Rich Evans, a talented urologic surgeon, is Administrative Director of Robotic Surgery, Director of the Expert Surgical Second Opinion Center, Director of the Bloodless Medicine Surgery Program, Former Chief of Urology at Good Samaritan Hospital, and Clinical Assistant Professor at New York Medical College. As a gifted visionary, he always seeks out innovative opportunities to deliver academic-level care here in our community hospital. Examples would be his development of the Familyfirst App, and his initiation of our new Expert Surgical Second Opinion Center which offers access to physicians within 72 hours to give a second opinion. And always at heart is his devotion to excellent patient care; giving to each patient exactly what he would want for his own family.
Tamer and Amra are a dynamic couple. As an accomplished investment banker and business owner, Tamer brings financial and business insight to the Westchester Medical Center Health Network Board of Directors. Amra brings her impressive expertise in finance and philanthropy as well as her deep understanding as a scholar, author, and champion of human rights to our Good Samaritan Hospital Foundation Board. Their unwavering dedication to improving healthcare and giving back to our community is demonstrated by their belief in empowering our organization to make a positive difference.
The Harold Peterson Community Service Award recipient, Veolia, is an ever-present friend to Good Samaritan and numerous other local nonprofit organizations. Through their exceptional Corporate Responsibility Program, they are invaluable to the health and well-being of our region. This award, sponsored by Webster Bank, N.A., is given in memory of Harold J. Peterson, past Chair of our Foundation (2015 to 2022)
Tonight’s proceeds will benefit a large-scale renovation of our cardiac catheterization lab. This investment will raise the standard of care in our region while positioning us for wider interventional and vascular capabilities.

I am so happy that you have joined us this evening. What a better show of support than 350 friends and colleagues coming together for a common cause!
Congratulations to our honorees, Richard M. Evans, MD, Tamer El-Rayess and Amra Sabic-El-Rayess, PhD, and Veolia. Thanks to your hard work for our community, Good Samaritan continues to achieve tremendous success in delivering excellent healthcare – something we can all feel proud to support.
As Good Samaritan’s Foundation Board of Directors, we raise funds from individuals and businesses to expand and update the hospital’s facilities, equipment, and technology. We also use donations to support programs that promote good health.
Proceeds from the Spring Ball and subsequent fundraising will benefit the new hybrid suite for cardiac catheterization and other advanced cardiac interventions. The Foundation is responsible for raising $3.5 million for this project. Your support will help Good Samaritan expand its capabilities and ensure even greater patient safety and ease of recovery.
Your gifts help Good Samaritan accomplish so much. Last year alone, community support funded $3 million in advances. These include new operating room equipment and technology, updates to our our Labor & Delivery suites, new equipment and furniture for the Emergency Department, upgrades to The Bobbi Lewis Cancer Program, and supplies for The Active International Cardiovascular Institute. Donors supported services for patients of The Center for Breast Health, nursing staff development, a new pelvic floor physical therapy program, and improvements to The Garden of Hope as well. And let’s also remember how philanthropy benefited Mission Services by helping patients and staff facing temporary financial hardship.
Local access to leading-edge healthcare prevents illness, saves lives, and improves the quality of lives. All of us share the responsibility to support Good Samaritan so that Dr. Leahy and her teams continue to have the resources they need to help our community achieve its best possible health.

Meet
RICHARD M. EVANS, MD, FACS
Recipient of the Sister Joseph Rita Award for Medical Excellence
Richard Evans has been practicing medicine for nearly 35 years. He is our Administrative Director of Robotic Surgery; Director of the Expert Surgical Second Opinion Center; Director of the Bloodless Medicine Surgery Program; Director of the Mini Medical College, and President/Co-Developer of the Familyfirst Messenger App. He's also the former Chief of Urology at Good Samaritan and the former Chief of Urology at the Minneapolis Veterans Administration Medical Center.
He completed medical school and his surgical/urologic residency at New York Medical College and its affiliated hospitals. His fellowship in endourology/laparoscopy was at the University of Minnesota.
Dr. Evans was instrumental in developing two surgical tools: the Nitinol Tipless Basket kidney stone extractor (Cook Medical) and the Vaportrode Fluted Bar (Circon ACMI), a prostate vaporization instrument. Surgeons worldwide use these tools during minimally invasive procedures.
He has authored more than 30 publications. He has also presented before professional and consumer audiences in person across the globe and on TV.
Who has most influenced your career?
Being a composite of people and experiences, my family, teachers, and colleagues have all influenced me.
My wife, Rachel, and children, Ross and Jessica, provide unconditional encouragement. They respect my need to spend extended time with patients and projects, and they inspire me to want to do more.
I am grateful to my parents and sister, Suzan, for their support during my education and training. And my high school biology teacher, Mr. Sirignano, helped ignite my interest in medicine.
During my fellowship, I worked with world-renowned physicians at the University of Minnesota. They encouraged me to tap my engineering interests and develop surgical instruments.
My colleagues here at Good Samaritan are superb clinicians who help me care for patients and continue to learn the ever-changing art of urology.
Of course, I am thankful to Dr. Leahy who provided me the opportunity to wear an administrative hat while wearing a clinical coat. She always listens to my ideas and supports bringing them to fruition.
How do you see Good Samaritan serving our future community?
As the regional leader in innovation, I see us continuing to lead by example, bringing technological advances to our patients.
We have been committed to progressive transformation for years. One example is how Good Sam was the first in our region to offer robotic-assisted surgery for orthopedics and other advanced surgical indications.
What’s best about practicing here?
Our hospital leadership welcomes new ideas and shares common goals with a commitment to advance patient care.
What does it mean to you to receive this award?
I am deeply honored that my peers have chosen to recognize me. My life’s work is to contribute to healthcare with a multidimensional approach. My colleagues’ affirmation of my work with patients, administration, and students is deeply important to me and my family.
Which professional accomplishments make you most proud?
My pride mostly comes from my day-to-day care for patients. I make sure to give each patient what I would want for myself and my family.
With that, I am proud of how I’ve branched out to more broadly affect healthcare by developing surgical instruments and improving healthcare communication.
The Familyfirst Messenger App was co-developed with my college roommate’s son, Randy. Physicians and nurses use this mobile app to communicate with patients’ families waiting for news about their loved ones.
My high school experience motivated me to create the Mini Medical College. I’m extremely proud to volunteer for this one-of-a-kind program. The college serves high school students in five New York counties. It promotes critical thinking and hands-on learning, inspiring students to contemplate careers they may not have previously considered.
What’s your message to donors about philanthropy?
We need the best tools to deliver the best care – the most advanced equipment, technology, and services. Donations are pivotal as we continue to expand resources to treat patients. I am a committed longtime hospital donor, and I’m thankful to everyone who shares that commitment.
What’s on deck for your second career?
Medical device engineering or software coding. Both would help me expand my ideas to improve healthcare.
What do you like to do when you are in the hospital?
I enjoy spending time with my family regardless of the activity.
I also run 3-4 miles daily. While pounding the pavement, I think about new ways to help make healthcare better.

TAMER EL-RAYESS AND AMRA SABIC-EL-RAYESS, PHD
Recipients of the Good Samaritan Hospital Medal of Honor
Tamer and Amra are ardent supporters and longtime friends of Good Samaritan Hospital. Accomplished and respected in their professional circles, they each bring different but complementary strengths to our healthcare system.
Tamer is Founder, Chairman and CEO of Continental Finance and he is also Chairman of Grand.Bank, a digital national bank. Prior to founding his companies, Tamer had a successful career on Wall Street, leading major divisions within Goldman Sachs, Deutsche Bank, and UBS Investment Bank among other prominent financial institutions. Tamer founded Continental Finance to serve a large unmet need for the 60% of Americans who are financially marginalized because they are underbanked or unbanked. Leveraging AI and other non-traditional credit modeling techniques, Continental Finance provides credit cards to millions of Americans overlooked by banks, helping rebuild their credit while participating in the cashless society most take for granted. Tamer’s mission has expanded to pull millions of financially disenfranchised Americans up the ladder of opportunity by helping them rebuild credit, build savings, and buy their first home, which he believes is the foundation on which disenfranchised Americans can build generational wealth.
Tamer has been a member of the Bon Secours Charity Health System Board of Directors since 2015 and was a trusted advisor through the merger with Westchester Medical Center Health Network. His experience and expertise provide invaluable fiscal insights to the board and hospital leadership.
Amra is a professor and Founding Director of The International Interfaith Research Lab at Columbia University. Her work on building resilience to violence targeting individuals for their ethnicity, religion, and race has led to her ongoing international engagement. She has delivered 100+ lectures in the U.S., South Korea, China, Belgium, Denmark, Sweden, Australia, Germany, Austria, Indonesia, Mongolia, Azerbaijan, Jordan, Turkey, Morocco, Bosnia and Herzegovina, Italy, the United Kingdom, UAE, Croatia, Qatar, Myanmar, Congo, and India. In a letter, President Joe Biden said: “I am inspired by the bravery and strength you have shown in the face of heartbreaking tragedy and persecution.” Reflecting on Amra’s award-winning memoir The Cat I Never Named: A True Story of Love, War, and Survival (Bloomsbury, 2020), the President described her as “the very idea of America” itself. She was awarded a 2021 Finalist Medal for Excellence in Young Adult Nonfiction by the American Library Association and Best Book recognition by School Library Journal, Malala Fund, Capitol Choices and Children’s Center for Literature. Her latest book, Three Summers: A Memoir of Sisterhood, Summer Crushes, and Growing Up on the Eve of War (Macmillan Publishers, 2024) has been described by Publishers Weekly as “Sensitively crafted and thoughtprovoking memoir...This searching, introspective work—a timely tale of resilience—presciently observes that ‘words, ideas, hate can kill people.’”
Amra obtained her PhD and two master’s degrees at Columbia University, as well as a BA from Brown University.
As a Board Member at the Good Samaritan Hospital Foundation, her philanthropic intelligence and gracious generosity help further the hospital’s advancement goals.
Colleagues, family, and friends agree that the couple’s broad successes come from hard work, resilience, and determined focus.
Tamer and Amra met while working on Wall Street. After their daughters, Jannah and Dinah, were born, they moved to Tuxedo Park.
The couple became active with Good Samaritan and Bon Secours Charity Health System shortly after moving to the Park. Realizing the importance of high-quality community-based healthcare, they wanted to help ensure that our community continues to have easy access to state-of-the-art care.
Tamer and Amra’s greatest joy is derived from spending time with their two impressive daughters, Jannah and Dinah. Jannah is a freshman in college studying electrical and mechanical engineering and aspires to found her own robotics company. Dinah is a sophomore in high school, passionate about the confluence of nanorobotics and cellular engineering. A common family night is debating the latest advancement in science or the future of humanity based on current affairs. It is never a pedestrian moment in the El-Rayess household.
While overall delighted with the outcomes of his work, Tamer is most proud of helping uplift millions of financially disenfranchised Americans. Amra’s greatest professional pride is her engagement in hundreds of dialogues in U.S. school auditoriums and classrooms, where she helps cultivate resilient communities.
Being blessed with health, intellect, and the power to affect change, Amra and Tamer remind Jannah and Dinah that they have a unique responsibility to deploy those resources to improve the lives of others, whether they be neighbors or people in another part of the world. Jannah and Dinah both aspire to affect humanity through their direct involvement and achievements.
The El-Rayess family feels fortunate to have a world-class hospital in such proximity because nothing is more important than the health of our families. This is why, as a community, we must support Good Samaritan.
Life-changing advances in healthcare continue to provide opportunities for better diagnostic and treatment options, and the couple feels passionate about helping our hospital realize these advances.

This important collaboration with Rockland Paramedic Services reduces avoidable hospital readmissions by sending paramedics to provide in-home care when appropriate.

With our community of local residents and corporate partners, we raise funds that strengthen Good Samaritan Hospital’s essential healthcare programs. Contributions from friends like you make it possible to expand and enhance our facilities, services, equipment, and technology. We also subsidize staff training and certifications, as well as community-based wellness activities.
