega-3 fatty acids to levels similar to those in white fish. Also, tuna contains small amounts of mercury, which is toxic to humans, and we are advised to restrict the amount we eat. Smoked salmon contains a lot of sodium so is best eaten in small quantities, but the soft bones in tinned salmon are positively beneficial for adding calcium and phosphorous to our diet.

Eating a diet rich in oily fish has many health benefits.

• Protection against heart disease – Numerous scientific studies have shown that omega-3 fatty acid is beneficial for helping to reduce high cholesterol and high blood pressure, two of the greatest predictors for heart disease.

• Neuroprotective properties – The DHA in omega-3 fatty acid, is required for proper brain development and function and offers protection against certain neurological conditions such as Alzheimer’s Disease.

• Joint protection – Omega-3 fatty acid is naturally anti-inflammatory and has been shown in several scientific studies to offer protection of joints and may even help in the prevention of rheumatoid arthritis.

• Positive mental health implications – Because depression appears less common in nations where people eat large amounts of oily fish, scientists have conducted studies which suggest that fish oils may prevent or treat depression and other mood disorders. This may be because omega-3s travels easily through the brain cell membrane and may then interact with moodrelated molecules inside the brain. Their anti-inflammatory actions may help relieve depression and anxiety.

• Reduces risk of certain cancers – Omega-3 supplementation is widely employed in the treatment of cancer patients as a supplement to the main treatment. Many research papers since the 1970s have shown links with omega-3 fatty acid and a reduced risk of certain cancers, including colon, breast, and prostate. This is most likely due to the anti-inflammatory effects of EPA and DHA. The NHS currently recommends that we include at least two portions of fish in our diet a week, one of which should be an oily fish. One portion is about 140g. However, all girls and women who reached menopause age, including those trying for a baby, or who are pregnant or breastfeeding, should have no more than 2 portions of oily fish a week. A portion is around 140g. This is because the low levels of pollutants that oily fish contain can build up in the body and may harm an unborn baby during a future pregnancy.

SO, YOU WANT TO CHANGE CAREER?

BY TRACEY ANDERSON As we emerge blinking into the (almost) post-pandemic world of work, many of us are finding that we’ve changed as people, which is not surprising, and our job no longer seems like such a good fit for us.

Changing career is a decision which can’t be made lightly, and the prospect can be daunting, but sometimes it can be the best way forward.

The first thing you need to ask is ‘What’s my why?’ Why do I want to change? Do you want more money? Or maybe you’d like more flexible hours and less stress. You might dream of running your own business or turning your hobby into your career.

The next thing to ask is ‘When?’ When is the right time?

It’s probably the right time to consider a career change (or at least a job change) if your workplace is toxic and grinding you down. Toxic workplaces impact on your mental and physical health and are rarely worth the pay cheque long term. It’s also time to re-evaluate if you’re only in it for the money. A career change might give you the chance to find more personal and professional satisfaction but still pay all the bills. If you get a sick feeling in the pit of your stomach every Sunday evening, it could be a good time to consider a change. Likewise, if you’re bored all the time and feel like you’re sleepwalking towards retirement, it’s a good sign that you might benefit from a change.

Various surveys have been carried out on career-changers. And overwhelmingly the responses are mostly positive. Respondents reported feeling happier, more fulfilled, and less stressed.

Around 80% of people who have changed careers say that they wish they had done it sooner. Very few of them regretted their decision.

Of those that did have regrets the main one was financial insecurity. Changing careers can incur costs such as having to pay for further education or an initial drop in salary.

Even those who were mostly happy with their decision cautioned that it can take time to find the right position in a new career. Those who had started their own business explained that the emotional and financial stakes are higher day-to-day, which can lead to its own stress.

If you still feel you’d like to change career the next question is ‘What?’ What would you like to do?

Research is key. The more research you do, the better position you’ll be in to make the right decision. Set a time limit on your research so you don’t get stuck in ‘analysis paralysis.’

Then start at the end point e.g. ‘I want to become a hairdresser / plumber / chartered accountant’ and work backwards, breaking down what you have to do to achieve each step. Then aim to take a small action towards your big goal every day. For example, contacting someone who already works in the industry; contacting a careers adviser; signing up for a course.

For many people, their biggest obstacle is inertia. They want to change but they’re scared or overwhelmed or worried about what others might think. So, take the time to go through the above process in a step-by-step manner to help to clarify things in your mind. When you feel confident, other people are more likely to be supportive.
